L
a migración es algo más que una mudanza de un país a otro. Es una fractura en la vida familiar de quienes deciden dejarlo todo atrás por un futuro diferente. Pero esa fractura, por muy profunda que sea, no es una ruptura completa ni definitiva. Es más bien una cuestión elástica, como una elipsis suspendida en el tiempo, que quiebra -pero mantiene unido- el tejido familiar. “¿Cuándo volveremos a vernos?”. Ese es el gran interrogante en todo caso. Es la pregunta que se asoma a los ojos de quienes se van y de los que se quedan. Dice el refrán que “si Mahoma no va a la montaña, la montaña va a Mahoma”, y eso fue exactamente lo que hicieron 19 abuelos del Estado de Puebla, en México, que hace tres semanas cogieron sus maletas y emprendieron camino hacia Filadelfia para volver a ver a sus hijos. Los 19 adultos mayores lo hicieron con visa de turista en mano. Llegaron a Filadelfia para sujetar las caras de sus hijos y conocer a sus nietos. La última vez que hicieron algo semejante fue hace mucho tiempo, 14 años el que menos, 26 años los que más. El reencuentro sucedió en el marco del programa Raíces de Puebla –del gobierno de ese estado mexicano, con el acompañamiento del gobierno federal y la embajada de Estados Unidos en ese país–, que facilita el trámite de visas y tiquetes aéreos para que cientos de abuelos mayores puedan visitar a sus familias en Estados Unidos.

Juan Pacio Grande y María Catalina Tepoz son una de las parejas afortunadas. Tuvieron siete hijos. Seis viven en el sur de Filadelfia, solo la mayor permanece con ellos en Santa

Isabel Cholula, un municipio humilde en el que viven poco más de 8.000 personas; la mayoría en situación de pobreza. Su hija, Avelina, se fue del pueblo cuando tenía 17 años. “Nunca olvido ese día cuando dejé a mi madre en el patio de la casa”, cuenta. Doña María Catalina tampoco lo olvida. Una nostalgia de 26 años sin ver a su hija le inunda los ojos. Lo mismo le sucede a María del Carmen Bautista y Victoriano Marcos, ambos septuagenarios, ambos de San Andrés Calpan, un pueblito pequeño en las faldas de los volcanes Izztacciuatl y Popocatépetl. Llegaron para encontrarse con sus hijos, entre ellos Candelaria y María de Lourdes. A la primera no la veían hacía 20 años, a la segunda, hacía 5. Preguntado sobre cómo es la migración para el que se queda, don Victoriano responde con resignación: “Poco a poco se va haciendo uno la idea de que cada quien tiene que ir haciendo su vida, y contra eso pues no hay nada que hacer”. Candelaria no encuentra las palabras que puedan describir la emoción de tener a sus viejos en Filadelfia. Llora al recordar la última vez que los vio, seguramente no tan arrugaditos como están ahora. Candelaria llegó a Filadelfia a los 29 años. Hoy, aunque asegura que todavía le gustaría volver, sabe que sus raíces están más cerca del Italian Market que del Popocatépetl: tiene tres hijos y a su esposo, con quienes tiene una vida por delante en este país. Doña Paz es una mujer de mirada penetrante. Su cara está cruzada por surcos que revelan una vida atravesada por la escasez. “Yo sentí que algo se me arrancó del corazón y ahí me quedé llorando”, recuerda como si fuera ayer el día que Martha y Margarita –sus dos hijas– se fueron del pueblo. De eso hace ya 19 años. Martha, que llegó muy joven a Filadelfia, dice que su sueño es “regresar a mi país, a mi pueblo, que mi hija sea mayor de edad e irme con ella a dar una vuelta por México”. Ojalá lo logre, aunque el clima político no sopla a su favor. A doña Paz, Filadelfia le parece que “está muy bonito”. Pero la abundancia gringa no le nubla los sentidos, sabe que la riqueza de los pobres es la honradez y el amor por sus familias. “Le pido a diosito que les dé fuerza a mis hijas para que trabajen y sobrevivan hasta cuando ellas digan ‘¡ya me voy!’. Allá las esperamos”. La reunión de estas familias cerró por un momento la brecha que abrió el tiempo. A la sorpresa de verse de frente y reconocerse en las arrugas del otro, la siguió la confirmación de que el amor estira más que el tiempo. Ojalá nadie tuviera que separarse de nadie por necesidad económica. Ojalá dios les siga prestando vida a estos abuelos para que puedan regresar cuantas veces quieran ahora que tienen sus visas de turistas. Ojalá sus hijos no tuvieran que esperar una reforma migratoria cada vez más lejana que el mismo Popocatépetl. *** El pasado martes, la alcaldía de Filadelfia organizó con Casa de Puebla y el Consulado de México, una ceremonia de despedida de los 19 abuelos visitantes. Al borde de una Reforma Fiscal Titulares, amenazas, miedos y apoyo republicano han rodeado la famosa reforma fiscal que tanto demanda el presidente Trump. Con su aprobación, los republicanos logran finalmente la primera victoria legislativa del presidente. YAMILY HABIB

