Filadelfia: En defensa de las “ciudades santuario” La alcaldía de Filadelfia presentó su respuesta al Departamento de Justicia luego de que —en abril pasado– el fiscal Jeff Sessions le dio un plazo hasta finales de junio para defenderse de cargos por presuntas violaciones a una ley federal que exige la colaboración de autoridades locales con sus pares federales en materia de migración. n nuevo episodio en la saga “Filadelfia contra el gobierno federal” en torno a la legislación sobre las ciudades santuario se acaba de presentar: el fiscal general Jeff Sessions, que se mantiene firme en su promesa realizada el pasado abril de penalizar a las ciudades santuario, ha decidido ajustar un recorte de aproximadamente $1.67 millones en los fondos federales destinados a la ciudad. Las autoridades locales no piensan aceptar estas condiciones sin dar la pelea. La semana pasada, diversos funcionarios municipales elaboraron una respuesta por escrito a la carta enviada por Sessions a las autoridades de Filadelfia y otras nueve ciudades del país, en la que se les exigía que explicaran las políticas que cada una de ellas está llevando a cabo para cooperar con los agentes federales de inmigración y cumplir con la ley 8 U.S. Code 1373, que dicta lo siguiente: “Ningún estado federal, entidad gubernamental local o funcionario puede prohibir, y de ningún modo restringir, a cualquier institución de gobierno o funcionario, enviar, o recibir, a los Servicios de Inmigración y Naturalización, información sobre el estatus migratorio o de ciudadanía, legal o ilegal, de cualquier individuo”. Sessions también alertó a las ciudades santuario ofreciéndoles un plazo hasta este 30 de junio para justificar que no están violando la ley federal por no mantener bajo custodia a los detenidos por simple orden de arresto. Sessions no solo expresó su preocupación sobre las políticas que afectan a la ley federal, sino que, recurriendo a la metáfora de que las ciudades santuario son menos seguras, llegó a decir que “las jurisdicciones santuario permiten que miembros conocidos de bandas criminales vuelvan a las calles”. Aunque la carta de respuesta todavía no ha sido hecha pública, lla alcaldía de

santuario es en promedio 35.5 veces menor que en los condados no santuario”. A pesar de todo, el Departamento de Justicia sigue llevando a cabo su investigación en este campo y destina grandes esfuerzos a poner fin a las ciudades santuario. Filadelfia, con el alcalde Jim Kenney a la cabeza, se ha convertido en uno de los principales objetos de debate, hasta el punto en que el alcalde dejó de referirse a Filadelfia como ciudad santuario para empezar a llamarla ciudad de la “Cuarta Enmienda”, lo que previene la búsqueda y captura injustificadas.
SIN NECESIDAD DE CAMBIO
EN LA PELEA por defender su calidad de “ciudad santuario”, Filadelfia le respondió al Departamento de Justicia que no está violando ninguna norma federal migratoria puesto que su política antidiscriminatoria le impide a la policía indagar por el estatus migratorio de cualquier persona detenida en la ciudad. Peter Fitzpatrick/AL DÍA News Filadelfia dice asegurar en dicho documento que a pesar de la falta de esfuerzos por parte de las autoridades policiales locales para recolectar datos sobre inmigración, en ningún momento la ciudad ha violado la Sección 1373 de la ley. Sin datos sobre inmigración para compartir, la ciudad no puede retener información. Si los funcionarios descubren el estatus migratorio de un individuo, esa información puede ser compartida, siempre y cuando el individuo en cuestión sea sospechoso de haber cometido un crimen. Tal y como indicó el Procurador de la Ciudad Sozi Pedro Tulante, “en la práctica, las políticas sobre inmigración vigentes de Filadelfia resultan en el intercambio de información de sospechosos criminales o detenidos bajo custodia
con el gobierno federal”. Por otro lado, también garantizan la “protección de información confidencial de aquellos individuos que no representan ninguna amenaza criminal”, añadió. Más allá de las explicaciones del procurador de Filadelfia, el Fiscal General y el Departamento de Justicia exigen más pruebas que demuestren que la negativa municipal a recolectar y distribuir información sobre inmigración no pone a la ciudad en riesgo. Sin embargo, en diversas ocasiones ha quedado demostrado que esa teoría carece de sustento. En 2015 el informe titulado “Los Efectos de las Políticas Santuario sobre el Crimen y la Economía” realizado por Tom K. Wong, del Center for American Progess constató que “el nivel de crimen en los condados
El Departamento de Justicia anunció el plazo máximo para presentar las pruebas de cumplimiento con la ley federal el pasado 21 de abril, coincidiendo con el comunicado por parte del fiscal General Jeff Sessions de que penalizaría a las ciudades que no cooperen con los agentes de inmigración cortándoles el acceso a la financiación pública. Estos fondos en cuestión se destinarían al entrenamiento del cuerpo policíal local y el pago de horas extras. En su apuesta por demostrar que la legislación de la ciudad es compatible con la ley federal, Kenney reiteró que la actual política sobre ciudades santuario en Filadelfia se remonta al año 2009, bajo el alcalde Nutter y el Jefe de la Policía John Timoney. Según el alcalde, no hay necesidad de cambiar la política vigente sobre inmigración y que su misión sigue siendo proteger los derechos de cada residente, sin importar su estatus migratorio. Los esfuerzos de la ciudad para proteger a todos los ciudadanos respetuosos con la ley, más allá de su estatus de inmigración, son lo esencial de la carta de 16 páginas en la que el Procurador de la ciudad dice: “No podemos imaginar al gobierno federal persiguiendo a una persona respetuosa con la ley”. El documento enviado por Filadelfia en respuesta a la solicitud del Departamento de Justicia será hecho público una vez la ciudad haya recibido notificación formal por parte del Departamento de Justicia confirmando su recepción. n Para más noticias locales visite nuestra web

