In terms of technical expertise and public recognition automotive remanufacturing has come a long way in a short time. Of course, the two go hand in hand. Without the first, the second wouldn’t follow. Without growing public recognition, the business model of remanufacturing would be limited. Thus the inevitable question arises: how to sustain the momentum? The answers are many and varied. What is certain, however, is that the technological advances unfolding across the motor industry will force remanufacturers to seek constantly updated information, apply new skills, learn new ways of doing things as well as employ new tools and methods if they are to be successful - let alone survive.

ReMaTecNews’ Remanufacturer of the Year Award 2012 ReMaTecNews’ annual Remanufacturer of the Year Award will be awarded for the eighth time in 2012. This year, the award will be given at University of Bayreuth and ReMaTecNews’ World Remanufacturing Summit in Bayreuth, Bavaria, scheduled for September 3 and 4. The Award ceremony itself will take place during the Summit dinner on Monday September 3.
The award, the most prestigious in the automotive remanufacturing industry, is decided by a panel of judges consisting of Volker Schittenhelm, FIRM; Fernand Weiland, Vice-Chairman, APRA’s European Division, and William Schwarck, Editor-in-Chief, ReMaTecNews.
The Award Instituted in 2005, the Remanufacturer of the Year Award honours an individual or business that has served the automotive or heavy duty industry with distinction. Candidates can be nominated by anyone, including themselves, and will be considered by the judges on the basis of the following criteria: Technical excellence, dedication to quality, innovation and impact on the reman industry. Other criteria include outstanding customer service, pioneering activities and commitment to the cause and promotion of automotive and/or heavy duty remanufacturing.

New opportunities brake out at ATP

ATP Group is winning new contracts and adding new product ranges into the bargain. ReMaTecNews charts its progress. In a year that has begun with entry into a different area of remanufacturing expertise, ATP Group founder Alan Smart, who is also chairman and chief executive, says this is nothing unusual. In fact, it is typical of the way the company has progressed: “We always choose products to remanu-

facture that are technically difficult to work with. We do that because a) it means there is less competition and b) it generally means there is more money to be made.� The new product area is ABS. The ATP Group has just secured two contracts to deliver the ABS reman programmes for two OE
manufacturers in the UK. It will involve ATP in the whole process from core management to end product development. Test equipment and the necessary flow processes are already geared up for implementation. When ReMaTecNews dropped by at ATP Group headquarters in February, there was a feeling that this was the beginning of a major project for the group as a whole. ABS is being seen as a steady revenue stream over the next few years, but there are others. For example, the company is about to expand its ECU test and remanufacturing business into China. ATP has had a Chinese reman operation since 1995. It is currently a transmission and torque converter specialist, but for 2012, developments are under way: “We shipped our PTM testing equipment out at the end of last year. The 820 machine will allow us to test ECUs, while the 220 will be used to test anything that’s driven electrically on the car,� he adds. Alan Smart is tight lipped about which products the company will develop first, but as the company only remanufactures electronics for the big European manufacturers from the

UK (and many of those same cars are driven in China) it’s a fair bet the first target will be selected from among that pool: “We’ve researched the market. The part numbers are the same. The prices are comparable with the UK. We will pick a marque and focus on that. Once it’s under control, we’ll find another one and move into that.” For ATP, the big challenge in China is to train the workforce. There is no shortage of electronic engineers, but their application of
skill is key to the company’s success. On average, 60 per cent of every ECU replaced has no fault. It’s just poor diagnosis at the garage. “The engineers have to appreciate the integration of the electronics into the vehicle. Out there, they already know how the ECU works, that it talks to the instrument panel, the ABS and also the body controller. But if there is a problem on the car, is it the ECU or not? That’s what they need to understand.” This is all a long way from the company’s
humble beginnings as a one-man repair business. ATP was borne out of Alan Smart’s fascination with American-made cars. He was drawn into the market by the opportunities provided by a nearby American airbase. It seemed to have lots of American-made cars, but no-one around who could repair automatic transmissions. His first job was on a Buick, not unlike the 1957 model that he still keeps in the company workshop. He established the company as ATP in 1969 and by the end of the 1970s; it had won its first OE contract with General Motors (GM). That led to more OE work from Jaguar. Today the company still works for GM, but can also list Aston Martin, Mitsubishi Europe, Fiat Chrysler, Ford Europe and Ford Turkey among its OE clients in the passenger car market. Its off-highway division has prestigious OE clients of its own. JCB, Manitou and Volvo Construction are among the current manufacturers served. Today’s ATP business has separate entities. ATP Industries employs 150 people and is the remanufacturer of mechanical parts for automotive applications. The catalogue of parts remanufactured includes manual and automatic transmissions, torque converters, hydraulic, electronic and mechatronic valve

