I hope you all had a great Easter Break. Easter marks the start of the summer for me. It's when the tourists start flocking in again with their sun creams and flip flops, which is a welcome sight for many. Alas my Sunday morning peace and tranquility has been exchanged for the sound of frolicking holiday makers and the laughter and chatter of little children, with the odd scream and shrill for good measure. Well if I wanted solitude I'd have moved to a sleepy village with one shop I guess, so no complaints... Thank you for all the kind words of support and encouragement I received about the magazine last month. We still have lots more this month and more new features to look forward to over the next couple of months. The June issue next month sees the introduction of our new Fashion and Beauty section, which will be sponsored by the Body Shop so we will have some great competitions, prizes and giveaways for lots of lucky readers. NEWS Cyprus News Child Trafficking Human trafficking is the third largest criminal industry in the world (UNIGIFT) and it is thought that 1.2 million children and young people are trafficked every year for sexual exploitation and cheap labour (UNICEF).
What is Trafficking?
Both adults and children (anyone aged 18 years and under) can be trafficked. Trafficking occurs when someone is taken from the place where they live (or are from) to another place for the purpose of being exploited. Often people who are trafficked are misinformed or tricked into leaving. Sometimes trafficked children and young people are moved within the country, for example from a rural area to a large city or a tourist destination, but often they are taken to another, foreign country. Children and young people can be trafficked for many reasons. They may be made to do illegal or dangerous work, to beg or to be involved in drug smuggling. Younger children and babies may be trafficked so that they can be illegally adopted. The Process
We can think about trafficking as having three main stages: Stage 1: Recruitment - This is the stage when the child or young person is persuaded to leave their home and community. Sometimes the child or young person may be taken against their will, but often they are tricked or deceived into going by the promise that www.larnacanews.com

For example they may be told they will have a well paid job or that they can go and stay with a distant relative so that they can have the chance to get a better education. The person involved in getting the child or young person to agree to leave can be a stranger or someone known such as a family friend, a distant relative, a neighbour or a boyfriend or girlfriend. Sometimes, children and young people are threatened or have their family threatened in order to get them to agree to go. It is not always the child or young person’s decision to leave – sometimes the decision is made by their families. There are cases where children and young people are sold by their families. When this happens it is generally because the family is in extreme poverty and may have been tricked by the trafficker into believing that their child will have more opportunities elsewhere. Sometimes traffickers “sell on” children and young people to others who want to exploit them. Stage 2: Transport - This is the stage when the child or young person is moved. To prevent anyone finding out what is happening, the child or young person may be forced to travel in dangerous and uncomfortable ways such as in the back of a lorry or lie about why they are travelling. The child or young person may also have to lie about their relationship to the trafficker to avoid raising any suspicions by police, border guides and other officials. Often travel documents and identification papers are kept by the trafficker so that they can control the child or young person. Stage 3: Destination - This is the stage when the child or young person arrives at the final place where they are to be exploited. If a child or young person has been tricked into leaving their home this may be when they find out the reality of what is happening to them. It is important to understand that children and young people can be abused throughout all three phases (recruitment, transport and destination). They are often mistreated, such as being beaten or not given food or sexually abused. Many people are usually involved in trafficking a child or young person. For example, one person might get the child to leave their home, and then hand them over to someone else who accompanies them for part www.larnacanews.com
