I am pleased to greet all our readers this month as the new acting President of AmCham Guatemala. After being a member for 18 years and on the Board of Directors for 11 years, this for me is a challenge and great responsibility to lead this Chamber that supports 500 plus members.

They all give us the encouragement to continue working and promote economic development within Guatemala.

The American Chamber of Commerce in Guatemala – AmCham-, is closing in on the year 2017 making it 50 years since it was founded.

Over the course of time it has contributed to the Guatemalan society by promoting and strengthening the commercial relationship between the United States and Guatemala.

This is how a binational Chamber has come to be known for its accomplishments, showing its success over the years. But this has all been possible thanks to the will, professionalism, and mysticism of all our past directors.

They led this prestigious Chamber to what is today a reference of information within the country.

For me it’s a pleasure to take on this position, and we will continue with the same mysticism where leadership is fundamental for more businesses to approach us and work together.

Furthermore, our main objective will still be to promote bilateral trade with the United States, not only does it generate investment but employment opportunities in Guatemala as well.

I thank you in advance for all your support. I would also like to invite all entrepreneurs to approach us, experience firsthand something different and enjoy all the benefits that AmCham can offer you.

TENDENCIA DE INNOVACIÓN EN ECONOMÍAS EMERGENTES INNOVACIÓN FRUGAL Innovation in Emerging Economies Frugal Innovation

Programa Nacional de la Competitividad -PRONACOMA partir del concepto de “hacer lo mejor posible con la optimización de los recursos”, nace el concepto de innovación frugal, la cual se sitúa en procesos sencillos para la manufactura de los productos o servicios, un margen de ganancia menor por cliente y una necesidad en un segmento de mercado amplio.

Este modelo hace mayor sentido en países emergentes ya que busca de manera esencial, identificar las restricciones de precios para producir, diseñar y comercializar. Este tipo de innovación está enfocada a generar productos sencillos, accesibles de adquirir con precios bajos reduciendo su impacto al medio ambiente.

Esto implica que la manera de concebir los productos desde un inicio está relacionada a una propuesta de valor única y diferenciada del resto del mercado, considerando a la vez productos con calidad y atributos claros, fáciles y simples de utilizar por parte del consumidor.

Como indica Santiago Arias (2016) “La respuesta es lo simple y no la simpleza - no confundir brevedad con mediocridad”.

En India la innovación frugal inicia del término Jugaad, es decir la solución creativa que nace en la adversidad, las cuales no son sofisticadas ni perfectas, sin embargo, generan mayor valor a un costo menor. “La perfección se alcanza, no cuando no hay nada más que añadir, sino cuando no hay nada más que quitar.” Antoine de Saint-Exupéry El proceso creativo en este tipo de innovación se genera de forma inversa, ya que usualmente estamos acostumbrados a ubicar un nicho de mercado, la brecha de oportunidad y seguidamente se genera una propuesta para satisfacer dicha demanda. En la innovación frugal el paso inicial es definir claramente los costos con que se debe manejar el diseño y el valor social que éste aporta a quienes lo utilizarán, considerando un margen en base a la necesidad del cliente.

Es por ello que el éxito dependerá también de un proceso de inclusión del mismo cliente y posibles usuarios futuros adoptadores de dicho producto o servicio, para que se genera la dinámica de la co-creación, por lo que surgirán propuestas de innovación colaborativa.

In respect to the concept of “making the best possible with the optimization of resources,” came the concept of Frugal Innovations. This is based on simple procedures to manufacture necessary products or services at a lower profit margin per customer within a broad market.

This model makes more sense in emerging countries now that it is essential to identify the restrictions of cost to manufacture, design and commercialization. This type of innovation is focused on the generation of simple products, accessibility, low costs, and low effects on the environment.

This implies when forming the products it has unique value and is different from the rest of the market. Taking into consideration quality, clear functions, easy and simple to use in the hands of the user.

Santiago Arias once indicated, “the answer is simple, not simplicity –don´t confuse brevity with mediocrity” (2016). Frugal innovation comes from the Indian term Jugaad, literally meaning a hack. In other words, a creative solution is born from adversity, and are the ones that are not sophisticated or perfect.

