The VW scandal is set for a long run but will there be long-term effects for remanufacturing? We consider aspects of an unfolding tale.
Autumn is reman time in Las Vegas. Remanufacturers from five continents congregated in the world’s gambling capital and we report on an event that, for a few hectic days, focused all attention on an industry in overdrive.
As 2015 draws to a close, the reman industry can look back on a year of significant developments and a number of important events. ReMaTecNews provides an end-of-year overview.

Vision in Vegas “A place for everything and everything in its place” is an old saying of uncertain origin that has strong connotations with efficiency. The place in this case is Las Vegas, Nevada, and as is evident from this edition of ReMaTecNews, it’s where the world’s automotive and commercial remanufacturing industries experienced some busy times in late October/early November. Distributed across substantial parts of the city, event after event unfolded as remanufacturing professionals and the entire reman supply chain gathered for the industry’s annual ‘talk-fest’. APRA’s long-standing Big R, now renamed Big R/ReMaTecUSA, was at the Rio All Suites Hotel, alongside the concurrent ATRA Powertrain Expo. MERA’s reman section during AAPEX was at Sands, while numerous meetings and receptions took place in a variety of other venues often some distance apart. Government initiatives in the US, Europe and Asia, and sustainability moves world-wide are driving the industry forward. That remanufacturing is on the rise, there can be no doubt. Momentum is increasing, but it may be time to consider whether we are making the best of our opportunities at this annual reman gathering. Perhaps it is time to consider the next step? Is this not the kind of question that all businesses and organizations must ask of themselves at appropriate moments? There are those who question the need to move from one venue to another and then yet another, by hotel shuttle, bus, cab or any other available form of transport. Perhaps it is time to consider the benefits of a single location?

APRA names Cueto Chairman for 2016 Consumers must have a clearer understanding about remanufacturing and a greater acceptance of its qualities. These are among the prime challenges facing individuals and organizations that work for, and on behalf of, the remanufacturing cause.
As the second generation owner and CEO of diesel-specialist L&J in Jacksonville Florida, Cueto has an extensive record in the remanufacturing of diesel fuel injection systems:
APRA must reflect that. The public’s understanding of green issues has increased enormously over the past ten years and we need to do whatever we can to make the world a better place. One way of doing this, I think, could be to introduce a logo for remanufactured product so people can see that they are actually helping to preserve resources rather than to dump them into the ground.” Supported by his wife Jeanie as financial director, Cueto has been an active member of APRA’s board for the past five years. In addition to his duties at APRA and at L&J Diesel Service, he has been a frequent writer, editorial contributor and presenter of issues affecting the diesel injector market place, as well as addressing the future of remanufacturing and its potential as a green technology. He has also been an active participant in the ‘Right to Repair’ campaign and has represented the industry in Washington D.C..
“Adapting to change is key,” the new chairman told ReMaTecNews. “The remanufacturing industry is undergoing significant change and associations like

Chinese machine builder giant hires German engine specialist One of China’s machine builder giants is strengthening its European operations in a significant way. YC-Europe, a joint venture between Guangxi Yuchai Machinery Co. Ltd and Shentou Investment Co. Ltd , is tasked with providing Yuchai with a stronger profile in Europe. Based in Rödermark, near Frankfurt am Main, Germany YCi Europe is extending Yuchai’s range of industrial engines and related services through a strong sales and service network. Since the Chinese parent company is already engaged in significant remanufacturing activities in China, it can be assumed that remanufacturing also figures in Yuchai’s plans. YC-Europe hired Clemens Ortgies, a former Director of Germany’s BU Drive and currently President of FIRM, the International Association
of Engine Remanufacturers, as Manager, Sales & Services. Ortgies, who took over the presidency of FIRM in 2014, is a well-known face in the European remanufacturing industry. CoremanNet wins Germany’s Federal Ecodesign Award CoremanNet, the Bosch-owned core collection network which has achieved significant growth in recent years, received a prestigious honour in November when the German government awarded it the Federal Ecodesign Award. One of 288 candidates in four categories, CoremanNet, received the award for “providing
material cycles which significantly save resources and are applicable to other sectors.” Launched as a Bosch xChange collection service in 2011, CoremanNet has developed into an international independent brand with a network consisting of 17 core collection and core management locations. This makes it the world’s largest service network for the return of
automotive spare parts for remanufacturing. The service is also represented in the NAFTA region and in China and is in the process of developing its offer in the United States. The award was issued during a gala dinner at the Federal Environment Ministry in Berlin on November 23. n
Inspection tools are a must for quality A study of over 2,000 engines, from heavy duty to those fitted to cars, suggests that although component inspection has significant bearing on overall productivity, the activity can be undertaken in a haphazard manner based almost purely on experience and guesswork. It lacks the use of proper methodologies and tools. The findings are from a PHD project by Sara Ridley, published in the Journal of Remanufacturing (31 October 2015). It was developed in association
with Dr Winifred Ijomah, of Strathclyde University. At the time, Ridley was a Section Manager at Caterpillar Remanufacturing. She is now Head of Production Engineering (Manufacturing) at MAHLE Powertrain. The aim of the research was to determine whether and by how much the overall remanufacturing process of engines could be made more efficient with a robust inspection of cores. It was carried out at the Caterpillar Remanufacturing Services (a division of Caterpillar Inc.) facility in Rushden, UK.
Among other conclusions, the research found that for components having either complex geometry (such as internal ports), a large number of sub-components, or that are constructed from, or comprising of, multiple materials, the remanufacturing process is shortened by increased inspection prior to processing. The author says that further research will hopefully help develop a tool to aid decision-making about appropriate pre-processing inspection. n

