It’s the time of year again when we think about New Year’s Resolutions, so don’t forget about the activities on offer to keep you active in our leisure or community centres. For those of you who, like me, are over 60, you can now take advantage of free swimming at the Antrim Forum, Sixmile Leisure Centre or Valley Leisure Centre. Make sure you keep healthy and take to the water for 2017. I would like to personally thank each of you for helping the Council become the top recycling Council in Northern Ireland. This is fantastic news for the environment. We are continually finding new ways to help you recycle more and your support and enthusiasm for this is key to our Borough’s great recycling performance. I am halfway through my year as Mayor and already I have met so many wonderful people across the Borough. I am looking forward to the rest of my term and the opportunities it gives me to see first-hand the great work going on across Antrim and Newtownabbey. I hope you all have an enjoyable 2017 and please use our Winter Wise tips to ensure you and your family remain safe this winter. Across the Borough we have five leisure centres each offering a wide range of activities and facilities to help you get fit and active. With a variety of membership options and activities on offer, there is something to suit everyone. EASY ONLINE BOOKING Our fitness classes are very popular and many require advance booking. Why not book your classes online at a time that is convenient to you? Register for online booking at www.antrimandnewtownabbey.gov.uk/leisure You don’t have to be a member, simply click on the leisure centres page and then online bookings. You can also book into any of our fitness classes by contacting the leisure centre reception. Don’t forget to give us your email address so we can keep you up to date with information, events and special offers. Just speak to Reception staff on your next visit.
TODDLER MORNINGS AT PLAYZONE Are you looking for something to entertain the younger kids in the mornings? Why not come along to our Parent and Toddler mornings at Playzone in the Valley Leisure Centre. Every Wednesday and Friday, 10am - 11.30am; £2.50 per child; includes snacks and drinks. Suitable for children up to 4 years, these sessions are a great way for children to make friends and burn off some energy, whilst letting the parents socialise too.
Fancy something outdoors? Come along to the Eco Toddler Group in Playzone where children can learn to plant, grow and look after their own flowers and vegetables. They can even have a go at making crafts from lots of recycled materials. Every Thursday, 10am - 11.30am; £2.50 per child; includes snacks and drinks.

HOCKEY PITCHES The Council is committed to continually improving the facilities throughout the Borough and just a few months ago, officially opened the newly refurbished Allen Park Sports Hub which underwent a multi-million pound development project. Very recently the new look hockey pitches at Antrim Forum and Valley Leisure Centre opened following an investment of almost £400,000. The pitches now have state-of-the-art surfaces and are already proving to be popular and well used by local hockey clubs and schools. Replacing the pitch surfaces and providing facilities to meet demand will support the sustainability and future development of hockey for many of our local clubs and players within the Borough.
Local hockey stars such as the Gleghorne brothers who recently competed in the 2016 Rio Olympics, were brought up using the facilities in our Borough and this new investment will ensure that we can provide more sporting stars of the future.

OVER 60? STAY ACTIVE WITH FREE SWIMMING Swimming in our pools is now FREE if you are over 60. So it doesn’t matter if you’re a seasoned swimmer, want a bit of gentle exercise or you’re a complete beginner, there has never been a better time to dive into our pools. If you are over 60 and a resident of the Borough, bring proof of age to the centre on your first visit and register for an Activity Card*. Not only will you be able to use the pools free of charge, you will also get discount on lots of other activities. Swimming is an ideal activity for older people as it is low impact and there is little risk of injury. * £2 charge for the card

LEARN TO SWIM AT ANY AGE Swimming lessons are available at each of our pools for all ages. For kids we have our Flippers and Dipper the Dolphin swim programmes for those aged 5 and over. These classes encourage children to develop a range of water skills and improve their confidence as they progress through the levels. Contact the relevant centre to add your child’s name to the waiting list. Other non-structured classes take place

TOP RECYCLERS:
NUMBER 1 IN NORTHERN IRELAND We want to say a massive well done to all of our residents in the Borough. Antrim and Newtownabbey is top out of all eleven councils in Northern Ireland for the recycling of local authority collected municipal waste. This means that we have the highest recycling rate for all the waste we collect. We want our recycling rates to continually improve and ensure we remain number one in Northern Ireland, with less waste going to landfill, which is better for the environment.