of the journey. Another person may keep the child or young person hidden until yet another person takes them on the next part of their journey and so on. Millions of children Like many are trafficked every year with many teenage affected by sexual exploitation and girls, abuse. Our campaign "Sasha" focuses on the had dreams trafficking of children young people of becoming and (under 18 years old), because they a model.... are more vulnerable to exploitation than adults. Children and young people have less influence on their own lives, are more likely to be manipulated, have less negotiation power than adults and do not have the experience to anticipate and overcome dangers. While national laws may vary slightly, in general the law in most countries says that children and young people have a right to be protected from trafficking. Furthermore when trafficking happens, children and young people must be given assistance and protection while the traffickers should be prosecuted. Despite these alarming facts, the sex trafficking of children and young people is receiving very little attention by governments, media, corporations, and the public. Awareness and understanding of the issue is very low, and the general perception is that nothing can be done. This issue requires action urgently. The ECPAT-The Body Shop campaign aims to mobilise governments around the world to protect children from sex trafficking. To turn this vision into a reality, on the campaign's second year signatures are being collected for national petitions that will be presented to governments in various countries around world. Cyprus has thus far managed to collect around 6,000 signatures over the past 12 weeks, which were achieved through Body Shop in store campaigning as well as some external events including the most successful recently at The European University of Cyprus, which saw the Police Commissioner himself signing and supporting the cause. Almost 1000 signatures were gathered from students and attendees. Please support the cause and sign the petition inserted with this magazine. arnaca has some wonderful old buildings, many of which have changed their function and certainly their internal appearance over the years. Among those is the building Larnaca News featured in its ‘teaser’ in last month’s issue. Here, in addition to the revelations of its location and renovation, is at least part of its story - and that of those who have worked in it. The town’s building records only go back some 180 years – and the building in question is featured in the earliest of those records; however experts believe at least parts of it may be substantially older - its history possibly going back over 400 years! One theory is that the original structure may have served as accommodation for those visiting, or making pilgrimage to, the church of St Lazarus. Just off St Lazarus square, the ground floor of the building served as a cabinet-maker’s workshop in the early 20th century, later and still today - housing a family business specialising in stained and sanded glass, mirrors, custom-built aquaria, hardware, DIY, and picture-framing. The same (three-generational) family still operates its business from there. But prior to the renovation, you might have walked past without a second glance at the shop, which, despite its obviously useful stock and services, was not exactly ‘eyecatching’. Now beautifully restored internally, it is possible to see the original
stonework, the archways, the perfectly preserved ceiling timbers, and even the mud-bricks of some extension walls. The structural restoration work started in September 2010 and took just 6 months – just one sixth of the time taken for the restoration of the Apothikes conference centre a little further up the road. Larnaca-born Iacovos Kappelos was a master craftsman in his time; renowned for his furniture making and especially his wood carving. His work has been prevalent in churches, offices and private homes across the island. He is the man who carved the furniture for the office of the first president of Cyprus – Archbishop Makarios – a fact that he revealed to Larnaca News much to the amazement of some of his younger family members! Most examples of his work are now, sadly, in occupied Varoshi. However his daughter Eve kindly provided us with a glimpse of some of the exquisite furniture he carved for her dowry. Iacovos says that in the early days, “we didn’t work from 9-5, but in all the daylight hours - usually at least a ten-hour day - for which I was paid about £2.50!” He loved his work, but repeated cuts and damage to his hands led him to develop the family business with a wider range of specialities. One of his grandsons (also called

Iacovos) works alongside him, his son, son-in-law and other family members. True collaboration. Daughter-in-law Antonia says: “We did have some idea of what we might find when we stripped back the ‘modern’ suspended ceilings, and the plaster and partitioning, but we had no idea of just how well-preserved everything would be. The ceiling timbers were so perfect that they didn’t even need rubbing down – just a very thin preservative coat of varnish.” The work was carried out by a local builder and his sons – just a three-man band; and what they obviously applied, apart from skill, was TLC. It has provided us with a very welcome opportunity to see some of the town’s traditional architecture, and shop in an aesthetically pleasing environment. What’s more, there are plans to invite local artists to display their work in a ‘gallery’ within the shop. While structurally the work has been finished, there are still other aspects yet to be completed: such as the careful restoration of some traditional furniture to enhance the interior. Events Ammos Brings Hatzigiannis To Larnaca
A