Limpiar el “infierno de la heroína” no creará un paraíso en barrios vecinos La reciente noticia de que la alcaldía y Conrail han llegado a un acuerdo para limpiar el conocido “corredor” de la heroína que circula junto a una sección de la vía de tren hasta los barrios de Fairhill y West Kensington representará la anhelada eliminación de una peligrosa plaga que ha infestado la ciudad durante casi dos décadas.

emos crédito a los funcionarios locales responsables de convencer a la alcaldía y Conrail para que finalmente se decidan a limpiar esa área, donde se calcula que se acumulan más de 500.000 jeringuillas usadas para el consumo de drogas y al menos 17 personas murieron por sobredosis el año pasado. La operación de limpieza también incluirá la eliminación de una zona de barracas cercana en la que viven al menos un centenar de drogadictos. Claro, podría ser meramente una coincidencia el hecho de que las negociaciones entre la alcaldía y Conrail, estancadas durante años, sobre quién debería asumir la responsabilidad de dicha limpieza, terminasen en un acuerdo justo en el momento en que los medios de comunicación han convertido en centro de atención esta área tan degradada de READ IN la ciudad, que el popular personaje de teENGLISH levisión Dr. Oz definió como un “Infierno NEWS.com/OPINION en la Tierra” durante un tour a lo largo de dicha inmunda media milla a principios de este año. Cualquiera que sea la razón que ha impulsado llevar a cabo esta limpieza tan esperada, hay que admitir una realidad: que eliminar los montones de porquería que se acumulan en esta área es tan solo un paso muy pequeño –aunque bienvenido– en la tarea de mejorar de forma sustancial los graves problemas sociales que afectan a Fairhill y West Kensington. La limpieza ataca los síntomas, no las causas. Es cierto, la epidemia de drogas no es un problema exclusivo de West Kensington. Las drogas también siembran el caos en New Kensington, una pequeña “Rust Belt” (Cinturón del Óxido) cerca de Pittsburgh, PA. Y las drogas son también un problema en el Kensington de Johannesburg, la ciudad más grande de Suráfrica. Si uno se fija bien, en cualquier lugar donde hay un problema de drogas existe también un elevado nivel de pobreza, desempleo y de falta de educación. En Fairhill, el nivel de pobreza se aproxima al 6%, la tasa de desempleo roza el 26% y casi la mitad de los residentes no ha terminado los estudios de secundaria.
Estadísticas similares se dan en West Kensington, donde el nivel de pobreza es de casi el 47%; el desempleo supera el 19% y un 37% de sus residentes no han completado la secundaria. Eliminar jeringuillas usadas, gomas, restos de material de construcción y drogadictos del corredor de la heroína pondrá fin a la plaga en ese tramo en concreto, pero no corregirá la plaga de pobreza estructural en los barrios vecinos. Los nuevos enfoques para acabar con el problema de las drogas siempre llegan tarde. Y eso significa más presencia policial y más espacio en las cárceles -así funcionan los enfoques tradicionales, que no han conseguido reducir el problema de las drogas en los llamados “badlands” de Filadel-

Sin embargo, en esa época, las fuerzas del orden ponían en práctica políticas de segmentación racistas, enfocándose más en los no-blancos… así pues, pasando por alto una parte mucho más grande de heroína. El Puente de Acero: cuatro personajes clave en una presunta colusión Desde el momento de su inauguración, la administración de Donald Trump ha estado bajo una sombra de rumores y hechos que apuntan a una presunta intervención rusa no sólo en las elecciones presidenciales de 2016, sino en la fundación del gobierno en sí mismo. Estos son cuatro personajes clave para entender lo que muchos auguran como un nuevo Watergate. YAMILY HABIB