bodies. Its off-highway division remanufactures transmissions and torque converters for that market. According to Sales Director Mark Bowen, ATP is currently completing around 600 transmission products and over 800 torque converters each month. These are distributed to customers in over 35 countries worldwide. The monthly output looks set to rise when the two new OE ABS contracts come on stream in March. Managing Director Peter Walker set up the electronics remanufacturing and testing division in 1978. At that time, it was arguably the first all-makes remanufacturer of its kind in Europe. It currently lists between 8-9000 different ECU products in its catalogue and also supplies testing services as well technical sup-

port to repairers and distributors. This division will take responsibility for developing the latest ABS business. ATP China was established in 1995. Its current output is transmissions and torque converters. That will soon include ECU reman and test activities. Two years ago, the company acquired the Michigan-based business, PTM Electronics. The deal provided both a foothold in the US market and ownership of its own supplier of test equipment. The latest machine, the PTM 820 will test just about any ECU module on a modern car. It will also test ABS, so this machine looks set to play key roles in the latest developments at home as well as in China. With such an international business and
operations in the US, China and the UK, Alan Smart is well placed to assess the value and importance of remanufacturing activities by governments in different parts of the world. “Reman is not regarded highly by any of them. I’ve not had a single person from the environmental agency or any British Governmental organisation you want to name come along and say ‘you have done a good job, you are helping to save the polar bears, the planet or whatever’. They only talk about it when they get cornered on TV and they need something to say. I haven’t had any contact with any of them, from local to national government, in the last 20 years. As long as we pay our taxes, that’s all they want.” He believes that remanufacturing could play more of a key role in protecting the environment - with government support: “If they said use reman rather than new and then promised some rebate or other (by way of an incentive) it would generate business and in the process would make more difference to the environment than any of these so-called wind turbines that don’t turn.” But first comes education at end-user level. “There is a group of people out there who are happy that the OE supplies a reman under warranty. There is another group who will get quite irate. It’s a new car. They expect a new part. It’s not reasonable to expect replacement with new parts every time.”

New reman event in Beijing An array of key players in the international remanufacturing industry are lined up for the latest reman event in China, the 2012 APRA Remanufacturing Consortium and International Remanufacturing Forum in Beijing from April 23 to 27. Organised by the newly established APRA Asia/Pacific Division, the two events will take place at the 2012 Beijing International Auto Show, which claims to be the world’s 2nd largest auto show. The items on the agenda include displays of parts remanufacturing procedures as well as exhibits from Chinese and foreign remanufacturers and associated businesses. The Remanufacturing Forum, part of the event, will comprise presentations by leading representatives from Chinese authorities, associations and businesses together with, e.g. Caterpillar Remanufacturing Services, Cummins Recon China and Meritor. “We will distribute tens of thousands of one page flyers to the general public and auto professionals at the Auto China Show’s main entrance,” says Dr. Huang Yiping, APRA Asia Pacific Chairman. “The flyers will direct people
to the Consortium and demonstrate the three characteristics of remanufactured products with eye catching ads. At our exhibition area a large LED screen and two small screens will run documentary films from CCTV about China’s remanufacturing industry and the auto repair
industry. A special film on Caterpillar, Meritor, Weichai Engine Group and Beijing Auto Repair Group will also be shown.”

