I am also pleased to report that once again the Council has worked hard to ensure our residents and businesses are not affected by rising rate costs. This is fantastic news for everyone and you can read about it on page 23. As we head into spring we have some great events planned. The amazing Garden Show Ireland is coming back to our award winning Antrim Castle Gardens which is an event that can’t be missed! THE £1 WON’T BE ROUND FOR MUCH LONGER The new UK £1 coin will come into circulation on 28 March 2017. This new 12-sided coin is being introduced to replace the current £1 coin which, over the last 30 years, has become vulnerable to counterfeiters.

At present our lockers within the leisure centres will not accept the new coin, however you can still continue to use the old £1 coin. Don’t worry if you don’t have an old coin with you, you can purchase a branded reusable token from any of the leisure centre receptions.

DARKNESS INTO LIGHT Following the huge success of last year’s event, Darkness into Light returns again this year and will be taking place at more than 150 venues across the world. Come along and join us at V36 on Saturday 6 May, 4.15am for a 5k walk/run and help raise vital funds and awareness of the tragedy of suicide. Delivered in partnership with Pieta House and local charity Turning Point, the walk will commence in the dark with participants walking into the light as dawn arrives. Last year over 700 people took part at the V36 event, raising in excess of £14,000 to help those in suicidal crisis, people who engage in self-harm and those bereaved by suicide.

UP AND RUNNING - COUCH TO 5K Ever wanted to start running but don’t know where to begin? Our Couch to 5k programme could help you achieve your goal. Couch to 5k is a programme aimed to get people off their couch to running 5 kilometres in just a few months. LOVE FOOD, HATE WASTE: EGGS With Easter just around the corner we thought in this issue we would focus our Love Food Hate Waste recipes on eggs. Here are a few ideas on what you can make to use up any eggs that are near their use by date. These ideas will get you started but why not tweet us yours? @ANBorough

STILTON, HAM & BRUSSEL SPROUT TART

WHOLE ORANGE TRAYBAKE

• 175g plain flour • Salt and pepper • 75g butter • 350g brussel sprouts • 3 eggs • 150ml double cream • 150ml milk • 100g chopped ham • 50g Stilton cheese

• Butter for greasing • 1 large orange • 100g self raising flour • 100g ground almonds • 1 tsp baking powder • 1 tsp ground cinnamon • 175g caster sugar • 4 medium eggs

Preheat oven to 180°C. Lightly grease a 24cm square cake tin and line with baking parchment.

Place the orange in a pan and cover with cold water, bring to the boil then simmer gently for 30 minutes until the orange is soft. Place the orange in a bowl of cold water and leave to cool.

Roughly chop the whole orange and discard any pips. Place the orange in a food processer and blend until smooth.

Sieve the flour, ground almonds, baking powder and cinnamon into a bowl. In a separate bowl whisk together the sugar and eggs until thick and creamy.

Using a spatula gently fold the flour mixture and pureed orange into the sugar and eggs.

Pour the mixture into the prepared tin then bake in the preheated oven for 30 minutes, until the sponge is golden and firm to touch.

Preheat oven to 190°C. Sift the flour into a large mixing bowl with the salt. Using your finger tips, rub in the butter until it resembles soft breadcrumbs.

Add enough cold water to make the mixture come together to form a firm dough. Cover with cling film and rest in the fridge for 30 minutes.

Lightly flour your work surface and roll out the pastry to line a 9 inch well-buttered flan dish. Pop back in the fridge while you prepare the filling.

Crack eggs into a jug and lightly whisk with the cream and milk. Season with pepper.

If you’re not using left-over sprouts, steam or boil them until just tender. Rinse under cold water to stop them cooking any further. Drain well and slice each sprout in half.

Arrange sprouts across the pastry base and season with a little salt.

Sprinkle over the chopped ham and then crumble over the Stilton. Pour over the egg and cream mixture.

Allow to cool slightly in the tin before turning out onto a wire rack to cool completely. Enjoy!

Place tart in the oven for about 20 minutes until the pastry is crisp and golden and the filling is set and slightly browned. Serve with a simple salad and enjoy!

FEED YOUR BROWN BIN £13 billion of edible food was wasted in UK homes in 2015 according to the latest research by WRAP (Waste and Resources Action Programme). This is an astonishing amount and we are calling on you, our residents to help improve this figure. Here are a few pointers on how you can help…

Shop smart - when doing your weekly shop, it is easy to over shop. By buying too much food for your household, food is more likely to not be used before its use by date and could end up being thrown out. A shopping list and meal plan for the week can help with this. Make use of your freezer - if you have leftovers then why not freeze them for another night’s dinner? This can help reduce the amount of food waste being disposed of and also help save you money.

