Vanessa Velasquez’s origins are very similar to those of millions of immigrants who came to the United States in search of a better life. Her mother was pregnant when she came from Colombia. Vanessa was born in Vero Beach, Florida.

Amidst many circumstances and efforts, today she is a White House Fellow in the Department of the Navy. “I felt very empowered knowing that the daughter of a Colombian immigrant made it to the White House. My ancestors, not even in their wildest dreams, would have contemplated it”, she said in an interview with AL DÍA.

She studied in the International Business program at Mississippi State University as a decision to experience life outside Florida.

Vanessa’s journey has been hand in hand with the Hispanic Scholarship Fund (HSF). Growing up in an all-white neighborhood with no siblings, attending HSF conferences allowed her to meet other Latinos. That’s why she says that for her, “HSF is not about the money; it’s more about the community, the network and the ability to give back”.

She came out of college and had the opportunity to work as an operations intern at Amazon, and then moved into corporate. Then she was a global supply manager at Apple, particularly in sourcing iPhone components.

And then it was time for the White House fellowship, an opportunity presented to her by Fidel Vargas, President and CEO of HSF. It turned out to be a long process, even exposing his interests. On his list were the departments of Transportation, Labor and International Affairs.

Finally, someone explained to her how interesting it would be to be in the Department of the Navy and working alongside Secretary Carlos del Toro.

Vanessa has been there for over six months now and appreciates it, “It’s very

special to have someone who sees me and values me for who I am and thinks I have important things to contribute”.

TRAPPED FOREVER

This edition also features a report on the documentary Sansón y yo, which tells the story of a Mexican man sentenced to life imprisonment in the United States despite his innocence.

During the trial, Sansón Noé Andrade was interpreted by Mexican filmmaker Rodrigo Reyes, who was interested in telling what had happened to him.

“The situation in which he finds himself is very hard, he is behind a wall of many layers, not only physical but also psychological. It is an excessive sentence and so he tries to go through all that and take care of his family, his history and his integrity”, Reyes told AL DÍA

Los orígenes de Vanessa Velásquez son muy similares a los de millones de inmigrantes que llegaron a Estados Unidos para buscar unas mejores condiciones de vida. Su mamá vino de Colombia embarazada. Vanessa nació en Vero Beach, Florida.

En medio de muchas circunstancias y esfuerzos, hoy es becaria de la Casa Blanca en el Departamento de la Armada. “Me sentí muy poderosa al saber que la hija de una inmigrante colombiana llegó a la Casa Blanca. Mis antepasados, ni en sus sueños más salvajes, lo hubiesen contemplado”, dijo en una entrevista con AL DÍA.

Estudió en el programa de Negocios Internacionales de la Universidad Estatal de Mississippi (MSU) como una decisión para experimentar por fuera de Florida.

El camino que Vanessa recorre lo ha hecho de la mano del Fondo Hispano de Becas

(HSF). Como creció en un barrio de blancos y sin hermanos, asistir a las conferencias del HSF le permitió conocer a otros latinos. Por eso, dice que para ella “HSF no tiene nada que ver con el dinero; se trata más de la comunidad, la red y la capacidad de devolver”.

Salió de la universidad y tuvo la oportunidad de trabajar como becaria de operaciones en Amazon y luego pasó al área corporativa. Después fue directora de suministros globales en Apple, especialmente en el abastecimiento de componentes para el iPhone.

Y llegó el momento de la beca en la Casa Blanca, una oportunidad que le presentó Fidel Vargas, presidente y director general de HSF. Resultó un proceso largo, incluso expuso sus intereses. En su lista estaban los departamentos de Transporte, Trabajo y Asuntos Internacionales.

Finalmente, alguien le explicó lo interesante que resultaría estar en el Departamento de la Armada y trabajando junto al secretario Carlos del Toro.

Vanessa ya tiene más de seis meses allí y lo valora: “Es muy especial tener a alguien que me ve y me valora por lo que soy y piensa que tengo cosas importantes que aportar”.

ATRAPADO PARA SIEMPRE

En esta edición también se destaca el reportaje sobre el documental Sansón y yo, que cuenta la historia de un mexicano condenado a cadena perpetua en Estados Unidos pese a ser inocente.

Durante el juicio, Sansón Noé Andrade tuvo como intérprete al cineasta mexicano Rodrigo Reyes, un cineasta mexicano, quien se interesó por contar lo que le había ocurrido. “La situación en la que él se encuentra es durísima, está detrás de un muro de muchas capas, no solo físicas sino psicológicas. Es una sentencia desmesurada y entonces trata de atravesar todo eso y cuidar también de su familia, su historia y su integridad”, le contó Reyes a AL DÍA.

Since 2017, Congreso de Latinos Unidos has been led by Carolina DiGiorgio as its President & CEO.

Last month, she announced she would be stepping down from the role, effective March 10.

Her departure will mark the end of a 14-year tenure affiliated with the 45-year-old organization.

Congreso has reached new heights during her time at the helm of the organization.

GROWTH OF THE ORGANIZATION

DiGiorgio originally joined Congreso in 2009, as a member of its Board of Directors.

“I was immediately drawn to the mission,” DiGiorgio said in a statement.

Congreso’s mission focuses on five pillars — housing, education, workforce, health and parenting.

After serving 8 years on its board, when the organization was looking for a new President & CEO, DiGiorgio stood out from the pack and was named into the executive role and becoming its CEO in 2017.

Under her stewardship, Congreso has grown from a $17 million organization to a $25 million organization, serving as a go-to agency for the community’s most pressing needs.

