Jorge Luis Borges’ 30th anniversary is June the 14th
H
e passed away in Geneva, Switzerland, on June 14, 1986 when, like a character of his own fancy literary tales, he quietly “looked after his death” in his final day on Earth “as one looks after one’s own sleep…” He had planned to die and be buried in Europe, not in South America— exactly like Carlos Fuentes, from Mexico, who chose a Paris cemetery instead, next to the graves of immortal French Poets. This fascination of our American writers with the Old Continent can be profound as it can be outright funny. Is America perhaps not big enough to hold their negligible ashes, not to mention their fatuous egos of the considerable men they were, perhaps too conscious of their own greatness? Borges, for example, was perhaps the greatest Latin American writer of the 20th Century, way above those many others better known, either because they got the Nobel, or simply had better PR and marketing operations on the ground to move their names to the top of the NYT list of “the most read.” Borges, on the contrary, was the self-effacing, often self-deprecating man who, on purpose, stayed away from the literary congresses, the awards, the fame— all pure inanities to him. When he came once to the U.S. to speak, in a perfect English he learned from his British grandmother in Buenos Aires, he told his academic audience that he only aspired “to be sincere.” Jorge Luis Borges is turning “30 years old” this week into this, his new life of “immortal men of letters,” born the moment he died. He may also get a second chance to be better known in the American continent (both North and South) which ignored him, and often condemned him while he was alive. No wonder he chose to be left in peace, in a peaceful graveyard, in a peaceful cemetery, in peaceful Switzerland. Well deserved, Maestro. R.I.P., eternally, if from Eternity you can grant us the verbal license to say that. Well deserved, maestro. Yes, RIP. Eternally, if we can dare to say that.

FILADELFIA ESTÁ CON ORLANDO Aunque aquí en Filadelfia ya hemos matado a más de 50 este año.
Más de 800 millas separan Filadelfia de Orlando, pero desde la fatídica madrugada del domingo 12 de junio de 2016, los pensamientos y el apoyo de Philly se encuentran en Florida. La Ciudad del Amor Fraternal hizo honor a su apodo con la celebración de una vigilia masiva (reunió a cerca de 2.000 personas) frente a City Hall, para rendir homenaje a las 49 víctimas mortales y a los 53 heridos a consecuencia del ataque perpetrado en un club nocturno de Orlando. Especialmente a una de las fallecidas, la joven de 18 años Akyra Murray. Nativa de Filadelfia y atleta destacada, Murray se encontraba celebrando su reciente graduación de West Catholic Preparatory High School en el pub Pulse. “No puedo expresar lo devastador que es que ella estuviera en ese club”, confesó el alcalde de Filadelfia Jim
Kenney durante la vigilia. “Tan solo aseguraros que nos tenemos los unos a los otros, que nos amamos los unos a los otros. Vamos a superar esto todos juntos”. Kenney también quiso mandar un mensaje a la comunidad LGBTQ de la ciudad. “Quiero que entendáis que os queremos, os necesitamos, nos preocupamos por vosotros y os apoyamos. Queremos que entendáis que no estáis solos, estamos aquí con vosotros”. Además de miembros del equipo de Kenney, como la directora de la Oficina de Asuntos LGBT, Nellie Fitzpatrick, el acto también contó con la asistencia de familiares, amigos y las compañeras del equipo de Murray. Así como con representantes de la comunidad latina, entre ellos miembros de GALAEI o la activista trans Deja Lynn Alvarez. ■

uede que el bautizado como “soda tax’’ haya dividido a la ciudad, pero al menos en el Concejo de Filadelfia han llegado a un principio de consenso. El pasado 8 de junio, este organismo local dio la aprobación preliminar al gravamen a las bebidas azucaradas incluido por el alcalde Jim Kenney en los presupuestos de la ciudad y que, de ser finalmente llevado a cabo, convertirá a Filadelfia en la primera gran ciudad del país en contar con un impuesto de este tipo. Sin embargo, los detalles del impuesto aprobado por el Concejo difieren en gran medida de los inicialmente propuestos por la Administración Kenney.
LA CANTIDAD GRAVADA
Uno de los cambios más notables es la cifra que se añadirá en forma de impuesto a las bebidas azucaradas. Cuando Kenney anunció los presupuestos a comienzos del pasado mes de marzo su idea era la introducción de un impuesto de 3 centavos por onza a todas las bebidas azucaradas. El doble de la cantidad finalmente estipulada por el Concejo: $1,5 centavos. Según Lauren Hitt, portavoz de Kenney, “los concejales acordaron juntos establecer el impuesto en $1,5 centavos y extenderlo a las bebidas consideradas como dietéticas”. Y, de acuerdo con Hitt, el alcalde Kenney aceptó, “en espíritu de consenso”.
EL TIPO DE BEBIDAS GRAVADAS
Inicialmente el “soda tax” pretendía gravar todas la bebidas con azúcares añadidos, como las sodas o los zumos. Este miércoles el Concejo no solo decidió disminuir a la mitad la tasa establecida, también extenderla a las bebidas catalogadas como ‘diet’.
LA CANTIDAD RECAUDADA
Tras los cambios realizados por los miembros del Concejo de la Ciudad, el impuesto recaudaría unos $91 millones anuales, unos $4 millones menos de los $95 inicialmente proyectados por la administración municipal en marzo.
EL DÍA 16 de junio tendrá lugar la segunda votación del Concejo de Filadelfia sobre “soda tax’’.
A lo largo de este plan a cinco años, la administración de Kenney espera obtener cerca de $300 millones con el “soda tax”, que planea emplearse en lo que se ha bautizado como ‘iniciativas del alcalde’. “$300 millones de este impuesto serán invertidos en 6.500 plazas de ‘pre-k’ , 25 escuelas comunitarias y mejoras en parques, centros recreativos y bibliotecas”, explicó Hill.
LA DISTRIBUCIÓN DEL DINERO
Aunque probablemente, una de las mayores sorpresas de la sesión fue el descubrir que no todo el dinero que se espera recaudar con el “soda tax’’ estaría destinado a esta iniciativas. Una pequeña parte irá a parar a las arcas de la ciudad. Durante el plan a cinco años, $24 millones serán destinados a la ciudad. “Esto es un poco menos del seis por ciento de la recaudación total del ‘soda tax’”, aseguró Hitt. “$24 millones es más financiación de lo que la administración inicialmente pidió en la uncial propuesta de presupuestos de marzo. La contribución a esta partida se ha doblado en el proyecto de ley aprobado por el Concejo”, explica Hitt. Las reacciones a esta primera votación —la próxima tendrá lugar esta semana y, de ser positiva, el siguiente paso será la ratificación de Kenney— no se han hecho esperar. Especialmente en lo referente a la reciente modificación en la distribución de los fondos. “La revelación en el último minuto de que más de $40 millones de este impuesto serán destinados a las arcas de la ciudad y no a estos programas demuestra la necesidad de seguir trabajando para mejorar la eficiencia y la

