Born in Amganad, Banaue, Ifugao, Raul Ballogan is a living witness to the glory that was of the man-made magnificent scenery. AGUIO CITY - The laying of the Tartan track will see the realization of a 30-year dream of the city to have its own standard track and field. Baguio Rep. Nicasio Aliping Jr., Department of Public Works and Highways engineers and the contractor of the Baguio athletic bowl project started the laying of the Tartan track Wednesday, the feast of three kings.