Remanufacturing – challenges and opportu n Could the rising interest in remanufacturing make the industry more attractive to investors? That’s one question raised by London-based Carbon International, a fund-raising and investor communications consultancy and its partner, LEIF. Remanufacturing as a segment of the automotive industry has existed longer than most people imagine. In fact, in the US, its beginnings date back to the early 1920s and the industry’s oldest trade association, APRA (Automotive Parts Remanufacturers’ Association was founded in 1941. Although the first trade organisation for remanufacturers in Europe - APRA’s European Division - did not come into being until 1987, remanufacturers

On both sides of the Atlantic, the reman - as it’s popularly known - industry has, however, kept a somewhat low-profile. So much so that the epithet ‘The Sleeping Giant’ has frequently been used to describe it. In recent years this has changed dramatically. Whereas before, the industry suffered from a sometimes - but not always unjustified reputation for having its share of ‘cowboys’, for being a dirty, rusty and oily business and for dubious practices and unreliable products, today’s reality is vastly different. Of course, processing cores (the used parts), - requires handling greasy, rusty and dirty car parts. However, converting them, to ‘new – or better than new’, has become a specialised profession whose operators understand that commercial success, or survival, depend on the quality of their work. For some considerable time this has been prevalent in Europe. In the United States, too, it’s becoming the norm. As for China’s rapidly emerging reman industry, it’s still early days. Yet the indications are that quality issues rank high on the agenda. The development of the industry is driven by a variety of factors, some of them technical and commercial, others political and

nesses that have the financial strength to keep up with the changes in the auto-industry in general – and the technical skills to develop solutions within an industry where the OE side does it best to keep technical information to itself. One significant characteristic in recent years is carmaker and OE suppliers’ enhanced
emphasis on remanufacturing their own components. Mercedes and BMW are prominent examples. For Germany’s Robert Bosch, the world’s largest automotive supplier, industrially remanufactured vehicle parts has been a key business area for some years and the German giant expects this to continue on an even greater scale. Overall Bosch anticipates sales of remanufactured products in the European market to amount to 30 million products per year by 2015 reducing CO2 emissions by 23,000 metric tons compared to if new products had been manufactured. Bosch’s current exchange parts (reman)programme currently comprises 11,000 parts across 30 product groups. Caterpillar, the world-leading manufacturer of earth-moving equipment and much besides, is yet another major player that is openly committed to remanufacturing. Handling in excess of 134 million lbs. of remanufactured material per year and more than 2 million cores, Caterpillar’s CAT Reman division estimates that its reman processes annually save huge amounts of CO2 as well as saving its customers large sums. In a statement that reflects the views of other large players, Cat Reman explains its reasoning in this way: “Because we’re in the business of returning end-of-life components to same-as-new condition, we reduce waste and minimise the need for raw material to produce

u nities for investors new parts. Through remanufacturing we make one of the greatest contributions to sustainable development, keeping non-renewable resources in circulation for multiple lifetimes.” The major players have made - and will continue to make - an impact on smaller and medium-sized remanufacturers. However, years of consolidation in the industry have already killed off many smaller, local reman businesses or integrated them into larger competitors. In the US the cull has been more pronounced than in Europe, in part because of the greater number of smaller businesses. Even so more than 350,000 people are believed to deriving their daily income from the remanufacturing supply chain in the US alone.
Investors Europe, too, has seen its share of takeovers. Again, Bosch is an example. In 2008, the company acquired long-standing Danish starter and alternator remanufacturer Holger Christiansen (which at the time was owned by another German firm, Hella. In November 2010, another Danish company Borg Automotive hit the headlines when it bought the American Cardone Inc.’s European activities in Belgium and the UK and set up a new subsidiary, Car Parts Industries. At the same time the family-owned Cardone itself, the world’s largest independent remanufacturer, announced that it had been acquired by a Texan investment group. The deal, however, fell through and Cardone Inc. continues under the Cardone-family’s management. Further back, significant European acqui-
sitions include Caterpillar’s takeover of the UK remanufacturers Wealdstone in the UK in the mid-00s as well as the French Euronov. In 2008 Sweden’s well known UBD brake caliper remanufacturer was taken over by another Swedish company. Some of this activity, although perhaps not all, should be seen within the context of changing perceptions of the benefits of remanufacturing, not least on the part of government and public bodies across the world. As the need to protect the environment and preserving resources has become generally accepted, politicians and governments are increasingly lending their support to the reman industry – as is the European Union’s Commission in Brussels. In tandem, trade associations and organisations are gaining more confidence in their support of reman. As APRA in the US repeatedly states: “Remanufacturing is the greenest industry.” Further signs of this is the recent founding of MERA (the Motor and Equipment Remanufacturers’ Association), a division of the influential MEMA (Motor and Equipment Manufacturers’ Association). The growing involvement in remanufacturing of Europe’s automotive suppliers association, Clepa, is yet another indication. MERA is currently part of the US government’s large scale report on remanufacturing scheduled for publication in the autumn. Where does this leave investors with an eye on remanufacturing? On the one hand the industry’s consolidation is likely to lead to less choice. On the other, many of the survivors will
emerge with greater strengths, more innovative skills and a clearer view of their place and role in the industry - and, therefore, be more attractive to investors. Most of all, remanufacturers will be aware that the greening of the motor industry world-wide provides opportunities that have not been seen for a generation. And they will act accordingly - as a result of which new players, new ideas and new methods will emerge. For a look into the future let’s go to an experienced leader who has worked with remanufacturing for many years. He puts it like this: “The portfolios are becoming ever wider. The numerous challenges need volume. Component testing, too, is becoming more complex. Core management, i.e. the logistics involved in getting the old cores returned, remain a challenge. Not everyone masters this. Remanufacturing is an industry that requires a great deal of knowledge to succeed. As I see it, there are two types of investors, strategic investors and financial investors. The first ones are those that already work in the industry, have specialist knowledge and are in for the long-term. They can do well. Unless they involve experts through, for instance, buy-in, the purely financial investors may find the going hard. Yes, the potential for remanufacturing is large, but so are the risks if you are not sure of what you’re doing.”

