Constructing Excellence in Yorkshire and Humber / Awards 2014
Introduction Constructing Excellence in Yorkshire and the Humber
Constructing Excellence in Yorkshire and Humber has worked hard this year to deliver a full programme of Excellence breakfasts in partnership with Addleshaw Goddard LLP, which have been a huge success. These will continue last Wednesdays of the month from September onwards, so don’t miss out on excellent breakfasts with high profile speakers focussing on key topics of interest.
Yorkshire and Humber Club
We have some brilliantly supportive and enterprising construction organisations within our region, with whom we are very proud to work.
As a region we are so much stronger when we pull together and collaborate to share best practice and knowledge.
As a region we are so much stronger when we pull together and collaborate to share best practice and knowledge. This event would not have been possible without our headline sponsor, Kier, and all of the Yorkshire construction organisations who have supported these awards and taken the time to make submissions into these categories, not to mention the hard work put in by our events team and the entire YH Constructing Excellence club, too!
This year considerable effort has been put into raising the bar at these awards to promote Yorkshire right through to the national Constructing Excellence finals later in the year. Yorkshire has just done us very proud with ‘Le Grand Depart.’ Let’s make this continue with the winners from this region taking home an award or two at the national finals coming up this year in London.

Award sponsored by
Andrew Costello, GB Building Solutions
Andy Costello is an exemplary young project leader. He represents the values of employer GB Building Solutions, part of the GB Group, with his unfailing commitment to client aspirations, technical excellence and commercial targets and goes the extra mile time after time with applied intelligence, innovative vision, skilful people management and forthright Yorkshire grit. It is a magic formula that brings results. Joining the business in 2007 with a BSc (Hons) in Construction Management from Sheffield Hallam University, Andy successfully completed the company’s rigorous five-year graduate trainee programme and was appointed project manager in December 2012.
His first scheme, the £1million Science, Technology, Engineering and Maths (STEM) Building at the University of Bradford, will be the only educational building in the UK to achieve both BREEAM ‘Outstanding’ (pending) and Passivhaus accreditation (achieved). It is the first GB Building Solutions project to achieve Passivhaus status and has set a new standard for sustainable construction in the business. Andy delivered the scheme on time and on budget with zero reportable accidents.
A true ‘people person’ who excels at relationship building, Andy is a believer in giving back and shows a rare dedication to community involvement. He is a consistent high achiever at the Considerate Constructors Scheme Awards, having gained two Gold Awards and two Bronze Awards to date through his commitment to the highest on-site operational and welfare standards and an ever-ready willingness to extend a helping hand to apprentices, students and the unemployed looking to gain a foothold in the industry.
The STEM Building takes the ‘fabric first’ approach to extremes, using high levels of insulation, an airtight building fabric, highperformance windows and doors and ‘thermal bridge free’ construction and mechanical heat recovery systems, and gained an air tightness score of 0.6.
And what of the future? Andy’s career goal is to continue to develop his project management skills in ever more challenging environments. He finds the current economic climate fascinating and thrives in the modern workplace, which he judges more dynamic and demanding than ever before. To Andy, conformance is no longer enough; the way he sees it, today’s project leader needs innovation, creativity and flexibility, anticipating problems and developing strategic solutions to ensure project success.
Achieving such stringent sustainability measures required Andy to show hands-on leadership beyond his 29 years to drive consistent best-practice techniques and processes from his construction team. He quickly got to grips with Passivhaus and worked in collaboration with air testing specialists STROMA and a dedicated assessor to personally drive the design of the new scheme to ensure it achieved the U-values necessary for Passivhaus, which was awarded in December 2013.
GB Building Solutions is exceptionally proud of Andy and wishes him every success as a Young Achiever.

Area 12 Collaborative Planning & Visual Management, A-One+
A-one+ are the service provider of the Highways Agency (HA) managing, maintaining, and operating the motorway and trunk road network in Area 12 Yorkshire and Humberside. Area 12 is one of the largest and busiest road networks in the UK encompassing 494kkm of motorways and trunk roads (7% of the national strategic road network) and over 1,400 structures. A-one+ has 415 direct staff working from a number of offices and depots in the region as well as a supply chain from the local area. Our responsibilities include road renewal and improvement schemes, routine and cyclic maintenance, severe weather service and incident response.
SUSTAINABILITY
This submission covers our 2013 initiative to develop and use collaborative programme management in conjunction with our partners the HA and Navitas Project Solutions (an external consultant).