“Throughout my years at Congreso, I have focused heavily on legal and business acumen, sophisticating the agency’s processes and operations, all with a human and employee-centered lens,” said DiGiorgio.

Her own background as an immigrant from Honduras has heavily influenced her compassion and approach toward this work. So, too, has her professional experience as an attorney and government leader.

Prior to Congreso, DiGiorgio worked as an attorney with Stradley Ronon, practicing banking, real estate, commercial finance and nonprofit organization. She was then named Director of Commerce for Montgomery County.

Her experiences in both stops prepared her for the new role — and the subsequent impact she was able to make.

POLITICS REBECCA RHYNHART WANTS TO RIGHT PHILLY

hen Rebecca Rhynhart won her City Controller race in 2017, it was one of two major upsets that year that would usher in a new era of progressive politics in Philadelphia.

Over the next five years, Rhynhart would create quite the buzz surrounding the office meant to be the city’s financial watchdog by calling out spending irregularities and auditing other subpart services offered by the government. It would often put her in clashes with the Mayor, but as she told AL DÍA in a recent interview, “I wouldn’t have been doing my job,” had it been any different.

“That’s doing what the taxpayers elected me to do,” Rhynhart continued, now as a 2023 Philly mayoral candidate.

The reason for her desired jump to the top office? Her time as Controller — while impactful — also came with its limits on what she could do.

“I laid out recommendations to chart a path forward, but that’s where my power ended as Controller. I couldn’t force the mayor to do anything,” Rhynhart said.

She said it in her campaign launch and has maintained the message ever since on the campaign trail.

At the outset, questions surfaced about Rhynhart’s ability to fundraise but she proved skeptics wrong when campaign finance reports in early February positioned her as a top fundraiser as a candidate without a deep pocket to begin with.

“A lot of house parties,” said Rhynhart of her approach, “like two, three, four house parties at night.”

In the meantime, she’s released her policy in phases, no different from other candidates. AL DÍA looked into some of the proposals and spoke with Rhynhart directly about them.

AN OPIOID CZAR

would operate separately from the managing director — to oversee the opioid crisis while also looking to tie loose ends and promote interdepartmental coordination.

“One of the things I’ve heard from different community and nonprofit partners in the Kensington area is that the city departments are not coordinated in their response,” said Rhynhart.

She believes the city’s departments, while productive, are disjointed.

A source close to the campaign said having rapid-entry beds to connect to treatment is part of Rhynhart’s plan to curb

curbside addiction instead of placing them on a waitlist. They added implementing a community responder team with representatives from relevant city departments as another peg in the solution.

She went on to provide the campaign’s proposed solutions for dealers, breaking up drug flow via raids while offering lower-level drug dealers “a way out of that lifestyle.”

PUBLIC SAFETY

To address gun violence, Rhynhart introduced a six-point plan that stems

Emmy Ruiz is living the American Dream.

Two-years ago, she accepted the opportunity of a lifetime and moved to D.C. to work in the White House under the Biden Administration as the Director of the Office of Political Strategy & Outreach and as of September 2022 — is an Assistant to the President himself.

She has spent a lifetime in advocacy and electoral efforts, leading winning presidential campaigns like that of President Barack Obama and others like that of Hillary Clinton. She’s also always made efforts to empower women and girls, the Latino community, and young voters along the way.

In an interview with Al DÍA, Ruiz opened up about her career in politics,

organizing and working with President Biden.

MEETING HILLARY CLINTON

The daughter of Mexican immigrants in Texas, Ruiz’s first foray into politics came after an encounter with then-presidential candidate Hillary Clinton at a Red Cross event in 2008. Not long after, Ruiz would apply for and get a field organizer job on Clinton’s campaign amid the Nevada Democratic Caucuses.

“It really did create a springboard for me, and in an unconventional way, that I had always been interested in politics and public service without really understanding how to get involved,” she said.

Ruiz helped lead a successful campaign that saw Clinton beat out Barack Obama in Nevada — but he would go on to win the Democratic nomination and presidency.

Later on in 2008, Ruiz served as the Young Democrats of America’s National Field Manager and in 2010, advised USAID’s Yes Youth Can effort focused on registering and mobilizing young voters in Kenya.

Ruiz then spent two years as the Texas Field Director for the Democratic National Committee and Field Director for Organizing for America in Nevada. She then took her winning ways to Obama’s 2012 reelection campaign.

Over the next 10 years, Ruiz would work on a number of advocacy campaigns across the country and Clinton’s second presidential campaign in 2016. She would also co-found her own LGBTQ+- and women-owned political consulting firm NEWCO Strategies, based in D.C.

Vanessa Velasquez’s mom immigrated from Colombia pregnant, dreaming about offering her daughter all the best opportunities. Velasquez was born and raised in Vero Beach, Florida, and was always very active. She grew up playing soccer, dancing ballet, doing theater, and volunteering in the community.

As an only child, it was–just Velasquez and her mom. She credits their strong relationship to her being an independent woman today. Her mom kept her busy so she would have as much exposure as possible to find her passion in life.

“My mom is my best friend, from whom I get inspiration and motivation,” Velasquez said.

Selected for the White House Fellowship, Velasquez now works for the U.S. Department of the Navy, something she would never have imagined. Fulfilling her dreams of helping others and making her mom proud, she has been striving towards this her whole life.

“It felt so powerful to know that the daughter of a Colombian immigrant made it to the White House,” she said. “My ancestors never in their wildest dreams would think about it.”

