e’re breaking the wall between politicians, the media and you. On March 30, at Pipeline Philly — a shared workspace across the street from City Hall — we’re bringing the mayoral candidates; the brightest, most thoughtprovoking journalists we know; and we’re sitting them down with you to talk about the future of Philadelphia. A future that grows out of the new Philadelphia whose dynamism and growth has been prompted by

millennials and communities of color — precisely those usually absent from the stages of more conventional debates. There will be no stage at “In conversation with Philadelphia: A discussion between the mayoral candidates, the media and the city” — just candidates and journalists from diverse venues in a semi-circle before you. The mayoral candidates will field questions from the journalists, but also from you, submitted via Twitter during the event and fed into the conversation by the moderator.

2015 el ‘Año de los Borinqueneers’ ANA GAMBOA anag@aldianews.com La concejal del Distrito Siete, María Quiñones-Sánchez, y el concejal ‘at-large’ David Oh presentaron una resolución ante el Concejo de Filadelfia para reconocer el año 2015 como el “Año de los Borinqueneers -Regimiento 65 de Infantería del Ejercito de EE.UU.”, con el propósito de honrar y celebrar los logros militares de este regimiento puertorriqueño. La resolución fue aprobada el 22 de enero durante la sesión del Concejo de Filadelfia. “La concejal Quiñones-Sánchez y yo presentamos esta resolución porque creemos que los ‘Borinqueneers’ son merecedores de este reconocimiento por su servicio militar”, dijo Oh. “Este condecorado regimiento militar

mostró coraje y valor, mientras que sacrificaron sus vidas por la libertad, a pesar de enfrentarse a la segregación y a prejuicios”. El Regimiento 65 de Infantería fue un regimiento puertorriqueño del ejército de Estados Unidos que participó en la Primera y Segunda Guerra Mundial, y en la Guerra de Corea. La unidad decidió nombrarse como los “Borinqueneers”, un término derivado de la palabra taína en Puerto Rico que significa “tierra del valiente”. El Regimiento 65 de Infantería fue la unidad latina segregada más grande y que por más tiempo permaneció activo en servicio en la historia de Estados Unidos. “Este regimiento de voluntarios ejemplifica el tipo de dedicación y honor que los puertorriqueños y las comunidades

‘Única candidata electa que el partido nunca apoya’ ANA GAMBOA anag@aldianews.com La concejal María QuiñonesSánchez ya ha hecho historia y planea continuar con su legado de primicias en Filadelfia. Su experiencia como miembro del Concejo de la ciudad ha estado lejos de ser un paseo por el parque, más sin embargo, nunca ha tenido un problema con eso. Con las elecciones primarias a la vuelta de la esquina está preparando lo que asegura, mejor sabe hacer: organizar la campaña electoral de alcance hacia latinos más agresiva dentro de su base. “Puedo decir esto porque he trabajado en la campaña de todo el mundo, regresando hasta Ángel Ortiz. Probablemente implementamos el programa de alcance a votantes latinos más agresivo de todos”, dijo Quiñones.

La primera vez que Quiñones desafió el status quo fue en las elecciones de 1999 cuando se enfrentó al concejal del Distrito Siete Rick Mariano. A pesar de que perdió la contienda, quedo en segundo lugar por encima de John Sabatina. Quiñones cree que su alcance hacia votantes hizo posible su histórica elección en 2007, cuando ganó el 78 por ciento de los votos. “Hicimos de todo, llamé de puerta a puerta, realizamos bancos de llamadas, nuestra literatura es profesional y bilingüe, hicimos comerciales de televisión y radio”. Según la concejal, su alcance a los latinos comenzó mucho antes de tener al concejo de Filadelfia en la mira. “Cuando trabajé para el gobierno de Puerto Rico, realizamos una campaña de registro de votantes durante

tres años en 12 ciudades de Pensilvania, incluyendo Filadelfia, Reading, Lancaster, York, Erie, Harrisburg ... fuimos capaces de aumentar la participación de los latinos en un 35 por ciento en todas nuestras divisiones”. Entre otras cosas, aprendió que el idioma era una de las principales barreras para la participación de los votantes latinos, junto con el fraude en el registro de votantes. “El problema es que la gente en el poder ha aprendido - particularmente ‘ward leaders’ que se benefician de la opresión de los votantes - que el caos se suma a la confusión. Si crean caos en los lugares de votación, la gente no va a votar, la gente no querrá ser parte de eso”, dijo Quiñones. Después de dos términos como concejal, dijo que el mayor reto