ENVIRONMENT Reliability of Construction Delivery Programme Prior to the lean project we were completing construction of schemes month by month with an average reliability of 56%. Between November 2012 and March 2013, with our new collaborative ways of working we saw an improvement in reliability to an average of 89%. We have then seen another step improvement now that our new collaborative ways of working are embedded. Between April and August 2013 we completed construction of 39 schemes to or ahead of programme - 100% reliability. This has allowed us to plan our routine maintenance operations alongside these guaranteed scheme program dates allowing us to share traffic management opportunities. This has helped reduce the number of vehicles required to lay out traffic management whilst also reducing overall disruption to drivers.
We will demonstrate how we have reduced design costs (by 37.2%), reduced design duration (20% programme saving) and improved construction programme reliability (to100%) through deploying lean tools and techniques. An additional bonus has been an improvement in staff morale, who have been freed up to deliver “more or less”. Our work in this area has been recognised nationally as best practice by our client and partner, the Highways Agency.
ECONOMIC Reduced design programmes have freed up our designers. This allowed the HA to give us further schemes to deliver - more for less. In August 2013 we received 25 additional schemes with an allocation of £2.1M. This comprised £1.9M for design and construction of additional in-year schemes and £182k for advance design of 13 schemes for construction in 2014/15.
SOCIAL Results of a designers morale survey undertaken following our North / Humber project show. • 75% of designers said working practices in the team have changed in a positive way • 65% of designers said we are better able to plan resources efficiently and effectively • 59% of designers reported an improvement in communication between the teams. 4

Leadership and People Development Award sponsored by
North Central Delivery Unit, Balfour Beatty It is our vision to attract, develop and retain the best talent and create a supportive environment in which all employees can develop. We are working to ensure:
Our leadership and people development vision, being undertaken at our North Central delivery unit based in Leeds, has risen from a period of change within our organisation.
• Everyone understands our vision, values and goals and how these can relate to their own objectives through Performance and Development Reviews • Our leaders and Managers are equipped with the skills to coach, develop and manage the performance of their people • Everyone has the opportunity to develop existing skills, knowledge and qualifications for their role, and understands they can proactively manage and develop their personal career.
As a responsible contractor, we are conscious of the need for training in our industry if we are to prevent a skills shortage in future years. We have an award winning STEM Ambassador training programme, for which we have recruited 12 new Ambassadors in the last year. We regularly attend careers fairs, school talks and educational events, and have recently been awarded the ICE Company of the Year award. We are an Associate member of the Considerate Constructors Scheme, with whom we register all our sites. This ensures we work in accordance with their code of conduct, with each site being independently inspected and audited for compliance.
A corporate restructure, beginning in 2012, reorganised Balfour Beatty so that businesses including Balfour Beatty Civil Engineering Limited, Birse Civils Limited, Balfour Beatty Construction Northern Limited, and Mansell Construction Services Limited, were integrated into the new Balfour Beatty CSUK. This integration resulted in a team with various experiences of training and development. Our vision was to have the best trained staff in the Yorkshire and Humber region. This includes our workforce, apprentices, graduates and, where applicable, subcontractors and the supply chain. The first step of achieving this goal was to clarify and collate existing training records. We identified gaps in individuals’ records, and began rolling out extensive training across the delivery unit. An in-house training matrix, updated weekly, monitors our progress and we have assigned a dedicated Training Administrator who is responsible for this. They are supported by our central Learning and Development function. This ensures Balfour Beatty set the benchmark in providing training that exceeds industry standards and is proactive, not reactive. Our integrated Business Management System (BMS) contains processes to ensure training needs are identified, requested, booked and delivered in a timely manner. As training is delivered, our records are updated and feedback is provided, allowing for continuous
5
improvement. We aim to identify learning programmes that support our Zero Harm journey, our Sustainability Action Plan, and our Life Saving Rules. Personal Development Reviews (PDRs) are undertaken on a quarterly basis. Within these one-on-one, line manager led meetings, staff are able to discuss both professional and personal development goals. Targets are set, and reviewed, over the course of the year. Environmental and sustainability training and development are integral to our business processes, as well as the industry in general. These include key individuals being identified for CITB Site Environmental Awareness Training (SEATS) and Site Sustainability Manager (SSM) training. A number of our team are undergoing professional training with the Institution of Civil Engineers (ICE), in accordance with the Balfour Beatty ICE Company approved training scheme. Our Director of Operations, Wayne Metcalfe, and Chief Engineer, Eamonn Murphy, act as Supervising Civil Engineers (SCEs) for this scheme.