However, they are also the ones that generate the most value at a lower cost. “It seems that perfection is attained, not when there is nothing more to add, but when there is nothing more to take away” (Antoine de SaintExupéry).

The creative process with this type of innovation is generated in reverse of the conventional form. When we are usually use to focusing within a niche market, opportunity and progress is generated by a product or service to satisfy the demand. In frugal innovation however, the first step is to clearly define the costs of managing, the design, and the social value it will bring to the users.

This is considering a profit margin in base of necessity.

This is why success depends on the process of inclusion. By including the very same costumer and/or potential users of the product or service, it generates a dynamic and collaborative innovation using everyone’s ideas and opinion.

Inmigración en Guatemala Rodrigo Hernández | Vicepresidente del Comité de Derecho Migratorio

De conformidad con el “Glosario sobre Migración” de la Organización Internacional para las Migraciones (en adelante OIM), la inmigración es “el proceso por el cual personas no nacionales ingresan a un país con el fin de establecerse en él”.

En nuestro caso, Guatemala es un atractivo país de destino para extranjeros de diversas nacionalidades que desean establecerse en el mismo y también es un importante corredor de migrantes en virtud que tiene una de las tasas más altas de migración irregular hacia Norteamérica.

Para Guatemala, la inmigración, debe tener especial relevancia, toda vez que este proceso es generador de inversión extranjera directa (IED) y por ende de desarrollo económico y social. Según datos de la OIM en el año 2015, en Guatemala ingresaron alrededor de 76 mil inmigrantes, entre los países centroamericanos destaca que provenientes de la República de El Salvador llegaron alrededor de 19,000 personas, de Nicaragua 8,500 personas y de Honduras 8,300 personas; otros número considerable de inmigrantes provenían de otros países, en los que destacan: México con alrededor de 17,540 personas, Estados Unidos 8,600 personas, Corea del Sur 1,700 personas, España 1,300 personas y Colombia 1,100 personas.

Ante este fenómeno de inmigración, nuestro país debe contar con una política de regularización migratoria que facilite y de certeza jurídica a los extranjeros que deseen establecerse en el país, toda vez que los actuales procesos migratorios son deficientes y desgastantes. Actualmente existen varios proyectos de reformas a la legislación migratoria guatemalteca, en los que se espera que el tema de la regularización de los inmigrantes cobre una especial atención.

Immigration in Guatemala Immigration in Guatemala According to the International Organization for Migration’s (IOM) “Key Migration Terms,” immigration is “a process by which non-nationals move into a country for the purpose of settlement.”

In our case, Guatemala is an attractive destination for foreigners of various nationalities that wish to resettle in the country, but it is also a very important passageway when it comes to migrants. In fact, it shows one of the highest rates of irregular migration to North America.

Immigration must have special relevance in Guatemala because this process is a major generator of Foreign Direct Investment (FDI), making up the economic and social development in the country. According to data from the IOM, 76,000 immigrants entered Guatemala in 2015. Between the Central American countries mentioned: about 19,000 people from El Salvador, 8,500 from Nicaragua, and 8,300 from Honduras. The other numbers of immigrants worth mentioning came from other countries such as: 17,450 people from Mexico, 8,600 from the United States, 1,700 from South Korea, 1,300 from Spain, and 1,100 from Colombia.

In relation to this immigration phenomenon, our country must count on a migrant policy that will facilitate and create legal certainty for foreigners wishing to settle here; given the fact the current process is deficient and exhausting. Currently there are several projects in process to reform the Guatemalan migration legislation, where the issue of immigration regulation is expected to receive special attention.

Una Reforma Fiscal…

¿Una alternativa correcta para Guatemala?

En las últimas semanas, los guatemaltecos, hemos sido testigos de un proyecto de Reforma Fiscal que desea realizar el actual gobierno en el país. El proyecto propone: -Aumento de Q5.00 al impuesto que actualmente paga el saco de cemento.

- Elevar la tasa de ISR al 29%.