ARTURO VARELA arturov@aldianews.com Dos oficiales del Departamento de Policía de Filadelfia enfrentaron cargos la semana pasada por haber atacado hace casi dos años a un hombre latino, y acusado falsamente de asalto agravado y de resistirse a ser arrestado. Según los oficiales Sean McKnight y Kevin Robinson, el joven Najee Rivera, de 22 años de edad, atacó a uno de ellos luego de que se cayo de su motocicleta, por lo que se vieron obligados a usar la fuerza para controlarlo. Sin embargo, un video presentado esta semana por el fiscal Seth Williams evidenció que los oficiales fueron quienes tumbaron al joven de su motocicleta. Luego lo empujaron contra un muro y lo golpearon causándole daños en un hueso alrededor de los ojos y en la cabeza. McKnight y Robinson enfrentan cargos por asalto agravado, conspiración criminal, falsificación de récords, y obstrucción de la justicia, entre otros

Para esta elección espera un resultado similar en su campaña. “He sido la única candidata demócrata electa que el partido nunca apoya, eso sucedió en mi última elección. Así que espero que alguno de los líderes del partido elijan a algún oponente que se postule contra mi”. “Creo que lo bonito de la reelección es que es una oportunidad para contar tu historia. Como latinos no nos gusta presumir lo que hacemos, pero en esta reelección más que en ninguna otra, estoy ansiosa por compar-

Quiñones-Sánchez fue la principal patrocinadora de una legislación de reforma de impuestos a negocios, que se espera pueda crear una deducción de impuestos de casi el 50 por ciento para las pequeñas empresas, así como la legislación que creó un banco de terrenos, agencia para hacer frente a las 32.000 parcelas vacantes y edificios abandonados en los barrios a través de la ciudad. “Se trata de una legislación histórica que cambiará el curso de la ciudad. Mi capacidad de convertir propiedades arruinadas en propiedades productivas es importante “, dijo Quiñones. “El hecho de que ahora en esta ciudad los inmigrantes son bienvenidos, que decidimos no cooperar con las autoridades federales y estamos buscando maneras de integrarlos aun más ... estos aspectos serán agentes de cambio a largo plazo para la ciudad”. Por ahora, dijo que las elecciones del 19 de mayo son lo más importante y después de su reelección, “tengo que mirar en dónde contribuirá mejor María Quiñones a la ciudad”

Kristin y Dave Dave, el novio de Kristin Jones, estuvo en el ejército de 2004 a 2007 y hoy en día, siguen juntos. Han estado saliendo durante 13 años, después de trabajar juntos en un country club de Filadelfia cuando estudiaban en la escuela secundaria. Empezaron a salir antes de que Dave, 30, se uniera al ejército, pero eran tan jóvenes que no tomaron la decisión juntos. “El entrenamiento básico fue duro para ambos porque la única manera en que nos podíamos comunicar era por carta. Creo que hubo instancias en que ambos queríamos tirar la toalla porque pasamos de vernos todos los días a estar separados durante 14 semanas”, dijo Kristin. “Sin embargo, fue muy emocionante volver a estar juntos después de haber estado separados tanto tiempo”. Kristin pensaba que uno de los aspectos más difíciles de salir con un miembro del ejército era el despliegue y no poder compartir sus días con él. “El ejército y las obligaciones vienen primero y en ese momento yo era muy joven y no lo entendía”, explicó Kristin, quien ahora tiene 29. “Yo a veces empezaba peleas que eran inncesarias”. El no tener noticias de Dave y pensar en su seguridad la intranquilizaba. “Cada día era exasperante. Cada llamada telefónica que recibía me hacía sentirme nerviosa de escuchar malas noticias”, dijo Kristin. “Nuestra comunicación mayor era mediante el correo electrónico y luego recibía una llamada telefónica a la semana. Pero a veces la llamada llegaba hasta dentro de dos semanas”.