First in, first out - when storing food make sure you move the older foods to the front and the newer foods to the back. This will help reduce the chance of food going off and being wasted unnecessarily.

Help others - if you have food in your home that is approaching its expiry date and you don’t think you will get using it, why not donate it to a food bank? That way you will be helping those in need as well as reducing unnecessary food waste.

If after following these tips you still have leftover food that can’t be used, don’t forget to put it in your brown bin.

THE BIG SPRING CLEAN Now that spring is in the air it’s time to get involved in helping our Borough become an even more beautiful place. The Big Spring Clean, Northern Ireland’s biggest volunteer clean-up, is happening this April and we need your help! You can show your support by taking part in a clean-up that is happening near you or by organising your own clean-up for your local area. The Big Spring Clean is open to individuals, schools, community groups and businesses who want to help clear the Borough of all the litter and rubbish.

We are also looking at an easier way of checking your bin through a user friendly app. Keep an eye for more details coming soon. In this magazine, we have included details of any changes to bin collection dates due to bank or public holidays. NEW COMBI BINS FOR OUR BOROUGH Did you know, the Council services over 900 litter and dog waste bins across the Borough? If you walk your dog around the Borough you will shortly notice that some of the old damaged dog waste bins will now be replaced with new combi bins which accept both dog waste and general litter. The roll out of these new bins, which are substantially cheaper than the dedicated dog waste bins, will help make our collection service more efficient and help reduce waste management costs. RECYCLING TIPS FROM THE BOWEN FAMILY In our last edition of Borough Life we included our recycling competition winners, the Bowen family from Mallusk. Here are a few of their top tips! • We have a central point for all recyclable items in our house, regardless of what the item is. Once the container fills up, I then separate everything into the different recycling containers. • I also make sure our kids are well versed on what can be recycled so that they don’t accidently throw recyclable items into the black bin. • We also make sure that if the kids have any projects for school that the recycling containers are the first place to look for materials as there is usually plenty to choose from.

THE PICTURE HOUSE @ BALLYCLARE TOWN HALL It was lights, camera, action recently at Ballyclare Town Hall as The Picture House opened its doors to the public for special movie screenings of the Disney favourite, Frozen and Valentine's themed classic, Once. Organised and delivered by local non-profit organisation, Ballyclare Community Cinema, the movie screenings were a great success and attended by lots of local families and couples. The Picture House now intend to present regular screenings of classic films, appealing to all ages. Robin Sheeran, Secretary of Ballyclare Community Cinema is looking forward to the next event; “We were delighted with the turnout to our first screenings and are now working hard to develop a programme of films that will attract a diverse audience from the local area and further afield. Whilst Ballyclare Town Hall may not be a cinema, the venue has a fabulous atmosphere and we are committed to making the events as cinematic as possible”.

BUSINESS SUPPORT PROGRAMMES The Council provides three business support programmes and each of these programmes are due to be completed by April 2017. More than 50 local businesses are currently taking part in these programmes: BUILD YOUR OWN WEBSITE The ‘Build Your Own Website’ programme supports local small and micro-enterprises to get online. Due to the level of demand, Council expanded the initial 10-business programme to 22 participants to enable as many businesses as possible to benefit and each of these businesses are currently receiving a cocktail of training ‘how to’ workshops and one-to-one mentoring. BRICKS AND CLICKS ‘Bricks and Clicks’ is a targeted programme that inspired 11 local budding entrepreneurs to set up their business by offering training on developing business skills and 1-to-1 mentoring. This year’s participants included a mix of retail and online businesses including a metalwork sculptor and guitar making. STAR 3 ‘STAR 3’ is being delivered to 20 local businesses across the services, tourism and retail sectors, helping them to grow and develop in today’s competitive market.

GROWING LOCAL BUSINESSES IN SOUTH ANTRIM The GROW Programme will re-open in May 2017, where grants of up to £50,000 for eligible rural businesses are available. Also, a unique opportunity for craft businesses or those interested in setting up a craft business is now available. GROW South Antrim are looking for businesses to participate in a project with partners in Finland, Estonia, Croatia and Spain.

