ICAP is the Social Inclusion and Community Activation Programme. It aims to tackle poverty, social exclusion and long-term unemployment through local engagement and partnership between individuals, community organisations and public sector agencies. SICAP will focus on social inclusion through empowering communities to work with relevant groups, individuals and services using a broad range of supports facilitated through the programme. It will work with those most in need of support in the communities and will allow local flexibility to respond to local needs. There will be a focus on youth and especially on youth unemployment.

Following an intensive tendering process near the end of 2017 Mayo North East have been successful in the process and will continue to deliver SICAP from 2018 to 2022. In 2017 Mayo North East also participated in a consultation process on the existing SICAP, and are delighted to note that many of their suggestions from this process have been considered and are now part of the new SICAP, eg.: they can now support individuals over the age of 65. The new programme is even more flexible than previous and allows for more focussed supports to individuals and community groups. It is envisage that this new programme will be even more successful than previous one and will allow for improved supports within the Mayo North East area.

What is SICAP? SICAP is the new Social Inclusion and Community Activation Programme. It aims to tackle poverty, social exclusion and long-term unemployment through local engagement and partnership between disadvantaged individuals, community organisations and public sector agencies. SICAP was rolled out on 1st April, 2015 and ran until December, 2017. It is the successor programme to the outgoing Local and Community Development Programme (LCDP). A NEW SICAP Programme is now in place for 2018-2022. It is a national programme and following a public procurement process, contracts for the implementation of the new programme have been awarded. Social inclusion programmes such as SICAP make a real difference to those in our communities that are suffering disadvantage. Mayo North East is contracted by Mayo Local Community Development Committee (LCDC) to implement the Social Inclusion and Community Activation Programme (SICAP) in the Municipal District of Ballina and Mayo West. The aim of the Social Inclusion and Community Activation Programme is to reduce poverty and promote social inclusion and equality through local, regional and national engagement and collaboration. Its vision is to improve the life chances and opportunities of those who are marginalised in society, living in poverty or in unemployment through community development approaches, targeted supports and interagency collaboration, where the values of equality and inclusion are promoted and human rights are respected

Changes to Mayo North East’s Operating Area for (SICAP): Arising from territorial and other changes in the public procurement process the SICAP programme will be delivered by Mayo North East in the Municipal Districts of Ballina and Mayo West. Our area of operation is now from Swinford in the East to Belderrig/Ballycastle in the North and also extended into West Mayo, including Westport, Newport, Louisburgh, Achill and Ballycroy. WHAT DOES SICAP DO? SICAP focuses on the most marginalised in Irish society.

THE PROGRAMME GOALS OF SICAP ARE FOCUSED ON: l Community Development l Education and Training l Employment.

THESE GOALS ARE: GOAL 1: SUPPORTING COMMUNITIES To support communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues, developing the capacity of Local Community Groups, and creating more sustainable communities. GOAL 2: SUPPORTING INDIVIDUALS

To support individuals to improve the quality of their lives through the provision of lifelong SICAP will focus on social inclusion through empowering communities to work collaboratively with relevant stakeholders using a broad range of supports and interventions facilitated through the programme. It will engage those most disadvantaged and excluded in our society and will afford local flexibility to respond to local needs.

There will be a focus on youth and on interventions to address youth unemployment, for the harder to reach youth. It will effectively contribute to citizen engagement in line with national policy and will add value to public services by ensuring it fills local gaps in provision and by preparing disadvantaged people to take up mainstream services.

WHO IS THE PROGRAMME FOR? The following are the target groups to be engaged in SICAP services:

l Children and families living in Disadvantaged Areas l Lone Parents l New Communities (including Refugees/Asylum Seekers) l People living in Disadvantaged Communities l People with Disabilities l Roma l The Unemployed (including those not on the Live Register) l Travellers l Young Unemployed People from Disadvantaged Areas The Social Inclusion and Community Activation Programme (SICAP) 20182022 is funded by the Irish Government and co-funded by the European Social Fund and includes a special allocation under the Youth Employment Initiative

Tús and Rural Social Scheme Providing meaningful jobs in local communities

T

hE Tús initiative is a community work placement scheme providing short-term working opportunities for unemployed people. The work opportunities are to benefit the community and are provided by community and voluntary organisations in both urban and rural areas. The Tús initiative is managed by local development companies such as Mayo North East and Údarás na Gaeltachta for the Department of Employment Affairs and Social Protection (DEASP), which has overall responsibility for the scheme. Unemployed people who are eligible to participate in the scheme are selected and contacted by the DSP. TYPE OF PROJECT All the work carried out by participants in the Tús scheme will be community-based. The types of project eligible for the scheme may include: l Environmental services (for example, conservation and maintenance of national walkways) l Caring services (for example, childcare, care of

older people) l General community services (for example, newsletters or information provision for communities) l heritage and cultural services (for example, local heritage project) l Para-educational services (for example, community playgroups) TO BE ELIGIBLE TO PARTICIPATE IN THE TÚS SCHEME YOU MUST: l have been continuously unemployed for at least 12