Dos de las cosas que a Kristin le encantaron de salir con alguien en el ejército era viajar y conocer gente nueva. “Tuvimos la oportunidad de viajar mucho y conocimos a muchas personas maravillosas en el camino, algunos aún son amigos muy cercanos nuestros. Estuve en comunicación con algunas novias/esposas de sus amigos (mientras Dave fue desplegado), y eso ayudó”, dijo ella. El consejo clave de Kristin para otros que salgan con miembros del ejército es: paciencia y comprensión. “Su media naranja ya está bajo mucha tensión. Al principio yo estuve en contra porque no creí que duraríamos, pero sabía que él tenía que hacer lo que era mejor para él”, dijo Kelly, de 26 años de edad. Al final de cuentas, decidieron comprometerse antes de que Josh, 24, saliera para hacer su entrenamiento básico. “Estuvimos comprometidos mientras fue a su entrenamiento básico. Tuvo en efecto positivo en nuestra relación porque lo extrañé, y eso me hizo darme cuenta que él sin duda era para mí y cuánto quería tenerlo en mi vida y que sin duda valía la pena esperarlo”, dijo Kelly. Josh piensa igual. “Estar lejos durante dos meses fortaleció nuestra relación. Me hizo darme cuenta cuánto quería que ella fuera parte de mi vida”. Tanto Josh como Kelly están conscientes de la posibilidad de la guerra, pero creen que su relación perdurará. “Si tengo que irme, pues el deber me llama”, dice Josh. “Me entristecería estar lejos de ella sabiendo que hay posibilidad de que no regrese a casa. Pero creo que nuestra relación se fortalecería aún más”. “Si Josh tuviera que ir a la guerra ¡me sentiría devastada! Pero sé que es parte de su trabajo”, agregó Kelly. “Creo que tendría un efecto positivo en nuestra relación porque ya sabemos lo que es estar separados y sé que mis sentimientos por él y nuestra relación sólo se fortalecerían”. Leah Miller, 22, conoció a su prometido Jonathan, 24, hace dos años cuando viajó con una amiga que visitaba a su novio militar. Ya que conoció a Jonathan en una base militar, el ejército ha sido parte de su relación desde el principio. Desde entonces Jonathan prolongó su servicio y Leah no podría sentirse más orgullosa de él. Durante los dos años que han estado juntos, Jonathan fue desplegado durante nueve meses. Pero eso no impidió que la pareja de Pensilvania se respaldara mutuamente. “Antes de que se fuera, la gente me decía que me divertiría enviándole paquetes y cartas, y yo ponía los ojos en blanco porque lo único que podía pensar era ‘no veré al amor de mi vida durante nueve meses, ¿cómo podría haber algo que fuera divertido en eso?’” Pero lo fue, dijo Leah. “No me malinterpreten”, dijo, “no es como si salté por la casa de alegría durante nueve meses llena de entusiasmo por su despliegue, pero sentí consuelo enviándole cosas que sabía que extrañaba y que disfrutaría y al estar allí para él aún a pesar de la diferencia de horario. Sin embargo, siempre había tiempo para preocuparme. Me preocupaba más él y lo que él sentía que lo que yo sentía”. Si a Jonathan lo volvieran a desplegar, Leah no cree que afectaría su relación. “Me imagino que sería parecido a lo que fue la primera vez. Me sentía ansiosa de que se fuera, pero también sentía que entre más rápido se fuera, más rápido terminaría

todo. No tengo dudas respecto a pasar por otro despliegue en nuestra relación y él tampoco. No es algo que ponga a prueba nuestra relación y sé que a su regreso, retomaríamos donde nos quedamos”. El consejo de Leah a otros que salgan con miembros del ejército: “Si puedes darte cuenta que el ejército es parte de lo que él/ella es, entonces también es una de las razones por las que amas a esa personas. La distancia fortalecerá a una relación correcta, no la debilitará”. “Habrá momentos difíciles y habrá momentos maravillosos” dijo ella, “como sucede en cualquier otra relación”.