A unique link for the European reman industry Peter Bartel takes over as Chairman of the European division of APRA, the Automotive Parts Remanufacturers Association. With 14 years working for parts giant Bosch, Peter Bartel is not exactly a newcomer to the automotive remanufacturing industry. A member of APRA Europe’s board since 2009, 43 year-old German Peter Bartel is not new to the division either - nor to its members. Taking over as Chairman of APRA Europe in succession to a Dane, Peter Larsen, who left last year, however, is a new challenge – and one that he relishes. “Is clear that APRA Europe is a unique link between all participants in the European remanufacturing industry,” Peter Bartel said in a conversation with ReMaTecNews. “APRA must obviously support its members to prepare them for, and benefit from, the everchanging business environments.” Peter Bartel, who has degree in Mechanical Engineering from the Berufsakademie Mannheim in Germany, works as Senior Expert for Bosch Automotive Aftermarket in Karlsruhe. He has worked in the remanufacturing industry for about two decades. Peter Bartel has special expertise in turbos, rotating electrics and core management. Along the way, he has been at the centre of developments that have increasingly posi-
tioned the mighty German parts supplier as leading remanufacturer in the international motor industry’s progression towards resource preservation, green development. Bartel is confident that APRA in Europe will continue to act as ‘the voice of remanufacturing’ in Europe, the only organisation representing all players in the reman business.
“APRA will be able to contribute very significantly to the development of Europe’s reman industry in the future,” he says. “Over the past 25 years APRA Europe has promoted the remanufacturing business very successfully. Today it’s fully recognised that remanufacturing saves raw materials, creates local jobs, saves on CO2 emissions and supports the Kyoto protocol. Based on this, the task for the next few years will be to attract political support for the reman industry. One of the success factors is for customers to recognise reman units as high quality products.”
Agnieszka Meier leaves Expom Kwidzyn After 4 years as Managing Director of Expom Kwidzyn, Agnieszka Meier, 39, is leaving the company to take over the position as Managing Director of TransPolonia, one of Poland’s large transport companies. During her time in charge of starter and alternator remanufacturer Expom, lawyer Agniezka Meier has considerably raised the company’s profile in European markets and secured greater market share for Expom outside as well as inside Poland. Within the company she presided over a comprehensive strategy review involving improved customer services, cost cutting and a wider range. “I received an offer I felt I had to take,” she told ReMaTecNews. ”But I have enjoyed working within the automotive industry and maybe I will do it again at some stage in the future.”

How do you see the relationship between the very large remanufacturers and the smaller independent ones? Is there room for both? The automotive aftermarket is divided into different sales channels and segments. No player can fulfill all market demands. There is, and there will always be, business for both the very large and the smaller remanufacturers. APRA’s task as the ‘voice of remanufacturing’ is to develop the landscape for all of them. Can we expect APRA in the US, Europe and Asia to get closer together? “The power of APRA and its importance for the reman industry is based on its global setup. The regional divisions of APRA US, APRA Europe and APRA Asia Pacific represent the regional structure of the reman business. Individual success factors are different in each region. This has to be respected in our daily work. But the overall remanufacturing business is the same worldwide.”
Delphi launches reman instrument cluster Delphi Automotive has launched a range of remanufactured instrument clusters for GM applications from 1996 to present. Part of an integrated engine management system, the instrument clusters provide important vehicle data including odometer reading and speed, engine temperature and RPMs, battery voltage and oil pressure. Delphi says that all clusters are remanufactured to OE standards and are supplied with the same OE parts, engineering and high quality standards used during original manufacturing. Offering a reliable remanufactured aftermarket product also helps support the environment by effectively reusing existing product instead of throwing it away, the company stated.