mmos was the place to be on Wednesday 27th of April. Larnaca's finest turned up for what was to be the event of the year so far. Everyone who is anyone made it to the event and Larnaca News has the snaps to prove it. Have you been spotted? A very well done and a big thank you to Ammos proprietor Panayiotis for putting on another great show. Hatzigiannis gave his usual excellent performance and played up to the crows of adoring fans. A true professional Hatzigiannis posed for photos in his performance and his theatrics on stage were a joy to watch. Hatzigiannis makes you feel like he is singing especially for you the whole time; a true performer. Born in Nicosia, Cyprus, Hatzigiannis has become one of the most successful greek recording artists of the decade, since the release of his debut album in Greece in early 2000. After touring all over Greece over a number of years and performing alongside the Greek music industry's greats, such as Haris Alexiou, Paschalis Terzis and Dimitra Galani he has become a Greek music icon himself and was certainly welcomed with outspread arms on Wednesday night. Events Kalo Pasxa At The Flamingo Hotel
L
arnaca News spent Easter Sunday at the Flamingo Beach Hotel, Mackenzie. The Easter Sunday Carvery and outside traditional spit roasting of the Lamb went down a treat. No Greek Easter is truly set without the red coloured eggs that were placed on the tables for all the guests and of course there was great live Greek music and the dancing went on til late in the afternoon. A fantastic day was had by all and even the weather managed to behave itself. By 2.00 pm there was not a spare seat in the house inside or out. Just as well we got there an hour early as even the passers by were stopping to join in on the festivities and to savour the Easter lamb. I remember when I was a guest at the Flamingo 20 years ago and Mackenzie was the place to be. Things have certainly changed in Larnaca since then but Sue and Mario have worked wonders and transformed the Hotel to its former glory. The Flamingo does a great Carvery every Sunday so no need to feel like you've missed out! I hear they are opening a Crepery on the 8th of May! Larnaca News will be there so come and join us. Recipe for May Hot Ribs As An Appetiser or Perfect For A Main Dish
2 tablespoons ground ginger 1 teaspoon salt 1 teaspoon black pepper 1/2 teaspoon dried crushed red pepper 3 slabs baby back pork ribs (about 5 1/2 lb.) 2 limes, halved YIELD: Makes 8 appetizer servings COURSE:Appetizers
Hot Soy Appetiser Ribs INGREDIENTS
2 slabs pork spareribs (about 4 lb.) 1 cup honey 1/3 cup soy sauce 3 tablespoons sherry (optional) 2 teaspoons garlic powder 1/2 teaspoon dried crushed red pepper Garnishes: sesame seeds, thinly sliced green onions
Quick Asian Barbeque Sauce SERVES: 4 CUPS INGREDIENTS
2 (10-oz.) bottles sweet chilli sauce 2 cups ketchup 1/3 cup firmly packed dark brown sugar 1 teaspoon ground ginger 1 teaspoon pepper 1/2 teaspoon dried crushed red pepper flakes With the Summer approaching it's time for barbeques and get togethers and ribs are always a great treat for any party as part of a starter or a main meal. Like these baby backs, most ribs need to marinate overnight in the fridge, making them the perfect make-ahead dish for grilling gettogethers. For The Sweet Hot Baby Back Ribs How 1. Combine first 4 ingredients in a small bowl. 2. Rinse and pat ribs dry. If
desired, remove thin membrane from back of ribs by slicing into it with a knife and then pulling it off. (This will make ribs more tender.) 3. Rub ribs with cut sides of limes, squeezing as you rub. Massage ginger mixture into meat, covering all sides. Wrap ribs tightly with plastic wrap, and place in zip-top plastic freezer bags or a 13 by 9 inch baking dish; seal or cover, and chill for 8 hours. Let ribs stand at room temperature 30 minutes before grilling. Remove plastic wrap. 4. Light 1 side of grill, heating to medium-high heat (350° to 400°); leave other side unlit. Place rib slabs over unlit side, stacking 1 on top of the other. 5. Grill, covered with grill lid, 40 minutes. Reposition rib slabs, moving bottom slab to the top, and grill 40 minutes. Reposition 1 more time, moving bottom slab to the top; grill 40 minutes. 6. Lower grill temperature to medium heat (300° to 350°); unstack rib slabs, and place side by side over unlit side of grill. Cook ribs 30 more minutes, basting with half of sauce mixture. Remove ribs from grill, and let stand 10 minutes. Cut ribs, slicing between bones. Serve ribs with remaining sauce. For The Hot Soy Appetiser Ribs How Preparation 1. Rinse and pat ribs dry. If

Bring ribs and water to cover to a boil in a large Dutch oven over medium-high heat; reduce heat to medium, and simmer 30 minutes. Drain and pat dry. Place ribs in a 13- x 9-inch baking dish. 3. Stir together honey and next 4 ingredients; pour over ribs. 4. Light 1 side of grill, heating to 350° to 400° (medium-high) heat; leave other side unlit. Arrange ribs over unlit side of grill, reserving sauce in dish. Grill, covered with grill lid, 45 minutes. Reposition rib slabs, placing slab closest to heat source away from heat and moving other slab closer to heat. Grill, covered with grill lid, 45 minutes to 1 hour or until tender, repositioning ribs and basting with reserved sauce every 20 minutes. Remove ribs from grill, and let stand 10 minutes. Cut ribs, slicing between bones. Garnish, if desired. Bring mixture to a boil; reduce heat, and simmer 30 minutes. Enjoy!

