I mean, South Philadelphia, where things are happening under the radar screen, inspired by visionaries, and fueled by the new blood that is giving the life back to our beloved city. Under the leadership of Tim Whitaker, founder and president of “Mighty Writers,” and Sylvester Mobley, founder and leader of “Coded by Kids,” Philadelphia is feeling an exceptional and unique heartbeat that is bound to revive the body of our city, which for five straight decades lost not only population but mainly inspiration to face the future with optimism. I invite you to read the story published in this edition in Spanish, and in English (on the web at aldianews.com), which will give you the scoop on one of the projects: The one that is teaching African-American and Latino kids the science of today; That is, coding and computers to build the new world. Penned by Dominique Johnson, a young African-American writer born and raised in North Philadelphia. In a upcoming edition, Al DÍA will publish a part two on the “Futuro Writers” project, which on Ninth Street, in the middle of the “Italian Market,” dozens of kids are being trained to become the next narrators of the reality of our city. I hope these young kids, when they become candidates for college, that they don’t choose the law profession, since we have so many accomplished lawyers in the city. My sincere hope is that these new coders and writers become the comprehensive storytellers that Philadelphia is so vastly lacking today.

FILADELFIA, LA CIUDAD DE LAS BICICLETAS Aunque Filadelfia es mundialmente conocida como la Ciudad del Amor Fraternal, el gusto de sus habitantes por las dos ruedas y los recientes esfuerzos de los diferentes organismos por potenciar este medio de transporte, parecen destinados a convertir Philly en la Ciudad de las Bicicletas, especialmente en el apartado del ‘bike sharing’. En poco más de un año, Filadelfia ha pasado de no disponer de un sistema de bicicletas públicas a convertirse en toda una referencia a nivel nacional. Al crecimiento del programa Indego, que cumplió un año el pasado mes de abril y lo celebró con la apertura de 24 nuevas estaciones y la incorporación de 300 nuevas bicis a su red, se suma la noticia dada a conocer esta semana de que Filadelfia se convertirá en la sede de la primera Better Bike Share Conference. Este evento será posible gracias al

esfuerzo conjunto de la ciudad, Bicycle Coalition of Greater Philadelphia, the National Association of City Transportation Officials, y PeopleForBikes; y se celebrará el próximo mes de junio. “La ciudad de Filadelfia tiene el compromiso de asegurar acceso equitativo a todo nuestro sistema de Indego bike share y a todas las modalidades de transporte”, aseguró Clarena Tolson, encargada de transportes e infrastructuras en la ciudad. “Bike share tiene el potencial de transformar la movilidad, mejorar la salud y aumentar el acceso a oportunidades. Tan solo puede desarrollarse todo su potencial si consigue alcanzar a gente de todas las demografías e ingresos”. Un deseo que, a buen seguro, también comparten los habitantes de aquellas áreas donde aún esperan la llegada de Indego. ■

Declive económico más problemático que ‘gentrification’

U

n nuevo reporte realizado por The Pew Charitable Trusts analizó los cambios demográficos y de ingresos en los barrios de Filadelfia, enfocándose en el fenómeno “gentrification”. El término ‘gentrification’ —que deriva de la palabra “burguesía” (grupo social constituido por personas de la clase media acomodada.)— ha sido utilizado para describir una gran variedad de maneras en las que las personas con dinero ingresan en los vecindarios más pobres de la clase trabajadora, cambiando su tejido económico y demográfico. “Nuestro objetivo con este análisis fue determinar la incidencia de la elitización en Filadelfia y presentarla en un contexto de formas distintas de transformación en los barrios”, dijo Larry Eichel, director de iniciativas de investigación del Pew en Filadelfia. Los investigadores aclararon que el reporte identificó específicamente como zonas afectadas por “gentrification” a aquellas áreas que contaban con una población predominantemente de bajos ingresos y que ahora cuenta con residentes de ingresos significativamente mayores. Según la investigación, en un periodo de 14 años, entre el año 2000 y 2014, 15 de las 372 áreas residenciales de la ciudad fueron afectadas por esta problemática. Gran parte de estas zonas están localizadas en el sur de Filadelfia o al norte de Center City. Esto incluye el área de Graduate Hospital, Passyunk Square, Northern Liberties, Pennsport, Roxborough, y los barrios alrededor de Temple University. El cambio más dramático se registró en la zona de Graduate Hospital. La población afroamericana de la zona se redujo de 7.793 en el año 2000 a 3.450 en 2014, mientras que el número de residentes blancos se triplicó durante ese periodo. Sin embargo, el mayor cambio registrado fue el del declive económico. El informe reporta que alrededor de 164 áreas experimentaron una disminución significativa en los ingresos medios, ya que el número estimado de residentes de Filadelfia que viven en la pobreza aumentó a más de 60.000 personas.

De 372 zonas residenciales en la ciudad, 15 fueron afectadas por elitización entre los años 2000 y 2014, de acuerdo al estudio basado en ingresos por vivienda. El ingreso medio de los hogares se redujo en 164 zonas, más de 10 veces las zonas afectadas por elitización. No hubo un cambio significativo de ingresos en 171 de las zonas. “Los datos indican que según nuestra medición del fenómeno de ‘gentrification’, este fue una parte relativamente pequeña de la historia cambiante de los barrios de la ciudad. Sin embargo, lo que ocurre en las áreas que están siendo afectadas por la elitización, o están en proceso de ser afectadas, puede tener un impacto significativo en las comunidades”, agregó Eichel. Las zonas que fueron identificadas cumplieron con las siguientes características: Un ingreso promedio relativamente bajo en el año 2000. La investigación estableció como punto de partida $53.992, que era el 80 por ciento de la media regional de $67.490 en dólares ajustados a la inflación.