300 Up for Spanish diesel specialist Diesel parts remanufacturer Remaned has leaped into Spain’s top 300 list of automotive manufacturers. The improved ranking by international business agency D&B, follows the commissioning of Remaned’s new UK common rail components remanufacturing plant at Hastings in Sussex, which is now on stream. The plant will focus on common rail diesel parts in the initial phases. This will include a full range of aftermarket common rail injectors and common rail pumps and is on target to produce 32,000 parts a year by 2013. Leading brands covered will include Denso and Siemens. Remaned’s main production plant is at

Pamplona, in Spain. Managing Director Oscar Villafranca says the Hastings site is the company’s first production plant to be built outside Spain: “The new production plant will be a great help for the international development of our brand, currently present in 22 countries worldwide,” he told ReMaTecNews. “We are always looking to be on the top of the market and with the project in the UK, we are positioned as the largest independent remanufacturer of diesel parts in Europe.”
Oscar Villafranca says the project has created jobs and that he has personally overseen the introduction of Remaned’s industrial handling processes. As a further expression of confidence in the future of the UK market, all parts will feature a ‘remanufactured in the UK’ label and will be supported by a two-year warranty. A UK-based technical hotline is planned.

Remaned’s only distributor in the UK is Euro Car Parts, but he adds that the development of this new production plant is a reflection of the strength of that relationship, rather than an attempt to seek additional outlets: “ECP is the only and exclusive customer we have in the UK so we do not hope to open up any other opportunities there.” The timing of Remaned’s investment seems impeccable. Last year, diesel powered cars outsold petrol driven vehicles in the UK for the first time. Replacement Common rail diesel parts are one of the leading growth markets in terms of automotive parts. Additional opportunities with ECP may arise following its acquisition by the US company LKQ last year.

Stand up for standards A recognised standard for remanufactured parts would help dispel concerns that their use could infringe the vehicle warranty repair terms under the current Block Exemption Regulations. That’s the view of Chris Paxman, Managing Director of UK-based diesel parts
reman specialist TT Automotive. After taking part in a debate about the need to stimulate demand in an ‘industry under pressure’ organised by the UK’s Independent Automotive Aftermarket Federation last month, he told ReMaTecNews: “Garages think nothing of installing a reman starter motor these days, but many end users still need reassurance that their warranty rights will not be affected by fitting parts other than OE.”
Important step The development of a recognised reman standard would be an important step in winning them over. “I think the garages could easily convince motorists that parts remanufactured to an established standard were a) acceptable, b) just as good if not better and c) competitively priced.”
He believes reman suppliers to OE manufacturers could be key drivers of the impetus required to devise a new standard, which could be developed with the support of industry associations. “It’s difficult enough to show Chris Paxman, Managing matching quality Director of UK reman with OE on afterspecialist, TT Automotive. market parts such as brake pads and wheel cylinders, but proving matching quality on a part that has been remanufactured or repaired is an even bigger challenge. Yet, the signs of spring are there; certainly as far as the automotive manufacturing industry is concerned and that includes the HD segment sector - the part that supports the transport of goods, delivery of freight across countries and continents and upon which modern society is ultimately dependent. As HD also includes the earthmoving equipment, the diggers, the excavators and the tractors that enable us to erect

As the crisis slowly levels off the HD sector is emerging slimmer and more cost conscious. The American trucking industry and its supply chain are preparing for recovery. And this also applies to the sector’s remanufacturers. This was the unequivocal message from the 2012 Heavy Duty Aftermarket Week in

