Keeping healthy is essential, but it is also vital to look after your mental and emotional health and wellbeing. Through our Community Plan we have pledged to support the Take 5 Steps to Wellbeing - check this out on page 23. Our MORE membership continues to grow and as part of our commitment to improve the sporting facilities in our Borough a £2 million investment in leisure facilities will begin this year - see page 8 for more details. For the second year in a row Antrim and Newtownabbey has been named the number one recycler in Northern Ireland. Congratulations to you all for your help at keeping us Number One! As I approach the end of my Mayoral term I would like to thank you all for your support throughout the year, I have thoroughly enjoyed meeting all of you at the numerous events I have attended. With two actors, projections, live music underscore and a soundscaped chorus, The Long Now explores one man’s memories of growing up in County Antrim in the 1950s set against the ripples of external political, economic and cultural forces that were to impact so forcibly on life here during that time. 'Memory is general to all, while memories are unique to each of us. Memory is shared, but my memories are mine, warmed or cooled, sweetened or embittered with time's passing. I remember as a child being a passenger in a big black car on one dark evening. I remember sitting low in the front passenger seat, looking up and out through the windscreen, the passing world of tree tops and cloudfilled sky being cut like scenes in a film with that mesmeric rhythm of the windscreen wipers. Do I remember, or do I imagine the sound of the wipers, the warmth of the car, and the smell of the smoke of my mother's cigarette? I do not know but I imagine I remember the truth of that experience.'

Two recent works and one world premier showcase the contemporary face of the Royal Ballet. Christopher Wheeldon’s Within the Golden Hour is based around seven couples separating and intermingling, to music by Vivaldi and Bosso and lit with rich colours suggested by sunset. Crystal Pite’s Flight Pattern, revived for the first time, uses a large dance ensemble and Górecki’s familiar music from his Symphony of Sorrowful Songs for a poignant and passionate reflection on migration.

FREEDOM OF THE BOROUGH FOR WORLD SUPERBIKE CHAMPION In January, the Honorary Freedom of the Borough of Antrim and Newtownabbey was conferred upon four-time World Superbike Champion, Dr Jonathan Rea MBE. The prestigious award was bestowed to Jonathan at a public ceremony in the Theatre at The Mill in Newtownabbey. Over 200 Jonathan Rea fans as well as family and friends joined the Elected Members of Antrim and Newtownabbey Borough Council, Freemen of the Borough and other invited guests for the momentous occasion. Following the official ceremony, BBC’s Stephen Watson talked to Jonathan who shared some of his highlights over the last four years with the audience. The Freedom of the Borough is the highest award that the Council can grant and is normally awarded to local people and organisations who have, in the opinion of the Council, rendered eminent services to the Borough. Jonathan’s name will now be added to the Council’s Roll of Honourable Freemen alongside other sporting heroes from the Borough including champion jockey Sir AP McCoy OBE and rugby legend Dr Willie John McBride CBE. MRS JOAN CHRISTIE CVO OBE LEGACY BURSARY SCHEME Mrs Joan Christie CVO OBE steps down from her role as Her Majesty’s Lord Lieutenant for County Antrim in June 2019. From 1 September 2008 she has provided a dedicated, selfless and outstanding service to the County and in particular the Borough of Antrim and Newtownabbey. To mark the end of her service and create a legacy in her honour, the Council has established the Mrs Joan Christie CVO OBE Legacy Bursary Scheme which will support young people to achieve their potential.

There are eight bursaries of £1,000 each including: • Two bursaries for talented young musicians • Two bursaries for young volunteers and two bursaries for the groups the young volunteers belong to • Two for schools promoting the education of children with learning and/or physical disabilities. The categories reflect the commitment Mrs Christie has for young people as well as her passion for music, volunteers, special education and gardening.The bursary application process and guidelines will be widely publicised and Mrs Christie will be personally involved in selecting the worthy recipients. Supporting young people to believe, achieve and succeed is a worthy legacy to honour the tireless dedication Mrs Christie

