The new Local Development Plan’s first key stage, known as the Plan Strategy, sets out the planning framework for the Borough through to 2030 and following an extensive public consultation exercise, the Plan has now been submitted to the Department for Infrastructure to cause an Independent Examination by the Planning Appeals Commission.

Welcome to the summer edition of Borough Life. The world has undergone significant change in the last year and no-one could have imagined the devastation this virus would bring and the challenges we would have to face. As we continue on the road to recovery, we can look forward to brighter days as we work together to reshape and rebuild our local economy. It has been truly heart-warming to see the power of community spirit over recent months as groups joined together to ensure their neighbours and communities were fed, supported and remained connected. Looking after the health and wellbeing of our residents remains a key priority and inside you will find details on our MORE Live online classes which have been extremely popular and have been expanded to include those with specific health conditions. We look forward to reopening the doors of our leisure centres very soon and you can find details on page 10 of our fantastic leisure memberships. Local businesses need your help now more than ever and so I would encourage you to support them by shopping, dining and staying local. We are working on plans to revitalise our town centres and on page 9 you can read about the exciting plans we have for the Borough. It has been a pleasure to support my two charities throughout my term; Air Ambulance and Guide Dogs NI. Thank you to all those who supported our online events. Council at the Centre of the Response to the Pandemic Our Borough is a beautiful place to live, work and visit and you, our residents, play a tremendous part in making Antrim and Newtownabbey the place that it is today. Mayor of Antrim and Newtownabbey, Councillor Jim Montgomery commented “During recent times, our community has pulled together to help those in need. Neighbours have connected and looked out for one another more than usual, community groups have sprung into action and organised support to the vulnerable and many people have stepped forward as volunteers for community hubs and local charities. This has created a sense of solidarity across our Borough, demonstrating the kindness and selflessness of our residents.

As a Council, it was important for us to continue providing you with our statutory services including registration, bin collections and maintenance of our parks. ANTRIM AND NEWTOWNABBEY IS
We are looking forward to welcoming you back into our town centres when you are ready to do so. We are continuing to work with businesses across the Borough to help them on the road to recovery and also to ensure we have measures in place to make your next town centre experience as safe and enjoyable as possible.
Our Covid Aware Ambassadors have a presence in our town centres, providing advice to shoppers and local retailers.
234 businesses have benefitted from a £1000 revitalise grant to help them reopen safely under the current guidelines.
We have installed new hand sanitiser units across the Borough to promote our local town centres as a safe place to shop. In partnership with the PSNI, Chamber of Commerce and local retailers, we launched our Covid Aware campaign, highlighting the importance of customer safety.
Over 200 businesses have received a pack including ‘Back in Business’ bags, face coverings, posters, window stickers as well as a five litre drum of hand sanitiser. We have also distributed social distancing posters, masks, hand sanitisers, advice leaflets and visors to local businesses to help them prepare for reopening.

65 businesses across the Borough have been provided with awnings to help expand their premises. This has increased customer capacity and helped them ensure social distancing.
Our Response The Council is committed to revitalising and animating our towns and villages. This includes: Physical enhancements and cosmetic improvements including installation of street art, branding, street dressing, floral displays and planting Repurposing of vacant spaces to support the hospitality and retail sectors

Healthy Lifestyles Thanks to £12k funding from Sport Northern Ireland and Northern Healthy Lifestyles Partnership, we have expanded our online offering of leisure classes to help our residents who have specific health conditions. Our Physical Activity Referral Scheme (PARS) targets those with weight problems as well as pulmonary, cardiac and other health conditions. The Scheme is a free 12-week fitness programme which offers a positive introduction to getting MORE active. It is designed to help participants develop the knowledge, skills and confidence they need to improve their health and wellbeing and includes a health and fitness consultation, virtual live sessions, an exercise planner and programme. Ann Lake who is taking part in the programme commented,

New Accessible Trails for Threemilewater and Valley Parks We are continually working to make our Council facilities and services more accessible for those with additional needs. Thanks to funding from the Department for Communities’ Access and Inclusion Programme, we have been able to deliver a number of new projects that will ensure our parks and open spaces can be enjoyed by everyone.
• New accessible trails have been developed at
Threemilewater Park and the Valley Park. The design of these trails mean that those with limited mobility and wheelchair users can use them easily.
• Sensory gardens have been created at Antrim Castle Gardens and Hazelbank Park. All our parks and open spaces are sensory but these areas are designed specifically to focus on sensory experience and are suitable for people of all interests, ages and abilities.

