Season of hope

y the time you read this editorial in our print edition, it will be Christmas. But for now, as this is being written, many Catholic and Christian Latinos in Philadelphia are still spending their nights in the celebration of posadas — those sojourns through the neighborhood that purport to replicate Mary and Joseph’s efforts to find shelter somewhere in Bethlehem before the birth of the Christ child. “In the name of heaven, I ask you for shelter,” those who take the part of the Holy Family sing outside each house at which they stop. At each, they are turned away — for fear they might be ruffians; because the asking seems presumptuous and makes those on the inside furious; because the petitioners are humble and have no standing and those denying them entrance don’t want to hear their stories or even learn their names. The rationales all sound hauntingly current. Immigration advocates have long made an analogy between the Holy Family’s migration and that of undocumented immigrants seeking shelter in our nation. For no small number of the latter, knocking at doors and being rebuffed has been the “posada” of every day and month and year, for years on end. In 2014 the analogy is particularly vivid. Eight undocumented immigrants have sought sanctuary from final deportation orders in churches this year; seven of them will spend Christmas in the religious edifices where they now live. 24/7. The first to seek sanctuary was Daniel Neyoy Ruiz, an undocumented man in Tucson who sought sanctuary in the Southside Presbyterian Church, a church with a storied tradition of providing sanctuary. Back in the 1980s, when Guatemalans and Salvadorans fled bloody civil wars but were characterized by the Reagan administration as “economic migrants” rather than asylum seekers, Southside Presbyterian Church became the first church in the nation to offer sanctuary to the Central Americans. Hundreds of refugees were sheltered there dur-

Then, as now, residing within church walls doesn’t actually afford real legal protection, but the tradition of affording a religious sanctuary that must not be breached — which can be traced back to the Old Testament — has so far been respected by both local police and immigration agents. Neyoy Ruiz is one of the success stories of the new sanctuary movement: a month after entering into sanctuary he was granted a oneyear reprieve on his deportation by ICE. Today, three others are in sanctuary in Arizona; one in Denver; one in Chicago; one in Portand (Oregon) and one here, in Philadelphia. Angela Navarro entered into sanctuary at West Kensington Ministries on Nov. 17, several days before President Obama announced the controversial executive action

that might yet offer respite from deportation orders to some of those who have sought sanctuary in the nation’s churches. It is not a certain thing, of course, but then, little has been certain for these sojourners, and yet their hope is enduring. For believers, this, too, has a deep resonance. One of our churches has opened its doors to a young Honduran

woman, her two U.S.-citizen children and her U.S.-citizen husband. It is the culmination of her long and arduous “posada”: a temporary shelter, a place of light and warmth, of grateful communion. It is a place where this young woman can hold hope close and dear. A hope that perhaps next holiday season. It’ll be she who sings a welcome as she opens her door to the next weary wayfarer in need.

Nelson Díaz anunciará campaña a alcalde en Norris Square ARTURO VARELA arturov@aldianews.com El ex juez Nelson Díaz, quien anunciará su candidatura a alcalde de Filadelfia el próximo 15 de enero, dijo en entrevista con AL DÍA, que llevará a cabo el lanzamiento en el barrio de Norris Square. “Voy a hacerlo en el área de Norris Square porque quiero hacer énfasis no solo en asuntos de educación y preescolar, sino en el desarrollo comunitario y de vivienda asequible”, dijo Díaz. Aunque su candidatura ha sido rumorada desde hace tiempo, y Díaz cuenta con un comité político exploratorio autorizado para recaudar fondos para su campaña desde julio pasado, no fue hasta el 12 de diciembre, durante una reunión del Pennsylvania Society en la ciudad de Nueva York, que dijo que haría el anuncio oficial. Hay quienes consideran que Díaz entra-

rá a un campo electoral de por sí abarrotado y un poco tarde, pero el ex juez dijo que esperó tanto tiempo “porque quería estar seguro de que tenía la capacidad de ganar”. Díaz se enfrentará a otros aspirantes demócratas a alcalde, entre ellos, Anthony Hardy Williams, Terry Gillen, Lynn Abraham, y otro Latino, Ken Trujillo. “Con base a lo que he visto respecto a la ciudad y los votos que necesito obtener, creo que me es posible ganar”, dijo Díaz.