INVESTMENT
We have lots of exciting capital projects happening in 2019 as part of our ongoing commitment to improve the leisure facilities available across the Borough. A phenomenal £500,000 is being invested in the modernisation and extension of the existing health suite at the Valley Leisure Centre. This includes replacement of the Jacuzzi, Steam Room and Sauna with the addition of new ventilation, heated loungers and a monsoon shower. The 3G soccer pitches at the Valley Leisure Centre recently received an impressive £120,000 investment in the resurfacing and redesign of the pitches, including two 5-a-side pitches being merged into one 7-a-side pitch. Antrim Forum, Sixmile and the Valley reception areas will be undergoing a modernisation and facelift costing around £400,000. This includes new self-service kiosks and other technologies which will improve the customer journey, offering fast access and reducing queuing times. To further enhance accessibility, Antrim Forum and the Valley Leisure Centre will also benefit from a new Changing Places type facility which will provide additional equipment such as adult-sized changing benches and hoists for those users with complex needs. This much needed addition will improve the service provision at the leisure centres at an investment of £150,000. A £30,000 investment from Council which is being match
funded by Disability Sport NI, is being invested in Pool Pods for both Antrim Forum and the Valley Leisure Centre. This equipment will help those with additional needs in and out of the swimming pools making them more accessible. There are also plans to refurbish and extend the fitness suite at Sixmile Leisure Centre. The £525,000 investment will significantly increase the current floor space, provide new state of the art fitness equipment, and includes replacement of air conditioning and ventilation. Council will also be investing £300,000 along with £145,000 funding from SEUPB Peace IV for a new V36 urban sports park. The facility will be a purpose-built recreational environment made for skateboarding, Parkour, BMX, scooter, wheelchair, and inline skating with inclusive options for users of all abilities. QUEST SUCCESS In our last issue of Borough Life we announced Crumlin Leisure Centre’s recent achievement of the Quest Accreditation. In recent months, Allen Park, Ballyearl and Sixmile Leisure Centre have also been accredited the Award. The Award is specific to the Leisure Industry and demonstrates high standards of good practice and continuous improvement in all aspects of the leisure centre. LEISURE GRANTS Are you involved in sport and living in the Borough? If the answer is yes, there may be a leisure grant for you. Grants are available for eligible individuals and clubs (voluntary constituted groups affiliated to Sport NI, Irish or UK Sport Governing body). The interest in the grants and uptake has been increasing year on year. Our award winning Antrim Castle Gardens now offers an Inclusive Play Zone for those with additional needs and includes sensory toys, a parachute game, boccia and kurling sets with ramps. This equipment can be enjoyed outdoors throughout the Gardens or indoors if the weather is wet. FOOD ALLERGENS & INTOLERANCES Do you have a food allergy or food intolerance? If so, it’s important that you have the all the information you need to make a safe food choice when eating out in restaurants or take-aways. It is a legal requirement for caterers to be able to provide clear and reliable information about what is in their dishes. This information can be provided in writing by simply listing the allergens present in food or alternatively an allergen notice can be displayed, indicating that information about the foods served is available on request. This sign must be visible to the customer prior to ordering. Here is some useful advice to consider when eating out: • • • • • •
Be mindful that food businesses must provide you with allergen information but are not required to offer you a different meal to suit your need Be very clear about your allergy/intolerance and give examples of the foods that make you ill If you don’t feel the person you’re speaking to understands your needs, ask for the manager or chef Ask how the food is handled and cooked, and whether there is a chance of cross-contamination Be aware that in complex dishes, allergens could be less obvious or hidden. Always ask the restaurant what is in the dish If there is any doubt about the staff understanding the importance of your dietary needs, do not take the risk of eating the food.
Consider the following when ordering a takeaway over the phone or online: • • •
Check that the allergen information is available on the menu, online or over the telephone When ordering for several people, make sure the restaurant labels your meal, so you know which order is safe for you If using an app to order you food, ensure you contact the restaurant to check whether your chosen food is suitable, before placing your order.

S M O K ING Shocking statistics have revealed that more than 200,000 children in the UK aged 11-15 start smoking each year. Smoking just one cigarette in early childhood doubles the chance of a teenager becoming a regular smoker by the age of 17. The earlier a young person becomes addicted and continues smoking into adulthood, the greater the risk of developing heart and lung disease later in life. The legal age to buy tobacco is 18 and it is illegal for anyone to sell tobacco to someone under the age of 18. It is also a criminal offence for friends and family members to buy cigarettes and give them to anyone under the age of 18. Doing so could result in a fine of up to £5000 and a possible court appearance.
Looking to quit? Giving up smoking is often tough. Plan an approach to stopping that is most likely to work for you.

Set a specific date on which you want to stop smoking and stick to it Let people know so they can support you Try to encourage a group of your friends to stop with you and support one another Put the money you’re saving on cigarettes away so that you can buy something you really want - it can help motivate you when things are tough Avoid skipping meals or eating sweets, as both cause a rapid rise and fall in blood sugar levels which make cravings worse Change your routine to avoid situations when you usually smoke.

