Dear Melissa, you’re wrong about sanctuary cities

We’re writing you today to let you know that we have been following your candidacy closely, and applaud the energy evinced by your decision to run for mayor. Diversity of thought and life experience is a tremendous boon to the American political process, and your desire to serve for the common good in a public office is something that deserves to be celebrated across party lines notwithstanding generational, racial, socio-economic or ideological difference. Also, good job reminding the media that the mayoral race isn’t won yet — we admire those whose dreams and aspirations will not be circumscribed by naysayers. But we have a bone to pick with you. Last Friday you announced that, if you were elected mayor of Philadelphia, you’d make sure Philadelphia was not a “sanctuary city” — by which we understand you to mean the current
limitations on police collaborations with ICE would be rescinded. We note that you are not the only politician who has had this sort of reaction to the horrific killing of Katherine Steinle , allegedly by José Inez García-Zarate (an undocumented immigrant in San Francisco) — Democratic presidential candidate Hillary Clinton has had tough words for San Francisco law enforcement, and Republican presidential candidate Donald Trump has used the tragedy to double down on his characterization of all Mexican and Latino immigrants as rapists and criminals. While you might not have intended to say the same thing as the Donald, your suggestion that Philadelphia go back to police collaboration with ICE relies on the same projection of criminality of one individual onto many. We believe — being folks who give the benefit of the doubt — that this is born of lack of information, or trust in bad information, rather than the bad faith pandering to bias that Trump has
engaged in. So, we want to draw your attention to the 30-year study (on aldianews.com currently) that shows that as immigration increases, violent crime decreases — between 1990 and 2013 the violent crime rate fell by a whopping 48 percent. Moreover, the American Immigration Council notes: “A variety of different studies using different methodologies have found that immigrants are less likely than the native-born to engage in either violent or nonviolent “antisocial” behaviors. .. and that immigrant youth who were students in U.S. middle and high schools in the mid-1990s and are now young adults have among the lowest delinquency rates of all young people.” So much for the one representing the all .... Now, onto what you’ve said you’d eliminate: an analysis of Secure Communities (the program you seek to reinstate) data released by DHS shows that the program overlooks due process, allows no access to legal counsel, dispropor-
tionately detains Latinos (93 percent of those detained) and and has picked up thousands of U.S. citizens simply on the suspicion that they might be an out-of-status immigrant. In fact, according to findings by the Warren Institute at the University of California, Berkeley’s School of Law, racial profiling is so intrisic a part of the Secure Communities program, those who studied the sampling of over 1,500 cases turned over by DHS, recommended the program be suspended everywhere. In every municipality, not just ours. In a Philadelphia with Secure Communities someone who looks like you or your opponent, Jim Kenney, has nothing to worry about, whereas someone who looks like Councilwoman María Quiñones-Sánchez and State Representative Ángel Cruz can be detained indefinitely, even for something as innocuous as a traffic violation. Justice for some is no motto for any city to adopt. Or reinstate. Sincerely, Us

NHI prepara a estudiantes latinos para la universidad El obstáculo más grande que gran cantidad de estudiantes latinos y sus familias enfrentan es no tener suficiente información sobre el desarrollo de inscripción y las finanzas en su educación. ANA GAMBOA anag@aldianews.com Alrededor de 96 estudiantes latinos de alto rendimiento visitaron Cabrini College esta semana para formar parte de un programa especializado en el proceso de inscripción a la universidad, proveído por el Instituto Nacional Hispano (NHI). Estudiantes de high school de todo Estados Unidos, así como de México, República Dominicana y Panamá participaron en una serie de cursos de inmersión durante cinco días que según NHI, “incorpora competencia entre los asistentes