COMPETITION WINNERS In a previous edition of Borough Life, we were searching for a family in the Borough who wanted to share their top tips on how they recycle in their household. The winners of the competition were the Bowen family, from Mallusk who have won ÂŁ50 worth of vouchers to spend at our leisure centres or theatres. WHERE DO YOUR RECYCLED PLASTICS GO? There are many plastic items in your home that can be recycled including plastic bottles, pots, cartons and tubs. When you recycle these in your recycling bin or box, they are then taken to the recycling centre and sorted into different plastics. The plastic is then squashed into bales and these bales are shredded to produce flakes.

Remarkably, the 2016/17 FC Barcelona home shirt is produced from recycled polyester fabric equivalent to 7 plastic bottles and their 2016/17 away kit, is made entiely from recycled material produced from approximately 16 bottles. Other bottles such as shower gels or fabric conditioners could be reborn as a picnic bench or a chair.
The flakes are washed, sorted depending on whether they float or sink in water and dried by giant industrial driers. The flakes are blown down pipes into bags and the recyclers collect these and transform the plastic into a range of new products. Plastic bottles that were used for drinks can be remade again as a drinks bottle or, alternatively, remade into something completely different such as a children’s

LOVE FOOD, HATE WASTE: WINTER WARMERS With winter well and truly here, what better way to warm you up than a wholesome bowl of homemade soup? Packed with lots of healthy nutrients, these recipes are a great way of sticking to your healthy eating New Year’s resolutions as well as using up leftover vegetables which will help to reduce food waste.

CARROT & CORIANDER SOUP
SPINACH & POTATO SOUP
• 1 tbsp olive oil • 1 medium sized chopped onion • 400 grams sliced carrots • 1 clove of chopped garlic • 1 tbsp of ground coriander • 1 litre of vegetable stock • 4 tbsp of freshly chopped coriander • A pinch of salt and ground black pepper • A squeeze of lemon juice
• 1 finely chopped onion • 2 crushed garlic cloves • 2lb potatoes, diced • 2 chopped celery sticks • 2 pints vegetable stock • 250g fresh spinach leaves • Freshly ground black pepper • Croutons and chopped parsley to garnish

Lightly fry the chopped onion, carrots and garlic in a large non-stick pan for 3 to 4 minutes. Add the ground coriander and stir for one minute. Next, season with salt and fresh black pepper.

Add the vegetable stock to the pan and bring to the boil. Cover the pan and leave to simmer for around 20 minutes until the carrots are tender.

Stir in the fresh coriander and then pour into a blender or food processor. Add a little lemon juice and blend until smooth and creamy. You can also add extra seasoning to your tastes.

Don’t forget - your vegetable peelings can be recycled in your brown bin!

Place the potatoes, onion, garlic and celery in a large saucepan. Add the stock and simmer for 20 minutes until potatoes are soft and cooked.

Remove from the heat and allow to cool slightly. Decant the soup into a blender, or use a hand held blender, to smooth the soup.
THE BIG SPRING CLEAN Once again, this year we are supporting ‘The BIG Spring Clean’ and would like your help to make it happen. Last year, almost 90,000 volunteers got involved in clean up events across Northern Ireland, removing an impressive 107 tonnes of litter (equivalent to around 6 double decker buses) making it Northern Ireland's biggest volunteer clean up.
The Big Spring Clean will be taking place in April and there are lots of ways you can get involved in making our Borough a tidier and pleasant place to live. Support is available to anyone wishing to organise a clean-up event in their local area including a range of litter picking equipment such as gloves, hi-vis vests, litter pickers and bags to help with your clean up.

