l embajador de Israel Dani Dayan desafía los moldes permanentemente. Un ex ejecutivo que se volvió diplomático, Dayan tiene una historia personal interesante que lo valida como representante de los latinos en el mundo entero. Nacido en Buenos Aires, Argentina, Dayan se mudó a Israel cuando tenía 15 años de edad, y después de haber hecho una carrera exitosa en el área de las tecnologías de la información, se convirtió en embajador de Israel en Estados Unidos, cuya oficina presta servicios a la comunidad israelí de Nueva York, Pensilvania, Nueva Jersey, Delaware y Ohio. En entrevista exclusiva con AL DÍA News, el embajador Dayan habla sobre la relación de Israel con las comunidades latinas de Estados Unidos y en el mundo.

Embajador de Israel ¿Por qué la comunidad latina es tan importante para usted y su país? Siempre he sentido que nosotros (como pueblo judío) tenemos una especie de deuda moral con Latinoamérica y sus ciudadanos. Cuando Naciones Unidas emitió la resolución que creaba el Estado Judío en 1947, esa resolución no se hubiera podido adoptar sin el decidido apoyo de los países latinoamericanos. Nunca hemos olvidado el hecho de que Latinoamérica recibió con los brazos abiertos a nuestras comunidades antes y después del Holocausto. Foto Peter Fitzpatrick/ALDÍa News de las comunidades hispanas en EEUU, menos teniendo en cuenta su crecimiento en tamaño e influencia en el escenario electoral y político. ¿Qué tiene que hacer la comunidad latina para aprovechar el potencial al que se refiere? Creo que en cierto sentido la comunidad latina de este país [...] ha participado casi exclusivamente en asuntos que la afectan directamente: asuntos de inmigración, asuntos de salud. Creo que para que la comunidad latina pueda cumplir su verdadero potencial de liderazgo, tiene que estar involucrada en todos los aspectos de la vida estadounidense, incluyendo, por ejemplo, las relaciones exteriores, no sólo con América Latina, sino con el mundo. ¿Puede darnos más detalles sobre los esfuerzos concretos de su oficina en este tema? Israel es el único país que desde los días de su creación tiene un ministerio en temas migratorios cuya misión es facilitar la incorporación de inmigrantes en nuestra sociedad. Así que, por lo tanto, tenemos mucha experiencia en campos como el aprendizaje del idioma en edad adulta o encontrar empleo en un entorno diferente del que vienes. Estamos dispuestos a compartir nuestro know-how (en esta materia) con EE.UU.. ¿Qué lo trajo a Filadelfia? Hasta agosto de 2016 tuvimos un consulado en Filadelfia. Por razones presupuestarias, nos vimos obligados a cerrarlo. Luego, Nueva York recibió la responsabilidad sobre Pensilvania. Nuestro consulado allá es mucho más grande que el consulado que teníamos aquí, y muchos miembros de mi personal vienen con mucha frecuencia (a prestar servicios consulares). Filadelfia tiene mucha importancia económica porque tenemos muchas compañías israelíes
establecidas.. ¿Cuál fue su experiencia de Israel como un recién llegado y cómo ha influenciado su opinión sobre la inmigración ahora? Yo emigré a Israel cuando tenía 15 años, una edad en que la migración puede ser difícil porque es la etapa cuando desarrollas lazos afectivos y sociales muy fuertes. (Sin embargo), soy un firme creyente en la centralidad de Israel en la vida del pueblo judío y yo quería ser un protagonista de esa emocionante aventura que es el Estado de Israel. Pero sí, los israelíes en general entendemos lo que significa ser una sociedad de inmigración. Permítanme recordarles que Israel, después de de ser creada, triplicó su población en apenas 5 ó 6 años por la inmigración que vino de otros países Por eso para Israel la inmigración es una forma de vida; tenemos mucho que compartir con el mundo en ese sentido. ¿Alguna acción concreta a tomar de su oficina en Nueva York para cultivar una relación con la comunidad latina de EE.UU.? Tenemos que conocer a los líderes de la comunidad. Después de todo, somos una embajada - un consulado - no tenemos los medios e incluso la posibilidad de llegar a cada ciudadano, pero tenemos el interés de tejer relaciones con la comunidad. Ya hemos tenido éxito en llegar a los corazones de la comunidad latina en Nueva York, y seguiremos trabajando para lograr lo mismo en Filadelfia, Cleveland, Pittsburgh y otras regiones. n Para más noticias de política visite nuestra web

