Blocking executive action is ‘not law, not justice’

o, Obama’s executive action on immigration hasn’t been ruled unconstitutional. The injunction issued Feb. 17 by U.S. District Judge Andrew Hanen of Brownsville, Texas (as part of a lawsuit brought by 26 states opposing the president’s action) was predicated not on constitutionality, but on the Administrative Procedure Act, a 1946 federal statute that permits judicial review of the way administrative agencies set up and implement regulations. In issuing the injunction that will block an estimated 4 to 5 million undocumented immigrants from applying for work permits and a three-year reprieve from deportation, Hanen found that Texas, at least, had standing to challenge the executive action. The costs the state would incur in having to issue driver’s licenses for its estimated 825,000 undocumented immigrants who are potentially eligible for deportation relief was one of Hanen’s rationales. The same argument cannot be made across the board, however. Fourteen other plaintiff states have populations of undocumented immigrants that constitute less than 1 percent of their total population, and five of those have less than 5,000 potentially eligible individuals. The Department of Justice will appeal the decision, but if Hanen’s ruling were to be upheld, it would prove a pyrrhic victory, particularly for Texas. As journalist and immigration activist Jose Vargas has

pointed out, undocumented workers contribute a good chunk of change to the Texas economy. “Undocumented workers in Texas paid $1.6 billion in state and local taxes in 2010, including $1.4 billion in sales taxes and $204.4 million in property taxes, according to data from the Institute for Taxation and Economic Policy,” Vargas wrote in a Facebook post. “If undocumented workers left Texas, the state would lose $69.3 billion in economic activity (and) $30.8 billion in gross state product ... according to a report by the Perryman Group.” The mayors of the 30 U.S. cities that filed an amicus brief in support of the President’s executive action say that delaying implementation will negatively impact their economies. The executive action “is fair, economically beneficial for everyone, and the right thing to do,” said Madison

Mayor Paul Soglin. Along with Soglin, and our own Mayor Michael Nutter, signatories of the amicus brief include the mayors of New York City, Chicago, Los Angeles and Newark (New Jersey) — all of them cities with large populations of potentially eligible undocumented immigrants. Tony Martinez, the mayor of Brownsville, Texas, where Hanen made his ruling, also filed an amicus brief in support of the executive action, saying “that the government’s use of deferred action is constitutional because the Constitution and Congress have vested in the executive branch broad discretion over the enforcement of U.S. immigration law and that the executive branch has a well-recognized discretionary authority to prioritize enforcement resources, including through grants of deferred action ... Not only are we on sound legal basis but, just as important, this is

We are confident that the court system will reject this meritless lawsuit that only wastes taxpayer dollars.” The Philly Latino community organization, Juntos, also issued a statement saying the leadership and members were unsurprised by the decision. “We know that this lawsuit is nothing but a political stunt that represents out of touch anti-immigrant elected officials across this country. This is about politics: not law, not justice.” The 26 states that are plaintiffs in the lawsuit are either led by Republican governors or have Republican attorneys general. Coupled with the Republicans’ inability to move forward with any measure of immigration reform that isn’t exclusively punitive or downright draconian, this lawsuit and its ruling have cemented a sense that the party is uninterested in reaching the Latino voter or, in fact, representing the Latino constituent. While Republican-appointed judges and Republican-led AGs and governors play with, and rule on, notions of “irreparable harm” in the abstract, the irreparable harm they’ll have inflicted on themselves is actual, political and absolutely certain to be felt in who Latinos vote for in 2016.

Demócratas anuncian contrincante de Quiñones ANA GAMBOA anag@aldianews.com El Caucus del Partido Demócrata en Filadelfia aprovechó su reunión el Día de los Presidentes para anunciar quién es su candidato para concejal del Distrito Siete. El puertorriqueño Manny Morales, capitán de bloque, miembro del comité del precinto 62 y ex investigador del Departamento de Trabajo de Pensilvania, presentó su candidatura el pasado 16 de febrero. De entre los trece ‘ward leaders’ en dicho distrito, 12 endorsaron a Morales, y uno fue voto de abstención. Actualmente la concejal María Quiñones-Sánchez se encuentra en su segundo término y ya lanzó su campaña de reeleción. El Distrito Siete concentra una gran parte de la comunidad latina a través de una zona que se extiende por el norte de Filadelfia, Kensington hasta Hunting Park y el noreste. Quiñones-Sánchez ha sido bastante vocal con respecto a la falta de apoyo por parte de su propio partido y se descri-

