Yemen LNG has confirmed that two attacks took place today targeting the 38-inch gas pipeline that links the Marib Block 18 gas field production to the Balhaf LNG facilities located on the Gulf of Aden. POLICE ACADEMY LEADER ESCAPES ASSASSINATION ATTEMPT

A leader in the Police Academy survived an assassination attempt in a market in Taiz city.

The Defense Ministry website quoted Dr. Abdul-Latif Abdul-Qawi al-Asali, Head of the Social Sciences Department at the Police Academy as saying that two gunmen on a motorcycle shot at him in front of the upper central market of Tahrir in Taiz on Wednesday, adding that the incident happened after he left the Governor’s office where he was scheduled to attend a meeting. He pointed out that it was God’s care only which foiled the attempt, where the gathering of the people enabled him to drive away from the scene through side streets with the help of some citizens.

Dr.al-Asali criticized the apathy of the security authorities in dealing with the report he filed over the assassination attempt and the investigation of the attempt.

JMP BLOC RENEWS BOYCOTTING PARLIAMENT The Joint Meeting Party (JMP) bloc at the Parliament renewed its boycott of the Parliament sessions.

The JMP blocs retracted from skepticism over legality of the Parliament and limited it to the legality of the Presidency, demanding in their latest statement, the election of a new speaker based on consensus. It is notable that the JMP parties with the exception of the Islah have been attending the sessions since their boycott announcement on May 15. The JMP bloc called President Abdu Rabbo Mansour Hadi to speed up the addressing of the imbalances witnessed by the Parliament during the past period, reiterating their call for removing Yahia al-Raie from the presidency of the Council. The President of the Council, Yahia alRaie has called the Islah bloc to return and hold elections for choosing a presidency, but they responded by calling for the choice of a speaker through consensus. The JPM bloc at the Parliament had announced their boycott of the sessions in

the middle of late May, and will last until the election of a new Presidency, the re-election of a new Secretariat to the Parliament and its permanent committees as well. This came after their withdrawal from the May 13 session in protest to the refusal of the rejection of General People’s Congress (GPC)

A Gulf-based paper uncovered the success of a Yemeni tribal mediation on Friday evening which persuaded tribesmen in Marib province to allow an electricity maintenance team to repair the power after it was cut last Monday, and after the failure of the government’s threat to send the army to attack the vandals. The Emirati Ittihad paper quoted Sheikh Sultan al-Bakeri, one of Marib’s notables, as saying, “we could convince the tribesmen to allow the maintenance team to repair electricity in return for their respite to persuade authorities in Sana’a to meet their demands.” The paper further affirmed that the gunmen, who are from Gradan tribe, demanded that the Yemeni government set one of the tribe people free who has been detained in a prison in Mu-

kalla for a criminal act. Bakeri considered response by the gunmen banning probable military attack after being threatened by president Hadi in light of aggravated popular discontent over the continued power outages. The Yemeni ministry of defense stated that an armed group assaulted the technical team in Marib where the main power plant is present. Yemenis in Aden province staged a sit-in condemning the outages in front of the governor’s house. The protesters held signs that read phrases condemning blackouts. Separately, sheikh Ahmed al-Shalif, a businessman and one of the local notables, stated that there is a fierce campaign against the people of Marib in an attempt to distort tribute to the people of the province under the pretext

of destroying electricity grid and oil pipelines. «The people of Marib are mostly harmed by outages due to the high temperature and suspension of work at their farms,» Shalif said, noting that operations room through which electricity is cut and oil pipelines are destroyed are present in Sana›a. Shalif stated that the state supports and honors those who damage. «There is no use for the existence of military camps and brigades in Marib as they do not protect electricity grid,» he added. He said that the people of Marib back the state and it should strike violently against vandals who attack public and private properties. 11385 TURKISH PISTOLS INTERCEPTED IN TAIZ