North American gathering of the independent heavy-duty industry, agreed that the arrows are now pointing upwards for the industry. “There are clear signs of growth across

the industry,” said Sandra Standley, Chair of APRA’s Heavy Duty Remanufacturing Group and owner Power Brake Sales in San Francisco, who presided over the summit. “Speakers seemed to agree that growth this year may be up to 2.5 per cent and you sense there is a great deal of optimism around. The big guys are doing really well but even the smaller ones will do better. As for my own business, I expect a much improved year, too.” Early signs of an improved US economy are reflected in the growing demand for new trucks on behalf of fleet owners as well as rising sales of agricultural equipment. While remanufacturers in the US and Europe benefited, at least to some extent, from the slowdown in heavy duty sales during the recession, Sarah Standley does not expect that sales of ‘new’ will restrict opportunities for remanufacturers. In fact it’s quite likely, she says, that as fleet owners upgrade they will pass their old models on, e.g. to smaller, independent operators who will need remanufacturing to keep going. Attendance at the Heavy Duty Aftermarket Week did little to dispel the theory.
On the contrary: over the three days, the industry demonstrated its resurgence with a record showing by visitors, exhibitors, suppliers and distributors. In all, more than 1,918 aftermarket industry leaders from 17 countries attended the event. The Heavy Duty Remanufacturing Group Summit presentations included insights into Current and Future Trends in the Heavy Duty Industry by Denise Rondini of Truck Parts & Service Magazine; Green Marketing for HD Remans by Gary McCoy; The Marx Group, Heavy Duty Critical Cleaning Methods by Jack Daul of Transbrite and Lean Manufacturing Concepts by Practical Applications - John Hupchick, Industrial Engineer at Transaxle LLC. ReMaTecNews will be reporting on some of these aspects in upcoming editions.

New reman centre in Brazil Meritor, the supplier of drivetrain, mobility, braking and aftermarket solutions for commercial vehicle recently opened a 50,000 sq ft aftermarket distribution and customer service center in Barueri, Sao Paulo. The new center will remanufacture brake and driveline components to meet the market demand for premium remanufactured parts. The new facility is also an integral component in the company’s recent launch into an aftermarket-based, thirdparty multiple logistics business called Meritor Logistics. This provides packaging and kitting, material planning, warehousing, distribution, customer support, core consolidation, remanufacturing and consulting services.

Civil works parts web portals Codimatra, one of Europe’s largest spare parts remanufacturers for the civil works equipment market, is launching two new websites in a bid to extend its international sales. Based at Bon-Encontre, in South West France, the business also sells used refurbished machines, but says parts supply is now its main activity. It sold over € 6 million worth of remanufactured parts last year to buyers in the EU and North African markets. It carries up to 50,000 spares in Philippe Kowalyk. seven product groups at any one time. CEO Philippe Kowalyk says the new web sites, in English and in Spanish, are designed to raise the profile of a company that cur-
rently supplies remanufactured parts for Caterpillar, Volvo, Komatsu, Liebherr, Case and Hitachi brands to name a few. Reman product groups sold include parts for engines, hydraulics, transmissions, bodywork and undercarriage. “We buy old or damaged machines, deconstruct them and harvest the parts that are serviceable. We clean, recondition and test each one in our own specialized workshops. We match the original performance before storage,” he says. Codimatra, which was acquired by the Dubreuil Group in 2007, says websites in several other languages are also under development. The English and Spanish websites are expected to ‘go live’ at the end of March.

Europe’s remanufacturing industry to meet in Krakow Dear all, This year we’re celebrating APRA Europe’s 25th anniversary with one of our renowned biennial symposia and I think it’s fair to say that this time around, we’re doing it in great style and with an unusual broad range of topics and speakers. In fact, the composition of the programme is evidence of the variety and complexity that characterises automotive remanufacturing and also of the industry’s desire to meet the technological challenges of the future. Valeo Factory Tour on April 25 The Valeo site in Czechowice – Dziedzice in the South West of Poland was founded in 2002. The factory in Czechowice covers 20,000m2 and employs 1200 people. The major activities are production of OEM starter motors and restarter (70% of the Valeo European Volumes), dual mass flywheel and air throttle along with remanufactured and new starters and alternators for the aftermarket. The Czechowice site is the biggest rotating electrics aftermarket production location for Valeo in Europe.

Engine reman definitions – do we need them? Absolutely! The answer to the question is a clear YES. Remanufacturing, rebuilding, refurbishing, overhaul, reconditioning, repair are all terms commonly used by our industry. Whatever the term, all of us are motivated to offer the market and our customers repair solutions for situations that nobody wants to have - and for which nobody has budgeted: a worn out or damaged engine.

