Mayor’s Message Welcome to the August edition of Borough Life, our residents’ magazine that keeps you up to date with life in our Borough. It’s been a busy first few months as Mayor of our beautiful Borough and I’ve been truly inspired by the many people and organisations I have met during this time. If you refer to page 21 you’ll see a small number of the events that I’ve had the privilege of attending. No more so than the four organisations that have been awarded The Queen’s Award for Voluntary Service. You can see the award ceremony on page 22 for the Antrim Festival Group but I’m looking forward to the others over the coming months. There is a lot of support available if you are a business owner/ leader in our Borough. We have a dedicated team and programme that can provide lots of opportunities, some of these are highlighted in the first few pages of this edition. We recently launched the draft Plan Strategy for our new Local Development Plan and we are keen for everyone to have their say on how the Borough should develop over the next 20 years so be sure to read page 7 for how you can get involved. I hope you have noticed the new roundabout sculptures, planters and floral displays, it certainly adds colours and brings our whole Borough to life. A short snapshot of some of the work that’s been done can be seen on pages 16 and 17. In this great weather there’s lots for you to do with the Peter Corry Showman Show, the Ferris wheel and outdoor cinema at this year’s Shoreline Festival, Jordanstown during the August Bank holiday weekend. This is followed by all things wool and linen at Spinning Yarns Festival in Antrim Castle Gardens the first weekend in September. For now, enjoy the rest of your summer and I look forward to meeting many of you over the coming months.

Council welcomes Chinese Consul
Council and Prince’s Trust team up to help local young people
Earlier this summer, the Council welcomed Madame Zhang Meifang, Northern Ireland Chinese Consul General to the Borough, along with a delegation of business and educational leaders. The visit allowed the Council to showcase the investment opportunities, tourism offer and excellent quality of educational facilities in our Borough. One of the key priorities for the Council is growing the economy, with China identified as an important partner to those investment plans. Closer ties will allow opportunities for mutually beneficial business links through job creation and prosperity both here and in China.
The Council has once again renewed its partnership with The Prince’s Trust to help support young people aged 16 to 30 living in the Borough who are not in education, employment or training through The Trust’s Development Awards Programme. £10,000 has been committed by Council to offer 40 local young people an award of up to £500 to cover costs such as course fees, transport or equipment. This will help young people overcome financial barriers that can stand in the way of returning to education or gaining employment.

Rebecca (18) from Antrim received a Development Award for 2018/19 – here’s her story… Rebecca lives independently from her family due to a breakdown in relationships. She has learning difficulties, mental health issues and has had previous issues with drugs and alcohol. She applied for a Development Award to help
her purchase a kit and uniform for a Level 3 Beauty Therapy Diploma with Northern Regional College. She has a passion for beauty and feels that this is something she could make a career of. However, with no means to pay for these necessary items, and no financial support from her family, Rebecca would have been unable to take part in the course. Her application was successful and she was awarded the full amount, enabling her to enrol on the level 3 beauty course, which should give her the skills and qualifications to pursue her career goals and get her life back on track.

Calling all crafters Antrim and Newtownabbey Borough Council, in partnership with GROW South Antrim has secured Rural Development Programme funding to cooperate with partners in Finland and Latvia to deliver a Craft Festival Exchange programme. The Programme will see each partner host a 3 day visit for partners, where crafters will have the opportunity to exchange skills with crafters in other areas and to take part in a local craft festival to test their product in an international market place. The exchanges will take place: Antrim and Newtownabbey: 12 – 14 September 2019 Tukums, Latvia: 14 – 16 November 2019 Pori, Finland: 6 – 8 March 2020

Supporting our residents into employment: Case study Sabrina from Newtownabbey joined Workforce Training Services Path 2 Employment programme (P2E) in order to find work. Sabrina had a Level 2 Childcare qualification and identified a role in Childcare as her preferred career. Realising Sabrina was still within the age limit for an apprenticeship her mentor started to look for an employer. In the meantime Sabrina completed a range of training and qualifications related to her chosen career including First Aid, Food Hygiene, Employability and Personal Development. On completion of her
Balmoral success In May of this year, Council worked alongside businesses to promote their products and services at the Balmoral Show in Belfast. Businesses included Little Treats NI, Amber Catering and Cakes, Rolld Ice Cream, Walter McNeill Beekeeping and the Belfast Artisan Distillery. The stall enabled the local food and drink producers to showcase their products and also promote the Council’s services and tourism offering.

As part of her apprenticeship she is currently completing her Level 3 Childcare training with Workforce Training Services while earning a wage. As a Path 2 Employment participant, Sabrina will be supported for a further six months upon leaving the programme, availing of 1-1 mentoring and financial backing including help with her Access NI check and uniform costs.