l pasado jueves el Senado de Estados Unidos aprobó un presupuesto de 4 billones de dólares para el año fiscal 2018, asegurando que se ha abierto el camino para la reforma fiscal que tanto anhela el presidente Trump. Pero muy pocos entienden de qué se trata esta reforma y cómo nos podría afectar como ciudadanos estadounidenses. Empecemos por lo más básico: El Congreso estadounidense es un sistema legislativo bicameral, es decir, que contiene dos grupos (cámaras) de legisladores: el Senado y la Cámara de Representantes. Todos los legisladores son elegidos mediante elección directa, pero existen algunas vacantes en el Senado que pueden ser completadas por nominación gubernamental. El Congreso tiene 535 miembros, que pueden votar a favor o en contra de nuevas leyes y medidas legislativas, de los cuales 435 forman parte de la Cámara y 100 del Senado. Según la Constitución de Estados Unidos, tanto la Cámara de Representantes como el Senado son “entidades iguales” en el proceso legislativo, y ninguna ley puede ser aprobada sin el consentimiento de ambos organismos. Sin embargo, cada uno de ellos tiene misiones distintas: el Senado ratifica tratados y aprueba designaciones presidenciales, mientras la Cámara inicia proyectos de recaudación de ingresos. Donald Trump llegó al gobierno con una mayoría importante dentro del Senado, con 52 escaños republicanos (versus 46 demócratas y 2 independientes). También cuenta con una mayoría republicana dentro de la Cámara, con 241 de los 435 escaños (194 son demócratas). que el gobierno de Trump –respaldado por los republicanos– quisiera impulsar, no debería encontrar demasiados obstáculos. Este, sin embargo, no ha sido el caso. Frente a la necesidad urgente de derogar la estructura de la administración Obama, el presidente Trump ha hecho todo lo posible por rescindir primero la reforma sanitaria, conocida como Obamacare, e impulsar una nueva reforma fiscal, haciendo eco de su promesa electoral de construir una “América mejor”. Los desencuentros dentro del mismo partido Republicano no le han favorecido demasiado en derogar la primera. Pero la reforma fiscal, por el contrario, parece ir viento en popa.
UNA PROMESA INCOMPRENSIBLE
El pasado mes de julio, los miembros del GOP desvelaron su proyecto presupuestal para el 2018 ante la Cámara de Representantes, exponiendo su meta última de reformar el sistema fiscal estadounidense. Tras doce horas de debate, el plan –bajo el título de Building a Better America– fue aprobado, autorizando entonces su paso al Senado para ser sometido de nuevo a votación. El proyecto propone equilibrar el presupuesto federal al recortar los gastos y reformar el gobierno, con la promesa de “lograr un crecimiento exponencial de la economía”. Según reportaba CNN en el momento, “el presupuesto del 2018 sería un vehículo para cambiar los impuestos. De la misma manera que plantearon en su programa derogar Obamacare en el presupuesto del 2017, los dirigen-

tes del GOP están utilizando una herramienta presupuestaria denominada ‘reconciliación’ para aprobar la legislación fiscal en el Senado con una mayoría simple”. Y eso fue, precisamente, lo que sucedió el pasado jueves 19 de octubre. Como reportó el Washington Post, el Senado aprobó el presupuesto republicano, permitiendo al GOP utilizar una maniobra de procedimiento para aprobar la legislación fiscal a través del Senado con 50 o más votos, despejando la necesidad de cualquier tipo de apoyo por parte de los senadores demócratas. Y es que los republicanos no pueden recortar impuestos sin primero lograr aprobar la resolución presupuestaria, y es por ello que todos sus esfuerzos se han centrado en lograr que esto sea lo primero en ser aprobado. Al mismo tiempo, y como continúa el Post, al acordar un “recorte fiscal masivo”, los republicanos del Senado han desplazado oficialmente al partido lejos de su “meta prometida” de asegurar que el “proyecto fiscal no aumentaría el déficit”. “La Casa Blanca y los republicanos de la Cámara habían prometido que los recortes fiscales se compensarían con los ingresos provenientes de la eliminación de ciertas deducciones, pero esa no es ya la meta del GOP. Por el contrario, han abandonado la ortodoxia tradicional del partido frente a la reducción del déficit y están buscando una victoria política tras meses de frustraciones en Capitol Hill”.
