This is a special report on 2020 3rd Quarter Luxury Market Report highlighting the trends of luxury home sales in the over $1MM category in Truckee and the North and West Shores of Lake Tahoe. What a difference a year makes! The 3rd quarter results September 2020, when compared to the same period in 2019, show an overall increase in home sales of 83%. Home sales in Truckee were 159 in 2019 and rose to 292 in 2020, an increase of 84%. The Alpine/Squaw and Lake Tahoe home sales in 2019 were 79 compared to 143 in 2020, an increase of 81%. A History of Voting in the United States
Today, most American citizens over the age of 18 are entitled to vote in federal and state elections, but voting was not always a default right for all Americans. The United States Constitution, as originally written, did not define specifically who could or could not vote—but it did establish how the new country would vote. Article 1 of the Constitution determined that members of the Senate and House of Representatives would both be elected directly by popular vote. The president, however, would be elected not by direct vote, but rather by the Electoral College. The Electoral College assigns a number of representative votes per state, typically based on the state’s population. This indirect election method was seen as a balance between the popular vote and using a state’s representatives in Congress to elect a president. Because the Constitution did not specifically say who could vote, this question was largely left to the states into the 1800s. In most cases, landowning white men were eligible to vote, while white women, black people, and other disadvantaged groups of the time were excluded from voting (known as disenfranchisement). While no longer explicitly excluded, voter suppression is a
problem in many parts of the country, as some politicians try to win reelection by limiting the number of specific populations of voters, such as African Americans. It was not until the 15th Amendment was passed in 1869 that black men were allowed to vote. But even so, many wouldbe voters faced artificial hurdles like poll taxes, literacy tests, and other measures meant to discourage them from exercising their voting right. This would continue until the 24th Amendment in 1964, which eliminated the poll tax, and the Voting Rights Act of 1965, which ended Jim Crow laws. Women were denied the right to vote until 1920, when the long efforts of the women’s suffrage movement resulted in the
Passage of the 19th Amendment. With these amendments removing the previous barriers to voting (particularly sex and race), theoretically all the American citizens over the age of 21 could vote by the mid 1960s. Later, in 1971, the American voting age was lowered to 18, building on the idea that if a person was old enough to serve their country in the military, they should be allowed to vote. With these constitutional amendments and legislation like the Voting Rights Act of 1965, the struggle for widespread voting rights evolved from the Founding Fathers’ era to the late 20thcentury. Why Your Vote Matters If you ever think that just one vote in a sea of millions cannot make much of a difference, consider some of the closest elections in U.S. history.