Her way into this role started a few years back when she attended Mississippi State University (MSU) as an undergraduate student. Constantly asked why she — a Latina — went to such a non-diverse environment, Velasquez explains it just felt right for her. She wanted to move out of Florida to experience new opportunities and found-out about the great international business program at MSU.

Although a challenging transition at first, as Velasquez thought she was ready to have full independence; she had to learn to adapt. To her surprise, people were open to learning about her culture and those ended up being the best five years of her life, as she describes it.

“Because I was so uncomfortable, it really pushed me to discover who I was at the core,” she said.

ENJOYING ALL OPPORTUNITIES

Velasquez is a Hispanic Scholarship Fund (HSF) recipient, and she credits the organization with being responsible for getting her where she is today.

Playing a special role in Velasquez’s life and career besides the financial help, HSF served as a guidance counselor for her. Growing up in an all-white neighborhood with no siblings, she didn’t have people who looked like her to learn from.

Attending HSF conferences allowed her to meet other successful Latinos who eventually became her

support system. Velasquez was finally in an environment where she felt she could truly and authentically be herself.

“For me, HSF isn’t about the money at all,” she said. “It’s more about the community, network and ability to give back.”

HSF President and CEO Fidel Vargas was the one to share a piece of advice that has stuck with Velasquez throughout her career: to always try new things — “you don’t know if you don’t like it until you try it.”

Under this mantra, she accepted an opportunity to work at Amazon as an intern of operations: a position she knew nothing about.

Fresh out of college and managing a team of 80 people — especially being a minority in the work environment — was a particularly challenging experience. She then transitioned to the company’s corporate headquarters, focusing on engagement with Hispanic businesses. In her portfolios, she generated over $20 million in revenue and led projects worth over $100 million. Velasquez also had a brief experience as Global Supply Manager at Apple helping manage sourcing components for the iPhone.

WHITE HOUSE FELLOWSHIP

Vargas was the one to introduce Velasquez to the fellowship opportunity. At the time, she was working in the private sector but was paying attention to the many events happening in the world — the COVID-19 pandemic, racial inequality, and conflicts.

“I just felt that I wanted to contribute more to the country and have the ability to be a public servant,” she said. “I’ve always felt that my purpose in life is to help other people.”

Applying and going through the fellowship process wasn’t easy. It involved uncountable interview sessions, essays, and a whole lot of getting to know herself.

A journey with a lot of self-doubts, but it allowed her to see all the possibilities of being in this country — something her mom had always worked for. Being accepted was an experience of a lifetime. She was able to give back not only to her family, but also to her community.

The Navy Department wasn’t her first option when she got into the program. She had placement interviews with other agencies and her major inter-

ests were the departments of transportation, international affairs, and labor.

It wasn’t until one of the other fellows brought to her attention the amazing experience she could be missing at the Navy that made her give it a try. Besides being one of the biggest budgets in the government, Velasquez realized she could learn valuable lessons working with Carlos Del Toro, Secretary of the U.S. Navy — a Cuban-American who has experience in the private sector as well.

Working in the position for over six months now, Velasquez has helped lead the education initiative related to the department. She has already traveled all over the U.S. and other countries and has participated in important conversations with major leaders of the nation.

“It’s something very special to have someone that sees and values me for who I am and thinks that I have important things to contribute,” she said about working with Del Toro.

BEING A LEADER

Velasquez has always wanted to be an advocate for those who don’t have a voice. At her past jobs, she would always be the one to help other Latina colleagues and ask for pay equality.

Precisely because she always makes sure to say she was raised by a single mother, Velasquez understands the importance of advocating for other women and helping them achieve their full potential.

Fulfilling a circle of Latinos helping Latinos, Velasquez’s mom was the one to offer her support and HSF to show her the path to success and now she assists others to do the same as an HSF mentor.

Another aspect of her passion for leadership is the ability to understand where different ideas come from.

Velasquez is grateful for the opportunities of living in Florida, Mississippi, Seattle, and now Washington D.C. They have allowed her to understand people’s perspectives — an indispensable characteristic to become a leader in this country, according to her.

“It [living in different parts of the country] made me a more empathetic leader and helped me understand how people work and how to bring people together from different spaces, communities, and cultures,” she added.

If something doesn’t work, that’s how you grow.

Seleccionada para la Beca de la Casa Blanca, trabaja ahora para el Departamento de la Armada de los Estados Unidos, algo que nunca habría imaginado. Cumplir su sueño de ayudar a los demás y hacer que su madre se sintiera orgullosa es algo por lo que ha luchado toda su vida. “Me sentí muy poderosa al saber que la hija de una inmigrante colombiana llegó a la Casa Blanca. Mis antepasados, ni en sus sueños más salvajes, lo hubiesen contemplado”, agrega.

Su camino hacia este papel empezó hace unos años, cuando asistía a la Universidad Estatal de Mississippi (MSU) como estudiante. A la pregunta constante de por qué ella, una latina, fue a un entorno tan poco diverso, Velásquez explica que simplemente le pareció lo correcto. Quería salir de Florida para experimentar nuevas oportunidades y se enteró de la existencia del magnífico programa de negocios internacionales de la MSU.

Aunque al principio la transición fue un reto, ya que pensaba que estaba preparada para ser completamente independiente, tuvo que aprender a adaptarse. Para su sorpresa, la gente estaba abierta a aprender sobre su cultura y terminaron siendo los mejores cinco años de su vida, como ella lo describe: “Me sentía tan incómoda, que eso me impulsó a descubrir quién era en el fondo”.

DISFRUTANDO DE TODAS LAS OPORTUNIDADES

Velásquez es beneficiaria del Fondo Hispano de Becas (HSF) y atribuye a la organización el mérito de haberla llevado hasta donde está hoy.

