I am delighted to be elected as the new Mayor of Antrim and Newtownabbey and look forward to meeting with many of you out on my travels across the Borough. Inside you will find information on lots of summer activities and events planned across the Borough including our popular Summer Sunday Music programme, Party in the Park, Shoreline Festival Sprint Triathlon and a full range of summer schemes. We also have three pages packed full of arts and culture classes, courses and workshops so you will be guaranteed to find something suitable for all ages. For the green fingered amongst us, you will find details on this year’s Best Kept Garden competition which features a brand new category for Most Environmentally Friendly Gardening. You will also find contact details for our Councillors that were elected to serve in the Borough for the next four years. I hope you all have a great summer and don’t forget we have lots of beautiful parks, walks and woodlands right on the doorstep for you to enjoy. AUTISM IMPACT AWARD We were recently awarded the Autism Impact Award from Autism NI which further promotes our support for those with additional needs in the Borough. In order to achieve the award, our frontline staff worked alongside Autism NI to gain knowledge in the fundamentals of Autism. We now have dedicated Autism Champions at each of our venues to help make them more welcoming and accessible. Our Champions have developed a number of pre-visit guides for our facilities, allowing those with additional needs to feel more confident ahead of their visit. It is important to us that all of our residents and visitors can enjoy our facilities and services and as an Autism friendly council, we strive to ensure that every person with Autism is able to confidently access these.

INCLUSIVE COMMUNITIES DIVERSITY DAY

DEAF AWARENESS TRAINING

We are delighted to be working with the inclusive charity; Mae Murray Foundation and the Northern Health and Social Care Trust to deliver an Inclusive Communities Diversity Day on Saturday 22 June at Mossley Mill. Regardless of age or ability, come along and take part in a variety of inclusive activities such as laughter yoga, petting zoo, hand massage, sign language taster workshop, sensory play and much more! This event is for both children and adults in an environment that considers the needs of the whole community. This is a fantastic opportunity to meet other families, many of whom may face barriers to participation or feel isolated and excluded due to their caring role.

We are currently rolling out Deaf Awareness Training to provide our staff with increased confidence and skills when communicating with those customers and employees with hearing loss and deafness. As well as understanding the barriers faced by deaf people, the training allows us to better understand the types of hearing loss and identify good practice when communicating with a deaf person.

THE OFFICE OF MAYOR 2019 - 2020

Mayor

The Mayor is the First Citizen of the Borough and is elected every year by fellow Councillors.

Our Mayors have had the pleasure of receiving many distinguished visitors to the Borough including members of the Royal Family.

At this year’s annual meeting on 13 May, Alderman John Smyth was elected Mayor. By law, the Mayor has precedence in all places in the Borough, except when the Sovereign in present.

They are also responsible for promoting the Borough as an excellent place to live, do business and visit and have hosted a delegation of international trade visits which have created significant opportunities for our local businesses to expand into new markets. Each year the Mayor hosts a Community and Voluntary Christmas Celebration to acknowledge the work of the superb groups and dedicated volunteers who give of their time to make a difference to the life of those in the Borough.

The office of Mayor is a very busy one and the last term of Council saw four Mayors carry out a range of duties and responsibilities across the Borough. The Mayor is supported by the Deputy Mayor and the new Deputy Mayor for this term is Councillor Anne Marie Logue.

Many residents within the Borough who have their 100th birthday or their 60th, 65th or 70th wedding anniversary have enjoyed a special visit by the Mayor. Deputy Mayor Councillor Anne Marie Logue

The Mayor, along with all the Elected Members, works closely with the Chief Executive and Council staff to deliver the Council’s objectives and goals. Supporting all aspects of life in Antrim and Newtownabbey is one of their key roles and over the last four years the Mayors have attended more than 3000 engagements. These have included Council events such as our Enchanted Winter Garden, the regional Armed Forces Day event and the Spirit of Volunteering Awards as well as hundreds of community and business events throughout the Borough.

During their time in office, the Mayor nominates a number of charities that they support through various fundraising activities. Since 2015, the Mayors have collectively raised more than £45,000. This year Alderman John Smyth has selected Alzheimer’s Society and Northern Ireland Cancer Fund for Children as his nominated charities and also hopes to raise funds for other community/voluntary groups across the Borough.

