As always, we have a major focus on recycling in our Borough (pages 18 and 19). Recent statistics show an increase of 17% in food and garden waste recycling, which is fantastic news and I would like to congratulate you all in helping our Borough become an even better place.

Our new MORE family leisure membership has been going from strength to strength and I am delighted to report that earlier in the year we signed up our 10,000th member. It is fantastic to see so many of you leading a healthier and active lifestyle. If you haven’t taken out a membership yet then make sure you check it out. See page 7 for more details.

GET TO KNOW OUR LOCAL GOLFERS… TIARNAN MCLARNON We recently caught up with local golfer, Tiarnan McLarnon whose golfing career is going from strength to strength.

Tiarnan regularly plays at Allen Park, and uses the golf simulator on site to help perfect his play.

TOM MCKIBBIN

I began playing golf when I was about seven and became a member at Allen Park when I was eleven.

Tom McKibbin’s golfing success began at a very young age having scooped awards including the Under 12 World Champion back in 2015 and more recently the U18 Junior Honda Classic.

At the last Antrim and Newtownabbey Borough Council Sports Awards, Tom was also crowned Junior Sportsman of the Year demonstrating his talent, commitment and ability in golf.

Where do you like to practice?

What age did you start playing golf?

What age did you start playing golf?

I spend a lot of my time at Allen Park. The golf simulator there is fantastic as it allows me to work on the technical parts of my game such as ball flight, ball speed, spin and yardage. These are the things that make the difference at elite level and this piece of equipment provides feedback that a coach can’t see or tell you.

What has been your biggest success to date?

My biggest success to date is winning the AIG Irish Amateur Close Championship in 2015.

Out of all the courses you have played on, which has been your favourite?

My favourite home course is Royal Portush and the best course I've played outside Ireland is Sebonack, Long Island, New York.

What has been your biggest challenge throughout your golfing career?

My biggest challenge is probably balancing my working life with high level golf.

I started playing golf when I was eight years old, my friend was going to the driving range and I went with him.

What has been your biggest success to date?

I’ve had alot of success - my first big success would have to be the World Championships in 2015 in Pinehurst, North Carolina, however winning the Junior Honda Classic Under 18 division last month is right up there too.

Out of all the courses you have played on, which has been your favourite?

It would have to be Lake Nona Orlando, Florida.

What has been your biggest challenge so far?

In 2016 I was invited to play a Challenge Tour event - the Northern Ireland Open which was held at Galgorm Castle.

I was the third youngest amateur to ever play in a professional European Tour event.

Who is your golfing inspiration?

Rory McIlroy and Graeme McDowell!

Who is your golfing inspiration?

My golfing inspiration is Tiger Woods, always has been.

What is your dream competition to play in and why?

Playing an Open Championship, Royal Portrush would be ideal.

What advice would you give to someone who wants to take up golf?

What is your dream competition to play in?

The Masters at Augusta National.

What advice would you give to someone who wants to take up golf?

JUST DO IT

I would say go for it, give it your all and enjoy the game.

Designed by PGA Professional Peter McCarroll, Couch 2 Golf is a five week introduction to the sport and is specifically tailored for absolute beginners who have never picked up a golf club. You will learn the fundamentals of this great game in a fun and relaxed group environment.

The culmination will be a two-hour session out on the golf course. Taking place at Allen Park the course begins week commencing 9 April and costs £60 for the five weeks.

Session times are Mondays 6-7pm, Mondays 7-8pm or Tuesdays 7-8pm (one hour per week). Please note you must attend the same session each week.

FIT AT 50 We have lots of classes available for over 50s across the Borough, most of which are included in our MORE membership. These classes are the perfect way to lead a healthier and active lifestyle as well as the added social benefit of being connected to your community. SMALL LEISURE GRANTS PROGRAMME Are you an athlete or club excelling in your chosen sport? Would support help take you to the next level?

The Council's Leisure Grants Programme reopens on 1 April and could provide you with the help you need.

Elite individuals can apply for financial support to assist with training and competition costs at the highest levels, while clubs can apply for support to enhance or develop existing facilities, purchase specialist equipment or even capital projects.

The Commonwealth Games ‘TEAM NI’ announcement took place on Wednesday 3 January 2018, at Theatre at the Mill.