transparencia en el presupuesto y en el gasto. Como ‘chair’ del ‘Appropriations Committee’, continuaré trabajando con mis compañeros y la administración para mejorar nuestra eficiencia, nuestro proceso de adquisión y las prioridades de nuestro departamento, para hacer el mejor uso posible de nuestro dinero público”, declaró la concejal del Distrito 7, María Quiñones-Sánchez. “No hay discrepancia respecto a las prioridades del alcalde. Una planificaión considerada es crítica para que estas inicitivas tengan éxito en nuestra ciudad, por lo que el Concejo requerirá planes completamente desarrollados para ‘pre-K’, escuelas comunitarias, y remodelar antes de que se pueda realizar algún gasto de lo recaudado. No apoyo el impuesto propuesto porque tenemos mejores maneras de integrar estas prioridades en nuestro presupuesto de $4.000 millones, incluyendo la aceleración de la revaluación de Actual Value Initiative (AVI) y realineando las prioridades del departamento. Por otro lado, coaliciones como Philadelphians for a Fair Future han celebrado la decisión del organismo. “Felicitamos a los miembros del Concejo por su liderazgo y su coraje a la hora de seguir adelante con este impuesto a las bebidas y posicionarlo para la votación final en la reunión del Concejo del 16 de junio. ake the Road Pennsylvania, una organización que aboga por derechos de los inmigrantes latinos de bajos ingresos y clase trabajadora, celebró el pasado miércoles 8 de junio una conferencia de prensa en apoyo al establecimiento de identificaciones municipales en la ciudad de Reading, Pensilvania. Líderes de la comunidad y funcionarios electos, entre ellos el exalcalde de Reading Tom McMahon, asistieron a la reunión para expresar su apoyo a la legislación propuesta. como a la economía de la ciudad. En caso de que la legislación se apruebe, los ID públicos emitidos localmente se proporcionarían a personas sin hogar, exconvictos, inmigrantes indocumentados y todos aquellos que carecen de acceso a una forma de identificación. Esto permite que los residentes no identificados, que participan en la vida civil, puedan llevar a cabo actos cotidianos como la recogida de un paquete en la oficina de correos, la apertura de una cuenta bancaria o incluso ver a un médico. La convocatoria de los ID municipales en Reading también podría generar hasta $ 130.000 ingresos netos para una ciudad empobrecida, según datos de Make the Road Pennsylvania. Reading es la última ciudad de Pensilvania en considerar esta medida. En noviembre pasado, el Ayuntamiento de Pittsburgh dio la aprobación preliminar a un estudio para comprobar la viabilidad de crear una tarjeta de identificación municipal. Y a finales de febrero, la concejal del Distrito 7 María Quiñones-Sánchez presentó un proyecto de ley municipal en Filadelfia y recibió el apoyo de funcionarios electos, incluyendo el del alcalde Jim Kenney. La gran brecha en la disciplina
E
l reciente episodio de un estudiante agredido por un oficial de policía escolar en Benjamin Franklin High School es otro recordatorio de los grandes obstáculos que muchos jóvenes de Filadelfia enfrentan a la hora de conseguir una educación de calidad. Un joven fue agredido por un agente tras verse frustrado su intento de ir al baño. Aunque el incidente todavía está bajo investigación, sí señala uno de los problemas crónicos de nuestro sistema de educación pública. El Distrito Escolar de Filadelfia tiene problemas enraizados en grandes disparidades de financiación, que reflejan las difeREAD IN rencias aún más profundas de riqueza, oportunidades econóENGLISH micas, y de privilegio en nuestra sociedad. Estos problemas NEWS.com/OPINION aparecen en nuestras aulas, y afectan a la forma en que somos tratados por administradores escolares, profesores y agentes de policía escolar. El Sindicato de Estudiantes de Filadelfia (PSU, según sus siglas en inglés) es una organización dirigida por estudiantes que trabajan desde hace más de 20 años para construir un sistema escolar más justo. En 2009, PSU y nuestros aliados lucharon para reducir el número de infracciones en el código de conducta del estudiante que conllevan su suspensión automática. Al mismo tiempo, llamamos a la introducción de prácticas restaurativas, como alternativa a otros castigos disciplinarios. Hemos sido capaces de reducir a la mitad el número de infracciones que acarrean una suspensión (como el código de vestimenta y el uso del móvil), y pusimos en práctica un programa de justicia restaurativa. Esta fue una victoria importante para los estudiantes, ya que nuestra capacidad para graduarnos está conectada directamente con el número de infracciones disciplinarias en nuestros registros. Desde ese momento, nuestras ganancias se han revertido. El superintendente del distrito, el Dr. Hite, dio la vuelta a esta victoria con el aumento del número de delitos menores que conducen automáticamente a una suspensión. Además, durante sus cuatro años de mandato, se ha realizado poca o ninguna inversión en prácticas restaurativas. Los problemas relacionados con los castigos excesivos por infracciones menores y la falta de alternativas no son los únicos problemas con el código de disciplina utilizado por el Distrito Escolar de Filadelfia. También existe una excesiva desproporción en la forma en la que la disciplina escolar se aplica en diferentes escuelas. Dentro del Distrito hay ciertas escuelas que se han ganado la reputación de escuelas “buenas”, mientras que otras están consideradas como escuelas “malas” (lo que a su vez conduce a las etiquetas de los alumnos en “buenos” y “malos”). En las “buenas escuelas” (como Masterman o Sciencie Li-
dership Academy) hay muy poca presencia policial, los estudiantes se sienten bienvenidos y respetados, y la educación es la prioridad más alta. Los miembros de estos centros están lejos de ser perfectos: hay peleas en los pasillos, daños a la propiedad por parte de los estudiantes, e incluso incendios en los cuartos de baño. Sin embargo, un estudiante implicado en tales problemas tiene más probabilidades de ser abordado por el profesorado e inmerso en un proceso que determinará los pasos más adecuados y las consecuencias, incluido el impacto en la comunidad escolar (elementos más propios de un sistema de justicia restaurativa). Mientras tanto, en una “mala” escuela (hay que señalar que estas son mayoritariamente afroamericanas y no blancas), los estudiantes están perfilados y criminalizados. En lugar de invertir en consejeros, prácticas restaurativas y participar en oportunidades de aprendizaje, el Distrito invierte más en actuación policial. La misma presencia de agentes de policía en las escuelas envía un mensaje profundamente negativo a todos los estudiantes y crea una atmósfera similar a la de la cárcel. Aunque se supone que los oficiales deben estar allí para garantizar la seguridad, la realidad es que la mayoría de los estudiantes de estas escuelas experimentan una sensación de acoso y amenaza: Si usted dice las palabras equivocadas a un oficial, será suspendido. Si un oficial cree que es para nada bueno, usted será suspendido. Y, como el episodio de Benjamin Franklin High nos recordó, si el funcionario siente que es necesario, podemos ser agredidos. El exceso de vigilancia hace que los estudiantes se sientan más estresados, incluso hasta el punto de que algunos evitan ir a la escuela por miedo. Cuando nuestras escuelas nos tratan más como criminales que como estudiantes, el aprendizaje real es mucho más difícil; a su vez, aquellos que se gradúan, a menudo no se sienten preparados para su futuro. Hay muchas disparidades en el sistema escolar, algunas son más difíciles de tratar que otras. Pero el problema de los policías mal entrenados, no calificados y abusivos es una que podemos resolver. Las diferencias en la aplicación de disciplina pueden y deben ser abordadas por el Distrito. Necesitamos al Distrito para crear una forma en la que nosotros podamos informar de manera oficial del abuso policial en nuestras escuelas. Necesitamos que todos los oficiales que trabajan en nuestras escuelas sin comprobación de sus antecedentes sean suspendidos. Necesitamos que oficiales, como Maciocha, que han agredido físicamente a un alumno, sean despedidos. También que cada agente que permanece en nuestras escuelas sea entrenado de nuevo. Necesitamos una forma de aplicar disciplina que se aleje de ser estrictamente punitiva a una arraigada en las prácticas restaurativas. Y para conseguir romper con el mito destructivo de estudiantes de “buenas” y “malas” escuelas, que las prácticas disciplinarias sean iguales y uniformes en todo el Distrito. Todos los estudiantes merecen ser tratados con dignidad. Exigimos ser tratados con dignidad. El Distrito debe centrarse en la manera de deshacerse de la policía escolar e invertir en nuestra educación. Si el Distrito hace eso, no solo mejorarán nuestras perspectivas de futuro, se crearán posibilidades para un futuro mejor para toda la ciudad de Filadelfia. ■