Discover the Depths of Lough Neagh The final touches are being made to the much anticipated new exhibition at the Gateway Visitor Centre in Antrim. There will be sights and sounds to excite and enthuse all ages and the learning experience will reflect five key themes around the Lough: Legends, Life, Living, Lives and Links. Offering unparalleled views across Lough Neagh, with its excellent restaurant and coffee shop the Gateway Centre has already proven to be very popular and has started the important work of showcasing Lough Neagh as a draw for recreation and visitors. We are also looking forward to the new Protector of the Lough sculpture being installed soon. It will grow from the soil next to the shoreline in a series of steel ribbons like tall grasses and willow branches. They will swirl and connect to conform to the figure of Finn McCool, rock and soil lifted above his head, celebrating the folklore of Lough Neagh’s creation. The sculpture will be arriving later in spring and will be a human manifestation of the force of the ancient fault line that created Lough Neagh. In a unique connection to the Borough’s built heritage, the Council has secured the return of stoneworks previously adorned on Antrim Castle. A special piece, depicting a mermaid will be incorporated into the Gateway Exhibition drawing upon the theme of Legends. The Exhibition will really help to tell the story of the Lough and its influence on our past, present, and future, so why not start planning your next visit now!

£1m BLK BOX Expansion shows Borough can do Business with the Best in Class Antrim and Newtownabbey is a great place to do business and this was demonstrated by a recent £1m investment by one of Northern Ireland’s fastest growing companies. BLK BOX, one of the UK’s leading manufacturers of Strength & Conditioning equipment has announced an expansion to a new 140,000 sq ft manufacturing and distribution centre in Monkstown, Newtownabbey, generating 16 new jobs. Specialising in facility design and the fit-out of world class facilities, the company has gone from strength to strength since their launch in 2012.

I wish them every success and I’m confident this new facility will help bring their ambitious growth plans to fruition.” Gregory Bradley, Managing Director for BLK BOX said, “We met with the Mayor, Chief Executive
and Councillors of Antrim and Newtownabbey Borough Council recently about moving to the Borough and everyone was very supportive which made the decision much easier. This new location will provide a larger space for us to continue to grow and expand both our capacity and our workforce. It will also enable us to create the kind of distribution centre we need to fill our growing consumer sales in the UK, Europe and further afield. We are very excited about the move to Newtownabbey and what the future holds for BLK BOX.”

New £17.5m ASDA Superstore for the Borough Shoppers in Newtownabbey can look forward to more convenience and choice with the announcement that a new ASDA Superstore will be coming soon to the Doagh Road, Newtownabbey. The Council’s Planning Committee recently approved a new ASDA Food Store as well as an eight-bay Petrol Filling Station with a Click and Collect facility. The £17.5 million investment will be a boost to the local economy with 100 construction jobs, and over 250 staff when the store is opened, generating £4.37 million each year in salaries. Welcoming the decision, ViceChair of the Planning Committee, Councillor Sam Flanagan said, “This major investment is very positive news for our Borough, not only bringing jobs but also widening the consumer choice available to our residents.” “Engaging positively with the development community is an important aspect of our economic development strategy. The transformation of this site, will also see important environmental and infrastructure improvements that will benefit the area.”

No Rubbish Excuses! Would you like a pile of someone else’s rubbish left in your garden? I’m sure the answer for most of us would be no. Yet some people think it’s acceptable to throw their rubbish down on the street or out their car window. There is no excuse for this selfish behaviour. Whether its empty coffee cups, drink cans, takeaway wrappers or cigarette butts, litter spoils our streets and countryside and can attract rats.

Dropping litter shows a lack of respect for your neighbours and spoils the community for everyone else. It also costs a lot of money to clean up our streets and countryside...money that could be better spent on other things. If you are caught littering you could face a fine of up to £80. So don’t be a litter lout when you’re out and about and put your rubbish in a bin or take it home with you.
Waste & Recycling
Business as Usual for Recycling Since the pandemic started over a year ago, our residents have been recycling over 20% more and we want to say a huge thank you for continuing to recycle during these challenging times. We know people have spent a lot more time at home and we have noticed a significant increase in the amount of waste that is being collected but it is fantastic to see that residents are still doing their bit to ensure their waste is being recycled or composted rather than sent to landfill. While it is great to see an increase in the amount of waste being recycled, we want to encourage residents to keep reducing their food waste. Here are a few simple tips:
• Write a meal plan and then draw up a list before you go shopping • Freeze any suitable food that won’t be eaten before their use by dates e.g. bread, milk
• Get creative and make some new recipes with the food that is already in your cupboards

Celebrating 100 years of Northern Ireland We recently secured £94,600 funding through the Shared History Fund which The National Lottery Heritage Fund is distributing on behalf of the Northern Ireland Office. This generous funding will support us to deliver projects that mark the centenary of Northern Ireland.

