Anne C urra n Gruber, Alpha, received h er B.S. in spec ial ed u ca ti on from Eastern Michigan Unive rsity in 1973, but she h a never taught c hool. For years sh e worked in everal insurance compa ny claim offi ce , but wh e n he r children reached schoo l age a nd th ey made a move, she decided to leave th e 8-to-5 routine be hind . After six years as a home daycare provider, she took a nother career turn back to h e r first love-educa ti o n . Total Quality Management Bl" PA TRICIA

L.

NAYLE, PHI

The world is focusing more and more on quality- in products made and services provided. In fact, "quality, as d esc ribed by Deming" was m e ntioned in the Re publican Party's Contract with America. Quality issues really becam e a consciou topic when W. Edwards De ming, a tati tic ian a t Weste rn Electric in Chicago in the 1920's and then a lecturer at MIT about quality, traveled to J apan after World War II. H e h ad been invited by the Japanese people to h elp alvage the ruined eco nom . In J apa n , h e provided to bu ine s and governme nt lead er the co n cept of qu ali ty management a nd statistical quality co ntro l. Emphasis on quali ty products and ervices really became prominent in the nited States in the early 1980' . The 1980's were een as a period of con sciousness raising regarding quality, whil e the 1990s are een a a period of total qu ali ty implementation. In man busin esses an d organization , total qualit management (TQM) h as become a philosophy of th e organ ization over the past everal ear . What doe Total Quali ty actually m an? It is taki ng a process or sy te rn , a paradigm (a way of doin g thing ) v.rithin an organizatio n a nd finding a better way to h an dle th e proce s. It has been found that when the re i a problem in the organi zation , 85 % of the problem i th ere ult of the system, wh ereas 15 % of the problem stems from the p eople in the organization. Therefore, we n eed to look at th y tem / proce wh e n atte mpting to solve a proble m in more insta nces than a t the people. To improve a process, three things mu st b e co n ide red : 1) the custom er or peo pl e who are being served by the organiza tion 2) co ntinuous improve m e nt 3) in vo lve m e nt by all levels of peo ple in the organization Before a process can be improved , th e membe r s of a team should first define th e process which needs to be re earch ed and improve d. What is a proce ? According to Quantum Solution , In c. of Austin , Texas, a process THE ANCHOR/ Spring 1995

is a set of teps with a definable tarring point (input) that produces a product or service (output). One of th e ways to do this research is to first brainstorm a part of a process which n eeds to be changed or altered. In thi s way, the output of th e team can be d e te rmin ed . In th e team for which I serve as facilitator, the output selected by th e team was that the clerical upport staff in a particular office n ee d ed to be more knowledgea bl e a bout their various duti es in order to be tte r serve the publi c and the e mployees. This led the team to d e termin e that staff d evelopment wa n eed ed . As a result, the team is looking a t d eve loping formaliz ed training on various aspects of th e duti es of clerical support. How is this syste m-total quali tyany diffe r e nt than any other approaches? With total qu ality manageme nt, it is important to define th e inte rnal and exte rnal customers of th e organization and the n obtain th eir input and sugge tions on the proble ms associated v.rith the output. Next, und er TQM, it is not acceptab le to just improve one process and th e n go on to th e n ext process and never co m e back and review th e other processes which have bee n improved . A process is revi ewed p eriodically to d etermine if further improve me nt is needed ; it is d e ter min e d when a pro cess is improved how and wh e n should thi s process be evalu a ted again. Generally, in m a ny organization (busin ess or volunteer) , th e peopl e at the top of th e organi za tion make all of th e d ecisions and pass on th e decisions to the staff me mbers; th e nonmanagem e nt staff and even sometimes th e mid-m a n age m e nt staff a re not give n a ny opportunity to give input to improve a ny process with which they are involve d . With total qu ality, th e organization seeks input from all leve ls of p eo pl e in th e organizational stru cture from beginning to end who h ave any contac t with a specific process. I found through th e Total Quali ty Manage ment training and m y involvement as a facilitator of a team of staff working to improve a process that Total Quality Management can work in