Masacre de Orlando fue un crimen de odio y también ideológico, según expertos EFE

a masacre perpetrada en una discoteca gay de Orlando (Florida), donde murieron 49 personas y otras 53 resultaron heridas, puede considerarse un “crimen de odio” e “ideológico”, por la connotación yihadista del atentado, consideraron hoy en Miami dos expertos. El peor atentado en suelo estadounidense desde el 11-S reúne dos elementos que no se excluyen: el homófobo, contra el colectivo de lesbianas, gays, transexuales y bisexuales (LGTB), y el ideológico, porque el atacante, Omar Seddique Mateen, “juró lealtad” al grupo terrorista Estado Islámico, dijo a Efe Raymundo Socorro, director de la Facultad de Derecho del Miami Dade College (MDC). “Los dos conceptos tienen aplicación. Es un crimen de odio, porque el objetivo era la comunidad LGTB y un crimen ideológico de carácter yihadista”, reiteró Socorro. La matanza, de la que se ha responsabilizado al estadounidense de origen afgano Omar Seddique Mateen, de 29 años, fue cometida en medio de la denominada “No-

che Latina” de la discoteca Pulse, de ambiente gay. Para el académico, entrar en debates de “discurso político” con intercambio de acusaciones y reparto de culpas no conduce a nada productivo. “Lo importante es que se trata de un crimen contra todo el mundo en Estados Unidos, ya seas judío, cristiano, musulmán o tengas tendencias homosexuales, o lo que sea”, destacó. Resaltó la necesidad de reforzar los equipos de inteligencia y maximizar la colaboración ciudadana para abortar este tipo de actos “horribles” antes de que produzcan. Para ello, dijo, es clave que “quien vea algo sospechoso lo diga” a las autoridades. Se refirió, en ese contexto, al hecho de que agentes del Buró Federal de Investigaciones (FBI) entrevistaron o interrogaron a Mateen en varias ocasiones: en 2013 por “comentarios inflamatorios” vertidos ante compañeros de trabajo y, en 2014, por sus conexiones con un terrorista suicida estadounidense antes de que se inmolara en Siria. Sin embargo, los agentes del FBI nunca presentaron cargos
contra Mateen, nacido en Nueva York y de padres afganos, y el caso se cerró. El director del FBI, James Comey, confirmó este lunes que el autor de la matanza fue vigilado durante diez días por su radicalismo y entrevistado en una investigación posterior, pero no se encontraron razones para continuar con las indagaciones o prohibirle la compra de armas. En la misma línea del académico del MDC, Eric Lob, profesor de Relaciones Internacionales y Políticas de la Universidad Internacional de Florida (FIU), señaló que el atentado fue una “combinación” de ambos factores, odio e ideología, “aunque todavía todo es muy reciente para entender completamente qué fue lo que pasó”. No obstante, insistió en que hay que ser prudentes y “no etiquetar todavía” la matanza que se cobró la vida de tantos jóvenes, la mayoría latinos. Pero lo que “sí está claro que el objetivo era un club gay y que el atacante tenía potenciales lazos con el Estado Islámico”, lo que resultó en una “combinación” de “elementos ideológicos” y “cri-

