A tale of two cities in one “It was the best of times, it was the worst of times.”

C

harles Dickens’ opening first line from “A tale of two cities” is a strangely apt description of this moment in time in Philadelphia. The newspaper of record of the nation, The New York Times, has just named our city #3 in its “52 places to go in 2015,” just behind Milan and Cuba. Even more recently, Condé Nast Traveler named Philadelphia the #2 shopping destination in the world, behind Barcelona and ahead of Hong Kong. Philadelphia will soon be the first city in the world with a completely self-sustaining Earthship made entirely from recycled materials. It is home to the University of Pennsylvania which, in 2014, was either the #1 college in the nation (College Factual) or #8 (U.S. News and World Report), and to five of the nation’s top hospitals, according to U.S. News and World Report’s rankings released in July 2014. This is all heady stuff for a city that was at one time the butt of jokes (First place, a week in Philadelphia; second place, two weeks in Philadelphia ...). It is also a testament to the many organizations and individuals working to

make Philadelphia a world-class city. But we’ve made it onto some less desirable lists this past year as well. 24/7 Wall Street ranked Philadelphia the poorest county in the commonwealth of Pa. — and noted how unusual it was for a county with such a large city to attain this dubious distinction. When the U.S. Conference of Mayors released its report on Hunger and Homeless in Dec. 2014, Philadelphia ranked #9 in the nation — with 49 percent of requests for shelter for the homeless going unmet, and 20 percent of requests for food assistance from residents in need unmet as well. Moreover, according to the report, approximately 60 percent of those seeking food assistance were the working poor. The Center for American Progress also ranks the School District of Philadelphia as one of the two “most fiscally disadvantaged large urban districts in the nation.” The Greater Philadelphia Chamber of Commerce (GPCC), along with 60 partner organizations, last year issued recommendations to promote economic growth and job creation in the city, a five-year plan titled “Roadmap for Growth.” Our cover story this week focuses on just that roadmap. The GPCC’s director of public policy, Joe Grace, notes the city’s growth (driven by millennials and immigrants) and points to four neighborhoods where job

opportunities have increased — Center City, University City, the Navy Yard and Temple University’s campus in North Philly. An integral part of the roadmap is community input and participation in economic development initiatives — a vitally important concern for people of color who are all too often driven out of their neighborhoods by gentrification. In fact, a decade-long study from Harvard University released recently seems to indicate that instead of the mixed income, economically and ethnically diverse neighborhoods that are the best outcome of gentrification, the process ends up replicating existing patterns of housing segregation. There are undoubtedly challenges ahead for those envisioning and cultivating equitable growth in our city. We urge Latinos to participate in this process as fully as possible. It will take all of our communities, all of us, to ensure that the city eradicates the poverty that puts so many of our residents at risk, and that we move toward greater liveability and promise. The next “Roadmap for Growth” forum will take place Jan. 21 at WHYY in the historic heart of Philadelphia. Nilda Ruiz, the director of APM (la Asociación de Puertorriqueños en Marcha) as well as a member of Governorelect Tom Wolf’s transition steering committee, will be one of the speakers at the forum.

Community College gratis podría abrir puertas a 3.000 estudiantes más en Philly ARTURO VARELA arturov@aldianews.com El presidente del Community College of Philadelphia, Donald Generals, apoyó la propuesta anunciada el 8 de enero por el presidente Obama de hacer de los dos primeros años de “community college” gratuitos. “El presidente claramente entiende el valor de los colegios comunitarios y el papel de éstos en la prosperidad de la nación”, dijo Generals. “La inversión que propone propulsara al país al frente de la economía global”. A nivel nacional, nueve millones de estudiantes podrían beneficiarse de esta iniciativa, y ahorrar un promedio de 3.800 dólares. Esto siempre y cuando mantengan una calificación promedio de por lo menos 2.5 en la escala de 4. La medida costaría al Gobierno federal alrededor de 60.000 millones dólares en los próximos diez años. Los fondos federales cubrirían tres cuartos de la financiación de esta medida, mientras que los estados deberían contribuir con el otro cuarto. A nivel local, el Community College of Philadelphia cuenta con un presupuesto anual de unos $128 millones, la mayoría proveniente de los mismos estudiantes, quienes dependen en gran parte de ayuda financiera a nivel estatal y federal.

“La propuesta nos permitirá reclutar y retener y graduar más estudiantes”, dijo Generals. Agregó que el año pasado, unos 3.000 estudiantes potenciales que intentaron inscribirse en la institución no lograron obtener ayuda financiera, y gran parte de ellos podría verse beneficiado por la nueva iniciativa. El costo de matrícula por semestre en la institución es de unos $2.300. Respecto a la estrategia del Community College Philadelphia para apoyar la propuesta, Generals dijo “la mitad de los estudiantes de universidad en todo el país son estudiantes de un ‘community college’, y en conjunto con miles de personas que trabajan en estos, son un grupo de constituyentes que va a empujar y alentar a nuestros legisladores a que ayuden al presidente”. Aunque la educación superior no es un derecho garantizado por la Constitución, Generals dijo que la iniciativa “es un gran paso en torno a la idea de hacer de la educación una oportunidad para todos”. “El presidente dijo que en el siglo XX los ‘high schools’ públicos democratizaron nuestro país. Ahora estamos en el siglo XXI y los ‘community colleges’ están en la misma posición para continuar democratizando nuestro país”, finalizó Generals.