SMALL BUSINESS PROCUREMENT PROGRAMME Good news for small businesses within the Borough. We recently secured grant assistance from the European Regional Development Fund and Invest Northern Ireland to support the delivery of a FREE ‘Small Business Procurement Programme’. This programme aims to offer support to local businesses to help them tender and procure for new business. It has been designed to equip and enable the participants to apply for public and larger private sector contracts. Qualified business mentors will deliver the Programme from June 2019 to December 2022, and will offer programme workshops, one-to-one expert mentoring and Meet the Buyer events. Specifically, the Programme will:

• support micro and small businesses with little experience or unsuccessful experience of securing contracts through public and private sector tenders • focus on e-tendering processes to build capacity using such systems • encourage firms to collaborate with other businesses to create business networks • provide advice and assistance on the potential for participating businesses to develop their supply chains.

EXTENSION OF PARKING AT MOSSLEY RAILWAY HALT We have been working with various stakeholders including Translink NI and Invest NI, to deliver better services and outcomes for local people, by exploring the possibility of extra car parking spaces at Mossley Railway Halt. The current car parking provision is operating at capacity by train users and the station has seen significant growth over the last 10 years. In line with our Community Plan, we want to find ways to overcome the barriers of travelling around our Borough by improving public transport networks. The Mossley Railway Halt extension project will add 235 car parking spaces to the area, bringing the total to 294, including 12 disabled spaces. As this area is part of the Newtownabbey Way, footpaths and improved cycling provisions will be included in the project. The project is due to be completed in April 2020.

SUPPORTING OUR RESIDENTS INTO EMPLOYMENT We currently support the work of NOW Group – an award-winning social enterprise that focuses on supporting people into employment, training and volunteering. One of the many services they provide is to support people with learning difficulties and autism to find jobs with a future. Thanks to this support, local resident Andrew Howell has now been able to find a job he loves. “When I left school I knew no-one would give me a job” were the words of Andrew before he was introduced to NOW Group. He attended weekly training courses and developed a range of accredited skills in areas such as customer service, team building, effective communication and health and safety in the workplace. Following his training, he then began a work placement with B&M Bargains in Newtownabbey, which gave him real life practical skills and allowed him to put his training into practice. When his placement came to an end, Andrew was motivated to find paid employment and continued to meet with his Employment Officer who supported him through application forms, CV building and job search techniques. He also attended the NOW Group Job Club in Glengormley Library, which kept him motivated to achieve his goal.

Through persistence and determination, Andrew secured a paid work trial with the local EUROSPAR (Henderson Group). NOW Group supported him to settle into work as well as providing advice to store colleagues on reasonable adjustments in the workplace. Andrew’s confidence, team working skills and growing self-esteem led to him completing the work trial successfully and he was offered a permanent position within the store. The Council supports a range of programmes to help our residents get into work.

GATEWAY CENTRE

In partnership with the Council, GROW South Antrim has invested over £165,000 in rural villages across the Borough. Here is an update on some of the exciting projects that were identified by local people in the villages:

The Gateway is the next stage of exciting plans to enhance the Council’s leisure and tourism offer at Antrim Loughshore Park, complementing the new nautical themed playpark which opened last year. This new facility, opening in September, will include a first floor restaurant with unparalleled views over Lough Neagh, an activity space, public conveniences, showering facilities and new accommodation for Lough Neagh Rescue. Chris Percival,Chairman of Lough Neagh Rescue said ‘We are delighted to be part of The Gateway as this will enhance water safety and provide an opportunity to promote water safety awareness’.

Ballynure – outdoor fitness equipment has been installed at the War Memorial Park Ballyeaston – restoration works were carried out at St. Augustine’s Church Ruin site and a survey of the graveyard was undertaken to provide grave locations and to map any archaeological features of historical or community interest Templepatrick – new toilet facilities have recently been installed at Wallace Park to improve the visitor experience Parkgate – a project was completed on Main Street with the support of all local businesses, to improve existing parking and create new parking provision which enables safe access to local businesses and services Straid – an environmental improvement scheme at the Calhame Road has improved the entrance to the village Rural Speed Project – working in partnership with the Department of Infrastructure, PCSP, PSNI and local village committees, funding has recently been approved to install speed indicator devices in rural villages and hamlets to improve road safety. You’ll soon have your speed flashing up on screen if you are driving too fast in our rural villages! GROW South Antrim’s funding comes through the Northern Ireland Rural Development Programme 2014 – 2020, which is part financed by the Department of Agriculture, Environment and Rural Affairs and the European Union. The Ballynure and Ballyeaston projects were part-financed by the Northern Ireland Housing Executive.