Cuando me contó de su deseo de unirse al ejército, no me tomó de sorpresa. Su gran corazón, su amor al servicio y su habilidad natural de tomar las riendas fue lo que me atrajo más a él. Sabía que era algo que él quería hacer y aunque sabía que probablemente significaría que lo perdería, lo apoyé en su decisión de unirse al ejército”, dijo Yesenia. “Cuando se fue al entrenamiento básico, nos dimos cuenta de cuánto significábamos el uno para el otro, y a la mitad de su entrenamiento me pidió, por carta, que fuera su novia”. Nos han unido más de lo que jamás habríamos

imaginado. Aun cuando está ausente, ha luchado por ser un esposo presente en todo lo que concierne mi vida. Ha trabajado duro para asegurarse que yo sepa que estoy segura aun cuando él no está, y en mis momentos más difíciles”. Community College busca ser un jugador más fuerte en la comunidad ARTURO VARELA arturov@aldianews.com El presidente del Community College de Philadelphia (CCP), Donald Generals, se sentó en la mesa redonda de AL DÍA News y habló sobre la iniciativa de Obama para proveer dos años de educación gratuita en este tipo de instituciones, porqué está optimista del nuevo gobernador Tom Wolf, la representación de los latinos, su propuesta para las clases de inglés como segundo idioma y los estudiantes internacionales. La política de admisión abierta (que solo requiere un diploma de ‘high school’ o GED) así como una matrícula más accesible de unos $850 por clase, o $2.500 por semestre por tiempo completo, hacen de CCP un buen lugar para comenzar. El tamaño pequeño de las clases y el apoyo que la institución brinda a sus estudiantes son otra características para ayudarlos a darse cuenta de su potencial. Generals considera que los detalles de la iniciativa de Obama

para hacer de los dos primeros años de “community college” gratuitos, aun son vagos. Sin embargo, espera que ésta no afecte los fondos que los estudiantes con ayuda financiera reciben a través de los ‘Pell grants’ o PHEAA. Con un presupuesto operacional de $128 millones, el 60 por ciento viene de la matrícula. El resto, el 16 por ciento de la ciudad, y el restante del estado. Sin embargo, ahora que el gobierno de Corbett llegó a su fin, y el de Wolf acaba de iniciar, espera recibir más fondos del estado. A continuación, lo que Generals tuvo que decir.

Si podemos alentarlos a que estudien tiempo completo con un incentivo de matrícula, a que vayan a clases de verano, a consejería, a orientación… al final del día nuestros estudiantes se van a graduar y van a ser capaces de entrar a la fuerza de trabajo o de transferir-

Algunos de nuestros estudiantes vienen tiempo parcial y otros se transfieren antes de graduarse. Si un estudiante viene a nosotros y después se transfiere a Temple, eso para mi es un éxito. La actual estructura que nosotros y el sector entero usa necesita ser más innovadora y estar mucho más enfocada en las fortalezas de los estudiantes en vez de en sus debilidades. Actualmente, tienen que ir a clases de inglés como segundo idioma antes de que puedan estudiar negocios o informática, o lo que sea que quieran estudiar. Lo que espero es que puedan hacer las dos cosas de manera simultánea, de tal forma que si tiene que desarrollar cierto nivel de lenguaje puedan hacerlo al mismo tiempo que avanzan en la disciplina de su preferencia. Necesitamos encontrar maneras creativas de tal forma que no asignemos a los estudiantes a un nivel de enseñanza en base a tan solo un indicador.

ARTURO VARELA arturov@aldianews.com El Instituto de Estadísticas de Puerto Rico difundió un reporte que revela el perfil del “emigrante boricua” (como lo definió el instituto pese a tratarse de ciudadanos estadounidenses) en el 2013 entre los que destacan los siguientes datos: Unas 74 mil personas se mudaron de Puerto Rico a EE.UU. y 25 mil personas a Puerto Rico, por lo que la emigración neta fue de 49 mil personas o el 2,1 por ciento

de la población de la isla. La edad promedio del emigrante boricua fue de 28,5 años, la menor en casi seis años. El 52 por ciento no forma parte de la fuerza laboral, en comparación con el 45 por ciento un año atrás. Su ingreso promedio fue 14 por ciento menor que un año atrás. Por primera vez, más de la mitad de los emigrantes boricuas se mudaron al sur de EE.UU. en vez de al norte. Los estados que más boricuas

urante años, el pueblo de El Salvador ha sostenido que su amado Monseñor Óscar Romero no sólo era un mártir sino ya un santo –aunque no lo fuera no oficialmente. Ahora, el Papa Francisco, el primer papa latinoamericano, ha hecho oficial lo primero y, con su declaración, ha despejado el camino para que lo segundo se convierta en una posibilidad. Por qué me gustan las frases hechas