EE.UU. no se presentó ante la CIDH
cias de la Comisión Interamericana de Derechos Humanos, según dijo el secretario ejecutivo del organismo, el brasileño Paulo Abrão. La audiencia sobre las órdenes ejecutivas, una de las más esperadas del periodo de sesiones, había sido convocada de oficio por la CIDH porque está preocupada por su “amplio margen” de aplicación y quiere resolver dudas sobre la nueva política de deportaciones, de seguridad en la frontera, de visados y asilo. Otros países, como Nicaragua, Venezuela o Colombia, en alguna ocasión se han ausentado de las audiencias bianuales de la CIDH, institución que depende de la Organización de Estados Americanos (OEA). Especialmente llamativa en los últimos años ha sido la ausencia del Gobierno de Ecuador, uno de los más críticos con la actuación de la CIDH y que ha defendido, en varias ocasiones, el traslado de su sede desde EEUU a un país que sí haya ratificado la Convención Americana de Derechos Humanos (cosa que no ha hecho Estados Unidos), uno de los instrumentos jurídicos de la Comisión. ■

an pasado poco más 50 días desde que Donald Trump pronunció aquel histórico discurso del que probablemente solo se recuerde la frase “From this day forward, it’s going to be only America first” (De ahora en adelante solo será Estados Unidos primero). Y así, como sucede con el clima -que una cosa es la temperatura y otra muy diferente la sensación térmica-, la presidencia de Trump ha impuesto uno de zozobra pese a su promesa de mejores días para Estados Unidos: “Make America great again”. Y no es para menos. Desde el 20 de enero no ha pasado un solo día sin que la Casa Blanca no sea fuente frenética de escándalos, burlas o malas noticias para inmigrantes, mujeres, ambientalistas, indígenas, afrodescendientes y pobres en general. Tantas han sido las noticias que no es fácil recordarlas todas en orden cronológico. Quizá por esa razón es que la propia Casa Blanca dio a conocer el pasado 10 de marzo un listado de las acciones más significativas del presidente en su afán de cumplir a cualquier costo todo lo que prometió en campaña. En el comunicado, publicado en la página oficial de la Casa Blanca, se despliega un listado de acciones presidenciales en temas como la creación de empleos, la flexibilización de regulaciones federales, el congelamiento de la contratación gubernamental, la anulación y sustitución del Obamacare, el incremento del gasto en las carteras de Defensa y Seguridad Nacional, entre otras.
¿TANTO EN TAN POCO TIEMPO?
El aparente afán de la Administración Trump por mostrar resultados llama la atención, sobre todo porque al leer el listado lo que se ve es un compendio de acciones sin mayores detalles. Por ejemplo no está claro aún si los memorandos presidenciales firmados por Trump tienen poder legal para derogar las órdenes ejecutivas del gobierno Obama: un detalle de forma, pero lo suficientemente importante para incomodar. El documento empieza refiriéndose a un supuesto “salto” en la creación de empleo, y se basa en decisiones del presidente que no han 6 / MARZO 22 - 29, 2017 / ALDÍAnews.com
ESCÁNDALOS COMO LA conexión con Rusia, la declaración de impuestos y los desplantes a otros mandatarios del planeta han marcado los primeros 50 días de Trump en la Presidencia. EFE
El clima social y político del país se ha enrarecido a tal punto que hasta la Corte Interamericana de Derechos Humanos (CIDH) se ha mostrado preopcupada a propósito de las medidas adoptadas por el gobierno estado exentas de controversia, como el retiro de EE.UU. del Acuerdo Transpacífico de Cooperación Económica (TPP, por su sigla en inglés), o la reactivación de los proyectos petroleros de Keystone XL y Dakota Access, ambos rechazados por su predecesor y por miles de activistas, entre ellos la tribu indígena Sioux de Standing Rock. Cabe mencionar que ninguno de los memorandos presidenciales especifica cuántos empleos se crearán a partir de las decisiones, pero enfatizan que las obras deberán hacerse con equipos y mano de obra estadounidense. Sobre este “salto” hacia la creación de puestos de trabajo vale la pena recordar que Obama dejó la Casa Blanca con un saldo de 2 millones de empleos creados durante su gobierno. Según el Departamento de Trabajo, el índice de desempleo este mes se mantiene en 4,7 por ciento, como lo dejó la administración anterior; y el país completó 105 semanas con un registro de solicitudes de subsidio de desempleo por debajo de las 300.000 (el 11 de marzo iban en 241.000). En la actualidad 2,3 millones de personas tienen acceso a esta ayuda. Entre otras acciones destacadas están los pasos dados para reducir la injerencia federal en la economía, el comercio interno y el tamaño del gobierno. La semana pasada se conoció el