Storage platform for growth German automotive core supplier Gecore says that completion of a new 250 m2 warehouse, which is planned for early next year, will ease pressure on existing facilities and provide a strong platform to expand core sales.
cleaned and stored, along with all the other consignments being prepared for shipment to all of our other clients,” he adds. Gecore is also gearing up for core business supply opportunities that are emerging from Eastern European countries including Russia and the Ukraine, where improvements in transport infrastructure have made exports more attractive. He adds that new developments in remanufacturing technology as a whole have generated demand for core for certain electronic parts.
The new storage facility will be adjacent to the company’s existing premises at Marl in North Rhine-Westphalia. Since 2008, Gecore has been sourcing and distributing core for a wide range of specialist remanufacturers throughout the EU, Eastern Europe, the US and Africa. Its product range includes core for rotating electrics, steering systems, ac compressors, brake calipers and a wide range of diesel components. General manager Franz Zboinski, who has 30 years of core supply experience, says the expansion of storage space is needed in response to developing remanufacturing trends:
Franz Zboinski “It used to be that one order constituted one shipment. Now we might get a very small order in August followed by other small orders in September, October and November, for example. Hopefully, by that time, we will finally have a consignment that’s large enough to ship. But in the meantime it all has to be sourced, sorted,
Electronic steering and pumps as well as ABS and ECUs, are good examples of remanufactured products with demand on the rise: “Small core specialists like us are developing a reputation as niche suppliers because we can track down and source specific units that, in many cases, are available only in a limited supply,” he adds. n

Is Non-Destructive Cleaning Critical?
ARMEX Is The Only Choice
Before
When cleaning parts that cannot have the specifications or surface tolerances change, the only blasting abrasive to use is ARMEX. Other hard blasting abrasives can remove surface materials from parts damaging threads and changing the specifications along with surface tolerances rendering the parts unusable. The gentle physical propriety of baking soda but yet aggressive cleaning ability is what makes ARMEX the only choice. ARMEX is also environmentally-friendly and soluble.
Before
Meaning blasting particles will dissolve in either water or oil. ARMEX will never leave blasting particles behind in critical passageways like other hard blasting abrasives which can increases the risk of parts failure when placed back into service. Use ARMEX to clean, degrease and remove burnt on carbon and paint on a wide variety of materials including steel, aluminum, lead, alloys, plastics, rubber and composites.

Volkswagen – the star that fell from the sky 11 million faulty cars: 2.8 million in Germany, 1.2 million in the UK, 900,000 in France, 482 in the United States and financial losses running into billions of euros. While many of the facts in the unfolding scandal surrounding Volkswagen’s cheating on emissions from its diesel cars have been revealed, numerous others are yet to emerge. Will high-ranking VW executives face criminal charges? How will impending cutbacks to its investment plans affect the group’s performance, competitiveness, workforce and long-term reputation? And in a broader perspective, perhaps even the future of the diesel industry? These are some of the unknowns currently preoccupying individuals and businesses across the diesel industry and its associated segments, including remanufacturing. Could the whole diesel industry be under threat after the VW debacle? After all VW, the world’s largest car maker and a strong proponent of diesel, placed enormous bets on its diesel future, not least in America, where the diesel market lags behind that of Europe. The stakes for the future of diesel are high indeed. The current status is: About five million of the VW group’s diesel vehicles that carry the illegal software are Volkswagen brand cars while 1.8 million are Volkswagen brand light commercial vehicles. An additional 2.1 million are Audis, 1.2 million are Skodas and 700,000 are SEAT cars. Moreover, an unknown number of petrol cars are also believed to be affected. Final figures, therefore, could considerably exceed all current estimates. It’s hardly surprising that questions are being raised about the reputation of the entire diesel segment. “If you can doubt the trustworthiness of one of the world’s prime suppliers of diesel engines and
related products in general, you have a situation where millions of car owners will start to wonder whether they want to buy a diesel car again,” says a long-standing diesel executive who wishes to remain anonymous. Others take a more balanced view. One of these, Omar Cueto, owner and CEO of L&J Diesel Services Inc. of Florida and new chairman of APRA, the Automotive Parts Remanufacturers Association, is a long-standing diesel specialist whose company’s fortunes have been closely linked to diesel for a long time. Cueto says: The Volkswagen scandal has caused damage to the diesel industry. No doubt about it. In
the medium term, however, I believe that the damage is limited. It will not affect the truck and commercial segment too much and, in the US, the diesel passenger market is not very strong.
“If you can doubt the trustworthiness of one of the world’s prime suppliers of diesel products, millions of car owners may begin to wonder whether they want to buy another diesel car again” It’s a dip, yes, but we should not forget that companies like VW and Audi have done wonderful things to make diesel a good choice for many. In general, I believe that the diesel industry will not suffer long-term damage because of this.
ReMaTecNews | 13
APRA Chairman Omar Cueto On the other side of the Atlantic, the gravity of the situation is underlined by CLEPA, the influential European Association of Automotive Suppliers whose member organisations comprise 116 of the world’s most prominent suppliers of car parts, systems and modules as well as 23 national trade associations and European sector associations. CLEPA represents more than 3,000 companies. In a statement Paul Schockmel, CLEPA’s CEO says: “With regard to recent enquiries by US authorities into so-called defeat devices applied to vehicles equipped with diesel engines, CLEPA expresses its concern about the potential image damage to our industry. Diesel remains one of the key pillars in the portfolio of low CO2 technologies for delivering clean and affordable transport for future generations. “Diesel remains a key technology” “In order to avoid severe repercussions for the European industry, highly ambitious conformity factors must be very carefully evaluated considering that many current models will be unable to meet them,” he continues. “For all new vehicles, CLEPA supports a reasonable transition period following the introduction of real-driving emissions for new types.” Summing up, Paul Schockmel says: “Diesel remains a key technology for achieving future CO2 targets.
VW production hall Over the past 15 years, nitrogen oxides (NOx) limits for diesel car engines have been reduced by 84% and particulates (PM) by 90%. Diesel cars also have 15% lower CO2 emissions per km than equivalent gasoline-powered vehicles.” Undermining efforts In view of the ongoing developments, the Association of Diesel Specialists, ADS, abstained from commenting to ReMaTecNews on the consequences for the industry. However, the Association has made the following comment: “ADS does not condone the use of devices made to intentionally contravene emission controls for use in equipment or vehicles used on a regular basis. ADS believes that intentionally bypassing or altering emission controls in the name of performance enhancement undermines individual and group efforts to promote the use of clean diesel as a viable alternative power plant for the future.” Belief in clean diesel “ADS believes in the future of the inherently more efficient clean diesel power plant as a method of reducing dependence on fossil fuels. ADS applauds the work of engine manufacturers in their efforts to continuously reduce emissions in diesel engines to near infinitesimal levels and believes that the use of clean diesel will improve the sustainability of consumers, businesses and communities by reducing the environmental and societal cost of their activities.” One UK business with a growing role in remanufacturing diesel particulate filters is Sloughbased Ceramex, a recent player in remanufactured DPRs that has a UK partnership with SRC, the renowned US remanufacturer in Springfield, Missouri. Managing Director, Dr. Rob Rule says:
Dr. Rob Rule, Managing Director, Ceramex
This is, of course, a serious issue for VW and any other company that may have been involved in avoidance testing. There are indications that VW may not be the only one. However, I believe that
the impact on the heavy duty side, trucks etc. will be minimal whereas the effect on sales of diesel passenger cars may be stronger. If you look at the positive side, I think these developments may, in fact, lead to some good if they raise awareness of emissions performance among the public as well as the authorities. A lot of time and effort has been invested in improving emissions performance through complex and sophisticated systems. It would be a good idea if it can be proved that the effort has been well spent. I believe, for instance, that there are millions of DPF filters installed in trucks and cars in the US and Europe that are not functioning optimally – or at all. Too little effort has been directed at ensuring that these work properly in terms of emissions throughout their life on the vehicle. Where will it end? Nobody knows. One thing that is certain is that the show will go on for quite some time yet, perhaps for years. “Now it looks like it’s becoming a very global issue. It really will be bad for the reputation of the company for a couple of years and it will take time to rebuild the trust of customers,” said Klaus Breitenbach, an analyst with one of Germany’s large banks, Baader Bank. “It’s really worrying for the company and also for the whole industry.” Another no less worrying comment recently came from the EU Commission in Brussels, the closest equivalent to a European government. “It is premature to comment on whether any specific immediate surveillance measures are also necessary in Europe and [on] the implications for vehicles sold by Volkswagen in Europe,” said a spokesperson. “But let me be clear: we need to get to the bottom of this. For the sake of our consumers and the environment, we need certainty that the industry scrupulously respects emissions limits.” n