Acción ejecutiva, impuestos y fraude notarial serán temas de taller para inmigrantes ARTURO VARELA arturov@aldianews.com Cómo solicitar la protección que provee la acción ejecutiva de Obama sobre inmigración, cómo hacer su declaración de impuestos si no cuenta con un número de seguro social, y cómo evitar ser víctima de fraude notarial, serán algunos de los temas a tratar durante un taller informativo para inmigrantes en Filadelfia este 15 de enero. En noviembre pasado, el presidente Obama anunció el programa de acción diferida para padres de residentes legales y ciudadanos estadounidenses. El programa conocido por sus siglas en inglés como DAPA, permite a ciertos inmigrantes indocumentados solicitar un alivio temporal a la deportación así como un permiso de trabajo. Entre ellos, quienes llegaron a EE.UU. antes del primero de enero del 2010 y son padres de residentes legales y ciudadanos estadounidenses. Por otra parte, los inmigrantes que deseen hacer su declaración de impuestos pero no cuenten con un número de seguro social pueden utilizar el Número de Identifi-

declarar impuestos pero también se presta para abrir cuentas bancarias y para establecer crédito. Por último, la organización anfitriona de este taller advirtió que el Fraude Notarial es un problema serio entre la comunidad inmigrante. “Muchos notarios traducen literalmente el termino anglosajón ‘Notary Public’ a ‘Notario Público’ para crear confusión y hacer propaganda para sus servicios”, lee un comunicado de prensa que advierte que “el titulo de ‘Notary Public’ aquí no tiene el mismo peso que en los países de América Latina”. Por otra parte, la organización aclaró que los notarios no son abogados ni representantes acreditados válidos autorizados para tratar temas de inmigración. Mucho camino por recorrer

Si bien muchos hablan del renacimiento económico en distintas áreas de la ciudad, la realidad es que falta mucho camino por recorrer.

Según un estudio reciente realizado por 24/7 Wall Street, Filadelfia es el condado más pobre en el estado, algo irónico, ya que la gran mayoría de condados pobres mencionados eran aquellos con poblaciones más pequeñas. El reporte de “Roadmap to Growth” señala que el total de ingresos en las viviendas aumento en los últimos diez años, pero también la disparidad de ingresos. La media de ingresos en 2010 de $41.258 disminuyó. La ciudad

es la número 24 de entre las 25 mayores ciudades de Estados Unidos con respecto al ingreso medio. En 2012, en ingreso medio en hogares latinos fue de $25.925, el ingreso medio de familias afroamericanas fue de $27,828, para las familias asiáticas fue de $35.901, en comparación con familias caucásicas que tuvieron un ingreso medio de $48.154. En cuanto a empleos, Filadelfia ha experimentado un crecimiento modesto en los últimos

principios del siglo pasado existía la creencia de que para integrarse a la cultura estadounidense los inmigrantes europeos debían cambiar su nombre, aprender el idioma, olvidar sus costumbres y tradiciones de origen, vestir, actuar y pensar como los norteamericanos.En las últimas décadas se promocionó el orgullo de la raza: “Black is Beautiful”, lo cual dio al fin un espacio digno a los afroamericanos en América. Hoy cada cultura es festejada de diferentes maneras y en fecha especial. Para los mexicanos el 5 de mayo y el 16 de septiembre son fiestas aún con más ardor y orgullo en EE.UU. que en México. Esto hizo suponer que en la modernidad se habían superado las diferencias de razas y culturas y que finalmente se había abierto el camino a una verdadera sociedad cosmopolita en la cual hubiera respeto y reconocimiento para todos. Luego apareció en Arizona la odiada ley SB1070, y las nubes negras de la discriminación racial cubrieron de nuevo el cielo de Norteamérica. Otra ley aprobada por el Congreso de Arizona castiga eliminando recursos a centros educativos que incluyan en su currículo “estudios étnicos” porque

La Ley de Cuidado de Salud a Bajo Precio está transformando radicalmente el acceso al seguro de salud, particularmente para los latinos— 2,6 millones de latinos han ganado cobertura de seguro de salud desde el comienzo de la Ley de Cuidado de Salud a Bajo Precio, 10,2 millones de latinos sin seguro médico tienen nuevas oportunidades para la cobertura de seguro de salud asequible, y alrededor de 8,8 millones los latinos en los EE.UU. ya han ganado la cobertura de servicios preventivos sin costos de su bolsillo, incluyendo control de la natalidad, exámenes anuales de bienestar de la mujer, y de detección de cáncer de cuello uterino y de mama cubiertos gratuitamente —sin copago. a seguir siendo importante que las latinas, como líderes en sus familias, sigan inscribiéndose a ellas mismas y a sus familiares elegibles en los planes, para la salud a largo plazo de todos, pero también para enviar el mensaje de que es necesario este programa y no debe ser derogado. No podemos hablar sobre los beneficios y la promesa de la ACA, sin reconocer su intersección con otra área importante de la política, que es la inmigración. La acción ejecutiva de hace mucho tiempo del presidente Obama en materia de inmigración, si bien es un paso importante hacia adelante, no incluye el acceso a la atención médica para todos.