El ingreso medio tenía que haber aumentado al menos un 10 por ciento en dólares ajustados a la inflación del año 2000 al 2014, un periodo en el que ingreso medio general de la ciudad disminuyó un 10 por ciento. El ingreso medio de los hogares superó en 2014 la media local de $37.460. El estudio no incluye información sobre las áreas que fueron afectadas por la elitización antes del año 2000 o que han cambiado durante los últimos dos años. pesar de que las nubes amenazaban sobre la oficina central del School District of Philadelphia headquarters en 440 Broad, estudiantes y profesores se congregaron el pasado martes 18 de mayo frente a este edificio para protestar en apoyo al estudiante Brian Burney. Estudiante junior en Ben Franklin High School y miembro de Philadelphia Student Union (Sindicato de Estudiantes de Filadelfia), Burney aseguró que fue agredido por un miembro de la policía escolar cuando trataba de usar los baños en su colegio. En una declaración facilitada por el sindicato se detalla que el incidente tuvo lugar cuando Burney salió de clase para utilizar los baños y se percató de que tanto los lavabos del cuarto como del tercer piso estaban

cerrados. En el tercer piso, el oficial de policía escolar Jeffrey Machiocha explicó a Burney que necesitaba un pase para poder usar el baño. Ambos comenzaron a discutir y Burney tiró una naranja contra la pared. Poco después y según explica el sindicato, Burney fue agarrado del cuello por el oficial. Sin embargo, el portavoz de School District Fernando Gallard declaró a Philly.com que fue “claramente una maniobra de detención y no de ahogamiento”. Gallard también aseguró a Philly.com que la naranja que Burney arrojó contra la pared impactó en la cabeza del oficial. El sindicato estudiantil discute esa versión. La conferencia de prensa celebrada el pasado martes reunió a representantes de Philadelphians Organized to Witness Empower and Rebuild (POWER), al reverendo Mark Tyler de la iglesia Mother Bethel AME y a la reverendo Leslie Callahan de la iglesia de St. Paul’s Baptist Church. Jitu Brown, director nacional de Journey for Justice Alliance, viajó desde Chicago para hablar en apoyo a Burney; mientras que Kesi Foster, de Urban Youth Collaborative, se trasladó desde Nueva York. “Estoy muy contento de estar aquí, con Philadelphia Student Union, representando a muchos de los empleados miembro de la Philadelphia Federation of Teachers (Federación de Profesores de Filadelfia)”, dijo Jerry Jordan, presidente de la Federación. “Es inaceptable escuchar a un estudiante decir que tiene miedo en el colegio. Es inadmisible que uno de nuestros niños sienta miedo de ir al colegio, cuando debería de ser un lugar en el que aprender”.

Jordan añadió lo felices que fueron sus días en la escuela pública de Filadelfia y que así debería serlo para todos los estudiantes en la actualidad, reiterando hasta en tres ocasiones la necesidad de que todos los estudiantes de los colegios de Filadelfia sean tratados con “dignidad”. Tras el incidente con el oficial Machiocha, Burney fue diagnosticado con una contusión por los médicos del Children’s Hospital of Philadelphia. Machiocha ha sido trasladado mientras el distrito investiga las alegaciones de agresión a un estudiante, según Philly.com. “Cuando oigo a un joven llamado Brian en uno de nuestros institutos decir que ‘no podía respirar’ por un ahogamiento por parte de un oficial de policía… no bajo nuestro mando”, aseguró la concejal Helen Gym. “Quiero dejar claro que el Concejo de la Ciudad de Filadelfia se muestra contrario al uso de cualquier fuerza excesiva o innecesaria en nuestros colegios. Nos tomamos este asunto como una cuestión de derechos civiles y humanos. Definitivamente nos mantendremos firmes y nos aseguraremos de las cosas cambian para nuestros jóvenes”. Por su parte, el joven Burney quiso agredecer el apoyo a todos los presentes en la protesta. “Significa mucho que a la gente le importe. No puedo realmente expresarme porque siento que voy a llorar. Pero gracias por caminar con nosotros en esta lucha ”. n

Aprendiendo de Colombia

U

no de los primeros libros teóricos que leí en la universidad fue Learning from Las Vegas por Robert Venturi y Denise Scott Brown. Como a veces sucede en Filadelfia, estos renombrados arquitectos han sido prácticamente ignorados en su propia ciudad. También yo pensaba que Las Vegas no era un lugar común para aprender, como Colombia le puede parecer a los viajeros contemporáneos. De hecho, tenemos mucho que aprender de

Colombia. Bogotá, arraigada entre Los Andes a una altitud de 8.600 pies, es una metrópolis enorme de más de ocho millones de habitantes. El día que yo llegué, el recorrido desde el aeropuerto NEWS.com/OPINION El Dorado hasta el centro de la ciudad estaba lleno de tráfico, aunque el chófer nos aseguró que teníamos suerte porque no había trancón, como ellos dicen. Una manera en la que se solucionan los problemas de tráfico en Bogotá es restringiendo los coches de acuerdo con el número de la matrícula; los números pares circulan en ciertos días y los impares en otros. Afortunadamente, no hay desajuste de horario al viajar a Colombia, es bastante con el soroche o el mal de altura. Muchas de las calles de la Zona Rosa, el barrio de clase alta donde estábamos alojados, se han convertido en zonas peatonales con magníficos restaurantes, boutiques y centros comerciales. Las zonas residenciales de la ciudad están clasificadas en seis niveles económicos. La mayoría de los ciudadanos prefieren vivir en las zonas 3-4, porque la luz, el agua y otros servicios públicos son más económicos que en las zonas ricas 5-6. En Colombia se acepta que las clases sociales altas subsidien a las clases más pobres. A partir del final oficial de la violencia en 1984, cuando las Fuerzas Revolucionarias de Colombia (FARC) firmaron el primer acorde de paz, Colombia ha invertido millones de pesos en la infraestructura del país. Las carreteras principales desde Armenia a Medellín, a través de los fértiles valles de la región cafetera, son mayormente de última hora. Medellín es la ciudad más innovadora de las que visité, posiblemente porque es la que más reconstrucción necesitaba. El narcotráfico, dirigido por Pablo Escobar, causó mucha violencia y pobreza. El centro de la ciudad todavía está rodeado de comunas muy pobres, comunidades arraigadas en las afueras de la ciudad. La comuna 13 es ejemplar por ser de las más afectadas. El gobierno municipal ha construido allí seis escaleras automáticas cubiertas por unos elegantes doseles de color naranja. Una ventaja de Medellín es que siempre tiene un clima primaveral de unos 70 grados. Los residentes de la comuna 13 han pintado murales artísticos en las paredes parecidos a los del Mural Arts Program en Filadelfia. Medellín también tiene