A

precio las frases hechas sin vergüenza alguna. Quizás sea porque me inicié en la vida aprendiendo inglés, aferrándome a expresiones idiomáticas familiares, o porque me entusiasmaba escuchar la lengua de la escuela hablada en mi casa, cuando mis padres practicaban su inglés. Aparentemente, no estoy sola. El lexicólogo Orin Margraves escribió en “It’s Been Said Before: A Guide to the Use and Abuse of Cliches: “No se deben evitar, sin dudar, todas las expresiones consideradas suficientemente familiares en algún u otro momento. Aunque es cierto que un vasto número de expresiones se han vuelto trilladas por su uso excesivo, siempre existe la oportunidad de emplear una expresión gastada en forma poderosa y atractiva. ¿Cómo decidimos cuál de esas numerosas expresiones es la correcta para cierta ocasión, o la equivocada?” Cómo, en verdad. Algún día, me explayaré sobre la lucha de mis padres con su nueva lengua de adopción y no titubearé en describir qué hermoso fue escucharlos decir “ciegos

que guían a ciegos” o referirse a algo como “un lecho de rosas”. Y cuando uno habla un idioma en casa y otro en la escuela, tiende a recordar la primera vez que escuchó frases exóticas del tipo “le costó un ojo de la cara”. Esa nostalgia y oído por la forma en que la gente de clase media y obrera habla cotidianamente me enfureció hace poco, cuando presencié la manera en que un autor fue criticado por la policía literaria de la Costa Este. En su crítica de “The Devil Is Here in These Hills”, de James Green, el crítico del New York Times, Dwight Garner, elogia esta crónica de luchas laborales en las minas de carbón de West Virginia: “La historia que cuenta James Green ... es una de la historias más olvidadas de Estados Unidos. Se trata de los derechos de propiedad versus los derechos humanos, sobre hombres y mujeres duros y sobre conflictos violentos. Es una historia sobre la rebelión de la clase obrera tan triste como una balada de los Apalaches”. Pero tras halagar floridamente la prosa de Green —sus frases

Este libro tiene más de los que puedo recordar, y tengo muy buena memoria para ese tipo de cosa. “Enormes cantidades”, “estar de morros”, “alarido de dolor”, “apretar las clavijas”, “causar revuelo” (dos veces) -- Podría seguir durante párrafos. Son termitas que roen la credibilidad tanto como la sensibilidad. Ese tipo de lenguaje debe ser, para tomar prestadas tres frases del libro del Sr. Green, cortadas de cuajo, con mano de hierro, para hacer maravillas”. Como diría mi papá: “¡No me embromes!” Mr. Garner debe salir de Nueva York y visitar el resto del país —ciudades urbanas, suburbanas y rurales— y comprender que la gente real, hasta aquella sumamente educada, habla de esa forma. Y aunque muchos de nosotros en el resto del país adoramos la literatura, no nos importa leer historias escritas en el lenguaje común de la gente corriente. Green tiene un doctorado de Yale y es profesor de historia en la Universidad de Massachussets y se crió en Carpentersville, Illinois. Me dijo que si tuviera que

volver a escribir el libro, no cambiaría nada. “Tuve que escribir este libro en el habla popular de Estados Unidos, con palabras y frases que sonaran familiares a los lectores, no a los críticos,” dijo Green, señalando que obtuvo un aluvión de apoyo de académicos y de otros autores, que sintieron el aguijón de la condescendencia de Garner. “Soy producto de una pequeña ciudad en la región central de Estados Unidos, que se crió leyendo los libros de Carl Sandburg sobre Lincoln. Y soy también una criatura de la Costa Este, pero en el fondo soy un populista impulsado por la necesidad de contar la historia del ‘otro’ Estados Unidos”, dijo Green. “La gran prueba de fuego al escribir sobre los mineros de carbón de West Virginia, era la manera en que la gente de Appalachia respondería —porque, por supuesto, yo no pertenezco a ese grupo— así es que me entusiasmé cuando una persona oriunda de West Virginia me dijo, ‘Es un libro que puedo dar a mis padres para que lo lean’”.