a trama rusa que persigue al presidente Trump no es sencilla de entender, sobre todo por el rápido devenir de los hechos y el entramado de conexiones que trae consigo. Durante las últimas semanas los reportes del Washington Post han expuesto que el foco de la investigación del fiscal especial Robert Mueller han recaído finalmente sobre el Presidente, tras una trayectoria de rumores que rodeaban a sus asesores más cercanos. La investigación de Mueller ha decantado sus pesquisas hacia la posibilidad de que Trump haya intentado obstruir la justicia al presionar al exdirector del FBI, James Comey, para que abandonara su investigación sobre el exasesor de Seguridad Nacional Michael Flynn y sus conexiones con Rusia. En aquél momento, Comey aseguró que Trump no se encontraba bajo investigación, pero la situación cambió una vez el presidente tomó la decisión de despedir a Comey, quien optó por hacer públicos los memorandos en los que describe sus reuniones privadas con Trump, y pone en evidencia el extraño comportamiento del mandatario frente a cualquier asunto relacionado con Rusia, como lo han confirmado en sesiones privadas los funcionarios de inteligencia Dan Coats y Mike Rogers. Pero, ¿cuáles son las vías que conectan al presidente Trump con el presidente ruso, Vladimir Putin?
1. MICHAEL FLYNN
Si bien las investigaciones han demostrado varios nexos entre funcionarios de la administración Trump –como Jeff Sessions y Rex Tillerson– con el Kremlin, el eslabón fundamental entre Rusia y Estados Unidos es el exasesor de Seguridad Nacional, Michael Flynn, quien debió renunciar menos de un mes después de la inauguración del pre6 / JUNIO 28 - JULIO 5, 2017 / ALDÍAnews.com
sidente Trump por haber ofrecido datos incompletos sobre sus contactos con el embajador ruso Sergey Kislyak, con quien sostuvo varias comunicaciones durante la campaña presidencial. De esta manera, la investigación llevada a cabo por el FBI determinó que Flynn habría recibido pagos del canal de televisión progobiernista RT por 33.750 dólares a cambio de un discurso durante la celebración del décimo aniversario de la cadena en diciembre del 2015; Flynn habría incluso acompañado al presidente Putin en la misma mesa.
2. ROGER STONE
Aunque el consultor político ha mantenido un bajo perfil desde que Donald Trump resultara victorioso en los comicios del pasado noviembre, su asociación es de larga data. Oficialmente, Stone trabajó durante algunos meses en la campaña, pero sus nexos con la nueva administración son un poco más profundos. Stone ha aparecido varias veces en la cadena rusa RT criticando a la comunidad de inteligencia de Estados Unidos y apoyando a Wikileaks, el medio que aboga por la libertad de información y cuyo fundador, Julian Assange, habría filtrado la información de los emails de Hillary Clinton antes de las elecciones, obtenidos a través del pirateo informático del GRU, la agencia de inteligencia militar rusa, según datos hechos públicos por el mismo Stone y recogidos por The Guardian.
3. PAUL MANAFORT
El asesor político y eventual director de campaña de Trump, Paul Manafort, es un personaje clave del que se habla en ocasiones puntuales, pues debió retirarse de la campaña en agosto de 2016 por presuntos acuerdos privados con Ucrania. Las relaciones entre Manafort y el Estado Soberano incluían haber trabajado
para el antiguo presidente Viktor Yanukovych, fuerte aliado de Putin, que fue derrocado durante las revueltas sociales del 2014 y ahora se encuentra exiliado en Rusia. Durante la gestión de Manafort para Yanukovych, el asesor trabajó con el multimillonario ucraniano Dmytro Firtash, quien hacía las veces de intermediario en las relaciones entre el gobierno ucraniano y Gazprom, la compañía de gas natural de Rusia. Asimismo, Manafort intentó reconstruir el partido político pro-Rusia en Ucrania después de la destitución de Yanukovych, el Bloque de Oposición que promovía las relaciones con Rusia.
4. FAMILIA TRUMP
El Presidente no sólo se ha rodeado de personas afines con el gobierno ruso, sino que sus conexiones se han desarrollado también a través de su propia familia. Su hijo mayor, Donald Trump Jr. –quien se hizo cargo de la empresa familiar una vez su padre fue nombrado Presidente– fue vocero de un evento organizado por una pareja pro-Assad, financiados por Rusia, en el Centro de Asuntos Políticos y Extranjeros. Asimismo, y según las últimas investigaciones, el yerno del Presidente y asesor en la Casa Blanca, Jared Kushner, ha decidido buscar asesoría legal independiente después de que el fiscal especial Robert Mueller fuera asignado a la investigación Trump-Rusia, pues varios reportes han hecho públicas las comunicaciones privadas y relaciones empresariales entre Kushner y funcionarios rusos. Si bien muchos analistas han comparado el devenir de los hechos en la Administración Trump con el escándalo de Watergate, que condujo a la dimisión del entonces presidente Nixon, la posibilidad de un “Russiagate” resultaría mucho más complicada. No sólo las conexiones y las negociaciones se han llevado a cabo durante mucho tiempo, sino que también cuentan con el respaldo de una de las potencias políticas y de inteligencia más grandes del mundo. l Tribunal Supremo concedió el pasado lunes una victoria al presidente, Donald Trump, al admitir a trámite el caso de su veto migratorio y permitir la entrada en vigor de algunas partes de su iniciativa, destinada a prohibir la entrada de refugiados y nacionales de seis países de mayoría musulmana. La decisión de los jueces implica que el Gobierno de Trump podrá negar la entrada a Estados Unidos de los individuos que no tengan familiares en territorio estadounidense o que no hayan tramitado ya su ingreso en el país para asumir un puesto de trabajo. En concreto, en un escrito de 13 páginas, los jueces determinan que Trump podrá prohibir el ingreso de los “extranjeros que no tengan ninguna relación genuina con una persona o una entidad de Estados Unidos”. Por tanto, la decisión de los jueces permitiría que entrara en vigor una de las partes esenciales del veto migratorio: la anulación durante 120 días del programa de acogida a refugiados, quienes por definición están huyendo de sus países de origen y no tienen ninguna relación con Estados Unidos. La otra parte esencial de la iniciativa de Trump, que seguirá parcial-
mente bloqueada, es la prohibición a la entrada a Estados Unidos para los ciudadanos de seis países de mayoría musulmana (Irán, Somalia, Sudán, Siria, el Yemen y Libia). Trump tendrá que permitir la entrada de los nacionales de estos países que tengan familiares o contratos de trabajo pendientes en territorio estadounidense. La semana pasada, Trump afirmó que la orden podría entrar en vigor en 72 horas si las cortes levantaban el bloqueo que había impedido su implementación y que fue dictado por el Tribunal de Apelaciones del Distrito Cuarto, en Richmond (Virginia), y el Tribunal del Distrito Noveno, con sede en San Francisco (California). Estos tribunales de apelaciones, una instancia inferior al Supremo, bloquearon la entrada en vigor de la orden porque consideraron que podría suponer un abuso de poder del presidente y porque supuestamente discrimina a los musulmanes como minoría religiosa. El Tribunal Supremo estudiará la legalidad del veto durante su próximo período judicial, que comienza el primer lunes de octubre de 2017 y terminará en junio de 2018. ■