así como discusiones acerca de la participación comunitaria para preparar a estudiantes universitarios e instarlos a tomar roles de liderazgo dentro de la comunidad latina en Estados Unidos”. “Creo que este (programa) es una pieza muy importante de la preparación hacia la universidad, porque lo más difícil para los estudiantes latinos a la hora de seleccionar una universidad es tener esa experiencia en el campus”, dijo Angélica Martínez, reclutadora multicultural de asociaciones en Cabrini College. “Muchos de nuestros estudiantes no tienen esa oportunidad de primera mano de ver los planteles antes de someter sus solicitudes”. Su papel durante las sesiones de preparación es proporcionar una guía para los estudiantes como entrenadora e implementar sesiones de preparación universitaria. “Me encargo de proveer información acerca de cómo llenar una solicitud para la universidad, cómo desarrollar un ensayo de inscripción y también cómo crear un currículo”, agregó. Martínez ha sido parte de Cabrini College desde el año pasado, pero ha colaborado con NHI durante más de 14 años a través de sus esfuerzos de reclutamiento que registran a estudiantes de high school para participar en los programas académicos. “Uno de los mayores beneficios para los estudiantes que asisten esta semana, es que algunos de ellos no saben cómo comunicarse con personal universitario que están en el campo de admisión. Creo que esta es una experiencia más informal pero, al mismo
tiempo, también más profesional para ellos”, dijo Martínez. “En lugar de hablar con un estudiante que conoció en una feria universitaria por dos minutos, el personal de admisión realmente llega a conocer a los estudiantes mucho mejor”. En las sesiones actuales, los asistentes tuvieron la oportunidad hacer contacto con personal de nueve instituciones distintas incluyendo Cabrini College; Cornell University; Fordham University; New York University; Simmons College; St. Joseph’s University; the University of Pennsylvania; Villanova University, y Yale University. Otro paso importante además, de llevar a estudiantes latinos hasta el campus, es logra involucrar a los padres de familia en el proceso, ya que según Martinez tradicionalmente los estudiantes latinos realmente toman en cuenta las opiniones de sus padres a la hora de tomar una decisión como qué institución superior seleccionar. “Los jóvenes encuentran una conexión con personal como yo, que soy completamente bilingüe y tengo la información para proporcionar recursos para sus familias ante cualquier pregunta sobre el proceso de solicitud de la universidad y realmente seguir el proceso”, dijo Martinez. De acuerdo con la reclutadora, el obstáculo más grande que gran cantidad de estudiantes latinos y sus familias enfrentan es no tener suficiente información sobre el desarrollo de inscripción y las finanzas en su educación. “No necesariamente toman la decisión correcta porque no están conscientes de qué oportunidades hay para ellos”. Este es el segundo año que Cabrini College acoge este programa de preparación universitaria, como parte de los esfuerzos de NHI para el desarrollo de líderes latinos del siglo XXI. Comenzando en 1979, NHI fue fundado por Ernesto Nieto y un grupo de colegas involucrados en un esfuerzo para crear una estructura de liderazgo en la comunidad latina en Texas. Hoy en día la organización sirve a más de 3.000 estudiantes de high school al año. Y mientras que Texas sigue siendo una parte importante de la población a la que asiste

Es un placer ser voluntario en NHI y ayudarlos a imaginar una vida mucho más exitosa de lo que jamás pensaron que podrían tener, establecer metas altas y a ser audaces con sus aspiraciones de vida”, dijo Roy Nieto, quien ha colaborado con la organización por 25 años. “El acceso a información de calidad es realmente un gran impedimento para los estudiantes latinos porque en general son solicitantes universitarios de primera generación. En Estados Unidos hay una proporción de un consejero universitario por cada 450 estudiantes”, dijo Nieto. “Si eres un estudiante universitario de primera generación estás siendo empujado a un mundo con el que no tienes referencia”. Para Ryan Cully, estudiante de All Hollows High School en el Bronx y asistente del programa, la mejor manera de tomar ventaja en el proceso de admisión es comenzarlo lo antes posible. “Si esperas hasta el final, puede que no termines el proceso o no lo hagas de la forma correcta”.