Home Decorating Budget Bathroom
W
hen it comes to home decorating there are few rooms that have quite the impact of a bathroom or kitchen when being decorated. There is something wonderful about taking a tired old bathroom and making it seem bright and shiny once again. Most people, however, cringe at the thought of a bathroom remodel, fearing the absolute worst when it comes to their financial situation once all is said and done. The good news is that small steps can lead to big changes in rooms as small as bathrooms. Moreover, these small steps do not have to have large prices in order to be highly effective. A good suggestion with a bathroom is to assess where the worst blemishes and eyesores may be. Painting the walls can be a good place to start but you should first decide whether you are planning to remove any cabinets. This is one room where it is best to save the painting for later in the project rather than the beginning. The vanity in many bathrooms takes up a good deal of real estate. Gone are the days when chunky cabinets were the popular choice for bathrooms. Now people want bathrooms to have the appearance of a wide-open space. This means that cabinets and vanities are becoming smaller rather than www.larnacanews.com
bigger. Most homeowners find that the removal of bulky cabinets in the bathroom often leads to some degree of patching required for the drywall and noticeable gaps in flooring. These will need to be addressed fairly quickly, which means that now is a good time to select colour options for the walls and flooring. Smaller bathrooms do well with lighter colours on the walls in order to give them a larger appearance. Use towels and decorations to bring in darker accents but keep the walls light and bright. Also choose paint that can withstand the high humidity of bathrooms. Flooring in a bathroom also needs to be able to withstand high heat and humidity as this room is rather abusive to floors and walls. For this reason, hardwood is not the floor of choice for most bathrooms. Ceramic tile is an excellent choice and not terribly expensive. There are also some laminates that are designed to respond well to a high humidity environment. Choose flooring that will accent the walls and the overall sense of dĂŠcor you are hoping to achieve when decorating your home and bathroom, as this is not something you are going to want to change often. The toilet in a bathroom is fairly simple to purchase but I recommend leaving it be unless it absolutely needs to be changed.
This is not a simple procedure for the novice and experts are expensive. In this case "if it ain't broke, don't fix it" is an excellent motto to live by. The same holds true with the shower. If, however, you simply cannot live with your shower or bathtub as is, you may want to try hiring professionals to come in and resurface your tub. This is much less expensive than purchasing a brand-new tub and will have yours looking bright, shiny, and as good as new, so you can avoid high costs despite the fact that you are paying for professionals to resurface. To top things off, you will be amazed at the difference that new knobs, fixtures, and hardware can make in a bathroom. Add a couple of lamps for subtle lighting and some decorative touches of your own and you have a brand new bathroom without spending a king's ransom in order to do so. The shower curtain and 'guest' towels should be your largest splurges in your bathroom, as they will tie the room together. Your shower curtains and towels will blend the colours and designs in order to create the overall atmosphere you should be hoping to achieve in your bathroom. And all of this can be accomplished one step at a time no matter how sparse your budget may be! LN

y husband and I divorced amicably about 3 years ago and we get along better than we have for years. We were married for 20 years and have two grown up children. I have known him for all of our adult life. Our separation and divorce did not involve anybody else. We have had a good laugh over some of our dating exploits, however my ex husband has now started seeing a close friend of mine. My friend was very honest with me and told me she was interested in my ex and the fact that they had shared a few casual dates. My ex husband was also up front about his feelings for this woman. However their relationship has now moved onto a deeper level and is becoming more serious. The three of us shared many happy times when my ex husband and I were together with our group of friends. I don't want to get back with my ex husband and I don't know why I feel the way I do, which is a feeling that I have been betrayed. Everyone else seemed to know before I did, which has made things worse as I now feel humiliated. This situation is difficult for you especially as you don't understand why you feel the way you do, but the emotions you are experiencing are not unusual. Your friend, your husband and you (and your group of friends) shared many experiences together. You have many memories that bind you closely together. I do not doubt that you shared many of the ups and downs of your relationship with your husband with
your friend. The fact that your friend is now sharing your ex husband's life - and bed - is rather too close for comfort. Your relationship with both of them will undoubtedly change and it may not be as close as it was. This is a loss to all of you but nonetheless inevitable as circumstances change and move on. That said it doesn't mean that all is lost - just that things always change and we need to adapt to those changes. You need to focus upon you and what you want from your life now. It is commendable that you have managed to maintain a positive relationship with your ex husband - take these positives and invest in your future. I would just like to add that the reason you were the last to know is because your friends and family love, care and understand you; they clearly wanted to protect you from the feelings you are experiencing now! I wish you the very best for your future.