Además de la ayuda económica, el HSF ha desempeñado un papel especial en la vida y la carrera de Velásquez. Al crecer en un barrio exclusivamente blanco y sin hermanos, no tenía a nadie como ella de quien aprender. Asistir a las conferencias del HSF le permitió conocer a otros

latinos de éxito que acabaron convirtiéndose en su sistema de apoyo. Ella se encontraba, por fin, en un entorno en el que sentía que podía ser ella misma, de forma verdadera y auténtica. “Para mí, HSF no tiene nada que ver con el dinero; se trata más de la comunidad, la red y la capacidad de devolver”, indica.

El presidente y director general de HSF, Fidel Vargas, compartió un consejo que ha acompañado a Velásquez a lo largo de su carrera: probar siempre cosas nuevas. “No sabes si no te gusta hasta que lo pruebas”, agrega.

Bajo este mantra, aceptó una oportunidad para trabajar en Amazon como becaria de operaciones: un puesto del que no sabía nada.

Recién salida de la universidad, dirigió un equipo de 80 personas, una minoría en el entorno laboral, y fue una experiencia desafiante. Luego pasó a la sede corporativa de la empresa y se centró en el compromiso con las empresas hispanas. En sus carteras, generó más de 20 millones de dólares en ingresos y dirigió proyectos por más de 100 millones de dólares. Velásquez también tuvo una breve experiencia como directora de suministros globales en Apple, donde ayudó a gestionar el abastecimiento de componentes para el iPhone.

LA BECA DE LA CASA BLANCA

Vargas fue quien le presentó a Velásquez la oportunidad de la beca. Por aquel entonces, ella trabajaba en el sector privado, pero prestaba atención a los numerosos acontecimientos que se producían en el mundo: la pandemia de COVID-19, la desigualdad racial y los conflictos. “Simplemente sentí que quería contribuir más al país y tener la capacidad de ser una servidora pública. Siempre he sentido que mi propósito en la vida es ayudar a otras personas”, según recuerda.

Solicitar la beca y superar el proceso no fue fácil. Implicó innumerables entrevistas, redacciones y mucho trabajo para conocerse a sí misma. Fue un viaje con muchas dudas sobre sí, pero que le permitió ver todas las posibilidades de estar en este país, algo por lo que su madre siempre había trabajado. El Departamento de la Armada no fue su primera opción cuando entró en el programa. Tuvo entrevistas con otros organismos y sus principales intereses eran los departamentos de transporte, asuntos internacionales y trabajo.

No fue sino hasta que uno de los otros becarios le llamó la atención sobre la increíble experiencia que podría perderse de no entrar a la Armada, que le hizo darle una oportunidad. Además de tener uno de los mayores presupuestos del Gobierno, Velásquez se dio cuenta de que podía aprender valiosas lecciones trabajando con Carlos del Toro, secretario de la Marina de los Estados Unidos, un cubano-americano con experiencia en el sector privado.

Trabajando en el puesto desde hace más de seis meses, Velásquez ha ayudado a dirigir la iniciativa de educación relacionada con el departamento. Ya ha viajado por todo Estados Unidos y otros países y ha participado en importantes conversaciones con los principales líderes de la Nación. “Es muy especial tener a alguien que me ve y me valora por lo que soy y piensa que tengo cosas importantes que aportar”, dice sobre su trabajo con Del Toro.

SER UNA LÍDER

Velásquez siempre ha querido ser defensora de los que no tienen voz. En sus anteriores trabajos, era ella la que ayudaba a otras compañeras latinas y pedía igualdad salarial. Precisamente porque siempre se asegura de aclarar que fue criada por una madre soltera, Velásquez entiende la importancia de abogar por otras mujeres y ayudarlas a alcanzar todo su potencial.

Cumpliendo con el círculo de latinos que ayudan a latinos, su mamá y HSF le mostraron el camino al éxito. Ahora ella ayuda a otros para hacer lo mismo como mentora de HSF.

Otro aspecto de su pasión por el liderazgo es la capacidad de entender de dónde vienen las diferentes ideas.

Velásquez está agradecida por las oportunidades de vivir en Florida, Mississippi, Seattle y ahora Washington D.C. Le han permitido entender las perspectivas de la gente, una característica indispensable para convertirse en líder en este país, según ella. Vivir en distintas partes del país “me convirtió en una líder más empática y me ayudó a entender cómo funciona la gente y cómo reunir a personas de distintos espacios, comunidades y culturas”.

Anyone who knows his story would say he has misfortune in his DNA, but he is above all a survivor. Sansón Noé Andrade was born in Tecomán, an area of Central-Western Mexico, fertile not only for agricultural crops, but also for misery and organized crime.

In this town, one of the deadliest in the world, Sansón grew up in a family of fishermen. When he was a boy, along with his mother and two sisters, he mourned the death of his father, a womanizer who evaded his role by finding refuge in alcohol. And that is how his addiction dug his grave and marked the beginning of the debacle of his own offspring. “I have felt hatred towards him. Because of him, our lives were ruined”, Sansón said.

At the time, no one could have warned that the disappearance of that father figure would damage his mother’s health and write another grim chapter in Andrade’s childhood. Orphaned, the children sought shelter with their grandmother, but far from protection they received only mistreatment. “There is no tenderness in my heart for her”, he wrote in remembering her.

Sansón’s then small body was filled with pain, but also with the courage that led him to flee and take refuge in an orphanage. His days there passed without peace, until an aunt decided to rescue him and cross to California. “Everything was different: the furniture was nice, everything was tidy. There I swore I would never go back to Mexico”, he recounted with longing.