Drive your career forward We are delighted to be supporting a pilot Driver Employment Programme to help with the current shortage of Large Good Vehicle (LGV) Drivers experienced by employers in the Borough. The Programme, delivered by Bluestone Staffing in Mallusk, will support up to 12 participants to achieve their LGV drivers licence and a Level 2 qualification through the Chartered Institute of Logistics and Transport, and will guarantee each successful participant an interview for a driving position. The programme is open to all residents in the Borough and recruitment for the programme is underway. Export success in Gilbert, Arizona for Environmental Street Furniture Environmental Street Furniture (ESF), the Newtownabbey based supplier of street furniture and solar products recently secured an exclusive contract to supply its products to Gilbert, Arizona following support from Council. Known for their award-winning export capabilities, which include some of the world’s largest theme parks and government organisations, ESF secured the contract to provide their innovative solar benches to Desert Sky Park in Gilbert, Arizona. Mayor of Antrim and Newtownabbey, Alderman John Smyth commented, “I would like to congratulate the company in securing this impressive order. Significantly, this deal was secured following the companies participation on Antrim and Newtownabbey Borough Council’s trade visit to Gilbert
in November 2018, which shows the value that Northern Ireland businesses can take from trade missions and from working with their local Council.” Environmental Street Furniture has experienced an array of global success since breaking into the export market in 2013. In 2018, the company supplied products to 22 countries globally and opened their first American office, which will allow them to better service their American customers. The company were recent winners of the Innovation Award at the Family Business of the Year Awards in London.

Planning for the future... have your say Everyone who lives and works in the Borough is invited to have their say on the next stage of the Council’s new planning framework for how the Borough should develop up to 2030. We recently launched the draft Plan Strategy for our new Local Development Plan, a key framework for guiding decisions about how the Borough will grow and develop in a sustainable fashion in the coming years and complement the outcomes of our community plan, ‘Love Living Here’. The draft Plan Strategy contains a clear vision promoting Antrim and Newtownabbey as a place of economic opportunity, a place that is vibrant and liveable and a place with a sustainable future. The document sets out our ambitions and policies for employment, infrastructure, housing and sustainable growth and follows extensive consultation with residents, businesses and statutory partners. Consultation on the draft Plan Strategy will run until 5pm on 20 September 2019.

Planning approvals bring up to 300 new jobs When it comes to Planning, the Council continues to set the standard across Northern Ireland and is consistently delivering improvements to the planning process. Some of the major investment schemes successfully decided within time during the year were the new Lidl supermarket in Antrim, the redevelopment of Coleman’s Garden Centre in Templepatrick, a hotel and office park development at Church Road, Newtownabbey, the proposed Omniplex cinema at the Abbeycentre, a new caravan holiday park at Shanes Castle and the new Premier Inn at Belfast International Airport. It is estimated that these schemes alone will deliver over £25 million of investment into the Borough and provide up to 300 new full and part time jobs.

Recycling improvements We are keen to have your views on proposals to have the same recycling service across the Borough to ensure that all residents receive the same high quality recycling collection service. Since the new council was established there have been two different systems in place. In the Newtownabbey area residents have a smaller black bin (180 litre), a brown bin and a wheelie box. The two bins are collected fortnightly and the wheelie box is collected weekly. In the Antrim area residents have a larger black bin (240 litre), a blue bin and a brown bin. Residents in Antrim do not currently have the facility to recycle glass, textiles and batteries from home. All bins in the Antrim area are collected fortnightly. We propose to improve the service in the Antrim area by introducing glass, textile and battery collections weekly
through the introduction of wheelie boxes. This is in addition to the paper, cardboard, food and drink cans, plastic pots/ tubs and trays that are currently collected in the blue bins. The wheelie boxes will replace the blue bins and because they have greater capacity to recycle (25% more), we will also provide residents with a new smaller streamlined black bin (180 litre). There will be no change to the collection of food and garden waste (brown bins) for any resident. The new wheelie box will also improve quality of materials collected. Better quality materials are currently processed locally, retaining jobs in Northern Ireland preventing our waste from being shipped around the world as has recently been highlighted in some media coverage. Better quality recycling materials generate more income from resale particularly paper and plastics. In addition, this type of collection service will virtually eliminate contamination in the collected recyclables which means Council will landfill less waste originally collected for recycling. In addition, significant savings are expected to be made. These savings are estimated to be £6 million over 10 years. We would reassure you that if the proposals go ahead there will be no compulsory redundancies for council staff and no imposed TUPE transfers to another organisation.