un sistema de transportes moderno, incluyendo un funicular, que les permite a sus ciudadanos trasladarse al centro urbano. Ahora la gente más pobre tiene acceso a mejores trabajos en esta asombrosa metrópolis. Como sucede en otras partes de Colombia, el crimen en Medellín ha bajado marcadamente. Existen muchas iniciativas para crear seguridad en sus ciudadanos. Por ejemplo, hay conexión de Internet en las plazas públicas y un sistema de cabinas telefónicas con el emblema de Mejores Juntos que se pueden usar si se necesita ayuda. La ciudad está floreciendo con nuevas universidades, museos, bibliotecas, teatros y centros deportivos. Mi última destinación fue Cartagena de Indias en la costa caribeña, una Ciudad Patrimonio de la Humanidad, conocida por la belleza de sus edificios coloniales. Recuerdo Cartagena en España, donde nací. Estas dos ciudades son similares, con sus acogedores puertos y sus fuertes brisas marinas. El ser española crea situaciones interesantes al viajar por Latinoamérica; en países como Perú, por ejemplo, noto una hostilidad de siglos cuando hablo con mi acento castellano. Yo había oído que en Colombia se habla el español más lindo del mundo y después de mi visita, tengo que confesar que es así. Inclusive la gente joven se expresa tradicional y formalmente. Pongo por caso a Ileana, una joven a quien conocí en el metro de Medellín. Aunque no parecía tener más de veinte años, ya era madre de cuatro hijas. Estaba estudiando el último semestre de Educación Española en la universidad. Cuando me despedí de ella, yo ya había aprendido la lección y le dije en el estilo correcto colombiano: ¡qué Dios te bendiga! ■

l precandidato demócrata Bernie Sanders pidió a sus compañeros en el Senado que se opongan a la legislación presentada en la Cámara de Representantes de EE.UU. la semana pasada que establecería una junta para supervisar al Gobierno de Puerto Rico en la gestión de la crisis financiera y la deuda. “Tenemos una opción importante que tomar”, señaló Sanders en un comunicado en el que se reproduce parte de una carta que envió a los senadores demócratas en la que subraya que hay que elegir entre alinearse con el pueblo puertorriqueño o con Wall Street y los ultraconservadores del Tea Party del partido republicano. Según Sanders, el proyecto de ley de la Cámara HR 5278, presentado por la mayoría republicana, “empeoraría la terrible situación” al exigir al Gobierno de Puerto Rico que presentara un plan fiscal ante una junta de supervisión no elegida democráticamente compuesta por siete miembros, cuya mayoría serán elegidos por el liderazgo republicano. La junta de supervisión, apunta Sanders, estaría facultada para dictar su propio plan fiscal para reducir el presupuesto, bajar las pensiones, aumentar impuestos, privatizar y vender activos públicos y trabajar en la reestructuración de la deuda sin la aprobación del Gobierno democráticamente elegido de Puerto Rico. El político estadounidense asegura que en lugar de responder a las necesidades de los puertorriqueños, la legislación exige que cualquier reestructuración de la deuda de Puerto Rico sea “en el mejor interés de los acreedores”. solo 29 centavos de dólar generando un beneficio del 34 por ciento mientras el presupuesto para los niños con hambre en Puerto Rico se recorta”, resaltó Sanders. Por todo ello, instó a sus colegas demócratas a trabajar junto a él en una alternativa al HR 5278 “que proteja los intereses de las personas en Puerto Rico, los trabajadores, los ancianos, los niños, los enfermos y no solo a los fondos buitres de Wall Street”. Para ayudar a la isla, Sanders propuso otorgar a Puerto Rico la misma autoridad concedida a los municipios de EE.UU. para reestructurar su deuda bajo la supervisión de un tribunal de quiebras. Sanders también pidió a la Reserva federal que proporcione préstamos a las corporaciones públicas de la isla para sanear sus finanzas y que compre nuevos bonos para facilitar una reestructuración ordenada de una deuda que ronda los $70.000 millones. El precandidato demócrata subrayó además que Puerto Rico requiere tiempo para el crecimiento de su economía, la creación de empleo y ampliar su base tributaria. “Ha llegado el momento de que la Reserva federal y el Departamento del Tesoro busquen soluciones para ayudar a los 3,5 millones de ciudadanos estadounidenses de Puerto Rico como lo hicieron en el rescate de las instituciones financieras más grandes de este país en 2008”, resaltó Sanders. Concluyó diciendo que debe dejar de tratarse a Puerto Rico como una colonia y comenzar “a tratar a los ciudadanos estadounidenses de la isla con el respeto y la dignidad que se merecen durante este difícil periodo”. La pasada semana fue presentado en el Congreso de EE.UU. el proyecto HR 5278 o Ley de Supervisión, Administración y Estabilidad Económica de Puerto Rico, que establece la creación de una junta de control fiscal sobre el Gobierno de Puerto Rico para tratar el asunto de la deuda, que el Ejecutivo local ha reconocido que no puede pagar. n

¿Merecen los demócratas el voto de las minorías?