In 2000, Al Gore narrowly lost the Electoral College vote to George W. Bush. The election came down to a recount in Florida, where Bush had won the popular vote by such a small margin that it triggered an automatic recount and a Supreme Court case (Bush v. Gore). In the end, Bush won Florida by 0.009 percent of the votes cast in the state, or 537 votes. Had 600 more proGore voters gone to the polls in Florida that November, there may have been an entirely different president from 2000–2008. More recently, Donald Trump defeated Hillary Clinton in 2016 by securing a close Electoral College win. Although the election did not come down to a handful of votes in one state, Trump’s votes in the Electoral College decided a tight race. Clinton had won the national popular vote by nearly three million votes, but the concentration of Trump voters in key districts in “swing” states like Wisconsin, Pennsylvania, and Michigan helped seal enough electoral votes to win the presidency. Your vote may not directly elect the president, but if your vote joins enough others in your voting district or county, your vote undoubtedly matters when it comes to electoral results. Most states have a “winner take all” system where the popular vote winner gets the state’s electoral votes. There are also local and state elections to consider. While presidential or other national elections usually get a significant voter turnout, local elections are typically decided by a much smaller group of voters. A Portland State University study found that fewer than 15 percent of eligible voters were turning out to vote for mayors, council members, and other local offices. Low turnout means that important local issues
are determined by a limited group of voters, making a single vote even more statistically meaningful. How You Can Make Your Voice Heard If you are not yet 18, or are not a U.S. citizen, you can still participate in the election process. You may not be able to walk into a voting booth, but there are things you can do to get involved: • Be informed! Read up on political issues (both local and national) and figure out where you stand. • Get out and talk to people. Even if you cannot vote, you can still voice opinions on social media, in your school or local newspaper, or other public forums. You never know who might be listening. • Volunteer. If you support a particular candidate, you can work on their campaign by participating in phone banks, doing door-to-door outreach, writing postcards, or volunteering at campaign headquarters. Your work can help get candidates elected, even if you are not able to vote yourself. Participating in elections is one of the key freedoms of American life. Many people in countries around the world do not have the same freedom, nor did many Americans in centuries past. Basic Disaster Supplies Kit To assemble your kit store items in airtight plastic bags and put your entire disaster supplies kit in one or two easy-to-carry containers such as plastic bins or a duffel bag. A basic emergency supply kit could include the following recommended items: Water (one gallon per person per day for at least three days, for drinking and sanitation) Food (at least a three-day supply of non-perishable food) Battery-powered or hand crank radio and a NOAA Weather Radio with tone alert Flashlight First aid kit Extra batteries Whistle (to signal for help) Dust mask (to help filter contaminated air) Plastic sheeting and duct tape (to shelter in place) Moist towelettes, garbage bags and plastic ties (for personal sanitation) Wrench or pliers (to turn off utilities) Manual can opener (for food) Local maps Cell phone with chargers and a backup battery Download the Recommended Supplies List (PDF) Additional Emergency Supplies Since Spring of 2020, the CDC has recommended people include additional items in their kits to help prevent the spread of coronavirus or other viruses and the flu. Consider adding the following items to your emergency supply kit based on your individual needs:
Masks (for everyone ages 2 and above), soap, hand sanitizer, disinfecting wipes to disinfect surfaces Prescription medications Non-prescription medications such as pain relievers, anti-diarrhea medication, antacids or laxatives Prescription eyeglasses and contact lens solution Infant formula, bottles, diapers, wipes and diaper rash cream Pet food and extra water for your pet Cash or traveler's checks Important family documents such as copies of insurance policies, identification and bank account records saved electronically or in a waterproof, portable container Sleeping bag or warm blanket for each person Complete change of clothing appropriate for your climate and sturdy shoes Fire extinguisher Matches in a waterproof container Feminine supplies and personal hygiene items Mess kits, paper cups, plates, paper towels and plastic utensils Paper and pencil Books, games, puzzles or other activities for children Maintaining Your Kit After assembling your kit remember to maintain it so it’s ready when needed: Keep canned food in a cool, dry place. Store boxed food in tightly closed plastic or metal containers. Replace expired items as needed. Re-think your needs every year and update your kit as your family’s needs change. Kit Storage Locations Since you do not know where you will be when an emergency occurs, prepare supplies for home, work and cars. Home: Keep this kit in a designated place and have it ready in case you have to leave your home quickly. Make sure all family members know where the kit is kept. Work: Be prepared to shelter at work for at least 24 hours. Your work kit should include food, water and other necessities like medicines, as well as comfortable walking shoes, stored in a “grab and go” case. Soroptishop WHAT: The SOROPTISHOP Artisan Faire will be virtual this year. You will provide us with a link to your eStore (Webpage, Etsy Shop or Facebook), a brief Bio or description of your shop, your logo and a picture or two and we will include you on our SOROPTISHOP landing page. WHEN: The event runs for one week: from Nov 1st through November 8th. We will begin promoting it as soon as feasible. PROMOTION: We will handle all advertising and promotion – starting with our data base of 250 -300 past attendees (shoppers!). We will promote the event on all of our Social Media platforms, in the Truckee newspapers and Radio station, to all other service clubs in Truckee and through the Chamber of Commerce. We will also place physical banners throughout town the week prior to and the week of the event. Because the event is virtual this year, we also plan to promote it to a wider regional area, including Reno, Grass Valley/Nevada City and North and South Lake Tahoe. You will be provided with our media kit so that you can also promote the event on your Webpage and Social Media Accounts. COST: The Fee for this event is $80.00 for a single category listing. Additional Category listings may be purchased for an additional $25.00 per category. All net proceeds from this event are used to support Soroptimist service programs within our community and globally. These focus on improving the lives of women and girls through education and programs leading to social and economic empowerment. CURBSIDE PICK UP OPTION: If there is sufficient interest, we will offer a curbside pick up time and location. If you chose this option (instead of shipping directly to your customers), please be aware that pick up will be in Truckee only. We are not able to ship items nor are we able to deliver them. You would be responsible for either delivering the items to us prior to Nov 19th or shipping them to us. State moves Nevada County into ‘moderate’ tier; allowing increased facility capacities | September 22, 2020 From a news release:

The State of California Tuesday announced that Nevada County has moved into the Orange “Moderate” Tier which allows some businesses to safely increase activities and capacity pursuant to guidance. The state’s tiered framework, introduced last month, connects the level of openness of business sectors to COVID-19 conditions on the ground. Nevada County was initially placed in the Red “Substantial” Tier. “The ability to move to the Orange Tier is due to due to the excellent work of our communicable disease control team and the efforts of the community,” said Interim Public Health Officer Dr. Richard Johnson. “Although this is welcome news, we need to continue to be diligent about the COVID safe practices we’ve all been doing since there will more potential for COVID-19 exposures. It’s particularly important that we to take precautions like staying home if you are showing COVID-like symptoms, especially as some offices may begin opening indoors with modifications.” Nevada County Public Health reminds residents to continue practicing social distancing, masking, hand washing, and minimizing social mixing between households. Orange “Moderate” Tier Nevada County businesses can start modifying their business operations according to the guidance published on the State’s COVID19.ca.gov website beginning today, September 22nd. Some notable changes while moving from the Red “Substantial” tier to the Orange “Moderate” Tier are:

Places of Worship: Can open indoors up to 50% capacity or 200 people (whichever if fewer) with modifications. Bars and Breweries: Can open outdoors only with modifications and without food. Wineries: Can open indoors up to 25% capacity or 100 people (whichever is fewer) with modifications.
“As we move to less restrictive tiers, we need to be even more diligent than ever before as we’ll likely have more potential for exposures,” the release states. “The data can easily move in the other direction, and if we want to keep moving forward it is incumbent upon us as a community to embrace safety and continue to reduce spread. All members of the community are encouraged to consider how personal behavior can help keep Nevada County in the Orange ‘Moderate’ Tier. Individual action will lead to collective mitigation that will affect the county’s tier status and our collective behavior matters.