Just what the doctor ordered PARS (Physical Activity Referral Scheme) is a free 12-week programme offering participants a positive introduction to getting active with the help of one of our suitably qualified fitness instructors. The programme is usually group based however 1-2-1 sessions are also available. How can I get on the Programme? To access the programme, you need to be referred by your GP or qualified health professional and must meet the eligibility and inclusion criteria. See our website for more details. Where is the Programme available? PARS is available across all five of our leisure centres; Antrim Forum, Ballyearl, Crumlin, Sixmile and Valley.
What are the Benefits? The programme offers a range of physical activity and exercise opportunities including gym sessions, swimming and fitness classes. On completion of the 12 week programme, clients can avail of a concession membership with access to all six leisure sites (including Allen Park) at a cost of £16 per month for 12 months, followed by £20 per month in year 2 and £25 per month thereafter.

Get golfing Earlier this month, Mayor, Alderman John Smyth was delighted to welcome the Northern Ireland Open to Massereene Golf Club in Antrim. The Council supported the event which took place from 12 – 18 August and was co-hosted by Galgorm Castle and Massereene Golf Club. The Northern Ireland Open is NI’s national annual professional golf tournament and one of its core international tourism events, which continues to grow every year. Golf has been a huge topic this summer with The Open coming to Portrush in July. If this has put you in the mood for perfecting your swing then look no further. Celebrating success Mayor, Alderman John Smyth recently welcomed service users and health professionals to a celebration event which took place at Antrim Castle Gardens to highlight the success of the Antrim and Newtownabbey Macmillan Move More programme so far. The event began with a tree planting ceremony followed by a walk around the awardwinning Antrim Castle Gardens in memory of those who have been lost through cancer. Many people living with cancer want to make positive changes to their lives and taking steps to have a healthier lifestyle can be a big part of this. Move More ensures people living with cancer are aware of the benefits of
physical activity and that they are given the support they need to become and remain active and enjoy an improved quality of life. People living with cancer can be referred onto Move More NI by a healthcare professional or can also self-refer onto the project. Move More is delivered in partnership by the Council, Macmillan Cancer Support and the Northern Health and Social Care Trust.

Blooming bonanza The Council’s Parks team has been busier than ever this year, planting flower beds, working through a programme of improvements to roundabouts and brightening up our towns and villages with hanging baskets. This is in addition to the volunteer hours that groups across the Borough commit to improving their local areas. Businesses too play their part, many with eye catching displays.

Towns and villages across the Borough are competing in this year’s Translink Ulster in Bloom and judges will be in the Borough over coming weeks. Success in Ulster in Bloom and Best Kept Awards is always welcome and winners last year have gone on to Britain in Bloom (Antrim and Randalstown) and Best Kept Ireland (Randalstown).

Gardeners’ Corner comes to the Borough BBC Radio Ulster’s Gardeners’ Corner is going on the road to TIDAL in Toome with Lough Neagh Partnership on Tuesday 15 October, 7pm. Presenter of the popular gardening show, David Maxwell will host the special recording of the programme
and will be chatting about all things gardening at the new community allotment in Toome. The introduction of the allotment has brought many benefits to the local community including mental health improvements and the visit of the roadshow is a fantastic opportunity to showcase what has been achieved. FOCUS ON…The award-winning Antrim Castle Gardens Following restoration in 2012, Antrim Castle Gardens has grown as a heritage attraction, from a local gem to a national treasure with around half a million visitors per year enjoying its unique cultural and visitor attractions. At the recent 2019 Northern Ireland Tourism Awards, the site was named Best Authentic Northern Ireland Experience (site based).

A vibrant programme of arts and cultural activities and events provide an exciting complementary programme to any visit to the Gardens. Earlier in the summer, Antrim Castle Gardens was chosen to host the Coronation Day Queen’s Royal Gun Salute. This prestigious event was open to the public and a number of local schoolchildren were able to experience this magnificent event first-hand. The Gardens rich history provided the perfect backdrop for the recent ‘Skills of the Ancients’ Archaeology Festival which