- Incremento de Q3.00 al impuesto de los productos derivados del petróleo, gasolina y diésel.

- Aumento del 10% en las regalías de la actividad extractiva.

Según declaraciones del Presidente Jimmy Morales, es el “momento adecuado para realizar el aumento.

De no ser así, se ampliarían las brechas de inversión en el sector salud, educación, seguridad y justicia”. No obstante, es importante analizar esta situación desde el punto de vista de algunos de los miembros de la Junta Directiva de AmCham Guatemala.

Para el Licenciado Juan Pablo Carrasco (Presidente de AmCham), “Una verdadera reforma tributaria incluye aspectos relacionados con el combate al contrabando, mejoramiento en el manejo de las importaciones y exportaciones por parte del Estado en las aduanas, ampliación de la base tributaria y un diálogo basado sobre un pacto fiscal que logre que Guatemala sea más competitiva y que incentive la inversión.

Todo esto, en un escenario nacional en el que tendremos crecimiento y desarrollo en el país. Las iniciativas en discusión, en este momento, se tratan meramente de un alza a impuestos específicos; lo cual no logra acercarse a ninguno de los criterios económicos, marcado hacia la baja. Por ende, es un momento totalmente inoportuno para iniciativas de este tipo.”

Por su parte, el Doctor Nicholas Virzi (Vicepresidente de AmCham), indica que “antes de elevar los impuestos, habría que retomar la iniciativa del Pacto Fiscal y su enfoque en la calidad

del gasto, el cual se ha perdido a lo largo de los años, a costo de la credibilidad del Estado”.

Finalmente, el ingeniero Roberto Castañeda (Empresario, Socio y Director de Junta Directiva de AmCham), aclara que la reforma fiscal “no fue consensuada”. Al ingeniero Castañeda le preocupa que se hable de impuestos, en una etapa en la que aún existe una larga labor por erradicar la corrupción en el gobierno. “Desconocemos, como ciudadanos, el destino que vayan a tomar estos fondos y sean malgastados, como ya ha sucedido en el pasado”.

En lo que se puede concluir es en lo siguiente: si bien, es evidente que existen brechas en la inversión en sectores de educación, salud, seguridad y justicia, es indispensable que: - El gasto público sea eficiente. www.amchamguate.com

- Erradicar la corrupción.

- Eliminar los programas sociales.

- Luchar por la transparencia.

- Simplificar los procedimientos para pagar impuestos en el país.

No obstante, me gustaría detenerme un momento y resaltar la labor que ha realizado, actualmente, el gobierno del licenciado Jimmy Morales, quien se ha comprometido a luchar en contra de la corrupción, misma que ha permanecido por años, en el Estado guatemalteco. Sin lugar a dudas, la lucha en contra de la corrupción es una tarea a la que se debe enfrentar diariamente.

En realidad, el problema recurrente en Guatemala, es que los gobiernos no han planificado correctamente la ejecución de los fondos y no comprenden que, a mayor gasto público y programas sociales, mayor pobreza existirá.

Recordemos que la situación económica mundial aún no es positiva del todo, sin dejar a un lado a Guatemala. El incrementar los impuestos tan sólo afectaría directamente a la inversión extranjera y nacional, así como al consumo, el comercio y el empleo.

Por último, me gustaría cerrar este espacio mencionando el “Milagro de Singapur”, un país asiático con tan sólo 700 Km², que ha provocado la admiración de muchos. Entre 1959 y 1990, el Primer Ministro Lee KuanYew, fue autor del “Milagro”, gracias a determinadas acciones que ayudaron al país a crecer, tales como: - Contar con una economía de libre mercado, con una intervención pública limitada. El gobierno no gasta más de lo que ingresa. El país cuenta con leyes que limitan el endeudamiento público.

- Aplicar “cero tolerancias”, para así erradicar la corrupción e inseguridad. www.amchamguate.com

- Un sistema Fiscal con impuestos bajos a las empresas: tan sólo se les aplica un impuesto del 17%. El ISR es uno de los más bajos que existen a nivel mundial: es un impuesto progresivo que va entre 0% para ingresos de hasta US$20,000.00 hasta el 20% para ingresos de más de US$320,000.00.

