HADI IN WASHINGTON, MEDICAL CHECKUPS UNDERGONE
CLASHES WITH AL-QAEDA BACK IN ABYAN
Yemen’s President, Abdo Rabbo Mansour Hadi has undergone medical tests in Cleveland city, the state-run news agency Saba reported on Sunday.
BY ABDUL-AZIZ OUDAH
Six al-Qaeda affiliated fighters had been killed in armed clashes with the popular committee in the southern province of Abyan, a security source told the Yemen Observer. The source, said on anonymity condition, “The popular committee members raided al-Mahfad district evening Saturday where al-Hag tribe is believed to harbor al-Qaeda fighters.” “Six fighters were killed from that tribe,

Unofficial sources, however, reported that the president underwent a cardiac catheterization and kept under observation for 24 hours, before he left the hospital. On Sunday, president Hadi visited Anduze Military Base in the outskirts of Washington, Saba reported. This came within the framework of his official visit to the USA for days. The White House issued a statement earlier stating that Obama will meet Hadi on Thursday, Aug. 1.

THOUSANDS OF YEMENI STUDENTS AT RISK IRANIAN DELEGATION ON THE WAY BY MOHAMMED KALFOOD
Lives of one hundred thousand Yemeni school students at risk be-
cause they receive education in conflicts-stricken buildings, said the United Nations Office for the Coordination of Humanitarian Affairs in Yemen (OCHA). According a 2012-OCHA situation report, gunmen had attacked 165 school buildings in Yemen during which damaged nearly 57 schools most of them are in the capital Sana’a and the southern province of Abyan. “More than 420 schools in Yemen are working in unsafe conditions nowadays because of the damage of the conflicts,” said the report, stressing that the UN Education Working Group has developed a plan for the rehabilitation of damaged schools, especially in Sa’adah and Amran provinces. In September 2011, armed confrontation in Sana’a caused a large number of schools to remain closed. Although they were reopened, it was estimated that 80 schools within conflict zones were inaccessible of which 36 were occupied by armed groups or armed
forces, denying an estimated 120,000 children of their right to education, according a 2011-OCHA situation report. “In Taiz, violent confrontations resulted in many parents keeping their children away from schools. In 10 assessed schools close to the central square, enrollment had gone down by 10%. In Aden, 76 out of the 135 (56%) schools were occupied by 3,651 IDP families from Abyan.

YEMEN RANKS SECOND IN THE MIDDLE EAST IN ADOPTING NATIONAL POLICY ON INTERNAL DISPLACEMENT
O N ’T
LOCAL NEWS R EA D
FARIS SANABANI
Executive Unit for Internally Displaced Persons (IDPs) and the United Nations High Commissioner for Refugees (UNHCR) welcome adopting a national policy on internal displacement by the Government of Yemen.
BY ISCANDER AL-MAMARI
The policy aims to address the issues of the more than half-amillion Yemenis who were forced to flee their homes in recent years due to conflicts and violence, and to resolve internal displacement in the country. “This policy is not a document, a paper or a mere decree put on roofs, but a policy that speaks about an IDP behind whom a family lies,” said Naveed Hussain, UNHCR representative in Yemen in a press conference that was held in Sana’a July 27.
“Adoption of the policy is a major step forward in this regard.” He further appreciated cooperation of the Yemeni government in this regard. “Yemen is the Middle East second country to approve the national policy and the 26th in the world,” he added. For his part, Head of Executive Unit for IDPs Ahmed al-Kohlani said “we had no such national policy but we have been trying to adopt it and finally we have it,“ “There have been governmental exerted efforts represented by Ministry of Planning and International Cooperation and Ministry of Foreign Affairs in addition to UNHCR as representative of organizations,” Kohlani stated. He added that displacement is a humanitarian tragedy by all means. On the other hand, statement of the Ministry of Planning and Inter-
national Cooperation by Ahmed al-Gaoi who said that refugees issue has risen since 1991 after war in Somalia. He furthermore added that Yemeni cadre should be qualified to meet needs of this issue. Foreign Affairs vice Minister Ali Muthana thanked efforts exerted by Naveed Hussain who address issue of the IDPs. Fighting in Yemen over the past decade resulted in around half a million people being displaced, with 13 out of 21 provinces being directly affected by displacement. The vast majority (90%) of IDPs in Yemen do not live in camps but rather with host families, in rented rooms or in hundreds of informal settlements. The national policy, which the Cabinet approved on 26 June 2013, highlights the provision of protection and assistance for
people who are displaced by conflict, violence and natural disasters. It features three strategic goals: to prevent arbitrary displacement; to support both IDPS and the communities that host them during displacement; and to create the conditions for durable, safe and volunteer solutions for displacement. During the consultations organized by the Executive Unit and UNHCR in 2012, IDPs stressed the need for an institutional plan to respond to the displacement situations. They expressed their lack of awareness about their rights and the basic procedures that can provide protection for them during displacement. UNHCR in Yemen works in cooperation with the Government of Yemen and humanitarian partners to provide protection and assistance to refugees, asylum seekers and IDPs.