Cully ha sido miembro del NHI desde su primer año de high school y dijo que es genial estar entre un grupo de estudiantes que tienen las mismas preguntas y las mismas metas. “Hasta ahora he tenido la oportunidad de reunirme con representantes de diferentes universidades. Este programa también te da una muy buena noción sobre lo que puedes esperar de la universidad, ya que son verdaderos consejeros de admisión”. Manuel Ramírez, de 17 años y originario de la República Dominicana, acaba de graduarse de high school y fue elegido por su escuela para participar en el programa de NHI. Está interesado en estudiar una carrera en ingeniería electrónica o ingeniería en sistemas. “Creo que es vital ir a la universidad porque lo más importante que una persona puede tener es el conocimiento, cuanto más aprendes más valioso eres para la sociedad”, dijo Ramírez. Agregó que su membresía con NHI le ha ayudado a desarrollar sus habilidades de liderazgo, así como sus habilidades de lenguaje. “Los estudiantes latinos deben centrarse en sus habilidades y nunca sentirse tímidos por no
contar con los recursos necesarios o por no hablar inglés. Si tienes un llamado a tomar acción encontrarás las herramientas necesarias”, dijo Ramírez. “Siempre y cuando tengas la voluntad todo se puede lograr”. Según la estudiante Leslie Benites, ‘senior’ en Eastwood Academy High School en Houston (TX) “es fácil sentirse desanimada como estudiante universitario de primera generación. También por ser latina, ir a la universidad y no encontrar a personas como tú”. Benites tiene a Brown University en la mira y está interesada en psicología como carrera y tal vez estudiar leyes más tarde. Y entonces ¿por qué piensa que es importante ir a la universidad? “Mis padres no lo hicieron y tampoco mis abuelos. Creo que en la vida es fácil perder todo lo que uno tiene, excepto la educación. Esta es una de las cosas más importantes que uno puede tener y lo que es mejor también es una excelente herramienta”, concluyó Benavides. Con esto en mente es que AAA Mid-Atlantic publicó un listado de recomendaciones que vale la pena tomar en cuenta en caso de considerar rentar su hogar. De acuerdo con la organización, a pesar de que Filadelfia cuenta con 11.500 habitaciones de hotel y unas 65.000 de éstas dentro de un radio de 60 millas de la ciudad, aquellos visitantes que pretenden estar en Filadelfia durante la visita papal poco a poco se han dado cuenta de que la oferta de alojamiento no será suficiente. Por ello residentes locales están aprovechando la oportunidad para alquilar su casa a corto plazo o participar en un programa de intercambio de vivienda. A través de un comunicado, AAA Mid-Atlantic instó a los propietarios de viviendas a proteger sus activos. “El mercado de alquiler ha ido más allá de la región de cinco condados de Filadelfia, extendiéndose hasta Delaware, Nueva Jersey y los suburbios occiden-
tales de Pensilvania. Los contratos de alquiler a corto plazo a menudo resultan en un mayor número de propietarios inexpertos atraídos por la obtención de dinero rápido”, dijo Tom McManus, vicepresidente de seguros para AAA Mid-Atlantic. “Es importante que usted haga su tarea y hable con su agente o compañía de seguros antes de decidir rentar su casa. Desafortunadamente, muchos propietarios se enteran demasiado tarde de que su cobertura actual es inadecuada”. Así que antes de entregar las llaves, la agencia de seguros AAA recomienda: Hacer un inventario de su casa. LUCIA TEJO luciat@aldianews.com La cuenta atrás para la visita de el Papa a Filadelfia hace tiempo que comenzó y con ella los preparativos, tanto de la ciudad para adecuarse para uno de los eventos más grandes en su historia, como del millón y medio de personas que se espera se desplazarán a Filadelfia con motivo de la visita de el Papa y el World Meeting of Families. El alojamiento se ha convertido en una de las principales preocupaciones; un problema especialmente importante para
las familias y los pacientes que visitan Filadelfia para recibir tratamiento médico. Conscientes de ello, la organización Host for Hospital (encargada de proveer un lugar en el que hospedarse a este colectivo) ha decidido lanzar un llamamiento a los hogares de la ciudad para que abran sus puertas a aquellas personas que se encuentran de visita por motivos médicos durante la semana del 20 de septiembre. Uno de los requisitos para poder convertirse en hogar de acogida es que el domicilio se
encuentre a como máximo a una hora en coche de Center City. Las casas deben ofrecer un baño y una cama; mientras que los visitantes son responsables de la comida y utensilios personales. El objetivo de la organización es conseguir unos 50 hogares extra para el periodo en el que se producirá el World Meeting of Families y la visita de el Papa a Filadelfia. »ALFABETIZACIÓN EN PHILLY
Buscan reunir $30 millones para SDP ANA GAMBOA anag@aldianews.com El Distrito Escolar de Filadelfia (SDP), The Lenfest Foundation y la William Penn Foundation anunciaron que esperan reunir $30 millones en recaudación de fondos para mejorar la alfabetización de estudiantes de la región, inversión que a largo plazo podría tener un impacto hasta en 48.000 niños de kínder a tercer grado (K-3) en SDP. Lenfest Foundation donará $4,5 millones, mientras que la William Penn Foundation se ha comprometido con $6 millones para apoyar la iniciativa. Según The Daily News, $12,7 millones correrán por parte del distrito y además hay una meta de recaudación de $3,4 que se espera obtener por parte del público. La primera parte de este esfuerzo se inició el 6 de julio con una serie de sesiones de entrenamiento intensivo para 700 maestros y directores de escuelas del distrito realizadas en Martin Luther King High School, localizada en el este de ‘Germantown’. La iniciativa de tres años se centrará en tres elementos clave: la formación docente, apoyo en las instalaciones educativas por parte de entrenadores capacitados, así como bibliotecas dentro de las aulas para ofrecer mejores recursos para los estudiantes. Viajar de Philly a México para luchar contra el cáncer Archivo particular