The operation department told them they received security reports about it. This came after the fishermen said they saw a small ship unloading weapons in two boats. The source said the shipment which constitutes a large part of missile projectiles, belongs to a famous weapons dealer called (S.M al-Mahmary.) It arrived in Yemeni territories on board a ship of a man called Abdu Suleiman, before it unloaded its load

into two boats belonging to (Jamal. A) and (Aref. M.), adding that the weapon dealer, who owns the shipment is a nephew of an army officer called (A. al-Mahmary,) who was a commander of a battalion in Sada war, which was exposed to siege by the Houthis militants. This brought favor to this officer. Despite the effect caused by the detection of the huge weapons shipments on their way to Yemen, shedding light on this security issue, the shipments are still flowing, causing a puzzle that the authorities could not solve. The Penal Court specialized in security cases, started last April the trial of nine suspects, involved in the case of the Iranian weapon, caught on board the Iranian vessel (Jihan 1 ), while the suspects were about to unload the shipment. Jihan load was the biggest of the shipments intended to be smuggled into the country. It included heavy weapons. Authorities said it was sent to the Houthi group which was controlling Sada Province since 2011, following the end of a round of war with the government forces. The security authorities in the coastal territories said two weeks ago they tightened security measures on the Yemeni coasts, in coordination with the navy, a step which helps in foiling any weapon smuggling into Yemen. The Interior Ministry website quoted the security authorities at the coastal Provinces as saying they put the suspected boats under permanent surveillance round the clock, monitoring those suspected of this kind of smuggling and keeping an eye on their land and sea movements. It said they intensified their sea patrols on the coastline to control any suspicious movements, within a plan being applied in all coastal provinces aiming at closing the sea in the face of weapon smuggling.

US AIR STRIKE KILLS SEVEN AL-QAEDA ELEMENTS IN ABYAN Seven al-Qaeda members were killed and two others wounded Saturday in two airstrikes carried out by Yemeni forces in the south. A local official said the two strikes targeted two cars in Mahfad suburb in Abyan Province. The local source ensured that the air force carried out the attack, ensuring the dead elements belong to al-Qaeda and were seen as they were rushing their wounded to the hospital. Meanwhile the Interior Ministry emphasized that al-Qaeda militants were in two cars in al-Qaeda dominated area of al-Mahfad in Abyan, were seen evacuation their wounded to one of the medical centers.

QSD CONCLUDES MOBILE AWARENESS CAMPAIGN TO PROMOTE DIALOGUE VALUES BY HESHAM SAMI AL-KIBSI

Qadisiyah Development Association (QSD) concluded on Friday May 31, its mobile awareness campaign to enhance and promote the values of the national dialogue in conjunction with the national dialogue conference in Yemen. The awareness campaign targeted waiting areas in utilities, public areas and other waiting areas. The campaign was carried out by QSD and lasted for over two months in more than 52 waiting sites in the capital Sana’a. “The campaign is aimed at promoting the national dialogue values among the citizens in their whereabouts in conjunction with the national dialogue conference sessions.” Said Sulaiman al-Jumaili, General supervisor of the campaign. The beneficiaries of the campaign were approximately 15,400 Yemeni citizens, affirmed al-Jumaili. HADRAMOUT REGION: ASSASSINS’ FAVORITE PLAYGROUND