TRIPLE STACK WHEELIE BOXES Following the success of the triple stack wheelie boxes, the next phase is ready to roll out to more houses in the former Newtownabbey Borough. This phased roll out is due to be completed by December 2018. Each household that receives a triple stack system will also receive a new streamlined 180 litre bin for household waste to replace their current black bin. This is to encourage you to recycle more and also reduce the amount of waste going to landfill, which is great news for our environment. Items that can be recycled in the triple stack wheelie boxes include:
• Tins and cans • Aerosols • Food and drinks cartons • Cardboard • Glass bottles and jars • Plastic bottles • Plastic pots, tubs and trays • Newspapers and magazines • Aluminum foil • Textiles • Household batteries
Households in the former Antrim Borough will continue to use their blue bin and the household recycling centres for glass.

Frozen Pipes To help avoid frozen pipes there are some simple measures you can put in place. These include: • Ensure pipes are well insulated. • Locate your stop valve and make sure everyone in the property knows where it is and how to turn it off.

• Consider what you would do if you did lose your water supply for a prolonged period of time. You need to have a contingency plan. • If you own a business and are shutting for a holiday period, you should make plans in the event of cold weather i.e. set your heating timer, have someone check the premises regularly. • Have the number of a plumber who knows where your property is and who is prepared to attend at night if needed. • Make sure you have adequate insurance to cover your property in the event of a burst pipe.
Keep Warm By keeping warm over the winter months you can help prevent colds, flu or more serious health problems like pneumonia. You can keep the heat in your home and costs down with insulation by doing the following: • fit draught-proofing to seal any gaps around windows and doors • make sure your loft has insulation - any home with 4 inches (100 mm) or less should have it topped up • make sure wall cavities are insulated • insulate your hot water cylinder and pipes

Oil Stamp Saving Scheme Save for your oil heating costs through the Council’s Oil Stamp Saving Scheme.
Residents can pick up an oil stamp saving card at any of the participating retail outlets and purchase stamps with their weekly shopping, at a cost of £5 each. Stamps are placed on a savings card and then used as payment or part payment for oil at any of the participating oil companies. AA-00000

Flooding There is a heightened risk of flooding during winter as rainfall increases and snow and ice melt. To protect yourself, your property and to minimise damage, the following steps can be taken: • Move valuable possessions and electrical items to a safe place. • Shut off gas and electricity at the mains point. • Look out for pets and animals to keep them safe from flood water. • Think about your escape route - particularly if you live in a bungalow.
Oil Clubs Oil Clubs allow local residents to combine their orders for oil. Orders are placed with a community coordinator and must be placed by a specific date each month. Lower prices are negotiated with oil suppliers by buying larger quantities but all within the club get the same price per litre of oil, regardless of the quantity they order. Eat well, KEEP active & stay in toucH A balanced diet will help keep you warm and healthy in the winter. Make sure you and your family eat at least one hot meal a day (soup is nutritious and warming and inexpensive to make or buy). Staying active is good for your health. Walking, for example, can be good for you. If the weather prevents you getting outside, stay active indoors like catching up on all the household tasks you've been putting off. Stay in contact with friends and family, especially if you've been stuck in the house for a few days. If you have elderly relatives or neighbours who might need help, please check up on them.
• Prevent access of water by using sandbags at entry points to the property, including outhouses and garages. • Don’t forget about outside - move your car to higher ground, move garden furniture to a safe place or higher ground, protect chemicals/fuel stored in garages or outhouses so they don’t spill into floodwater, secure oil tanks to ensure it does not drip into flood water, unplug exterior electrical appliances.

ENTREPRENEURS OF THE FUTURE Over 600 future entrepreneurs from local primary and secondary schools took part in Global Enterprise Week. Three days of workshops introduced the concept of entrepreneurship to our young people, encouraging them to consider starting a business as a potential career option and help them to realise their future potential. Practical workshops for the primary schools took the children through the supply chain for orange juice. Taking the product from a piece of fruit through to the juice carton on the supermarket shelf, showing how businesses work together and create jobs for the local economy. Secondary school workshops were tasked with working in groups to develop a new innovative smartphone app. This included creating a business plan, a social media presence and a PowerPoint presentation which they then presented to a panel of judges. Global Entrepreneurship Week is a fantastic initiative to inspire our local young people to work hard and strive for their best possible future.