EL OBJETIVO REAL ES…
El gobierno propone equilibrar el presupuesto para la próxima década, recortando cientos de miles de millones en gastos obligatorios (gastos en programas exigidos por la ley actual). Este tipo de recorte afectaría gravemente a la ciudadanía que depende de esos fondos. Por ejemplo, con respecto a los programas obligatorios la reforma republicana plantea que: “En áreas como la salud, la seguridad, la regulación medioambiental, la educación, el desarrollo de la fuerza trabajadora y el transporte, ponemos el gasto federal en un presupuesto y empoderamos los estados, que están mejor capacitados para abordar las necesidades individuales de sus ciudadanos y comunidades”. Para ello, tanto el presidente como los Republicanos en el Congreso esperan aprobar un paquete de recortes fiscales a corporaciones, empresas pequeñas y particulares antes del mes de enero, argumentando que los recortes “impulsarán el crecimiento económico de Estados Unidos, el empleo y las ganancias”. Ante la pregunta que nos hacemos todos sobre el origen de todo este dinero, la respuesta ya la dio en su día el representante principal demócrata en el Comité de Presupuesto de la Cámara, John Yarmuth: “Si usted está escuchando esto y no es millonario, probablemente venga de su bolsillo”. n Para más noticias nacionales visite nuestra web

l envío de dinero al extranjero es una práctica que muchos de nosotros tenemos como habitual. Se trata de una acción que llevamos a cabo mensualmente e incluso a veces semanalmente. Es el llamado envío de remesas. Un hábito tan común para los inmigrantes que viven en Estados Unidos, que ha llegado a suponer una importante fuente de ingresos para sus países de origen, alcanzando en algunos casos el 21% del PIB del país receptor. Familias enteras que esperan la llegada del montante para poder hacer frente a los pagos. Estudiantes que dependen del dinero que les envían sus padres y multitud de gente mayor para los este supone el único ingreso. Las remesas no solo son un negocio para algunos, que imponen sus comisiones muchas veces abusivas a un servicio que debería ser más considerado, sino que además suponen una importante ayuda para aquellos que reciben el dinero en lugares del mundo menos beneficiados. Desde su creación, las remesas han sido en su mayoría enviadas desde los países más evolucionados tecnológicamente y con menor tasa de desempleo. No le sorprenderá saber que Estados Unidos ostenta el título del país desde el que se genera un mayor número de transacciones. Estos datos incluyen bajo el término remesas las todas las transferencias personales en efectivo o en especie realizadas entre individuos residentes y no residentes en el país. Pero además, bajo los datos de remesas se incluye también el pago de los empleados en fronteras, estaciones, etc. Un dato que no se suele tomar en cuenta pero que engloba los sueldos de aquellas personas que se encuentran empleadas en un país en el que no residen y/o aquellas personas que están empleadas por entidades no residentes, como podría ser el caso de los trabajadores a distancia. La suma de todos estos datos supone las cifras que maneja el Banco Mundial.

Ante tal volumen de tráfico monetario, podremos deducir la inteligencia de algunos agentes para intentar sacar partido de ello. Actualmente la mayoría de los envíos se siguen realizando a través de los negocios tradicionales de transferencia de dinero. De esta manera, el usuario puede comprar bitcoins con dólares desde Filadelfia y cambiarlos en México a pesos mexicanos. Esta acción que inicialmente puede parecer complicada se puede llevar a cabo a través de sencillas aplicaciones como ABRA. l próximo 7 de noviembre, Filadelfia acudirá a las urnas con el fin de elegir a nueve jueces de la Corte de Primera Instancia del Condado (Court of Common Pleas), dos para la Corte Municipal, el controlador y el o la fiscal distrital. Uno de los cargos más taquilleros es precisamente el último. No solo porque, con un presupuesto de $36 millones y una planta de 600 funcionarios, la Fiscalía Distrital de Filadelfia es el órgano procesal más grande de Pensilvania (investiga más de 50.000 casos anuales), también porque es visto como un trampolín para saltar a la arena política –o a la cárcel, en el caso de Seth Williams–. Beth Grossman (republicana) y Larry Krasner (demócrata) son los llamados a protagonizar esta carrera que algunos comparan con la pelea entre David y Goliath, por aquello de que Filadelfia es una ciudad de mayorías demócratas y el cargo tradicionalmente ha estado bajo control del partido azul. De Grossman hay que decir que tiene experiencia. Ha sido fiscal durante los últimos 21 años, tiempo en el que no solo ha investigado delitos y procesado a criminales; también en el que ha tenido la oportunidad de forjar una carrera ejecutiva al frente de la Public Nuisance Task Force, una fuerza que entre otras está a