men de odio” contra los homosexuales. “Pero este acto no representa ni puede ser asociado a lo que hoy es el Islam. Es un asunto complejo”, quiso aclarar Lob. Un día después de la masacre se conoció que Mateen habló hasta en tres ocasiones con la policía local, mientras mantenía retenido el domingo de madrugada a un grupo de personas en un baño del local, según explicó el jefe de la policía de Orlando, John Mina. El autor del atentado se mostró “tranquilo” en todo momento y declaró su lealtad al Estado Islámico; pero, en la última conversación que mantuvo, advirtió a la Policía de que disponía de explosivos, por lo que un escuadrón de agentes SWAT ingresó en el local nocturno. “En ese momento pensamos que la pérdida de vidas era inminente. Salvamos vidas”, aseguró Mina. n

La vigilancia policial requiere algo más que un algoritmo
H
ace calor en mi ciudad y la expectativa es que la tasa de delitos violentos, especialmente tiroteos y asesinatos, subirá junto con el mercurio. Del mismo modo aumentan las preocupaciones de los residentes, quienes se alarman no solo por el peligro de caer presos de delincuentes sino de ser el foco de la nueva estrategia de vigilancia de la policía basada en algoritmos. Eddie Johnson, superintendente del atormentado Departamento de Policía de Chicago, anunció recientemente que las fuerzas policiales se apoyarán incluso más en una lista generada por computadoras que contiene el nombre de personas con más posibilidades de verse envueltas en tiroteos basándose en sus arrestos, participación en violencia de armas de fuego en el pasado, afiliaciones con miembros de pandillas y otras variables. Los residentes de Chicago tienen razón de sentirse recelosos acerca de dicha lista. Se los para en la calle sin justificación, se los abusa verbal y físicamente y en algunas instancias se los arresta y detiene sin abogado, eso es lo que escuchamos una y otra vez”. Pero antes de decidir si el plan es un fiasco, necesitamos algo de información sobre lo que podría ser, en el mejor de los casos, una estrategia de vigilancia policial impulsada por datos. Para eso, contacté con Ronal Serpas, actual presidente del grupo de defensa Law Enforcement Leaders to Reduce Crime and Incarceration y ex jefe de policía. “Cuando comenzamos estos programas en Nueva Orleáns y en Nashville a mediados de la década del 2000, tuvimos éxito en descifrar quiénes eran las personas a las que necesitábamos prestar atención”, señala Serpas. “A través del análisis de datos, pudimos identificar un muy pequeño número de personas —a través de su comportamiento, observaciones y antecedentes de arrestos— y presentarles a esos individuos oportunidades para hacer lo correcto o hacerles saber que si se involucraban en un delito, iba a ser muy probable que se los condenara”. Sin embargo, dice Serpa, la clave fue la educación comunitaria, la aceptación de la idea y la cooperación que precedieron a la implementación —y la transparencia que fue una parte integral del programa—. “La comunidad debería estar informada sobre lo que incluyen los datos y el algoritmo que desata la intervención”, señala Cerpa. “Por supuesto, hay algunos pedacitos de información que deberían quedar resguardados para el propósito de un trabajo policial efectivo. Pero casi todo debería ser público: nombres de los sospechosos significativos, nombres de las víctimas, números de arrestos, con-
denas y exclusiones —porque si a uno lo arrestan y lo hallan inocente, obviamente, eso no debería ser considerado en contra de uno—. Y sí, si alguien quiere saber si está en la lista, por supuesto, hay que decírselo si pregunta”. Desafortunadamente, algunos de los activistas locales de Chicago dicen que no han visto nada parecido a lo que describe Serpas. En el blog de The Black Star Project —una organización sin fines de lucro con base en Chicago que lucha por mejorar la calidad de vida de las comunidades latinas y negras cerrando la brecha racial en los logros académicos— el fundador y director ejecutivo, Phillip Jackson despotrica: “Los oficiales de policía de Chicago afirman que tienen una lista documentada de miembros de pandillas. Quiero ver esa lista. ¿Cuántos hombres negros que han cambiado sus vidas para mejor permanecen en esa lista? ¿Por cuánto tiempo permanece el nombre de un joven negro en esa lista y, además de la muerte, cuál son los otros criterios para quitar a un pandillero de esa lista? ¿Estoy yo en esa lista?”. Jackson no ha recibido respuesta. Me dijo: “Nos consideramos una organización comunitaria importante, una que está conecta-
da con la comunidad y que quiere conectarse con la Policía. Pero hemos extendido muchas invitaciones al Departamento de Policía y no sucede. No sé de ninguna organización liderada por afroamericanos que haya podido conectarse con la policía sobre este tema”. “Le está hablando a un hombre que entiende la necesidad y quiere buena vigilancia policial”, continúa Jackson. “Pero lo que el superintendente de Policía y la gente no entienden es que en las comunidades donde la violencia está en su peor versión, las personas no se unen a pandillas, las pandillas se apoderan de las personas basándose en donde viven. Decir que la Policía se enfoca en personas que han tenido contacto con miembros de pandillas es decir que se enfocan en todos nuestros niños y en todos nosotros”. La moraleja de este artículo: Quizás los algoritmos puedan hacer que la vigilancia policial sea más eficaz. Pero si dichos programas van a funcionar para las personas que se supone deben proteger, el compromiso con la comunidad debe ser una prioridad por sobre el poder de la computación. ■