Selection for this squad is an exceptional achievement and ten individuals from our OFFICIAL Borough (see above) will join the team SUPPORTER OF this year across seven sports as athletes, TEAMNI coaches and support staff. Council, #GoTeamNI through the Leisure Grants Programme, has committed to support these participants to attend the 21st Commonwealth Games in Australia from 4-15 April.

In addition, the Every Body Active Netball Coach for Antrim and Newtownabbey Borough, Lisa Bowman, will attend as part of the Netball Northern Ireland Squad. We wish them the best of luck at the Games; make sure you tune in to see how they get on.

Over 2,000 residents across the Borough have benefitted from previously funded projects over the last year.

Financial support is available for individuals and groups in the Borough for physical activity projects.

Preference will be given to those projects that involve women and girls, people with a disability or those living in areas of social need.

In January, we signed up our 10,000th member since our new leisure membership scheme was launched in October. We are overwhelmed with the uptake of the new membership package and delighted that residents are choosing to lead a more active lifestyle.

Our family leisure membership is available for just £39 per month and includes the gym, fitness classes, spa, soft play, swimming pools, children’s classes and much more. This all year course offers young people the opportunity to develop their skills as an actor, examining text, improvisation, voice projection and performance skills.

ANTRIM AND NEWTOWNABBEY HAS THE LOWEST OVERALL AVERAGE RATES INCREASE OF ALL NI COUNCILS SINCE 2015 At a Special Council meeting on 12 February 2018, the Council agreed its District Rates, which come into effect on 1 April 2018.

The setting of the 2018/19 rates has been very challenging with Land and Property Services (LPS) confirming in September 2017 that a substantial rates refund of almost £1M was payable by the Council. This arose from a successful appeal of a rates valuation with LPS. This was totally outside the control of the Council and had a significant impact on this year’s and future years’ budgets.

In addition, next year’s budget has also had to account for the 2% public sector pay inflation.

After a four year rates freeze for ratepayers in the Newtownabbey area there will be a 3% increase in domestic rates. Following three consecutive years of rates decreases for ratepayers in the Antrim area, there will be a 2.48% increase in domestic rates.

This year, commercial ratepayers across both Antrim and Newtownabbey areas will see a 2.48% increase, following three consecutive years of rates decreases.

Despite the challenges faced in setting this year’s rates, Antrim and Newtownabbey has the lowest overall average rates increase, of all Northern Ireland councils, since 2015.

Mayor of Antrim and Newtownabbey, Councillor Paul Hamill commented: “It’s been a very challenging time for Council.

The significant rates rebate and the associated reduction in future rates income led to further examination of planned expenditure. With thorough financial planning and further efficiencies, the rates for 2018/19 have been set.

Councillor Hamill continued; “Since the elections in 2014 the Council has delivered an extensive capital development programme during this period and is committed to future capital development programmes. This will see the continuation of a public realm scheme in Antrim, refurbishment works in our leisure centres, some play areas, public carparks and the commencement of the exciting V36 Skateboard Park. We are also planning recycling improvements for residents, which will see our Council area retain its reputation as a top recycling performer.

“Given the recent significant job losses in the Borough, we have also set aside some funds which will allow us to invest in strategic projects which will be directly linked to job creation in the Borough through collaborative opportunities such as City Deal and the Heathrow Hub.” The Regional Rate portion of the Rates bills is set by the Northern Ireland Assembly and has yet to be agreed.

What is your role and what inspired you to take on this role?

Antrim Enterprise Agency has been playing a pivotal role in the Antrim and more recently, Newtownabbey area Kerry McClintock for over 25 years by encouraging, guiding, motivating and inspiring individuals into self-employment.

We achieve this by providing business advice, funding support and workspace area.

We believe that all clients who come through our doors are helped, encouraged and supported on their entrepreneurial journey and are given the right support at the right time of their business growth and development.

What is your role and what inspired you to take on this role?

I am the Business Development Manager and my role is to explore and deliver a range of enterprise projects.

I am Chief Executive Officer and Company Secretary of the Board of Directors. I am passionate about entrepreneurship and keen to create new and exciting initiatives which will make a difference to peoples’ lives within the Borough. Our advice and training can provide people with a means by which they can earn money for the rest of their lives.