LETTERS April's Winner 'The Shop' by Les Jamieson Was the place open? I couldn’t tell. The ‘open/ closed’ slider on an aging plastic advert for Hovis suggested the shop was ready for business. Not much else did. Tentatively, I pushed the door. The bell, fixed on the jamb, jangled loudly and startled me. Unlike me, this bell had no uncertainty: it announced; it proclaimed, even. I was embarrassed by its self-confidence, its intrusion, and was ready to tip toe from the shop. But I found I couldn’t move. I had been assailed by that mix of aromas that had taken me back 50 years. My brother and I were in Salzburg. An extended holiday following the death of our dad, had taken us to stay with Omar, our grandma. Her house was dark and over furnished, far too claustrophobic for two energetic young boys. But a few doors away there was a wonderful shop and it was to this simple rustic shop that my memories had flown. It was the smells initially that held me in thrall. There was that acrid, slightly nutty aroma from a freshly lit cigarette; clearly someone had been baking - that warm, yeasty smell wrapped itself around me; and someone had been mopping the floor - lemon and pine fused, insinuating themselves into the room. Then the visual treats; fat fruity olives, glistening, punctuated by chunks of garlic and small lemon pieces; brown eggs nestled together in their earthenware bowls; strings of darkened, slightly wrinkled sausages dangled from hooks above the counter. Then there were the cheeses. Some under glass bells, some still wrapped in foil, bearing labels with gothic print or pastoral scenes of goats, sheep or cows. They were unctuous and fascinating - new to our eyes. We had been transfixed then. So much of this was unknown to the ‘kleine Englanders’ as we were called. Each day we visited. Each day we learned a new word, explored a fresh taste. We loved the salty biscuits, glazed and in a figure of eight - pretzels we discovered was their name. 52 LN MAY 2011
I was back there now, fifty years later and in a different country. The elderly shop keeper had appeared from a door behind the counter. “Good morning, can I help?” He made no comment about my stupid grin; the gormless expression I was wearing. I spread my hands, "Can you wrap this whole place so I can take it home with me?" "Don’t need to," he said, "I can see you’ve got it already."