months and "signing on" on a full-time basis; and l have been receiving a jobseeker's payment (Jobseeker's Benefit or Jobseeker's Allowance) from the Department of Employment Affairs and Social Protection for at least 12 months; and l Be currently receiving Jobseeker's Allowance. THE RURAL SOCIAL SCHEME The Rural Social Scheme (RSS) is aimed at low-income farmers and fishermen/

women. To qualify for the RSS you must be getting a social welfare payment. In return, people participating in the RSS provide services that benefit rural communities. The Department of Employment Affairs and Social Protection (DEASP) has overall responsibility for policy in relation to the Rural Social Scheme, including eligibility criteria. The Department monitors the implementation of the RSS and supports the various bodies that manage the RSS locally. At a local level, the Scheme is managed by implementing bodies such as local development companies such as Mayo North East and in the Gaeltacht areas, by Údarás na Gaeltachta. WHAT TYPE OF WORK IS CARRIED OUT BY PEOPLE PARTICIPATING IN THE SCHEME?

The type of work carried out by RSS participants includes:

l Maintaining and enhancing various walking routes (that is, waymarked ways, agreed walks) and bog roads

l Energy conservation work for older people and those at risk of poverty l Village and countryside enhancement projects l Social care and care of older people l Community care for preschool and after-school groups l Environmental maintenance work maintenance and caretaking of community and sporting facilities l Projects relating to notfor-profit cultural and heritage centres l Community administration or clerical work l Any other appropriate work.

Brendan O’Shea Tús/RSS Co-ordinator with Mayo North East Q. CAN YOU GIVE ME A BRIEF DESCRIPTION OF YOUR JOB AS A TÚS CO-ORDINATOR? A. As Tús Co-ordinator I supervise, manage and implement all aspects of Tús, this incorporates taking charge of six supervisors and up to 120 participants. The implementation of the programme consists of managing budgets ensuring that they are applied in accordance with the regulations of the scheme as laid down by the Department of Employment Affairs and Social Protection. The role also includes being responsible for all community and participant applications and making sure that

participants and community groups are matched for maximum benefit to both parties. Q. WHAT IS YOUR FAVOURITE PART OF BEING A COORDINATOR? A. Working alongside my work colleagues (supervisors) on Tús with the participants and community groups and seeing the benefits that are made by all involved. Q. WHAT PATH DID YOU TAKE TO GET TO WHERE YOU ARE TODAY? A. I have been involved in Community Development as a volunteer for many years which resulted in

me gaining employment in the local development company Q. WHAT ARE YOUR TOP THREE PRIORITIES FOR THIS 2018? A. My top three priorities are: 1) To maintain the current numbers on Tús with the ever decreasing numbers on the live register. 2) To assist participants on Tús to achieve their goals of gaining meaningful employment. 3) Working with community groups in their development, informing them of new developments/sources of funds, and generally providing support,

motivation and encouragement Q. WHAT’S THE MOST IMPORTANT ACHIEVEMENT YOU HOPE TO ACCOMPLISH IN YOUR CURRENT ROLE? A. To assist those on the live register and long term unemployed to reach their goal of gaining meaningful employment. Q. WHAT ADVICE WOULD YOU GIVE TO A TÚS PARTICIPANT? A. To fully engage with the scheme and it might just be a catalyst for something more positive on the employment front going forward.

Involve Ballina Horse Riding project BACKGROUND NVOLVE is a youth service targeted at Traveller youth, but not exclusive of the wider community. Involve Ballina is based in the Parkside area of the town. There is a significant Traveller population in Parkside as well as significant deprivation and dis-advantage. In the Pobal Deprivation index one particular small area in Parkside has the highest deprivation index in the county. Within the Parkside Traveller community there is a huge interest in horse riding and breeding. While the youth own horses they do not always have the proper facilities and training to safely ride their animals or properly care for them. In collaboration between Mayo North East and Involve and community consultation the need for this training was identified. Mayo North East and Involve then discussed what could be done to provide opportunities for these young Travellers.

IMPLEMENTATION Through discussion it was decided to start with the basics, ie horse riding. Other options were discussed such as horse husbandry but the target group are ‘hard to reach’ and it was decided to start slowly to help engage with the target. Involve identified a number of youths, from their own membership, who had a special interest in horses and owned their own animals. A number of these had already

left school early or were at risk of doing so and would also have some behavioural and attitudinal issues. A local stable was contacted in relation to the proposal and they were immediately very supportive. They suggested that a group of 10 would be an ideal number for a one hour session. This was agreed and Involve started to recruit participants from their membership and no-one could have predicted the demand for this project. “If we could run this programme five nights a week it would still be full”, Alice, Involve Co-ordinator. This project fits into the National Strategy ‘Better Outcomes Brighter Futures’, specifically Outcome One: Active and healthy, Outcome Two: Achieving full Potential in Learning and Development and Outcome Five: Connected, Respected and Contributing to Their World. The Active and healthy elements are obvious, however the Learning and Development is not so much so. As these youths have already left school or are at risk of doing so, this is an excellent opportunity to engage these hard to engage individuals and encourage them to participate in training and education. The Outcome Five benefits are not immediately obvious either but the project is not just about horse riding. Young people are learning respect for their peers and others, they are developing new networks of friends and community and are engaging in civic and