I get my inspiration from the clients that I work with as I feel my job is to support them in realising their dream.

Very often there is a fear of starting a business or a lack of information about how to go about it. All they need is an ear to listen to their idea and support to help them set goals to achieve their entrepreneurial objectives.

What advice do you have for aspiring entrepreneurs or local business owners?

What business trends can you foresee for 2018?

My advice would be “no business is an island!” Make contact with your Local Enterprise Agency to avail of the fantastic free support they provide. Another piece of advice would be network, network, network! Everyone knows something which you don’t… opportunities don’t magically appear; you need to create them!

LANDSCAPE CHARACTER QUESTIONNAIRE As part of the new Local Development Plan process, the Council is carrying out an assessment of landscapes to help update and inform local landscape designations.

The Forward Planning Team would like your help with this project so please let us know about your favourite landscapes and places. These may be hills, drumlins or valleys close to your home, the kinds of places you might choose to take a friend visiting the area. These landscapes may also be special places or important in your everyday life. They can include landscapes that cross the boundaries into neighbouring Council areas.

This information will help us to create an appraisal for a borough wide Landscape Character Assessment. CALLING ALL VALLEY PARK VISITORS Regular visitors may have noticed some improvement works being carried out over the winter months.

This has included the creation of wildflower meadows and woodland management, thanks to the Belfast Hills Partnership (BHP) Project Wildlife Connections.

As well as improving habitats, BHP is looking for Volunteer Wildlife Connections Wardens.

Did you know that there are 14 Green Flag award winning parks and open spaces across the Borough? Why not take some time this spring to pay a visit?

WHAT CAN VOLUNTEER WARDENS DO?

The Green Flag Award is an international certification which recognises parks and open spaces with high levels of maintenance, facilities and community involvement.

You can give as little or as much time as you have free, something as simple as reporting issues that require attention would greatly help.

If you can commit more time then take advantage of training opportunities, help with local events or take part in surveys of the site.

Included in the 2017/18 awards were a few firsttime winners, including Jordanstown Loughshore Park, Hazelbank Park and Gideons Green, Mill Race Trail, Valley Park and Wallace Park.

Ballyeaston Church Ruin which is managed and maintained by volunteers from Ballyeaston Village Committee, received a second Green Flag Community Award.

Parks and open spaces are an important resource for people and wildlife. So if you want to blow the winter cobwebs away or simply take the dog for a walk, you will find somewhere special to suit you in the Borough!

THE BIG SPRING CLEAN

The BIG Spring Clean is Northern Ireland's biggest volunteer clean-up and we need your help to make it happen this April!

• 450g (1lb) plain flour • 1 tsp bicarbonate of soda • 284mls buttermilk

• 100g (4oz) cherry tomatoes, halved

2 Fry the bacon, spring onions and tomatoes for 3-4

minutes and allow to cool.

3 Mix the flour, bicarbonate of soda and 1 tsp salt in a

large bowl.

4 Mix in the bacon mixture. Make a well in the centre and

pour in the buttermilk.

5 Using your hands lightly knead to form a dough which

should be soft but not sticky.

6 Mould into a large round loaf and place on a lightly

greased baking tray. Make a cross in the top with a knife.

7 Bake for 30 minutes until golden and sounding hollow

when tapped on the base.

8 Slice and serve with leftover roast meat, ham or cheese.

A lot of waste is generated by buying more than we need. Reducing waste is the most sustainable and environmentally beneficial thing you can do. This is because waste that is not created in the first place does not need to be re-used, recycled or disposed of.

If you need more food waste bags, please tie your last bag or red tag to your brown bin or caddy when you leave it out for collection. You can always collect rolls of food waste bags from any of our main household recycling centres or leisure centres.

How we can help If Enforcement Officers catch someone failing to immediately clean up after their dog a £80 Fixed Penalty Notice can be served or the offender can be prosecuted.

To help reduce the problem, the Council’s Enforcement Officers have been stepping up patrols in hotspot areas as well as providing advice and free dog waste bags to dog walkers.

SPRING HAS SPRUNG – STAY SAFE Now spring has sprung, thoughts turn to freshening up our homes with a good spring clean. As the dusters come out it’s also an opportunity to think about how secure the furniture is that we are cleaning.