The semi finals of the Cyprus Cup have favoured AEK OMONIA 3-0 AEK as both Omonia and Anorthosis managed to avoid ANORTHOSIS 1-2 APOEL playing each other in the draw. Omonia have played against Ethnikos Axna and are already 1-0 up from RELEGATION MINI LEAGUE TABLE that first leg. Anorthosis drew 1-1 with Apollon away, PAPHOS 0-1 E. Some people maintain a detailed observing log written in a logbook or using a digital recorder, or even written directly onto a star chart, a method that allows for sketches as well. Choose your observing site in advance. Choose a sight free of light pollution, containing low amounts of aerosols (dust, air pollution, and water droplets); and at a relatively high altitude, between 5,000 feet (1.5 kilometers) and 8,000 feet (2.5 kilometers). Since we can’t reach this high an altitude in Cyprus, it is suggested to observe in the mountains. Use Universal Time in your observing log entries and use it in your correspondence. Using UT is one way we can all standardise our observations. Weather is one of the most important issues for seeing. Bad seeing is almost guaranteed at least 24 hours following the passage of a front (the boundary between warm and cool air masses) or trough (an elongated area of low pressure). Seeing can be very good with thin cirrus clouds aloft, but the opposite is true when high cirrus clouds combine with low-level crosswinds. A lot of passionate amateur astronomers like “X-treme" observing. "X-treme" observing means viewing in cold weather. For low-temperature observing, preparation is everything. Over pack! The difference between life and death could hang on whether you brought along a single piece of gear. Manage your observing sessions. Some observers spend an hour or more on each object, trying to glean every bit of detail. Others take a leisurely pace of between five and fifteen objects per hour. Discover what works best for you. If you don't have the cash to fill a large fishing-tackle box with eyepieces, consider a high-quality zoom eyepiece. Such an accessory will provide you with a range of magnifications at a cost much less than the combined cost of each eyepiece within a single zoom's range of focal lengths. ast Five brings Vin Diesel and Paul Walker, along with a reunion of allstars and some new faces, to the big screen in the fifth instalment of the explosive franchise built on speed. Newly joined by Dwayne Johnson, they take the adrenaline pumping series and amp up the action on a global scale. In Fast Five, former cop Brian O’Conner (Walker) partners with ex-con Dom Toretto (Diesel) on the opposite side of the law in exotic Rio de Janeiro, Brazil. Elsa Pataky joins Johnson and series favourites Jordana Brewster, Chris “Ludacris” Bridges, Tyrese Gibson, Sung Kang, Gal Gadot, Matt Schulze, Tego Calderon and Don Omar in an ultimate high-stakes heist. What started off in the first of the series as Los Angeles Street Racers bound by a family code of loyalty becomes the biggest thrill ride to date. After blasting through the heart-stopping Miami race circuit, uncovering the Tokyo drifting underworld and rocketing through hidden tunnels at the U.S./ Mexico border, our heroes are back in action in Fast Five. Since we last saw them, Brian and Mia Toretto (Brewster) have broken Dom out of custody and blown across border after border trying to elude the authorities. Now backed into a corner in Rio, they must pull off one last job in order to gain their freedom. Their mission? Orchestrate a seemingly impossible heist worth $100 million with the help of their familiy of friends. Book Review by Elizabeth Sherwood Sister by Rosamund Lupton
This is a book with many layers, and several threads, woven into a cohesive pattern with consummate skill by Rosamund Lupton. It’s a story of differing, interconnecting relationships, and is also a great detective novel. There is, as it were, a minor chord running throughout the story, that of the vexed and contentious debate surrounding gene therapy and manipulation. Written in the form of a letter from one sister, Beatrice, to her recently dead younger sister, Tess, the book charts the extraordinary journey Beatrice makes as she fights to establish, primarily, that her sister did not, as everyone other than herself believes, commit suicide, and then to bring the perpetrator of her murder to justice. As the facts unfold, we become increasingly aware, like Bea, of how unlikely it is that Tess, who was a lover of life, and of all things alive, could ever have committed suicide. The book has yet another aspect, which is the enduring effect on whole families of firstly, a chronic illness affecting one member, and then eventually, the major bereavement that follows. As the author so eloquently phrases it, “grief is the 66 LN April 2011
worst kind of unrequited love”. There is a further moving and subtle subplot, dealing with the redemption of another relationship, that between a mother and daughter. Bea comes to acknowledge that many of her childhood perceptions may not have been wholly true, and her tentative reaching out to her mother is portrayed with moving candour. In the course of her struggle to first prove that Tess was murdered and then to find her murderer, Bea grows as a person, and actually discovers that her younger sister is a profoundly lovable and loving human being. She indeed becomes increasingly like her, as she first lives in Tess’s dismal little London flat and eventually starts wearing some of Tess’s clothes. The transformation from a New York based sophisticate, engaged to another eminently career–minded individual, into a poorly paid basement tenant in London, is slow and painful for Beatrice, but Lupton manages to show that all people change and it is through that very