CARAVAN PARK REFURBISHMENT The Council is delighted to announce the refurbishment of Sixmilewater Caravan Park at Antrim Loughshore Park. The utility bollards on the caravan pitches will be upgraded to service fresh water, drainage, as well as power. This £60,000 investment will improve everyone’s caravanning experience at Antrim. We are very pleased to confirm an extension to the Sixmilewater Caravan Park open season. The Caravan Park will be open from 1 to 16 December 2018 to coincide with Northern Ireland’s premier Christmas Event, Enchanted Winter Garden, being held at Antrim Castle Gardens. If your friends or family are visiting the Enchanted Winter Garden make sure you pre book your tickets online at enchantedwintergarden.com.

SUPPORT OUR FOODBANKS Did you know that one in five children are living in poverty in our Borough? To help those less fortunate, we are encouraging our residents and staff to donate items to our local Foodbanks. If you wish to donate non-perishable foods, including tins of soup or tins of meat, packets of pasta or rice, tea or coffee, cereals, dried fruit or soup mix, jams and preserves, nappies and toiletries, please bring them to Antrim Civic Centre or Mossley Mill by Friday 7 December. The following week, Mayor, Councillor Paul Michael and Chief Executive, Jacqui Dixon will be personally supporting this initiative and delivering all of the items to the Oasis Foodbank in Antrim and the Newtownabbey Foodbank in Carnmoney Presbyterian Church. MAYOR’S INAUGURAL DINNER The Mayor welcomed around 170 guests including HM Lord Lieutenant of County Antrim, Mrs Joan Christie CVO OBE and numerous representatives from businesses across the Borough, to his Inaugural Dinner, on Saturday 29 September at the newly refurbished Dunadry Hotel. The dinner provided an opportunity for the Council to engage with numerous businesses and investors from across the Borough. The evening raised over £2000 for the Mayor’s three chosen charities, TinyLIfe, Royal British Legion and FOCUS.

OUR BOROUGH HAS ‘GOT ’ IT We are delighted that HBO have announced their intentions to secure the legacy of Game of Thrones in Northern Ireland! They are opening up four of the existing film sets as visitor experiences, including the Winterfell Castle in Moneyglass. This fantastic news will bring a unique tourist attraction to the Borough, offer employment and support our accommodation and transport providers. We are looking forward to working with HBO, in anticipation of the attraction opening in July 2019.

BELFAST REGION CITY DEAL The Belfast Region City Deal has ramped up and on Friday 28 September the City Deal partners submitted their ambitious negotiating position to the NI Secretary of State and Westminster. The Deal seeks to secure a £1 billion investment from the UK Treasury to support Digital and Innovation projects, to be delivered over a 10-year period including a major development by Queen’s University Belfast. Queen’s propose establishing an Advanced Manufacturing Innovation Centre to promote the adoption of new manufacturing and material technologies. This facility will operate at the interface between academia and industry, accelerating new technology developments and will see the development of 8,000 square metres of floor space. We are delighted that the Borough is being considered as one of the potential locations for this facility. Other aspects of the proposition will see a significant investment in infrastructure, including the expansion of the Belfast Rapid Transit or Glider project into Antrim and Newtownabbey.

REMEMBRANCE SUNDAY 11 NOVEMBER A BOROUGH’S TRIBUTE Her Majesty the Queen’s Pageant Master is leading a nationwide commemoration to mark the centenary of the end of the Great War. The Council has committed to being part of this UK wide tribute and is participating in a number of special acts of commemoration, which includes Remembrance Sunday, 11 November 2018. 6.55pm Battles Over – The Last Post 7.00pm Battles Over – WWI Beacons Of Light The Last Post will be played at many of the World War One Beacon sites across the United Kingdom, including two sites in the Borough, The Motte at Antrim Castle Gardens and Macedon Point, Hazelbank. These beacons of light will be lit at 7pm, joining the thousands being lit across the UK. This commemoration is a symbolic act to mark the end of the darkness that prevailed throughout the four years of the War.

RINGING OUT FOR PEACE As beacons blaze around the UK, churches and cathedrals have been invited to ring out their bells in celebration of the end of the War. Many churches in the Borough that have bells will be joining the thousands across the UK, bringing to a fitting conclusion a day of contemplation, commemoration and ultimately celebration, as peace was restored once again 100 years ago. “March no more my soldier laddie, There is peace where there was once war. Sleep in peace my soldier laddie, Sleep in peace, now the battle’s over.”

RIBBON OF POPPIES The Ribbon of Poppies project aims to encourage everyone to remember the Fallen at Sea, on Land or in the Air during WW1. The project was originally set out to take place in the UK but it has developed into a world wide effort, resulting in a global Act of Remembrance. Every site sown with poppy seeds, will be registered at www.eventbrite.co.uk and a map will also show the carpet of crimson across the world. The act of sowing the poppies and resulting show of colour, will provide a powerful reminder for us all, of those who lost their lives. We are delighted with the uptake across the Borough from both community groups and schools, with the Ribbon of Poppies campaign. In addition to these groups, a number of Council sites have been sown with poppy seeds.

AGE FRIENDLY ANTRIM AND NEWTOWNABBEY Older people play an invaluable role in our society so it’s important that we support our ageing residents within the Borough.