INVESTMENT IN YOUR TOWN The Council is committed to improving the streetscapes in our town centres and the latest Public Realm schemes are taking place in New Street, Randalstown, Bridge Street, Antrim, Rashee Road, Ballyclare and Carnmoney Road, Glengormley. If you keep an eye on your local towns you will notice the schemes will be completed by March 2017. The schemes are partly funded by the Department for Communities and build on previous schemes in each of the towns. The main aim of these schemes is to bring more people into the towns. The Public Realm schemes in Antrim and Ballyclare are also being complemented by a new town centre linkages programme which aims to support existing traders. This support will help with the development of town centre businesses by encouraging traders to improve the attractiveness of their shop frontages. The Town Centre Linkages programme, also part funded by the Department for Communities, will include marketing and promotional campaigns to raise the profile of the town centres as shopping destinations. These improvements will go a long way in helping to sustain and grow vital services to our local community.

THE YEAR THAT WAS The last twelve months have been a tremendous year for events in the Borough, many of which took place on our own facilities. Here are just a few of the highlights!
ARMED FORCES DAY Over 15,000 descended upon Antrim Town in June and enjoyed a day of family fun to celebrate our Armed Forces Heroes.
SHORELINE FESTIVAL Jordanstown Loughshore Park was a hive of activity over the Bank holiday weekend as families enjoyed a line-up of live music and activities including face painting, magic shows and a petting zoo.
GARDEN SHOW IRELAND Thousands of visitors flocked to the stunning Antrim Castle Gardens over the three days to enjoy the fabulous Festival of Flowers, Food and Fun.
STREET VELODROME Round 4 of the UK Street Velodrome Series wheeled its way to Ballyclare in June with over 300 people showing off their skills.
EURO 2016 FOOTBALL FEVER Hundreds of enthusiastic supporters made their way to Antrim Castle Gardens and Mossley Mill to cheer on the Northern Ireland team during the live family screening events.
PARTY IN THE PARK The sun shone as families turned out in their droves with their picnics to enjoy the live music, craft stalls and family entertainment.
HALLOWEEN Junction One and V36 hosted fabulous family fun over the Halloween holidays. Fancy dress competitions, fireworks and entertainment ensured everyone had a Spooktacular time.
QUEEN’S BIRTHDAY The Council celebrated Her Royal Highness Queen Elizabeth II 90th birthday by hosting various events across the Borough.
BALLYCLARE MAY FAIR Live music, a horse fair and a celebration of local food and drink was enjoyed by thousands of locals and visitors at this year’s week long fair.
SOMME COMMEMORATIONS Over 17,000 people engaged with the Council’s programme of events to commemorate the 100 year anniversary of the Battle of the Somme, which took place from 1 July - 18 November.
ENCHANTED WINTER GARDEN Antrim Castle Gardens was once again transformed into an enchanted world filled with the magic of Christmas.
ANTRIM CASTLE GARDENS CROWNED BEST NORTHERN IRELAND PARK Antrim Castle Gardens was crowned Best Northern Ireland Park in the Best UK Park category at 2016 Fields in Trust Annual Awards. Deputy Mayor, Councillor Noreen McClelland received the award from former England football star and Fields in Trust ambassador, Graham Le Saux, accompanied by Chair of Operations Committee,
Councillor Jim Montgomery and Head of Arts and Culture, Ursula Fay, last month at the Fields in Trust awards ceremony, held at Lords Cricket ground. Antrim Castle Gardens was shortlisted for UK’s Best Park 2016, along with Pontypool Park in Torfaen, Preston Park Rockery in Brighton and Rouken Glen Park, Renfrewshire, who went on to win the award. We would like to thank everyone who voted for Antrim Castle Gardens, which is a real jewel in the crown of Antrim and the Borough.

