Two couches ... and what they tell us about the mayoral candidates
T
here are many observations to be made, and stories to be told, about the mayoral candidate event we held recently, but none more symbolically telling than this: given the choice, whom did the candidates want to sit next to? Let us explain. We had structured our forum a little differently than most and that difference found physical reflection in the seating we offered the candidates: Two sofas — with the moderator sitting between — and no assigned seating. The candidates chose where to sit. Jim Kenney and Lynne Abraham were the first find a place, on opposite ends of the right-hand couch, within seconds of each other. They immediately began conversing amiably. Milton Street was the next to sit, but on the left-hand couch, and a few minutes later, Nelson Diaz sat on the other end of that sofa. It took them longer to start chatting, but they did. Anthony Hardy Williams then faced two center seats to pick from — between Abraham and Kenney or Diaz and Street. It didn’t seem to take him long at all to choose,
and with it he made the choice for Doug Oliver, who finally sat between Diaz and Street. To the observer, it was a bit like the set-up from a film about high school — the popular (but competitive) kids at one table of the cafeteria, the new kids and misfits at another. Without question, the couch on the right held those mayoral candidates regarded by the media as the front-runners in the race. After watching them pick couches, we don’t doubt they think of themselves as the front-runner group as well. By and large, the right-sofa candidates were practiced, predictably steady, even a little bored (all right, that last was mostly Kenney, who had to wait a very, very long time for his first question).They were also funny, thoughtful and prepared. But all the passion, the fire and the surprises came from the couch on the left. Street is the misfit — part Philly fixture, part community organizer, part preacher, part rabble-rouser. Perhaps the most startling moment of the evening came when he answered a question about whether he favored
giving the vote to undocumented immigrants who have resided here for at least three years. His “yes” was unqualified, unhesitant. Whatever else Street may be, he is fearless in expressing his view. Possibly the most quotable moment of the evening came from newbie Doug Oliver. Poised, polished, the consummate professional, Oliver nevertheless said that young Black men like him have reason to fear Philly cops. While he later went on to add that cops have reason to fear young Black men as well, that first moment rang with a kind of clear truth that is altogether rare from more seasoned politicians. Diaz, like his beloved Latino community, is often underestimated and overlooked. But he spoke with feeling, and even a little heat, about the Latino experience in Philly and his skepticism about politicians who have long ignored the needs of the residents of the barrio and are only now showing an interest in them. One of the participating journalists, Chris Krewson of Billy Penn, prefaced a question with a statement about everyone knowing Williams is going to win.
None of the other journos (Helen Ubiñas of the Daily News, Solomon Jones of WURD 900AM, Steve Yuan of Metro Chinese Weekly, Shai Ben-Yaacov of WHYY and Ana Gamboa of AL DÍA) tipped their hand about who’s on their betting pool for the next mayor, and we (at AL DÍA) are not convinced the in-group on the right-side sofa should feel comfortable enough to lean back and put their feet up. One audience member told our content producers that Oliver and Diaz had carried the day, and the non-journalist tweets on our timeline were most often about Street. Passion, honesty and deeply held convictions are not to be sneezed at, and everyone (and we mean everyone) loves an underdog. Meantime, in articles reporting on the event, everyone has noted the good, the bad and the ugly in terms of responses and evasions during the first half of our “In Conversation with Philadelphia.” They have also noted it got very chaotic in the second half. We own it, it did. But chaos is so much more entertaining than falling asleep, don’t you think? Even when the sofa is comfy.

Candidatos hablan sin tapujos en panel de AL DÍA ARTURO VARELA arturov@aldianews.com Los seis candidates a la nominación demócrata para alcalde de Filadelfia participaron este lunes en un panel organizado por AL DÍA News y respondieron preguntas tan diversas como el grupo de periodistas al frente de ésta. Más de cien personas asistieron al evento organizado en colaboración con el Knight Foundation y la estación de radio 900-AM WURD, en Pipeline en Center City. Entre las frases más celebres de la noche, Doug Oliver dijo que los hombres afroamericanos tienen razón de temer a la policía pero la policía también tiene razón de temer a ellos. Lynne Abraham describió los taxis de la ciudad como oscuros, sucios, e incomodos. Anthony Williams dijo que él está con los ‘millenials’, mientras que Jim Kenney dijo que la habilidad de bloquear a la gente en Twitter le resulta bastante liberadora. Nelson Díaz dijo que está contento de que por fin se le ponga atención a los latinos “ahora que el 40 por ciento de nosotros estamos en la pobreza”. Pero la frase más memorable de la noche estuvo a cargo de Milton Street, quien dijo que le dio una apaleada al abogado involucrado en un reto legal a su candidatura debido a fallas respecto a su residencia y peticiones de nominación. Esto luego de que le pidieron que respondiera a una columna de Philly.com en la que le llamaron mentiroso en serie.
Hablando de raza en la ciudad
Helen Ubiñas, columnista del Daily News, preguntó a los candidatos sobre la relación entre la policía y las comunidades latinas y afroamericanas. Oliver dijo que los hombres afroamericanos tienen razón de temer a la policía pero la policía también tiene razón de temer a ellos. Williams apoyó la iniciativa del presidente Obama de que los oficiales de policía usen cámaras montadas al cuerpo, instalar cámaras de seguridad en zonas de alto crimen en Filadelfia, así como entrenar a los oficiales en materia de diversidad Abraham, quien fue fiscal general de Filadelfia de 1991 al 2010, apoyó vigorizar y otorgar fondos adicionales a la Comisión de Consejería de la policía (Police Advisory Commission) como una medida para promover la
impuesto sobre el salario”, dijo Díaz.
Hablando de inmigración