Participants are benefitting from sales, marketing and customer service training which helps implement and reinforce this learning. The staff at Alternative Angles, a local social economy business that works with adults who have learning difficulties, have undertaken bespoke sales training to grow their candles, soaps and cookie mix business.

STAY CONNECTED IN ANTRIM TOWN CENTRE The Council is making the internet available ‘on the go’ in Antrim town centre. At the end of March free Wi-Fi will be launched in the town, enabling anyone with a Wi-Fi enabled device, such as a laptop or smart phone, to connect to the internet. Wi-Fi will be installed throughout the town offering shoppers, residents and visitors free street-based Wi-Fi in the heart of the town centre. This service will cover Church Street, High Street and Market Square including Central and Railway Street car parks. By installing a fully managed guest Wi-Fi solution, the town is able to interact with visitors through the landing page. This will provide the latest information on the town, shopping and events.

STEP INTO SPRING WITH ANTRIM TOWN Calling all fashionistas, potential models, bloggers or anyone thinking of pursuing a career in fashion, beauty or who simply likes to shop… For the first time, Antrim and Newtownabbey Borough Council will be showcasing the best of what Antrim Town retailers and bespoke boutiques have on offer for spring 2017. A contemporary spring fashion and beauty show will take place on Saturday 8 April 2017 in Castle Mall from 12pm to 3pm. Audiences will be treated to a stunning selection of the latest high street style trends including colours, cuts, patterns, textiles and silhouettes. As well as clothing and accessories, there will be hair and makeup demonstrations to help to complete the look. Why not come along and support your local shops?

Come along to Castle Mall on Thursday 23 March between 5pm and 8pm to see if you have what it takes to be Antrim’s next top model. She will pass on her expertise to the models selected so that Antrim puts its best foot forward.

LOCAL HORSE PHYSIOTHERAPIST WINS NI YOUNG ENTREPRENEUR OF THE YEAR

GO FOR IT: WITH YOUR LOCAL COUNCIL Since October 2016, the Council has received more than 80 enquiries from across the Borough for the Go For It programme.

Katie Jane Wray of Horse and Hound Physiotherapy, Ballyclare has been awarded Young Entrepreneur of the Year at the Enterprise Northern Ireland Awards. Katie works mainly with horses as well as treating a range of other farm and domestic animals. Uniquely, she also organises high level training for animal physiotherapists and their trainers, bringing in top therapists from the UK to offer the best possible continuous professional development. In just one year she has set up a thriving business working across Ireland and is in such demand, she accompanies some of her clients to prestigious shows in Europe. Katie says: “I always loved animals and grew up riding horses and competing in national competitions. I spent five years studying and then went freelance but I really wanted to start my own business.” Katie received support in setting up her business from LEDCOM (Local Economic Development Company) in partnership with the Go For It programme. “Just over a year ago I met with LEDCOM. They helped me so much with all the aspects of setting up my business. I feel it’s quite uncommon for an agricultural business to be recognised in this way and I’m really proud that this highlights the innovation within our sector,” she added.

From these, over 30 individuals are now actively working towards developing, or have completed, a business plan in partnership with Antrim Enterprise Agency and LEDCOM. The programme is open to anyone over the age of 16, living in the Borough and offers:

• One-to-one appointment with a specialist business advisor • Advice on how to access grants and funding • One to one financial and business planning advice • Access to best practice guides, tools and videos • Support and help to develop your own business Local Toomebridge entrepreneur, Kevin Best of Kevin Best Photography, has received business planning assistance through Antrim Enterprise Agency. Specialising in wedding and landscape photography, Kevin found the programme of support to be very good and informative: “My business advisor gave me clear direction on how much is involved in setting up a business. She helped me realise the costs that were involved and how much business I needed to generate. I found the support invaluable”.

PROUD TO BE A QUITTER This year, the Council showed its support for anyone wanting to quit smoking by working alongside the Public Health Agency to promote No Smoking Day.

The focus this year was on promoting No Smoking Day to staff and students at the Northern Regional College, with particular emphasis on the benefits which can be gained from quitting smoking. This includes better health, increased productivity, improved student and staff morale, a pleasant working environment and a better corporate image.