Una Reforma Fiscal Disfrazada de Ley Sanitaria En lugar de trabajar de manera bipartidista con los demócratas para mejorar nuestro sistema salud actual, los republicanos han aprobado una propuesta de ley que permitirá que las aseguradoras regresen a sus prácticas discriminatorias contra personas con condiciones de salud preexistentes.

l Partido Republicano está tratando de engañarnos, haciéndonos creer que su propuesta de Ley Estadounidense del Cuidado de la Salud (AHCA, por su sigla en inglés) es una reforma sanitaria, cuando la verdad es que no es más que una propuesta de reforma fiscal que le recorta los impuestos a los más adinerados, mientras le quita protecciones a la clase media —en especial a los ancianos y a los niños—, y hace que las familias trabajadoras paguen más por menos atención médica. Una ley que le quita servicios de salud a 23 millones de personas no es una ley de salud. La AHCA aumentaría el costo de la cobertura médica, incrementando las primas en un 20% en 2018 y dejando a millones de personas sin seguro médico o con uno que no cubra sus necesidades básicas. Los números hablan por sí solos. La Oficina de Presupuesto del Congreso (CBO por su sigla en inglés) confirmó lo que ya sabíamos, que la AHCA no hace lo que los republicanos dicen. Por eso es que los demócratas en el Senado estamos luchando para que esta ley no sea aprobaREAD IN da. Los republicanos quieren hacernos creer que la AHCA no afectará a personas con condiciones preexistenes, pero la verdad es que este proyecto de ley permitiría a los estados decidir si prestan o no protección a los pacientes en esa situación, y también les permitiría ofrecer un servicio médico de segunda clase a sus ciudadanos, catalogando a quienes sufren ese tipo de condiciones como “grupos de alto riesgo”, a quienes se les podría cobrar tarifas más altas o incluso negarles la atención. ¿Pero qué se entiende por condición preexistente? Enfermedades como el cáncer y la diabetes, incluso los embarazos y el abuso sexual. Bajo la AHCA, personas con condiciones preexistentes que residen en estados donde se decida suprimir estas protecciones “no podrían comprar seguro médico integral fuera del grupo con primas a precios comparables a los que tenemos
Al hacer estos cambios y recortes a Medicaid, están esencialmente eliminando este programa vital que provee cuidado y seguridad a más de 70 millones de estadounidenses, incluyendo a más de 4 millones de latinos en el país, a 39% de los niños con seguro médico y aproximadamente a dos tercios de las personas mayores que se encuentran en asilos. Solo en Pensilvania ese mismo año nuestras escuelas recibieron aproximadamente $135 millones de dólares. No podemos darnos el lujo de perder ese dinero. Es un insulto que le quitemos dinero y beneficios a nuestros niños para dárselo a los ricos que no lo necesitan. Como su senador, es mi deber decirles la verdad para que sepan qué está en juego. Bajo la ley que los republicanos proponen, una persona de 64 años que gana $26.500 al año puede terminar pagando por su seguro médico hasta un 800% más de lo que paga hoy; o sea, pagaría $13.600 en un estado que quite protecciones para condiciones preexistentes, y pagaría $16.100 por cobertura en un estado que mantenga esas protecciones. Bajo nuestro sistema actual esa misma persona pagaría aproximadamente $1.700 por cobertura hasta el 2026. Por otro lado, de acuerdo a la última versión de la ley, los 400 estadounidenses más ricos en este país se ahorrarían, cada uno, varios millones de dólares. La AHCA es una transferencia descarada de fondos fiscales y beneficios de los más necesitados y de la clase media a los más ricos. En lugar de trabajar de manera bipartidista con los demócratas para mejorar nuestro sistema de salud actual, los republicanos han aprobado una propuesta de ley que permitirá que las aseguradoras regresen a sus prácticas discriminatorias contra las personas con condiciones preexistentes. Y eso no es todo. La AHCA incluye provisiones que harían cambios drásticos al programa de Medicaid. También le pone al programa un límite monetario por persona, de modo que eliminaría la garantía y seguridad de Medicaid para aquellos que más lo necesitan.