Peter Fitzpatrick/AL DÍA transparencia en la policía local. “Deberíamos ser tan transparentes como sea posible sin poner en riesgo los derechos de cualquier persona cuando alguien es acusado en relación a un tiroteo de la policía”, dijo Abraham. Street dijo que para llevar adelante la conversación en torno a la raza y lograr un cambio, debe haber una distribución equitativa de los bienes y servicios de la ciudad.
Otra perspectiva de la gentrificación
Solomon Jones, de la estación de radio WURD, centró sus preguntas en torno a la gentrificación. Williams expresó su apoyo al programa de descuento de impuestos sobre la propiedad “Longtime Owner Occupants Program” (LOOP), el Philadelphia Housing Trust Fund, al banco de propiedades o “Land Bank”, y a sacar provecho del aumento del valor de propiedades para fomentar el desarrollo de los barrios. Por el contrario, Street expresó su oposición al banco de propiedades y cuestionó su propósito. “Lo único que la ciudad obtiene de las casas vacantes son impuestos y no hay razón por la cual dejar una casa sin que sea ocupada”, dijo Street, quien propuso habitar esas propiedades y dejar que los dueños de éstas sean los que se acerquen al gobierno local en vez de que éste los esté buscando a ellos sin éxito. Para asegurar que los proyectos de vivienda popular sean asequibles, Oliver propuso dar seguimiento a los créditos fiscales que el gobierno otorga a los desarrolladores.
“Tenemos que asegurarnos de que cuando digan ‘asequible’, definamos ‘asequible’ en vez de dejarlo a la interpretación”, dijo Oliver. Sobre la venta de propiedades del Distrito Escolar, lo cual algunas personas consideran puede contribuir a la gentrificación, Díaz dijo que esas propiedades pudieron haber sido mejor utilizadas y transferidas al Departamento de Vivienda de la ciudad (Public Housing Authority). “Es una atrocidad que hayan rematado estas propiedades”, dijo Díaz, quien agregó que hay quienes compraron algunas de esas propiedades por tan solo unos centavos por cada dólar de su valor real gracias a sus conexiones con la Comisión de Reforma Escolar (SRC). Cuando a Kenney, quien cuenta con el apoyo del sindicato local de electricistas, le preguntaron cómo luchar contra la gentrificación cuando uno de sus partidarios hace dinero de la construcción, él dijo que la gentrificación no es un asunto de labor sino de control de propiedades en un barrio. Agregó que si un mismo desarrollador logra adquirir una gran cantidad de propiedades en un barrio, entonces puede garantizar que éste siga siendo asequible a la vez que fomenta el desarrollo.
Cómo hacer de Filadelfia una ciudad realmente global
Steve Bo-Le Yuan, de Metro Chinese Weekly, preguntó a los candidatos sobre sus propuestas para promover Filadelfia como una ciudad global. Abraham, toda una trotamun-
do, dijo que la ciudad del amor fraternal está lista para ser el destino principal de la región, sobre Washington D.C. y la ciudad de Nueva York, y para jugar un papel principal en la economía global. Según ella, Washington es el epicentro del gobierno mientras que la gran manzana tiene sus shows de Broadway, pero Filadelfia es el centro histórico y cultural del país. Ella propuso contar con un director de comercio en la Filadelfia que se enfoque exclusivamente en promover la ciudad en base a su diversidad, sensibilidad cultural, capacidad de lenguajes y tecnología. Williams se enfocó en la industria de gas natural y los puertos de Filadelfia, para promover la ciudad ante inversionistas extranjeros. Sin embargo, dijo que la ciudad del amor fraternal no es tan amigable con los negocios por lo que propuso agilizar las operaciones de las agencias locales relacionadas con el comercio. Para promover la escena de comida y restaurantes de la ciudad, Oliver propuso mirar más allá de Center City e incentivar los restaurantes en los barrios para que éstos se beneficien más del turismo. Díaz apoyó la apertura de un vuelo directo entre Filadelfia y Beijing como una forma de establecer una relación de negocios más directa con la creciente economía china, y habló de la necesidad de reformar la actual estructura del sistema de impuestos para atraer más negocios a la ciudad. “El mayor impedimento es el