The Public Health Agency reports that in Northern Ireland, around 340,000 people aged 16 and over smoke. Smoking contributes to not only many cancers, heart disease, bronchitis and asthma, but other illnesses, including stroke, which causes around 2,400

BEE-LICIOUS BRINGS A BUZZ TO THE BOROUGH Back in October we brought you information on Bee-licious - an exciting new pollinator project which had just been awarded £76,800 from the Heritage Lottery Fund. Over the last few months, we have been working with seven other councils across Northern Ireland planning the three year project which has been designed to restore native flower-rich habitats for pollinating insects.

Pollinators such as bumble bees and beetles are in decline and need our help. Why not come along and enjoy a range of FUN, FREE events where you can help make food and homes for these precious pollinating insects and learn more about pollinators.

SCRAMBLERS: RESPONSIBLE USE IS KEY As the bright nights approach again, Antrim and Newtownabbey Policing and Community Safety Partnership (PCSP) and local Police are reminding parents to play their part by considering how their children use scramblers. Some scramblers don’t comply with Construction and Use Regulations and Safety and Vehicle Standards, therefore, are restricted to "off-road" use only. Council Park Wardens will be patrolling our local parks to try and deter the use of scramblers. The wardens are in constant contact with the PSNI to report offenders and everyone is encouraged to report scrambler incidents in the Borough to the PSNI by telephoning the non-emergency number, 101. Following the success of last year’s Best Kept Garden competition, we are delighted to announce that entries for this year’s competition will open on 1 May. This year’s competition will now feature a number of new categories including Best Kept Front Garden and Best Kept Container Garden. For those under 18, there will be a Tallest Sunflower Competition and an award for the Best Kept School Grounds. Whether your garden is big or small, the competition is open to all residents within the Borough. So if you love your garden, or if you know of someone who works tirelessly to keep their garden looking beautiful then make sure you get an entry form in. Entry forms will be available from 1 May at www.antrimandnewtownabbey.gov.uk/ bestgarden Closing date for entries is Friday 9 June. Don’t forget to include photographs of your garden looking its best, as these will be used for shortlisting. PARK WARDENS Our Borough is blessed with many beautiful parks and open spaces which are enjoyed regularly by our residents and visitors. Helping to keep our parks clean and safe are a group of Park Wardens who actively patrol the parks right across the Borough dealing with issues such as littering, dog fouling and anti-social behaviour. They also work alongside dog and litter wardens and have enforcement powers to issue fines. Watch out for the Park Wardens who will be out and about with their mobile over the next few months providing information and advice to those visiting the parks. The wardens will also be on hand to highlight issues in the area such as shared path safety and biodiversity as well as gathering feedback from the public.

PRIDE OF PLACE AWARDS: WINNING COMMUNITIES At the annual Pride of Place Awards ceremony held in Belfast’s Waterfront Hall, two groups from our Borough were presented with top awards. The all-island Pride of Place Awards are now in their 14th year and are known affectionately by many as the ‘Community Oscars.’ The awards promote and celebrate the best in community development and recognise the selfless efforts of people in making their neighbourhoods better places to live, work and socialise. TIDAL from Toomebridge were runners up in the category for Community Social Enterprises, while Rams Island Heritage Project were runners up in the category for Islands and Coastal Communities. Both organisations received a trophy and €500. The Council is delighted that the many hours of hard work that goes on in our communities has been recognised at an all-Ireland level.

The Preferred Options Paper is about the space we live in and what it will look like in the future. The other, the Draft Community Plan, is about our quality of life and the things that matter to us. It’s called ‘Love Living Here.’ Many of you have already told us that you do and now the research has also identified some of the key issues our Borough has to face in the future. We have drafted a plan in conjunction with other partner agencies and organisations and we want to hear what you think of the Plan. If you love living here, it’s time to have your say. We need residents, business owners and service providers to help shape the future of this Borough. It is really important that you, the people who live and work here, comment on these documents and are part of informing how they develop.

With the setting of the 2017/18 rates, Council is also planning an ambitious capital development programme of approximately £22 million. This is alongside the day to day provision of key services such as waste and recycling collections and the running of our leisure centres. Further improvements in recycling services will see the expansion of the kerbie box scheme in Newtownabbey and the introduction of kerbside glass recycling in Antrim. The Regional Rate, the portion of all Rates bills, which is determined by the Northern Ireland Assembly and the same across all Council areas, has yet to be set.

The purpose of this Plan is to demonstrate that the Council is delivering in areas of work where it aims to make a significant improvement to services and outcomes across the Borough. On Thursday 2 March we commenced a 12-week consultation period to seek feedback from our stakeholders on our draft Corporate Improvement Plan.
