Mayor’s Message Welcome to the January issue of Borough Life, our residents’ magazine. I hope you all enjoyed the festive period and on behalf of the Council, I would like to wish you all a very Happy New Year. A New Year usually brings thoughts about new resolutions and we tend to think about improving our fitness so, to help, we are bringing you a new updated Residents’ App! You will notice significant improvements to the Leisure Section of the app following customer feedback. You can also use the app to check your bin collection date and much more! See page 28 for recycling advice and information. 2022 promises to be an exciting year for our Borough. We have had significant investment and regeneration projects and you will get more updates on this as we progress. These investments and projects will provide jobs, additional trade and a welcome boost to our economy. See the business section for the latest update. You will notice the logo at the bottom of this page, and you will see that this magazine is printed on carbon balanced paper. This is a simple way to reduce our carbon impact on printed communications and this is just one of the measures Council has taken to limit its impact on Climate Change. See page 26 for more details. Fantastic news for Antrim and Glengormley Town Centres with the announcement of £5.1m from the Levelling Up Fund to support regeneration projects. The schemes are part of an overall investment of £49m secured for Northern Ireland under the first round of the fund.

The Glengormley Integrated Physical and Economic Regeneration Project was awarded £3.9m, and the Antrim Integrated Physical and Economic Regeneration Project £1.2m. This will contribute to the overall cost of these significant regeneration schemes. The overall scheme represents an investment of over £8m in its 30-year project life.

City Deal Secures £90 million Investment for Newtownabbey UK and NI Executive Ministers have signed the first ever City Deal for Northern Ireland which will see over £1 billion invested over the next 10 years. The Council has worked collaboratively with Queen’s University to secure an iconic project within the Deal, the Advanced Manufacturing Innovation Centre (AMIC) project, which will result in an investment of £90 million at Global Point in Newtownabbey and up to 1,500 jobs created over the project life. This is a major boost to the economic ambitions of the Antrim and Newtownabbey area and beyond.
AMIC will join RLC, already operating successfully at Global, and Sensata Technologies who are advancing the development of their new state of the art Research & Design Headquarters representing an investment of £16.5 million. Global company Ardagh Group is also making a major investment in the Borough. Read the full story below.

Major Investment in Newtownabbey Global company, the Ardagh Group, has announced its plans for a major investment in the Antrim and Newtownabbey Borough with a new c58,000 square metre facility at Global Point Business Park, Newtownabbey. The Ardagh Group is a leading global supplier of sustainable, infinitely recyclable, metal beverage cans to brand owners, and currently has 23 production facilities across 9 countries. They currently employ close to 5,000 employees with sales of approximately $3.5bn (approximately £2.5bn). The scale of investment planned, the job creation and supply chain opportunities will be a major boost for the local area and beyond. The development at Global Point which is owned by Invest NI, further enhances the portfolio of high quality investments planned for this exceptional location. The Council is working closely with potential investors to ensure that they receive the necessary

assistance in relation to site information, professional planning advice and financial support in an efficient and timely manner to facilitate their investment decisions. Global Points location in Newtownabbey has excellent transport links to airports, sea ports and main arterial road routes and with a great skills base amongst our residents they will find excellent employees both locally and further afield.