Community
Council supports Veterans Earlier this year, we launched a dedicated website page signposting veterans to the support available to them and their families. We want to highlight the numerous support services who are on hand to offer support and guidance to all former service personnel. Many of our veterans do not seek the help available to them, however we hope that we can help remove any stigma attached to asking for help which our veterans rightly deserve.
Working closely with the Veterans Commissioner for Northern Ireland, Danny Kinahan and The Northern Ireland Veterans Support Office, we have put together a support page which includes everything from Health and Wellbeing to Financial Support.

School Uniform Recycle Scheme Following the successful Borough wide school uniform recycle pilot scheme in 2020, we are delighted to announce the scheme will be back in 2021!!
The 2020 pilot scheme was delivered in all 7 District Electoral Areas (DEA’s) by the following groups: • First Antrim Presbyterian Church • Crumlin Community Hub • Carnmoney Presbyterian Church • Dunanney Centre, Rathcoole
• Monkstown Village Centre • TIDAL, Toome House • St John’s Church of Ireland, Ballyclare
Over 2,200 Items of good quality school uniform were donated to the schemes, covering 65 schools from across the Borough. These included Nursery, Primary, Second-level and SEN Schools. As a result of these donations, 230 families were provided with school uniform items. The Council is continuing to work closely with existing community-based organisations and facilities and are hoping that more will come on board this year providing more resources across the Borough.

Where is your Child Tonight? Anti-Social Behaviour (ASB) has been cause for major concern for communities, residents and statutory agencies throughout the COVID19 pandemic. ASB has a serious detrimental impact on quality of life for residents and users of public spaces where this activity is taking place. We appreciate that activities for young people are extremely limited at present however we would encourage parents to know where their children are and ensure they are not placing themselves in a position of danger or vulnerability. Antrim and Newtownabbey Policing and Community Safety Partnership (PCSP) works to make your community safer through collaborative partnership working and practical interventions. The PCSP has a number of projects engaging with young people involved in ASB. Their remit is to make the young people aware of the impact, dangers and consequences of their behaviour; challenge that behaviour and encourage positive choices. These are:

Your dog… Your mess! Let’s face it, nobody likes to see litter spoiling our streets and countryside. One of the most offensive types of litter is dog foul! You wouldn’t like to see it left at your front door, yet some people don’t think twice about leaving their dog mess on our paths and streets.

Council Goes Green Our Borough is a beautiful place and we want to protect it and keep it that way. Our new Climate Change Action Plan looks at ways we can reduce Council emissions and protect the Borough from the effects of Climate Change.
Some of the objectives and actions include: • Reducing emissions from transport by promoting sustainable transport, reducing car travel and encouraging behavioural change: We are encouraging people to walk and cycle rather than using cars, by increasing our paths and walkways throughout the Borough. We are also increasing the number of Electric Vehicle Charging Points to encourage sustainable transport.
• Reducing Greenhouse Gas emissions from the Council estate operations and fleet: Sixmile Leisure Centre recently had 30 solar panels installed to the roof of the leisure centre. This form of renewable energy will reduce our carbon footprint with the added bonus of reducing our energy costs.
• Enhancing and protecting biodiversity on
Council property and seeking to influence good biodiversity practice in all of our activities: Our extensive planting schedule includes wildflower meadows, tree planting (with the aim of planting 1000 trees per annum) as well as a local biodiversity action plan.

To help improve our customer service, we have introduced a new appointment system for the registration of births, deaths, marriages and civil partnerships at both Antrim Civic Centre and Mossley Mill. Our office hours are 9am to 4pm, Monday – Friday. Customers will still be able to use the service without an appointment, however those with an appointment will be given priority. Please note, under the current guidelines, our civic centres are closed and therefore an appointment is essential. Keep an eye on our website for updates.