Si los republicanos dejan a un lado sus esfuerzos de revocar nuestro sistema de salud actual, lo cual tendría efectos catastróficos, los demócratas estamos listos para trabajar de manera bipartidista en reformas que realmente provean más y mejor cuidado para las familias estadounidenses. Mientras tanto, siento tener que darle las malas noticias: ¡Ojo! No se deje engañar, le están tratando de vender gato por liebre. El análisis de la Oficina de Presupuesto del Congreso no miente. Ponga atención, la AHCA no mejorará el sistema de salud, ni bajará la cantidad que paga por su prima. Simplemente creará más división económica y una segunda clase de cuidado médico en la que pagará mucho más dinero por menos atención. aminar por el Parque Nacional de la Independencia, en pleno centro histórico de Filadelfia, es darse un paseo por los lugares clave que marcaron el nacimiento de una de las naciones más poderosas del mundo. Uno de esos sitios es la casa donde Thomas Jefferson, un joven abogado de 33 años, se encerró durante 17 días para redactar lo que pasó a ser el documento fundacional de la república: la Declaración de Independencia de los Estados Unidos de América, un tratado filosófico y de derecho que le otorgó un lugar en la historia. Jefferson había llegado a Filadelfia a principios de 1776 como miembro de la delegación

de Virginia ante el Segundo Congreso Continental, en el que las 13 colonias británicas se citaron a debatir su futuro frente al Imperio inglés en medio de la naciente revolución americana. El joven prodigio (músico, abogado y hombre de letras) hizo parte del Comité de los Cinco, una comisión creada por dicho congreso para darle forma al documento legal que terminó justificando —con 29 cargos en contra del rey Jorge III— el cambio del estatus político de las colonias frente a la metrópolis inglesa.
UNA MORADA SIMPLE PARA EL NACIMIENTO DE UNA NACIÓN
La Filadelfia de entonces era la ciudad más grande entre las colonias y la tercera en importancia del imperio británico después de Londres y Dublin. Ser el centro de una fuerte actividad comercial, artística y política hacían de Filadelfia una ciudad efervescente y ruidosa. Jefferson, joven pero quisquilloso, emprendió la búsqueda de un lugar más tranquilo para desempeñar la tarea que sus colegas del Comité de los Cinco le habían encomendado. Fue así como rentó dos habitaciones (entre el 23 de mayo y el 3 de septiembre, por un valor de 35 chelines a la semana), a Jacob Graff Jr, un albañil que a sus 21 años había construido su propia casa a las afueras de la ciudad. Situada en la esquina de lo que hoy es la calle séptima con Market Street, la Casa de la Declaración es un intento de réplica de lo que pudo haber sido el hogar de la familia Graff a mediados del siglo XVIII: una cajita de cuatro pisos construida ladrillo por ladrillo, con esqueleto de madera, que remeda por fuera la arquitectura georgiana de la época. Sin embargo es difícil saber a ciencia cierta si la apariencia actual es equivalente a lo
que vio Jefferson en el verano de 1776. Según Adam Duncan, ranger del Independence National Historical Park de Filadelfia, los cambios en la propiedad del inmueble afectaron no solo la memoria arquitectónica del lugar sino la conservación de los objetos originales que hicieron parte de las habitaciones rentadas por Jefferson. De esa manera, la casa donde se gestó la libertad y soberanía de Estados Unidos pasó de mano en mano. De albergar a la familia del albañil Graff pasó a ser una imprenta. En 1883 fue demolida para darle paso a una estructura de granito diseñada por el arquitecto Frank Furnes en aras de convertirse en la sede del Penn National Park. Hacia mediados del siglo pasado la mole de cemento había sido derribada para cederle el turno a un restaurante esquinero de comidas rápidas. La edificación actual fue levantada en 1975 con ocasión de las celebraciones del Bicentenario de la Independencia de Estados Unidos. Excepto por las llaves, no hay un solo objeto al interior de la casa que sea original de la época en la que Thomas Jefferson la habitó. unque Thomás Jefferson pasó a la historia como el autor de la Declaración de la Independencia de Estados Unidos, la verdad es que la tarea de redactar aquel texto fue encomendada por el Segundo Congreso Continental a un comité de cinco representantes: Benjamín Franklin, por Pensilvania; Robert Livingston, de Nueva York; Roger Sherman, de Connecticut; y John Adams, de Massachusetts. En principio, Adams —conocido por su calidad oratoria— era el llamado a redactar el documento, sin embargo el representante de Massachusetts promovió el nombre de Jefferson como el más capacitado para dicha tarea. Pese a que no existen actas que informen con veracidad suficiente cómo funcionó el Comité de los Cinco, la tradición indica que los hombres discutieron los argumentos generales de la delcaración y Jefferson se encargó de armar el memorial de agravios con que las colonias justificaban su separación de la Corona inglesa. Luego de varias revisiones y correciones —entre las que se quitó cualquier mención sobre la esclavitud—, el documento fue aprobado por el Congreso el 4 de julio. Fue hasta el 18 de enero de 1777, luego de las batallas de Trenton y Pinceton que la declaración fue impresa con todas las firmas de los delegados del Segundo Congreso Continental.