maginemos que Hillary Clinton gana la presidencia en noviembre, porque su adversario, Donald Trump, es tan desagradable que los afroamericanos, latinos, asiático-americanos— y otros grupos a los que Trump insultó— van a las urnas en manadas. ¿Y después qué? A pesar de todo lo que se habló sobre la manera en que el partido republicano alienó a las minorías. ¿qué tienen los demócratas para ofrecerles en términos de un compromiso con el elector a largo plazo? Observemos qué ocurrió cuando Clinton —cuyo esposo cosechó comentarios de prensa negativos, el mes paREAD IN sado, por censurar a los manifestantes de Black Lives Matter, ENGLISH que la interrumpieron— se detuvo en la zona este de Los ÁnNEWS.com/OPINION geles para el Cinco de Mayo. Según el sitio web Fusion.net, la gente estaba de entrada alterada —había policía con equipo antidisturbios, a caballo y en helicópteros, para manjear a lo que se estimó que eran 1.000 manifestantes presentes. Y el grupo de ocho mariachis con que se presentó Clinton hizo que la gente estallara. Jasmin Pacheco estaba allí para enfrentar a Clinton sobre sus comentarios de junio de 2014, en que apoyó la deportación de menores no-acompañados de América Central. Pacheco dijo a Fusion: “Estaba nerviosa, pero entonces vi a los mariachis y me enojé más. Ella estaba haciendo demagogia”. El breve discurso de Clinton, que casi exclusivamente se centró en la demagogia de Trump en lo referente a la inmigración, aumentó la percepción de demagogia hacia los latinos de Clinton. Se espera que uno golpee a su adversario en un punto flaco. Pero limitar un breve discurso a un tema en el que lo único que puede decir es que por lo menos ella no es como su adversario, indica un pobre entendimiento del desafío que le espera. Una reciente encuesta de electores latinos realizada por America’s Voice/Latino Decisions, mostró por enésima vez, que cuando se pregunta a los latinos cuáles son las prioridades que el próximo presidente y el Congreso deben abordar, indican los puestos de trabajo, la economía y el desempleo por encima de todo. Por supuesto, no hay duda de que la inmigración es un tema importante y personal para la gran mayoría de los latinos. Según esa encuesta, el 35 por ciento de los latinos conoce a alguna persona que fue detenida por motivos migratorios o que fue deportada, y el 57 por ciento tiene un amigo, familiar o compañero de trabajo que reside en Estados Unidos de forma indocumentada. Pero el hecho interesante que expresó este grupo particu-

lar de electores registrados es el siguiente: Cuando se les preguntó por qué estaban motivados para votar en la elección de 2016, el 41 por ciento dijo que por votar en contra de Trump. Sólo el 16 por ciento dijo que sentía entusiasmo por votar por Clinton y el 13 por ciento, por Bernie Sanders. La falta de entusiasmo por los demócratas no es sólo una característica latina. En un análisis de marzo sobre el futuro del partido demócrata, Ryan Lizza, de The New Yorker, citó a Michael Render, el rapero conocido como Killer Mike, que ha participado en la campaña de Sanders, señalando que sus amigos perdieron toda fe en la política electoral: “Su mantra es ‘No formes parte del proceso político para nada. Está guiando a nuestra pueblo a una casa en llamas’”. Los demócratas, en su mayor parte, son perdonados por las comunidades de color, que no han tenido muchas opciones aparte de apoyar a los únicos candidatos que no se refieren específicamente a ellos como terroristas, gorrones, aprovechados del sistema de bienestar social y/o inmigrantes “ilegales”. Pero no puede decirse que eso sea la creación de un compromiso a largo plazo con los electores ni una estrategia de lealtad. La cuestión es que aún cuando el 42 por ciento de los electores latinos encuestados dijo que creía que el partido republicano se había vuelto hostil hacia los latinos en años recientes, nadie dejó de notar que entre los candidatos a la nominación republicana hubo dos hispanos. Algunos políticos se dan cuenta de que pueden sobrevivir alienando a las minorías —que no van a las urnas en números que reflejan su población— para lograr objetivos a corto plazo. Pero a medida que pasan los años, no podrá evitarse un destino demográfico que exigirá que los representantes de ambos partidos no sólo respeten a los electores de minorías sino que los promuevan en sus filas, los contraten para puestos clave en sus campañas y gobiernos, y encaren sus inquietudes específicas. Dentro de poco, ser el mal menor no será una estrategia que ayude a los demócratas a mantenerse en puestos de poder. La cuestión es: ¿Comenzarán finalmente a hallar la manera de conectarse realmente con electores de color o seguirán simplemente contando con que los hiperbólicos republicanos los conviertan en la única opción? ■

From the beginning, AL DÍA has been an organization bumping against Goliaths, and mostly avoiding them.

A

L DÍA is one of the few corporations, born in the ‘hood in Philadelphia, that has survived and thrived, going from a one-man operation on Fifth Street to a sizable company on Market Street. In our short history of only 23 years, we have been challenged all the way, like any other company growing up. But our energy and spirit has allowed us to bounce back and move on to face the debacle and turn our defeats into great lessons learned. We have endured injuries and bear scars from several attempts against our organization, physical, financial and legal. We learned it all, and after the blows we have remained committed, toughen up by natural and providential resilience. The latest attack has come from the operators of the largest newspaper in town, all the way on the other side of Market Street. Next month, we will go to court again to battle for our hard earned financial resour-

ces, as these operators —not the Philadelphia Foundation institute that now owns them— decided to file an ill-advised and baseless legal claim against us, which we have tried to settle through expensive lawyers— to no avail so far. They have attacked with lawyers, and last Summer they took the liberty to do it via one their most boisterous columnists. This gentleman decided to run an opinion piece against us under this alarming headline: “AL DÍA dodges the law,” which people didn’t see because it was quickly removed over the weekend by the editor of the Phillynews.com website after we called it out. We preserved a snapshot, though, just in case. In a city of lawyers, ready to litigate over technicalities or for the big buck’s sake — not for the truth— we remain convinced the gentleman’s approach goes farther and direct diplomacy is best. Regardless, we will survive this one as well, for sure. ■