I love riding outside in the fields social activities that they would never have done without this project. KEY ACHIEVEMENTS One of the major successes of this project was to engage with three male young people who have already left school early and who were identified as being at risk of falling into substance abuse and antisocial behaviour, as well as three other male young people identified as at risk of leaving school. It is really great to see the improvement of attitude and behaviour of these individuals over a number of weeks. While these individuals were targeted specifically there were also a number of other individuals, including female youths, who participated and benefitted according to the Outcomes of ‘Better Outcomes, Brighter Futures’. CHALLENGES AND BARRIERS Of course it was difficult to engage with some of these

individuals as they are recognised as a hard to reach target group. The youths who have already left school were already falling into anti-social behavioural habits and this proved to be an extra barrier to engaging these individuals. however through Involve’s experience working with young local Travellers and

Mayo North East local Outreach hub in the area we were able to persuade the young people of the benefits of participating in the project. It is hoped that the success of this project will persuade others to participate and engage with us.

KEY LEARNING Both Mayo North East and Involve have learned significantly about the benefit of community engagement, especially with the youth. It was very useful to have input from the young people in the early stages so they felt ownership and included. This helped greatly in encouraging the young to get involved and contributed to the success of the project. While both were aware of this process and used it previously, the success in this project really highlights the benefits. THE FUTURE It is proposed to continue this project in 2018 with additional numbers. however, it also proposed to encourage some of the young people, particularly those who have already left school early, to continue to progress further into horse husbandry or stable management or some other area of interest to them. It is also proposed to link this project with the proposed ‘Ballina Urban horse Project’ which is supported by Mayo County Council and others through the LECP. The Urban horse project will be targeted at the Parkside area and it is envisaged that with proper training and development the young people from this project will participate and eventually run the horse project.

Mayo Job Club T

hE Mayo Job Club is managed by Mayo North East under contract from the Department of Social Protection. The Job Club operates a three-week training course in venues around the country. Approximately 11 clubs are held each year. It facilitates learning of essential job seeking skills by encouraging members to work together as a group and share experiences with each other. The Job Club is a free service available to anyone who is not employed and is looking for work. It delivers a short support for job seekers and is designed to equip jobseekers with the tools they need to search and apply for jobs. THE MAYO JOB CLUB PROVIDES FREE ASSISTANCE TO JOB SEEKERS WITH:l CV Preparation (individual, professional CV) l Cover Letters (how to write a targeted letter to accompany CV) l Application Forms (help with filling out forms online) l Personal Development (self-esteem, goal setting and affirmation) l Job Searching (using laptops to search and apply for jobs)

Networking (how to access jobs on the open market via networking) THREE WEEK TRAINING The three-week training provides essential job seeking skills, empowering attendees and improving their employability. l All attendees gain a professional CV. l Each participant receives €60.00 towards expenses on completion. l One to one appointments l Mayo Job Club also offers job seekers (whether they have attended a Job Club or not) the opportunity to meet face to face with the Job Club leader to assist and guide the job seeker through the, sometimes challenging, steps to gaining employment. LEADER ICT SYSTEM The LEADER ICT System is being rolled out on a phased basis. Phase 1 which facilitates the submission of a monthly return (administration and animation expenditure) went live in August 2016. Phase 2 which facilitates the input of projects went live in February 2017 and additional functionality to support project claims was

added in June 2017. Pobal is currently working on system refinements and other additional requirements which form the basis for Phase 3 and which will be delivered soon.

hE North Mayo Community Employment (CE) programme is a non profit employment organisation that helps the long term unemployed and disadvantaged people reenter the active workforce through part-time and temporary community based work placements and schemes. The (CE) Scheme addresses the needs of a wide range of communities in various ways, including social care, facilities, back to education, resource work and administration back up, afterschool care and preschool care for participants.

Community Employment Scheme

What is LEADER? INCE its launch in 1991, LEADER has provided rural communities across the European Union with the resources to enable local partners to actively engage and direct the local development of their area, through community-led local development. Decisions on LEADER funding are made at a local level by a Local Action Group through the framework of a Local Development Strategy (LDS). A Local Action Group is made up of people from the local community as well as from the local public and private sector. The LDS is a plan that is developed by rural communities to support sustainable development of their sub-regional area. The Department of Rural and Community Development is the programme manager for LEADER. Pobal supports the Department the delivery of distinct elements of the programme, including the LDS selection and annual planning process, peformance monitoring, financial verification checks and the roll out of the ICT system. The LEADER programme for 2014-2020 has identified a number of strategic priorities for EU rural development. LEADER is included under priority 6 of the Rural Development Programme 2014-2020 (RDP): "promoting social inclusion, poverty reduction and economic development in rural areas." In Ireland, the overall LEADER budget is â‚Ź250m (7% of the RDP). The RDP outlines a series of