View from water Loughshore Gateway Project funding The project has received £500,000 from DAERA, through the Northern Ireland Rural Development Programme 2014-2020, with a further £50,000 provided by the Heritage Lottery Fund, through the Lough Neagh Landscape Partnership Scheme. Council hopes to confirm the catering and activity provider in due course. In 2020, an interactive interpretation area about Lough Neagh will also open at The Gateway to enhance the visitor experience. Visitors will be able to discover the unique characteristics of Lough Neagh including the myths and legends and be directed to related attractions around the Lough. BLOOMING BRILLIANT! Towns and villages across the Borough are gearing up for the summer sunshine; making plans and preparing planters to ensure their community is in pristine condition for local people and visitors throughout the summer. Recent years have demonstrated what partnership working can achieve with awards being presented to towns, villages, local businesses and housing areas for their efforts to make where people work and live a better place. So what makes an award winning area? The key is community involvement. Many groups throughout the area work in partnership with the Council to encourage a beautiful Borough. Volunteers from local areas take part in clean-ups, plant and maintain summer bedding, paint railings, engaging local schools, youth groups or businesses – the list is endless.

While the presentation of an award may be a welcome celebration – the benefits for the local area go way beyond this. With the local community engaged, more people become interested and opportunities and ideas develop. BEST KEPT GARDEN COMPETITION Calling all green fingered residents across the Borough! Is your garden your pride and joy? Or perhaps you know someone who works around the clock to keep their garden in tip top shape? If so, why not enter our Best Kept Garden competition? Big or small, exotic or traditional, the competition is open to all residents across the Borough and features a number of categories including Best Kept Garden, Best Kept School Grounds and Best Kept Community Planting. From window boxes and plant pots to flower beds and displays, we want to see as many people as possible get involved. This year the competition features a brand new category – Most Environmentally Friendly Gardening, which encourages participants to consider the positive impact their activities, such as conserving water and using less plastic, can have in their gardens. The closing date for entries is 31 July 2019 and winners will be announced in September.

SUMMER SUN ISN’T ALWAYS FUN

Trampolines are a popular piece of garden play equipment but if they are not used correctly they can cause a serious injury.

We all love to be outdoors when the sun is shining but it’s important to take care in the sun, particularly between 11am–3pm when the sun is at its strongest. If your job keeps you outdoors for a long period of time, your skin could be more at risk of damage from the sun.

Here are some useful points to help keep your children safe on a trampoline: • Children under 6 are not physically developed enough to control their bouncing safely so should not use trampolines

Sun exposure can cause sunburn, premature skin aging, skin damage and even skin cancer. Applying sunscreen is one way we can protect our bodies from the harmful effects of long wave ultraviolet A (UVA) and short wave ultraviolet B (UVB) rays from the sun. When buying your sunscreen always check the Sun Protection Factor (SPF) and UVA on the bottle. The higher the SPF the better the sunscreen’s ability to factor out UVB radiation. The UVA in sunscreen protects against ageing skin by filtering out UVA radiation and is measured on the star scale 0-5.

• Don’t attempt somersaults on garden trampolines – they aren’t designed for them • Keep the area around the trampoline clear so there is nothing to collide with if someone does fall off • When buying a new trampoline make sure they conform to EN71-14:2014 ‘Safety of toys – Trampolines for domestic use’

When buying sunscreen, consider an SPF of at least 15 and a UVA star rating of 4 or more.

• Check trampolines regularly to make sure all padding and safety nets are in place and that it is in good condition

REMEMBER - even in Northern Ireland on overcast days we are exposed to significant levels of UV radiation. When the UV index reads 3 or more, sun protection measures should be considered.

DON’T BE BLIND TO THE DANGERS! For those with young children, there are many things to consider when making the home as safe as possible. Unfortunately, window blinds with unsecured hanging cords can sometimes be far down the list and the consequences can often be heart breaking. Sadly, more than 30 babies and toddlers in the UK have died due to injuries caused by blind cords in the last 15 years.

Simple steps such as securing cords and chains with safety devices and keeping furniture away from windows so that children cannot climb can help prevent accidents and deaths. Be aware when visiting other homes or places to check if there are blind cords within reach. To remove the risk of strangulation, it is important that professional fitters install the necessary safety devices when new blinds are installed. If you live in rented accommodation you should come to an agreement with your landlord to allow this to happen.