AL DÍA es una de las pocas corporaciones, nacidas en el barrio de Filadelfia, que ha sobrevivido y prosperado, pasando de una operación de una sola persona en 5th Street a una empresa de tamaño considerable en Market Street. En nuestra corta historia, de solo 23 años, hemos sido desafiados en todo momento, como cualquier otra empresa en crecimiento. Pero nuestra energía y espíritu nos ha permitido recuperarnos y seguir adelante para hacer frente a la debacle y convertir nuestras derrotas en grandes lecciones aprendidas. Hemos sufrido lesiones y portado cicatrices de varios atentados en contra de nuestra organización, de manera física, financiera y legalmente. Hemos aprendido de todo esto y tras los golpes, permanecido comprometidos, endurecidos por una resistencia natural y providencial. El último ataque vino por parte de los operadores del periódico más grande de la ciudad, al otro lado de Market Street. El próximo mes, iremos a la corte para luchar por nuestros recursos financieros ganados con el sudor de nuestra frente, ya que estos operado-

res —no la fundación que hoy los opera Philadelphia Foundation Institute— decidieron presentar contra nosotros un reclamo legal desacertado y sin fundamento, que hemos tratado de resolver vía abogados costosos— en vano hasta el momento. Han atacado con abogados, y el verano pasado se tomaron la libertad de hacerlo a través de uno de sus columnistas más ruidosos. Este caballero decidió publicar un artículo de opinión en contra de nosotros bajo este titular alarmante: “AL DÍA esquiva la ley”, que la gente no pudo ver porque fue eliminado rápidamente durante el fin de semana por el editor de Phillynews.com tras haberles llamado la atención. Hemos conservado una instantánea, sin embargo, por si acaso. En una ciudad de abogados, listos para litigar sobre aspectos técnicos o por el bien de grandes sumas de dinero —no por la verdad— permanecemos convencidos de que el enfoque del caballero va más allá y la diplomacia directa es mejor. De igual manera, vamos a sobrevivir esta ocasión también, eso seguro. ■

Humillación y privaciones en ley para Puerto Rico

ROMESA. Hasta las iniciales del proyecto de ley de la Cámara de Representantes dirigido a resolver el problema de la deuda de Puerto Rico, parecen una burla del Congreso a los 3,5 millones de ciudadanos americanos que habitan la isla. Lo que el “Puerto Rico Oversight, Management and Economic Security Act” promete en realidad es únicamente más humillación y mayores privaciones para el sufrido pueblo puertorriqueño. No es sorprendente. Después de todo, rara vez un poder imperial ha tratado a una colonia con respeto, para no hablar de justicia. Llámenla como más les guste — ‘commonwealth’, estado libre asociado o cualquier otro eufemismo que se les ocurra— pero una colonia, la nombren como la nombren, sigue siendo una colonia. Y en este caso, Puerto Rico es la colonia más antigua del mundo. Aunque la lógica indica que si Puerto Rico es una posesión de EE.UU. su deuda de $72,000 millones debe pertenecerle al amo, Washington no tiene la menor intención de actuar en consecuencia. La crisis de Puerto Rico ha dejado toda-

os niños de la tribu Lakota nacían con ‘delirium tremens’; fuertes convulsiones sacudían a los recién nacidos al cortar el cordón umbilical mientras la habitación se impregnaba de un putrefacto olor a vino. Los sobrevivientes jamás serían niños normales: cerebros sin capacidad de retención, sin sentido común. Ataques, espina dorsal desviada, dentadura doble, ojos vacíos, quijada abierta; habían estado sumergidos durante nueve meses en el seno de la madre en una placenta saturada de licor. Aunque las trágicas consecuencias del alcoholismo en mujeres embarazadas ya eran evidentes hace cientos de años, se desconocía la relación entre alcohol y deformaciones fetales. La tribu Lakota conoció el alcohol, que llamaría ‘agua mágica’, a través de cazadores europeos. El ‘elixir milagroso’ producía una efervescencia superior a la experimentada en la Hanbleceya, ritual religioso tradicional de los Lakota que producía alucinaciones después de muchas horas de danza continua bajo el sol. La Hanbleceya se iniciaba en la pubertad; el Lakota permanecía varios días en soledad en el bosque sin ningún utensilio, arma o provisión para alimentarse o protegerse de los elementos. Creía que en estado de consciencia profunda producida por el temor, el ayuno y la sed, le sería revelado el rol que debería desempeñar en la comunidad: la iluminación sobre el sentido de su propia vida.

vía más en claro que, mientras la isla sea una colonia, Washington no tomará ninguna acción para proteger los intereses de los puertorriqueños, aunque estos sean ciudadanos de Estados Unidos desde 1917. La legislación sitúa a la isla bajo el control de una junta de control financiero nombrada por el gobierno federal cuya función primordial no será ayudar a Puerto Rico, sino servir como una agencia de cobros para los fondos buitres. Los siete miembros de la autoridad que se creará serán designados por el presidente de EE.UU. Ninguno tendrá que rendirle cuentas al gobierno de Puerto Rico. “La Junta Fiscal, con poderes tan extraordinarios, no hace otra cosa que recrear, en el teatro económico, la invasión del 1898... Son millones de personas flotando en el mar sin tener a quién acudir ni quién defienda sus intereses como pueblo”, afirmó la escritora y editora Marilyn Pérez-Cotto, residente en San Juan. “Esto mismo pasó en la Guerra Hispanoamericana”. Como alguien comentara en Facebook, “La Autoridad PROMESA será goberna-

dor, banquero, juez, jurado y prestamista. Manejará toda la economía puertorriqueña y no tendrá que dar cuentas a nadie en la isla. Le dirá al gobierno de Puerto Rico cuándo saltar y cuán alto. Contraerá deudas, gastará dinero de cualquier manera que crea conveniente, y les pasará la cuenta a los puertorriqueños para que sean ellos quienes la paguen”. Los puertorriqueños no pueden —ni deben— pagar esa cuenta. Casi increíblemente PROMESA rebajará el salario mínimo de $7.25 a $4.25 la hora. La reducción se aplica a todos los trabajadores jóvenes entre los 20 y los 24 años cada vez que comiencen un nuevo empleo. “Alguien necesita explicarle al Comité de Recursos Naturales de la Cámara que eso no es ‘desarrollo económico’”, ha dicho Nelson Denis, autor del libro War Against All Puerto Ricans. “Es esclavitud y huele a racismo”. “¿La solución? La independencia siempre ha sido la única solución”, afirmó Pérez-Cotto. Más claro ni el agua.n