O

ver the past year, victims of assassinations of military and security members were more than 70, in which 12 members were killed by riding- motorcycle gunmen, while 17 others were killed by silencer pistols. Markedly, there is a new method in most if not all of the assassinations where masked gunmen riding motorcycle. Such a method allows easy maneuvering in hunting targets down and facilitates fleeing the crime scenes, according to analysts. Rageh Badi, Media advisor to the Head of the Yemeni government, said that “the style and method of implementation of the assassinations are the same, noting that “those hands have large information that helps them implement murder operations.” Such acquisition of information seems to increase constantly, and this makes it easier for them to carry out their operations,” he said. The ministry said, according to the news agency quoted ‘Saba’, that 95% of the crimes “bore the hallmarks of al-Qaeda”, noting that “the use of motorcycles indicates the presence of a shift in the terrorist elements methods in targeting employees of the armed forces and security members”. The assassinations committed by riding- motorcycle gunmen in 10 provinces during the past two years: 18 assassinations in the capital of Sana’a, 15 in Lahj; 10 in Hadramout, 10 in Taiz and 6 in Dalea’, as well as 7 assassinations equally in Aden, al-Baidha, Abyan and Dhamar., according to the official records. IMPRISONMENT OF RESPECTED YEMENI JOURNALIST BLAMED ON US PRESSURE From the moment Yemeni journalist Abdulelah Haider Shaye was sentenced to five years in prison in 2011 for allegedly supporting alQaida’s Yemen-based affiliate, his punishment has been controversial - and not just because it represented the jailing of a respected writer and the trial was widely condemned as a sham by groups such as Amnesty International and the Committee to Protect Journalists. What irks many Yemenis, and freepress advocates around the world, is that they believe Shaye remains in jail solely because of pressure from the

administration of President Obama. Shaye repeated the claim in a letter that was made public Monday. “It’s inaccurate to say the Americans imprisoned me because some of them defended and supported me and opposed my detention,” Shaye wrote, according to a translation of the letter that was published this week on the Yemen Times’ website. “Actually, the only person responsible for kidnapping and detaining me is Obama.” The outcry over Shaye’s case is nothing new. But the drama surrounding it seems particularly relevant now, because it melds two of the issues that are swirling around the Obama administration: its targeted killings of suspected terrorists and the accusations of a disregard for freedom of the press reflected in its aggressive hunt

for the sources of government leaks. Shaye gained fame and attention for his interviews with figures associated with al-Qaida in the Arabian Peninsula. Before his arrest and imprisonment, he was best known for revealing, based on his own on-the-ground reporting, that a December 2009 bombing in the village of Majalla in southern Abyan province was not a Yemeni airstrike on an al-Qaida training camp, as originally claimed, but an American sea-based missile strike on a Bedouin encampment that killed dozens of civilians, including 14 women and 21 children. Shaye’s ability to garner rare access to leaders of al-Qaida in the Arabian Peninsula aroused the suspicion of authorities, and he was arrested in August 2010.

His five-year sentence for “participating in an armed group and having links with al-Qaida” was handed down in January 2011. Local and international humanrights groups cast his trial as a sham, leading many to claim that his arrest and conviction were politically motivated. Shortly after Shaye was convicted, then-President Ali Abdullah Saleh was on the verge of pardoning him. Then came a call from Obama. According to the official White House account of the call on Feb. 2, 2011, “President Obama expressed concern over the release of Abd-Ilah alShai, who had been sentenced to five years in prison for his association with AQAP.” The White House release used an alternate spelling of Shaye’s name. Nearly 2 1/2 years later, Saleh’s

successor, Abed Rabbo Mansour Hadi, said he planned to secure Shaye’s release. Hadi gave that impression to reporters during a May 6 meeting with U.N. officials.

Even so, analysts of al-Qaida in the Arabian Peninsula claim that to this day, neither the Yemeni nor the U.S. government has offered any substantive evidence to support the charges against Shaye.

TIME FOR U.S. TO CURB DRONE FLIGHTS OVER YEMEN ity among targeted communities and threaten U.S. efforts to curb extremism. With drone attacks breeding discontent and anti-American sentiment, the Obama administration must rethink how the U.S. can advance its objectives without letting tactics dictate strategy. Washington seeks to balance multiple priorities in Yemen: supporting stability in the Arabian Peninsula, disrupting terrorist networks, securing waterways and aiding Yemen’s transition to democracy. By focusing primarily on acute, short-term threats, the U.S. risks the long-term security that benefits both nations and can be achieved only through a sustained investment in the humanitarian, economic and political development of the Yemeni people. Thirty-one foreign policy experts and former diplomats — including us — sent a letter to U.S. President Barack Obama last month that said the administration’s expansive use of unmanned drones in Yemen is