Gracias a estas estrategias, Singapur es uno de los sitios más atractivos para la inversión nacional y extranjera; demostrando tener un sector público honesto y tan competitivo como el sector privado.

Por lo cual, luego de observar este análisis, debemos plantearnos si una reforma fiscal, hoy en día, es una alternativa correcta para Guatemala.

AmCham, desde su espacio, apoyaría a una reforma que fortalezca los ingresos del Estado, una vez exista transparencia en las instituciones públicas y en el gasto; así como un Estado correctamente cimentado, funcional, que garantice la certeza jurídica, la transparencia, las reglas claras… todos factores necesarios para propiciar en un país un clima positivo para la creación y sostenimiento, a largo plazo, del clima de negocios.

Doctor Nicholas Virzi (AmCham´s Vicepresident) indicated, “Before raising taxes, we should retake the fiscal pact initiative and its focus on the quality of spending. This has been lost over the years at the cost of losing state credibility.”

Finally, Roberto Castañeda (Board member) mentions that the tax reform “was not consensual.”

Castañeda shows concern that the talk is about taxes when there is still so much to do to eradicate corruption in the government. “We as citizens just don’t know. The fate of these funds can be very much wasted just like they have been in the past.”

What can be concluded is the following, although it is evident that investment gaps exist within the education, health, security, and justice sectors; it is essential that the state:

the fight against corruption that has forsaken Guatemala over the years.

There is no doubt that the fight against corruption is a task that must be faced daily.

Yet the reality of it all is that Guatemala has a recurring problem in which governments haven’t been able to properly plan the execution of spending funds correctly. Furthermore, they don’t understand that greater public spending and social programs lead to more poverty.

Leaving Guatemala aside, we are aware that the global economic situation is still not looking positive. Raising taxes will directly affect foreign and domestic investment just as much it will with consumption, trade and employment for the country.

-Show efficient public spending.

-Eradicate corruption.

-Remove social programs.

-Fight for transparency.

-Simplify procedures for passing taxes in the country.

Lastly, I would like to close this by mentioning the “Miracle of Singapore.”

Singapore is an Asian country of only 700 Km², that has caused the admiration of many people all over the world. Between 1959 and 1990, Prime Minister Lee Kuan Yew wrote “Miracle,” thanks to certain actions that helped the country grow; such as:

However, I would like to take a moment and highlight the work that has been done. Currently, the government under Jimmy Morales is committed to

- Having a free market economy with limited government intervention.

- A government that doesn’t spend more than what it earns.

- A country with laws that limit government borrowing.

- Application of a “Zero Tolerance” policy in order to eradicate corruption and insecurity - A tax system with low corporate taxes of only 17%, an income tax that is one of the lowest in the world, a progressive tax ranging between 0% for income under US$20,000 to 20% for incomes over US$320,000.

Thanks to these strategies, Singapore is one of the most attractive locations for domestic and foreign investment.

Proving to have a public sector that is both honest and just as competitive as the private sector within the country.

Therefore, after observing this analysis we must consider whether tax reform today, is the right choice for Guatemala. AmCham on one side will support a reform that strengthens government revenue and once there is transparency in public institutions and spending. A state that is properly grounded, functional, guaranteed legal certainty, transparent, and with clear rules... all factors are necessary for a positive outlook of the country, to create and maintain long-term business.

A4P PAPTN apuesta por la implementación inicial en 3 municipios priorizados A4P opting the initial implementation of 3 priority municipalities Gabriela Negreros | Coordinadora del Plan Alianza para la Prosperidad en AmCham El pasado lunes 22 de agosto el Comisionado Presidencial para la Competitividad e Inversión, Acisclo Valladares, presentó el plan piloto que selecciona tres de la priorización de 51 municipios para iniciar con acciones estratégicas que permitan el desarrollo de dichos territorios. Los municipios piloto para dar marcha al Plan son: • Nebaj, Quiché • Momostenango, Totonicapán • Jocotán, Chiquimula Los tres municipios se seleccionaron con base en índices de pobreza, desnutrición y migración. El objetivo principal es aumentar los esfuerzos de las instituciones de gobierno en dichos municipios por medio de acciones en salud pública, seguridad alimentaria, educación, seguridad ciudadana, programas de asistencia y accesos viales.