LUCÍA TEJO luciat@aldianews.com El avance y la gran inversión en investigación y desarrollo de terapias en el campo de la medicina han convertido a los Estados Unidos en uno de los países preferidos por los profesionales nacionales, pero también internacionales, para completar su formación y llevar a cabo el desarrollo de su carrera médica y/o quirúrgica. Y los latinos no son una excepción. Entre ese nutrido grupo de médicos sobresalientes que toman la determinación de desempeñar la medicina en el país estadounidense se encuentra el ganador del último Esperanza Advocate Award, el doctor Jesús Esquivel. Nacido en México y formado en la Universidad Autónoma de Tamaulipas (México), el doctor Esquivel decidió, aconsejado por su padre (también cirujano), completar su formación en los Estados Unidos. Primero, realizó una residencia de cirugía general en el New York Hospital of Queens (Flushing, NY), donde se convirtió en residente jefe de cirugía. Más tarde se especializó en cirugía oncológica del aparato gastrointestinal en el Washington Hospital Center (Washington, DC) bajo la tutela del doctor Paul Sugarbaker. Además, ha trabajado en el St. Agnes Health Care Hospital de Baltimore y ejerció de ‘Liason Phisician’ para el Colegio Americano de Médicos ente el 2005 y el 2008. Su currículum evidencia que Esquivel no hizo caso, sin embargo, a la segunda recomendación de su padre “no te cases con una americana, porque nunca volverás”. Cerca de 25 años después de esas palabras, Esquivel continúa residiendo en los Estados Unidos, concretamente en Filadelfia, donde desempeña el puesto de director médico internacional de iniciativas oncológicas y director
EL DOCTOR JESÚS Esquivel recibió el Esperanza Advocate Award en el Andrew Mellon Center in Washington, D.C. nacional de investigación de HIPEC (hyperthermic intraperitoneal chemotherapy) —la técnica en la que está especializado— en el Cancer Treatment Centers of America (CTCA) Eastern Regional Medical Center de Filadelfia. Sin embargo, sus más de dos décadas fuera de México no han impedido que Esquivel mantenga una estrecha conexión con su páis natal, un vínculo que desde 2007 se mantiene más vivo que nunca gracias a una inciativa que le ha valido el reconcimiento de Esperanza el pasado 18 de junio en el marco del National Hispanic Prayer Breakfast. “Utilizamos una máquina especial para poder hacer este tipo de cirugías y mi maestro, el doctor Sugarbaker, tenía una máquina extra, porque había conse-
guido un modelo más nuevo y me dijo, te la regalo y si quieres empezar a hacer un programa como este en México, así nació”, cuenta el doctor Esquivel a AL DÍA. Desde entonces, el doctor Esquivel (con la ayuda de compañeros de profesión) ha visitado varios centros de México —Guajaca, Mérida, Toluca, Ciudad de México y Guadalajara— realizando intervenciones gratuitas a pacientes locales, enfermos de cáncer. “Yo me dedico a la cirugía de los tumores avanzados en el abdomen con una técnica muy especializada que no existía en México. Desde el año 2007 he estado yendo a lugares fuera de la Ciudad de México, en los cuales los pacientes no tienen acceso a este tipo de tratamiento”, explica Esquivel.
Aunque las cirugías realizadas en las diferentes clínicas méxicanas es solo una parte del proyecto: “La segunda forma es enseñar también a los cirujanos para que puedan desarrollar también este tipo de cirugía en sus otros hospitales”. “Primero yo me asocio con un cirujano en el hospital al que vamos a ir, porque siempre es necesario tener a alguien que va a seguir el cuidado de ese paciente. Me presentan los casos a través de internet y decidimos cuál es el mejor caso para poder hacer la cirugía y al mismo tiempo enseñarles este tipo de tratamiento”, detalla. Quizá esa sea la parte principal de la inciativa, mostrar su técnica a médicos locales, ya que, como reconoce Esquivel, “uno solamente puede ayudar a un nú-
mero determinado de personas, pero con cada uno que enseñamos ellos pueden ayudar a otro número igual de personas y así crece la oportunidad de servir a más pacientes”. Preguntado por las diferencias entre el tratamiento de pacientes en Estados Unidos y México, Esquivel señala que “en México los recursos son mucho más limitados, entonces en unas zonas más pobres nos enfocamos en que por lo menos se les pueda dar el mejor tratamiento posible desde de punto de vista médico. Por supuesto en México se les ofrece mucho calor humano, pero muchas veces es necesario más que eso”. En cuanto al galardon de Esperanza, confiesa: “Es una motivación para corroborar que estamos haciendo las cosas en buen camino. Y que cuando uno hace algo bueno otras personas le están prestando atención y cómo frecuentemente digo ‘el ayudar es contagioso’. Entonces si nosotros podemos motivar a gente joven para que, por muy diestros que sean en cualquier procedimiento, lo más importante es enseñar a otras personas para que lo puedan hacer mejor y lo puedan seguir perpetuando a través del tiempo”. Por último, ¿un consejo para aquellos jóvenes médicos latinos que quieran desarrollar sus carrera en los Estados Unidos? “Si tuviera que compararme con personas que han hecho sus estudios aquí en Estados Unidos, definitivamente es mucho más difícil, pero yo soy la muestra de que no es imposible. Si tiene uno dedicación y está enfocado en conseguir esa meta, se puede lograr”. Esquivel también aprovecha para lanzar un importante mensaje: “Nunca olvidarse de nuestros países, y sobre todo apoyar a los pacientes en nuestros países de origen también”.