While we are all confident in our work and provide our product and service with a quality stamp, we’re often guilty of using different terms to describe similar services and products even if our objectives are more or less

whether OEM or IAM, seems to be trying knowingly - to create confusion by using their own definitions and terminologies. This, in turn, prevents comparability. In this confusing situation it’s positive that a significant number of engine and automotive reman organisations and associations have, for some time, been striving to bring light into the darkness of the existing termi-
Our industry is currently at a watershed in that it increasingly interacts with politics, politicians and economic trends. Brussels’ action plan for ‘Europe 2020’ and the growing role of reman by the Chinese government in its next 5-yearplan are only two examples. Nevertheless, these examples illustrate some of the upcoming opportunities for remanufacturers. But we’ll only be able to take full advantage of them if we speak with one voice! If we all, one after the other, present our individual definitions - in Brussels as well as before the general public - it will all fizzle out. To avoid confusion we must show a common face. Otherwise there is a risk that our message will slowly vanish - to the detriment of our industry and to the benefit of our competitors. We, therefore, invite all working groups, associations, institutions and organisations, to join together and speak with one voice using the same terms for the same concepts. As the European organisation for the engine reman industry, FIRM will do just that in cooperation with APRA. Together, we support the ReMaTec trade show and its organisers, Amsterdam RAI. Other working groups and associations are more than welcome to join us! As I asked in the beginning: Do we need engine reman definitions? Absolutely. We need one common definition and supported by all market participants!

Extraordinary General Assembly in Istanbul 3rd-4th of May 2012 As approved by the last general assembly in Stockholm in 2011, the new FIRM association has been established meanwhile under Belgian law in order to have a Brussels-based, EU institutions-recognized trade organisation for the ‘engine reman industry’. A further aim was to restructure the statutes in order to open FIRM for other engine reman related, members and thus providing FIRM with opportunities for strengthening it’s budget in accordance with its objectives and mission as defined in 2009. As a consequence of the new structure, the already announced workshop meeting in spring (see ReMaTecNews edition 8, 2011) will therefore be an extraordinary general assembly with the nomination of a new board and election of a new 2nd-vice president to succeed Brian Ludford of FER in the UK.

New regulations for Heavy Duty vehicles AFCAR*, Alliance for the Freedom of Car Repair in the EU, has announced that the Euro VI Implementing Measures on emissions and access to OBD, Repair and Maintenance Information (RMI) for heavy duty vehicles were published on January 31st 2012. The new Regulation (EU) N°64/2012 will be mandatory from 1st January 2013 for newly type approved vehicles. This new act transfers the Euro 5/6 provisions on access to RMI to heavy duty vehicles. It specifies the technical modalities for
vehicle manufacturers to make technical information available for independent operators. The new regulation includes: - a detailed list of what is considered technical information; - OBD information needed for generic diagnostic tools and test equipment; - specific information (parameters) for parts producers needed for the manufacturing of OBD compatible replacement parts; - the Euro 5/6 amendments package of June 2011 (i.e. parts identification data, validation of VCIs, work units, access to the electronic service handbook). In transferring the provisions from passenger cars and light-duty vehicles (Euro 5/6 provisions), the European Commission also considered the peculiarities and technical specificities of Heavy Duty Vehicles. The new HDV Regulation, therefore, also embraces specific derogations and exemptions for ‘customer adaptations’, ‘vehicles produced in small volumes’ and ‘ECU carry over systems from previous models’. FIRM’s comment: Although mandatory for newly type approved vehicles – and not
for older applications in the market – we appreciate and thank our colleagues from AFCAR for their tireless fight defending the independent aftermarket against OE and for the freedom of end customers to make repair decisions. The activities and the final success of the association also shows the importance of taking responsibility for lobbying at the EU-commission and for maintaining the interests of the independent workshops on a dayto-day basis. FIRM wishes to work with other reman industry related associations and forces to be heard, recognized and accepted by the public as well as at national and international government levels. AFCAR (Alliance for the Freedom of Car Repair in the EU) is an alliance of independent European associations. Its objective is to maintain free competition in the automotive aftermarket. Members of AFCAR are: – AIRC (Vehicle Body Repairers), – CECRA (Motor Traders and Repairers), – EGEA (Garage Equipment Association), – FIA (Tourism and Motorist Clubs) and – FIGIEFA (Independent Automotive Aftermarket Distributors).