Unfitness, Disrepair, & Public Health Notices
Environmental Health Officers can undertake visits to any private rented property that is not registered as a House of Multiple Occupation (HMO), to assess fitness and disrepair. These visits are largely as a result of complaints; • If the property is unfit a Notice of Unfitness can be served
• If the property is fit but contains items of disrepair a Notice of Disrepair can be served Such notices will state the works required to bring the property up to standard. Officers also have the option to serve an abatement notice under the Clean Neighbourhoods and Environment Act (NI) 2011 in certain circumstances which can entitle the landlord to a repair grant from the Northern Ireland Housing Executive (NIHE).
Abandonment
If you suspect that a tenant has abandoned your property, you should write to the tenant informing the tenant of your intention to regain possession of the property. This may be fixed to the property or posted to the address. This is sometimes referred to as an Abandonment Notice and will add to the evidence you have gathered in proving surrender of the tenancy and your reasonable attempts to contact the tenant.
Landlord Registration Scheme From 25th February 2015 all private landlords must be registered on the Landlord Registration Scheme. Registration lasts for a 3 year period after which there is a requirement to re-register.

Affordable Warmth Scheme
If you own a property in the Antrim and Newtownabbey Borough Council area that you rent out to tenants you may be eligible for financial assistance to improve the energy efficiency of your property. For eligible households the landlord could benefit from a 50% grant towards energy efficiency measures such as insulation and heating. For landlords to be eligible they must also be registered on the Landlord Registration Scheme.
Registration costs £70 for online registration and £80 for paper registration.
Pre-1945 Properties Under the Private Tenancies (NI) Order 2006, the landlord of a private tenancy commencing after 1st April 2007 of a property which was built before 1st January 1945 must have a fitness inspection carried out by the local council (unless exemptions apply). The fitness inspection is carried out by Environmental Health Officers and any property found to be unfit is subject to rent control. COAST CARE AWARDS Our Borough has a wealth of volunteers who selflessly give up their time to help others and make an invaluable contribution to improving the lives of others. We were delighted that yet again one of our local volunteer groups, Glas-na-Bradan Conservation Association, was recognised in the recent Live Here Love Here Coast Care Awards when they were awarded the Coca-Cola Inland Waterways Group award. Organised by environmental charity, Keep Northern Ireland Beautiful, these awards recognise and celebrate the outstanding work of local people who have gone the extra mile to clean up and look after our beaches, rivers and loughs throughout Northern Ireland. The volunteers of Glas-na-Bradan Conservation Association work tirelessly to preserve the natural beauty of the river, from the upper reaches on the Cave Hill to the mouth at Whitehouse Lagoon. As well as regularly cleaning up the
area and removing waste, the group also seek opportunities to develop the area and recently were successful in securing funding for new water monitoring equipment. This equipment along with the group’s effort provides the Northern Ireland Environment Agency with important data on the health of the river and the wider catchment, ensuring efforts and budgets are concentrated in the right places.

IT’S BLOOMING BRILLIANT! 2016 has been a fantastic year for our Borough, with four of our towns and villages recognised in the Translink Ulster in Bloom Awards. On top of that, another five awards were scooped up in the Northern Ireland Amenity Council’s Best Kept Awards. Antrim was crowned Best Kept Large Town and as well as winning the Best Kept Small Town, Randalstown clinched the overall Best of the Best award and was praised by judges for their community approach to keeping the environment at a high standard. As if this wasn’t enough, Helen Boyd of local community group Tidy Randalstown, was awarded the Community Achiever Award - an accolade given to exemplary members of the community devoted to enhancing the town’s general appearance.
As a result of these fantastic achievements, Antrim and Randalstown will now go forward for the 2017 Tidy Ireland Awards. In addition, Randalstown has also been nominated to represent Northern Ireland in the Small Town category of the 2017 Royal Horticultural Society Britain in Bloom competition. Council is delighted that the hard work of the staff and volunteers across the Borough has been recognised yet again in these prestigious awards and look forward to even more success next year.

LOCAL DEVELOPMENT PLAN 2030 UPDATE The Planning team has been working on the Local Development Plan for the Borough and the first key stage of this plan is the Preferred Options Paper (POP). The POP, available later this month, is a public consultation paper which will encourage discussion on important issues that influence the shape of further development within the Borough up to 2030.
The POP will also set out a range of options in relation to key planning matters along with the preferred option for the Borough. These options will focus around how future growth, including housing and employment, may work within our Borough. We will also be looking at how we will bring forward new planning policies for our Local Development Plan.