Plans in Place for Historic Steeple Site The Regeneration of Antrim’s Historic Steeple site is now one step closer with confirmation that Apricot Healthcare Ltd will be developing a modern purpose-built community and health facility bespoke to the needs of the area. In addition the development will also include a range of healthcare services and disciplines to support the community health facility. Apricot Healthcare Ltd has a strong desire to see as many services as possible delivered though the new facility and this will also take localised pressures out of the hospital and make them much more accessible. The Council has made a commitment to develop the park area including new accessible pathways, interpretative signage and promoting the Round Tower, which is one of the finest of its kind in Ireland. Restoration of Steeple House will also commence shortly with the exciting news that the original Stable Block will be converted into a flexible exhibition area, workshop and café. Once developed, our residents and visitors will be able to enjoy this site should their interest be in exercise, history, play or even just refreshments in this beautiful setting.
Business Boost in Ballyclare Local Economic Development Company (LEDCOM) has been successful in a social enterprise application to the Council for up to £200,200 to refurbish Foundry House in Ballyclare. The company has 36 years experience in local economic development and this latest project will create a modern 7,800 sq ft business workspace hub. Foundry House is a community building located in the heart of the town. The aim of the project is to establish a sustainable and effective business and enterprise centre for Ballyclare early 2022. They hope to support 200 business start-ups with approximately 300 jobs created over its 10-year project life. The projected financial impact includes £1m recirculated in the wider social economy by LEDCOM and a 5% increase in entrepreneurship rates and business startup and growth activity in Ballyclare within five years. 200 individuals from the Ballyclare area will also be supported through business training schemes and employment. The project will bring an under-utilised building back into economic use and generate increased footfall in the town centre to help support local businesses.

Alderman Dr Fraser Agnew M.B.E Launches New Book ‘The Fallen of Antrim and Newtownabbey 1914-1918’ Alderman Dr Fraser Agnew M.B.E has recently launched his new book ‘The Fallen of Antrim and Newtownabbey 1914-1918.’ This book is a comprehensive research detailing all those from across the Borough who paid the ultimate sacrifice during the Great War. A keen historian, Fraser was inspired to pen this book through his interest in the First World War and has spent the past ten years working on this publication, which contains the details of some 725 individuals all meticulously researched. Last year Fraser celebrated 40 years in local politics, he was awarded the Freedom of the Borough in

2007 and a Member of the British Empire in 2015, a testament to his dedication to the Borough.

Christmas Toy Schemes Spread Christmas Cheer to Local Families The Council ran a number of pilot Community Christmas Toy Schemes across the Borough this year where you could leave new, or nearly new toys and gifts to be passed on to other families to enjoy. We were overwhelmed by the generosity from our communities and beyond and through the kind donations we received we were able to spread some Christmas cheer to over 100 families. In addition to the Community Toy Schemes we had drop off points for nearly new toys at each of our five recycling centres. Working in partnership with Habitat for Humanity NI for a second year we received thousands of pre-loved toys which the
charity collected and restored so they could be sold for a small fee in pop up shops which took place at both Antrim and Monkstown on Thursday 9 December and in their store. Both these toy schemes brought so much happiness to local families in need, they also helped Habitat for Humanity NI raise much needed funds to support the great work they carry out sharing these toys. The schemes also helped with the ongoing Climate Change crisis we are all faced with, as many of these toys would have ended up in the landfill.

Council Hosts Youth Celebration Event In November the Mayor of Antrim and Newtownabbey, Councillor Billy Webb welcomed the young people from across the Borough who had taken part in a number of Council funded programmes in recent months, to a special Youth Engagement Celebration Event at Theatre at The Mill. Local comedian, Shane Todd hosted the evening where the young people and youth group leaders were able to give their views on life in our Borough and how best to improve it. Part of the programme also showcased the range of opportunities available to our youth and highlighted pathways to training and employment.

Centenary of Northern Ireland Programme Commemorating 100 Years of Northern Ireland Reflect, Commemorate, Inspire 2021 was a significant year marking 100 years since the creation of Northern Ireland. The Council is delivering a diverse programme of events and initiatives from 1 January 2021 to 31 March 2022 to mark the Centenary of Northern Ireland. During this momentous year we were honoured to have a Royal visit from The Princess Royal to the award winning Antrim Castle Gardens on 2 July 2021. The Council’s Commemorative programme ‘Our Country’s Centenary for Our Community….. Reflecting Back, Striving Forward’ engaged with all communities across the Borough and included: One Giant Weekend of events were held from Fri 3 – Sun 5 September showcasing the very best of Northern Ireland music, culture, tastes and traditions of the place we all call home! Centenary Child – An additional commemorative Birth Certificate was offered for all babies born in 2021 to commemorate the Centenary of Northern Ireland Centenary Veterans – all residents who turned 100 during 2021 received a special bespoke gift from the Mayor Centenary Woods – local trees were planted to create new woods at Antrim Castle Gardens and Mossley Mill *An Aliens Guide to Northern Ireland – An education programme which engaged with school children of KS2 in the exploration of identity through the creation of a quirky guide to Northern Ireland *Centenary Scripts – a project which engaged with all of our community across the generations to use the written word to express personal thoughts and feelings about what 2021 means to them with ‘scripts’ placed around our parks and green spaces