LANDLORD REGISTRATION SCHEME Do you own a property and let it out under a private tenancy? If so then you must register with the Landlord Registration Scheme. This scheme collects and maintains accurate information on landlords and their properties and aims to improve tenant’s confidence in their landlords. By registering you will also receive regular updates on the duties and responsibilities of landlords and tenants. Registration is valid for three years, so if you are a landlord and registered in the scheme more than three years ago then you will need to renew your registration if you are still renting out a property. Landlords who fail to renew a registration while continuing to rent out properties risk being issued with a fixed penalty of up to
£500 or if taken to court can be fined up to £2,500. Registration is easy and can be done by one of the following: •

LOWEST RATES INCREASE OF ALL COUNCILS SINCE LOCAL GOVERNMENT REFORM IN 2015 At a special council meeting on 11 February, the Council agreed its District Rates, which come into effect on 1 April 2019. This year, commercial and domestic ratepayers will see a below inflation rise of just 0.99%. The increase for 2019/20 is equivalent to around an extra £3.92 on an average domestic property valuation of £112,000. Since the new Council’s term began in 2015, Antrim and Newtownabbey have had the lowest rates increase in all of Northern Ireland. For the first three years, Newtownabbey residents had a rates freeze and Antrim residents had a year on year reduction in their rates. The setting of the 2019/20 rates has been challenging given the inflationary pressures within the economy, balanced with maintaining high levels of service delivery. Mayor of Antrim and Newtownabbey, Councillor Paul Michael commented, “Given the challenging pressures within the current economy, the Council is still committed to a number of capital development programmes which you will see across the Borough.

The Gateway Centre at Antrim Loughshore;

A Skateboard Park at V36;
•
Major improvements at Lilian Bland and Rathcoole Playparks;
•
Refurbishment of the Fitness Suite at Sixmile Leisure Centre;

He continued “Meticulous financial planning will also allow us to invest in strategic projects which will be linked to job creation in the Borough through combined opportunities such as Belfast Region City Deal and Heathrow Hub”. The Regional Rate, the portion of all Rates bills, which is determined by the Northern Ireland Assembly and is the same across all Council areas, has yet to be set. The Programme can provide up to five days free mentoring support to help your business grow and develop. Alan Lowry, Managing Director of Environmental Street Furniture, is a past participant of the OPTIMAL programme and we caught up with him to hear how the programme benefitted his business.
Q1. HOW DID YOU HEAR ABOUT THE OPTIMAL PROGRAMME? I received an email from the Council advertising the programme so it is important to be on their business network directory. Q2. WHAT SUPPORT DID YOU RECEIVE? We worked with three mentors who gave us their time and expertise. They assisted us with staff development/training, overseas legal legislation, paperwork for exporting and marketing analysis of our online and offline marketing. Q3. WOULD YOU RECOMMEND THE OPTIMAL PROGRAMME? Yes definitely, as it allowed us to review and amend our current operating procedures as a business. Q4. WHAT WAS THE HIGHLIGHT OF PARTICIPATING IN THE PROGRAMME? Giving our staff an opportunity to talk openly and frankly about their strengths, weaknesses, addressing issues and training needs, which can often be missed as companies grow. It’s made us a much stronger team who are invested in the business. The support was very valuable and helped strengthen our competitiveness and take advantage of new business opportunities.

HAVE YOUR SAY ON LOUGH SHORE SCULPTURE! The Council is commissioning a piece of permanent public art at Antrim Lough Shore Park. The Park is currently being transformed with the development of The Gateway and this flagship facility will have stunning views over Lough Neagh. The proposed public art, funded by Lough Neagh Landscape Partnership, will be a unique sculpture for navigational and biodiversity purposes and will promote the folklore of Lough Neagh. We would like to hear your views on the type of public art you would like to see created. The location of the sculpture will be the area near the telescope, as shown in the photograph below.
TENDER TRAINING FOR LOCAL BUSINESSES The Council, together with Mid and East Antrim Borough Council and Lisburn and Castlereagh City Council, has secured funding to deliver a Small Business Procurement Mentoring programme, to support existing businesses win new contracts. The programme will be funded through the European Regional Development Fund (Investment for Growth and Jobs Fund), Invest NI and the three Councils. The programme will support businesses to use e-tendering processes, offer specialist mentoring to help secure new contracts through public and private sector tenders and provide advice and assistance on the potential to develop supplier chains and clusters. The programme aims to create more sustainable and competitive businesses, expanding the private sector and creating a world-class business climate in the three Council areas. The programme will run from April 2019 – December 2022