Como primer ejercicio, las instituciones involucradas en la ejecución de dichas acciones se reunirán con el equipo de Pronacom, con el objetivo de evaluar las oportunidades y medio de ejecución.

Parte de los objetivos del Plan Alianza para la Prosperidad -PAPTN-, es crear condiciones de infraestructura que permitan al sector privado realizar inversiones en el área rural, permitiendo una mejor ubicación en cuanto a sus giros de negocio.

Progress and strategies of the Plan of Alliance for Prosperity -PAPTNAugust 22, 2016 Presidential Commissioned, Acisclo Valldares, presented a test-drive plan by selecting 3 out of the 51 priority municipalities. This will be in order to initiate strategic actions that will allow the development of these territories. The three municipalities that have been given the green light are: • Nebaj, Quiché • Momostenango, Totonicapán • Jocotán, Chiquimula They were chosen by a series of factors based on indications of high poverty, malnutrition and migration. The main objective of this plan is to reinforce the governmental institutions within these municipalities; to improve public health, food security, education, citizen safety, assistance programs and access roads.

The pilot planning will implement shortterm actions that have the ability of carrying out immediately and effectively. This will ultimately be used as the guide to show the path for medium-term actions when it comes to developing these priority areas.

As the first exercise, the mentioned institutions involved with the execution will meet with the team from PRONACOM. This will be held with the objective to evaluate opportunities and the methods of execution.

In part of PAPTN objectives, they are to create infrastructure conditions that will allow the private sector to invest in rural areas, giving them a better location if there were ever any complications with their business.

Pedro Trujillo Director de la Facultad de Ciencias Políticas y Relaciones Internacionales -EPRI de la Universidad Francisco Marroquín- UFM

A raíz del Acuerdo firmado, durante el primer trimestre del año en curso, entre AmCham Guatemala con el Instituto de Estudios Políticos y Relaciones Internacionales -EPRI-, de la Universidad Francisco Marroquín—UFM, el Dr. Pedro Trujillo, Director de dicha Facultad, explicó la importancia y el trasfondo del mismo para ambas instituciones. ¿Qué es el EPRI y su misión?

El EPRI es el Instituto de Estudios Políticos y Relaciones Internacional de la Universidad Francisco Marroquín, fundado en 1983 y la misión que cumple es la difusión de los principios e ideas de libertad en dos ejes que son: la Ciencia Política y las Relaciones Internacionales.

Fundamentalmente, a los alumnos desde el inicio de su carrera se les establece una base de la filosofía política y pueden optar por varias especializaciones como: Organismos Internacionales; Comercio Exterior; Periodismo y Comunicación; y Project Management. ¿Cómo surge la iniciativa de crear un Convenio con AmCham?

Todos los alumnos del EPRI, para graduarse, deben cumplir ciertos requisitos; uno de ellos es la práctica o experiencia en el campo de actuación; esto se traduce en 480 horas de práctica.

adquiridos durante el tiempo de estudios los puedan aplicar a la organización en la que se desarrollen durante dicho período.

En AmCham, lo que encontramos como Universidad, fue un punto focal de trascendencia y de importancia, ya que es una Cámara que aglutina empresas generalmente nacionales, pero con una vocación multinacional; es una Cámara seria; una de las Cámaras punteras en el espacio nacional y qué mejor que nuestra Universidad contribuya con un capital humano altamente capacitado dentro de esta institución. ¿Cómo funciona la jornada de Gerentes de EPRI dentro del Convenio con AmCham?

Hemos vistos que muchos gerentes de empresas están tan enfocados en sus gerencias que el entorno político de las relaciones internacional y de impacto nacional se difumina, y no tienen tiempo de ir más allá de lo que día a día les consume.