proving counterproductive to U.S. security objectives: As faulty intelligence leads to collateral damage, extremist groups ultimately win more support. The lack of transparency and accountability behind the drone policy set a dangerous global precedent and damage Washington’s ability to influence positive change in Yemen and the region. Drone strikes heighten animosity toward the U.S. and President Abed Rabbo Mansour Hadi’s government for compromising Yemeni sovereignty. The U.S., the letter counseled, should reduce its reliance on drone strikes and instead invest in a longterm security agenda. This would include strengthening institutions that enhance the capacity and professionalism of Yemen’s security forces — not only counterterrorism units — to address threats to internal security. Washington already supports the restructuring of Yemen’s military, a step mandated by the transition agreement, but the Defense and State departments should ensure that our military as-

sistance does not repeat the mistakes made during Saleh’s tenure, such as ignoring power concentrated in the hands of elites or not prosecuting human rights abuses. And building a capable police force recruited from residents in partnership with local communities is essential to securing this territory. Americans and Yemenis have a strong shared interest in combating extremism, as al-Qaida and its local affiliate, Ansar al-Sharia, spread in the south and pledge acts of terrorism against both Yemeni and U.S. targets. The U.S. should not ignore this threat — but beyond the security portfolio, Yemenis need to feel that Washington is committed to supporting democratic institutions and the prosperity of the Yemeni people. Although the State Department and the U.S. Agency for International Development are engaging Hadi’s government on development and humanitarian issues, most Yemenis feel only the negative effects of U.S. counterterrorism policy.

Rather than the steady stream of military delegations, a more robust economic assistance program and public diplomacy strategy — including a visit by Secretary of State John Kerry and other high-level diplomats — would signal support for Yemen’s transition and its democratic aspirations. Yemen’s national dialogue is an ideal opportunity to break with a legacy of corrupt leaders who sought personal gain at the nation’s expense. The Obama administration can encourage this process by providing international cover for the difficult decisions delegates must make to craft a new political system based on equitable power-sharing, active citizenship and tolerance. This requires the administration to examine its own policies and shift course where the status quo undermines our shared interests. Despite negative attitudes toward U.S. policy, Yemenis are eager for an authentic partnership with the U.S. — built on transparency, accountability and a demonstrated commitment to their future.

WASHINGTON – Most news out of the Middle East these days is dispiriting: the devastating civil war in Syria, the autocratic nature of Muslim Brotherhood rule in Egypt, continued militia activity in Libya, a coalition collapse in Tunisia. Less discussed, and surprisingly positive, is the political situation in Yemen. The United States has played a significant role in Yemen’s transition, which ushered out former President Ali Abdullah Saleh, in exchange for immunity, and inaugurated a unity government and consensus president that are overseeing a national dialogue launched last month. The U.S. has pledged support for the dialogue, which will lead to a constitutional referendum and new elections. To many Yemenis, however, Washington is narrowly focused on short-term security concerns and the fight against terrorism; the U.S.,

they think, cares little about real political change. As Yemen’s transition enters a critical stage, Washington has an opportunity to change this image by redirecting its policy to greater emphasis on stability, prosperity and democracy, which would advance both U.S. and Yemeni interests. Qawafil Development and Creativity Foundation (QDCF) Concluded on Saturday May 31 the activities of the WorldNo Tobacco Day amid broad community participation. The Faculty of Medicine at the University of Sana’a hosted the ceremony finale which was sponsored by the Ministryof Public Health and Population in collaboration with the Ishraq (Sunshine) Foundation for raising awareness oftobacco hazards and the General Union of Yemeni Students. The activities included a scientific symposium to raise awareness of smoking hazards in health

and social areas and to prevent the promotion of tobacco products, as well as awareness and education campaigns at universities and institutes. The organizers also adopted

a diversified awareness campaign in transportation means and streets. The World No Tobacco Day activities this year were funded by the GlaxoSmithKlein (GSK), which an-