El hombre detrás del mostrador es un guardaparques enano que ante el ingreso de cada visitante repite de forma perfectamente idéntica las líneas aprendidas para la ocasión: “fue aquí donde Thomas Jefferson escribió durante dos semanas la declaración de independencia”. documento, una galería fotográfica de los pensadores que influyeron en las ideas de Jefferson —entre ellos el filósofo inglés John Locke y George Mason, uno de los autores de la Declaración de los Derechos y la Constitución de Virginia—, además de un montaje con los tres momentos claves de la emancipación estadounidense: la redacción del documento, entre junio 11 y 28 de 1776; su aprobación el 4 de julio del mismo año; y su ratificación por medio de la publicación de las firmas de los delegados de las 13 colonias el 2 de agosto. Para ser un destino turístico, el lugar es demasiado simple y su iluminación tan pobre que no lo hace justicia a las ideas que le dieron luz a la nación. La simpleza contrasta con la grandeza de la historia y le recuerda al visitante que hoy —sábado 24 de junio— es el primer día que las puertas de esta casa se abren al público luego de seis meses de obligado cierre debido a recortes presupuestales en el Departamento del Interior —entidad que cobija al Servicio del Parque Nacional— que, a decir del ranger de la
recepción, llegan a los 23 millones de dólares anuales para mantener el funcionamiento de los 54 sitios que componen el Independence National Historical Park de Filadelfia y el salario de sus 253 rangers. Una escalera angosta y entapetada dirige hacia el segundo piso. En el trayecto, una mosaico gigante de un Jefferson psicodélico que mira hacia un horizonte capta la atención de los visitantes. Pero ni el mosaico ni las farolas apagadas son suficientes para esconder los problemas de humedad que empiezan a descascarar algunas de las paredes del lugar. Los detalles de las farolas apagadas y las paredes descarapeladas no importan mucho. No ha pasado una hora completa desde que se abrieron sus puertas y esta casa ya ha recibido a más de un centenar de visitantes, entre ellos dos grupos de estudiantes de secundaria y una inmensa mayoría de familias asiáticas. En el segundo piso el visitante se encuentra con dos espacios que representan las habitaciones arrendadas por Jefferson. Lo curioso es que,

Lo primero que se le ocurre al periodista es que, dadas las dimensiones de la cama, Jefferson tuvo que haber sido un hombre más bien delgado y de altura promedio. Uno de los enigmas de la cultura prehispánica en Centroamérica tiene que ver con lo que sucedió con la civilización maya. ¿Cómo es que tras más de 3.000 años de historia —desde el 2500 a. C. hasta el 950 d. C.— la mayoría de los centros mayas en la región abandonados? CONCHA ALBORG

Especial para AL DÍA NEWS l mes pasado viajé a Centroamérica con un grupo de Road Scholars en búsqueda del misterioso mundo maya, sin saber entonces que existen tantas conexiones entre esa cultura y Filadelfia. El primer sitio arqueológico en el itinerario fue Lamanai (“Cocodrilo sumergido” en lengua maya), situado en medio de una selva tropical en las orillas de la Laguna del Río Nuevo, en Belice. Los mayas usaban las vías fluviales para comerciar entre ellos y nosotros llegamos a las ruinas en un barco con motor. Lamanai fue un

gran centro ceremonial, construido en niveles por las diferentes generaciones en el Período Pre-Clásico (2500 a. C. – 250 d. C.). El Templo del Jaguar y el Templo de las Máscaras con sus impresionantes esculturas son algunos de los más destacados de este lugar. La subida empinada a la cima del Templo Alto valió la pena por la vista panorámica de la selva y la laguna. A diferencia de los egipcios, los mayas no enterraban necesariamente a sus reyes en las pirámides. Los templos mayas fueron construidos mayormente para honrar a sus dirigentes y a sus dioses; ofrendas especiales de jade y ornamentos hechos de conchas fueron descubiertos en este sitio. Cahal Pech, otro centro ceremonial en Be-
lice, es conocido por ser uno de los primeros de esta región. Sus 34 estructuras entre las que se destacan dos canchas para el juego de pelota, palacios y templos con grandes estelas y altares. Los arqueólogos no están de acuerdo acerca del simbolismo del los juegos de pelota mayas, pero dada la prevalencia de las canchas, se cree que fue mucho más de un espectáculo deportivo. El tamaño de la cancha varía, puede ser de más de cien metros de largo por treinta de ancho. Se jugaba con una pelota de caucho del tamaño de una cabeza humana, entre dos o tres jugadores y a veces entre pequeños equipos. Los hombres llevaban protección alrededor de la cintura, puesto que se daba a la pelota con las caderas, las rodillas y los codos, pero no con los pies ni las manos. A menudo existía un círculo por donde entraba la pelota, en otros casos era cuestión de llegar al final de la cancha. En cualquier caso, hay evidencia de que algunos de los jugadores eran sacrificados para ofrecércelos a los dioses, ya que los juegos simbolizaban la lucha entre la vida y la muerte. Es por esto que las canchas de juego de pelota se pueden encontrar, como en Tikal, enfrente de las pirámides principales. El Parque Nacional Tikal en Guatemala es, sin duda alguna, el sitio arqueológico más impresionante que visitamos. Contiene más de 4.000 edificios —por eso se rodó uno de los filmes de La guerra de las galaxias allí—. Situado sobre las alturas de la selva del Petén, es Patrimonio Cultural y Natural de la Humanidad, declarado así por la UNESCO. Floreció durante 1.500 años hasta el 900 d. C. y era conocido por su desarrollo arquitectónico, astronómico, agrícola y comercial. Se cree que más de 50.000 personas vivieron allí durante su