Massive contract for fast growing reman business in the Middle East Four years ago, when a young Saudi-American named Oweis Zahran announced that he intended to create a remanufacturing business in the United Arab Emirates, there was no lack of doubters. Why would the eldest son of the owner of one of the largest trading conglomerates in the Middle East want to get his fingers dirty from rusty car parts? Why would local consumers buy second hand parts when they could buy new? Who had ever heard about remanufactured parts anyway? Today the doubters have gone and plenty of people have heard about remanufacturing, including local governments. More than that, official and private authorities are beginning to think reman in a big way. Strong evidence of this emerged in November when three UAE transport authorities signed an agreement with OWS Autoparts for the

children a day across the seven Emirates that form the UAE, school bus transportation is big business – which is now turning towards remanufacturing. “The agreement is a major breakthrough for remanufacturing in the region,” Oweis Zahran told ReMaTecNews. “It means that the governments in the UAE will save a huge amount on repair and maintenance of the school bus system, which is the backbone of the entire educational system here. For Dubai-based OWS Autoparts the move represents a very substantial increase in turnover. “From offering three to four remanufactured lines four years ago, we have now achieved a position where we cover an entire transportation sector. I think it’s fair to say that within a very short time, we have imported the concept of remanufacturing into the entire region,” says Oweis Zahran.
ReMaTecNews | 15
OWS Auto Parts is currently negotiating a similar deal with the authorities in neighbouring Saudi Arabia. The hope is that following a successful conclusion to the discussions, the Saudi authorities will sign similar contracts for their school bus system which carries 10 million school children a day. “As in the Emirates, the potential benefits to the authorities are huge so we’re confident that something will come of it soon,” Oweis Zahran says. “Based on our experience over the past two-three years, there is no doubt that the authorities in the MENA (Middle East/North Africa) region are beginning to take a genuine interest in remanufacturing.” Having founded OWS Auto Parts four years ago, Oweis Zahran in 2013 signed a partnership with TransAxle of New Jersey for remanufactured transmissions. The partnership will now be an important component of the new school bus venture in the Emirates. “Our collaboration with TransAxle has worked very well,” Oweis Zahran says. “It will be instrumental to us in further developing our ties with the transportation authorities in the UAE.”
Oweis Zahran with US partner Dave Olsen, CEO of New Jersey-based transmission specialist TransAxle. So far, the UAE governments have allocated four sites of 10,000 sq. metres for warehouses, workshops and administration offices for the new venture. The local authorities have also provided financing at favourable terms for OWS Auto Parts with the remainder coming from MZ Holding,
the international trading group owned by Oweis Zahran’s father, Marzouk. The group comprises MCC, one of the world’s largest construction companies, so in addition to the government contribiutions, OWS has a further strong financial base for its future expansion. n

Big R/ReMaTecUSA: A bright outlook for reman
More than a thousand remanufacturing specialists from five continents gathered for the Big R/ReMaTecUSA show in Las Vegas at the end of October, beginning of November. The second show after the launch of the revamped APRA Big R/ReMaTecUSA in 2014, the event once again demonstrated the demand for a dedicated show for the reman industry. At a time when automotive and heavy duty remanufacturing is seeing rising interest from markets, from governments and from different areas of the globe, exhibitors and visitors delivered a clear message: “Business is picking up. The outlook for remanufacturing is brighter than has been the case for years.”