PORTADA cargo de realizar los polémicos operativos de Civil Asset Forfeiture (incautación de bienes civiles involucrados en la comisión de delitos). Grossman afirma haber sido demócrata hasta hace algunos años, cuando empezó a ver que cada vez más funcionarios demócratas terminaban en problemas con la justicia por temas de corrupcón. Fue así como decidió de cambiar de partido y así “contribuir con equilibrar el poder” en Filadelfia. Por su parte, Larry Krasner es otro cuento. Su oponente le critica el no saber lo que es ser fiscal (Krasner siempre ha ejercido como abogado defensor), sin embargo aunque carece de esa experiencia, eso no quiere decir que es un recién aparecido en la escena. Aunque es un outsider en el escenario político local, Larry Krasner se convirtió en el candidato demócrata sorpresa luego de liderar una campaña progresista en la que prometió impulsar una especie de revolución al interior de la Fiscalía. Consiguió la candidatura el pasado 16 de mayo cuando arrasó en las elecciones primarias demócratas con más de 58.000 votos (el 38 por ciento de los sufragios), pasando por encima de “pesos pesados” como Richard Negrin, Joe Khan y Michael Untermeyer. Con más de 25 años de ejercicio profesional
de la Fiscalía. Para hacerlo, propone realizar entrenamientos en la materia. “Si hay algo que no sea apropiado o ético sobre un una persona procesada, un caso en curso, un oficial de la policía... hay que reportarlo”, dice. A la cuestión ética, la candidata republicana le suma la necesidad de implementar una política de transparencia. “Creo que la sociedad debe poder ver nuestras estadísticas sobre a quiénes procesamos, qué casos son rechazados, cuáles son las características de los acusados y de las víctimas, el número de condenas que se logren”. Dentro de los cambios que Grossman espera desarrollar también está el asunto de la accesibilidad de comunidades inmigrantes que no hablan inglés. Según ella, “cuando la gente no tiene acceso en su idioma eso hace que le teman al sistema. Nosotros le prestamos un servicio a la gente y la gente debe saber cómo acceder a esos servicios”. Por su parte, Krasner afirma que todos sus objetivos se interrelacionan entre sí y que la mejor manera de articularlos es a través de un cambio cultural en la manera como los fiscales investigan y procesan los delitos en Filadelfia. “Un aspecto fundamental de ese cambio es entender que cuando uno hace un juramento para hacer justicia tiene que entenderla, no

CAMBIO EN LA FISCALÍA
Uno de los temas principales es cómo darle la vuelta a una institución tan desprestigiada y temida como la Fiscalía, cuyas últimas cabezas fueron el tristemente célebre Seth Williams -encarcelado por corrupción-, y Lynne Abraham que, con 108 penas de muertes en dos décadas, se convirtió en la cuarta fiscal más fatal de Estados Unidos, según el estudio America’s top 5 Deadliest Prosecutors, publicado por la Universidad de Harvard en junio del año pasado. Grossman –que viene de hacer escuela en el era Abraham– y Krasner saben que no solo hay que poner la casa en orden, sino también es necesario someterla a una reestructuración exhaustiva. en términos matemáticos de maximizar condenas, sino en términos de costos, beneficios y efectividad de esa labor”, afirma. Krasner se refiere a la implementación de una justicia quizá mucho más amplia que el alcance de las competencias del Fiscal Distrital; una justicia social que, sin embargo desde la Fiscalía, pasa por aplicar un enfoque humano que valore el contexto socioeconómico de los procesados, y alternativo, que mantenga al mayor número posible de personas fuera de las cárceles.