The study is intended to evaluate the U.S. remanufactured goods industries and markets, U.S. global trade in remanufactured goods and factors affecting trends in remanufactured goods trade. It is expected be published at the end of October, 2012. Bob McKenna’s testimony focused on the important role of remanufacturing in the motor vehicle parts industry and the U.S. economy as well as its sustainability benefits. “The economic, environmental, and employment benefits offered by remanufacturing can be significantly increased given a wider and more thorough understanding of the industry,” he told the hearing. “The ITC study will provide state and federal policymakers with a greater understanding of the industry, thereby helping to provide guidance on what issues need to be addressed to promote remanufacturing.”
CARS-21: more needs to be done The recent announcement that the European Commission expects vehicle manufacturers to provide component data in a format suitable for automatic processing does not go far enough. The so-called Cars-21 process (Competitive Automotive Regulatory System for the 21st century) need to boost stakeholder’s agreements on vehicle repair and maintenance information, CLEPA, the European Association of Automotive Suppliers, demands. Quoting the European Commission’s expectations that stakeholders should find agreement on the specific conditions of vehicle component data exchange and access, Lars Holmqvist, CLEPA’s President & Chief Executive Officer says:

“Unfortunately such agreement does not seem to be forthcoming. Instead there are unfair practices in the market due to the fact that vehicle manufacturers release information on specific components in a way that makes it difficult for independent operators to identify the right part.” “In order to ensure a competitive and level playing field between Independent Automotive Manufacturers (IAM) and Original Equipment Suppliers (OES) CLEPA believes that legislation should explicitly require vehicle manufacturers to publish the data as ‘raw data’ which means processable and (in) multiple sets of data.” CLEPA now appeals to the European Commission to ensure that consumer’s freedom of choice is treated as a priority.
Volume Transmission Remanufacturing CHANTILLY, VIRGINIA – The Automotive Parts Remanufacturers Association’s Volume Transmission Remanufacturing Group (VTRG) will meet on March 29, 2012 in conjunction with SHOWPOWER at the Hyatt Regency Hotel in Dallas, Texas. On Thursday, March 29th the VTRG will start the day at 8:00 a.m. with tours of Bishop International where the group will visit their facility where they remanufacture manual transmission units and reclaim automatic transmission hard parts. After a tour of Bishop the group will depart for AER’s massive engine remanufacturing plant. “This state-ofthe-art facility will be very educational regardless of what products one remanufacturers,” stated Jim Slimp, Chairman of the VTRG. After the plant tour, AER will treat the group to a luncheon in their museum, where they have a very large collection of classic vehicles. In the afternoon the VTRG will meet back at the Hyatt Regency Hotel for the following presentations: – ‘Overview of the Current State of the Transmission Market’ with Bobby Mace, Publisher, Transmission Digest; – John Schroeder of Jasper Engines & Transmissions will discuss ‘The Geometry of Lean: Understanding the Golden Triangle’; – Laurie Strasser of Afton Chemicals will present ‘ATF: Why the Right Fluid is the Right Fluid’. UK remanufacturing debate The Federation of Engine Remanufacturers (FER) and the Independent Automotive Aftermarket Federation (IAAF) are jointly organising an event to discuss the future of the UK’s automotive remanufacturing industry and the market’s opportunities. The event will be held on Thursday 3rd May at the Heritage Motor Centre, Gaydon, in Warwickshire, UK. FPS Distribution, the major distributor of parts to wholesalers, is sponsoring the event. Speakers will include Dr. Winifred Ijomah from the University of Strathclyde, Chris Paxman of TT Automotive, Mike HagueMorgan from Autocraft Drivetrain Solutions, Tony Bhogal of Autoelectro and Jim Maclean of Compressortech. They will be tackling a wide range of remanufacturing topics and issues.

Alan Johnson, President of the FER welcomed the launch of the event which, it is hoped, will become an annual meeting for the UK remanufacturers in the automotive industry. “It is very useful for the FER and IAAF to get together to organise this conference,” he said. “I’m a member of both associations and can see how they both work hard to benefit their members. This event is just one example of the benefit of membership and of cooperation between groups.”