The latest addition to the site is ‘The Wonderland Wood Trail’ - an interactive fairy trail, ideal for visitors aged 0-90 years. This enchanting trail will take you on an adventure around the Gardens to less well known paths and places, equipped with an interactive booklet keeping all the family entertained as you follow the clues, discover the beautiful features and unlock the magic of Wonderland Wood! Visitors can also learn about the history of the area through the various exhibitions and displays in the Oriel Gallery and Clotworthy House, enjoy refreshments in the garden coffee shop and browse a wide selection of local crafts from the gift shop. Antrim Castle Gardens Following the huge success of last year’s first ever Spinning Yarns Festival, this exciting event returns to the awardwinning Antrim Castle Gardens on Saturday 31 August and Sunday 1 September 2019. Out and about with the Mayor Mayor of Antrim and Newtownabbey, Alderman John Smyth has had a busy few months since he began his term of office in May. In addition to his regular council duties, the Mayor has been supporting lots of major events throughout the Borough including the NI Open, the Coronation Day Queen’s Royal Gun Salute, Antrim Summer Festival, NI Pipe Band Championships, Party in the Park, Ballyclare May Fair, Randox Antrim Show and Irish Game Fair as well as many
community and business events. As well as supporting events, Alderman Smyth has lent his support to a number of initiatives including Women’s Aid’s White Ribbon Charter which pledges to never commit, condone or remain silent about violence against women. The Mayor has also had the pleasure of receiving some distinguished visitors to the Borough including Patrick Banger, Gilbert Town Manager, Madame Zhang Meifang, NI Chinese Consul General, a 40 strong choir from Dorsten, a Local Action Group from Estonia and some of the children of Chernobyl.

Award-winning volunteers Four of our local community organisations from across the Borough have been awarded the Queen’s Award for Voluntary Service – the highest award given to local volunteer groups. This prestigious award was given to Antrim Festival

Group, Girls Brigade NI, Monkstown Boxing Club and Tidy Randalstown in recognition of the outstanding voluntary work they carry out in their communities. Congratulations to these groups and the hundreds of volunteers within the Borough who willingly give of their time to make a difference to the lives of others.

Increasing skills for the local community Do you volunteer with a constituted community/voluntary group working in the Borough and would like to increase your knowledge or skills to benefit your organisation? If so, our Community Capacity Building Programme may be able to help you. Running from September to March, each of the courses will take place in the evening at either Antrim Civic Centre or Mossley Mill. The programme this year includes How to Complete a Good Application Form, Food Safety in Catering and Researching Local Population and Deprivation Statistics to name a few. Each course costs £5 per volunteer and up to two members from each organisation can register to attend.
Is your house number visible? We are continuing to work with the Northern Ireland Ambulance Service and a range of other organisations to deliver our Community Resuscitation Strategy, which aims to have more people in the community trained to perform CPR and use a defibrillator. In the last edition of Borough Life we brought you information on the Chain of Survival which includes a series of necessary actions to save the life of someone having a cardiac arrest. One of the vital steps within this chain is a speedy response from the paramedics.

In the last edition of Borough Life, we told you of our ambition to become an accredited Age Friendly Community and how we are focusing on the eight areas set out by the World Health Organisation.
Positive Ageing October is Positive Ageing Month and we want to celebrate the contribution that older people make to the local community and our Borough.
One of these areas is Social Participation and is all about how connected you are to family, friends, neighbours and community. In order to age well, it is vital that you connect with others and avoid becoming lonely. Loneliness can affect anyone of any age but for those in later life, loneliness can have a significant impact on their mental and physical health.
We have a range of events and activities planned throughout the month, all of which are age friendly so people of all ages are welcome to take part and enjoy them.
So how can you stay connected more? Why not start by simply saying ‘hello’. Often we find ourselves in situations with other people we might not know – in the supermarket, on the bus or when out for a walk. For some people, this might be the only time they see others. Taking a moment to connect with them, no matter how short, can have a great impact for everyone.

Buying products online is extremely convenient, however it does come with its risks and is a lucrative place for scammers to trick buyers into buying fake goods or paying for goods they won’t receive.
More and more people are paying for tooth whitening treatments.
Here are some simple tips to help protect you: • Make sure you know where the supplier is based – be wary if there is no address or just a PO Box supplied • Check your product against product recall listings on sites such as Electrical Safety first or gov.uk/recalls
Whilst whitening is perfectly safe if carried out by a registered dental professional, an untrained person could cause permanent damage to teeth and gums. Tooth whitening carried out by anyone who isn’t registered with the General Dental Council is illegal and carries significant fines due to the risk these treatments pose to members of the public. Common injuries include chemical burns to the mouth, lips, gums and tongue. If you’re thinking of getting your teeth whitened, make sure you do your research and always speak to a dentist before using any off the shelf products.

Our Policing and Community Safety Partnership (PCSP) and PSNI have been working closely with the Public Health Agency and the local Drug and Alcohol Coordination Team to deliver this simple but powerful initiative in order to make our local community a safer place to live. Anyone, whether they be parents, grandparents, siblings or family members can dispose of items in this bin which they believe have the potential to cause harm.