BE ALLERGEN AWARE Warm summer evenings can be the perfect excuse to get together with friends and family for a BBQ, but if you have a food allergy then extra care must be taken. Always check with the host about what is in the food they are serving. Sauces, marinades and spices are likely to contain allergens such as milk, eggs, soya, sesame, fish etc. If you are taking any of these from a pre-purchased container then be sure to check the ingredients label. Dips and salsa can easily become ‘contaminated’ by other food items being dipped in them by someone else. Be sure to take your portion of a safe dip first before anyone else has used it or even bring your own with you. Likewise, serving utensils can easily come into contact with other foods that may not be safe. Always ensure that you are using clean serving utensils.

NEW LAWS FOR LANDLORDS

We all want our Borough to be a clean, vibrant and welcoming place for both residents and visitors and there is no doubt that dog fouling can spoil this.

Do you rent a property to three or more people from different families? If so then you must have a licence for it. The Houses in Multiple Occupation (HMOs) came into effect on 1 April 2019 and gives Council enhanced powers to regulate these shared properties to ensure the health, safety and wellbeing of tenants.

While we appreciate that the vast majority of dog owners are responsible, we recognise that some owners act carelessly and do not clean up after their pets. Council’s Enforcement Officers have increased their presence to try and identify ‘hot spots’ and carry out patrols. However with a Borough spanning over 250sq miles, there is a lot of area to cover. Can you help us to clamp down on dog fouling in your area? You can confidentially report repeat offenders to us by simply T. 028 9034 0160 or E. envhealth@antrimandnewtownabbey.gov.uk telling us the location, time of day the dog fouling usually happens and what the dog looks like. Don’t get fined... If your dog fouls in a public place and you fail to pick it up, you could be issued with a Fixed Penalty of £80. If you don’t pay the fine, you may be taken to court which can result in the fine increasing to £1000.

Under this new legislation, Council can put specific conditions on a licence and landlords must have a range of policies in place such as an antisocial behaviour plan, to help deal with any issues which arise from the property.

THE HEART OF OUR COMMUNITY Every year in Northern Ireland, more than 1400 people suffer an out-of-hospital cardiac arrest and less than 10% of them survive. We are currently working with the Northern Ireland Ambulance Service and a range of other organisations to deliver a Community Resuscitation Strategy, which aims to have more people in the community trained to perform CPR and use a defibrillator. This Chain of Survival illustrates a series of necessary actions to save the life of someone having a cardiac arrest. The first three stages can be performed by any member of the public:

1. Early Access • Call 999 for assistance • Recognise that the person is having a cardiac arrest – they won’t be conscious, they won’t be responsive and they won’t be breathing or breathing normally

2. Early CPR

• This involves chest compressions and mouth to mouth • CPR keeps the blood flowing to vital organs and increases the chance of the heart going into a shockable rhythm

3. Early Defibrillation

• A defibrillator analyses the rhythm of the heart and can administer a shock to restore a normal rhythm if necessary • The 999 operator can tell you if a defibrillator is nearby for public access

4. Early Advanced Care

• A speedy response from the paramedics • Post resuscitation care from hospital

MAKING LIFE BETTER IN OUR COMMUNITIES Rathcoole Neighbourhood Renewal Partnership was established in 2006 and is made up of elected representatives, community members and those working or volunteering within Rathcoole. Our Neighbourhood Renewal Co-ordinators work with the group and the local community to make things better for the people who live and work in the area. The Partnership recently secured funding to further develop a number of projects including the THRiVE Project which is based in Rathcoole and Monkstown. THRiVE is a network of parents, schools, voluntary and community organisations who work together to enable local children and young people to do well at home and at school. This funding has helped to promote their #wecan campaign across every school, group, organisation and local service in the area so that every child can realise their dreams. Thanks to the funding, a short film was produced along with a book of songs and rhymes to help promote early speech, memory, pre-reading skills and interactions between parents and children. The Barnardo’s Boosting Brains Parenting Programme also received financial support and has enabled local parents to attend training sessions on the importance of early interaction with their children and how this has a lasting impact on the health of a child. Parents who attended the programme reported back on how their parenting at home had changed thanks to the training.

COMMUNITY AND VOLUNTARY GROUPS RECEIVE FUNDING FROM COUNCIL We’re delighted to have been able to award over sixty local community and voluntary groups more than £250,000 in funding through our Community Development and Festivals Grant Aid Programmes for 2019/20. The grant aid, administered by our Community Services Team, ranges from £500 to £5,000 and assists local groups to provide a wide range of programmes and events. These include outreach programmes for young and older people, seasonal festivals and events for local communities and funds to continue to support local groups to provide community premises. This Community Development Funding Programme opens for applications in October each year and closes in December.