Member of the team of “revenge, weapons and the groups outside the law” in the team of independence of bodies and special issues at the National Dialogue Conference (NDC), Sheikh Ahmed Mohammed al-Qardaie disclosed a strategy which is currently being prepared at the NDC for withdrawing weapons from religious groups, militants, terrorists, political groups and tribesmen and outlaws who are against law and order. Al-Qardaie explained to a Gulf journal that the strategy will be based on resolving the problems on two sides, the first as a political revenge and the other as a tribal revenge between one tribe and another or between two persons, adding “ the ones who pose threat as political revenge include the armed outlaw groups such as al-Qaeda, the Houthis, the Salafis, the former regime and the armed militants loyal to the Islah party who fought with the revolutionary youth in 2011. He ensured that, “weapons couldn’t be left in the hands of any group until they are delivered to the state’s arsenal, so that the state will be a modern civil one and not as some understand it to be secular. We are Muslims and have our special customs and traditions.” He pointed out that the light and medium weapons in the hands of these groups and individuals are equivalent to those in the hands of the government forces, adding that there some persons who separated a tank’s tower and used it as a canon. He said the existing weapons are the result of the political conflicts since the 1948 revolution up to now. Al-Qardie belittled the reports that estimate the weapons in the individuals’ hands to be 76 million pieces, in comparison to the 25 million population, however he said, “There are dangerous and heavy weapons in the hands of some groups. The Houthi groups have tanks and the wars that took place, especially the 1994 war made the tribesmen to raid the military arsenals of the Soviet Union in the south, which contained very dangerous weapons including anti-aircraft missiles, modern weapons, munitions and explosives.”
CONTINUATION FROM FRONT PAGE CLASHES WITH AL-QAEDA BACK IN ABYAN while many were seriously injured from both sides,” the source said. “The wounded members of the popular committees were taken to a hospital in downtown Abyan, while al-Hag tribal fighters were taken to a hospital in neighboring province of Shabwah,” the source added. Al-Hag tribe is accused of assassinating a senior officer of 119 Brigade affiliated to the First Armored Division, when those tribal al-Qaeda linked fighters attacked the brigade stationed in al-Kawd area, southward of Zinjubar – the capital of Abyan province – which al-Qaeda had occupied in the end of 2011. In the same area it was reported that a drone strike targeted a pick-up truck late on Saturday, killing four al-Qaeda suspects onboard. Such information has not yet been confirmed, however. In Rada’a district gunmen riding a motorbike fired at two military officers and fled the scene. “One officer was killed, another was wounded,” said the security source.
Rada’a district of al-Baydha province, bordering Abyan from the north, is considered as a safe refuge of al-Qaeda in the Arabian Peninsula (AQAP) and its fielded insurgent wing Ansar al Sharia. This area has been an active battlefield during the past two years, where several fierce clashes took place between Yemen’s Armed Forces and al-Qaeda fighters.
ADEN AS YEMEN’S POLITICAL CAPITAL The regions are formed of a number of provinces and directorates. It added that the Yemeni republican system would be based on a multi- party system aiming at the peaceful power transfer. It added Sana’a would be the capital of Yemen Republic and Aden the economic and winter capital. . According to the GPC vision Aden city region would have a special status which restores the international position which it deserves as Yemen economic and winter capital and a basic source for the national economy. Its vision also included that the system in Yemen should be based on the par-
liamentary system and the government would be formed from the political party which wins the required majority or from a coalition of blocs in the parliament if no particular party wins this majority.