Respecto a la relación entre la policía y los inmigrantes indocumentados, Kenney dijo que la eliminación de los ‘ICE holds’ o detenciones de inmigración, firmada con el alcalde Nutter en el 2014, ha contribuido a que los inmigrantes tengan confianza de que serán tratados de manera justa en la ciudad. “No creo que Nutter hay avisto la orden que yo firmé en el 2002, la cual esencialmente ordenaba a la ciudad no tomar acciones en contra de los inmigrantes y asegurarse de que tengan acceso a todos los servicios”, dijo Díaz. “Me alegra que estén ayudando a los latinos ahora que el 40 por ciento de nosotros estamos en la pobreza”. Abraham afirmó que mantendría y otorgaría fondos adicionales a la Oficina de Inmigrantes y Asuntos Multiculturales (MOIMA) creada por Nutter. “No puedes tener una ciudad multicultural con gente de todo el mundo si tienes una organización que no tiene fondos”, dijo Abraham, quien agregó que ella consultaría a la comunidad multicultural de la ciudad para determinar servicios necesarios. Williams apoyó idea de otorgar licencias a inmigrantes indocumentados a través de una ordenanza local. “No tiene sentido que una persona indocumentada que tiene carro, paga su registro, conduce para ir a trabajar, paga sus impuestos, o tiene un negocio, no tenga derecho”, dijo Williams. Oliver apoyó proveer servicios de salud a inmigrantes indocumentados. “Quién tiene acceso a servicios de salud no tiene nada que ver con de dónde son o las circunstancias en las que se encuentran”, dijo Oliver, quien agregó que él se encargaría de informar a la comunidad sobre los servicios disponibles en esta materia, y promovería legislaciones a nivel estatal y federal para dar acceso a servicios de salud a todos. Por otra parte, cuando se le preguntó a Street si apoyaría que los inmigrantes que han residido en la ciudad por largo tiempo, pero que no son residentes legales o ciudadanos, pudieron votar en las elecciones locales, él respondió “sin lugar a duda”. ARTURO VARELA arturov@aldianews.com El Instituto Hispano de la Universidad LaSalle, la Asociación de Traductores del Valle Delaware (DVTA) y División de Idioma Español de la Asociación Estadounidense de Traductores, llevará a cabo el seminario “Spring Into Action 2015” para traductores e intérpretes que busquen iniciar, lanzar o llevar su carrera a nuevas alturas. “Este es un evento sin precedentes en términos de la cantidad de talento y acceso a ese talento que estamos ofreciendo tanto para traductores e intérpretes con experiencia que busquen salir adelante en su profesión, así como para individuos interesados en aprender cómo obtener ingresos de la traducción e interpretación, especialmente quienes han estado haciendo traducciones o interpretación de manera no oficial o sin entrenamiento formal”, dijo Armando Ezquerra Hasbun, presidente del comité organizador. El seminario, que se llevará a cabo el 25 y 26 de abril en la Universidad LaSalle, contará con sesiones para principiantes y de nivel intermedio, así como talleres de nivel avanzado. “Las sesiones generales duran 90 minutos y tienen el objetivo de presentar un tema y desarrollar una habilidad en particular de manera interactiva pero no intensiva”, dijo Ezquerra Hasbun. “Los talleres duran tres horas, están limitados a 24 personas cada uno, son altamente interactivos y tienen como objetivo desarrollar una habilidad específica y darle a los participantes una mayor comprensión y nuevas herramientas para hacer su trabajo”. Aunque el seminario es organizado por la División de Idioma Español de la Asociación Estadounidense de Traductores, todas las sesiones y talleres, excepto tres, se llevarán a cabo en inglés y no están pensadas en la traducción e interpretación de ningún idioma a otro en específico.
“Vamos a tener una presentación muy interesante de un miembro de la Academia Norteamericana de la Lengua Española, que es parte de la Real Academia Española, sobre la naturaleza creciente del español en Estados Unidos y cómo ha madurado en sí”, dijo Ezquerra Hasbun. Como parte del seminario, habrá sesiones sobre exámenes de certificación para traductores e intérpretes, y sobre cómo prepararse para tomarlos, así como presentaciones sobre traducción e interpretación en el campo legal y médico. “Cerca del 70 por ciento de traductores e intérpretes que trabajan han iniciado
su carrera al ser bilingües, pero ser bilingüe no te hace traductor ni intérprete”, dijo Ezquerra Hasbun. “La profesión se está formalizando así que es importante estar al tanto con los estándares, y la certificación es una buena manera para que quienes no hayan estudiado traducción e interpretación en un ambiente académico demuestren que tienen lo que se necesita para ejercer la profesión”. Por ejemplo, a nivel nacional existen ahora dos certificaciones para intérpretes médicos que no existían hace algunos años, mientras que a nivel local Pensilvania ha adoptado certificaciones para in-
térpretes de cortes. “A la hora de contratar traductores e intérpretes, el campo médico y las cortes están interesados en personas que han sido certificadas”, dijo Ezquerra Hasbun. Respecto a los errores más comunes en la traducción e interpretación, Ezquerra Hasbun dijo que “la influencia del inglés afecta la práctica del español, especialmente en nuestra región, en donde el español es vibrante pero no tiene mucha presencia formal”. Otro error común es “cuando la gente usa tecnología como el traductor de Google y no se dan cuenta que la traducción e interpretación no solo se trata de palabras, sino de ideas, pensamientos y mensajes, por lo que en ocasiones vemos errores evidentes y algunas veces incluso graciosos”. Ezquerra Hasbun también estará al frente de un taller sobre transcreación, “la cual trata sobre ARMANDO la necesidad específica en EZQUERRA la política, la publicidad, los medios de comunicación y las artes, de traducir un mensaje sin usar necesariamente las mismas palabras para comunicar un sentimiento o estado de ánimo”. Conocida como la ‘Caravana 43’, visitarán 43 ciudades a través del país incluyendo Filadelfia del 8 al 11 de abril. A seis meses de su desaparición, el caso de los estudiantes ha permanecido sin una respuesta clara sobre el paradero de los jóvenes, quienes desaparecieron tras un altercado violento con la policía local en la ciudad de Iguala el 26 y 27 de septiembre del año pasado. El pasado 26 de marzo la caravana realizó una marcha desde la sede en Washington del Departamento de Estado hasta la embajada mexicana. “El Gobierno de México no responde a nuestra demanda de justicia. Eso nos ha llevado a caminar, a llegar a este país para decirle al mundo que el caso Ayotzinapa (lugar de origen de los estudiantes) no se cierra porque nos faltan 43”, destacó en declaraciones a Efe el portavoz de la “Caravana 43”, Felipe de la Cruz.
La Procuraduría General de la República ha declarado que el caso no está cerrado, y por el contrario que mantiene la investigación para capturar a más involucrados en la desaparición de los estudiantes. Durante la segunda semana de abril la caravana arribará en

