Our Electrical and Civil Divisions provide our clients specialized, professional expertise. Electrical Engineering Services The Electrical Division serves rural electric cooperatives, investor-owned and municipalowned utilities. We have the capability to undertake large, complex electrical engineering projects and have planned and managed projects in twelve states in the mid-west and southwest.

Civil Engineering Services The Civil Division serves municipalities, government agencies, institutions and industries. We provide a complete range of civil and hydrological engineering services needed by small and medium-sized cities. Because of the multi-disciplinary approach, many of our clients have no need to go beyond Allgeier Martin, even for large, complex projects.

Survey Department Services Our Survey Department is fully equipped with premium equipment. Every crew is equipped with a Leica GPS System, a Leica Total Station utilizing Explorer Data Collectors and a laptop computer running Carlson Survey software. Office personnel use AutoDesk Civil 3D to integrate the field data into related engineering projects.

In-House Capabilities Allgeier Martin prides itself on having in-house capabilities to perform nearly every aspect of a project. Engineering, surveying, rightof-way acquisition, printing, and everything in-between are all completed by our skilled staff. This allows greater control of time and costs of a project and higher quality solutions. Occasionally, geotechnical investigations and aerial photography are contracted in order to provide comprehensive services.

On-Site Assistance Experienced engineers, technicians, and field crews are available for surveying, data collection, field study, equipment troubleshooting, training, and other on-site needs. Our engineers and technical personnel have extensive experience in the field, solving real-world problems in a practical way – even if it means getting our hands dirty. We work with clients on-site to commission new equipment, troubleshoot defective equipment, program microprocessor controlled devices, and assist with storm restoration. Working with clients on-site gives us a practical understanding of problems and systems that only comes through experience.

ELECTRICAL ENGINEERING SERVICES Allgeier Martin’s Electrical Engineering Division provides several specialty services, including transmission design, distribution planning and design, mapping, substation design, fiber optic system design, municipal distribution and services, protective relaying and control and communications and SCADA. The Division has served municipalities, electrical cooperatives, power companies, industries, institutions and the federal government on hundreds of projects. Our Electrical Division was founded on service to the electric power industry and remains a focus today. Because of our strength in electrical engineering in Missouri, Oklahoma, Arkansas, Kansas, Illinois, Indiana and Texas, Allgeier Martin has gained a reputation as a specialty firm with personal involvement and the capability of undertaking large and small, complex electrical engineering projects.

The Division includes multiple transmission survey and distribution staking crews which can be supplemented by the Civil Division survey crews, when needed. The survey crews utilize modern electronic Total Data Station and GPS instruments. The services that Allgeier Martin provides require knowledge and experience covering nearly all aspects of an electrical power system. Allgeier Martin’s organization, experience, and personnel allow us to approach every project with confidence that work requested will be completed effectively and efficiently. Our ultimate goal is to provide a simple, personal working relationship that translates into successful projects.

The Division currently includes twenty-one Electrical and Civil Engineers, most of whom are Professional Engineers; technicians, surveyors, drafters and support staff. All personnel use PC workstations that are networked to multiple servers. Drafters utilize AutoCAD 2015 with various scanners, plotters, and printers. Microsoft Office is the standard suite and is supplemented by many other commercial and Allgeier Martin developed software and applications; including Auto Desk Land Desktop, AutoCAD MAP, WindMil, PLS CADD, ASPEN One-Liner, SEL modules, and Carlson Survey, all of which are used as appropriate to increase productivity and quality. Distribution Systems Distribution system engineering begins with both long range and short term planning. Long range planning generally evaluates system needs over a 10-20 year period. The long range plan provides guidance for designing the overall system. It involves load and growth forecasting, load flow analysis, and provides one or more distribution system designs to serve the anticipated load. Short term planning recommends specific improvements for implementation over a 2-4 year period. The short term planning may include load flow analysis, system protection and coordination, general replacement, and operational needs. System improvements are implemented as a result of the short term planning. Allgeier Martin has designed distribution system improvements for over 61 years. Our experienced staking crews are well equipped to provide the field design and staking necessary. The client may choose to use our design by constructing the project with its own crews. In many cases, however, Allgeier Martin will prepare contract documents and specifications for competitive bidding and construction by a contractor. We can provide complete contract administration including on-site construction observation services, payment recommendations, final inspection and closeout of the contract.