NDC MEMBERS QUIT, ANOTHER SUSPENDED Bamakhrama, who represents Salafist the Rashad Party, will not be attending the taskforce meetings until the NDC Disciplinary Committee decides within the three-day period. Last week two members of the state building taskforce, Ahmed al-Zuhairy and Abdul Aziz al-Jubari, submitted their resignations because of such fatwas. The taskforce members, however, declined to pass on their resignations. Controversial Cleric, Sheikh Abdul Majid al-Zindani, who is also Head of Yemen’s Clerics Authority, released a statement early last week, naming 37 NDC members as anti-Islam.
THOUSANDS OF YEMENI STUDENTS AT RISK This had prevented 84,774 school chil-
dren (43,369 boys and 41,405 girls) from accessing education. Sewage and latrine facilities in occupied schools were flooded due to its heavy and inappropriate use. It was also estimated that 6,000 children displaced from Abyan to Aden were not receiving any education. In Sa’ada, the schooling system was severely disrupted by the past six rounds of conflict. It had been reported that more than 200 schools remained closed in part due to the presence of landmines, complete or partial destruction or a lack of furniture. In the Al-Daher district alone, 15 out of 18 schools remained closed. It was estimated that approximately 70,000 children in Sa’ada were affected by school closures. Earlier in July, the UN and its humanitarian partners have revised their global humanitarian plans for 2013, and are now appealing for nearly US$13 billion to provide assistance to tens of millions of people in 24 countries. The revised plan now calls for US$702 million to assist approximately 7.7 million Yemenis. The original plan released at the end of 2012 called for $716 million.

As the website had quoted, Deirdre Barleywater, the 52-yearold British national unveiled the Save Yemeni Kitties campaign at a press conference in London, where she explained how she first came across the issue.
The website has stated the lady learned of the Cat chewing problem in Yemen through the Radio. The news deeply saddened her and expressed her disgust at the issue. She also stated something to be done about it before the whole world starts chewing Cat.
The website also mentioned that Barleywater, who claims to own “at least 70”, cats herself, added that “apparently almost everyone chews them in Yemen every day” and that “most are grown especially for chewing”. However, she admitted that she “hadn’t yet undertaken thorough research into the problem,” something she intends to do when she visits Yemen later in the year. As per the website ‘The Save
Yemeni Kitties’ campaign hopes to raise £50,000 to build a cattery in Sana’a where rescued cats can be housed. Barleywater claims to have already raised £2.43 in just three weeks of collecting across London Underground stations. “It’s amazing how little people know about the issue,” she added. However, this information is yet to be verified as true and not a joke effort.

BBC’S YALDA HAKIM REVEALS MIGRANTS’ PLIGHT AND SUFFERING IN YEMEN
B
BC’s “Our World” program team ventured into Yemen to uncover the story of peopletrafficking and torture in Yemen which many, across the world, knew little about until recently. In this BBC “Our World” program special, BBC World News correspondent, Yalda Hakim investigated one of the most dangerous journeys on earth, and the plight of thousands of Ethiopian migrants attempting to reach Saudi Arabia and a better life. The Our World program uncovered abuse and exploitation stories on a massive scale.