Held from October 31 to November 2 at the RIO Hotel and Convention Centre, this year’s show attracted a total of 1,400 attendees from 60 countries. Equally significant was the fact that the number of new visitors increased by 9 per cent compared to last year. As Joe Kripli, President of the Automotive Parts Remanufacturers Association, APRA, commented:
“All the first time exhibitors were surprised at how well the show was attended and how the audience was focused on remanufacturing. The show attracted nearly 30% new exhibitors, offering attendees an even greater array of reman products and industry segments. Equally, exhibitors who have supported the event throughout the years were impressed at how the show has grown

in such a short time with the support of the RAI group. No less than 50% of exhibitors have committed to participating in 2016, when the show will take place at the Paris Hotel in Las Vegas. We’re now looking forward to being back on The Strip next year, where we celebrate APRA’s 75th anniversary.”
“Exhibitors who have supported the event throughout the years were impressed at how the show has grown in such a short time.“ Organised in partnership with RAI Amsterdam, one of Europe’s largest exhibition and convention centres, the 2015 event featured an extensive seminar programme under the theme of “Better Your Business”, offering a wide selection of technical and management lectures. These included presentations by Rochester Institute of Technology’s Dr. Mike Haselkorn on 3D printing, Flight Systems’ Bob German on Turbocharger Remanufacturing and an exciting look into the future of remanufacturing by Mike Rayne from FTI Consulting.

Another feature of this year’s edition was the attendance of an increasing number of representatives from BorgWarner, Daewoo, Deutz, Ford, General Motors, Hitachi, John Deere, Mitsubishi, MTU, Volvo Trucks and other key OEM players.
“It’s been a good year for the remanufacturing industry. Reman finds itself firmly in the global spotlight, the circular economy is gaining ground and the historic Federal Vehicle Repair Cost Savings Act has now been signed into law by President Obama,” Lingmont said.
In a speech marking the opening of the how, Theo Lingmont, International Director of RAI Amsterdam, welcomed visitors and exhibitors to an event which highlighted an industry moving forward.
When exhibitors and visitors alike left Las Vegas in early November, few were likely to disagree with those sentiments. Reman is growing and based on the experience from Big R/ReMaTecUSA 2015, the New Year is going to provide further proof. n

The members of the trade association CRRARD, the China National Recycling Association, toured a number of US reman businesses both before and after the show.
on remanufacuring is increasing in China,” Richard Bian, owner of Turbopark Inc., explained. ”Attending the show has been an excellent learning opportunity for all.” n
Harvinder Singh, head of business development for Paul Auto, a manufacturer and supplier of starter drives based in Delhi, India, said that representatives of his company have attended the Big R/ReMaTecUSA show in the past, but that this was the first year they exhibited their products. “The U.S. market for starter drives for agriculture, industrial machinery, mining equipment and automobiles is growing and we see potential for our products here,” he said.
”The purpose was for our members to familiarise themselves with the US remanufacturing industry and learn from it at a time, when focus
GHG rules and remanufacturing Andrew Sarkissian, co-president of Diesel Parts of America (DPA), said the proposed Greenhouse Gas Emissions standards slated to take effect in 2017 in the United States won’t impact the remanufacturing of electronic injectors. DPA located in North Hollywood, Calif., remanufactures electronic injectors for various engines such as Cummins (Celect, M11, L10, N14, ISX), Navistar (DT466E, I530E and T444E), Scania,

John Deere, Ford (Power Stroke 7.3L and 6.0L), Detroit Diesel (Series 50 and 60), Volvo (A3 and E3) and Caterpillar (HEU/EUI, 3116, 3126, 3176, 3406E, 3408, 3412, 3500, C10, C12 and C15).
In order to meet the quality standards demanded by the market, Singh said all of Paul Auto’s products undergo rigorous testing to ensure they meet OE specifications. He said the company continually invests in new equipment in order to improve and upgrade its products. n
He said it is the electronics that is making it difficult to reman injectors and GHG regulations will not change that because injectors will continue to be electronically controlled. DPA focuses on the medium and heavy-duty markets, because according to Sarkissian, “the car market is too big and is saturated by the Chinese.” The company sells in approximately 52 countries, but that number varies depending on trade sanctions. He said that injectors are remanufactured per OE specs and then bench tested to ensure performance. n
First appearance Polish alternator tester at Big R/ReMaTecUSA Autodiagger, a manufacturer of alternator testing equipment located in Gdansk, Poland, introduced its products to the U.S. market at the Big R/ ReMaTecUSA show in Las Vegas. The company’s Lukasz Szmajkowski said the brand is strong in Europe but not yet in the U.S. As a first time attendee he saw the show as a way to introduce the company’s line of testing equipment to the U.S. market. “Business in the U.S. is different. American people like to have face-to-face meetings and to be able to touch the product and see the features of the tools,” he said. “Americans like to buy from people they know.” The company’s testing equipment including a test bench, standalone
regulator tester, alternator tester with load control, clutchless compressor tester, alternator voltage ECU adapter, and compact COM alternator tester, can be used by remanufacturers to see if alternators are working properly after they have
been remanufactured. They can also be used to check electrical problems on automobiles. Integration Engineer Szmajkowski said the company’s products are aimed at medium size companies that want to keep up with technology without having to buy expensive testing equipment and still keep up with business. He said the most striking difference between the U.S. and European markets is that in Europe “there are still a lot of small companies – remanufacturers and parts vendors – who make a fair revenue. In the U.S., small companies are being acquired by larger ones. We don’t see that trend toward consolidation in Europe.” n