Are large items like bookcases, chests of drawers, wardrobes and flat screen TVs secure?

Ensure that tall, heavy furniture is secured to the wall with a bracket or tether meaning that it cannot topple over.

Businesses within our Borough are actively encouraged to take a leading role in contributing to the quality and appearance of the local environment. The environment in which we live, work, shop and relax is hugely important to both local residents and visitors to our town centre and surrounding areas. If you are a local business and want to do your bit to help you can do the following: Ensure that bin areas are actively maintained and kept clean and tidy Provide sand buckets or wall-mounted ash trays Encourage both staff and customers alike to take responsibility for their own waste.

We greatly appreciate the efforts of all businesses in helping create a borough that is clean, inviting and attractive to residents and visitors alike.

When reaching up to dust the top of tall furniture and curtain rails for example, use a securely located step ladder rather than climbing on chairs to reach up high.

When finished, ensure that all cleaning chemicals are stored away out of reach of children in a high up locked cupboard along with all other ‘everyday use’ chemicals such as bleach, disinfectants, dishwasher/ washing machine liquitabs and powders.

Now may also be a good time to check medicine boxes or cupboards for out of date medicines that are no longer needed. These should be disposed of by taking them to your local pharmacy.

PEACE IV PROGRAMME

ROAD SAFE ROADSHOW

The PEACE IV Programme in Antrim and Newtownabbey continues to make significant progress, with residents beginning to see programme delivery on the ground throughout early 2018. Having accepted a Letter of Offer from the Special European Union Programmes Body (SEUPB) in September 2017, the PEACE IV Partnership has been working diligently to procure delivery agents to help roll out the PEACE IV Local Action Plan between January 2018 and December 2019.

Year 14 students from across the Borough received a hard-hitting lesson about road safety when they attended the Road Safe Roadshow at Theatre at The Mill on Wednesday 31 January.

A number of organisations have now been appointed to deliver the following programmes: Children and Young People Programme 4 - Leadership and Life Skills Programme Delivery Agent - Todd’s Leap Ltd Shared Spaces and Services Programme 1a - Community Connections Programme Delivery Agent - Blu Zebra Ltd Building Positive Relations Programme 1 - Dialogue Programme Delivery Agent - Copius Advisory Services Building Positive Relations Programme 2 - Capacity Building Programme Delivery Agent - Local Economic Development Company (LEDCOM)

The Roadshow used powerful, personal accounts of those who have been caught up in the carnage of road traffic collisions and dramatic film footage to deliver the message. The event aims to have a positive influence on the driving behaviours of 17 and 18 year olds as they are beginning to take to the roads. It also highlights the difficult and challenging job that our emergency services complete as they assist at the scene of a collision and the personal impact a serious incident can leave with people who work to help us when we need them most.

Upon leaving the Roadshow, the young people experienced a re-enactment of a fatal car crash demonstrating the devastating impact dangerous or careless driving can have on themselves and others.

The Road Safe Roadshow is a partnership between the Police Service of Northern Ireland, the Northern Ireland Fire and Rescue Service and the Northern Ireland Ambulance Service.

In December the Enchanted Winter Garden at Antrim Castle Gardens was a truly magical experience when almost 61,000 visitors from as far as Spain flocked through the Barbican Gate where a magical world was revealed.

The Antrim Wheel was just one of an array of dazzling delights which entertained the thousands who braved the worst of winter weather at times to attend.

Visitors were captivated by a host of animated experiences and attractions including a twinkling Wonderland Wood, dramatic illuminations throughout the gardens, a 35m Ferris Wheel, Santa’s Grotto, Festive Fayre stalls offering food, drink and crafts, The Olde Inn and old-fashioned carousel. Local musicians, characters and performers entertained the visitors as they explored the stunning site.

Feedback about the event was hugely positive and will be used to develop the event for 2018.

As part of this event the Council held its first pilot inclusive evening on Wednesday 20 December. The event, in partnership with The Junction, Antrim was relaxed in all respects to suit children and adults who had physical and cognitive disabilities. Sensory Kids NI facilitated sensory and quiet rooms at the event as well as providing helpful advice and support to those families who attended.