In the United States, Sansón went from high school to traveling work and soon found love. At 19, sadness was a thing of the past: he had a roof over his head, a job and a life plan with a woman with whom he longed to have children.

But the day of his first child’s first birthday, misfortune had in store for him the most bitter pill to swallow. He was leaving his home in a car when a minor stopped him and asked him for a ride. Sansón agreed. How could he not? It was his brother-in-law and he had no reason to hesitate. Later, the teenager demanded Sansón to stop, opened the door, got out and fired two shots.

Sansón remembers nothing but the roar of the gunshots and the Police siren. The gang fight had blindsided two lives and written Sansón’s life sentence.

UNAUTHORIZED FILM

At his trial, Sansón was interpreted by Rodrigo Reyes, a Mexican filmmaker who became interested in the profile of a man who was then an unknown. Deprived of his freedom in Pelican Bay prison, where he is being held, Reyes resorted to the exchange of letters and weaved, thanks to manuscripts sent over ten years, the threads of a story that he portrays in Sansón y yo, a documentary in which Toñito (Sansón’s nephew) plays the character in his childhood and Gerardo Reyes (a natural actor), as an adult.

Moved by the need to hear the voice of those touched by systematic violence, Rodrigo Reyes gained Sansón’s trust on the basis that the production could not promise him freedom. “It’s not enough to be interested in telling

someone else’s experience; you also must build that relationship. The situation in which he finds himself is very hard, he is behind a wall of many layers, not only physical but also psychological. It is an excessive sentence and so he tries to go through all that and take care of his family, his history and his integrity”, the filmmaker told AL DÍA.

DIGGING THROUGH THE PAIN

Reconstructing the memory involved traveling to Tecomán and reuniting with a family that never visited Sansón in prison.

“Remembering is a complicated thing, especially when it comes to traumatic moments, but the family needs to hear his story, to learn from what Sansón has lived through, and he wants to share that with them and not just perpetuate the silence”, said the filmmaker.

Rodrigo Reyes said that “it has been interesting to present the film to them, the reaction was: ‘My brother, my uncle, has told his truth, he has expressed his spirit, that has to force us to question how we live and what we want in the future’. It’s a dialogue that is not taking place in the best conditions because they can’t visit Sansón, but he is there making himself present”.

FROM SANSÓN, FOR SANSÓN

In 2022, Sansón y yo premiered at Tribeca and went on to win Best Film at the Sheffield Doc/Fest in the UK.

While U.S. audiences have been able to see the film in commercial theaters since March 3rd, Sansón must wait until September, when the public broadcaster will air the documentary on free-to-air.

“We are trying to do justice in society, but we don’t let a kid see his own story. How can it hurt society for him to see the result of his collaboration? I think that alone can help him rehabilitate himself. Often, in the United States we want to punish, and we don’t measure the consequences”, the filmmaker recalled.

In his reflection, Reyes expressed that “one of those consequences is to isolate Sansón from something as beautiful as a movie. In this sense, I think the issue confronts us because it is not fair to give him such a brutal sentence, when other people who murder multiple victims receive the same sentence. For example, the killer of the Florida school children or Chapo Guzmán, who received the same sentence. That calls the system into question”.

Cualquiera que conozca su historia diría que tiene la desgracia en el ADN, pero él es ante todo un superviviente. Sansón Noé Andrade nació en Tecomán, una zona del centro-oeste de México, fértil no sólo para los cultivos agrícolas, sino también para la miseria y el crimen organizado.

En esta localidad, una de las más mortíferas del mundo, Sansón creció en una familia de pescadores. Cuando era aún muy pequeño, junto con su madre y dos hermanas, lloró la muerte de su padre, un donjuán que evadía su rol encontrando refugio en el alcohol. Y es así como su adicción cavó su tumba y marcó el inicio de la debacle de su propia descendencia. “He sentido odio hacia él. Por su culpa se nos echó a perder la vida”, dijo Sansón.

En ese entonces, nadie podía haber advertido que la desaparición de esa figura paterna perjudicaría la salud de su madre y escribiría otro capítulo lúgubre en la infancia de los Andrade. Huérfanos, los niños buscaron cobijo en su abuela, pero lejos de protección sólo recibieron maltratos. “No hay ternura en mi corazón para ella”, escribió al recordarla.

En el entonces pequeño cuerpo de Sansón cabía el dolor, pero también el coraje que lo llevó a huir y refugiarse en un orfanato. Sus días allí transcurrieron sin paz, hasta que una tía decidió rescatarlo y cruzar a California. “Todo era diferente, los muebles eran bonitos. Todo estaba ordenado. Ahí juré que nunca volvería a México”, contó con añoranza.

En Estados Unidos, Sansón pasó de la high school al trabajo ambulante y pronto conoció el amor. Con 19 años, la tristeza era parte del pasado: tenía un techo, un empleo y un proyecto de vida con una mujer con la que ansiaba tener hijos.

Pero, el día en el que su primer vástago cumplía un año, el infortunio le tenía deparado el trago más amargo. Salía de su casa en coche cuando un menor de edad le dio el alto y le pidió un ride. Sansón accedió. ¿Cómo no hacerlo? Era su cuñado y no tenía por qué dudar. Más tarde, el adolescente exigió a Sansón que parara, abrió la puerta, bajó y ejecutó dos disparos. Sansón no recuerda más que el estruendo de los balazos y la sirena de la Policía. La lucha entre pandillas había cegado dos vidas y escrito la sentencia a cadena perpetua de Sansón.