Testing equipment manufacturer shares thoughts on state of reman industry “Given the state of the industry, I was not sure what to expect when I came here,” said Paul Cowx, who’s in charge of business development for D&V Electronics Ltd. He was talking about the Big R/ReMaTecUSA show where his company was a first time attendee.
“The market is shrinking and to be successful remanufacturers you have to have a special niche. They need high value products. If they try to compete for the high volume low cost business they will not be successful because there are cheap offshore suppliers.”
D&V Electronics designs and manufactures testing systems for starters and alternators and operates out of headquarters in Ontario, Canada. It serves customers in 95 countries.
He added, “They have to figure out how to bring value and differentiate themselves and to do that they need engineering knowledge and technical knowledge.” Cowx said testing is important because companies want to know the condition of their equipment. He made the analogy of his company’s products as “microscope but you still need the doctor to do the diagnosis.” He explained that means that his testing equipment will detect a problem but it is up to the remanufacturer to figure out what caused the problem and how to fix it. n

“If not for visa-restrictions, we could have brought a lot more,” said Commercial Counsellor Dara Saeed from the American embassy in Iraq, who brought the group to Las Vegas under the US government’s scheme. “Remanufacturing is gaining ground in Iraq where the unrest and falling oil prices have made the population more aware of the benefits of remanufacturing.”
Although it will take Iraq a long time to recover from the country’s wars, Dara Saeed believes that remanufacturing will remain a growing industry for the foreseeable future.

Malaysian remanufacturer aims at U.S. market
Gillian Goey, sales and marketing manager for Wah Seng Industry, said her company, which is based in Malaysia, is looking for deeper penetration into the North American market. “We are hoping to get a slice of the cake of customers in the U.S. market.” The company exhibited for the first time at the Big R/ReMaTecUSA. “It was a good show for us because we were able to learn more about the market.” The company remanufactures alternators and starters for the automotive and heavy duty markets in a variety of markets across the globe. While it has made inroads in Central America, she said the company wants to improve its presence in the U.S. market. “We are at the show to understand the applications and learn about our target markets so we can determine what strategy to use to be successful.” Goey believes the demand for electrical components “is big and important” and capturing business in the U.S. is one of the company’s primary goals. Wah Seng was started in 1989 by a technician and Goey said they rely on his experience and expertise to meet customer needs. She also said that Wah Seng is well known in other parts of the world and hopes to become well known in the U.S. market as well. “This is a fresh market and we want to establish the Wah Seng name here. It may not be easy, but we want to serve this market. We deliver quality and we can fulfill the demand here.” n

When the US turned reman into law
On October 7 in the Oval Office, US President Barack Obama signed off the so-called Federal Vehicle Repair Cost Savings Act of 2015. Merely six short words, they hail a potentially significant, long-term difference for America’s remanufacturing industry, for its public fleet operators and for remanufacturing in many states across the continent. The result of a four-year long effort by MERA, the reman division of MEMA, the American motor industry’s key trade association, which set up MERA in 2011, the Act, in the words of some, represents the largest ever step forward for remanufacturing in America. “The act paves the way for very substantial opportunities for remanufacturing,” said one industry insider who spoke to ReMaTecNews. “As always in business, it’s now up to enterprises and

their owners and executives to make the best of it. Some will fail and some will benefit in a big way.” Remanufacture instead of repair Essentially, the new legislation requires federal agencies across the USA to encourage the procurement of remanufactured parts for repairs instead of new components. By doing so, the politicians behind the Act, in both the
“As always in business, it’s now up to enterprises and their owners and executives to make the best of it. Some will fail and some will benefit in a big way.” Senate and the House of Representatives, had three objectives in mind: to reduce the cost of public fleet management, to contribute to the preservation of resources and to create jobs in an industry dependent on skilled labour, not least in areas adjacent to existing and future reman plants. Inherent is the assumption that products remanufactured inside US borders will minimise the demand for new, often foreign manufactured components.
On the face of it, the Act is aimed at the U.S.’ publicly-owned or operated vehicle park, which comprises school buses, sanitation and waste removal vehicles, rapid transit system vehicles, police vehicles, fire-fighting vehicles and much besides. The figures are stunning. The agency vehicle park is believed to total close to 600,000 and the cost of maintaining them currently exceeds one billion dollars annually. Consequently, the breakthrough has important perspectives, first and foremost in the US but, in the longer term, perhaps also for Europe. “We can now refer to the American example, when we talk about reman with European authorities,” said one leading member of a European remanufacturing organisation.
Earlier in the year U.S. Senator Gary Peters, one of the politicians behind the new reman act, visited the North America Fuel Systems Remanufacturing plant. From left, MERA CEO John Chalifoux, Senator Peters, and Adam Knobeloch, vice president and general manager of NAFSR.