We are a Times Top 100 Graduate Employer, and members of the 5% club. We are the first construction company in the UK to become involved in this initiative.

World at Wentworth, William Anelay Ltd The Conservatory featured in BBC’s Restoration programme in 2003, coming third in the final series. Its rescue continued to be the main focus of the Trust’s fundraising plans until 2011, when the Trust finally secured the £3.74 million needed to save the delicate structure from dereliction. The iron framework consisted of over 4000 individual parts that needed to be dismantled and restored. Over a 6 month period approximately 35 layers of paint including greens, whites and creams were removed to reveal detail. Dismantling commenced in July 2012, with the entire metal frame work being removed off site. The metal work started to be returned in April 2013. The other elements were repairs and renewals of the heritage tiling, and sensitive masonry repairs. Externally, steps and boundary walls were restored, and set in substantial hard landscape and planting schemes. The finished project combines this outstanding restoration with an effective new build to recreate an exceptional conservatory with heritage planting, and provide a modern visitor experience.
Founded in 1747, William Anelay Ltd specialises in the conservation and restoration of historic and listed buildings and monuments. The firm started life in Doncaster, mainly with brickwork contracts, and became involved in restoration when it was approached to carry out renovations on properties that it had originally built. By the 1850’s, the firm began a life-long association with the built heritage and in the early 1900’s opened up an office and masonry yard in York. Over the years, the company has been associated with the delivery of many award-winning projects.
We provide employment for over 100 people with a core of highly skilled trades including stonemasons, bricklayers, lead workers and joiners. We offer an apprenticeship programme to ensure that specialist craft skills are not lost. In 2005 a second office was opened in Manchester to support high profile projects in the North West such as Gorton Monastery and the Victoria Baths (winner of the BBC’s first Restoration programme). In 2006, the company was sold by the Anelay family and is now owned by three Directors, all builders, who all have day-to-day involvement in the business. We are proud of our heritage, and of the buildings that we work on.
The main objective of this project was to save the Victorian Conservatory and bring it back to its original glory. The project was supported of the Heritage Lottery Fund, English Heritage, the Country Houses Foundation and the European Regional Development Fund and therefore had to be completed within the pre-agreed budget. The long term prospects for the new conservatory are to sustain continual enhancement of visitor’s experience, whilst generating revenue to support the park. The site was registered with the Considerate Constructor Scheme and was awarded a ‘Compliance’ certificate. The project also scored a BREEAM “very good”

M1 J39-J42 Smart Motorways ‘Ten Steps to Zero Exposure’ Bam Morgan Sindall
Roadworkers are acknowledged in our industry as being at high risk of fatal and serious injury, especially during the placing and removal of temporary traffic management.
1 . Mobile lane closures for deployment of remote controlled signs placement of all central reserve signage. Thus ELIMINATING the need for carriageway crossings to erect and dismantle temporary traffic signs. 2. Remote controlled signs for lane closures. 3. Sign Fixings to manage reactive crossings during high winds – a Britpave product concrete barrier fixing - ELIMINATING reactive carriageway crossings by road workers during inclement weather. 4. Permanent sign poles deployed in the central reservation - This innovative strategy is ELIMINATING reactive road crossings during inclement weather as there are no sign frames or sandbags. 5. Straight lane one and two lane closures DECREASE in the exposure time of operatives to live traffic and a significant REDUCE manual handling of equipment.
Our 10 Steps towards Zero Exposure Strategy set out firstly to eliminate all fatalities, serious injuries, and long-term ill health to road workers maintaining our network, with eliminating carriageway crossings we achieved this with last years winning submission with “5 point plan” for M62. We are working towards the next goal of eliminating the need for workers to be on the live carriageway by 2016. We have actively worked with our supply chain and customer to proactively enhance our safety performance. We achieve this by ensuring we REDUCE and in most cases ELIMINATE the exposure of those who are directly at risk from road-users.