Propuesta de Nutter no pinta muy popular entre concejales Durante la primera audiencia sobre el presupuesto, miembros del concejo sugirieron fondos adicionales para las escuelas...pero por otros medios. ANA GAMBOA anag@aldianews.com La primera de lo que se espera se convertirán en dos meses de testimonios y audiencias para analizar la propuesta de presupuesto del alcalde Michael Nutter, inició este martes para discutir el plan financiero de cinco años. Dentro de la propuesta del alcalde, la pregunta más grande es si su plan de aumentar los impuestos de propiedad para crear fondos y apoyo financiero a las escuelas de Filadelfia sobrevivirá al veto. Y a pesar de que dicha propuesta será discutida oficialmente después de la elección primaria del 19 de mayo (el concejo programó una audiencia para el 26 de mayo), esta semana varios concejales expresaron poco apoyo al aumento de impuestos. “Cinco o seis años atrás pasamos por un día del juicio final económico”, declaró la concejal María Quiñones-Sánchez. “Hemos pedido a la fuerza laboral sacrificar un poco, también a nuestros residentes y a los negocios. ¿Qué significa ahora sacar $103 millones de propiedades residenciales utilizando el mismo método?”. Además de pedir $103 millones al gobierno local, el Distrito Escolar de Filadelfia ha solicitado
$159 millones por parte del Estado para el próximo año fiscal. Miembros del Concejo aseguraron que esperan apoyar económicamente a las escuelas de Filadelfia con fondos adicionales, pero sugirieron otras opciones como fondos por parte de organizaciones no lucrativas o formas más inteligentes de ahorrar dinero entre el gobierno de la ciu-

Sin embargo Clarke ha dicho que el Estado tiene la responsabilidad de hacer más por el distrito, destacando que la contribución anual por parte del ‘Commonwealth of Pennsylvania’, que tomó el control del distrito en 2001, se ha reducido en $148 millones durante el mismo período de tiempo. Filadelfia estrenará el próximo 23 de abril su sistema de bicicletas compartidas. PILAR C. CASI pilarc@aldianews.com ntes del inicio del siglo XX las ciudades eran un gran sitio para circular en bicicleta. Eso era antes de que planificadores e ingenieros comenzasen a diseñar las urbes para adaptarlas al uso de los coches, relegando a ciudadanos de tercera clase a aquellos que preferían usar sus bicicletas, el transporte público o simplemente andar. La excepción se lleva encontrando desde hace muchos años en lugares como el norte de Europa. Son justo 10 ciudades europeas las que encabezan la lista de mejores sitios del mundo para usar la bicicleta que publicó Copenhagenize Design Co en el año 2014: Amsterdam, Copenhagen, Utrecht, Sevilla, Burdeos, Nantes, Antwerp, Eindhoven, Malmö y Berlín. Ninguna americana aparece en las 20 primeras posiciones. Sin embargo las bicicletas no aparecieron por arte de magia en ninguna de estas ciudades. En el caso de Dinamarca, líder mundial del buen uso de las dos ruedas, sucedió en los años 70, cuando la crisis del petróleo disparó el precio de los combustibles y la preocupación por la