POBLACIÓN CARCELARIA
Cómo disminuir la población carcelaria de la ciudad es otro de los temas clave y urgentes de esta campaña. El sistema de justicia criminal de Filadelfia pone tras las rejas a más personas que el resto de las principales ciudades del país, y aunque la población carcelaria se redujo en casi un 20 por ciento –de 8.000 en julio de 2015 a 6.604 en junio de este año–, aún existen demasiadas cosas por hacer. En este aspecto, ambos candidatos coinciden en la necesidad de fortalecer e implementar más programas de alternatividad penal (lo que en inglés se llaman “diversion programs”). Por un lado, Krasner reconoce la importancia de mantener esfuerzos como los financiados por la Fundación MacArthur, que le donó 3,5
millones de dólares al condado para desarrollar programas de alternatividad penal que, según señala, ya han empezado a mostrar resultados, de la mano de la juez Marshal Neifield. En este punto, Grossman asegura que su “objetivo no es aumentar los encarcelamientos, sino reducirlos a las proporciones justas”. Dice que hay que implementar un enfoque preventivo y seguir implementando programas como los pre-arrest diversion, youth court programs y re-entry programs. “Prefiero eso, creo que con esos programas obtenemos más logros, especialmente con nuestra juventud, que es la población más vulnerable”. Por su parte, Krasner asegura que el sistema se encuentra colapsado por la cantidad de casos que se procesan y que son llevados ante un juez, casos que en muchos casos son delitos u ofensas menores, como la posesión dosis personales de marihuana. Insiste en la necesidad de aumentar la cantidad de casos que se envían a los programas alternativos para descongestionar las cortes, los jueces y a los mismos fiscales con lo cual se gana tiempo y espacio para que puedan hacerse cargo de investigar y juzgar casos de real importancia. Krasner afirma que aun cuando las normas
profundización de esas desigualdades. Muchas personas permanecen indefinidamente tras las rejas–sin juicio– en las cárceles de la ciudad por cuenta de que no tienen los recursos suficientes para pagar una fianza. Krasner no vacila en tildarlo como un “sistema terrible” que no solo mantiene a mucha gente pobre en prisión, sino que también le cuesta a los contribuyentes 135 dólares diarios por cada persona bajo custodia. Grossman afirma que es consciente de que en muchos casos el tema de la imposición y pagos de fianzas tiene un efecto directo en el crecimiento de la población carcelaria y “causa mucho daño a nivel familiar y de la sociedad”. Dice que estaría dispuesta a revisar caso por caso y buscar una reducción en las fianzas al mismo estilo que se está haciendo en New Jersey, donde se hace un cálculo y tasación de las fianzas según el riesgo que el acusado represente para la sociedad.
INMIGRANTES
En el país habitan hoy cerca de 11 millones de inmigrantes indocumentados, quienes sobreviven en medio de un clima de terror impuesto por el presidente Donald Trump y su fiscal general Jeff Sessions.
“Cuando uno hace un juramento para hacer justicia tiene que entenderla en términos de costos, beneficios y efectividad de esa labor” estatales para la formulación de sentencias son muy duras, eso no significa que fiscales y jueces estén obligados a seguirlas al pie de la letra, porque -destaca- “apenas sugieren lo que un grupo de legisladores piensa sobre lo que es una buena condena”. Señala que hay que tener en cuenta que “buena parte de esos legisladores vienen de lugares que se benefician financiera y políticamente del encarcelamiento masivo de filadelfianos en las cárceles del estado”. Para Krasner otra forma de reducir la población carcelaria del área metropolitana es reduciendo los tiempos de detención de personas que han sido capturadas “incluso por razones estúpidas como la presencia de cannabis en su sistema. Esa no es razón para que los contribuyentes de Filadelfia tengan que pagar 135 dólares diarios que les cuesta mantener a alguien bajo custodia”.
FIANZAS, UNA CONDENA ANTICIPADA
Filadelfia es una de las ciudades más pobres y desiguales de Estados Unidos. Los pobres aquí son mayoría y la mayoría de los pobres son afroamericanos y latinos. Para nadie es un secreto que el sistema de justicia criminal en Filadelfia ha funcionado en incontables casos como un instrumento de

Sin embargo expresa que en el tratamiento de la justicia siempre hay que evaluar la particularidad de cada caso y asegura que de resultar arrestado, un inmigrante indocumentado no enfrentaría a ICE en caso que sus delitos sean de menor importancia. Por su parte Krasner no vacila en cuestionar la arremetida antiinmigrante del Gobierno. no de los actos más memorables de este año en el Festival Internacional de Cine de San Sebastián, celebrado entre el 22 y 30 de septiembre en esta ciudad costera del norte de España, fue la asignación del Premio Donostia al actor, director y guionista argentino Ricardo Darín. Este premio reconoce la contribución de una vida dedicada al cine. En el caso de Darín, ya ha recibido más de veinte galardones, incluyendo el Cóndor de Plata (el Oscar argentino) cinco veces y un Goya (el Oscar español). Lina Paola Rodríguez, la directora del Festival Internacional de Cine en Cartagena de Indias, Colombia, uno de los más prestigiosos de Latinoamérica, fue parte oficial