Senator Gary Peters, Mich. “As we keep fighting our own battle to promote the importance of remanufacturing vis-à-vis national and pan-European institutions in, for example, Brussels, it’s important that we can now show how in the U.S. the President, the Senate and the House of Representatives have united in supporting remanufacturing as an important part of the motor industry.” Battle for legislation Litens7.5x5.236 2/5/15 AM act Page 1 MEMA’s own battle for a9:37 reman started as
far back as in 2011 when the newly established organisation initiated contact with members of Congress, including Senator Debbie Stabenow of Michigan who participated in a major MEMA conference. Since then Congressional contact has developed steadily to a point where earlier in the year Senators Gary Peters, a democrat from Michigan and his republican colleague, James Lankford from Oklahoma, in February 2015 introduced a reman bill. One month later, in March, Representative Bill Huizenga, another democrat from Michigan, followed up with a similar initiative in the House of Representatives. Having passed both houses, the bill was signed into law in early October by President Obama. All of them are assured of a place in the pantheon of remanufacturing history in the US. John Chalifoux, MERA’s CEO whose work in front of, and behind the scenes, played an important role in the eventual outcome, made this point in an official statement: Recognising quality “It’s clear the leaders of our country recognise the quality, value and sustainability benefits of remanufactured products. This new law will lead
to a reduction in government spending while supporting good jobs in the remanufacturing industry. This legislation is a big win for workers in the remanufacturing industry and our nation.” Since then, Chalifoux has added a further comment of perhaps equal significance: “In the broader context, I think all this will have repercussions well beyond agency vehicle parks. The legislation is, in fact, a stamp of quality for remanufactured components. I can well imagine that the effect will spread to areas of the private sector. If the government officially approves of reman products, why would more players in the private sector not be quick to follow?” n
Decoupler Science
Consumer Demands
by Litens
Over the past 20 years, we have seen a revolution in engine design increasing the need for alternators equipped with a Litens OAD (Overrunning Alternator Decoupler) pulley. Thanks to many upgrades such as direct injection and turbo charging, V8’s are continually being replaced with V6s and even inline 4 cylinders without any loss in performance and gains in fuel economy. Engine displacement and the rotating mass of the engine continue to be decreased dramatically. New electrical loads like heated seats, mirrors and infotainment systems are taxing alternators like never before. Drivers demand quiet and vibration free vehicles, however, these newer lighter weight engines have greater vibrations that need to be addressed. It’s simple physics: Fewer cylinders make for fewer pulses during each 360 deg of crank rotation. These power pulses are much more pow-
erful than older engines thanks to the increased combustion pressures produced by the direct injection, cylinder eactivation and turbocharging strategies. These downsized engines have less mass to dampen vibration and therefore require special vibration absorbing devices. The drive train can, in most cases, handle the increased vibration. However the accessory drive pulleys at the other end of the crankshaft, have only limited capacity to dampen these vibrations created by the fluctuating changes in crank speed at sub idle and idle rpm. To do this the serpentine belt, tensioner and pulleys must work together as a system to dampen vibrations. Increasing belt tension will make the belt wear out faster, accessories fail sooner, and will lead to poor fuel

economy. To achieve harmony, most newer vehicles come equipped with alternators using a Litens OAD pulley. OADs are designed to be the sacrificial component of the belt drive system. The OAD will absorb the harmful vibrations and eliminate all the harmful side-effects. Alternators manufactured with a Litens OAD, allow for longer belt, tensioner, idler and component life while providing increased fuel economy. Being the sacrificial component of the belt system, an OAD will require replacement during the life of the vehicle based on engine design and driving habits. Replacing the OAD when needed can maximize fuel economy and protect the other belt drive components – alternator, belt, tensioner, pulleys, etc…

Communicating with your car – by SMS! By Robert Casper, PhD-Student, University of Linköping (Sweden) The time is coming closer when cars communicate directly with remanufacturers. “Hello Robert, your car has informed us that it’s due for service. We’ve have booked you in for next Tuesday at 10 am. If you prefer a different time just reply to this text. We are looking forward to seeing you! Your garage.” Having parked my car and while walking to the office, I received this SMS-text on my mobile the other day. I was confused and impressed at the same time. Even though my car included a multimedia package, which offers several webbased applications such as tourist assistance, technical help and emergency support, until now I hadn’t realised that the car was communicating directly with my car dealer. Curious as I was, I checked the documentation for the multimedia package. And there I found the answer: “With the Automatic Teleservice Call your Car knows when a service is due. Through the Condition Based Service (CBS) sensors, the car identifies service requirements and automatically transmits all service-related data to the OEM.
Your preferred Service Partner retrieves the data, is informed about the service need and vehicle status, and calls you to arrange a workshop appointment, if necessary.” Wanting to know more about how my data and the data of my car are stored and communicated, I identified four main types of communication (besides the one between car and driver):
1. C ommunication between cars and other cars (the so called Vehicle Communication Systems or Car2Car): A network in which cars and other motorists share information. The aim is to generate traffic information and provide safety warnings. 2. C ommunication between cars and rescue services (the so called eCall): Automatic emergency calls by the car in the event of a serious road accident. Information about airbag deployment, impact sensors and GPS coordinates are automatically forwarded to local emergency agencies for rapid assistance from fire and rescue services. 3. C ommunication between cars and other applications: Cars send information to other compatible units such as technical devices in the house, heating systems, air-conditioningsystems, ovens or garage doors. The aim is to provide a convenient, usage-dependent function of other devices. 4. C ommunication between cars and car manufacturers or dealers: Cars send servicerelated information to the manufacturers. The aim is to evaluate the received technical information and to inform the customer