CUSTOMER FOCUS- Aiming for Zero Highways Agency This proactive approach resulted in no incidents or injury to road workers due to road-user interface on any of the major road schemes. 5 Pillars of Strength Safe By Choice Smart Motorways team chose to proactively eliminate risk and to develop these new steps by engaging supply chain and customer to improve the safety of the traffic management workforce. Safe by Design The vision of the “Ten Steps” was led by the Smart Motorways team with safety of workforce in mind. We innovated and challenged the norms of design. Safe Lives This Proactive Approach allows zero live carriageway crossings, reducing time exposure in maintenance operations and informed road-users. Safe Places Working adjacent to live motorway traffic can never be considered to be a 100% safe environment to work in but these steps have most definitely improved the safety of traffic management operations and made it a safer place to work. Safe Relationships Strong and broad engagement and involvement to developed products and services with our Supply Chain to deliver 10 steps towards Zero Exposure.
7
The Next Level: We extended our supply chain involvement engaging and collaborating further in raising the bar. The strategy extends with 5 more key points aiming to ELIMINATE roadworker exposure to live traffic which form the basis of this awards submission. 6. “No Cones” in Taper and Chicane Zones replaced by adapted temporary vehicle restraint (Varioguard) ELIMINATING maintenance operations for operatives in high risk areas with live traffic. 7. Educating Road-users Informing Road-user of reason for restrictions and to respect our roadworkers to achieve this we have developed many forms of communication. 8. “No Cones” Line Markings replacing traditional areas for cones in splitter islands and slip road nosing’s, ELIMINATING maintenance operations a first for industry. 9. Intellicone detects through laser any intrusion or breach by general public / road-user or emergency services into a “possession area” i.e. closed carriageway / slip road, REDUCING the risk of serious injury to workforce by road-users breaching TM. 10. Zero Exposure Traffic Management Pack educates and briefs workforce on controls of Zero Exposure Strategy and issued site specific maintenance procedures to remove traffic interface, ELIMINATING hazardous situation. It shows real safety commitment to workforce and helps teams understand our combined strategy to keep them safe.

Starting a REVOlution, MGJV- Morgan Sindall Grontmij Joint Venture SUSTAINABILITY (ECONOMIC/SOCIAL/ENVIRONMENTAL) Due to rising energy costs it is paramount that YW researches and invests in new ways to reduce these rising costs across their business. With lower costs YW can use these cost savings to plough back into improving the services they provide to their customers. Triad charges relate to National Grid’s transmission charges. They measure maximum demand readings three times a year and use the average of these readings to calculate Transmission Network Use of System (TNUoS) charges. Triad charges are only applicable for half hourly metered sites. YW receive a number of TRIAD warnings between November and February specifying a time period which we then carry out addition site turndown to reduce the transmission charges. REVO allows for further savings by utilising the data the Triad warnings generate and adjusting the system accordingly.
Yorkshire Water (YW) has developed a ground-breaking innovative way to operate the most energy intensive assets optimally around YW’s electricity tariffs. YW developed 18 innovative control modules for high energy consuming assets, known as Remote Energy Visibility and Optimisation (REVO). YW owns the intellectual property to an asset that other water companies and industries outside this sector need. YW Sustainable Energy Strategy in 2011 identified energy would become YW’s largest operational cost.
Customers want cheap bills and quality water in their taps. By reducing the costs YW has to pay for its energy supports this goal. YW customers have an expectation that waste water is safely returned to the environment. The innovative REVO project helps to achieve these expectations. Profiling the company’s energy consumption around the YW electricity tariff helps to minimise the cost of water production and waste water treatment. This lends to keeping customer bills low. The reduction in carbon emissions links into the company’s ‘Collaborate to Use Less’ scheme and builds on the company’s Green aspirations. These attributes help to build trust in the company and the way we work.
YW together with capital partner Morgan Sindall Grontmij (MGJV) embarked on a £3.8m scheme in August 2012 to generate substantial savings by year 5 of AMP 5. MGJV are delivering this new technology collaboratively across 65 sites, representing over 50% of YW’s energy consumption as a business.
The scheme was recognised in August 2013 when the team won the ‘Sustainable Innovation’ award at YW’s annual business excellence awards. Savings are already being realised, which mitigate against price rises and reduce carbon emissions.
EVIDENCE The REVO project is due to be completed in July 2014. It is already realising savings on all the projects it has been launched on and expected to achieve the targets that were originally set. The project is being delivered to time and budget Rawcliffe STW was one of the first sites to start using the REVO controls and they day in day out consistently make savings. This is helping to reduce the site overall costs and reduces the amount of energy purchased which is contributing to YW’s reduction in carbon emissions.