process that one’s character grows. Certainly, Beatrice finds that she must readjust her outlook on many things,and in so doing, she realises that Tess, who apparently always seemed to rely on her big sister for advice and guidance, is in fact showing her elder sister - albeit from the grave - certain true and lasting values. Furthermore Tess has a pregnant Polish friend who is a minor character, but her whimsical choice to learn and remember only the happy English words, makes her, in so many ways, as unforgettable as any of the more major players in the novel. As a “who-dunnit”, the book really lives up to all expectations, as I’ve yet to meet anyone who could truthfully say that the killer was transparently apparent to them from the outset. There are a variety of twists within the book, and that Rosamund Lupton could actually hold them all together, and weave them into a finale which will leave most readers gasping, is evidence of her expertise in this genre. She has certainly made a dramatic debut on the literary stage. It was chosen to be “book of the month” on the British show, “Richard & Judy’s Book Club”, which led to it achieving a wide audience. Once it had been widely disseminated, other readers would then recommend it to friends, and it has become an extremely popular book for book groups to read and discuss. Far be it from me to spoil any potential readers' amazement at the final dénouement. Just read, and enjoy! It has come as no surprise that the global downturn has affected the Cyprus economy. We haven't helped ourselves either, by not grasping the opportunity to counter the effects of the global recession with measures to inject energy and impetus into our economy. The economy simply ambles along. The Cyprus property market has been hard hit by a fall off in demand for 'investment' properties; this, coupled by greedy developers and agents, coupled with lacking or insufficient legal advice, along with a system crippled by bureaucracy and time consuming procedures, which affect the issuance or non issuance of title deeds to the rightful buyer, has meant that Cyprus' image both home and abroad has been tarnished. The failure of the government to protect buyers' rights and ensure that the deeds to properties sold can be issued swiftly to the buyer has meant that many buyers of properties are trapped. Without a deed in their names they cannot sell, dispose, mortgage or bequeath to their heirs by will or otherwise the immovable property purchased. We have petitioned the chairman of the Law Commission of the House of Representatives asking that he addresses issues with laws or reforms in existing laws so that the buyer of a property is not unduly burdened and that what he buys will belong to him and to no other person and that the process of the issuance of deeds to dwellings must either be changed or reformedâ&#x20AC;Śwe have yet to receive a reply. This month 3 existing laws related to town planning, land law and buildings and works have undergone reforms with the passing through the House of Representatives of legislation supposedly designed to facilitate the process of issuing title deeds and to basically enable properties that do not comply with planning laws fully, to be exempted by stringent requirements or building regulations to legalize them, with the ultimate goal that deeds can be issued, and thus enabling their transfer to the rightful buyer. Whether the laws will be effective or not and whether they will be affected by ambiguity and red tape remains to be seen. We as lawyers are also awaiting the proposed amending laws of our Contract law Cap 149 and the Specific Performance law Cap 232 which are pending amendment. What we would like to see is a more effective framework in protecting buyers' rights. The existing Cap 232 provides that a www.larnacanews.com

buyer of property can file law suit in civil proceedings against a vendor (developer or otherwise) who fails to transfer deeds to the buyer within the time frame agreed in the contract of sale to force him with court orders to complete all that is required so that the process of producing the title deeds to a dwelling can be transferred to the buyer who has filed his contract at the land registry. This however is at a cost to the buyer, and what if the developer has stopped trading, and what if the developer has failed to pay his taxes? And what if the developer has completed only part of a building project which needs to be fully completed before deeds can be issued to an individual dwelling (an apartment say) as part of the project? Itâ&#x20AC;&#x2122;s all good and well saying that the buyer has the right to take legal action to force the developer to carry out that which he was bound to do anyway, or that the buyer is empowered to complete the processes himself, but this is an extra cost on the shoulders of the buyer! The law must change so that developers are required to submit a bond (a sum of money being a percentage of the value of the project) to the government, which they will get back if and when they complete all processes correctly so that deeds can be issued to buyers. There must be a register of developers where criteria must be satisfied, where they must be insured against default, bankruptcy etc and failure to complete their projects, so that their clients are protected. If such an overhaul is not made soon of the current system, then we fail to see how anything will change for the better. Already alarm bells are ringing in the European Parliament, and when Cyprus fails to implement and execute the "Bad Commercial Practices" Regulation 44/01 to police bad practices by developers and lending banks, it may be that in the not too distant future Cyprus may be punished with heavy E.U fines.