“Witnessing the cruelty and suffering that many of these migrants face as they make the journey from the horn of Africa through Yemen to get to Saudi Arabia, was horrifying. We heard endless stories of torture, abuse and rape. The most challenging and difficult part of filming this documentary was entering a torture camp where migrants are held for ransom. We were told, by the armed guard who escorted us into this camp, that a woman was being raped in one of the rooms. As a journalist you must remain detached and objective, but this can be difficult when you witness such human suffering. Also those controlling the torture camp were armed, which brought its own dangers,” said Yalda Hakim in a quote to the Yemen Observer. “These migrant workers are just treated like commodities, as part of a major business where peopletraffickers buy and sell them from one group of criminal gangs to another.” The “Our World: Yemen: The Most Dangerous Journey on Earth” program followed the journey of 80,000 Ethiopians who attempt to reach Saudi Arabia every

alda Hakim investigated one of the most dangerous journeys on earth, and the plight of thousands of Ethiopian migrants
year, by crossing the Red Sea, trekking 500 kilometers through
the desert and then evading Saudi border guards. However the biggest danger the migrants face is from Yemeni criminal gangs who kidnap and sell them to so called “torture camps”, where they are held and tortured for ransom. When asked, by the YO, why was the focus on Ethiopian migrants Hakim replied, “We understand that there are a number of other groups affected by the people trafficking business in Yemen. Our aim was to highlight this issue and the human cost. The focus in this particular report was Ethiopian migrants. We reported on what we saw. In Haradh, the majority of the migrants we met who were tor-
tured and abused were from Ethiopia. Unfortunately in a 26-minute film it is always difficult to touch on every group affected.” The program team traveled to Bab Al Mandab on the southeastern tip of Yemen, where the migrants come ashore, and then onto to Haradh, a Yemeni town on the Saudi border where the torture camps are located. With access to victims, the smugglers themselves and the torture camps, Yalda heard stories of unimaginable cruelty and uncovered evidence to suggest that the Yemeni military may also be involved in the trafficking and sexual abuse.

RAHAF AND ADEL, THE UNTOLD STORY
O
n the 21st of July, Sunday morning, A banner was hung in Al-Messbahi round that said (( Rahaf, I’m sorry... Adel)). The banner had evoked a lot of wonders and rumors about the story, who are they? What happened? How dare they? This activity made Yemenis divide into three categories: The first category was people who liked the idea and thought it was a very romantic and inspirational love story. Ameena Mohammed said, “The thing he did was so cute and romantic “Nobody really knew who did it. However, the apology banner was the breaking-news that people and Internets were talking about. “I have been getting messages from all my friends about the story, it’s not me but I don’t
The third and final category is people who thought that this was rude, wrong and against our culture and religion and that he should be jugged and be driven to jail.
mind doing it “ Adel Yehia said, and Haifa’a Bamehrez said, “It was a very romantic way to apologize and if it is true, I wish them the best of luck” People around the streets had different opinions about the whole thing. Here is where we meet the second category. People who thought that all of this was madness and not necessary to do especially in Yemen, but they don’t mind doing it in another society. Mohammed Ali said, “I think that it’s stupidity to have done this in a country that still doesn’t believe
in love” and he added, “Even if Adel thought it could be romantic, still he might have caused harm to other “Rahaf’s” due to the customs we are living with. Yet if it happened in another country, the society might have accepted it.” Also, Tarek Alyahiri said “I think it’s ridiculous, but if the guy did it in a funny way, then it’s somehow cool. But the best comment was from Mr. Ahmed Abduljalil who described it by features of civilization. And finally, Mehdar Mohammed found it lame and not creative at all.
CAROLE SAMAHA A NEW CHALLENGE IN THE “THE LADY”
Mohammed Ishq said “this is considered a scandal of the girl’s reputation and this is unacceptable” then Kareem Nashwan said “It might be romantic but still it’s against the law and religion love can be shown by many better ways, engagement for example “ At the end, it didn’t just pass by some people who took advantage of it like Rawabit YouTube channel which posted another banner mentioning that Rahaf forgave Adel and to see the rest of the story they have to visit their page and all I can say at the end is “One man meat is another man poison”.

RAMADANIAT 2013
Mosque Iftar Cigarette
GREAT GOALS TO SET FOR THIS RAMADAN Great goals to set for this Ramadan •Give a dollar a day in charity...or five or ten. The Prophet Muhammad, peace and blessings be upon him, was always generous but even more so in Ramadan. Let’s open our hearts and dig a little deeper in our wallets this year. Even less than a dollar a day adds up. Whatever you can give, it’s the intention that counts. •Memorize 4 new Surahs. Memorizing the Quran often seems like a daunting task. But the key is doing it in small bites. Since there are four weeks in Ramadan, try to memorize one new Surah a week. Start off with a short, easy one. Once you’ve started, you’ll build momentum and may even want to memorize a longer one the following week. •Go to Tarawih prayers. Post-Iftar, the first urge is to sleep after an exhausting day. But try your best to head out to the mosque for Tarawih prayers. Praying alone is wonderful, but doing it in congregation is fantastic. The community spirit is part of Ramadan’s blessings. Don’t miss it this year. If going every day is not possible, try going at least one week.