Cre8 Barn, Stirley Community Farm- Huddersfield, Green Building Store
The Cre8 Barn project is an innovative barn conversion to EnerPHit standard, featuring a ‘box within a box’ structure (inner timber frame building within outer masonry barn). The timber frame construction not only ensures thermal performance, but also helps provide structural stability to the outer masonry walls. An innovative thermal bridge-free wall connector technique utilised low thermal conductivity wall connectors between the inner timber wall and outer masonry wall. The risk of interstitial moisture build up within the cavity was extensively addressed at design stage and is now being monitored.
timber frame and masonry walls. With a ventilated cavity, the WUFI graphs show that moisture levels would remain within acceptable parameters over time. SUSTAINABILITY
The refurbishment was recently completed at Yorkshire Wildlife Trust’s Stirley Farm. The client’s requirement for low environmental impact for the refurbished building led the team to propose the EnerPHit standard. The project has recently received EnerPHit certification from the Passivhaus Institut in Germany. ‘Box within a box’ To achieve EnerPHit levels of performance, a super-insulated timber frame structure was constructed inside the existing stone building, preserving the outward appearance of the barn, while offering high levels of airtightness and continuity of insulation. A structural survey revealed that extensive remedial work was needed to stabilise the original stone walls. The internal timber frame structure offered the opportunity to shore up the original stone building, without the extensive and costly rebuilding and some of the associated underpinning otherwise required. Thermal bridge-free wall connectors The inner timber frame braces the original barn fabric through a purpose-designed tie system, developed with the project’s structural engineers. In situ cast concrete pads have been tied to the frame via basalt threaded bars with low thermal conductivity, set in resin anchors. This detail was carefully detailed so that it did not introduce a significant thermal bridge, and was suitable for Passivhaus standard construction. Ventilated cavity The design team had to deal with the possibility of ‘solar driven moisture’, leading to moisture build up within the cavity between the
9
The Cre8 barn is designed to meet the EnerPHit standard (the Passivhaus standard for retrofits) and therefore meets very high energy efficiency and airtightness standards. It will require minimal heating, with space heating savings of around 75-90% compared to the UK average. The project will therefore contribute to reducing CO2 emissions through the lifetime of the building. More on the EnerPHit standard at: http://www.greenbuildingstore.co.uk/page--enerphit.html SOCIAL The Cre8 barn is designed as an education centre which will provide a warm welcome to the many volunteers and visitors to the farm. It is a space in which the local community can come to learn about healthy eating, how to grow their own food and how best to prepare it, as well as discover more about local conservation issues and projects addressing them. With a communal kitchen, demonstration area and meeting space, the barn will accommodate both formal and informal education sessions, from school kids to trainees working towards accredited qualifications. ENVIRONMENTAL The Cre8 Barn forms part of YWTs wider vision to inspire people about their local environment and educate people about Yorkshire’s rich wildlife and how to help conserve it – closely linked to a more sustainable way of life.

Risk Based Contract Management, Turner Townsend/Yorkshire Water
Turner & Townsend has developed an innovative and efficient Contract Management service offering for Yorkshire Water’s AMP5 capital programme. The service provides assurance to Yorkshire Water Asset Delivery Managers and other Corporate Risk Managers that the commercial risk profile, described by the Framework Contracts and commercial best practice, is being managed effectively.
They have also developed a service which in only four years has produced to the client £30m of cost savings, £18m of risk reduction and over 550 commercial process improvements with an estimated saving of a further £20m. This has been accomplished with a reduced service cost to the client through a risk based approach and intelligent resource management / profiling. Compared to the industry standard, Turner & Townsend are providing a service at a lower percentage of capital spend, to any other consultancy, representing excellent value for money.
Yorkshire Water’s vision, ‘Taking Responsibility for the Water Environment for Good’ lays out the company’s strategic direction towards greater efficiency, sustainability and success. To achieve this vision Yorkshire Water have developed six strategic business objectives to measure their performance against. It is these objectives that Turner & Townsend help realise.
Turner & Townsend has been appointed by Yorkshire Water as their sole commercial consultant partner for AMP5 providing a variety of Programme Management, Project Management, Contract Management and Cost Management services. Communication between all parties involved plays a crucial role in the success of Turner & Townsend’s contract management service offering. The table to the right attempts to explain the different lines of communication, the reason for the importance of each, and the methodologies used to disseminate the information.
