Council sets Lowest Rates Increase since Mergers The Council agreed its District Rate at a Special Council meeting on 10 February and has maintained its record of the lowest rates increase across Northern Ireland since the Council mergers in 2015. The District Rate will come into effect on 1 April 2020. The Council’s continued commitment to supporting businesses within our Borough has resulted in a reduction in the business rate this year of 3.54% and a small increase on the residential rate of just 1.99%, less than the current rate of inflation of 2.2%* and equivalent to an extra 15p per week on an average residential property. Savings of £6M are planned over the next ten years with changes in the delivery of our waste collection. However, overall costs have unavoidably increased by £1.5M mainly due to salary costs of £560K, energy costs of £140K and waste disposal costs of £800K.
Council remain committed to deliver a number of projects in 2020-21 which include;
» » » »
Town Centre Improvements Antrim Forum Fitness Suite Refurbishment A Skateboard Park at V36 Major Improvements at Rathfern Community Centre
» Antrim Stadium Track Refurbishment Residents’ rate bills are made up of the District Rate set by the Council and the Regional Rate, which is determined by the Northern Ireland Assembly. The Regional Rate is the same across all Council areas and has not yet been set.
For more information visit antrimandnewtownabbey.gov.uk/rates
The changes in waste collection will realise a saving of £500K and this has allowed the Council to absorb some of the unavoidable increases. Across the Borough, we have attracted significant investment by granting planning permission for a number of large projects over the last 12 months with an estimated value in excess of £25M. We also continue to invest in our considerable assets through an ongoing Capital Investment Programme.
*The RPI Rate of Inflation quoted is 2.2% from December 2019.

Exploring Exporting We were delighted to welcome over 30 local business people to Mossley Mill last month for an Exploring Export Workshop. Experienced trade consultants with proven track records in helping businesses export delivered presentations on general market overviews and opportunities in both the USA and Cork. Mayor of Antrim and Newtownabbey, Alderman John Smyth commented, “It was fantastic to see such a great turnout from local businesses and key stakeholders. This workshop focused on markets close to home such as Cork and also those further away in the United States, which both offer strategic opportunities for our companies to explore and develop. Businesses that export their goods and services are more likely to grow, to innovate and employ more people locally. As a Council we are keen to listen to our local businesses and support them where we can”.

Fortress Diagnostics £8m investment for the Borough We are excited to announce Fortress Diagnostics will be investing £8m in a new headquarters, located in Antrim Technology Park. Fortress Diagnostics is a multi-award-winning global provider of medical testing solutions. The brand new custom-built 30,000 square-foot facility will host cutting edge laboratories utilising the latest technology for medical diagnostics. The investment will also see the company double its workforce over the next three years, creating new roles across a wide range of functions including Scientific Research & Development, Production and Commercial Operations. Mayor of Antrim and Newtownabbey, Alderman John Smyth commented, “I am delighted to hear Fortress Diagnostics has chosen to invest £8million in the Antrim area. This impressive investment, with its provision of a significant amount of jobs, will be an invaluable boost to our local economy”. The company, which was named SME Healthcare Firm of the Year in this year’s Belfast Telegraph Business Awards, said the centre will enable it to manufacture more than 1,000 diagnostic testing products for more than 100 international markets.

pets. When rubbish is dumped onto the ground it can feed into the sewers, causing water to become contaminated and clogging up drainage pipes. Litter also attracts pests and rodents including rats, which are a major carrier of many types of disease that can make us ill. Set a good example, if you have rubbish when you are out and about, put it in the litter bin or even better, take it home and recycle it.
Community Your Borough needs you… One of the most offensive types of litter on our streets is dog foul. Not only is it deeply unpleasant, but it can also carry parasites which can lead to serious illness in humans. Dog fouling affects everyone and whilst we appreciate that the vast majority of dog owners are responsible, we recognise that some owners act carelessly and do not pick up after their pets. Council can’t deal with this issue alone! We need to change people’s attitudes so that all dog owners take responsibility for their pets. The Council’s Enforcement Officers patrol the Borough, signs are in place, there are more littler bins than ever and dog bags are available so there really is no excuse. Also, to try to raise awareness, staff give talks to a range
of groups and schools. Still, some people don’t cooperate. This is where you come in... You can report repeat offenders by:
» T. 028 9034 0160 or » E. envhealth@antrimandnewtownabbey. gov.uk telling us the location, time of day the dog fouling usually happens and what the dog looks like. Irresponsible dog owners – if your dog fouls in a public place and you fail to pick it up, you could be issued with a Fixed Penalty of £80. If you don’t pay the fine, you may be taken to court which can result in the fine increasing to £1000.
An Egg-cellent Fairtrade Easter Easter is just around the corner and many of us will be buying chocolate eggs and treats for family and friends. Why not choose Fairtrade chocolate this Easter and make a difference to the lives of cocoa farmers and their families around the world. As a Fairtrade Borough we are committed to promoting and using fairly traded products. By simply purchasing Fairtrade, you can help to make cocoa farming in places like Ivory Coast and Ghana more sustainable. Fairtrade guarantees minimum prices and provides a premium to invest in local communities, so farmers can provide a better future for themselves and their families. We are delighted to have achieved our Fairtrade status and have recently installed new Fairtrade signage on the signs as you enter the Borough.