Invest NI: Invest NI is running a series of ‘Get Ready for Brexit’ clinics across Northern Ireland. BALLYCLARE IS BLOOMING The Ballyclare Chamber of Trade, in partnership with the Council is determined to build engagement across the bustling town of Ballyclare this year. Volunteers have been inspired to help keep the town looking fabulous all year round. Recent experience has clearly demonstrated the benefits of partnership working with visible improvements throughout the Borough’s towns and villages, making them much nicer places in which to live, visit and work. Work has already started with the subway at Main Street, Ballyclare getting an upgrade, with plans underway to improve links from the town to the park. Local people being involved is going to make a big difference so, if you are interested in Ballyclare and want to see the town going from strength to strength, now is a great time. The Council will continue to invest in the towns and villages but local people power will add to this work and raise it to a new level! A number of the Borough’s towns, villages, local businesses and housing areas have been rewarded for their efforts by winning awards from Ulster in Bloom, the Northern Ireland Amenity Council Best Kept, Britain in Bloom and Tidy Ireland Awards. ‘Ballyclare is Blooming’ calls for you to get involved. We can help design interesting and fun activities, which fit in with the curriculum and provide interactive learning experiences for pupils. We can assist with wildlife surveys, support materials for pond dipping or organise seasonal events in our parks. BLACK GOLD Compost Awareness Week takes place from 5-11 May and we want to remind you of the great benefits of this valuable material, often referred to as black gold. Composting is the simple process of recycling organic material such as leaves and vegetable scraps into a rich soil conditioner. Not only does compost improve the quality of the soil, enabling healthy plants to grow, but it also reduces the use of fertiliser and pesticides, improving water quality and protecting the environment. By composting, you help to cut down the amount of waste being buried in local landfill sites and releasing dangerous greenhouse gases which contribute to climate change.

Through our Community Plan, we have pledged our support to the ‘Take 5 Steps to Wellbeing’ – a set of public health messages aimed at improving the wellbeing of the whole population.
Simple steps such as swapping the lift for the stairs and parking further away from your destination can all help to increase your physical activity. Being more active really does make you feel good.
Here are the five simple steps to help maintain and improve your emotional health and wellbeing. Why not try to build these into your everyday life.

Take the opportunity to try something new, rediscover an old hobby or even sign up for a course. Have a look at our wide range of courses and workshops taking place across the Borough such as jewellery making, art for beginners and dance classes. Neighbourhood Watch is one of the most well-known crime prevention schemes operating across the province. It encourages improved home security, greater vigilance and fosters community spirit to help protect local residents and their property. Anyone can belong to a Neighbourhood Watch scheme and every community or neighbourhood can set up a scheme, which can cover just one street or part or all of an estate. When you belong to a Neighbourhood Watch Scheme you are given advice about the sort of things to look out for. Any information, no matter how minor, may help the police solve or prevent a crime. With over 31 schemes in operation across the Borough, Neighbourhood Watch can make a real difference to people’s lives and can help people feel safer in their homes. GETTING TO KNOW‌ The Community Services This team is committed to putting the community at the heart of everything they do, helping to provide a range of services and activities to support groups and networks of people within the Borough. There are over 400 community and voluntary groups within the Borough including youth, health related, older people and specific interest groups. The team provides one-to-one support to newly established groups as well as long-standing ones. This support can include developing legal structures, setting up bank accounts and creating constitutions for newly established groups as well as supporting existing groups with planning and managing projects. Creating opportunities for people to develop their skills and realise their potential is a key function of the Community Services Team. The team delivers a Capacity Building Programme between September and March each year, which is open to anyone in the Borough who is involved in community development work. It gives access to a range of courses at minimal cost including First Aid, Event Management and Food Safety.

To assist community groups with organising events, delivering outreach activities and supporting running costs of premises, the Council provides a number of grants. Officers within the Community Services Team are responsible for distributing this funding and provide support and assistance to groups looking to apply. The team is committed to promoting dialogue between communities and work with groups to develop relationships with other organisations that can help to support the work of their group. Our Tackling Deprivation Officers work in areas of high deprivation within the Borough, delivering the Areas at Risk and Neighbourhood Renewal Programmes. These programmes aim to ensure that people living in these areas have access to the best possible services and the opportunities which make for a better quality of life for them and their families.
The team also manages the Community ASK Programme, which offers community groups up to five hours of FREE mentoring support from specialists in areas including digital marketing, policy development, financial planning and conflict management.
The Council’s community centres are also managed through the Community Services Team. These centres and the team that manage them provide a vital service right in the heart of the local communities.