ELIANNE RAMOS Especial para AL DÍA e estima que unos 460 mil inmigrantes de origen haitiano viven actualmente en la República Dominicana, país que históricamente ha mantenido una turbulenta relación con sus vecinos en la pequeña isla de La Española, los haitianos. Mientras que el discurso internacional tiende a tildar la situación como conflicto racial, el hacerlo no hace justicia a la complejidad de la misma —y desvía la atención de otros factores no menos importantes que la empeoran—. En una visita reciente al país, tuve la oportunidad de conversar

sobre el asunto con varias personas que, de una manera u otra, se ven afectadas. Sus perspectivas, aunque divergentes, indican la gravedad de la situación y los múltiples factores, presentes y pasados, que la fomentan. Aquí comparto algunas de sus declaraciones, así como sus propuestas para solucionar este creciente problema.
Emilio Pérez, trabajador de origen haitiano. Emilio Pérez se autodenomina un “mil oficios”, dedicado a la construcción, la agricultura y otros trabajos esporádicos. Él dejó a su país en un momento de gran inestabilidad, en el que
Haití enfrentaba un incremento de la violencia cívica, conflictos políticos e instituciones en deterioro. Tras 26 años en República Dominicana, ya con dos hijas (una de 24 años, y la otra de 3) y dos nietos que nunca han visitado a Haití (ni hablan el idioma Creole) Emilio se encuentra cara a cara con una posible deportación, bajo el Plan Nacional para la Regularización de Extranjeros del gobierno Dominicano.
Sobre su experiencia en el país: “Llevo aquí 26 años, desde el 1989, he hecho mi vida aquí. No tengo ningún documento de aquí pero no quisiera irme porque

Por eso yo no me he ido”.
Sobre una solución justa y humana al problema: “Les diría a los políticos que si pudieran que se pongan de acuerdo. Puede haber muchos más que tienen mucho tiempo aquí, como yo. Porque nosotros somos trabajadores. En el barrio donde vivo yo, ya ahí me conocen, ya llevo 15 años. Nunca he tenido problemas con nadie. Todo el mundo me quiere. Si pudieran arreglar eso y a la gente así dejarnos tranquilos para estar aquí. Si me deportan, no puedo hacer más nada. Lo único que puedo hacer es irme. Más nada”.

Sobre la situación actual: “Históricamente, Haití ha tenido muchos problemas: de inestabilidad política, de carácter social, dictaduras, gobiernos a los que les han dado golpes de estado... Todo eso genera una sociedad totalmente desigual. Estamos diciendo que es el país más pobre de América Latina. En términos de paridad adquisitiva, Haití consta de unos $600 a $700 dólares al año por persona, comparado con unos $11,500 dólares en la República Dominicana. Esto presenta una diferencia en la calidad de vida, lo que es un elemento importante, llamativo para que [las personas de] un país emigren a otro país que tenga condiciones diferentes”.
Sobre los factores que han causado la situación actual: “Es evidente que cuando te encuentras en una nación cuyas características y cuyos indicadores socioeconómicos son los que te presenta el gobierno haitiano, cuando básicamente tienes un nivel de pobreza entre un 60 y un 70 por ciento de la población,
donde los niveles de desnutrición y analfabetismo son muy altos, entonces yo creo que es evidente un fracaso de la clase política”. “¿Y que está haciendo esa clase política? Muchas veces estimulando los procesos migratorios. Esta es una forma de quitarse presión en términos políticos y en términos sociales. Pero hasta que esa nación, hasta que esa clase política no se empodere, ningún país les va a resolver un problema. Ningún país le ha resuelto el problema a otro, en ninguna parte del mundo. Esa es la historia de estos problemas. Y el desarrollo es producto de un proceso endógeno de la clase social, de la clase política y del empoderamiento social”.