“Que nuestra comunidad, que es la más pobre de Filadelfia, si realmente quieren demostrar que el voto cuenta, esta es su oportunidad de demostrar que pueden elegir a una persona que tiene la capacidad de cambiar su vida. Voy a hacer énfasis en un verdadero programa de desarrollo de fuerza de trabajo, vivienda, desarrollo comunitario, y educación, como una forma de ayudarlos a llegar a la clase media así como yo lo hice. “Yo luché por la educación cuando formé parte de la fuerza de trabajo de deceleración en 1973, cuando trabajé para abrir las puertas de la universidad de Temple a las minorías y personas pobres. Tuve gran éxito en ese entonces que no había abogados latinos ni muchos estudiantes latinos en la institución. Creo que es posible hacer lo mismo con el sistema de educación pública en la ciudad, y creo que puedo abrir oportunidades de empleo porque lo único que hay que hacer es entrenarlos para los trabajos que hay disponibles”

» ¿Cuál es su propuesta para la educación?

“He trabajado en Camden y Chester — y en cualquier lado en que he estado involucrado en el sistema de educación — esas escuelas han funcionado. Cuando tienes un programa continuo de educación, en el que a la gente le importan los niños, y hay una relación entre los niños, los padres de familia, y los maestros, entonces podemos hacer que las escuelas funcionen. De otra forma, vamos a perder a una generación de jóvenes, y cuando eso pasa, o pagas ahora, o pagas después”

Recuerda el vacío del cuarto y el tramo ancho del piso. “Había pasado todo el día con ellos sobre el piso, sobre mi espalda, corriendo como loco con el perro como si fuese nuevamente un niño”, dijo Grant. En ese entonces tenía veinte y tantos años de edad, y pasaba sus días con los niños y sus noches traficando cocaína y marihuana, motivo por el cual eventualmente fue arrestado y condenado. La cárcel no le era algo extraño en ese momento de su vida. Pero la separación de su familia no llegó a su fin con el regreso a casa de Grant. “Supongo que sencillamente se cansó de mí”, dice Grant. “Cuando llegué a casa, llegué a encontrar un piso alfombrado vacío”. Cerca de dos décadas más tarde, Grant aún no ha visto a sus hijos. Su hija e hijo ya se han graduado de la escuela secundaria a estas alturas. “Gracias a Dios por Facebook”, dijo. En Carolina del Sur, Grant creció bajo el ala de un sacerdote católico quien lo mantenía a él y pagaba sus estudios porque su madre no podía hacerlo. Cuando el sacerdote falleció, se volvió a trasladar con su madre como estudiante de la escuela pública. Ha estado fuera de la prisión y sin consumir drogas, buscando trabajo y quiere matricularse en cursos en FIGHT de Filadelfia para obtener su equivalencia de secundaria. Su hija se matriculó en la universidad para estudiar derecho penal. “Me dijo: Papá voy a hacer esto por ti”, dijo Grant. “Porque durante toda mi vida tu estuviste en la cárcel. Quiero intentar enseñarle a las personas como no ir a la cárcel”. La historia de Grant es bastante común. Esta navidad 1 entre 28 niños en todos los Estados Unidos estará separado de un padre de familia encarcelado durante las fiestas navideñas. El Pew Charitable Trust estima que 10 millones de niños en los EE.UU. han vivido el encarcelamiento de un padre de familia en algún momento en su vida. Más del 70 por ciento de los niños cuyos padres están encarcelados son afroamericanos o latinos. Cuando un padre va a prisión, las familias frecuentemente pierden un ingreso significativo, colocan-

do a los niños en una pobreza más profunda. Los niños con padres en la cárcel frecuentemente viven la inestabilidad, especialmente si la madre es la encarcelada. Se quedan con los abuelos, familiares, en casas de acogida y a veces con la persona que ha abusado de la madre. Los niños con padres encarcelados crecen con un mayor riesgo de abusar de las drogas y el alcohol, y, por ende, con mayor riesgo de ser arrestados y encarcelados. Las estadísticas en torno al ciclo de prisión solían fascinar a Georgia Lerner, directora ejecutiva de la Women’s Prison Association en Nueva York. Ahora sencillamente las detesta. “No quiero aceptar esas cifras porque no tienen que ser así”, dijo Lerner. “Es realmente triste porque no creo que sea porque la madre estuvo en prisión que alguien tiene mayor probabilidad de ir a prisión”. Mantener una relación en la prisión es un trabajo difícil. La profesional de justicia restaurativa, Barbie Fischer, lo sabe de primera mano. No sólo trabaja con familias y comunidades afectadas por el encarcelamiento de sus seres queridos, sino que su propio