bió como “la única candidata demócrata electa que el partido nunca apoya”. La concejal llamó a Morales un “títere” del representante estatal Ángel Cruz, uno de los ‘ward leaders’ que endorsó al candidato, según publicó Philly.com En entrevista con AL DÍA, Morales dijo en un inicio que realmente no tenía nada que decir al respecto, pero si comentó lo siguiente. “Fui criado por mis padres con humilidad, siempre me dijeron que si no tenía nada bueno que decir de un individuo ni te molestes en mencionarlo”, dijo Morales. “Si yo soy un ‘títere’ porque Cruz me apoya, la pregunta es qué era ella cuanto también él la apoyó en 2007”. Agregó que en este momento cuenta con el apoyo de todos porque conocen su visión. “Quiero unir a la gente por el bien común del nivel de vida de los residentes del Distrito Siete”. Morales dijo que ya comenzó su alcance con los votantes de la zona. “Voy a hacer todo lo posible por mantener la unidad y realmente actuar como

Cabrini busca ser una universidad para latinos ARTURO VARELA arturov@aldianews.com El presidente de Cabrini College, Donald Taylor, se sentó en la mesa redonda de AL DÍA y habló sobre su visión para el crecimiento de la universidad; su objetivo de convertirse en una institución reconocida por servir a los latinos, y sobre ser el primer hombre y el primer no católico al frente de esta institución en Radnor, Pensilvania. Aunque Cabrini College fue fundado en 1957, por las Misioneras del Sagrado Corazón de Jesús, como una universidad católica para mujeres, ha sido una institución mixta desde la década de los setenta, que además ha sido reconocida como un ejemplo de cooperación entre religiones. Taylor ha sido presidente de Cabrini College desde julio del 2014, y desde entonces se ha propuesto expandir la huella de esta

institución, y convertirla en una universidad de primera opción para una variedad de estudiantes. A continuación, lo que Taylor tuvo que decir.

» Sobre Cabrini y el perfil de sus estudiantes:

Tenemos unos 1.300 estudiantes de tiempo completo —es una universidad principalmente residencial de artes liberales— y unos mil estudiantes de posgrado en áreas como la educación, negocios, liderazgo… Más de la mitad de nuestros estudiantes son de primera generación, entre el 45 y 50 por ciento son elegibles para ayuda financiera federal y una tercera parte son estudiantes de diversas minorías.

» Sobre su visión para Cabrini:

Nuestra visión es ser una escuela de primera opción para todo tipo de estudiantes y satisfacer sus necesidades cualesquiera que sean; no solo estudiantes de artes

liberales sino también estudiantes de posgrado; ser una escuela de primera opción para jóvenes y estudiantes adultos, estudiantes internacionales, militares… y expandir la huella de la institución.

» Sobre los planes de expansión y el plan “Cabrini’s 2020 Roadmap to Growth”:

