DAVIS that the United States $ecret Service wee in possession of information indicating that a long-distance telephone call had been placed on November 24, 1963, by JOSE SAN ANTONIO CAB~A, 144Xico s City, to DR. EMILIO NUNEZ PORTUONDO, ~a.ml, Florida; that this conversati on was in the Spanish language and that the gis t of it was "plan of CAST&O carried forth. BOBBY is next . Soon the Atomic bOlllbs will rain and they will not know from where. 11

He 18 allegedly anti-CASTRO, and well informed on CASl'RO and Commnist activities. RtJNEZ did not recall that CABARGA said, ''BOBBY is next," or t:liat ''Atomic bombs will eoon rain.'' NUNEZ PORTUONDO stated he hadm concrete data of any kind whatsoever indicating a connection or direction of IEE HARVEY OSJALD by any group foreign or domestic. He pointed out, however, that FIDEL CASTRO is a Paranoic; that the United States has not prosecuted ROBERT TABER, a founder of the '"Fair Play for Cuba Committe'' nor any of the students ar naturalized Americans of Cuban descent, who have violated U. S. Travel Control Laws. NUNEZ PORTUONDO also stated that no punitive a ction has been taken ~gainst CASTRO and his regime, and I ·chat CASTRO has been a filowed to reach a point where he feels that he is really1 important , and can reach into the United States and physically a ttack its leaders. Refugee Chief Takes Reins Ricardo Nunez-Portuondo was sworn in Tuesday as director of the federal Cuban Refugee Program. Approximately 360 persons attended a Miami luncheon at which the oath of office was administered by Marjorie Lynch, under-secretary of Health, Education and Welfare. Nunez-Portuondo is the first Cuban-American appointed to the $36,000-a-year job. He succeeds Howard Palmatier, who died last March. "The appointment of a . CubanAmerican to the highest federal position dealing with the assimilation of an important group of new Americans symbolizes the unmistakable recognition of this major ethnic group by the NUNEZ highest authorities in the land," Nunez• Portoondo said in a speech immediately after he was sworn in. "This is a day in which we can all be proud of being Cuban. and of being American - for we are both." ¡Nunez-Portuondo was appointed in August and approved earlier this month by the U.S. Civil Service Commission. He is a former Voice of America broadcaster who once was associated with Gramco. a now defunct Bahamian investment fund, and who later headed a real estate development firm in Miami, NBS Development Inc.

It has been learne·d that Miami Mayor Maurice Ferre, Miami Commissioner Manolo Reboso and Florida Democratic Party Chairman Alfredo Duran want Nunez to stay in office despite the change in administrations. Nunez, who passed all security checks required for the position. was recently given a very favorable evaluation by a task force appointed by the federal government. During his 13·month tenure. Nunez has managed to tighten fiscal controls on all local programs funded by the CRP - thus, stepping on some toes and winning some criticism from those chastised. According to the cynics, the Latin Democrats would rather see Nunez as director of the Cuban Refugee Program, a position which keeps him politically neutral, than as a focal point of active local opposition. If he is asked to resign by the new Carter administration, Nunez plans to return to his business ventures in housing development projects. Emilio Nuiiez Portuondo, the former c\.li)a\, Ambassador to the United Nation s, died Saturday in Panama, after having been hospitalized for several w eeks, relatives living in Miami reported Sunday. He was 85. Nunez Portuondo was the father of Ricardo Nunez Garcia, who headed the federally funded Cuban Refugee Assitance Program in Miami. His father was General Emilio Nunez, one of the Cuban generals who headed Cuba's War of Independence at the turn of the century. and later became the first Governor of Havana, and Vice President or Cuba. Nunez Portuondo was Cuban Ambassador to Panama, Beigium and the U.N. At the international organization, be presided 0 路er the s e ~U!"! ty Council du ring the 50's, at the lime of the Hungarian revolt. He is survived by his widow, Olga Fabregas de Nunez, a native of Panama; sons Emilio. Ricardo and 1'l Fernando: and daughters Brunilda and Maria. NUNEZ Funeral services will be held today in Panama.