about the necessity of a condition-based service. In all four cases, information about the car and/or the driver is generated via devices and sensors and is transferred via radio transmission to third parties or third devices.
“These procedures are all existing, proved and tested systems, which leads to the question: are techniques like these of interest to the remanufacturing industry? The answer seems to be clear.” Proven procedures These procedures are all existing, proved and tested systems, which leads to the question: are techniques like these of interest to the remanufacturing industry? The answer seems to be clear. Planners for reman parts and core managers should be particularly interested in such data, e.g. in respect of year of manufacture, mileage, maximum stress, failure cause, actual location, history of usage, revision status, repair history, dress level, maintenance status, failure codes. Today´s cars are already generating all necessary
data. This kind of information can be transmitted via mobile telephone networks or other techniques (e.g. RFID) to the OEMs which will carry out regular analysis. If a part has a major defect, the OEM can inform the customer, make an appointment at the garage, order a remanufactured part and inform the remanufacturing company about the condition of the core part. From a purely technical point of view all this is perfectly possible today. In fact, much more data is already available in the cars. However, this is rarely - or not yet - used today: information from the GPS system, details about usage (time, distance, and speed), drivers’ actions (breaking, steering, signalling). The advantages for both parties, the customer and the manufacturer, are obvious: – T he customer will be able to continuously monitor all systems relating to his car. In the case of technical problems, he will receive information at a very early stage. Additional failures could be prevented and solutions can be organised by the manufacturer. – T he manufacturer would be able to communicate with customers in respect of correct diagnosis and solutions. Consequently, the manufacturer can organise sourcing or production of (remanufactured) parts in a very efficient way. Benefits to remanufacturers As for the remanufacturing industry? What particular benefits could this technique provide for core managers and remanufacturing companies? Beside the technical feasibility and the advantages for both sides there are, however, certain disadvantages and uncertainties. The data generated and transmitted may not only be used for the benefit of the car owner. Cars could be hacked by thieves or even used as

He lectures on Supply Chain Management and Production Controlling at a German University. weapons. The transmission of certain information could violate privacy policies. Important issues Important issues to be discussed and clarified are: –W hich data is already being transmitted from passenger cars to their OE-manufacturer and how is it used? – Who is owner of this data? Only the OE remanufacturer? Would an independent remanufacturer have the right and ability to have access, too? – What is the legal framework for transmitting and analysing this data? – What is the attitude of customers towards this topic? Efficient automotive remanufacturing is dependent on efficient core management. This requires reliable data to plan and act. Modern techniques already in existence in passenger cars in connection with modern communication technology would improve their data base. The technical and economic challenges are manageable. The main obstacle is: are companies allowed to use this data? And should they be allowed? These questions are worth asking. Possibly when waiting for my car at the garage - if I need to wait there in the first place. More likely, waiting time at the garage will soon be a thing of the past. Today you just receive a text: “Hello Robert, your car is ready. Your garage.” n
HIGHLIGHTS OF THE YEAR

MAY G7 rubber stamps remanufacturing By including the term “remanufacturing” under the headline “Circular economy” in its final document, the G7 group of the world’s richest countries, rubber stamped the remanufacturing industry during its summit in Germany. In part influenced by the preparatory work by APRA, ACEA, Clepa, VMI and FIRM, the document commits governments and other authorities around the world to prioritise reman. “The outcome of the G7 meeting offers tremendous opportunities for remanufacturing,” APRA said. The G7 document establishes the G7-Alliance on Resource Efficiency as a forum for sharing knowledge and creating information networks on sustainability. It promises that the Alliance will collaborate with businesses, SMEs, and other relevant stakeholders to promote circular economy issues, eco-design, sharing economies and remanufacturing as a key part of the drive towards sustainability. ZF acquires TRW ZF Friedrichshafen AG and TRW Automotive Holdings Corp. announced the completion of the transaction under which ZF, the German automotive giant, acquired TRW. As a result, TRW is incorporated into ZF as a new division called Active & Passive Safety Technology. hundred specialists and industry leaders. “There is no other way than to embrace the circular economy, including remanufacturing, if we are to maintain economic progress across the world.” During two days of presentations and debates there seemed little doubt that the remanufacturing industry is in tune with the age of resource conservation and reuse of materials. AUGUST The Bayreuth Think factory
A new European research and teaching centre for remanufacturing opened its doors to users in early August. After three years of planning and millions of euros invested, Bayreuth University and Germany’s Fraunhofer Institute inaugurated a new glass and steel “think” factory that houses up to 44 scientific staff and 60 engineering students. For the next decade and beyond, the building will serve as a key centre for European reman and advanced technological research. 100 industrial partners Since its inception in 2006, the Fraunhofer Project Group has worked with more than 100 industrial German and international companies to find innovative solutions to technical issues, including process optimisation as well as energy and material saving measures. To date, it has achieved average cost savings of between 30 and 50 per cent for its partners. SEPTEMBER (30) High level MERA/Golisano Conference in Michigan The Motor & Equipment Remanufacturers Association (MERA) and the Golisano Institute for Sustainability co-hosted the remanufacturing and sustainability conference “Remanufacturing: The Future of Manufacturing,” in Troy Michigan. workers in the remanufacturing industry and for our nation.” Big R/ReMaTecUSA The second edition of the Big R/ReMaTecUSA reman trade show provided much evidence of the continuing strength in the remanufacturing market.
OCTOBER Obama signs US remanufacturing act On October 7, President Obama signed the Federal Vehicle Repair Cost Savings Act of 2010 thus giving the United States the country’s first remanufacturing specific law. The Act requires federal agencies to encourage the use of remanufactured parts in federal vehicle repairs when doing so lowers costs, maintains quality and performance, and does not compromise safety. The Act pertains to the US government’s fleet of about 588,000 vehicles but is expected to encourage other public and private fleet owners to promote the use of remanufacturing. “It’s clear the leaders of our country recognise the quality, value and sustainability benefits of remanufactured products”, said John Chalifoux, President and COO, MERA. “This legislation is a big win for