PELÍCULA NO AUTORIZADA

En su juicio, Sansón tuvo como intérprete a Rodrigo Reyes, un cineasta mexicano que se interesó por el perfil de quien era entonces un desconocido. Privado de su libertad en la cárcel de Pelican Bay, donde está recluido, Reyes recurrió al intercambio de cartas y tejió, gracias a manuscritos enviados a lo largo de diez años, los hilos de una historia que retrata en Sansón y yo, un documental en el que Toñito (sobrino de Sansón) interpreta al personaje en su infancia y Gerardo Reyes (un actor natural), como adulto.

Movido por la necesidad de escuchar la voz de los tocados por la violencia sistemática, Rodrigo Reyes se ganó la confianza de Sansón partiendo de que la producción no podía prometerle libertad. “No basta con el interés de contar la experiencia de otra persona, sino también hay que construir esa relación. La situación en la que él se encuentra es durísima, está detrás de un muro de muchas capas, no solo físicas sino psicológicas. Es una sentencia desmesurada y entonces trata de atravesar todo eso y cuidar también de su familia, su historia y su integridad”, dijo el realizador a AL DÍA.

ESCARBAR EN EL DOLOR

Reconstruir la memoria implicó viajar a Tecomán y reencontrar a una familia que nunca visitó a Sansón en prisión.

“Recordar es algo complicado, especialmente cuando se trata de momentos traumáticos, pero la familia necesita escuchar su historia, aprender de lo que ha vivido Sansón y él quiere compartir eso con ellos y no solo perpetuar el silencio”, manifestó el realizador.

Rodrigo Reyes contó que “ha sido interesante presentarles la película, la reacción fue ‘mi hermano, mi tío, ha dicho su verdad, ha expresado su espíritu, eso nos tiene que obligar a cuestionar cómo vivimos y qué queremos en el futuro’. Es un diálogo que no se está llevando a cabo en las mejores condiciones porque no pueden visitar a Sansón, pero él está ahí haciéndose presente”.

DE SANSÓN, PARA SANSÓN

En 2022, Sansón y yo se estrenó en Tribeca y se alzó con el premio a Mejor Película en el Sheffield Doc/Fest en Reino Unido.

Mientras que el público estadounidense ya puede ver la cinta en salas comerciales desde el pasado 3 de marzo, Sansón debe esperar hasta septiembre, mes en el que la cadena pública emitirá el documental en señal abierta.

En este sentido, creo que el tema nos confronta porque no es equitativo ponerle una sentencia tan brutal, cuando otras personas que asesinan a múltiples víctimas reciben la misma condena. Por ejemplo, el asesino de los chicos de la escuela de Florida o el Chapo Guzmán, que recibieron la misma sentencia. Eso cuestiona el

The summer of 1990 was to be very special for Liliana Rivera Garza, a 20-year-old Mexican architecture student. She had decided that she would start a new life: she would break up with her abusive boyfriend, pursue a master’s degree, then a PhD, and travel to London. None of that happened. Her boyfriend decided she would not have a life without him, so he murdered her, becoming another unsolved femicide in Mexico in recent decades.

Twenty-nine years later, Cristina Rivera Garza, her writer sister, left her home in Texas and went to the attorney general’s office in Mexico City to demand the case be reopened and ask for justice to be done. She did not achieve her goal, but her tenacity gave birth to Liliana’s

Invincible Summer, a novel that has just been published in English in the United States and which is both a tribute to the life Liliana could have had and a denunciation of the sexist violence and domestic terrorism that affects the whole world.

“It is difficult to talk about gender violence and femicide with the patriarchal language that both provokes and silences it. So it’s not just a matter of being personally ready to do so, but to have access to a common language through which to enunciate these crimes from the point of view of the victims and their families”, Rivera Garza explained in an interview with AL DÍA. “Women’s mobilizations and feminist movements have been producing this language that now makes it possible to tell these alternative stories

El verano de 1990 iba a ser muy especial para Liliana Rivera Garza, una joven estudiante de arquitectura mexicana de 20 años. Había decidido que empezaría una vida nueva: rompería con su novio abusador, haría una maestría, después un doctorado y viajaría a Londres. Nada de eso ocurrió. Su novio decidió que ella no tendría una vida sin él y la asesinó, convirtiéndose en otro feminicidio sin resolver en México en las últimas décadas.

Veintinueve años después, Cristina Rivera Garza, su hermana escritora, abandonaba su hogar en Texas y se plantaba ante la Fiscalía General de Ciudad de México para exigir que se reabriera el caso y se hiciera justicia. No logró su objetivo, pero de su tenacidad nació El invencible verano de Liliana

(Liliana’s Invincible Summer), novela que acaba de salir publicada en inglés en Estados Unidos y que es, a la vez, un homenaje a la vida que pudo tener Liliana y una denuncia a la violencia sexista y el terrorismo de pareja que afecta a todo el mundo.

“Es difícil hablar de la violencia de género y el feminicidio con el lenguaje patriarcal que la provoca y la silencia a la vez. Así que no solo es cuestión de estar personalmente listo para hacerlo, sino de tener acceso a un lenguaje común a través del cual se puedan enunciar estos crímenes desde el punto de vista de las víctimas y sus familias”, explica Rivera Garza en una entrevista con AL DÍA.

and have a place to listen as well”, she added.

According to the author, gender violence and femicide, unfortunately, are universal, and not an issue exclusive to Mexico. In the United States, three women are murdered every day due to gender violence, she recalled. “This increase in the number of femicides, which was even more serious during the pandemic, is called ‘a silent epidemic’, and with good reason: it is not talked about, not as much as it should be, in any case, and often, and this happens more in the U.S. than in Latin America, there is no precise language for its identification”, she said.