del jurado de “Horizontes Latinos”. Para ella, las selecciones de este año fueron indicativas de la diversidad de temas sociales y políticos, de la fuerte presencia de mujeres detrás de la cámara y también de nuevos directores. En general Rodríguez comentó sobre el crecimiento en la industria cinematográfica latinoamericana. En Colombia, por ejemplo, “hace quince años se producían apenas una docena de largometrajes al año y actualmente estamos en los 45 títulos anuales” (Diario del Festival, 29 de septiembre, 2017). Otra iniciativa importante para incorporar al cine en la cultura latinoamericana fue fomentada por el Festival y el Instituto Nacional de Cine y Artes Audiovisuales de Argentina (INCAA). Varios estudiantes de secundaria de Ciudad de Mar del Plata en Argentina asistieron al Festival y presentaron tres cortos en los que habían colaborado. Fernando Sol, el director de la Diputación de Gipuzkoa, enfatizó la importancia de romper fronteras y la cooperación: “Ahora hablamos de un mundo único, donde todos tienen algo que dar y también algo que recibir” (Diario del Festival, 29 de septiembre, 2017). LA CORDILLERA / THE SUMMIT DIRIGIDA POR SANTIAGO MITRE
Asistir al Festival de Cine de San Sebastián es una experiencia única. La belleza de esta ciudad vasca, con su reconocida Playa de la Concha en el Mar Cantábrico y el Río Urumea que cruza sus bulevares, es ya en sí merecedora de una visita. Este año el tiempo fue soleado y caluroso casi todos los días, algo inusitado en esta región de España y en esta época del año. El Festival se celebró en el Palacio y Centro de Conferencias Kursaal, diseñado por el famoso arquitecto Rafael Moneo, con un auditorio para mil seiscientas personas. Sus estructuras metálicas son particularmente imponentes cuando se las ve en la distancia de la Playa Zurriola; una perspectiva ideal se da desde ¨La paloma de la paz¨ por Nestor Basterretxea, la gran escultura blanca que simboliza la tregua política existente ahora a través del País Vasco. Una cola interminable de gente se forma treinta minutos antes para entrar por la alfombra roja a las proyecciones de las películas que siempre empiezan puntualmente en un auditorio completamente lleno con una breve mención de los directores o los actores presentes. No se permite ni comida ni bebida, no hay anuncios ni tráileres, solamente silencio hasta que la pantalla se llena de vida. No he visto en mi vida un público más atento y dedicado. La cordillera / The Summit (2017) es el tercer largometraje de Santiago Mitre. Ricardo Darín interpreta el presidente argentino, Hernán Blanco, un hombre carismático e introspectivo que ganó las elecciones tan solo hace seis meses. La acción se centra en una cumbre de presidentes latinoamericanos que se están reuniendo en un resort remoto en los Andes de Chile a más de 10,000 pies de altura. Con la excepción de la primera secuencia, rodada en la Casa Rosada, la mansión presidencial en Buenos Aires, no se ve ninguna escena en la calle. La secuencia dentro del avión presidencial también fue rodada en el verdadero avión. El conflicto se presenta pronto en el argu-

mento. Se va a revelar un escándalo sobre el presidente y su hija Marina, interpretada eficazmente por Dolores Fonzi, está implicada. Este conflicto entre lo público y lo privado en la vida del presidente es el tema de la película. Aunque la hija tiene un papel importante, el público no sabe nada más de la vida personal del presidente. Se supone que está divorciado y se ve una ojeada de su vida amorosa en una breve escena sexual con una de sus asistentas, aunque no es la que más aparece en pantalla y la supuesta favorita, Luisa Cordero (Érica Rivas). Cuando comienza el filme el presidente argentino parece ser un padre devoto y cariñoso. En una entrevista con una periodista española (Elena Anaya) Blanco dice que él es un “hombre común”, pero cuando el filme termina, no sabemos si es un asesino, como su hija afirma bajo hipnosis. La actuación de Ricardo Darín es extraordinaria en este sutil papel. Aunque el filme está anunciado como un thriller, hay poca acción; la mayoría del suspense se revela a través del diálogo en un rico guión por Santiago Mitre. El aspecto político del argumento se centra
en la cumbre de los presidentes latinoamericanos que van a decidir sobre un acuerdo comercial. La secuencia cuando los líderes discuten por un buen puesto en la foto oficial nos recuerda a las reuniones políticas contemporáneas. A pesar de que Mitre afirma que no hay relación entre la situación política argentina, es fácil hacer paralelos con la situación política inclusive en la de los Estados Unidos. El poder corrompe y al mezclar lo personal con lo político solamente complica la situación más todavía. El título de la película en español merece análisis. Summit en inglés puede ser a la vez la cumbre de una montaña o una reunión política y es igual con la palabra “cumbre” en español. ¿Por qué entonces no usar esta palabra tan obvia y usar “cordillera”, la cual solamente significa montañas? Podría ser por el importante papel que los majestuosos Andes nevados tienen en el filme. Las tomas aéreas de las carreteras serpenteantes que llevan al hotel, fotografiadas por Javier Juliá, se repiten varias veces, sugiriendo que los motivos políticos son igualmente sinuosos. Hay otros ejemplos de un posible simbolismo: la presidenta chilena está herida en la mano derecha y lleva una venda; el cóndor vuela majestuosomente sobre los Andes, sobrepasando al águila norteamericana, puesto que los Estados Unidos manda a un oficial del Departamento de Estado de menor rango a la cumbre (representado eficazmente por Christian Slater). Los papeles del presidente mexicano (Daniel Giménez Chaco) y del brasileño (Leonardo Franco) son también poderosos en un gran reparto. La música compuesta por el famoso Alberto Iglesias es algo estridente en lo que es casi un film perfecto.