Organisers APRA and Amsterdam RAI emphasise that an increase of 40% international visitors means that the scope of the event continues to grow. The 85 exhibiting companies noted a rise in visitors from Central and South America, now making up around 10% of the total visitor numbers. NOVEMBER MERA at AAPEX Leaders from some of USA’s most important remanufacturing businesses attended MERA’s remanufacturing conference at Las Vegas’ Venetian hotel during the AAPEX show in early November.
Organised at the RIO Hotel and convention centre from October 31 to November 2, the show gathered 1400 attendees from 60 countries across the world, including a number of global names. Among these were BorgWarner, Daewoo, Deutz, Ford, General Motors, Hitachi, John Deere, Mitsubishi, MTU and Volvo Trucks as well as an increasing number of Original Equipment Manufacturers.
Participants discussed issues such as trends in the automotive and commercial vehicle aftermarkets as well as core management and core cleaning and other topical issues. The subsequent MERA remanufacturing section at the Sands Expo Centre attracted 40 well-known names from primarily the US remanufacturing industry. The conclusion: remanufacturing is on an upward curve – but maintaining focus on technology is key. n

Delivered as promised, new tasks for APRA Following our strategy, over the last 4 years, we have focused on providing measurable benefits to our members. We were successful: • We defended the interests of our business at the UNEP (United Nations Environment Programme) Basel Convention, • We were successful in providing general guidance to politicians and other associations, • As a result, it was possible to publish a common definition for remanufacturing and remanufactured parts in the automotive industry, • We generated financial support for remanufacturing related research projects, • We managed to implement remanufacturing in the guidelines and declaration of the EC (European Commission) and G-7 (leaders of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States). During these years, our membership fees have remained stable.
With all these efforts, we have been paving the way for the remanufacturing industry, but the increasing traffic will provide us with further work. Conclusion/ benefits for our members: We have opened the door for new opportunities, but now we have to enter the room to secure the earnings. •W e have to defend the status quo of COP 13 (Conference of the Parties) of the BS (Basel Convention) in 2017 and want to ensure that we get open borders for core shipments for remanufacturing, in international common legal understanding. • We want to review existing directives of the EC, finding out if they support remanufacturing or if they limit our business. If that is the case, we will push for change.
europe •W e want to ensure s u c c e s s that Reman products will get no disadvantages out of taxation of core surcharge or other special taxes. • And, we want to get tax advantages for our sustainable reman products.
All these tasks require from us, as nonprofit association, a minimum of financial power. Therefore, and based on our clear targets, APRA will increase the yearly European membership fee for small members by € 55, for mid-sized members by € 95 and for our large members by € 205 from 2016. We are confident that we will be able to fulfill these new, additional tasks and reach our goals. n

Strong growth in the material world TVH of Belgium has acquired Rentaclamp, a UK supplier of new and remanufactured attachments for fork lift trucks. The Coventrybased company also provides a repair and parts service both on-site and at its own workshops. The acquisition by TVH is the latest in a series of moves that have seen the family-owned business grow to become a leading player in the supply of parts and equipment to workshops in the global industrial lift truck and materials handling markets. With more than 4,000 employees and subsidiary companies on each continent, TVH distributes its range of new, second hand and remanufactured parts to over 170 countries. TVH’s reman business has grown by 20-25% over the last five years and its customer base is worldwide. Its reman range includes more than 20,000 different references in a stock of over 100,000 remanufactured parts. The target for growth over the next five years is for more of the same, says recycling and reconditioning parts department manager, Joffrey Deylgat. He adds that the growth in the market for Printed Circuit Boards has been particularly strong, a reflection of the higher profile given to green
policies by the vehicle operators who are switching from diesel-powered equipment to electric vehicle technology. He points out that although applications may be different, there are many similarities between reman parts supplied to the lift truck and materials handling markets and those supplied to the automotive market. There are many common brands, for example. The TVH reman range includes engines, torque converters, transmissions, steering axles, diesel pumps, material handling attachments and electronic parts. The majority of these are remanufactured in its own workshops. n

Dear members, dear readers of the FIRM-pages: As a mindful reader, you may have remarked the lack of the blue page in edition 5. Although the content of the FIRMarticle has been edited on two different white pages, news from FIRM should be and will be in the future still on the blue page. In addition to the regular newsletter to members, we will continue to inform the broad Reman-public about FIRM & Engine Reman – related issues!
Increase in engine damages – reason and consequences By Volker Schittenhelm, FIRM Germany-based CarGarantie has been an international specialist warranty company for more than 40 years. They have framework agreements with more than 30 car manufacturers/ importers associations as well as special offerings for the IAM. Their latest publication showed an increase in engine breakdowns. The share of cost intensive engine breakdowns on the total volume of all regulated component breakdowns increased from 8,8% in 2013 to 10,1 % in 2015. Our statement: The reason is quite clear and for
us not at all surprising. It is a clear effect of engine downsizing with highly sophisticated engines that are not at all tolerating car drivers’ mentality with regards to car/engine servicing (self-extension of service-intervals) and treatment (high-load in cold level; engine-stop after high-speed highway drive, low-quality oils, etc). We personally see a chance in that development. CarGarantie’s recommendation is a “repair cost insurance” for the driver/car owner. And as that car insurance company will certainly be open for solutions in order to reduce their expenses for engine repair, it is the right moment to get in contact to them as a national engine reman association to evaluate e.g. framework
agreements and offer the high-qualified engine reman competence of each individual member. Make something out of it – Car Garantie works in 19 countries! www.cargarantie.com n