In the U.S., for example, stories about the murder of women are known as a subgenre — “dead-girl story”— instead of calling them by their name: femicide. “Let’s think about the difference that this nomenclature entails, both culturally and in terms of public policy”, she warned.

On the other hand, gender violence is often confused with another very powerful language: that of romantic love, and that is why we often speak of “crime of passion”, instead of femicide. “I hope that Liliana’s life can help others to see more clearly a threat that is present wherever there is inequality”, she said.

THE OBLIGATION TO ASK ONESELF

Born in 1964 in the Tamaulipas region, bordering Texas, the author believes that “a border always prompts us to ask questions. Everywhere there is a difference”, she added, “but the very existence of a border, especially one as visible and cruel as the one that divides the U.S. and Mexico, forces us to ask ourselves insistently about the state of things, that is, it invites us to be critical as a survival strategy in everyday life. An immigration officer asks basic but crucial questions: who you are, where you come from, where you are going, who your friends are. Properly seen, these questions are enough to become philosophers in everyday life”.

Rivera Garza is currently director of the Creative Writing program at the University of Houston and has been living in the United States for thirty years. “Being very close to certain U.S. literary traditions has helped me to question my background as a Latin American reader/ writer, and vice versa: interdisciplinar-

ity and ‘cross-genre’ are very good for me!” she said.

As a fervent reader since she was a child, Rivera Garza was “seduced” by the world of books and it was immediately clear to her that she would be a writer, no matter how “crazy and unusual” it sounded in a family of border migrants. “I want to do this, I want to work closely with this language, I want to write books that move others as much as I am now”, she told herself. Little did she know then that she was making a pivotal decision. “Fortunately, or unfortunately, who knows, it’s a decision that has to be redone every time, every day. One always writes a book from scratch, if one is really writing, I mean”.

La autora pone como ejemplo que en Estados Unidos las historias sobre asesinatos

de mujeres se las conoce como un subgénero -’dead-girl story’-, en lugar de llamarlas por su nombre: feminicidio. “Pensemos en la diferencia que esa nomenclatura conlleva, tanto a nivel cultural como en términos de políticas públicas”, advierte.

Por otro lado, la violencia de género muchas veces se confunde con otro lenguaje muy potente: el del amor romántico y, por eso, a menudo se habla de “crimen pasional”. “Espero que la vida de Liliana pueda ayudar a otras y otros a ver con mayor claridad una amenaza que está presente ahí donde hay desigualdad”, dice.

LA OBLIGACIÓN DE PREGUNTARSE

Nacida en 1964 en la región de Tamaulipas, fronteriza con Texas, la autora cree que “una frontera siempre nos conmina a hacer preguntas”. En todos lados hay diferencia, añade, “pero la existencia en sí de una frontera, especialmente una tan visible y cruel como la que divide a Estados Unidos y México, nos obliga a preguntarnos insistentemente sobre el estado de las cosas, es decir, nos invita a ser críticos como una estrategia de sobrevivencia en la vida cotidiana. Un oficial de inmigración interroga sobre cosas básicas pero cruciales: quién eres, de dónde vienes, a dónde vas, quiénes son tus amigos. Bien vistas, estas preguntas dan para convertirse en filósofos en la vida diaria”.

Rivera Garza es directora del programa de Escritura Creativa de la Universidad de Houston y lleva ya treinta años en Estados Unidos. “Estar muy cerca de ciertas tradiciones literarias de Estados Unidos me ha ayudado a cuestionar mi formación como lectora/escritora latinoamericana y viceversa: la interdisciplinariedad y el ‘cross-genre’ se me dan muy bien”, comenta.

Ferviente lectora desde pequeña, Rivera Garza quedó “seducida” por el mundo de los libros y enseguida tuvo claro que quería dedicarse a escribir, “por muy descabellado e inusual que sonase en una familia de migrantes fronterizos”.

“Quiero hacer esto, quiero trabajar de cerca con este lenguaje, quiero escribir libros que conmuevan a otros tanto como lo estoy ahora”, se dijo. No sabía entonces que estaba tomando una decisión fundamental: “Por suerte, o por desgracia, a saber, es una decisión que hay que volver a hacer siempre, todos los días. Uno siempre escribe un libro desde cero, si está escribiendo de verdad, quiero decir”.

PUBLIC INPUT HEARINGS ON PHILADELPHIA GAS WORKS’ WEATHER NORMALIZATION ADJUSTMENT

To PGW Customers:

Philadelphia Gas Works (PGW) is seeking customer input on its Weather Normalization Adjustment (WNA), and the Pennsylvania Public Utility Commission (PUC) has scheduled two Public Input Hearings to take public testimony on the WNA. This notice describes the Company’s WNA, the PUC’s role, what actions you can take, and the dates and times of the Public Input Hearings.

PGW’s Weather Normalization Adjustment

PGW’s Weather Normalization Adjustment was originally approved by the PUC in 2002. The WNA is an automatic adjustment clause that adjusts billings to customers based upon the degree to which actual weather in PGW’s service territory varies from “normal” weather levels, and applies to customer usage from October 1 through May 31 of each year. While the WNA has worked as anticipated over the past twenty years, an anomaly occurred with the WNA for May 2022 usage which produced unusually large charges to customers in many billing cycles with May usage. PGW determined that its customers should not bear these unprecedented and unusually large charges, even though they were correctly calculated. PGW took necessary steps to reverse the WNA charges that were applied to May 2022 usage billings and instituted an internal investigation into the WNA formula. Any such charges have now been credited back to customers. PGW, the PUC and other stakeholders are now reviewing the WNA to determine if changes are necessary to ensure that customers do not receive similar high bills in the future.