La tribu adoptó la conducta escandalosa e irracional de los cazadores europeos. El alcohol fue pervirtiendo a los indígenas: hombres, mujeres y niños. Mientras que la Hanbleceya había resuelto para ellos durante siglos la contradicción de la existencia humana, el alcohol aumentaba la confusión de la vida al romper la delicada red de deberes y costumbres ancestrales. Cayeron por tierra las cuatro virtudes cardinales de los Lakota: generosidad, valentía, fortaleza e integridad moral. Fueron substituidas por el juego, el robo y la prostitución. Eran comunes los suicidios, asesinatos, violaciones. Se hizo frecuente la desintegración familiar, la miseria, y la dependencia. El alcohol diezmaba a los indígenas en la misma proporción que la viruela: 19 morían de cada 20. Años después, totalmente derrotados por el ‘agua mágica’, fueron recluidos en las llamadas Reservaciones, que para su estilo de vida seminómada fue devastador. El ocio y las enormes cantidades disponibles de licor sofocaron la vida cultural y espiritual de los Lakota. Los hombres engendraban a sus hijos en estado de ebriedad. La leche de los biberones de los bebés era mezclada con alcohol “para que se durmieran”. Las niñas jugaban a que “se emborrachaban los papás”, reproduciendo escenas de violencia con las muñecas. Las mujeres se pasaban mejor las molestias del embarazo bebiendo. Habían olvidado el tradicional sagrado deber de la mater-

nidad: cuidar con esmero la semilla de la vida, fecundada en el centro mismo del ser, milagro supremo de la Creación. Olvidaron también el Ritual de la Fecundidad: “Yo recibo tus semillas en mí y velaré porque nada les falte para germinar. Cuidaré mi mente, mi cuerpo y mi espíritu, las envolveré con amor y esperanza. Tus semillas de amor seguirán germinando, generación tras generación. Yo las recibo. Sí.” El polvo ha cubierto esas páginas trágicas de la historia, pero las terribles consecuencias perduran en los infortunados descendientes de los Lakota. Las estadísticas revelan que la tragedia del alcoholismo continúa: millones de hijos de alcohólicos nacen marcados por el FAS (Síndrome de Alcoholismo Fetal). Pudiera justificar a los Lakota el hecho de que ignoraban la relación entre alcohol y deformación fetal, pero en la Era de la Informática no hay excusa que puedan ofrecer los padres para engendrar hijos en estado de ebriedad. No hay excusa para que una futura madre tome una o dos copas cuando conoce de antemano que cada gota de alcohol será almacenada en su cuerpo en la placenta y causará daños irreversibles a las células de su bebé en gestación. Alcohol, drogas, tabaco: substancias teratógenas (del griego terrado y genes, “hacer monstruos”). uando Sylvester Mobley volvió a casa tras su servicio en Irak, quería encontrar una manera de impactar significativamente a la ciudad de Filadelfia. Al inicio realmente no sabía cuál sería el impacto, pero al observar los problemas de diversidad en el área de tecnología, algo se

hizo evidente. La mayoría de personas en la industria no se parecían a él ni provenían del mismo sitio que él. “Cuando realmente quise entender por qué había tanta falta de diversidad en la industria tecnológica, uno de los aspectos a los que regresaba una y otra vez era la educación”, dijo Mobley. Antes de ser parte de la Guardia Nacional del Ejército, Mobley estuvo en la Reserva de la Fuerza Aérea dónde se convirtió en especialista de sistemas de conmutación criptográfica de la red informática. Mobley contaba con capacitación y experiencia técnica, y también asistió a la Universidad de Temple donde obtuvo su licenciatura en finanzas. Con lo que aprendió y recopiló mientras estuvo en la Fuerza Aérea y el conocimiento y habilidades adicionales READ IN que obtuvo en Temple, ENGLISH Mobley pudo volver a FiNEWS.com/OPINION ladelfia con una idea en mente: crear una oportunidad para jóvenes de barrios desfavorecidos de Filadelfia, con la que pudieran aprender habilidades técnicas valiosas que les permitieran tener más oportunidades en la actual era digital. “Cuando volví a casa de Irak y lancé “Coded by Kids” (Codificado por niños), al inicio era básicamente yo solo en este centro recreativo (Marian Anderson) con un niño que asistía los sábados, a quien le enseñaba desarrollo para la web”, dijo Mobley. “Honestamente así fue por un tiempo hasta que empezamos a atraer a más niños, y conforme más llegaban, se llegó al punto en el que yo no daba abasto solo para enseñar a todos”. Mobley hizo un llamado a la comunidad tecnológica de Filadelfia preguntando por personas que estuvieran interesadas en ayudarlo con su nuevo proyecto. Su petición fue bien re-

cibida y varios miembros empezaron a dar su apoyo. Con el transcurso del tiempo, “Coded by Kids” comenzó a crecer y después de un tiempo Mobley se encontró trabajando con más de un estudiante. Durante el último año escolar, las clases sumaban 90 estudiantes por semana. “Si uno piensa en la educación informática que recibe un estudiante promedio en las escuelas actualmente, no es suficiente para que ellos puedan ingresar a la industria tecnológica, debido a los recortes presupuestarios y a la falta de experiencia de los maestros y otro montón de cosas”, dijo Mobley. “La clase de informática promedio en una escuela instruye a los jóvenes a aprender mecanografía y a abrir y guardar un documento, por lo que realmente no están aprendiendo nada sustancial. Ni siquiera en las escuelas en las que intentan ir más allá de esos elementos básicos”. Según la perspectiva de Mobley, la mayoría de maestros a quienes se les pide que enseñen y preparen clases sobre conocimientos de informática en las escuelas de Filadelfia no son de la comunidad tecnológica. Agregó que este factor deja a los instructores que no cuentan con la educación necesaria, crear planes de estudio en los que adivinan qué es importante y que no es importante, a la hora de impartir clases. “No pueden preparar correctamente a los jóvenes”, dijo Mobley. “Cuando me di cuenta que este era uno de los mayores problemas en