•Attend the Tarawih prayer at the time in which the recitation of the Quran is scheduled to finish. Call the local mosque and find out which day the Imam will be finishing the recitation of the Quran in prayer. Attend to not only hear part of the Quran’s recitation in prayer, but also participate in the heart-rending Duas that follow it. •Stop swearing and/ or backbiting – with a special box It’s hard not to shoot our mouths off when someone’s upset us. Whether we utter those four-letter words or backbite about someone to our family and friends, we know this isn’t the God-approved way of letting off steam. In Ramadan, when we want to build our spirituality, we’ve got to wage Jihad against our bad habits. Try this: get a box and every time you catch yourself swearing or backbiting put some money in it. It could be a buck or less. The point is to choose an amount that makes it feel like punishment. At the end of the month send the money to a charity or buy a gift for the person whom you’ve backbitten the most.
MESAHARATY - THE ONE WHO WAKES UP PEOPLE BEFORE DAWN
Traditions and religious customs are plenty in Islam, very beautiful and full of meanings. I would like to tell you about one of the symbols and traditions of Islam that I have loved from the first moment I discovered it. He is misharaty/ mesharaty/ mesaharaty, he is the one who wakes up the people for Suhur. For the ones who don’t know, Suhur is the meal that Muslims have before dawn, before the first prayer of the day called Fajr. The Muslims that are fasting during Ramadan have to wake up for Suhur to drink and take a snack. Muslims do this because it is Sunnah, tradition given by the Prophet Mohamed, who said that “Suhur is a blessing” and they also do this because it helps the believer not feel the need for drinking or eating throughout the day. Therefore, Suhur is a very important tradition for the Muslims
and whoever aids this has the job of Mesaharaty. It is believed that it is one of the oldest traditions and one that has strong roots related to the month of Ramadan. Mesaharaty is a man who walks through the night, making stops on every single street and beating his drum. This ritual happens before Suhur by one or two hours, sometimes even two times in a night. The drum beats are accompanied by chanting that may differ from place to place but its meaning is the same everywhere. “Suhur, suhur, Es ha ya nayem, wahed el dayem, Ramadan Karim, Es ha ya nayem, wahed el razaq”. These are words that cannot be translated word for word because they lose their beautiful meaning but here is what they mean: “Wake up you who are sleeping, pray for eternity, Happy Ramadan”. “Razaq” is a complex word and
means The One who sends you and gives blessing to your everyday food. The first Mesaharaty was Bilal, the first official muezzin of the Muslims. The Prophet had asked him to wake up the believers for Suhur. The whole concept of Mesaharaty was developed in the Abbasside era, especially in Bagdad at the time of Caliph Al Nasser. He asked a person called Abu-Noqata to wake up the Caliph and all the other Muslims. In Mecca, Mesaharaty is called Zamzami. He used to carry with him a fanous (Ramadan lantern) for the ones who may not hear his calling, to at least see his light. You can read here at http://expertscolumn. com/content/fanousramadan-lantern a history of the fanous’s meaning and traditions. In Sudan, Mesaharaty walks on the streets with a child who carry for him a list with all the people names that he has to call and wake up for Suhur each and every night. At the end of Ramadan, he will pass by each house and collect
money from the people who he woke up during the month. Nowadays, Muslims use alarm clocks to wake up, so slowly the old tradition of the drummer is getting lost because of new technology. But, thank God that the custom hasn’t died and Mesaharaty has never missed a Suhur. Here Mesaharaty is still a living tradition that enriches the month of Ramadan and brings back loving memories. I love to hear him in the silence of the night while people are
RAMADAN IS “THE SULTAN OF THE MONTHS “Ramadan is the month in which the Qur’an was sent down as a guide to all mankind and as a clear sign for guidance and judgment between right and wrong. Henceforth, anyone of you who reaches this month should fast in it.”(Al Bakara 185) Ramadan, the 9th month of the Islamic calendar, is the most important and holy month for Muslims. The first verses of Holy Quran were revealed in this month. Allah (swt) wants Muslims to spend this month fasting and as stated in the hadiths, gives more awards for worships and favors in this month. Scholars say that it is such an abundant and generous month that can make a Muslim, who appreciate it and spend it with worship, gain an award of 80