Hearings on PGW’s Weather Normalization Adjustment

The PUC is the state agency that approves rates for public utilities, including PGW’s WNA. The PUC will investigate and hold hearings on the Company’s WNA, including two Public Input Hearings that have been scheduled for March 9, 2023. There are two ways for customers to take part:

1. You can be a witness at a public input hearing. The PUC has scheduled two public input hearings, listed below, to take public testimony on PGW’s WNA. At these hearings, you can present your views to the PUC Administrative Law Judge. All testimony given “under oath” becomes part of the o cial record. You don’t have to be an expert. You can make the PUC aware of problems or other issues with PGW’s WNA. You may also testify in support of the Company. This information can be helpful when the PUC, PGW, and other stakeholders are investigating the WNA.

2. You can send the PUC a letter stating your position on the Weather Normalization Adjustment. You may email your letter to the PUC Secretary at rchiavetta@pa.gov and copy the O ce of Consumer Advocate at consumer@paoca.org. You may also mail your letter to the PUC at the following address: Pennsylvania Public Utility Commission, P.O. Box 3265, Harrisburg, PA 17105-3265.

Ajuste de Normalización Climática de PGW

El Ajuste de Normalización Climática de PGW fue aprobado originalmente por la PUC en 2002. El WNA es una cláusula de ajuste automático que ajusta las facturas a los clientes basándose en el grado en que el tiempo real en el territorio de servicio de PGW varía de los niveles "normales" del tiempo, y se aplica al uso del cliente desde el 1 de octubre hasta el 31 de mayo de cada año.

Aunque la WNA ha funcionado según lo previsto durante los últimos veinte años, se produjo una anomalía con la WNA para el consumo de mayo de 2022 que produjo cargos inusualmente elevados a los clientes en muchos ciclos de facturación con consumo en mayo. PGW determinó que sus clientes no debían soportar estos cargos sin precedentes e inusualmente elevados, a pesar de que se habían calculado correctamente. PGW tomó las medidas necesarias para anular los cargos de la WNA que se aplicaron a las facturas de consumo de mayo de 2022 e inició una investigación interna sobre la fórmula de la WNA. Dichos cargos ya se han devuelto a los clientes. PGW, la PUC y otras partes interesadas están revisando ahora la WNA para determinar si es necesario realizar cambios para garantizar que los clientes no reciban facturas elevadas similares en el futuro.

Audiencias sobre el ajuste de normalización meteorológica de PGW

La PUC es la agencia estatal que aprueba las tarifas de los servicios públicos, incluyendo el WNA de PGW. La PUC investigará y celebrará audiencias sobre el WNA de la Compañía, incluyendo dos Audiencias Públicas que han sido programadas para el 9 de marzo de 2023.

Dear Governor Shapiro. We don’t have to tell you. The face of Pennsylvania is changing.

According to the 2020 census, the Latino community is the fastest growing segment of our population, accounting for more than 50% of the state’s growth in the last two decades. By 2040, multicultural segments will represent the majority of the Commonwealth.

But these growing communities don’t always benefit equally from the public policymaking intended to serve all of our citizens. Whether it’s equal access to economic opportunity, safe streets, affordable housing or healthcare services, the sweeping ethnographic and demographic changes we are seeing across Pennsylvania require innovative policy solutions and new thinking in order to create a vibrant future for everyone.

At Latino Connection, a Color & Culture catalyst, because of our mission to help engage and uplift hard-to-reach audiences, we have been particularly focused on the disparities in public health access and outcomes for the fast-growing Latino community. Latino health is often shaped by factors such as language and cultural barriers, lack of access to preventive care and a lack of health insurance. The stats are not good. Thirty-two percent (32%) of Latinos, who are mainly Spanish speaking, lack a primary care provider. Also, Latinos have the highest uninsured rates of any racial or ethnic group within the United States.

These alarming trends have been in your sights as well. You’ve acknowledged that underserved communities are confronted with a complexity of issues that impact public health, ranging from the opioid epidemic and gun violence to environmental issues, such as clean water and air. You’ve described a community health crisis in our rural neighborhoods where the network of emergency services, mental health and addiction support, and

skilled healthcare workers has been further weakened by the pandemic.

In 2018, Latino Connection debuted a first-of-its-kind Latino Health Summit to bring the most pressing health issues in the Latino community to the forefront of conversation and collaboration. We partnered with influential thought leaders, private- and public-sector organizations, and members of the Latino community. With the help of healthcare companies, community organizations, the Pennsylvania Department of Health and the Commission on Latino Affairs, we set out to create a forum for practical problem solving, informed by real people and real-world experiences.

This year, the 3rd Annual Latino Health Summit and Adelante Health & Wellness Expo will take place April 6-8, in the new host city of Reading. This year’s theme, Restoring and Transforming Health in our Communities, will shine a light on an issue that now affects more than one million Pennsylvanians.

Why was Reading selected as this year’s host city? In Berks County, 1 in 4 residents are Latino. The percentage of adults in Berks County who report their health as fair or poor is trending in the wrong direction. In Reading, 18% of Latinos do not have health insurance, a rate that’s nearly 8% higher than the Berks County average.

As you prepare to announce your first budget and plans to invest in our state’s most urgent policy priorities, we hope you will continue to take a holistic approach to the state’s public health crisis. What may be a focus on minority health today will set the stage for majority health tomorrow.