nown for his motto “The more we know each other, the better will treat each other,” the 12 years of service in Philadelphia of Consul Carlos Giralt-Cabrales opened a dialogue of tolerance and cooperation that strengthened the relationship between the country of Mexico and the State of Pennsylvania. In the process, our Commonwealth has continued to be the second biggest exporter to the Mexican market, selling $4.7 billion in Pennsylvania products. Recently the Consulate of Mexico celebrated the launch of a new direct sea trade route between Mexico’s east coast and Philadelphia, a new venture that promises an economic boost and job opportunities for both regions. But beyond the diplomatic relationships between the two governments, a more important development occurred, perhaps unnoticed at first, here in the streets of our beloved Phi-
ladelphia. That development can be seen in the streets and small businesses we now see in South Philly, an area that has become a hub for the Mexican community and other Central American newcomers our city badly needs to recover dilapidated urban areas and revamp its tax base. The opening of the very first ‘tortilleria’ in the history of the city, as well as the many storefronts that revitalized and brought back to life the Italian Market, announced the arrival of the new cultural diversity in a city that has always been mobilized by a new generation of immigrants. A different and vibrant Mexican community has arrived and it has proven that is here to stay. Consul Giralt-Cabrales will be leaving the city to his new post in Guangzhou, China, to continue building bridges not only for the country of Mexico, but now also for Philadelphia. La revolución de Sanders llegó para quedarse
R
ecibí el siguiente correo anónimo que tiene mucho de verdad: Cierta vez preguntaron a una madre cuál era su hijo preferido, aquel que ella más amaba, y ella, dejando entrever una sonrisa, respondió: “Nada es más voluble que un corazón de madre, y como madre, le respondo: el hijo predilecto, aquel a quien me dedico de cuerpo y alma… es mi hijo enfermo, hasta que sane, el que partió, hasta que vuelva, el que está cansado, hasta que descanse, el que está con hambre, hasta que se alimente, el que está con sed, hasta que beba, el que está estudiando, hasta que aprenda, el que no trabaja, hasta que se emplee, el que se enamora, hasta que se case, el que es padre, hasta que críe a los hijos, el que prometió hasta que cumpla, el que deba, hasta que pague, el que llora, hasta que calle”. Y ya con el semblante bien distante de aquella sonrisa, completó: “el que ya me dejó… hasta que lo encuentre”. Somos de las primeras generaciones de padres decididos a no repetir con los hijos los mismos errores que pudieron haber cometido nuestros progenitores. Y en el esfuerzo de abolir las equivocaciones del pasado ahora somos los más dedicados y comprensivos, pero a la vez los más débiles e inseguros que ha dado la historia. Lo grave es que estamos lidiando con unos niños más “igualados”, beligerantes y poderosos que jamás han existido.
H
ay tanto entusiasmo porque Hillary Clinton alcanzara el número mágico de delegados para convertirse en la nominada demócrata, que muchos de sus seguidores parecen haber cerrado los ojos a una realidad innegable: Bernie Sanders y el movimiento popular inspirado por él no van a desaparecer. Eso, por cierto, es algo muy bueno. Y no solo porque los millones que apoyaron las legítimas aspiraciones de justicia social y económica, y de una política honesta del senador de Vermont merecen que se les escuche, sino también porque ellos serán el futuro del partido demócrata —o su muerte—. Considerado como un candidato sin posibilidades, pocos esperaban que Sanders, un socialista democrático de un estado pequeño, llegase muy lejos con su campaña presidencial. Ahora, pese a haber perdido la nominación ante Clinton, es obvio que su candidatura sí tenía apoyo y posibilidades. Después de todo Sanders obtuvo nada menos que 10 millones de votos, ganó 20 primarias y 1.500 delegados comprometidos (pledged delegates), y lo hizo todo sin fondos de los multimillonarios de siempre sino con contribuciones de
En nuestro intento de ser los padres que quisimos tener, pasamos de un extremo al otro. Así, somos los últimos hijos regañados por los padres y los primeros padres regañados por nuestros hijos. Los últimos que le tuvimos miedo a nuestros padres y los primeros que tememos a nuestros hijos. Los últimos que crecimos bajo el mando de los padres y los primeros que vivimos bajo el yugo de los hijos. Lo que es peor, los últimos que respetamos a nuestros padres, y los primeros que aceptamos que nuestros hijos no nos respeten. En la medida que el permisivismo reemplazó al autoritarismo, los términos de las relaciones familiares han cambiado en forma radical, para bien y para mal. En efecto, antes se consideraban buenos padres a aquellos cuyos hijos se comportaban bien, obedecían sus órdenes y los trataban con el debido respeto. Y buenos hijos a los que eran formales y veneraban a sus padres. Pero en la medida en que las fronteras jerárquicas entre nosotros y nuestros hijos se han ido desvaneciendo, hoy los buenos padres son aquellos que logran que sus hijos los amen, aunque poco los respeten. Y son los hijos quienes ahora esperan el respeto de sus padres: que les respeten sus ideas, sus gustos, sus apetencias, sus formas de actuar y de vivir. Y que además les patrocinen lo que necesitan para tal fin. Como quien dice, los roles se invirtieron, y ahora son los papás quienes tienen
que complacer a sus hijos para ganárselos, y no a la inversa, como en el pasado. Esto explica el esfuerzo que hoy hacen tantos papás y mamás por ser los mejores amigos de sus hijos y parecerles “muy buena onda” o “muy cool” a sus hijos. Se ha dicho que los extremos se tocan, y si el autoritarismo del pasado llenó a los hijos de temor hacia sus padres, la debilidad del presente los llena de miedo y menosprecio al vernos tan débiles y perdidos como ellos. Si bien el autoritarismo aplasta, el permisivismo ahoga. Solo una actitud firme, respetuosa y amorosa les permitirá confiar en nuestra idoneidad para gobernar sus vidas mientras sean menores, porque vamos adelante conduciéndolos y no atrás cargándolos y rendidos a su voluntad. Así evitaremos que las nuevas generaciones se ahoguen en el descontrol y hastío en el que se está hundiendo la sociedad que parece ir a la deriva, sin parámetros, ni destino. Criar hijos adolescentes conlleva satisfacciones y desafíos. A medida que los hijos crecen, adquieren una gran independencia. Eso es una parte normal y natural del crecimiento. Pero aunque esta independencia aumente, es imprescindible mantener nuestra relación con ellos tan íntima y respetuosa como cuando eran pequeños. Los hijos, aunque sean mayores, necesitan que los padres los amemos, los orientemos y sepamos divertirnos con ellos. n