proyecto de plan presupuestal en el que se ve un fuerte recorte en las carteras de Ambiente, Salud y Trabajo. Aunque el plan es apenas una propuesta, se prevé el recorte o desaparición de muchas agencias y entidades estatales que dependen de fondos federales y cuya misión es atender a población vulnerable del país. A la orden ejecutiva del 25 de enero, en la que se da vía libre a la construcción del muro en la frontera con México, se suman los 54 mil millones de dólares que el gobierno planea inyectar a las carteras de Defensa y Seguridad Nacional bajo el pretexto de una supuesta amenaza inmigrante. Estas medidas han generado el rechazo de organizaciones como la Unión Estadounidense de Libertades Civiles (ACLU, por su sigla en inglés), que desde muy temprano ha desplegado un entramado de movilizaciones a lo largo y ancho del país llamadas a resistir la ‘Era de Trump’. En este sentido, “ciudades Santuario” como Filadelfia también han expresado sus reservas frente al efecto de las políticas federales en sus juridiscciones. Basta darle un repaso a las manifestaciones que han tenido lugar desde el 21 de enero. Y no es para menos, desde que el magnate puso un pie en la Casa Blanca, el clima social y político del país se ha enrarecido a tal punto que hasta la Corte Interamericana de Derechos Humanos (CIDH) se ha mostrado preopcupada a propósito de las medidas adoptadas por el gobierno en cuanto a migración, medio ambiente y derechos de la comunidad LGBTI. uando encuentras fuerzas federales armadas en la puerta de tu casa, ¿cómo te proteges? En toda la ciudad, y en varias regiones en el país, organizaciones que promueven la justicia social están trabajando para asegurarse de que quienes necesiten ayuda cuando el Servicio de Inmigración y Control de Aduael nas (ICE, por sus siglas en inglés) toque sus puertas, estén armados con la mejor arma: el conocimiento. Con el fin de superar las barreras lingüísticas, la falta de información y el persistente sentimiento de miedo dentro de la comunidad, bastiones comunitarios como Juntos, la Pennsylvania Immigration and Citizenship Coalition (PICC) y el New Sanctuary Movement of Philadelphia están llevando a cabo talleres semanales y quincenales bajo el nombre de “Conoce tus derechos”, un entrenamiento que pretende enseñar a las personas sobre cómo manejar de manera apropiada la situación de enfrentar al ICE. Para aquellas comunidades que frecuentemente se encuentran sin voz y han sido forzadas a esconderse para protegerse, acudir a este tipo de reuniones puede ser el único momento en el que los hechos reales y las asesorías legales honestas están al alcance de sus manos y en su idioma. Esta información es la única armadura que puede protegerles cuando se encuentran más vulnerables. En febrero, durante las redadas llevadas a cabo por el ICE en seis estados a nivel nacio-
PORTADA nal, el miedo se sintió en todas partes, incluso en una comunidad que es conocida por ser un “santuario” como Filadelfia. Desde protestas hasta manifestaciones como el “Día sin Inmigrantes”, la comunidad inmigrante y sus aliados en Filadelfia han alzado la voz y han mostrado solidaridad para asegurar sus derechos como humanos, contribuyentes y miembros de la comunidad en el país. Pero tras el fin de las protestas, todos vuelven a casa y la realidad se acentúa, con la circulación de rumores de un amigo que fue detenido o de la presencia de un agente del ICE en el barrio, es fácil comprender por qué las personas están haciendo lo que pueden para proteger a sus familias a largo y mediano plazo. Pero, ¿cuándo se transformó esta agencia gubernamental en el fantasma proverbial que se escurre por las noches, destruyendo hogares, familias y llevándose consigo la seguridad y la paz de una comunidad entera?