Si “Coded by Kids” pudiera centrar su enfoque en una sola meta, Mobley declaró que sería “asegurar que estudiantes que se gradúan de escuelas en barrios desfavorecidos de la ciudad reciban al menos la educación tecnológica que se merecen”. Y que de esta manera no se les pueda contratar por no contar con las habilidades necesarias.

IMPACTÁNDO LA VIDA DE LOS ESTUDIANTES

PARA PODER DESARROLLA EL PROGRAMA, MOBLEY hizo un llamado a miembros de la comunidad tecnológica local.

En la clase de los jueves de “Coded by Kids”, que se imparte en el Centro Recreativo Marian Anderson, el tamaño varía pero eso no impide que Mobley y su pequeño equipo de voluntarios continúen con la agenda del día. Sin duda es impresionante ver a niños de diferentes procedencias y escuelas del área trabajar juntos en los proyectos basados en la web y aprender sobre codificación. el proceso. El rango de edad de los estudiantes varía. Algunos que tienen solo seis años trabajan en proyectos que incluyen HTML y CSS. Otros, de edad un poco mayor, avanzan más rápidamente y pasan de un proyecto a otro. “No creo en absoluto que todo niño deba convertirse en programador. Creo que esa aseveración es poco realista”, dijo Mobley. “Pero al darle a cada joven acceso a programas como este, ahora todo niño que quiera ser programador cuenta con la oportunidad de serlo y con la habilidad para aprovecharlo”. De repente, Cassandra “Cassie” Ramírez King entra al salón y los jóvenes la saludan con mucha emoción. Algunos le dan abrazos, unos más cortos que otros, mientras que varios le sonríen desde sus computadoras. Conforme saluda a cada niño, Ramirez King mete su mano a un bolso y empieza a distribuir bolsas pequeñas de dulces a cada uno. Con un distrito escolar corto de fondos, las posibilidades de que estudiantes como a los que Mobley enseña reciban cualquier clase de educación en informática, que vaya más allá de lo básico son muy pocas. Durante muchos años, las escuelas han tenido que hacer frente a decisiones frecuentemente impopulares sobre la reducción de costos, la necesidad de asesores, enfermeras y otros útiles adecuados. En los meses que siguieron, conforme “Coded by Kids” se enfocó en reunir a más voluntarios, Ramirez King se convirtió en su coordinadora. De acuerdo con ella, los voluntarios deben contar con una mezcla de habilidades muy específicas. No solo deben ser personas que disfruten compartiendo el tiempo con niños, pero también comprendan que muchos de ellos provienen de hogares con dificultades. “Además, uno tiene que saber cómo codificar


y realmente hay un grupo muy pequeño de personas que saben hacerlo” dijo Ramirez King. “Encontrar una representación minoritaria dentro del campo es aún más difícil, ese fue el esfuerzo en el momento en que Sylvester comenzaba a buscar el apoyo de organizaciones, el gobierno, entre otros. Ha llegado lejos, pero ese fue nuestro inicio”. Originaria de Puerto Rico, Ramirez señaló que no estuvo muy expuesta a la tecnología hasta que llegó a Estados Unidos. Es una desarrolladora autodidacta y observa la falta de educación tecnológica entre latinos, latinas y otros, en terminos de acceso y oportunidades. “Esto es crítico, realmente crítico para el futuro de esta ciudad, para el futuro de nuestro sistema educativo”, dijo Ramirez King.

MIRANDO HACIA EL FUTURO

Según Mobley, encontrar un sitio para impartir el programa fue más sencillo de lo esperado. Dijo estar agradecido con el líder del centro recreativo por creer en él y en la misión que quiere desarrollar. Agregó que aunque fue muy difícil encontrar otros centros recreativos en donde los líderes fueran tan receptivos, una gran parte de lo que Mobley quiere hacer ahora es expandir “Coded by Kids” a otros espacios de la ciudad. Ramirez King espera que, cuando las piezas se coloquen en su lugar, “Coded by Kids” pueda llegar a la comunidad latina, particularmente a las niñas latinas, una causa particularmente importante para ella. Ashezi Ekpaji, cuyo hijo de seis años asiste a la clase de los sábados por la mañana, supo de Mobley y “Coded by Kids” por medio de su madre, quien le sugirió el programa. En general, Ekpaji considera que el involucramiento de su hijo en el programa ha beneficiado a su creatividad y capacidad para resolver problemas. “Pueden desarrollar algo creado por ellos mismos que es original”, dijo Ekpaji. “Empiezan de desde cero. También lo ayudan con su conocimiento de informática y también a enfocarse”. A pesar de que a esta edad el nivel de atención varía en muchos niveles, a una edad muy temprana, los estudiantes están aprendiendo conceptos que van mucho más allá de sus conocimientos básicos de informática, según Mobley. “Aunque estos niños decidan que nunca serán programadores, aún así entrarán al mundo [profesional] con conocimientos de informática realmente avanzados”, dijo Mobley. “Uno de los mayores problemas con la brecha digital es que las personas sencillamente no cuentan con los conocimientos para usar una computadora e Internet. Estos niños ahora cuentan con conocimientos para usar computadoras, y pueden aprovechar estos conocimientos para tener un efecto positivo en sus vidas”. n