¿Quién en esta sala está enamorado?” Silencio. “¡Venga, no sean tímidos!” Se levantan finalmente algunas manos temblorosas y el poeta mexicano Mardonio Carballo, una de las voces más respetadas en la cultura indígena, se aclara la voz y recita entonces uno de sus poemas más conocidos ante un público emocionado que ha venido a escuchar su conferencia en Barcelona. Con su simpatía natural y una sonrisa permanente en el rostro, el conocido periodista y poeta indígena sabe ganarse la atención del público. “Hay que estar orgulloso no solo de nuestro pasado, de las piedras, sino de lo que somos”, dice Mardonio, que a parte de escritor es diputado de la Asamblea Constituyente de la Ciudad de México y está al frente de la Comisión que se encarga de defender los temas indígenas en esta cámara. Está convencido que en los próximos meses van a cosecharse los primeros frutos de la lucha por los derechos de los indígenas, una lucha que empezó en 1994, con el alzamiento armado de las guerrillas zapatistas, en Chiapas, donde la mayor parte de la población es de origen “maya”. “La revolución zapatista ayudó a mucha gente a salir del armario, a reconocer su identidad”, explica el poeta. Por eso, añade, a finales de los 90 los censos revelaron un auge de ciudadanos indígenas inscritos al censo. El año 1994 coincidió con la firma del tratado de libre comercio entre México y EEUU (el llamado NAFTA, por sus siglas en inglés, que ahora EEUU ha pedido renegociar) “que puso de manifiesto que una gran parte del pueblo no se estaba beneficiando del tratado. La noticia hizo retemblar a la opinión pública mexicana y desencadenó de inmediato un alud de críticas desde los más diversos sectores. “Nos dijeron que estábamos dividiendo a la izquierda”, recuerda el periodista, recordando el momento que anunciaron que la vocera del Concejo Indígena de Gobierno será María de Jesús Patricio Martínez, Marichuy, una mujer nahua y experta en medicina tradicional. “La verdad es que la izquierda en México habla de la pobreza sin matices, y no nos han tenido nunca en cuenta,” añade. Pero el futuro está cambiando: “la palabra tomó los adornos del viento”, dice, repitiendo uno de sus versos. “Los pueblos originarios van a ser la punta de lanza de un cambio, de un sismo. Vamos a acabar con el racismo exacerbado de la clase media”, dice. Y añade, burleta: “nos dicen, que bonita, que exótica, que poética, que ancestral suena tu lengua. Unidos por el arte La exposición “Maestros Modernos de América Latina” destaca la importancia del arte para unir a los pueblos, especialmente en una región binacional como la que forman San Diego (California) y Tijuana (México) y en el actual ambiente político-social en Estados Unidos. l Museo de Arte de San Diego acoge desde este fin de semana la exposición Maestros Modernos de América Latina, que reúne 101 obras de artistas como Rivera, Kalho, Lam y Botero con el fin de destacar el valor del diálogo entre culturas y acercar a los inmigrantes a sus raíces. Las obras de esta exposición única pertenecen a Juan Antonio Pérez Simón, un español que de niño emigró con su familia a México y hoy es uno de los principales empresarios del sector de telecomunicaciones, además de ser considerado uno de los más importantes coleccionistas privados de arte del mundo. Los pioneros del muralismo mexicano Diego Rivera, David Siqueiros y José Clemente Orozco, Frida Kahlo, Rufino Tamayo, Fernando Botero, José María Velasco, Pedro Figari, Félix González-Torres, Gunther Gerzso y Wilfredo Lam, entre otros, conforman esta muestra única. También están representados Roberto Matta, Alfredo Ramos Martínez, Alfredo Castañeda, Kazuya Sakai, Jesús Rafael Soto, Lino Eneas Spilimbergo y Joaquín Torres-García, entre otros. “Es un sinnúmero de artistas de lo mejor que se ha producido”, dijo Roxana Velásquez, directora del Museo de Arte de San Diego y curadora de esta exhibición que abrirá al público este sábado y permanecerá hasta marzo del próximo año. “Se ha dicho que el espíritu latinoamericano, que la fuerza creativa de esta área del subcontinente, se hace evidente ante piezas de este calibre”, añadió. “Maestros Modernos de América Latina: la Colección Pérez Simón”, forma parte del grupo de exposiciones de la iniciativa Pacific Standard Time: LA/ LA de la Fundación Getty, en la cual participan más de 70 instituciones culturales en el sur de California para poner en valor la influencia del arte latinoamericano. Para acompañar la exposición se ha creado un programa de conferencias, mesas redondas, talleres de arte y una mues-