any type of organization , includin g a sorority or fra te rni ty. How man y of yo u have se rv e d on co mmittees or atte nded staff mee tin gs which you felt were not productive? Most of us have. I also found through enco mp assing th e techniques of total quali ty in onducting co mmittee mee tin gs, our committee m embers were producing more business or accomplishme n ts than ever b efore. We set a tentative agenda ahead of th e meeting, allow input at the actual mee ting from all committee me mbers to share a ny other age nd a ite ms to be di sc us ed, set time limi ts on discussion of topi cs, a nd d etermine the action to be taken a nd set d a tes/ times and possible age nda items for the n ext m ee ting. We stay focused on the purpose of our meeting, while at the sa me time have so me fun. We in Alpha Sigma Tau can incorpora te ma ny of the total quality conce pts within our ation a l Co un ci l m ee tings, within our committees in the co ll egiate a nd a lumn ae c h apters a we ll as on th e n a tional leve l. Surely, in a ny p a rt of our sorority organization , either locally or n a tionally, we kn ow of pro cesses which could be improved. The total qu ali ty con cepts will allow us to take a n ew or differe nt approac h to finding a solution (o utput) to a proble m. Re m e mber, that 85 % of a problem stems from th e sys te m / proces being used . If a collegiate ch apte r n eed to improve its ranking with the n a tiona l organization in the area of "ch apter excelle n ce", the to tal quali ty co n cepts can be used. With this exampl e, the customers would b e th e actu al m embe rs of the chapter a nd th e n ational organization. Those members who are involved in all ph ases of "c h apter exce ll e nce" could initially give input to a committee of 5-7 members who will d e termine th e output, for exam ple , improve ch a pter exce lle n ce to a ranking of th e top 10 ch apte rs. With any organizational co n cept, th e first thing is to d e te rmin e the ste ps for planning a team m eeting: 1) identify the m ee ting's purpose a nd d e ired outcomes; 2)e nsure that th e m eeti n g is necessar y; 3) d e te rmin e atte ndee ; (continued on ne t page)

(continued from previous jJage) 4)identify the potential group chemistry; 5) determine the agenda content and topical flow; 6) reque t agenda items from attendees. When conducting the fir t team meeting of the year, a k everyone to hare what they consider th e ground rules for the meeting; the ground rules are the norm of behavior路 for the group , uch as active participation , stay focused , be punctual. A warm-up exercise hould be held . This is a get-acquainted exer ise or a way to get everyone comfortable in talking with one another. The next step is to use flip chart or a writing board to capture the me ting di cu sion. It help to vi ualize what i being discus ed. The next step is to pend time on what is ca ll ed "i nformation sharing" and "information proce s-

The per on who will hare the information wil l give an e timate of the amount of time-u uall 2-- minute . Once the information baring topic have been identified , then the team hould identify the topic of "information pro es ing"-data which requir debate, analy is, di cu ion , planning, and/ or d ci ion making. Th e topic are al o captured on the hart or board for ea y reD r nee, with ad ciion of the amount of time to cover th topics. The time for th variou topic "information pro e ing " an be altered as agreed to b the t am me mber . Then the team member begin talking about the "informati n harin o-" and "information proces ing" topics. It i ugge ted that an overall et time for the actual team meeting b et ah ead of chedu le; thi al o keep the team member focu ed. The meeting i concluded with a wrap up period , where the re ult of the "information proces in g" are sh ared, commitment are determined , and future meeting date / times and topic to be covered are noted . The wrap up p riod can a lso include a feedback evalu ation of the team meeting-what did the team members like about the me ting, what c h a nge about the meeting n ed to be made. ow that the meeting agenda ha been defined , there is till one more concept to di cu -the role and repon ibilitie of the team member . It is helpful to have team member rotate the following role at the different meeting to ensure group effectivene : leader, facilitator, cribe, timekeeper, and minute taker. The responsibilities of these individual in a total qualit proce s improvement team meeting would be: Leader- someone with authority to implement th action of the team; lead the di cus ion and i repon ibl for n uring that the team achie e th objective of the pro e improvement. In a hapter ituation , it would b th e comm itte c hairman.

Facilitator erve a coach or con ultant for the team; rna or rna not be a member of the team; help to make ugge tions , propo e a lternative; ta neutrala mucha po ible; canal o serve a the cribe. Scribe-r cord the content covered under ' information proc ing" on the chart r boards. Minute-taker- document the content of th e meeting a minute for di tribution to the t am members; records what wa a comp lished or what d ec i ions mad . Timekeeper- monitor the time that wa initially agreed to on the variou topi und r "information baring and proce ing"; give regular update a to the amount of time left to cover on a topic o that the team member are aware of the time r maining, and if th time allotted hould be increa ed. The role of th e timekeeper h e lp the team to m anage their time effec tive ly in rder to reach the goal an d objective covered in the information proce ing. Thi article will give yo u a brief ynop i of total quality and how incorporating the concept can impr v a proce within an organization. More information can be obtained in reference material from a public or univer ity library. When the e cone pts of total quality management ar u ed within a team meeting working to improve a proce , there ults ar alway exc iting and ben ficial to the participants as well a the entire organization.