Fue esa integridad, tan rara en políticas como una nevada en agosto, lo que le trajo a Sanders, a sus 74 años, el apoyo apasionado y sin precedente de 71 por ciento de los votantes menores de 30 años. Muchos demócratas tradicionales tratan de restar importancia al hecho de que Sanders sea el candidato más popular entre los jóvenes en la historia, acusándolos de ser ingenuos, inexpertos o incluso anacrónicos en sus puntos de vista. “La visión de los muchachos es tan 1960 que es risible”, me dijo un amigo usualmente bien informado, aparentemente cegado, como tantos otros, por su devoción a Clinton. La frase de mi amigo es un ejemplo clásico de la actitud condescendiente hacia los jóvenes de muchos seguidores de Clinton. Esa falta de visión pudiera resultar fatal para el partido. Lo interesante es que debería ser obvio que en una época de una desigualdad abismal, una economía pobre y un Washington desastrosamente inefectivo, los jóvenes van a apoyar al único candidato que ofreciera una clase de política distinta y, por lo tanto, un futuro mejor. No hay que ser un genio para darse cuenta
de que los votantes, tanto jóvenes como viejos, van a escoger al candidato que mejor responda a sus aspiraciones y necesidades, y que los empodere en un momento en que prácticamente la totalidad del poder político está en manos del 1 por ciento. El éxito extraordinario de Sanders deja en claro que la base del partido se ha movido a la izquierda, forzando a la misma Clinton a salpicar su mensaje con algo de retórica progresista sobre reforma financiera de las campañas, el salario mínimo, reformar Wall Street y otros de los asuntos expuestos por Sanders y sus seguidores. Ya eso es un gran logro de Sanders. La Convención Demócrata, que se celebrará en Filadelfia en julio, verá a Sanders y a sus partidarios luchar porque cosas como universidades gratuitas, Medicare para todos, el salario mínimo de $15 y la reforma de Wall Street formen parte de la plataforma del partido. Los peces gordos del partido demócrata necesitan entender que no pueden darse el lujo de cerrarles las puertas a Sanders y sus propuestas porque, aunque este no sea el nominado, el movimiento de jóvenes inspirado por él puede ser el futuro del partido —o su muerte—. n ALDÍAnews.com / JUNIO 15 - 22, 2016 / 11

s sin duda el fin de una era. Tras casi seis años como cónsul de México en Filadelfia, Carlos Giralt-Cabrales comenzará una nueva aventura diplomática como funcionario del Servicio Exterior Mexicano al haber sido nombrado cónsul general de México en Guangzhou, China, próximo a tomar su cargo el primero de julio. El cierre de este ciclo profesional en Filadelfia se da tras haber servido durante la etapa de mayor crecimiento de la comunidad mexicana en la región del Valle Delaware; servicio que le ha dejado una gran satisfacción a nivel personal y profesional. “Si bien geográficamente estaré lejos de Filadelfia, resulta evidente que siento un profundo aprecio por esta ciudad, por esta región, por mi comunidad y por los muchos amigos y amigas que logré cultivar en estos años”, declaró el cónsul a través de una carta abierta dirigida a la comunidad. “Por ello, Filadelfia siempre tendrá un lugar muy importante en el espacio de mis afectos. Espero tener el privilegio de seguir en contacto y cuenten ustedes con READ IN que estaré a sus órdenes ENGLISH donde quiera que me enNEWS.com/OPINION cuentre”, agregó el cónsul. Habiendo tenido la oportunidad de representar al gobierno mexicano en la Ciudad del Amor Fraternal en dos ocasiones distintas, la primera de 1991 a 1997, como cónsul alterno, y después a partir de agosto del 2010; en estos últimos años tuvo la oportunidad de disfrutar y conocer aún más la ciudad. “Lo que más he disfrutado es el trato con la comunidad. Cuando concluí mi servicio la primera vez nuestra comunidad era muy pequeña, la mayor cantidad de nuestra población vivía en zonas alejadas agrícolas”, dijo Giralt-Cabrales. “Cuando regresé me encontré con una comunidad mexicana vibrante en el sur de Filadelfia. UNA NUEVA FILADELFIA REVITALIZADA POR INMIGRANTES
Luego de haber servido como cónsul en el área de San Bernardino y Sacramento, en California, Giralt-Cabrales regresó a una Filadelfia muy distinta a la que había dejado en la década de los noventa. El puesto en el consulado había quedado vacío tras la salida del cónsul mexicano Enrique Ruiz Sánchez en octubre del 2009. A su regreso en 2010, según contó Giralt, se
encontró con una ciudad que había evolucionado para bien, según dijo, mucho más cosmopolita, más abierta y más tolerante. “Filadelfia es hoy sin duda una mucho mejor ciudad para vivir. Con mayor calidad de vida y me atrevería a decir que parte de este mejoramiento se debe a las aportaciones de los inmigrantes”, dijo Giralt-Cabrales. “En el tema migratorio es una ciudad eminentemente favorecida por la inmigración, que es bien recibida y ha dado muy buenos frutos”. Actualmente, la población mexicana en los estados de Pensilvania, Delaware y el sur de Nueva Jersey suma hasta 250.000 residentes. “Me parece que en un plazo relativamente breve ha habido un asentamiento firme y decidido de la comunidad mexicana en esta ciudad. Significa además que la comunidad ha encontrado su nicho de mercado, ha encontrado un lugar donde puede crecer y desarrollarse”, agregó. Durante una entrevista con AL DÍA News a pocas semanas de tomar su cargo en 2010, Giralt aseguró que entre sus propósitos se encontraba mejorar el servicio del Consulado de México en Filadelfia, tanto en documentación como en protección hacia los mexicanos en el Valle Delaware. A pocas semanas de concluir su servicio, Giralt cuenta con un amplio listado de cambios y desarrollos que han crecido a la par de la comunidad. ALDÍAnews.com / JUNIO 15 - 22, 2016 / 13
Entre ellos se encuentra la expansión de las instalaciones del consulado, que a partir del 2012 se expandió en un 52 por ciento, y el crecimiento del personal de 21 a 35 miembros, logrando así aumentar el número de citas diarias de 80 a 300. “Fue un esfuerzo permanente por mejorar no solamente el volumen, sino la calidad del servicio que se ofrece. Ya que entendemos que el consulado debe de ser la casa de los mexicanos y las mexicanas”, dijo Giralt. En cuanto a protección consular se refiere, la institución reportó la atención de 9.700 casos de residentes mexicanos que necesitaron apoyo, lo cual implicó desarrollar un mínimo de 17.000 gestiones en favor de esas personas. El cónsul enlistó el tema migratorio como la principal necesidad de la comunidad, un asunto que según explicó, depende de las leyes y de la sensibilidad de los legisladores estadounidenses, y agregó que espera en un futuro cercano se pueda dar una solución integral. “Creo que la comunidad inmigrante no ha sido valorada en todo lo que se le debería valorar. Con 33 años de carrera en la Secretaría de Relaciones Exteriores (SRE), dijo sentir un gran orgullo por la labor realizada en la región de Filadelfia al aumentar la presencia del tema de México, en colaboración con el Centro Cultural Mexicano (MCC). “En el 2015 llevamos a cabo 29 eventos culturales, una cifra récord. También hemos logrado, junto con la comunidad, sensibilizar a las autoridades locales. Hace tres años por primera vez tuvimos la oportunidad de izar la bandera de México en el exterior del City Hall. Esto hace 15 años era impensable”, dijo el cónsul. En cuanto a su nuevo puesto como cónsul general de México en Guangzhou, China mencionó que es un trabajo fundamentalmente de