seguridad convencieron a sus políticos de promocionar la bicicleta. Mientras en la actualidad una gran parte de la población americana vive dependiente del automóvil: para ir al trabajo, para comprar, para acceder a las distintas posibilidades de ocio. EE.UU. cuenta con el 5 por ciento de la población mundial pero acumulamos el 30 por ciento de los coches que existe. Y esto sucede aunque el automóvil sea el medio de transporte que más impactos provoca, el más caro y el que más contamina. Es justo ese cuestionamiento del modelo de movilidad una de las razones que está tomando más protagonismo a la hora de inocular el virus de la bicicleta en las ciudades. Pese a todo, sería falso pensar que lo del uso urbano de las bicicletas es un invento de innovadoras ciudades de Europa. En países como México o China, circular sobre dos ruedas lleva siendo años la alternativa de muchos ciudadanos que por diversas razones, por lo general por una cuestión económica, no pueden tener acceso a un coche. En EE.UU., el número de ciclistas no para de crecer. En la primavera del 2014 más de 67 millones de personas habían tomado la bicicleta alguna vez en los últimos 12 meses. En 2008 eran 47 millones. A pesar de estos números, tan solo el 0.62 por ciento de los desplazamientos al trabajo se hacen pedaleando,

La bicicleta es el medio de transporte preferido para viajar hasta el trabajo por el 2.3 por ciento de sus habitantes. Es el porcentaje

Algo antes, en 1991, PennDOT rechazó una propuesta para unir ‘Center City’ y ‘West Philadephia’ a través de una vía para bicicletas en el recién inaugurado puente de Walnut a pesar del enfado de la comunidad ciclista, que se movilizó sin resultado alguno. Pasaron años hasta que consiguieron ver el carril bici pintado en el suelo del puente. Sin embargo, la impulsora definitiva del uso de las dos ruedas en la ciudad tuvo nombre propio: la Agencia de Protección Ambiental. En 1995 su amenaza de recortar las ayudas al transporte si la región no conseguía disminuir en un 25 por ciento su cantidad de conductores que viajaban solos fue definitiva para que los líderes de Filadelfia considerasen en serio la necesidad de cambios en los sistemas de movilidad. Para el año 2000 la ciudad ya contaba con entre 150 y 200 millas de carriles para bicicletas. En la actualidad, las vías reservadas para el uso de los ciclistas suman 430 millas, donde se incluyen aquellas que permiten moverse por el corazón de la ciudad pero también
los senderos de Fairmount Park o el idílico paseo al lado del río Schuylkill. Así, Filadelfia es la quinta de las grandes ciudades americanas que cuenta con una mayor cantidad de millas disponibles para circular en bicicleta. El pasado 20 de marzo #BetterMobility2015, el hashtag utilizado durante el foro de candidatos a la alcaldía sobre movilidad, fue uno de los temas más comentados en Twitter. Algo que deja claro que en Filadelfia esta ya no es solo una cuestión que obsesione a los ‘millennials’ de ‘Center City’ sino que hay un núcleo de votantes preocupados por ello, algo de lo que también se han percatado aquellos que quieren lograr un sitio en ‘City Hall’ para los próximos años. Así, todos los alcaldables no pierden oportunidad en proclamar su interés y compromiso no solo con los ciclistas, sino también con los peatones, proclamando a las alternativas de tránsito como una de sus preocupaciones más importantes. Durante los años de gobierno del alcalde Michael Nutter se aumentaron en un 13 por ciento las vías reservadas para pedalear. Es cierto que el número no

es muy alto pero muchos de esos nuevos caminos responden a las necesidades de los corredores de conectar con otras vías para mejorar la circulación. Sadie Robinson, coordinadora del Penn Bike Commuters un grupo que aglutina a ciclistas de la Universidad de Pensilvania, asegura que desde que en 2008 convirtió a la bicicleta en su medio de transporte principal “las infraestructuras han mejorado mucho”. Robinson destaca lo bien conectado que está el campus con el resto de la ciudad, aunque denuncia que en Filadelfia “es raro ver rampas al lado de las escaleras, lo que supone un problema para bicicletas de carga, personas que viajan con niños o personas con alguna discapacidad física”. “Los carriles exclusivos para bicicletas son especialmente importantes para estos grupos que pueden ser más vulnerables cuando circulan”, aseguró. Por otro lado las agencias municipales también se muestran comprometidas para ofrecer mejores condiciones a los usuarios. Es el caso de la Autoridad de Estacionamiento de Filadel-