Centenary Citizens There is no doubt that people make places, and the people of Northern Ireland are known worldwide for being big hearted, creative, good humoured, hospitable and resilient people. As part of the Council’s 2021 Centenary programme we want to recognise the contribution made to the Borough and Northern Ireland as a whole by the unsung heroes of our Community, both living and also those who have now passed. In 2020 the spotlight shone on the amazing

Tell us their story and why you are nominating them to be one of our Centenary Citizens.
To nominate please complete the online form via antrimandnewtownabbey.gov. uk/centenarycitizens Closing date for nominations is Wednesday 23 February 2022. Once final entries are received a selection process will be applied to choose final centenary citizens. These citizens will be invited to have a photographic portrait taken. The portraits will be curated into an exhibition for display in Council Galleries with all individuals to receive their own portrait and a bespoke gift created by a local artist in recognition for this honour. For those being honoured posthumously a treasured photograph can be updated into a portrait for the family of these citizens. In addition a special event will be held to celebrate our Centenary Citizens later this year.

MORE Outdoors at our Parks and Open Spaces We are continually investing in our Council facilities and services to make them more accessible. We have started to introduce accessible picnic tables and benches within the parks across our Borough to further enhance the experience for our residents and visitors who have additional needs when out and about. These include spaces which are easily accessed by those using
a wheelchair or mobility scooter ensuring inclusion alongside their families and friends. In addition to this we have created sensory gardens at Antrim Castle Gardens and Hazelbank Park. These gardens are specially designed to focus on the sensory experience and promote a calming effect for any adults or children who visit. There are plans to develop a further sensory
garden within the Borough so watch this space. With the help of funding from the Department for Communities’ Access and Inclusion Programme, we have also adapted new accessible trails at the Threemilewater and the Valley Park. These trails have been designed and constructed to be accessible for all.

Highest Standards Achieved Again this Year! The Green Flag Award scheme recognises and rewards well managed parks and green spaces, setting the benchmark standard across the United Kingdom and around the world. Following the announcement that both Crumlin Glen and the Threemilewater Park have recently received the Green Flag Award, Antrim and Newtownabbey Borough now has 22 sites which are managed to the Green Flag standard and can display the prestigious Green Flag with pride. The mix of both Council owned sites and those submitted by community groups and managed by volunteers has been increasing each year meaning that more and more sites are managed to this internationally recognised standard. For the successful community groups to achieve Green Flag status is a huge tribute to their commitment and hard work. Our parks and open spaces are an important resource for people and wildlife. So, if you want to blow the winter cobwebs away or simply take the dog for a walk,

Climate Change The Council is continuing its commitment to tackling Climate Change through ambitious objectives and targets. Our Climate Action Plan focuses on exploring how we can mitigate this crisis and protect our citizens from the existing and future effects of climate breakdown. The plan also investigates measures the Council can take to limit its impact on climate change.

In Any Language! As well as making our facilities accessible we want to make our services accessible to everyone, regardless of background or ability. One of the ways we try to achieve this is by providing a telephone interpretation service at many of our facilities including our leisure and community centres, our theatres and caravan parks, Antrim Civic Centre, Mossley Mill and Antrim Castle Gardens. Access to this service allows us to communicate in over 240 languages by simply connecting to a professionally qualified interpreter in just a matter of seconds. This interpreter can then assist us to communicate with our non-english speaking visitors. In addition to this we have our new Video Interpreting service which is specially tailored for deaf customers. This service operates face to face by tablet or computer and the customer can type or sign (using video) to the professionally qualified Sign Language Interpreter who then speaks the words to an officer. The Sign Language Interpreter then speaks or signs the reply back to the deaf customer.