POOLPODS Thanks to a £30,000 investment from Disability Sport NI, which was match funded by Council, our swimming pools at Antrim Forum and Valley Leisure Centre are now even more accessible with the addition of new poolpods. These multi-award winning pool lifts, which were originally developed for the London 2012 Olympic and Paralympic Games, enable those with restricted mobility to safely access the pool in a dignified manner. The Poolpod is a submersible platform which allows quick and easy access to the pool, allowing us to provide inclusive swimming for people of all abilities. If you find using a pool ladder or steps difficult then make sure you speak to a lifeguard on your next visit and they will be happy to show you how the pod works.

If you like to start your weekend off on the right foot then you’ll be pleased to hear that a new parkrun will be starting in Ballyclare this summer. Kicking off at Sixmilewater Park (near the bridge) at 9.30am every Saturday, the route will start at the main street side of the Park with runners completing one big loop followed by three small loops of the Park. Parkrun is a free, timed, 5k walk or run, organised exclusively by volunteers that takes place in local parks across the world every Saturday morning. We currently support two other parkruns within the Borough; one at Antrim Loughshore Park and the other at V36 at the Valley Leisure Centre.

PLANNING Since the transfer of planning powers to Local Government four years ago, Council has been responsible for determining the vast majority of planning decisions across the Borough. These decisions include Major applications which have a vital contribution to make to the social, economic and environmental fabric of our Borough, providing homes, factories, schools, energy projects and tourism facilities to name but a few. Since 2015 there have been more than 70 Major planning applications submitted to Council. Our team of staff have successfully processed these through the application system, exceeding the targets set by the Department for Infrastructure. Each application is subject to community consultation before being considered and determined by Council’s Planning Committee. The benefits generated by approvals to date include: • Over 1,400 new homes

• Promotion of tourism with permission granted for a new 81-bed hotel beside the International Airport and a new Caravan Park in Antrim with provision for 110 static caravans, 52 touring caravans and 10 glamping pods • Investment in retail with the approval of a £23m redevelopment masterplan at The Junction including the all new, £5.9m Lidl store • Reduction in the reliance on fossil fuels with the development of a number of solar farms • Approval for a major storage and distribution facility on the Doagh Road, which will attract £15 million investment and 50/60 jobs post construction.

SINGLE USE PLASTICS The term ‘Single-Use Plastic’ is a regular theme in our daily news.

PROUD TO BE A FAIRTRADE BOROUGH

Single-use plastics, or disposable plastics are used only once before they are thrown away or recycled and include items such as plastic bags, straws, coffee stirrers, water bottles and most food packaging. Only 30% of singleuse plastics in Europe are recycled – the other 70% often ends up in landfill where it is buried or gets into the water and finds its way into the ocean. Although plastic will not decompose into a natural substance like soil, it will break down into tiny particles after many years, releasing toxic chemicals which make their way into our food and water supply. During recent community litter picks across the Borough, a significant amount of single-use plastics were collected in the litter including polystyrene cups, water bottles, straws and sweet wrappers. Here are 5 easy steps you can take to reduce the amount of single-use plastics generated: 1. Refuse any unnecessary plastic items e.g plastic straws, cutlery 2. Reduce your overall consumption. Opt for products with no or minimal packaging 3. Reuse – ditch the disposable items for reusable ones e.g. coffee cups and water bottles 4. Repurpose – take something you no longer use and alter it for a more practical or creative use 5. Recycle – make sure your recyclable plastics are put in your blue bin or triplestack so they can be recycled and converted into products such as drainage pipes. Soft plastics such as plastic bags, packaging and film cannot be recycled and should be placed in your black bin.

GARDEN WASTE Now that summer is in full bloom, many of us will be taking to the garden in a bid to tidy up and enjoy many hours in the outdoors. If you are out gardening, then don’t forget your garden waste should be put in the brown bin for recycling! As well as grass cuttings, you can also put your hedge trimmings, twigs, leaves and plant cuttings in too. Don’t forget your food waste goes in here too! This garden waste along with your food waste is recycled into a nutritious soil conditioner called compost which is used to help your plants grow. If your brown bin is full you can also take your garden waste to any of our five Household Recycling Centres. Or why not consider having your own home composter in your garden?