BICICLETAS | Viene de 10 fia, que anima a denunciar a los vehículos que están ilegalmente estacionados a través de Twitter, usando el hashtag #unblockbikelines. Sin embargo, no hay duda de que el mayor mérito durante la gestión de Nutter es el lanzamiento del sistema de bicicletas compartidas. Indego llega a Filadelfia ocho años después de la inauguración del primer programa público de bicicletas compartidas del país en Washington D.C. Una iniciativa copiada por casi 70 urbes pero esperada con mucho entusiasmo por aquellos que a día de hoy ya se mueven en bicicleta. “Con más personas en la carretera mayor será la demanda para mejorar las infraestructuras mientras que los conductores se volverán más conscientes de los ciclistas. Este aumento hará las calles más seguras, es bueno para el medio ambiente y además promoverá estilos de vida activos y saludables”, afirmó Robinson. Indego será fácil de usar. Se toma una de las 600 bicicletas que estarán disponibles a partir del próximo 23 de abril en toda la ciudad en alguna de las 70 estaciones desarrolladas por B-Cycle, se utiliza y luego se regresa en la
estación más cercana. El programa está impulsado con fondos de la ciudad, estatales y con la colaboración de $16 millones en los próximos cinco años de Independence Blue Cross. ¿Son los programas para compartir bicicletas un éxito? Sin duda, pero también han demostrado ser un completo fracaso en diversidad. El ciclista medio de las ciudades es un hombre blanco y al menos de clase media. Doug Oliver, candidato afroamericano a representar al partido demócrata en la contienda por la alcaldía lo apuntó en el foro de movilidad: “Sí, el uso de la bicicleta es elitista”. En Washington D.C, una ciudad como Filadelfia donde la minoría es mayoría, tan solo un 3 por ciento de los usuarios de Capital BikeShare son de raza negra. Mientras en Boston el 80 por ciento de ellos tiene unos ingresos medios de $49.000. En Nueva York, ninguna de las 6.000 bicicletas de Citibikes está situada en alguno de los barrios pobres de la ciudad. En Filadelfia habrá estaciones a los pies del Museo de Arte

Por eso, un tercio de las bicicletas estarán situadas en barrios con bajos ingresos. ”Nuestro ‘bike share’ será accesible para las comunidades marginadas desde el primer día”, aseguró a Fast Company Carniesha Fenwick-Kwashie, manager de subvenciones de Mayor’s Fund for Philadephia. Además será pionero al permitir el pago en efectivo. Así, el servicio no dará la espalda a aquellas personas que no tengan una tarjeta de crédito o de débito. Tan solo será necesario un ordenador para acceder a www.rideindego.com y una dirección permanente para registrarse durante 30 días, lo que dará acceso por $15 a un número ilimitado de viajes de hasta una hora. La membresía anual costará $10 más otros $4 por cada uso y aquellos que no sean miembros tendrán que pagar $4 por cada media hora. Para algunos latinos de Filadelfia, el uso de las bicicletas no es solo una opción. Como indica Karenina Wolff Sanchez, una
abogada latina que “anda por todos los lados en bicicleta”, su uso “no se escoge, es una necesidad”. “Es el caso de aquellos que trabajan para restaurantes en el centro” y que al salir de madrugada no siempre pueden tomar transporte público para regresar a su casa. Indego permitirá a los miembros de la comunidad latina pedalear por un módico precio, sin tener que enfrentar los gastos de comprarse una bicicleta o de mantenerla a causa de las inclemencias del tiempo, puesto que no todos poseen unas casas lo suficientemente grandes para guardarlas bajo techo. También desaparece la molesta posibilidad de que la bicicleta un día desaparezca porque alguien la ha robado. Entre risas, Karenina asegura que “yo le aconsejo a todo el mundo que no se compre una bicicleta cara, al final te la van a robar”. “He llegado a encontrar a otra persona con mi bicicleta una semana después de que la robasen”, comentó. Para ella “Indego es una buena alternativa para acercar las bicicletas a la comunidad y siempre se empieza con una semilla”. Para ello la ciudad está con-
tratando a 10 embajadores. Ellos se encargarán de animar a sus vecinos en su uso, algo por lo que recibirán además un pequeño salario. El objetivo es que se conviertan en líderes comunitarios de apoyo a las bicicletas. Para su selección, está colaborando Bicycle Coalition of Greater Philadelphia. Katie Monroe, coordinadora de Woman Bike PHL y la encargada de gestionar los proyectos relacionados con Indego en Bicycle Coalition, re-
conoce la gran oportunidad del proyecto. “Nuestro objetivo es conectar a las personas con las bicicletas, y esta es una buena opción para acceder a su uso”, afirmó. A día de hoy, la ciudad cuenta ya con tres de estos embajadores. Uno de ellos es Erasto Pérez un mexicano residente en South Philly y parte de ese porcentaje de ciudadanos que usan su bicicleta para acudir al trabajo. Aunque las estrategias que van a seguir para acercarse a la comunidad están aún por definir, y dependerán también de las particularidades de cada una, enseñar el uso de las bicicletas, desde hacerse miembro hasta utilizar la llave, será su principal objetivo. Además, para el día de la inauguración, también están preparando una pequeña fiesta de carnaval que sirva para mostrar las posibilidades del nuevo servicio. Toda excusa es buena para celebrar el uso de un vehículo que como afirmaba el escritor inglés H.G. Wells, le permitía “no perder la esperanza para el futuro de la humanidad” cada vez que veía “un adulto sobre una bicicleta”.