con mercurio de sulfito rojo. Sedat nos explicó que “a menudo Copán es llamado la Atenas del mundo maya porque fue un gran centro de cultura y educación, al igual que un lugar de peregrinación durante la época clásica” (250-900 d. C.). Él relaciona a Tikal con Copán como es Nueva York a París “si uno piensa en Tikal como una oda a las vertiginosas pirámides y templos y Copán como un tributo al triunfo artístico y cultural”. Actualmente Sedat dirige el Centro Botánico y de Investigación en Copán, que él mismo fundó en 2003. De acuerdo con él, el colapso maya se debió a “un crecimiento incontrolado de la población, la deforestación y la erosión de las montañas, la pérdida de las tierras de labranza y la disminución de las fuentes de agua además de las deficiencias nutricionales”. Su intención es regenerar las tierras para evitar una catástrofe parecida en el presente.
DESCIFRANDO EL MISTERIO
Durante siglos la escritura de los jeroglíficos fue unos de los mayores misterios de esta cultura, pero gracias al trabajo primordial del ruso Yuri Knorosov en 1952, se demostró que los jeroglíficos se podían leer como sílabas fonéticas. En 1960 una investigadora de la Universidad de Pennsylvania, Tatiana Proskouriakoff, fue capaz de identificar los sucesos históricos más importantes en las vidas de los antiguos reyes mayas basándose en las inscripciones de los monumentos. No es sorprendente, pues, que durante nuestro viaje a Centroamérica, hubiera muchas referencias a la investigación y las excavaciones hechas en varios lugares, como Tikal y Copán, por los arqueólogos de la Universidad de Pennsylvania. Aunque la mayoría de los monumentos arquitectónicos y las inscripciones muestren los logros de los reyes mayas y sus dioses, sabemos bastante sobre el papel de la mujer en esa sociedad. Proskouriakoff, la primera especialista femenina de la cultura maya, también fue la primera en descifrar el signo para “mujer”. Antes
El colapso demográfico de las grandes ciudades mayas de Mesoamérica probablemente se debió a un declive ecológico, como una gran sequía. de esto se creía que muchas de las esculturas e inscripciones eran de sacerdotes con casullas, cuando eran mujeres llevando el huipil, el vestido tradicional que las mujeres llevan hoy en día. Las mujeres eran importantes en la corte por su papel como madres de los reyes y por los lazos matrimoniales, particularmente durante los siglos VII y VIII. Se creía que algunas mujeres tenían poderes sobrenaturales, como Ixchel o la Dama del Arco Iris, la patrona de los partos y la Diosa de la Luna, asociada con la feminidad y la mitología del maíz. Las mujeres también estaban representadas en los papeles tradicionales de madres, cocineras y tejedoras. Aunque prácticamente no ha sobrevivido ningún tejido, se sabe a través de las esculturas y las pinturas que las mujeres mayas usaban telares muy parecidos a los que todavía se usan hoy. Los esqueletos de mujeres encontrados en las tumbas tenían las rodillas deformadas por estar continuamente arrodilladas, algo que no es evidente en los huesos de las mujeres en la corte. Las telas eran importantes en la cultura maya, se usaban como regalos y para el comercio. A menudo sus diseños incluían tintes especiales, plumas, jade u ornamentos hechos de conchas que tenían un simbolismo mitológico. Hay que mencionar que las mueres no esta-