WHAT MAKES TURNER & TOWNSEND’S APPROACH UNIQUE?
Turner & Townsend developed the innovative contract management service so that the two service streams of Contract Administration and Commercial Assurance are not mutually exclusive but instead work in harmony to manage the client’s capital programme. With the two streams working closely together, risk can be identified and managed across the entire framework to drive process and performance improvements in an efficient way, as well as sharing best practice. The crux of the service offering lies around a risk based philosophy whereby a Risk Based Contract Administration service and a Risk Based Commercial Assurance service provide the necessary contract management confidence the client requires. The risk based philosophy allows the contract administration team to be reduced in size, whilst still being able to provide the required day to day administration of the contracts. The commercial assurance team monitor commercial risk at programme level, informed by risks identified by the contract administration team, and undertake targeted audit interventions and improvement projects where required. The two service streams work in unison to identify areas of risk, manage and mitigate those risks and drive efficiencies across the Framework. This delivers large cost savings to the client and allows process and performance improvements to be captured at all stages of the programme. This methodology allows a service provision that utilises less staff than the traditional approach, whilst providing increased cost certainty and value for money to the client.
The Yorkshire Water AMP5 (£1.37bn) programme comprises of six work streams and fourteen bespoke framework agreements, delivered by eight Delivery Partners. The Framework Contracts are based on the New Engineering Contract Engineering and Construction Contract, modified to suit Yorkshire Water’s business requirements and bespoke commercial model. 10

Cubicle Centre • Increasing website visitor numbers allowed us to make the most of Digital Brochures and reduce printed brochure costs. • More and more people are turning to search engines to answer their questions. Current success with our Search Engine Optimisation (SEO) strategy has resulted in big savings on Print Advertising. • In a recent survey 85% of specifiers agreed that they prefer to find their product information online. This stat finally confirmed that 2014 would be our last year in printed Product Directories.
BIM FOR PRODUCTION We intend to streamline the Production process by utilising the power of Autodesk Revit (chosen software) with the intelligence of our product BIM components. This combination will allow us to output multiple professional drawings and instant Works Orders – neither of which we have previously had the luxury. Additional to the reduced risk of human error, estimates suggest we can shave a third off office based Production time with this improved system. The Cubicle Centre Building Information Modelling (BIM) journey has gathered real pace over the last twelve months.
“BIM is here to stay“, stay“ Chloe Smith–Minister for Political and Constitutional Reform
After my talk at the launch of BIM4SMEs in April 2013, I have since realised the scale of interest in this journey and thought what better time to reveal our progress with BIM so far… This is a great opportunity for Cubicle Centre to showcase real success with BIM and, I am personally passionate about the progression of BIM in the UK – put simply; I believe BIM is currently THE common sense solution to so many issues in the Construction Industry. BUDGETING FOR BIM The fact that I could add a ‘Production’ angle to the BIM proposal made the investment an easy decision for the Directors at Cubicle Centre. An understanding that BIM would create a level-playing field in the specification market and allow smaller companies like Cubicle Centre to compete with much larger organisations backed this up. We have cut our costs on print based; Literature, Advertising and Product Directories over the last twelve months, which has allowed us to invest in BIM with little extra added to the budget. 11
SUCCESS, SO FAR Being one of the first ‘BIM ready’ manufacturers in the UK has opened up new doors for Cubicle Centre. Our early involvement ensures we are not missing out on any specifications currently out there and the Sales team have started to notice enquiries relating to BIM projects. The subject is also proving a great conversation starter and enabling us to have discussions with people in the Construction Industry we have traditionally found difficult to engage with. From a Marketing perspective, having something fresh and exciting to talk about has been a lifesaver. In what is now my tenth year at Cubicle Centre, I can confidently say that the subject of ‘toilet cubicles’ doesn’t get any easier to work with. Also, to have the Cubicle Centre brand associated with such a forward thinking and exciting technology is a real privilege. Considering we are a ‘small’ business in such a vast industry I believe this is a major success and gives us a great platform to build on. Off the back of the general growing interest in BIM we have seen potential suppliers keen to find out more. Developing the business through this interest has created a real buzz within the team and a collective desire to push-on to the next level. THE FUTURE The next major step (internally) is to integrate ‘BIM’ into the Production process. With a new BIM Technician (James) on board, hopefully this will be the case in the near future. James has learnt basic software skills very quickly and, with 1 or 2 days training, we are confident he’ll have us up-and running soon. James will become our in-house expert on the topic and is very much looking forward to working closely with specifiers in the future.