Rosati Ice, compañía creada en Filadelfia, comenzó una nueva aventura comercial más allá del mercado local gracias a la versatilidad de sus productos y al desarrollo de una receta única, que incluye sabores cuyas raíces se remontan a México. El legado de Sam Rosati se ha mantenido por más de 100 años: es la compañía de hielo italiano más antigua de la región y la de más larga duración en Estados Unidos. Rosati comenzó a hacer helados italianos a mano en el sótano de su casa en West Philadelphia en 1912. El primer sabor que comenzó a vender en carruajes a lo largo de la ciudad fue el de limón. Adelantemos un siglo entero y además de haber creado sabores emblemáticos como crybaby cherry, el agua de hielo classic rainbow y el ‘happy birthday cup’, recientemente añadieron un

producto, tal vez nuevo para el consumidor estadounidense promedio, pero muy familiar para el paladar mexicano. Este sabor único, que en México se conoce comúnmente como “chamoyada” combina el sabor del mango con chamoy (una salsa de condimento dulce, salado y picante). “El gran desafío fue desarrollar el sabor picante. No tenía ni idea cómo diferenciar un buen chamoy de uno malo”, dijo Rich Trotter, presidente de Rosati Ice. “Tenemos muchos amigos en México, California, Arizona y Texas que me animaron a desarrollar el sabor de la mangoneada. Nos tomó varios años perfeccionar la formulación de la receta y ahora es nuestro primer sabor en México’, dijo Trotter. “Estoy muy agradecido y orgulloso de presentar nuestra empresa al país vecino”. La distribución internacional de Rosati en el país azteca comenzó a través de una recomendación por parte de la Asociación de Comercio Agrícola Occidental (WUSATA), que ha-

bía acompañado a Trotter en una misión comercial en México. “Probamos el producto y comenzamos a trabajar juntos para desarrollar en el mercado”, dijo el representante de Rosati en México, Edgar García. García cree que lo que diferencia a Rosati Ice es su sabor único y una excelente calidad. “Es muy difícil tratar de igualar su sabor, sobre todo con sabores tan particular como el mango chamoy, donde es difícil crear la mezcla de sabores para no ser demasiado dulce o demasiado picante. Sino la combinación perfecta”. Según la Asociación de Exportación de Alimentos del Medio Oeste de EE.UU., en abril de 2014, Rosati, Inc. hizo su primera venta de exportación de ‘Mangoneada’ al corredor en México por un total de $35.000. Y en junio de ese mismo año se exportaron otros $60.000. Actualmente el sabor “mangoneada” se distribuye en cubetas de 2 litros a través de 188 Sams’s Club en México. Este año se han expandido a más de 250 tiendas en la región norte del país, en estados como Chihuahua, Sonora, Baja California y Nuevo León. García dijo que a mediados del año su objetivo es introducir nuevos sabores al mercado mexicano como sabor cereza y el agua de hielo sabor arco iris. “Conforme somos más reconocidos en México nuestra esperanza es permitir que la notoriedad nos preceda en el resto de Latinoamérica, así como El Caribe. ARTE & ENTRETENIMIENTO GEN | Viene de 14 la que ocurren varios cánceres de seno, cáncer de seno a edad joven, cáncer de ovario a cualquier edad o familiares que tienen uno o los dos cánceres. Se realiza un examen de la información genética, con una muestra de sangre o de saliva, porque lo que se busca son células que tengan esa información genética. Es un examen fácil, pero es costoso. Para algunos grupos es más costoso que para otros. Por ejemplo, la población judía de Europa, Ashkenazi (judíos de Europa del Norte), que son la mayoría de los judíos de Estados Unidos, uno de cada cuarenta lleva esta mutación genética. Hacer la prueba en ellos es fácil y barata, como unos 500 dólares. Sin embargo, hacer la prueba en una persona que no es judía es más difícil porque hay más mutaciones. En los judíos suele haber tres mutaciones, en los no judíos puede haber cientos; por ello el examen es más complicado y más caro, puede costar entre 4.000 y 5.000 dólares para la primera persona de la familia. Al encontrar la mutación en la primera persona de la familia hacer el examen en otros familiares es mucho más barato, 400 o 500 dólares, porque sabes lo que estás buscando.
» ¿Cuál es la situación de las mujeres latinas?
Creemos que el riesgo de encontrar esta mutaciones en mujeres latinas o afroame-
ricanas es más o menos parecido al de la mujer blanca de Estados Unidos, que es de una de cada cuatrocientas. Se han encontrado algunos casos muy interesantes, en Mexico; un grupo pequeñito que llevan la misma mutación judía. En América del Sur, dónde hay mucho judío, por ejemplo en Argentina, hay más mutaciones judías porque hay una gran población que emigró hacia allí.
» ¿Cómo afecta a los hombres?
En los hombres es interesante porque el riesgo de tener una mutación depende de la familia. Si una mujer lleva la mutación, cada hijo o hija tiene el 50 por ciento de riesgo de tener la misma mutación. Si las mujeres la heredan tienen ese riesgo alto de desarrollar cáncer de ovario o de seno. Los hombres que heredan este gen tienen un poquito de riesgo de desarrollar cáncer de próstata, también un poquito de riesgo de desarrollar cáncer de seno, pero bien poquito. Pero el problema es que el 50 por ciento de sus hijos también pueden heredar su copia ‘mala’. Por lo que para los hombres no es tanto el riesgo de cáncer para ellos, aunque sí que les recomendamos algo más proactivo, como la posibilidad de que sus hijos puedan heredarlo también. Lo único que les recomendamos es que comiencen a vigilarse la próstata más temprano.
» ¿Y qué sucede con el BRCA2?