ban representadas como guerreras, escritoras ni artistas, papeles reservados estrictamente para los hombres. Las últimas ruinas arqueológicas importantes que visitamos fueron las de Copán, en Honduras, otro Patrimonio de la Humanidad y el lugar más lejos en el este de las ciudades mayas, conocido por sus magníficas, floridas esculturas ornamentales. Aunque Copán era originalmente una comunidad de agricultores, se convirtió en un centro para el estudio de la astronomía y la astrología en el siglo IX. Además de su Escalera de los Jeroglíficos y numerosas estelas, Copán es famoso por lo que los arqueólogos han llamado el Altar Q, una escultura cuadrada con dieciséis figuras. Cada una de estas figuras representa un rey de la dinastía Yak K´uk Mo´, con su último rey, Yax Pak, quien recibe el cetro, símbolo de la soberanía, de su padre. Uno de los investigadores más interesantes que conocimos en nuestro viaje fue David Sedat, el ex-director del trabajo de campo del Museo de Arqueología y Antropología de la Universidad de Pennsylvania, quien ha estudiado la cultura maya desde los años setenta y ahora vive en Copán. Él tuvo un papel decisivo en el descubrimiento de las tumbas reales en la Acrópolis patrocinados por la Universidad de Pennsylvania desde 1989. En 1993 los arqueólogos encontraron una tumba espectacularmente rica que creyeron que pertenecía al hijo de Yak K´uk Mó. Pero un análisis de los huesos demostró que el esqueleto pertenecía a una mujer desconocida. Actualmente se cree que era una de las esposas del rey y su tumba se conoce como “La tumba de Margarita” o “La Dama en rojo”, puesto que sus huesos estaban pintados

No hace falta decir, que tan pronto regresé a Filadelfia, tuve que visitar el museo en el campus de la Universidad de Pennsylvania. La Galería de México y Centro América es un lugar grande en medio del piso principal. La escultura maya más notable es la Estala 14 (758 D.C), la cual es la estela que Tatiana Proskouriakoff utilizó para descifrar las vidas reales mencionadas antes. Este monumento celebra la ascensión al trono del rey 5 de Piedras Negras, Guatemala, quien lleva un elaborado tocado, con un peto y cinturón llenos de cuentas y un taparrabos. Debajo del rey hay una mujer de pie que también lleva un tocado de plumas ceremoniales y le obsequia algo al rey. De acuerdo con Simon Martin , el conservador de jeroglíficos mayas del Museo de la Universidad de Pennsylvania, esta mujer probablemente era la madre del rey. También hay exquisitos artefactos hechos de jade, obsidiana y figuras de cerámica además de copiosa información a cerca de la vida en la sociedad maya, como el uso del cacao y el maíz. Martin está de acuerdo con Sedat en que el colapso demográfico de las grandes ciudades mayas de Mesoamérica probablemente se debió a un declive ecológico, como una gran sequía. Martin está seguro de que a través de los avances tecnológicos, como la luz de láser Lidar, los arqueólogos eventualmente descubrirán lo qué pasó con las grandes ciudades mayas. Aunque no se debe suponer que todos los guatemaltecos y hondureños que viven en Filadelfia sean descendientes de los mayas, vale la pena indicar que existe un número considerable de emigrantes de estos dos países y que ellos traen y conservan su cultura indígena (sin olvidar el mayor número de mexicanos quienes también tienen raíces mayas). Un llamado a la dignidad DAVID FRANCO

Quién es Daniel Blake? Un tipo trabajador, correcto, sin grandes ambiciones pero decidido a llevar una vida digna, como tantos otros. El problema es que la dignidad, en la sociedad en que vivimos, se ha convertido en un privilegio de pocos. Ese es el punto de partida en este drama social de Ken Loach, ganador de la Palma de Oro en el pasado Festival de Cannes (2016). El escenario: Newcastle. De un lado, un carpintero viudo, pasados los sesenta años. Del otro lado, una administración perversa. En principio todo está muy claro: Daniel está incapacitado para trabajar después de haber sobrevivido un paro cardiaco. Esa es la opinión de los médicos. Sin embargo, el sistema de ayuda social se niega a otorgarle una pensión. Después de una serie de cuestionarios totalmente desfasados, los “profesionales de la salud” del Estado han llegado a la conclusión de que un hombre con dos piernas y dos brazos, si puede tenerse en pie, debe valerse por sus propios medios. Así que, privado de la indemnización por la que ha trabajado toda la vida, Daniel solo tiene una alternativa, kafkiana: tratar de obtener ayuda social como desempleado, para lo cual debe probar que se encuentra en busca de un trabajo que su condición física le impide ejercer.
La historia avanza sobre dos ejes narrativos. De un lado, las trampas y las técnicas de sabotaje del sistema, ilustradas con minucia, como si de un documental se tratara. Formularios, horarios, operadores telefónicos, largas filas: el engranaje de la burocracia diseñado para conducir a ninguna parte. De otro lado, la respuesta de Daniel, decidido a pelearse hasta el último aliento, no tanto para obtener los servicios del Estado como para no dejarse arrebatar su humanidad. Atrapado en la lógica del absurdo, en donde las personas se hablan sin escucharse y se miran sin verse, Daniel levantará la voz y la cabeza. Su resistencia será sobre todo una cuestión de no dejar de poner en práctica su nobleza. En su camino se cruzará una madre soltera también maltratada por el sistema, Katy, con quien establecerá un vínculo de sincera amistad indispensable para ambos. Se trata de una historia sombría, arraigada en un realismo absolutamente logrado pero, al mismo tiempo, quizá demasiado esquematizado. El mundo de Blake parece dividirse en buenos y malos, y son muchos más los malos. Esto ni impide la identificación con el personaje. En la oscuridad de la sala de cine, la gran mayoría de los espectadores entenderá perfectamente lo que es sentir amenazada su dignidad por el mundo corporativo. n