Nuestra visión es servir a 3.500 estudiantes para el 2020. Estamos trabajando mucho y nos hemos asociado con ‘high schools’ en el valle Delaware, que son consistentes con nuestra misión. Entre ellas ocho ‘high schools’ y seis más que vamos a finalizar en las próximas semanas. Algunos ‘high schools’ envían a sus estudiantes a Cabrini o toman clases ‘online’ y así obtienen crédito para la universidad incluso antes de graduarse, lo que hace posible que terminen la universidad en solo tres años. Los productos caribeños y el camino dorado en las aceras anuncian la llegada al “Bloque de oro”, mientras que la música boricua en altoparlantes anuncian la llegada al “Centro Musical”. Reconocida como la tienda de música latina por excelencia, no importa día ni hora, ahí es seguro encontrar a músicos locales que de repente amenizan con presentaciones en vivo de la música más tradicional caribeña. “El ‘Centro Musical’ ha sido parte de Filadelfia y se convirtió en una columna de la comunidad hispana en la ciudad. La música le fascina a nuestro pueblo, yo venía hasta Puerto Rico a buscar instrumentos musicales y souvenirs de la isla que a la gente también le fascina”, dijo Wilfredo Gonzáles, hijo del fundador y antiguo dueño del negocio, en entrevista desde la isla. Además de una amplia selección de discos y CD’s de música puertorriqueña, “Centro Musical” ofrece instrumentos tradicionales, como el güiro o el cuatro, traídos desde Puerto Rico. Hasta hace poco y por las últimas tres generaciones, la tienda se mantuvo en la familia González. Noviembre pasado marcó el fin de una era cuando la familia decidió pasar el “Centro Musical” a una nueva administración que promete mantener la tradición de esta institución. Durante más de 50 años esta tienda de música ha sido la segunda casa para distintas generaciones de la comunidad latina en ‘North Philly’, un punto de encuentro, de conexión y de herencia cultural. TANTO ARTISTAS DE renombre de distintos países como músicos locales han pasado por “La Esquina Famosa”. En la imagen se observa a los músicos Johnny Cruz (cen.) y Rosa Benítez (der.) Lucía Tejo/AL DÍA News calle 6 y la avenida Germantown. En 1972 González compró el negocio y lo trasladó al bloque 27 de la calle 5, entre Lehigh y Somerset. El negocio fue creciendo, compró otro local más grande y finalmente se cambió a su ubicación actual en 464 W. Lehigh Avenue. “Mi padre fue comerciante por muchos años. Cuando se mudó de Puerto Rico a Nueva York empezó a trabajar en una compañía de discos latinos y eso lo llevó a empezar el negocio de música en Filadelfia”, dijo González. “Él fue quien puso el nombre del ‘Centro Musical’ a la tienda”. González llegó a Filadelfia en 1960 y trabajó por muchos años con otra compañía. Tiempo después le comentó a su esposa, Candida González, que él quería el negocio. Su padre decidió venderle la tienda y el resto es historia. “Me gustaba siempre estar con mi gente, eso es algo que siempre ha sido. Mientras atendí el negocio también cumplí con las necesidades de nuestro pueblo”, dijo González. “Por eso el centro siempre ha estado involucrado con la comunidad latina. Mientras estuve ahí hicimos muchos proyectos de todo tipo con diferentes organizaciones...cívico, político...yo estuve involucrado con todos ellos”. Según el puertorriqueño, la tienda musical ha crecido con la energía y la alegría que comparten en la comunidad. “El secreto del éxito ha sido la dedicación, tratar al público con mucha amabilidad, mucho

ADEMÁS DE UNA amplia selección de discos y CD’s de música puertorriqueña, “Centro Musical” ofrece instrumentos musicales traídos desde Puerto Rico. Lucía Tejo/AL DÍA News convivido con la comunidad en esta tienda de música. Así como cuatristas o intérpretes de Puerto Rico como José Miguel Class y Odilio González y cantantes dominicanos como Johnny Pacheco. Tanto artistas de renombre de distintos países como músicos locales han pasado por “La Esquina Famosa”, espacio en el interior de la tienda en el que todo el mundo interpreta “lo que le salga del corazón”. “Es el corazón de mantener a la comunidad alegre, es el corazón que palpita en el barrio, mantiene a la gente y a la cultura unida”, dijo el músico Johnny Cruz. ”Siempre estoy aquí. Esta es mi segunda casa, para sacarme de aquí me tienen que sacar con una grúa”, dijo Cruz, líder de la agrupación Latin Ensemble, y del grupo Raíces Boricuas. Agregó que para el puertorriqueño la música es esencial, “es una medicina y una terapia”, dijo Cruz. “El señor Wilfredo es el capitán del barco, siempre lo queremos ver aquí con nosotros. Siempre va a ser un icono, un gran amigo y un gran ejemplo para nosotros. Siempre nos ha inspirado durante todos estos años”. Para Rosa Benítez, otra de las visitantes regulares, el “Centro Musical” ha sido una gran conexión con su natal Puerto Rico. Benítez se mudó a Filadelfia en la década de los setenta. MEXICANA Con un variedad de restaurantes y un menú de auténtica y alta cocina mexicana, es que Marin Group se ha abierto paso en la región de Filadelfia.