Es por ello que estas jornadas de gerentes hay que focalizarla de la siguiente manera: ¿Cómo está el ambiente nacional e internacional desde la política o relaciones internacionales?, para que el gerente que sabe cómo está su empresa, pueda situarse en ese mapa.

Es decir, se trata de ofrecer capacitación o dibujar el escenario regional, nacional e internacional y contar con esta información para que puedan convergir.

Este sería el aporte que el Instituto haría a AmCham.

En los últimos años, la Carrera de Ciencias Políticas ha tomado mucho auge en Guatemala. Generalmente, y tal vez de manera errónea, se considera que los egresados de la misma únicamente tendrán oportunidades en el ramo político. No obstante, contamos con varios ejemplos de politólogos en Guatemala que se han involucrado exitosamente en distintas áreas, laborando en el sector privado. Siendo esta una Carrera con un bagaje de conocimiento tan extenso, nos podría indicar. ¿Qué opina al respecto sobre esta tendencia?

Las empresas hace 40 años, las dirigía un empresario; luego, fueron abriendo ciertos departamentos, como los Departamentos Jurídicos, Departamento de Recursos Humanos entre otros; lo que provocó una demanda de profesionales en diversas ramas especializadas; creo que estamos ahora en la Era de las Relaciones Internacionales, porque se puede situar a un empresario, a un abogado o un economista en un tablero mundial.

Ha llegado el momento que el politólogo se integre como elemento coordinador de un equipo multidisciplinario; que cualquier empresa debe tener de manera permanente o consultiva externa, para entender el mundo, para proyectarse al mundo o abrir espacios en el mundo.

Creo que estamos en la era de los internacionalistas y de los políticos con capacidad y visión amplia para coordinar equipos.

In relation to the agreement signing during first quarter between AmCham Guatemala and the Institute of Political Science and International Relations (EPRI) of Francisco Marroquín University—UFM. Dr. Pedro Trujillo, the Faculty Director of the department shared with us the importance and the background of the agreement for both institutions What is EPRI and its’ Mission?

EPRI the Institute of Political Science and International Relations at Francisco Marroquín University. It was founded in 1983 with the mission to fulfill the principal ideas of liberty within the two pillars of Political Science and International Relations.

Fundamentally, from the beginning of their career, students establish themselves a foundation of philosophical policy and are allowed to pursue a series 18 Business in Action Septiembre 2016

of specializations such as: International Organisms, Foreign Trade, Journalism and Communication, and Project Management.

How did the association with AmCham come to be?

All EPRI students must comply with certain prerequisites in order to graduate; one of which is to have the practice or experience within their field. At the end of the day, this will translate to 480 hours of experience in the real world. This is the way all the knowledge and skills they learn and acquire from their studies, are being used within the organization they find themselves during this period.

For AmCham, we as a University find it to be a very important focal point. As a Chamber, the national companies they work with have multinational presence as well. They are one of the leading Chambers in the country and what better way, as a University, to provide the highly trained and skilled human capital our institution has to offer.

How are EPRI managers operating daily within the agreement with AmCham?

We have noticed that a lot of business managers are much more focused on management than the political environment of international relations.

As national impact fades, they don’t have the time to go beyond than what day to day tasks consume.

This is why these managers’ days should be focused the following way: How is the national and international environment in regards to politics and international relation? In order for a manger to know where their company stands, they can place themselves using this.

Within recent years, political science has seen a significant boom of students within Guatemala. Generally speaking, and perhaps wrongly, it is said that students will only have opportunities within the political branch. However, we do expect to see several graduates with successful careers in various areas of the private sector.

With this being a career that requires vas knowledge, what more could you tell us or think about this?

Businesses forty years ago was run by a businessman, which later would require opening certain departments such as; the legal department and human resources department among others. This created a demand for specialized professions within the different specialized branches of the business. I think we are within the International Relations Era because one can place a businessman, a lawyer or an economist within the worldwide stage.

The moment has come for political scientists to be integrated as the coordinating element of a multidiscipline team.

Any company should have permanent or external advice to better understand what is going on in the world and potentially open the various doors it has to offer. I believe we are in the era of internationalists and politicians with not only the ability but the broad vision to coordinate teams.