esposo ha estado en prisión durante 19 años. Sus parientes sanguíneos no se han reunido para compartir una comida navideña en 19 años. Este pasado Día de Gracias fue diferente a los otros en los que ella y su esposo buscaban en las máquinas expendedoras en busca de un emparedado de pavo para que pudiera cenar como “personas normales”. Este pasado Día de Gracias, Fischer reunió a algunas tías y primos de su esposo. “Todos me llamaron después y dijeron que habían disfrutado mucho pero que era demasiado difícil”, dijo Fischer. “Era demasiado difícil porque él no está allí”. Fischer describió el encarcelamiento como una pérdida extendida para toda una familia. Los hijos de su hermana nunca han conocido a su tío. Los niños no pueden enviarle a sus padres las manualidades que hacen en la escuela y los padres no pueden enviar galletas hechas en casa en la prisión estatal debido a las restricciones de Pensilvania –sólo tarjetas y libros, directamente de manos del distribuidor. Las madres encarceladas no pueden escoger regalos de Navidad. Las hijas necesitan que alguien más camine con ellas por el pasillo de la iglesia el día de su boda.

“Las cosas pequeñas que generalmente damos por sentadas en la vida son las piezas faltantes para los niños con padres encarcelados”, dijo Fischer. Esa es una de las razones por las que el Instituto para la Justicia Comunitaria (ICJ por sus siglas en inglés) de Philadelphia FIGHT y el Eastern State Penitentiary se han unido para realizar una recolección de regalos y una fiesta para los hijos con padres actual o recientemente encarcelados. El 13 de diciembre, alrededor de 30 niños y las personas que cuidan de ellos se reunieron en el ICJ para decorar galletas de navidad, jugar juegos y llevar a casa algunos juguetes empacados donados por los visitantes en el histórico Eastern State Penitentiary. Kai Yohman, Coordinador de operaciones en el ICJ dijo que la fiesta es una oportunidad para que las familias se diviertan cerca de las fiestas de fin de año. “Creo que en realidad nunca se hace lo suficiente para estas comunidades, por lo que solo queremos darles un día de gozo”, dijo Yohman. “Cuando pensamos en el sistema de justicia penal, pensamos en todas las personas que están

Este año, no hay horas de visita por la tarde durante la Noche Buena en la prisión donde está encarcelado el esposo de Barbie Fischer. Fischer no verá a su esposo para la Navidad porque ese día cae en jueves. Muchos niños no verán a sus padres si las personas a cargo de su cuidado deciden saltearse las horas de visita o no cuentan con transporte para llegar a una prisión que está a 50 minutos o cinco horas de distancia.

Otro tipo de ‘castigo’

Georgia Lerner de la Women’s Prison Association dijo que la ‘severidad contra la delincuencia” es un gran mantra de las campañas políticas, pero pocas personas a cargo de la formulación de políticas traen a la mesa lo que realmente funciona para reducir el crimen y reducir el índice de encarcelamiento de los EE. UU., uno de los más altos en el mundo. Lo que funciona, dijo Lerner, es enfrentar la raíz de por qué las personas cometen delitos. “Si alguien es arrestado por vender drogas, queremos que esa persona deje de vender drogas. problema de raíz es un trastorno causado por el estrés postraumático debido a años de abuso, el tratamiento contra las drogas aún no podría garantizar el cambio. “Si quitamos estas drogas y no contamos con otra cosa para tratar los otros problemas asociados con enfermedades mentales, entonces lo que queda es nada y no hay herramientas para tratar sus síntomas”, dijo Lerner. “Realmente tenemos que tratar de entender por qué alguien comete un delito si queremos reducir las probabilidades de que lo vuelvan a hacer”. En los Estados Unidos, el 67 por ciento de los prisioneros liberados en 2005 fueron arrestados dentro de un período de tres años después de su liberación, y 76 por ciento fueron nuevamente arrestados dentro de un período de cinco años, según un estudio reciente del Departamento de estadísticas de justicia. El índice de reincidencia de Pensilvania es más bajo, pero el 40 por ciento de los liberados en el 2010 aún fueron encarcelados antes del 2014. Parte del problema es que las dificultades económicas no desaparecen en la cárcel. Un antecedente penal con frecuencia empeora las cosas ya que es más difícil encontrar trabajo y un techo, sin mencionar una pérdida de ingresos durante años. Pero no sólo el prisionero paga el precio. Dijo que las mujeres en el programa tienen que verse internamente y afrontar los temores a los que han huido durante toda su vida. “Al final de cuentas, queremos que una mujer pueda verse al espejo cualquier día y sentirse cómoda