Electric Rate Studies Allgeier Martin will first identify system operating costs using the past three years operating costs to develop the pro forma year costs. Next, the costs are divided into consumer, demand, and energy related expenses. The costs are next allocated to different consumer groups; i.e., residential, commercial, industrial, etc. The electric rate is designed to generate the required revenues, and the rate structure is designed to be as equitable as possible between customer classifications. SCADA Systems Allgeier Martin has implemented SCADA systems for several municipal and cooperative utilities. We provide services on all aspects of a SCADA system, including planning, specifications, procurements, and contract administration. Our experience includes training, database preparation, factory acceptance testing (FAT), and the installation and commissioning of various vendor systems using a variety of communications types, such as wireline, microwave, multiple address systems (MAS), data link radios, and optical fiber.

Other distribution system engineering services provided include: distribution system automation, economic conductor analysis, mapping and CAD services, cost-of-service studies, power requirement studies, and right-of-way procurement.

Transmission Line Design and Routing Allgeier Martin has been providing municipally owned utilities, rural electric cooperatives, and investor owned utilities with transmission line design services for over 61 years. Allgeier Martin has gained a reputation that has retained many clients throughout the lifetime of the utility. Allgeier Martin has the expertise and experience to address all aspects of a transmission line design project. We have designed thousands of miles of transmission line ranging in voltage from 69kV through 345 kV in rural and urban environments. Design typically includes complete services from inception to construction. These services include route analysis and selection, environmental and cultural surveys, right-ofway acquisition, survey and staking, physical line design, upgrade or modification services from existing facilities, project management services, and on-site construction representation. We were involved in the storm restoration design of two miles of the 500kV line that runs from New Madrid Power Plant to Dell, Arkansas that was damaged during a storm. The temporary bypass structure Allgeier Martin designed for M&A Electric Power Cooperative, allowed the Cooperative to restore power in a timely manner to its customers while the new permanent structures were being built. Allgeier Martin also has extensive experience with the addition of fiber optic cable.

Route analysis and selection may be the most important aspect relating to successful completion of a project. A successful route selection must blend the terrain, environment and land use with the technical aspects of design, as well as specific desires of the client to economically meet their needs. Right-of-way acquisition may be handled in many different ways. We work with each individual client to tailor a system and approach suitable to their needs. All landowner contacts are made professionally with complete documentation. Survey and staking of a transmission line is accomplished with a combination of state-of-the-art GPS and total station survey equipment. Experienced crews with equipment designed for offroad applications can provide centerline, surveying or staking over long distances, as well as detailed land tie surveys for easement acquisition. Survey work is supervised by one of three registered land surveyors.

Substation Design Allgeier Martin has a long history of substation design, including new substations, additions and upgrades for transmission, distribution, and generation applications. Our designs have included all standard voltages from 2400V to 500 kV with the majority being 69/15kV and 161/69kV. Bus configurations include simple tapped bus, transfer bus, breaker and one-half schemes and ring bus. We have designed substations with cable bus, angle bus, and tubing bus materials. More frequently, space constraints and native topology require innovative and original designs. We have a vast wealth of experience with these challenges and have designed solutions for a variety of situations and constraints. Allgeier Martin can prepare materials and equipment specifications for steel, transformers, breakers, switches, relaying, and other items needed for the substation construction. Typically, we retain design control by detailing these items more than other firms. We frequently prepare RUS contracts for cooperatives and generation & transmission utilities who utilize RUS funding for their projects. 13

We often reutilize existing designs of steel structures and detail new modified structures in house, which reduces the cost of steel. We design the relay panel layouts and point-to-point wiring, which maintains control, allows the client’s desires to be included, and reduces costs. We can also prepare contracts and handle the bidding, award and administration processes when desired. We prepare detailed construction specifications, including particular restraints and desires of the client. We strive to provide detailed preparation, plans, specifications, and material lists that require little or no field questions or “field design.” We can prepare contracts and administer bidding, award, and execution for construction specifications as well. Allgeier Martin’s experienced Site Representatives are available to monitor construction, progress, and quality. They are also beneficial to answer questions that arise in the field and serve as an interface between the contractor and owner-engineer.


Protective Relay and Control Systems We also provide protective relay coordination and settings. Once construction is complete, we can provide a detailed, functional checkout of the substation and relaying, and assist with energizing and initial operation as needed. Allgeier Martin’s personnel serve clients in many areas of system protection and protective relay system design, procurement, and commissioning. However, we do not generally perform hands-on relay acceptance or maintenance testing.