La agenda del Consulado de México en Guangzhou, China, será distinta a la de los consulados de México en los Estados Unidos. “La población mexicana en Guangzhou es muy pequeña, serán entre 1.000 y 1.100 personas dentro de las seis provincias que le corresponden al consulado. Pero por otro lado hay que recordar que solo la provincia de Guangzhou aporta el 11 por ciento del Producto Interno Bruto de China y alrededor del 25 por ciento del comercio exterior”, dijo Giralt-Cabrales. “Es una zona económicamente muy poderosa y muy vibrante, con la cual México tiene un gran comercio. Una buena parte del comercio exterior con China se realiza con la provincia de Guangzhou, así que tendremos la oportunidad de trabajar en ese tema”
CON MIRAS HACIA EL FUTURO
Sin duda uno de los recuerdos más significativos que Giralt se llevará de Filadelfia, son las seis ocasiones en que tuvo la oportunidad de dirigirse a la comunidad mexicana para líderar una de las tradiciones cívicas más tradicionales en México: ‘El Grito’ de Independencia. “Fundamentalmente trato de recordar de dónde venimos los mexicanos y hasta dónde hemos llegado. Trato de hacer un balance muy breve en torno a nuestro país, sin dejar de reconocer que
tenemos temas pendientes”, dijo el cónsul. Agregó que siempre le parece importante enfatizar lo mucho que el país ha avanzado. “Que no solamente veamos el vaso medio vacío, sino que también reconozcamos y nos debe de dar orgullo que el vaso está medio lleno y que además el vaso cada día se llena un poquito más”. Para él también es importante compartir algún mensaje más político en torno a la situación que vive la comunidad migrante, “siempre respetuoso de las leyes y de la cultura a otro país, se trata de defender a México, siempre tratamos de mandar un mensaje claro y contundente en este tema”. En un año en el que Estados Unidos llevará a cabo una elección presidencial rodeada de controversia por parte del mensaje antiinmigrante del presunto candidato republicano Donald Trump, Giralt-Cabrales declaró que le preocupa que los latinos no sometan su voto y espera que al contrario, el día de elecciones salga y haga sentir su poder político. “Si los latinos salen y votan en grandes números, el resultado será seguramente positivo para EE.UU. y para la comunidad”, dijo el cónsul. “A lo mejor uno de nuestro niños del sur de Filadelfia que ahora está en el colegio en media generación podría aspirar a algo más. No hay límite para ello, depende del esfuerzo personal y de la calidad de la persona”, concluyó. n

UN VIAJE MUSICAL POR LA VIDA
El músico y percusionista latino Pablo Batista acerca a Filadelfia su viaje personal, y el de millones de inmigrantes, en forma de un concierto bautizado como “El Viaje” ALICIA LOZANO