ARTURO VARELA arturov@aldianews.com La alta cocina mexicana de Marin Group y sus cuatro restaurantes en la región de Filadelfia, fue la estrella de la más reciente edición de la serie de chefs de AL DÍA el pasado 5 de febrero. El grupo integrado por familiares nació en 1992 con la apertura de “Los Sarapes”, su primer restaurante, en Chalfont, Pensilvania. Luego siguieron otros del mismo nombre en Horsham y Blue Bell, así como Xilantro, en Wayne. Cada uno de ellos se distingue gracias a su auténtica cocina mexicana, que se impone sobre la comida “southwest” o “texmex” de otros restaurantes de la región. “Empezamos con comida ca-

sera y con las recetas de mamá, con platillos mexicanos muy tradicionales que aquí la gente no conocía”, dijo Luis Marín. Hoy cada uno de los restaurantes comparte en esencia el mismo menú de la alta cocina mexicana aunque cada uno cuenta con variaciones de acuerdo al área en que se encuentra. El menú está basado principalmente en la zona central de México, e incluye mole poblano, mole verde y pipían, pero también cuenta con platillos regionales como la cochinita pibil de la peninsula maya, o los cortes de carne más tradicionales del norte de México. Los Sarapes en Chalfton cuenta con más de cien variedades de tequila, ya sea blanco, reposado, añejo y extra-añejo, cuyos pre-

Su primer intento fue una pizzería, en la además vendían ‘hoagies’ y ‘cheesesteaks’, y la cual dejaron atrás a favor de la

cocina mexicana. Fue así que “Dominic’s” se convirtió en “Los Sarapes”, aunque en un principio fue un reto ya que la gente no conocía algunos de los platillos que ofrecían. Los Marín incluso estaban considerando cerrar el negocio cuando una crítica de comida visitó el establecimiento y luego de probar su mole, escribió una reseña en el Intelligencer, en el que hizo mención a “Los Sarapes” como un pedacito de México en Chalfont. La publicación de la reseña cambió la suerte del restaurante y el resto es historia. Hoy Marin Group cuenta con cuatro restaurantes en la región

de Filadelfia, uno más en Salem, Massachusetts, y quizá próximamente uno más justo aquí en Filadelfia. Además, cuentan con su propia compañía de distribución de productos mexicanos a través de la cual abastecen sus propios restaurantes. Durante este tiempo Marin Group se han dedicado educar al público de la región sobre la alta cocina mexicana, las tradiciones y la historia de su país, ya sea a través de la degustación de platillos y tequilas, o informando al publico sobre la verdadera historia de la celebración del cinco de mayo que muchos confunden con la independencia mexicana.

Pennsylvania, a la cola del ‘School Breakfast Program’ LUCÍA TEJO luciat@aldianews.com Es un hecho que el desayuno es una de las comidas más importantes del día, especialmente en el caso de los niños. Sin embargo, desgraciadamente, también es un hecho que millones de familias en Estados Unidos no disponen de los recursos suficientes para proporcionar a sus hijos un desayuno saludable cada mañana. Una carencia a la que iniciativas nacionales como School Breakfast Program (SBP) —el equivalente al National Lunch Program (NLP)—tratan de poner solución ofreciendo, dependiendo del nivel de ingresos de cada familia, desayunos parcial o totalmente subvencionados en las escuelas. En el pasado curso, 13,2 millones de menores participaron en el SBP, de los cuales un 85 por ciento—11,2 millones— estaba catalogado como de bajos recursos, según revela un estudio realizado por Food Research and Action Center (FRAC). El análisis de FRAC también muestra unas grandes desigualdades entre estados, una comparación en la que Pennsylvania no sale precisamente muy bien parado. Con una media de 272.503 alumnos que se beneficiaron diariamente de este programa, frente a los 602.297 que lo hacen del NLP, Pennsylvania ocupa el puesto número 41 en la lista de estados — solo el 45 por ciento de los niños de escasos recursos que comen en el colegio también desayunan allí—. “Pennsylvania necesita cambiar su método. Este informe revela que menos de la mitad de los estudiantes que disfrutan de comidas financiadas por el Gobierno también recibe un desayuno saludable. Los distritos escolares

Según datos del 2012, la tasa de obesidad infantil en Puerto Rico se situó en el 28,4 por ciento —aumentando casi un punto en comparación con el 2010, entonces era de un 27,5 por ciento—. No es de extrañar, por lo tanto, que esta situación sea considerada por muchos, tanto ciudadanos como médicos y políticos, como un problema de salud pública al que apremia poner solución. Y eso es precisamente lo que pretende el senador Gilberto Rodríguez Valle con su última medida, un proyecto de Ley que, a grandes rasgos, plantea establecer multas para los padres de niños con obesidad. El formato original del proyecto de Ley presentado por el senador puertorriqueño propone la realización de controles por parte del Departamento de Educación del país, con los que identificar aquellos casos con mayor riesgo —siempre que no sean debidos a un problema de salud ya existente—; así como orientar a los padres sobre cómo combatir y poner freno a la obesidad de sus hijos. Tras este primer contacto, si seis meses después el organismo considera que el problema no ha remitido, un trabajador social podría poner el caso en manos del Departamento de Familia; donde, si tras seis meses más