Sobre una solución justa y humana al problema: “En primer lugar somos una isla, yo creo que hay que buscar un elemento que nos una, un elemento de cooperación que nos permita potenciar nuestras relaciones porque hay que tomar en consideración que el segundo gran socio comercial de la Republica Dominicana es Haití. Esa es la realidad. Al margen de todo hay empresas dominicanas que están instaladas en Haití y hay un comercio bastante fluido. Esos son elementos que creo que nosotros debemos potenciar”. Yo creo que lo que le ha faltado a la República Dominicana es explicar bien la situación domínico-haitiana. Por mucho tiempo, la República Dominicana estuvo al margen de los organismos internacionales y permitió que nos condenaran en la comisión de los derechos humanos, de la OEA (Organización de los Estados Americanos). No supimos defender nosotros nuestra posición. Creo que en cierta manera, estamos cosechando las debilidades de nuestro sistema de relaciones internacionales”. “Por otro lado, hay una situación en el imaginario del Dominicano: El Dominicano asocia pobreza con negritud. Es una situación que históricamente ha sido así. Y el grupo dominante ha actuado de esa forma. Entonces, es como que no quieren a ese tipo de persona a su lado. Yo pienso que en la medida en que Haití mejore sus condiciones de vida, en esa medida tendrá una imagen diferente”.

Por eso yo no me he ido” Emilio Pérez Trabajador de origen haitiano Hay cosas que cambiarán también en el futuro en la medida en que el Dominicano se haga consciente de sus orígenes. La educación tiene mucho que ver con esto, el tipo de educación que se nos ha dado. En la medida en que vas cambiado la educación, el nivel educativo, la gente va cambiando el perfil y su forma de ver al otro. Hay que tener un tipo de educación mas inclusiva [en nuestro país], en la que uno se reconozca a sí mismo, a sus orígenes y limitaciones, y yo creo que eso con el tiempo va a cambiar. Yo creo que la posición del gobierno es la correcta. A esas 209.000 personas que son dominicanos, vamos a darles su documentación como dominicanos, y resolver ese problema. A los otros, todo el que quiera venir a la República Dominicana tiene que ser
bajo un proceso legal. Eso tiene que ser así. Esas son las reglas de la convivencia. Ese es un elemento primordial: El proceso de normalizar las relaciones bilaterales a través de la regularización de la mano de obra inmigrante. Eso es lo primero. Y luego ya lo demás es darles los derechos que les da la constitución de la república. Ya ese no es un elemento de carácter humano sino de un respeto a los derechos. Hay 209.000 personas a las que no se puede dejar en el limbo. A la gente que haya nacido y se haya criado aquí, aunque sus padres eran haitianos indocumentados, hay que darles sus papeles, porque es un derecho y punto.”

La organización en la que se desempeña David trabaja en defensa de los derechos fundamentales de los seres humanos. La misma ha estado realizando gestiones para orientar, trabajar y dar seguimiento a casos de haitianos, para prevenir el abuso de sus derechos individuales y ciudadanos.
Sobre la situación actual: “Ellos [los haitianos] quieren venir aquí a buscar mejor vida, porque en Haití no hay vida. Lo que hay es problemas: la parte económica, la parte de la pobreza. Después del terremoto se agravó aún mas la situación. Ellos emigran del país, no importa si tienen que volar la cerca o pasar por el río para llegar aquí y buscar mejor vida. Hay maltratos, rechazos contra los hermanos haitianos en el sentido de que cuando caen presos por algunas cosas en redadas o sin papeles, sin documentos, ellos no pueden demostrar nada. Entonces, nosotros vamos a las cárceles y ahí pedimos su libertad, porque existen derechos fundamentales de transitar, aunque no tengan documentos.

Desde Trujillo hasta esta fecha, sigue todavía esta cultura que trae a esos hermanos haitianos. Y los traen para ser esclavos y usarlos aquí en el corte de la caña. Ahora ya no, porque el haitiano ha despertado y lo que viene aquí es a trabajar en la construcción. Los dominicanos se quejan de que los haitianos les están quitando su espacio de trabajo porque tienen mayor facilidad de [encontrar] trabajo y son más dedicados en la labor”. “También hay traficantes, personas que los traen. Los mismos que los traen no son los pobres, son gente poderosa que invierte y los venden a los constructores, a las empresas. Los venden como si fuera una trata de personas. Eso es ilegal. Está prohibido en la resolución de las Naciones Unidas el que esas personas sean
tratados como esclavos. Ellos [los haitianos] aceptan eso por buscar su beneficio. Pero se ve también el maltrato. También la parte humanitaria, la parte de la salud. Muchos dominicanos se quejan de que los haitianos le están quitando al Dominicano las medicinas, pero el derecho a la salud es un derecho de todos. Todas las personas del mundo deben vivir con salud, con una vivienda, con educación”.