na oleada de congas, batás, trombones, violines, violonchelos y casi todos los instrumentos que uno pueda imaginar dará la bienvenida a los miembros del público cuando el percusionista Pablo Batista presente "El Viaje" en Temple for the Performing Arts Center a finales de este mes. Piense en ello como una ópera de hoy en día, con nueve ambiciosos movimientos que rinden homenaje a la inmigración forzada de esclavos africanos a las Américas. en toda la composición. "Esta es una historia épica que realmente podría ser aplicable a casi todo el mundo", explica Batista. "Usted también puede aplicarla a la marcha de los judíos de Egipto. Se puede aplicar a los esclavos de África que fueron traídos a las Américas, o a las olas de los grupos de inmigrantes y refugiados irlandeses, italianos, latinos y otros que emigraron en circunstancias difíciles entonces, y aún ahora. Pero también se puede entender desde una perspectiva personal, como uno que está en un viaje constante y de lucha por la vida". Este graduado por la Universidad de Temple colaboró con 16 músicos y seis bailarines para crear una experiencia multimedia tan diversa como la historia que pretende contar. Batista concibió por primera vez "El Viaje" hace unos 15 años cuando visitó Cuba para aprender más sobre la tradición de tambores de la región. A medida que continuó explorando el sonido afrocubano, surgió la idea de fusionar la experiencia compartida de la inmigración en una composición musical ecléctica. "El Viaje" se abre con un escenario edénico en África. "El despertar" cuenta con el ritmo Yoruba entonado por los tambores batá sagrados, un instrumento usado principalmente en ceremonias religiosas en lugares de Nigeria, Cuba, Puerto Rico y Estados Unidos. La apertura guarda especial relación con la propia historia de la familia de Batista. Nacido y criado en Bethlehem (Pensilvania), pero de padres puertorriqueños. Ellos emigraron a los Estados Unidos antes de que Batista naciera en busca de trabajo en una fábrica de acero local. Una de las bisabuelas de Batista era de ascendencia africana, y en muchos sentidos "El Viaje" es tanto su historia como lo es la del mundo en general. "Es una perspectiva muy global", dice Batista. "Tenemos imágenes que podrían resonar en el mundo, sin embargo es nuestra lucha, cómo los latinos tratan de asimilar, de desafiar las probabilidades, de superar los obstáculos, y todos los prejuicios que vienen con eso". El viaje musical continúa a través de la diáspora africana, desde la captura de los traficantes de esclavos en aldeas, al peligroso paso a través del Océano Atlántico hasta su llegada a un mundo extraño y nuevo. "El Viaje" arranca donde las historias de muchos de los inmigrantes terminan —en los Estados Unidos, donde los recién llegados se enfrentan a los retos de vivir en un lugar donde no son bien recibidos en su totalidad —. El propio viaje de Batista tiene el matiz de una discapacidad física, es legalmente ciego. El percusionista, que toca la batería desde los 9 años, no se detiene ante los contratiempos que puedan presentarse. En su lugar, Batista ha uti-

En muchos sentidos, lo que algunos consideran una maldición ha sido una bendición para el músico. "Me he dado cuenta de que algunas cosas son más físicas para las personas y algunas cosas son más mentales", dice. "Nunca he considerado esto un tipo de defecto." Batista nació con una enfermedad de la retina heredada de su abuelo. Su visión ha disminuido a medida que crecía, pero dice que nunca le impidió jugar al baloncesto, al fútbol o practicar lucha libre cuando era niño. De adolescente podía conducir un coche, fue aceptado en el programa de pre-ley de la Universidad de Temple y continuó desarrollando sus habilidades como percusionista por el camino. Como adulto, sí sufrió la discriminación de algunos músicos que se negaron a tocar con una persona ciega, pero que nunca le hicieron quedarse atrás. En todo caso, le motivaron para seguir adelante. "Para mí, la cuestión de la visión era más como ‘sabe, esta es la mano que me ha tocado. Guay. Vamos a pasar a la siguiente cosa. Vamos
a rockear'". Ahora, Batista ha realizado giras con pesos pesados como Patti LaBelle, Teddy Pendergrass, Jill Scott y muchos otros. De hecho, la inspiración para hacer "El Viaje", una producción multimedia, le vino de sus 12 años de gira con Alicia Keys. Siempre admiró sus proyecciones de luz, sus bailarines y su presencia en el escenario, y quería que su debut en la composición fuera de una forma tan memorable como lo eran sus conciertos. Pero ir a lo grande también ha significado que la producción ha supuesto unos seis meses de trabajo, con ajustes aún en curso a tan solo unas semanas previas a la noche de apertura. Gestionar la partes móviles puede sentirse a veces como mucho trabajo, dice, pero el producto final trata sobre sacarse las cadenas y crear una nueva identidad. "Quiero hacerlo a mí manera", confiesa, añadiendo que los diversos movimientos del viaje se reflejan en los diferentes géneros de la música. Las escenas de apertura en África tienen una sensación clásica que, dice, refleja las historias del origen del mundo. La escenas de captura posteriores son mucho más caóticas y emocionales, mientras que la llegada a América la representa una gran banda con aires blues. Los movimientos finales llevan de nuevo a la familia de Batista, que llegó a Bethlehem antes de su nacimiento y creó una nueva identidad para la familia en crecimiento. Se llama "The Walk" y representa la experiencia de miembros de segunda y tercera generación en los EE.UU. "Es realmente una gran cantidad de historias de la gente", dice. on las caries convertidas en la principal enfermedad que afecta a los niños, tanto de Filadelfia como de todo el país, no es de extrañar que en St. Christopher’s Foundation for Children (SCFC) hayan convertido la salud dental de los más pequeños en una de sus principales prioridades. Comenzaron a hacerlo hace ya 11 años, cuando la fundación, que sirve en el área del Norte de Filadelfia, empezó a patrullar las calles y los colegios de la zona a bordo de la clínica móvil Ronald McDonald Care Mobile. Desde entonces, este lugar ha atendido a cerca de 18.000 menores. Una cifra que aumentará en los próximos años gracias a la llegada de una nueva clínica, con mayor capacidad, que fue presentada el pasado 8 de junio bajo el lema ‘Cada diente cuenta’. “El nuevo Ronald McDonald Care Mobile está equipado con tres salas, que permitarán a nues-
tro programa ofrecer cuidado y tratamiento a más de 3.000 niños en más de 82 colegios de Filadelfia y lugares comunitarios cada año”, declaró Jan Shaeffer, presidente de St. Christopher’s Foundation for Children. “En términos simples, estamos abordando la epidemia de caries en niños rompiendo las barreras de acceso a salud dental y ofreciendo un cuidado oral excepcional a coste cero para la familia”. ■

l musical de Broadway del puertorriqueño Lin-Manuel Miranda “Hamilton” confirmó todas las predicciones que le situaban como ganador de la noche y se alzó con 11 premios Tony. “Hamilton” consiguió, entre otros, los galardones a mejor musical, libreto, dirección, diseño de vestuario, orquestación, coreografía y actores de reparto de ambos géneros (Renée Elise Goldsberry y Daveed Diggs). Destacó que Miranda no consiguiera el de mejor actor a favor de su compañero sobre las tablas, Leslie Odom Jr, como ya predecían algunas quinielas.