Y si otro medio año después la situación no mejora, la institución podría obligar al pago de otros 800 dólares. Una propuesta que, además de haber generado una gran polémica en el país, también ha dado la vuelta al mundo; obligando incluso a Rodríguez Valle a anunciar en una comparencia ante los medios su idea de revisar los términos de su medida. Las voces más críticas con la propuesta del senador puertorriqueño tampoco se han hecho esperar. “No es la forma correcta de hacerlo. Va

a traer complicaciones porque hay nenes obesos por complicaciones médicas y factores genéticos”, explicó Ricardo Fontanet, presidente local de la Academia Americana de Pediatría, en declaraciones a El Nuevo Día. Aunque también hay quien ha aplaudido el proyecto de Ley de Rodríguez Valle, entre ellos el senador José Luis Dalmau, argumentando que un menor con obesidad “es un problema de salud y puede convertirse en una carga económica porque podría desarrollar enfermedades del corazón, diabetes y otras”, sentenciando, “tiene que haber consecuencias para los padres de niños obesos”.

Redes sociales hasta en la ropa PILAR CASI pilarc@aldianews.com Las redes sociales llegaron primero a nuestros ordenadores para luego dar el salto a nuestros dispositivos móviles. Un grupo de investigadores del MIT ha ido más allá y ahora también las redes sociales se visten. Para el equipo de Comunicaciones Fluidas del Laboratorio de Medios del MIT, “la forma en la que estamos representados en los medios sociales es intangible”. Vamos, que podemos tener miles de seguidores y recibir otros tantos “Likes” pero esto puede no tener ningún impacto en la vida real. Para llevar esa forma de relacionarse propia de sitios como Facebook o Twitter a nuestro día a día, este grupo de investigadores han creado lo que denominan “tela social”, con la intención conectar a gente en la vida real tan bien como permiten hacerlo las nuevas tecnologías. De esta forma, Social Textiles es una camiseta con un dibujo impreso en tinta termocromática, es decir, aquella que puede aparecer o desaparecer según el calor. En este caso, según el que le incide un pequeño panel eléctrico que tiene adherido en el interior de la ropa. La prenda, conectada con un smartphone, conocería cuáles son nuestros intereses y aficiones. Entonces, al pasar cerca de alguien que también vistiese esta ropa inteligente, Social Textiles enviaría

un zumbido a través del cuello de la camisa para avisarnos de ello. La cosa no quedaría ahí, porque si tras el meneo de la camiseta uno decide saludarse con ese nuevo amigo con un apretón de manos, la tela dibuja automáticamente, gracias a esa tinta especial, aquello ambos tienen en común. “T

omemos el pelo a los blancos.” ¿Esa propuesta les crispa los nervios? ¿O piensan que, aunque no totalmente merecida, por lo menos vale una risa? ¿Y pueden, acaso, imaginar que, en algún momento, se acepte socialmente que los blancos se rían de los negros, de los asiáticos o de los hispanos, y que se lo considere de onda, gracioso y digno de un clic? Un poco de contexto: En los últimos meses he visto muchos videos, que se volvieron virales, de lo que yo llamo “Riámonos de los blancos”. La semana pasada me encontré con uno llamado “Si los latinos dijeran las cosas que dicen los blancos”, producido por BuzzFeed. En él vemos a una muchacha y un muchacho hispanos, que enfocan diversas situaciones con el mismo asombro e interés del tipo eres-una-especie-exótica, que han sentido muchos miembros de minorías en situaciones en que los blancos son la mayoría. “Mi niñera era blanca, así es que lo entiendo perfectamente”, dice la joven hispana a un individuo blanco, asintiendo con la apariencia de autosatisfacción producida por haber establecido una conexión cultural con un ser humano desconocido. “Es como que siento, siento que soy en parte blanca, por mi niñera”.