Sobre una solución justa y humana al problema: “Nosotros [la Comisión] hemos sido contundentes en rechazar la sentencia que emitió el tribunal constitucional. Fue excluyente. Los mismos que la emitieron son hijos de inmigrantes. Esa sentencia hay que revisarla nuevamente, hacer una enmienda para darle oportunidad de que puedan conseguir su documentación”. “El gobierno tiene que ser transparente. Ya sea a través de las organizaciones internacionales o por parte de la cancillería, tiene que transmitir una buena educación, una orientación a la comunidad, tanto a nivel local como internacional de que aquí no va a haber más racismo y que todos podemos vivir, convivir, en paz. Esa es la idea”.

DECLARACIÓN DE INFORMACIÓN SOBRE EL ACCESO AL PROCESO DE ELECCIONES PARA LAS PERSONAS CON DISCAPACIDADES EN LA CIUDAD DE FILADELFIA De acuerdo con el Título II de la Ley de Americanos con Discapacidades de 1990 y la Ley de Accesibilidad de Votante para los Ancianos y los Discapacitados de 1984, la Ciudad de Filadelfia no discrimina a la gente con discapacidades al suministrar acceso para el proceso de elecciones. Según estas leyes federales, se requiere que la Ciudad de Filadelfia asegure que su proceso de elecciones en conjunto sea accesible a la gente con discapacidades en todas las elecciones. Esto significa que los sitios de votación serán accesibles a los discapacitados de tal manera que haya locaciones accesibles disponibles dentro de cada distrito electoral. Los Comisionados de la Ciudad designan y enumeran la accesibilidad de los lugares de votación en grados variables. Los sitios de votación que cumplen en su totalidad con los criterios federales y estatales son designados con una “F” que indica que es un edificio totalmente accesible, y con una “H” que indica que hay estacionamiento para discapacitados. Si un lugar de votación no cumple en su totalidad con estos criterios federales y estatales, pero provee accesibilidad relativa con una pequeña ayuda en la entrada, entonces ese lugar será designado con una “B” que indica que tiene una accesibilidad substancial. Si no hay disponible un lugar totalmente accesible, que cumpla con todos los criterios federales y estatales (designados como “FH”), como sitio de votación en su División de elección, la accesibilidad para votar será proporcionada mediante el uso de una Boleta Alternativa de acuerdo con las directrices expedidas por el Secretario del Estado. Si usted es un votante registrado, que es discapacitado o tiene 65 años de edad o más, y no se le ha asignado un lugar de votación que haya sido designado como “FH”, entonces cumple con los requisitos para votar mediante una Boleta Alternativa. Es posible obtener una Boleta Alternativa para cualquier elección, a través de una petición por adelantado de una Solicitud de Boleta Alternativa. En Filadelfia se puede pedir una Boleta Alternativa en la solicitud corriente de Boleta para Votar en Ausencia, señalando la casilla de “Discapacitado, 65 años de edad o mayor y a quien se le ha asignado un lugar de votación inaccesible”. Los usuarios de TDD pueden utilizar este servicio llamando al 1-800-654-5984 e informándole al asistente de comunicaciones que desean hablar con la Oficina de Elecciones de Pensilvania en el (717) 787-5280. Las Solicitudes de Boleta Alternativa deben enviarse por correo a la Junta de Elecciones del Condado a más tardar siete días antes de la elección. Las Boletas Alternativas deben devolverse a la Junta de Elecciones del Condado a más tardar al momento del cierre de las urnas, a las 8:00 p.m. del Día de Elecciones. Además, los electores registrados con discapacidades pueden pedir una Solicitud de Boleta Alternativa de Emergencia y depositar la boleta personalmente en la Junta de Elecciones del Condado, en sala 142, del Ayuntamiento, hasta el momento del cierre de elecciones durante el Día de Elecciones. Ademas, la Ciudad proporcionará materiales de inscripción en letras grandes en cada instalación de inscripción, y suministrará las instrucciones en letras grandes sobre cómo votar en cada sitio de votación. DIAMANTE ELÉCTRICO REVIVE EL ROCK Inspirados en las leyendas del rock clásico, como Led Zeppelin, The Doors y The Rolling Stones, ésta banda colombiana está dejando su propia huella. ARTURO VARELA arturov@aldianews.com a banda de rock colombiana, Diamante Eléctrico, que formó parte del ‘lineup’ del Latin Alternative Music Conference, del 7 al 11 de julio en Nueva York, habló en entrevista con AL DÍA sobre su más reciente material titulado simplemente “B”, del cual se desprenden canciones como “Todo va a arder”, “Las horas” y “Duele como yo”. Los ojos están en Colombia en este momento, después de que antes era Argentina, México, Chile, y estamos muy orgulloso de ser parte de este movimiento”.