al aceptar quién es y cómo llegó a ese día –poder ser responsable de sí misma para que pueda ser libre para avanzar y tener una vida productiva y feliz”, dijo Lerner.

En casa para la Navidad

Barbie Fischer no verá a su esposo en Navidad de este año ya que estará viajando para estar con su familia. Kim Grant pasará sus fiestas en Filadelfia con el novio con quien ha estado durante 9 años. No ha tenido noticias de su hija durante meses, pero espera que todo salga bien al final. El originario de Filadelfia Tarrence Swartz pasará la Navidad con su nueva novia y su hija de 8 años de edad, a quien se refiere como su hijastra. Swartz dejó a su hijastra en la escuela y recordó una reunión que sostuvo con su propio padre biológico por primera vez cuando tenía 8 años de edad, cuando su abuela lo llevó a la cárcel para verlo. “Me desconcertó verlo en la cárcel. Vi a mi padrastro entrar y salir de la cárcel toda mi vida”. Su padre, su padrastro, y “meterse con el grupo equivocado” desempeñaron un papel principal en “corromper” la mente de Swarts, dijo éste, volcándose a las calles para vender drogas y hacer dinero, y eventualmente parando detrás de las rejas en 2006, cuando tenía 22 años de edad. “Fue difícil para mí estar encerrado, estar lejos de mis amigos y familia”, dijo Swartz. “Especialmente de mi familia, que era mi gran sistema de apoyo”. En 2008, Swartz realmente sintió la separación en el Día de Gracias. Ese día se descompuso y lloró y lo mismo ocurrió de nuevo el día de Navidad. Y también el día de Año Nuevo, pero para ese entonces, ya se había acostumbrado. Las llamadas telefónicas eran dolorosas. La sobrina de Swartz preguntó dónde estaba y cuándo llegaría a visitar. En febrero de 2009 se presentó ante los tribunales. Su sentencia había terminado. “Cuando el juez me dijo que iría a casa, me presenté frente a mi hermana y mi sobrina, ni siquiera les dije que iría a casa, solo llegué y estaban felices de verme”, dijo Swartz. “Fue el mejor momento de mi vida. Me prometí que nunca volvería. Es el último lugar en el que quiero que alguien me vea. Y he cumplido mi palabra”. Será la primera Navidad que Swartz pasará con su nueva familia, pero sin duda no la última, dijo. “Uno no puede cambiar lo que ocurrió”, dijo Swartz. “Lo único que yo puedo hacer es tratar de cambiar para mejor”.

Nos enfocamos en la creación de una cultura de mejora continua dentro de la tecnología y la innovación”, dijo Richard Negrín, director adminstrativo de Filadelfia. “Redefinir la relación e interconectividad con nuestro ciudadanos. Así como dar voz a los que no la tienen y brindar servicios a los que han sido desatendidos”. Negrín resaltó que Nextdoor

es una red social gratuita y privada para barrios que ofrece a los residentes una manera fácil de conectar y compartir “las cosas que más importan en sus comunidades”. El mismo barrio crea y gestiona la red privada, accesible sólo a los residentes en ese mismo vecindario. “Todos los residentes deben ratificar que viven en el barrio específico al que se están uniendo. Esto dará más vías para conectarse fácilmente con departamentos de la ciudad, realza el sentido de comunidad y empodera a los ciudadanos para colaborar con la ciudad y crear vecindarios más seguros, más fuertes y más resistentes”, agregó.