It’s OK to not be OK: Focus on Mental Health Mental health problems affect around one in four people in Northern Ireland every year.
call, they chat about a range of topics including what is on in their area.
Looking after your mental health is just as important as looking after your physical health. Having good mental health means feeling positive about yourself and being able to cope with everyday pressure.
We recently chatted to one of the longest serving volunteers who commented, “We are sometimes the only contact that a client may speak to in a day and it is a personal privilege that I am part of this vital service. Our clients range from the elderly to the disabled to those with mental health issues. If you would benefit from our services, please don’t hesitate to call us, we are always here to help.”
Poor mental health can be caused by a range of factors including bereavement, loneliness, drug or alcohol misuse, domestic violence, unemployment, stress, to name a few. Sometimes it can be one of these which can trigger poor mental health, whilst in other cases it can be a complicated combination of these factors. What’s important to remember is that it is OK to not be OK and there are services and people here to help you and your mental health.
If you need help It is normal to feel sad from time to time and experience mood changes. However, if you feel in low spirits for several weeks you should think about contacting your GP for advice. Getting help is a sign of wisdom not weakness and is not wasting your GP’s time. If your mental or emotional state quickly gets worse, or you’re in crisis or despair, it’s important to get help quickly. You’re not alone; talk to someone you trust. Sharing a problem is sometimes the first step to recovery.

Darkness into Light On Saturday 9 May, hundreds of thousands of people around the world will get together to walk from the darkness of night into the light of morning to raise awareness of suicide and self-harm. The walk brings people together to create a world where suicide, self-harm and stigma are replaced by hope, self-care and acceptance. Symbolically the walk represents the therapeutic counselling journey. It sparks conversation about the
importance of mental health and wellbeing in all our lives. It also provides an opportunity for people to connect with their local community and to show their support for those who have been bereaved by suicide. The entry fees raised around the world allow Pieta House and other charity partners to continue to deliver vital services to those in need. This year’s event will take place at V36, Newtownabbey on Saturday 9 May at 4.15am. To register or for

Need help or advice? Previously known as the Citizens Advice Bureau, Community Advice Antrim and Newtownabbey (CAAN) has been providing free, independent and quality advice in the local community for over 50 years. CAAN receives funding from Council to deliver advice within the Borough. They do this through their two main offices, one based in the Dunanney Centre in Rathcoole and the other in Farranshane House in Rathenraw, and also through six outreaches in Ballyclare, Bawnmore, Crumlin, Glengormley, Randalstown and Toome.
email or face-to-face. In a typical year CAAN would deal with 50,000 enquiries, 200 appeal tribunals and would help to generate ÂŁ8 million for their clients. An increasing trend in CAANs work has been working with low paid workers and involvement in community based schemes such as Food Banks. They have a trained and dedicated team of staff with substantial experience in delivering advice and challenging policies on a wide range of issues as well as a team of highly valued volunteers.
Advice can cover a wide range of topics such as welfare benefits, debt & finance, housing, employment, consumer, health, relationships, immigration, education and tax and can be provided by telephone,

Community Resus We are continuing to work with the Northern Ireland Ambulance Service and other organisations to deliver our Community Resuscitation Action Plan. One of its key objectives is to improve the availability of and access to Automated External Defibrillators (AEDs). It is estimated that there are several thousand defibrillators across Northern Ireland, however the majority of these are not known to the Ambulance Service. If you or your business, church, community group or sports club has a publicly accessible defibrillator then please ensure it is registered with the Ambulance Service. This information will be
used by the Ambulance Control Centre when they receive a 999 call for a cardiac arrest, ensuring when CPR is ongoing that they can signpost the caller to the nearest defibrillator. To register your defibrillator visit www.nias.hscni.net Did you know that in a one year period, more than 25 defibrillators within Northern Ireland were either damaged, stolen or tampered with? Sadly, these selfish actions not only cost thousands of pounds, but can also cost lives. If you spot any malicious behaviour in relation to defibrillators, please report it immediately to PSNI by calling 101. Your call could just save a life!
MAKING A DIFFERENCE TO PEOPLE’S LIVES
UV Awareness Cancer Focus Campaign Now that spring is here and the weather is beginning to warm up, it’s important to ‘Be UV Aware’ and take appropriate care in the sun. Ultraviolet (UV) levels vary with the seasons and time of day, but when the UV levels are moderate or above we need to protect our skin and eyes. So it’s important to know what the UV index is going to be throughout the day. In Northern Ireland we are exposed to significant levels of UV radiation between March and October, even on cool or overcast days. The UV rays

from the sun are particularly strong around the middle of the day, from 11am to 3pm. So if you are spending time outdoors, whether it be through work, sport or leisure then make sure you take the necessary precautions in the sun – seek shade, cover up, wear a hat, sunglasses and sunscreen – especially when the UV levels are moderate or high. You can check out the UV index forecast at www.metoffice.gov.uk/uv