» Sobre su experiencia previa en la música y su amistad:
“Venimos de proyectos comerciales y bandas de rock muy famosas o que ya no existen. La banda de la que formaba parte
Daniel, el guitarrista, era mi banda favorita de Colombia. Siempre hubo una admiración mutua entre los tres. Cuando nos juntamos a tocar se trato de buscar al baterista y al guitarrista que más me gusta y con quien mejor me siento. De ahí nace todo, de la amistad y de la admiración. Desde que tocamos la primera nota hace tres años dijimos “ok, we have something here”. Cada uno aporta una parte fundamental. Es una sinergia que ha funcionado muy bien y nos ha llevado a tocar en escenarios importantes y en el los festivales más grandes de Latinoamérica”.
» Sobre el nombre de la banda:
“La primera canción que hicimos como banda antes de tener nombre fue ‘Diamante eléctrico’, y nos gustó el nombre. El diamante es la piedra más preciosa, la más fuerte, la que quieren las chicas, y nos pareció que iba muy bien con la electricidad de nuestra música”.

Protestas como estas se han llevado a cabo a lo largo de la nación y han logrado llamar la atención de altos funcionarios, aunque los manifestantes y activistas argumentan que aún hay mucho por hacer. El mes pasado, el secretario del Departamento de Seguridad Nacional, Jeh C. Johnson, público una declaración en la que concluye la necesidad de hacer cambios sustanciales a la práctica de detención familiar. Para los activistas que forman parte de este movimiento el cambio implica cerrar los centros de detención de inmigrantes en los cuales hospedan a mujeres y menores de edad en condiciones que argumentan son similares a las de una cárcel.

Madre e hija deportada protestan detención familiar de regreso en Pensilvania ARTURO VARELA arturov@aldianews.com Activistas y miembros de comunidades inmigrantes de la región de Filadelfia se reunieron el pasado fin de semana en una protesta en el exterior del centro de detención familiar del condado Berks como parte de la semana de acción nacional contra la detención familiar. Entre los manifestantes se encontraban Ana y su hija Yubitza, de 12 años de edad, quienes pasaron un año dentro del centro de detención antes de ser deportadas a Guatemala el mes pasado pese a que habían solicitado asilo en base a abuso doméstico y que la Oficina de Inmigración y Aduanas había declarado en un procedimiento de corte que no serían deportadas. Ana y Yubitza fueron traídas de regreso a Estados Unidos luego de que la Corte de Apelaciones del Tercer Distrito ordenara a ICE hacerlo. El pasado jueves por la noche llegaron al centro de detención familiar del condado Berks, sin saber cuanto tiempo pasarían ahí. Sin embargo, para su sorpresa fueron liberadas al día siguiente, un día antes de la protesta. Ana fue liberada portando una tobillera o grillete electrónico como una alternativa a la detención que le permitirá

El Programa de Comidas de Verano estrena mapa interactivo en español LUCÍA TEJO luciat@aldianews.com Para muchos niños de los Estados Unidos un día en el colegio supone además la oportunidad de disfrutar de un desayuno y/o comida saludable gratuita o a precio reducido gracias al Programa Nacional de Almuerzos y Desayunos del Departamento de Agricultura (USDA) del país, del que se benefician al año cerca de 21 millones de niños. Una ayuda que con la llegada del verano dejan de percibir más de 17 millones de menores, ya que, aunque el gobierno federal cuenta también con una iniciativa que ofrece comidas durante los meses de verano; tan solo unos 3,8 millones de niños y adolescentes participan en él. Por ello, y con la intención familiarizar a los padres con la iniciativa; así como para ayudarles a encontrar los comedores más cercanos, el USDA ha creado un mapa interactivo disponible en español y en versión móvil. Además, este programa, que durante el año pasado ofreció cerca de 187 millones de comidas