Chris Bourne, Chief Executive’s Service, Scarborough Borough Council said “Over the duration of the YORhub Frameworks Steve has succeeded in the difficult task of enabling teams from diverse local authorities to work together to achieve a common goal and used his extensive knowledge of the procurement and construction processes to manage the delivery of an excellent product which is now producing significant financial and social benefits.”

East Riding of Yorkshire Council East Riding of Yorkshire Council (ERYC) is a proactive construction client at a regional and national level. They deliver and lead on implementation of current national construction initiatives in the region, and through their work with the Cabinet Office, Local Government Association, British Standards Institution, NIEP, National Association of Construction Frameworks and Constructing Excellence, are actively involved in their formation nationally and internationally.
ERYC are a very proactive regional and national construction client. They lead, or are a member, of many steering groups and initiatives. In this submission we look at the 6 drivers of change from the Construction 2025 Industrial Strategy and how ERYC helps to deliver them. DRIVER 1 - IMPROVED IMAGE OF THE INDUSTRY ERYC helps in the attraction of people to the industry by being longterm supporters of the region’s Big Bang, TeenTech and STEMNET events, which are aimed at engaging schoolchildren with the construction industry. ERYC provide construction ambassadors to take part in school events, and take an active role in the leadership of the Generation For Change initiative within the region, organising events for university students and new entrants to the construction industry, for example “Thinking Outside The Box” creative thinking event held at Sheffield Hallam University. As lead YORhub authority they led on establishing the first UK framework to receive CITB National Skills Academy Status for YORbuild, wrote the first UK consultants Employment Skills Plan for the YORconsult framework and set up the regions Shared Apprenticeship Service, YORfuture. To date YORhub projects have received 13,445 pupil visits and there have been 546 work experience placements. DRIVER 2 - INCREASED CAPABILITY IN THE WORKFORCE ERYC, as lead authority of the regional construction hub, YORhub, have put in a sterling effort by setting up frameworks that contractually require employment & skills outputs, which have become National Skills Academies. They have built on this important requirement by leading in the establishment of a Shared Apprenticeship Service for Yorkshire & Humber, YORfuture, working with CITB and utilising the YORhub pipeline to work out the sustainable apprentice placements. DRIVER 3 - A CLEAR VIEW OF FUTURE WORK OPPORTUNITIES ERYC provides visibility of work going through the YORframeworks by maintaining a pipeline for contractors and engaging the supply chain and by providing scheme information to the YORscep Supply Chain Engagement Programme, where supply chain members can gain forward visibility of projects subcontract packages. DRIVER 4 - IMPROVEMENT IN CLIENT CAPABILITY & PROCUREMENT As the lead YORhub authority and with a representative on YORprocure, the region’s local authority procurement Board, ERYC has contacts with many different clients in the Yorkshire & Humber region, varying from councils to educational establishments, blue 13
light authorities and charities, many of which are not experienced in construction procurement. ERYC delivers various training sessions and briefings to these clients and produced a 45 minute NEC introduction e-learning package which is freely available. DRIVER 5 - A STRONG AND RESILIENT SUPPLY CHAIN ERYC supports the Fair Payment Charter, and have written YORhub clauses to ensure Fair Payments for the supply chain, has been a member of the Cabinet Office Project Bank Accounts (PBA) User Group for a number of years, and developed a PBA Protocol as a result of their positive experiences which has been shared with the other regions construction hubs and is being used for a LGA PBA Case Study. This includes Clients setting up and administering PBA themselves rather than creating an additional burden for contractors in establishing them. ERYC are continuing to use two-stage procurements and single supplier selection on larger projects to partner with individual contractors and receive the benefits of ECI e.g. Bridlington £20m Leisure World with BAM. ERYC do substantial market consultation for their major frameworks, e.g. NFB, open invitation events, YORhub contractors. DRIVER 6 - EFFECTIVE RESEARCH AND INNOVATION ERYC has been very enthusiastic in becoming part of the national leadership for construction, as part of both the National Advisory Group for Local Government Procurement, and the National Association of Construction Frameworks. ERYC are also leading on the National Procurement Strategy for Construction, affecting the whole of the public sector on how construction works are to be delivered. As chair of the Yorkshire & Humber CIC BIM Hub, ERYC promote the usage of BIM to clients, consultants and contractors, and work with contractors to help them integrate BIM within their organisations. They have worked closely with the thinkBIM initiative operated by Leeds Beckett University’s Centre for Knowledge Exchange.