La especie humana es llamada a reverenciar este acontecimiento: la vida inicia en el momento de la concepción, y exige responsabilidad sexual tanto a hombres como a mujeres. Millones de seres humanos que se conciben en el mundo no son deseados, y no sólo porque las mujeres sean descuidadas como dicen, sino porque no tienen la educación ni la seguridad personal para rechazar al marido en la época fértil del mes y, a pesar de tener siete u ocho hijos y estar quebrantada su salud, ceden para evitar la violencia doméstica. Estoy en contra del aborto, ciertamente. Pero el juicio y la condena se la dejo a Dios.

Estoy cansado de las incesantes críticas repetidas de los blogueros, del narcisismo de la industria de las noticias, y de la interminable introspección de los periodistas y de otros que trabajan en los medios. NOTICE OF PROPOSED GAS COST RATE DECREASE To Our Customers: As part of its annual Gas Cost Rate (GCR) filing, Philadelphia Gas Works (PGW) is filing a request with the Pennsylvania Public Utility Commission (PUC) to decrease the GCR portion of your bill effective September 1, 2015. Customers are notified of the annual rate decrease or increase by providing this notice for the annual GCR filing on March 1st. PGW is requesting a projected rate decrease of $1.5075 per one thousand cubic feet (Mcf) based upon a comparison between the GCR effective December 1, 2014 ($5.9976 per Mcf) and the projected rate in its annual GCR filing ($4.4901 per Mcf). This notice describes PGW’s gas cost rate request, the PUC’s role, and what actions you can take. The GCR is designed to recover the cost of natural gas that PGW purchases from gas suppliers. The rate will be recalculated to show actual costs on a quarterly basis. Customers are notified of this quarterly rate recalculation by a message on each customer’s bill after the dates of each quarterly filing. The quarterly filing dates are March 1, June 1, September 1, and December 1. The rate may change if the recalculated rate is different by more than 2% from the rate that is approved. PGW Gas Cost Rate Decrease PGW has requested an overall rate decrease of approximately $66.5 million per year. If PGW’s entire request is approved, the total bill for a typical General Service (GS) Residential Heating Customer using 83 thousand cubic feet (Mcf) of natural gas per year would decrease from $108 to $98 per month or by approximately 9.6%. The total bill for a typical GS Commercial Heating Customer using 364 Mcf of natural gas per year would decrease from $388 to $342 per month or by approximately 11.8%. The total bill for a typical GS Industrial Heating Customer using 946 Mcf of natural gas per year would decrease from $996 to $878 per month or by approximately 11.9%. The total bill for a typical Municipal Service (MS) Heating Customer using 1,273 Mcf of natural gas per year would decrease from $ 1,176 to $ 1,016 per month or by approximately 13.6%. The total bill for a typical Philadelphia Housing Authority (PHA) Heating Customer using 677 Mcf of natural gas per year would decrease from $677 to $592 per month or by approximately 12.6%. To find out your customer class or how the requested decrease may affect GS, MS and PHA bills, contact PGW at 215-235-1000. The rates requested by PGW may be found in PGW Gas Service Tariff Number 2. You may examine the material filed with the PUC, which explains the requested decrease and the reasons for it. A copy of this material is kept at PGW’s Main Office at 800 W. Montgomery Avenue, Philadelphia, PA, and can be reviewed Monday through Friday from 9 a.m. to 5 p.m. It is also available at www.pgworks.com. The PUC’s Role The PUC is the state agency that approves rates for PGW. The PUC will examine the requested rate decrease and can prevent existing rates from changing until it investigates the request. PGW must prove that the requested rates are reasonable. After examining the evidence, the PUC may grant all, some, or none of the request. The PUC may change the amount of the rate decrease requested by PGW for each customer class. As a result, the rate charged to you may be different than the rate requested by PGW and shown above. Actions You Can Take to Challenge PGW’s Request to Decrease its Rates 1. You can file a formal complaint. If you want a hearing before a judge, you must file a formal complaint. By filing a formal complaint, you assure yourself the opportunity to take part in hearings about the rate decrease request. All complaints should be filed with the PUC before September 1, 2015. If no formal complaints are filed, the Commission may grant all, some, or none of the request without holding a hearing before a judge. 2. You can send the PUC a letter telling why you object to the requested rate decrease. Sometimes there is information in these letters that makes the PUC aware of problems regarding PGW’s service or management. This information can be helpful when the PUC investigates the rate request. Send your letter or request for a formal or informal complaint form to the Pennsylvania Public Utility Commission, Post Office Box 3265, Harrisburg, PA 17105-3265.