Un poco antes de las 8:00 p.m., la cuenta atrás acabó y se hizo la magia sobre la pasarela improvisada (por segundo año consecutivo) en una de las salas de la Barnes Foundation. Los estudiantes de Moore College of Art & Design presentaron sus creaciones en la edición 2016 del Fashion Show bautizado “A Genre of Her Own: Mirroring Picasso”, en honor al pintor español y a la exhibición organizada por la Barnes Foundation “Picasso: The Great War”. Las creaciones de la clase junior, englobadas dentro de la categoría ‘athleisure’, fueron las encargadas de inaugurar READ IN este desfile anual. DieciENGLISH séis estudiantes particiNEWS.com/OPINION paron en el diseño y la elaboración de una colección bautizada “Rapid Response.” La segunda parte del show estuvo reservada a siete estudiantes de segundo año, quienes presentaron la colección “Wild Garden”, elaborada con elementos y tejidos de inspiración deportiva. Por último, la parte central del desfile acogió la presentación de las colecciones de los 20 estudiantes que se gradúan este año y que recurrieron a fuentes de inspiración tan dispares como el latex, la naturaleza, el estilo gótico victoriano o la guerra de los habitantes de una ciudad contra las palomas. En el caso de Maria Elena Robles, lo que inspiró el desarrollo de su colección fue el mundo

de los tatuajes. Así, “Atrevida”, como ha bautizado a su primer set de prendas, está compuesta por piezas en negro cuidadosamente decoradas por bordados que simulan tatuajes y que se funden con transparencias elegantemente colocadas. Además del arte de pintar la piel, Robles explica que lo que realmente inspiró su colección fueron las prácticas de verano que realizó junto a Manuel, el fundador de Manuel American Design. Robles, que creció en Camden, NJ, asegura que supo que lo suyo era el diseño de moda a la tierna edad de 12 años. “Crecí en una cultura mexicana tradicional por lo que la creatividad siempre ha estado alrededor de mí. Mis tías siempre estaban haciendo artesanía e incluso cuando veía a mi madre hacer tortillas con sus manos sabía que esa era mi pasión, crear cosas con las manos. El diseño de moda me ha dado la libertad de expresarme a través de tejidos”.

Por ello, decidió comenzar sus estudios de diseño de moda en Moore College of Art & Design, donde asegura entró en contacto con un gran número de aspectos del sector, como la tecnología a través de la iniciativa FabLab con la que cuenta esta escuela de Filadelfia. “Siento que llegué a Moore con una idea de lo que quería hacer en mi vida pero se ha expandido mi pensamiento. Me ayudaron un montón, por ejemplo a mejorar mi autoestima y a mejorar mi estilo”. Un aspecto al que también contribuyó su familia, según reconoce. “Estoy muy agradecida a mi familia por ayudarme y apoyarme en mi carrera. Incluso sabiendo que es muy competitivo siempre han sabido que era capaz de llevar a cabo mis metas”. En la actualidad, su objetivo es adquirir experiencia en los Estados Unidos, algo que considera necesario a la hora de llevar a cabo su meta a largo plazo: “ir a México y tratar de hacerme un nombre allí”. ■

s el fin de un ciclo pero no el final para los jóvenes estudiantes de la antigua escuela Fairhill Elementary School, una de las 23 instituciones públicas que cerró en 2013 a causa de los recortes en el presupuesto del distrito escolar. “No solo es un lote baldío, es un nuestro hogar”, dijo el estudiante Jacob Rodríguez, quien forma parte del grupo ‘Bobcats’, conformado por antiguos estudiantes de Fairhill.

Desde la clausura de su escuela, el grupo de estudiantes se unió para formar parte del proyecto “reForm”, concebido por el artista visual puertorriqueño Pepón Osorio, e inspirado en el edificio clausurado de dicha escuela. “Ser parte de este proyecto nos ayudó a alzar la voz. Algunos de mis colegas han estado en el Distrito Escolar de Filadelfia presentado nuestro proyecto, expresando cómo nos ha afectado la clausura de nuestra escuela”, dijo Rodríguez.

La instalación se mantuvo abierta en Tyler School of Art, en Temple University, desde finales de agosto y hasta la semana pasada. Durante este tiempo, miembros de la Comisión de Reforma Escolar (SRC) y otros funcionarios públicos visitaron la exhibición con el fin de continuar un diálogo con la comunidad. “Creo que el distrito escolar observó los cierres de las escuelas de una manera muy pragmática. Pero hay un elemento humano en esta situación que afecta al futuro de estos estudiantes”, dijo Osorio el año pasado. Aunque Rodríguez no cree que haya habido ningúna solución real a los múltiples problemas que aquejan a la escuelas públicas de Filadelfia, el estudiante agregó que el grupo logró un impulso importante en la conversación. “Me da mucho gusto poder haber contribuido en este proyecto. Lo veo como un sacrificio, pero como un sacrificio muy bueno. Vamos a continuar siendo parte de un grupo en el futuro”, concluyó. ■

e podría pensar que escribir correctamente el nombre en la camiseta de un jugador es la norma. Sin embargo una nueva campaña en las Grandes Ligas de Béisbol (MLB) quiere ir un poco más lejos. Recientemente, el primera base de los Dodgers, Adrián González, comenzó a alentar a jugadores latinos de béisbol de las grandes ligas a agregar el acento ortográfico en sus respectivos apellidos. La campaña #ponleacento se ha hecho popular en el universo de Twitter, apoyada por la MLB, con el propósito de promover la importancia de los latinos en este deporte. Otro jugador de los Dodgers, Enríque Hernández, también tuiteó su camiseta mostrando el acento en su apellido. Este tipo de campaña no es nueva en el deporte, pero cuando alrededor del 30 por ciento de los jugadores son latinos, y los cinco principales países de la MLB (después de Estados Unidos) se localizan en América Latina, uno pensaría que esto se puede convertir en más que una idea.