es un poco diferente. El riesgo de cáncer de seno es un poco más bajo, creemos que del 60 al 80 por ciento, el de cáncer de ovario es bastante más bajo, creemos que entre el 10 y el 30 por ciento. Para que hacerse una idea, la población normal tiene un 1,5 por ciento de padecer cáncer de ovario, la mujer que tiene una mutación tiene 20 veces más alto de lo que debería sería ser. En BRCA2 los cánceres de seno se suelen producir a una edad un poco más alta (en BRCA1 los cánceres suelen producirse a edades jóvenes), pero problema con BRCA2 es que también hay más riesgo de otros cánceres. El melanoma es más frecuente, el de páncreas también. Hay otros cánceres en esas familias que nos preocupan. También el riesgo de cáncer de seno en hombres es bastante más alto en BRCA2, el 10 por ciento de esos hombres desarrollan cáncer de seno que es enorme para un hombre porque el cáncer de seno en hombres es muy raro, en Estados
Unidos hay 1.500 casos al año. Por ello, en estos casos sí se les recomienda que se hagan una mamografía.
» Además del BRCA1 y BRCA2, ¿hay más tipos de mutaciones relacionadas con cánceres hereditarios?
Hasta hace poco solo se podía buscar BRCA1 y BRCA2. En el último año ha salido un grupo de test, llamados ‘panel test’. ‘Panel’ es un grupo de genes, no solo BRCA1 y BRCA2, a veces hasta 20 genes que puedes estudiar. Por ello, con estos exámenes nuevos que han salido al mercado en el último año, ahora podemos encontrar otros genes que también están asociados con cáncer de seno y ovario, por ejemplo PALB2, CHEK2, o TP53. Siempre sabíamos que no solo BRCA1 y BRCA2 eran responsables de algunos cánceres hereditarios, que había otros genes, porque todos tenemos familias con varios casos de cáncer y muy jóvenes que daban negativo para cambios en estos dos genes.

Es cierto que gracias a proyectos de grandes multinacionales como Facebook o Google, la red parece estar en el camino de convertirse en un recurso accesible a la mayoría de la población. A pesar de ello, millones de personas son ajenas a esta nueva sociedad del conocimiento, simplemente porque no pueden entenderla. Según datos proporcionados por el Banco Mundial, la falta de diversidad lingüística en la red es innegable. El 80 por ciento su contenido está disponible en tan sólo 10 idiomas: inglés, chino, español, japonés, portugués, alemán, francés, árabe, ruso y coreano. Es decir, internet es una puerta cerrada para ese 50% de la población mundial que no habla ninguno de esos idiomas. Otras 7.000 lenguas se tienen que conformar con el 20 por ciento restante. Entre ellas se encuentran el hindi, el bengalí o el indonesio, que suman más 750 millones de hablantes. África, un continente con más de mil cien millones de habitantes y en donde se hablan más de mil quinientas lenguas, sólo está representado en ese 80% del contenido por el árabe. La Cámara de Representantes de Arkansas aprobó el 31 de marzo una ley de libertad religiosa similar a la de Indiana, que ha sido motivo de una gran polémica nacional porque, según sus críticos, permitiría negar servicios a los homosexuales. La ley de Arkansas requiere ahora la firma del gobernador del estado, Asa Hutchinson, un republicano moderado que expresó recientemente su voluntad de dar el visto bueno a la controvertida norma. Por su parte, el gobernador de Indiana, el republicano Mike Pence, pidió al Legislativo del estado que evalúe cambios en la ley de libertad religiosa para dejar claro que no abre la puerta a la discriminación de los homosexuales. “Las leyes de Arkansas e Indiana son idénticas en términos de lenguaje e intención. Sitúan a los homosexuales, las personas de color, las minorías religiosas y a las mujeres en riesgo de ser discriminados”, dijo la directora legal de Human Rights Campaign, Sarah Warbelow, al Huffington Post. NOTICE OF PROPOSED ELECTRIC RATE CHANGES To Our Customers: PECO is filing a request with the Pennsylvania Public Utility Commission (PUC) to increase your electric rates as of May 26, 2015. This notice describes the Company’s electric rate request, the PUC’s role, and what actions you can take. PECO has requested an overall electric rate increase of $190 million per year. If the Company’s entire request is approved, the total monthly bill for a residential customer using 700 kWh would increase by $6.55 from $110.18 to $116.73 or by 5.9%. The total monthly bill for a commercial customer using 10,000 kWh would increase from $1,067.08 to $1,094.80 or by 2.6%. The total monthly bill for an industrial customer using 400,000 kWh would increase from $36,991.97 to $37,839.54 or by 2.2%. The electric rates requested by the Company may be found in Electric Tariff No. 5. You may examine the material filed with the PUC, which explains the requested increase and the reasons for it.