We frequently test new substations and other facilities to verify the design and functional operation of the protective relay systems. In addition, we troubleshoot and assist with relay system additions, enhancements, and replacements, as well as the interface to SCADA and communications. Integration of diverse microprocessor or IEO devices (protective relays, meters, sensors, etc.) which provide a centralized, coherent data display, via SCADA or other MMI system, is a related area which we regularly serve our clients.

We have considerable experience in design, purchase, functional testing, and troubleshooting all types of protective relay systems from simple overcurrent schemes to complex multi-terminal communications assisted systems on systems ranging from 480 volts to 500 kV. Our engineers also share with and teach client technicians the functional operations of the scheme, allowing clients to better troubleshoot future problems. 14


Communication Allgeier Martin provides communications engineering services to many rural electric cooperatives, municipalities, and investor-owned utilities. Many system types have been used to meet the needs of each unique client and project, including power line carrier, 900 MHz, 2 GHz and 10 GHz microwave, low band, high band and UHF land mobile radio, optical fiber, multiple address radio and wireline. Applications for SCADA, load management, generation load control, telemetering, protective relaying, telephone, computer data links and mobile radio control have been implemented. CIVIL ENGINEERING SERVICES Allgeier Martin’s Civil Division manages projects in the wastewater, water, transportation, stormwater, and site development fields. We have in-house capabilities for structural, mechanical, and electrical design. A full staff of surveyors and experienced field technicians complements the division. We have maintained a strong reputation working for public and private clients, both large and small, since 1954. Our clientele stretches across the states of Missouri, Kansas Oklahoma, and Arkansas.

Wastewater Wastewater treatment projects vary in size from a few thousand gallons per day to tens of millions of gallons per day. Collection system lift stations capable of pumping over 8.5 million gallons per day, and interceptor sewers up to 60� in diameter are among our project experience. Allgeier Martin’s wastewater treatment facilities design experience includes extended aeration activated sludge systems, such as oxidation

ditches and sequencing batch reactors, conventional activated sludge systems, trickling filter towers, recirculating sand filters, high-rate and low-rate land application systems, and a variety of proprietary and nonproprietary processes. Biosolids treatment, dewatering, and disposal have also been dealt with, by way of aerobic or anaerobic digesters, sludge drying beds, gravity belt thickeners, and land application.

Water Our water system experience includes conventional single-stage and two-stage water treatment facilities for public systems, reverse osmosis treatment for industrial process water, and aeration/filtration/disinfection systems for treating groundwater supplies. We have worked extensively in the planning and design of water distribution system upgrades, extensions and replacements, new deep wells, water storage facilities of up to 2.5 million gallons capacity, and in performing comprehensive, long-range studies of water systems. The clients that we regularly serve include municipal systems, rural water districts, and private and commercial systems.

Many of our water system projects have been directly associated with planning and design relative to expansion, improvements, and development of water supplies, distribution, and storage. Each project is preceded by a thorough study in order to provide our client with a functional, efficient, and cost-effective system.

Stormwater Stormwater and hydrology are also a part of our extensive engineering expertise. Transportation Allgeier Martin has been designing roads, streets, intersections, bridges, signalization, street lighting, and airports since 1954. State transportation departments, municipalities, counties, industries, and airport agencies have taken advantage of our

experience and technical knowledge to plan and design new facilities, or to make improvements to existing facilities, to meet the growing needs of the traveling public.


Survey Experience Our Survey Department consists of four Registered Land Surveyors (R.L.S.), with a combined ninety years of experience in surveying services, two civil engineering crews, two electrical transmission crews, and two electrical distribution crews that are fully equipped with premium equipment. Every crew is equipped with a Leica GPS System, a Leica Total Station utilizing Explorer Data Collectors and

a laptop running Carlson Survey software. Office personnel use AutoDesk Civil 3D to integrate the field data into related engineering projects. We have several staff members that are registered ITIC users for 1-Call for the determination and location of underground utilities. In addition, a number of our surveying staff are HazMat and OSHA approved.

Site Development Allgeier Martin is regularly involved in site planning and layout, which can include extensive grading and earthwork computations, sanitary and storm sewer design, hydrology, water line design, and roadway layout for municipal and private industrial development projects. Many

projects require stormwater management and detention facility design, boundary and topographic surveys, utility relocation and extensions, grading plans, easement preparation, construction oversight and coordination with the client regarding permitting and zoning.