years’. Ramadan means “to burn” Ramadan, the name of the 9th month of the Islamic calendar, is an Arabic word that derives from the infinitive “ramda”. “Ramad” is getting hot because of the intensive heat and the ground that gets hot in such way is called “ramda”. So Ramadan denotes “to burn”, “to burn due to walking bare foot on a scorched ground”. The reason why this holy month is called “Ramadan” is because of its burning of the sins. In Ramadan, fasting man endures heat because of hunger and thirst and the heat of fasting burns the sins. (Elmalılı Hamdi Yazır) Ramadan means “rain” Ramadan derives from the
infinitive “Ramadiyu” which means the “rain” that is seen at the end of the summer, at the beginning of the autumn and cleans the earth from dust. Like this rain’s washing the earth surface, the holy month Ramadan washes the people of belief from sins and cleans their hearts. (Elmalılı Hamdi Yazır) It is narrated that Ramadan is one of the “Beautiful Names of Allah (swt)” Anas Bin Malik narrated from the Beloved Prophet Muhammad (pbuh): “Don’t call (this holy month) just “Ramadan”. Such as Allah (swt) called it “shahr-i Ramadan” (the month of Ramadan), you also call it so. (Bukhari) Scholars say that “Ramadan” is one of the names of Allah (swt).
LANTERNS FATWAS:RAMADAN ONE INTENTION FOR THE WHOLE MONTH?
QUESTION:
DOES EVERY DAY ON WHICH THE FAST IS PERFORMED IN RAMADAN REQUIRE AN INTENTION, OR IS IT SUFFICIENT TO MAKE ONE INTENTION FOR THE WHOLE MONTH? ANSWER:
IT IS SUFFICIENT IN RAMADAN TO MAKE ONE INTENTION AT THE BEGINNING OF IT, BECAUSE EVEN IF THE FASTING PERSON DID NOT MAKE AN INTENTION FOR EVERY DAY THE NIGHT BEFORE, THAT WAS HIS INTENTION AT THE START OF THE MONTH. BUT IF THE FASTING IS BROKEN DURING THE MONTH DUE TO A JOURNEY, OR ILLNESS OR THE LIKE, HE MUST MAKE THE FRESH INTENTION, BECAUSE HE HAS BROKEN IT BY ABANDONING THE FAST DUE TO TRAVEL, ILLNESS OR THE LIKE.
trying to rest and sleep before the fasting starts. His voice is soft and really enchanting; his calling comes from past ages, reminding us of the roots. His beating of the drum is also soft but powerful, at the same time, it is not just another loud noise out there in the street. Sometimes I throw a piece of cloth over my head and run out on the balcony just to take a look, to hear his candid calling and see the rhythm of his hands hitting his round and white drum.
You will need: Tin cans (filled with water and frozen) Paper Pencil Marker Scissors Hammer Nails Tape Step 1) After you gather everything together, you need to decide on what picture you want to be illuminated. I decided on butterflies, which is quickly becoming a popular theme for me. My butterfly tattoos were the template for the butterflies made for the cans. So create a template and then trace it on your paper. Step 2) The dark line really helps when you begin to make the holes. Now that you have
your pattern…make more…a lot more. Well I guess it depends on how many of these you want, you will need a new pattern for each can you decide to make. Step 3) next, tape your pattern around the frozen can with some tape. Step 4) Now it’s time to break out the hammer and nail. It’s a good idea to cover the floor with towels as well as have an extra towel to help hold the can. Take your nail and tap it a few times around the outline of your desired shape. The ice is there to give your nail some resistance so it doesn’t bend the aluminum. Step 5) You’ll notice, as you move forward, that the can
starts to collect condensation and the marker starts to run, the paper can also start to rip. Don’t worry too much. The ice will never melt enough where hammering becomes impossible, and you just have to be really careful to not rip the paper. Once you have traced your pattern(s) you can remove the paper, and you pretty much have a finished luminary. Before you can do anything else to it, you have to melt the ice. You can do this the slow way, or the quick way. The quick way is running the can under hot water and watching the ice melt. Step 6) Now you can leave your can like this, for a more industrial feel, or you can jazz it up a bit with some paint!
So the holy month must be called as “Shahr-i Ramadan” (the month of Ramadan) .