Cubicle Centre Stats in Craig Sewell’s (Director of Branding & Marketing at Cubicle Centre) recent BIM Show Live presentation show by switching to a BIM process, the company could save 194 hours annually - that’s five working weeks compared to previous production methods! http://www.slideshare.net/cubicle_Craig/bim-amanufacturersperspective
The success of this shift-to-digital has seen the company expand its workforce with the addition of James Gill (BIM Technician). And, benefits don’t stop internally. Cubicle Centre can be confident that this process will ensure a better product delivered even more quickly to its customers.
Cubicle Centre prides themselves not only on functional products at sensible prices, but just as importantly, on efficiency.
Offering some of the shortest lead times in the cubicle industry, we are always looking for ways to improve this service to our customers and Building Information Modelling (BIM) presented itself as a solution to better our processes. Being one of the first ‘BIM ready’ manufacturers in the UK has opened up new doors for Cubicle Centre. Our early involvement ensures we are not missing out on any specifications currently out there and the Sales team have started to notice enquiries relating to BIM projects.
Over the last year Cubicle Centre has made great strides in the world of BIM. Seen as a leader in BIM for manufacturers, Cubicle Centre used a complete shift-to-digital to help fund the initial investment in BIM. With a £4M turnover and just 25 staff, Cubicle Centre is certainly in the ‘Small’ bracket of SMEs which meant an investment in BIM was a BIG step. Marketing savings were placed into the company’s ‘BIM Bank’ to fund initial BIM components and software. http://www.washroomreview.co.uk/cubicle-centre-bim-journey/ The investment was first and foremost about improving Cubicle Centre’s own processes. The company is now streamlining manufacturing with the integration of a BIM process.

Project of the Year Scarborough rBWD- A Coast to Boast About MGJV- Morgan Sindall Grontmij Joint Venture
Scarborough was the UK’s first seaside spa resort and has welcomed holidaymakers and visitors for over 360 years. Scarborough proudly has two designated bathing beaches, North Bay and South Bay. The quality of the water at these beaches differs. North Bay already boasts the highest standard under the current bathing water directive; however, South Bay does not have Blue Flag status. Yorkshire Water (YW), working with Morgan Sindall Grontmij, has invested £50 million to improve waste water pumping, storage and
treatment facilities within Scarborough to meet the requirements of the European revised Bathing Water directive. The work that Morgan Sindall Grontmij has delivered with YW will reduce the chance of untreated water entering the sea during times of heavy rainfall, ensuring Scarborough’s beaches are even cleaner. These improvements will help both North and South Bay beaches to be eligible for Blue Flags in the future, providing a Coast to Boast About.
IMPACT The team has worked tirelessly, ensuring the scheme leaves a positive legacy; the aim of the works is to improve the water quality of Scarborough’s bathing beaches. With a lot of liaison, good communications, and individuals going the extra mile, the project has become a beacon for managing construction with the environment.
Rock Netting: Scarborough Castle sits atop a distinctive headland, which is protected as a Site of Special Scientific Interest and is located above Toll House. Working with Rock Netters, Local Authority and Natural England MGJV went beyond our requirements to help protect this valuable asset. The rock netting was completed early season before nesting birds returned.
Peregrine Protection: Morgan Sindall Grontmij’s Environmental Advisor worked with the RSPB and local authority creating a bespoke monitoring plan for a pair of peregrine falcons that have lived next to Toll House for 9 year.
Shark Attack: The team worked closely with the Sealife Centre at Scalby Mills to ensure disruption to sea creatures were kept to a minimum during the construction phase. The project team ensured the new pumps arriving on site coincided with the rehoming of sharks and contributed to the transportation costs.

The Wetland Scrape: Scalby Lodge near Scalby Mills had been the home of a ‘scrape,’ which is a temporary pond that dries out slowly leaving muddy edges providing a rich source of invertebrates for wading birds. This pond had disappeared and remained dry for over two years. MGJV worked collaboratively with the local farmer, Scarborough council’s Wetlands Project Officer and Natural England to restore this vital piece of habitat in the green network of feeding grounds on the East Coast.