tra de cine latinoamericano, que incluye también el proyecto multimedia interactivo para niños titulado Frida y yo. “Hay un orgullo que se crea al contemplar esta magnificencia, cuando uno está cerca de obras de esta calidad, de este color, de esta fuerza expresiva”, consideró Velásquez, historiadora del arte y anteriormente directora del Museo del Palacio de Bellas Artes en México (2007-2010). Si bien la colección privada de Pérez Simón es conocida por sus piezas de arte español, antiguos maestros, pintura victoriana o impresionismo, esta es la primera vez que ofrece la oportunidad de contemplar sus obras de casi todos los países de América Latina. “Espero que (esta exhibición de arte latinoamericano) despierte en sus visitantes el mismo deseo de ampliar su conocimiento del arte y que los méritos estéticos de la muestra ayuden a avanzar nuestra incansable búsqueda por la belleza”, expresó el reconocido coleccionista de arte en una declaración enviada. Las obras exhibidas son en su mayoría del siglo XX, aunque también abarcan los últimos años del siglo XIX y la primera década del siglo XXI. La exhibición explora la importancia del paisajismo en la formación de identidades nacionales, la influencia del simbolismo y el papel de América Latina en el desarrollo de un estilo internacional, entre otros aspectos. La idea es conjugar piezas que abarquen todos los lenguajes que se desarrollan en el siglo XX y que representen el alma y lo mejor que ha producido Latinoamérica en materia artística, enfatizó Velásquez. Una a una fueron llegando las obras al museo californiano provenientes de México, bajo un impecable resguardo, además de los permisos correspondientes, explicó la directora del museo. a vigésimo sexta edición del Festival de Cine de Filadelfia se estrenó el pasado jueves 19 de octubre en el tradicional teatro Prince (15 y Chestnut) con la proyección de ‘I, Tonya’, una película biográfica que retrasa la vida de la controversial patinadora en hielo Tonya Harding, campeona nacional en dos ocasiones y representante de los Estados Unidos en los juegos olímpicos de 1992 y 1994. Tonya Harding se dio a conocer por ser la primera patinadora estadounidense en lograr lo que en el mundo del patinaje se denomina como un “triple eje”, una difícil maniobra de tres giros en el aire antes de aterrizar sobre el hielo en la punta de un solo pie. Pero lo que verdaderamente la propulsó a la fama fue el escándalo que acabó con su carrera y que inauguró el fenómeno mediático que más tarde adquiriría proporciones desmesuradas en el caso de O.J. Simpson. Tras verse envuelta, indirectamente pero no sin responsabilidad, en el atentado que acaba con la rodilla rota de su compañera de equipo Nancy Kerrigan, Tonya se convierte en la primera figura del deporte mundial en caer en desgracia mientras los medios crean una suerte de reality show en torno a ella. La película no ignora que la vida de
Tonya ha estado evidentemente marcada por la tragedia. La narración está estructurada en tres partes, cada una dominada por la figura de turno que abusaba de la protagonista: primero su madre, luego su esposo y por último, el público estadounidense, siempre ávido de morbo, relamiéndose cada vez que un héroe escenifica su caída y los medios lo convierten en monstruo. Pero el tono de la narración está sin embargo mucho más cerca del humor que de lo trágico, un humor negro, es cierto, pero demasiado fácil y explícito como para no comprometer el lado doloroso de la narración. En últimas, el afán de hacer reír al público (no se entiende bien si de la heroína o con la heroína), trivializa una historia que a pesar de todo no deja de ser desgarradora. La actuación de Margot Robbie interpretando a Tonya sin duda dará mucho de qué hablar. La película hasta ahora ha sido presentada en festivales (se estrenó en Toronto en septiembre), y ya la crítica habla de una actuación digna de un Óscar. Robbie, cuya imagen cinematográfica, sobre todo a partir del ‘Lobo de Wall Street’, está asociada a la de la rubia elegante y fatal, se reinventa en el rol de una joven brusca y sin educación, altanera y masculina, opuesta en todo sentido a lo que se esperaba de una patinadora sobre hielo. Se trata, en el fondo, de una actuación que busca romper estereotipos, tanto el de Robbie en tanto que símbolo sexual, como el de Tonya en tanto que muchacha de pueblo sin nada que ofrecer. n