DE OBAMA A TRUMP: CÓMO HAN CAMBIADO LAS TÁCTICAS
En la era del Presidente Donald Trump, quien se postuló sobre la promesa de que “haría a Estados Unidos grande de nuevo”, desvalorizando grupos sociales marginados como los inmigrantes y las personas de color, es fácil sentir que te encuentras en la mira. Pero existen organizaciones de justicia social que están adoptando una postura en Filadelfia comprometiéndose a defender sus barrios. El New Sanctuary Movement, una organización religiosa de Filadelfia y que se enfoca en prestar apoyo a comunidades inmigrantes de todos los orígenes, ha desplegados sus acciones incluso desde tiempos de Barack Obama. Peter Pedemonti, director ejecutivo de la organización habló del programa “Sanctuary in the Streets” que actualmente cuenta con 1.400 miembros y cuyo propósito es transformar varias comunidades en sitios de devoción para evitar que el ICE entre (la ley prohíbe acciones policiales en lugares sagrados). “De hecho empezamos esto bajo la administración Obama, cuando anunció las redadas de centroamericanos. Y la idea es que cuando el ICE venga a la casa de alguien durante las redadas, las familias logren acceder a la congregación para obtener santuario”, dijo Pedemonti. Pero el director también agregó que los esfuerzos se han expandido drásticamente desde esa época. “Teníamos planeado tener a 1.000 personas inscritas para el equipo durante el primer año de la administración Trump. El día después de las elecciones anunciamos nuestra meta y terminamos teniendo 1.300 en dos semanas”. El radical contraste tiene sentido, comparándole con una fuerza del ICE mucho más militarizada y una presidencia que ha hecho de los inmigrantes y refugiados su enemigo número uno. Habiendo jurado aplicar mano dura en inmigración, Donald Trump firmó una orden ejecutiva que dio más poder al ICE para actuar con 8 / MARZO 22 - 29, 2017 / ALDÍAnews.com
mayor fuerza en nuestras comunidades. Cinco días después de la posesión, la orden de Trump aclaró que cualquier inmigrante en los Estados Unidos sin documentación adecuada podría ser prioridad, particularmente aquellos con órdenes de deportación pendiente. Y con tal presencia –ICE tiene más de 20.000 agentes desplegados en los 50 estados de la Unión y en 48 países, de acuerdo al gobierno de los Estados Unidos, sin contar agentes locales asignados a casos específicos– el impacto de la agencia se ha hecho notar y es mucho más fuerte desde la reestructuración del Departamento de Seguridad Nacional en 2003. Y aunque Obama deportó a dos millones de personas durante su tiempo en la Casa Blanca, con un récord de 409.000 en el 2012, su enfoque era mucho más definido que el del Presidente Trump. Su administración se enfocó puntualmente en aquellos que el gobierno o las agencias federales consideraban como “amenaza a la seguridad pública y nacional”, personas que habrían cometido crímenes, fraude y personas arrestadas. “Necesitamos arrojar luz exactamente sobre lo que hace el ICE y eso es separar familias, destruir hogares y destrozar nuestras comunidades”, dijo Pedemonti. En este contexto, el Consulado de México en Filadelfia ha percibido un aumento en llamadas y visitas bajo la nueva administración, debido a que muchos buscan obtener respuestas verídicas ante las preguntas más básicas, todo porque las órdenes de inmigración no son del todo claras. La cónsul Alicia Kerber-Palma ha aconsejado a la comunidad no actuar bajo rumores y dirigirse a organizaciones confiables que puedan ofrecerles el apoyo necesario. “Cuando actúas de acuerdo a rumores, gastas mucho tiempo y recursos. Así que queremos tener la información real y oficial”, dijo Kerber-Palma. Y si bien los inmigrantes mexicanos pueden dirigirse a su consulado local, enfrentan grandes colas, mucho tiempo de espera y las limitaciones de las horas de trabajo. Luis Ponce, un visitante del consulado que acababa de descargar la aplicación, declaró
que la utilizará en el futuro para aclarar las dudas. “Lo que importa es que estés al tanto de la información porque, como bien sabes, los mexicanos somos una de las poblaciones más grandes entre los hispanos en Filadelfia, y somos aquellos que no tenemos fácil acceso a información concreta en asuntos que afectan nuestras vidas. Por ejemplo, los beneficios de tener dos ciudadanías; algunos piensan que tener la estadounidense te hacer perder los derechos como mexicano”, dijo Ponce. Esta línea de comunicación directa, disponible tanto en Android como en iPhone, puede ser la respuesta que muchos están buscando. Entidades locales como Juntos y el New Sanctuary Movement también han recurrido a la tecnología, proveyendo de alertas en mensajes de texto sobre redadas del ICE y líneas telefónicas disponibles las 24 horas del día. “Tenemos dos líneas telefónicas de emergencia, una para hispanohablantes y otra para indonesios. Tarifa Nº 168 PARKING Aumento de tarifas mostradas arriba Una vez que la Tarjeta SEPTA Key esté completamente operativa, se implementarán los siguientes cambios: • La posibilidad de usar las fichas token de SEPTA para pagos parciales será eliminada una vez que el equipo nuevo esté instalado y en funcionamiento • Se establecerán tarifas de estacionamiento a largo plazo donde se permite el estacionamiento nocturno • La tarifa diaria de los estacionamiento afuera aumentará de $1.00 a $1.25
Tarifa Nº 112 PATCO Aumento de tarifas mostradas arriba Una vez que la Tarjeta SEPTA KEY esté completamente operativa, se implementarán los siguientes cambios: • Se eliminará el descuento de tarifa conjunta • Se podrá utilizar la tarjeta Freedom de PATCO para pagar la tarifa de SEPTA