STAY STEADY! As we get older, our balance and muscle strength can slowly decline without us even noticing. Falls are very common, particularly amongst older people and can cause great distress for the person and their family. A simple fall can lead to reduced activity and even social isolation. Carrying out simple strength and balance exercises as part of a daily routine can help you to stay steady, reduce your chance of falling and prevent serious injuries if you do fall. We have lots of exercise classes available for over 50s across our Borough, most of which are included in our MORE membership. BE SCAM WISE Millions of people fall victim to a scam every year. Scammers are clever, ruthless people and their stories can be very convincing. They often target vulnerable older people. Spotting a scam isn’t always easy but scammers often use common tactics which give them away. These include: • Being contacted out of the blue If you are looking for a new bank account, pension or other personal service, you should always be the first to make contact. • The deal sounds too good to be true It’s highly unlikely that someone you have never heard of will contact you with the ‘offer of a lifetime’. • You are asked for personal details If a scammer gets your details, they can steal your money, access your accounts and even set up new accounts in your name. Never give out your personal details. • You have to make a decision straight away The more time you have to think about something, the more likely you are to realise something is wrong. A reputable company will always give you time to make an informed decision. • Letters and emails with grammatical or spelling mistakes Legitimate organisations will rarely make glaring mistakes. FOREST FUN Northern Ireland Forest Schools Association (NIFSA) have been working in partnership with the Council for over seven years. They have worked with schools from across the Borough in our Council parks and open spaces. Forest Schools is an international concept where children are taught in outdoor locations, making use of natural resources and developing a different way of learning, within the national curriculum. Currently 18 schools are active Forest Schools participants across our Borough. This means that 2653 children are currently taking part in outdoor learning in their school grounds and local parks. Regular, ongoing and sustained use of Council parks and open spaces will help to develop a sense of ownership which will lead to a reduction in anti-social behaviour.

SCRAMBLER FOR CHRISTMAS? RESPONSIBLE USE IS KEY As Christmas approaches and your children ask Santa for a scrambler or a quadbike, Antrim and Newtownabbey Policing and Community Safety Partnership (PCSP) and local Police, are reminding parents to play their part by considering how their children use scramblers. Before purchasing for your child consider the following:• DOES YOUR CHILD HAVE SOMEWHERE SAFE TO RIDE? Some scramblers do not comply with Construction and Use Regulations and Safety and Vehicle Standards and therefore, are restricted to “off-road” use only. This of course is also the case if the rider is under 16 and has no licence. These vehicles should only be driven on private land where the landowner has given permission and should not be driven on pavements, roads, public property or parks; this includes green grass areas and public paths.

• IS YOUR CHILD MATURE ENOUGH TO MANAGE A MOTORISED VEHICLE RESPONSIBLY? Motorised vehicles are dangerous not only for the rider but also if there is a collision. Is your child mature enough to consider the consequences of causing an accident while riding a motorised vehicle? Council Park Wardens will continue to patrol our local parks, as we move towards the winter months, to try and deter the use of scramblers. The wardens are in constant contact with the PSNI to report offenders and everyone is encouraged to report scrambler incidents in the Borough to the PSNI by telephoning the non-emergency number, 101.

CELEBRATING THE SPIRIT OF VOLUNTEERING The Council’s Spirit of Volunteering Awards recently took place at Theatre at The Mill. Mayor of Antrim and Newtownabbey, Councillor Paul Michael welcomed over 200 guests to the ceremony which celebrated the invaluable contribution made by the many hundreds of volunteers within our Borough. Hosted by Claire McCollum, guests enjoyed some musical entertainment from Antrim Men’s Shed before hearing from guest speaker Denise Hayward, Chief Executive of Volunteer Now. BALLYCLARE COMRADES 100TH ANNIVERSARY 2019 will see Ballyclare Comrades Football Club celebrate their 100th Anniversary. The club was formed from within the local branch of the ‘Comrades of the Great War Associations’, giving it its unusual name. Many of these associations were created throughout Britain following the end of the 1914-18 War. They were designed as meeting places for returning veterans who faced unemployment in the civilian world. Indeed it was an afternoon in late February 1919, that two veterans, Sammy Murray and Arthur McGuigan sat talking in the local Comrades Association headquarters, a small room overlooking Ballyclare’s Main Street. “We should have a football team here in Ballyclare” one of them remarked casually. A few hours later Bob Grange, the secretary of the branch, joined them. He liked the idea and the three of them decided to arrange a full meeting of members to discuss the project. It wasn’t hard to convince them that a football team was a good idea. It was the object of the Association to cater for soldiers back home after the war, to help them to adapt themselves again to the lives they had left. A week later, Ballyclare’s veteran soldiers, most of them from “C” Company of the 12th Royal Irish Rifles, played their first game as a football team and Ballyclare Comrades was born. The Club’s ground, Dixon Park, too has military connotations, being named after Major Daniel Dixon, who had fought in France with the founder members. The Comrades have come a long way since their lowly beginnings and collected a host of titles and trophies. Further details are available at www.ballyclarecomrades.com.

DON’T HAVE A RUBBISH CHRISTMAS As Christmas is the season of goodwill, make sure you do your bit for the environment this festive period by reducing the amount of food waste and recyclables going to landfill. Here’s a reminder of what you can recycle at home: BLUE BIN OR WHEELIE BOX • Christmas cards (no embellishments, glitter or foil) • Chocolate and biscuit boxes – tin and plastic • Foil cases from mince pies and foil roasting trays • Cardboard boxes from toys, online deliveries etc (make sure you remove any polystyrene, packaging beads etc)

The European Week for Waste Reduction (EWWR) is taking place from 17-25 November and is organised each year in an attempt to reduce the amount of waste generated right across Europe. Why not use this week as a starting point to try and reduce your household waste? Here are our top ten tips to help you along: • Plan your meals to minimise waste • Keep an eye on your ‘use by’ dates – create an ‘eat me first’ area in your fridge (See page 20 for more information on ‘use by’ dates) • Buy products with less packaging – particularly fruit and vegetables which can be bought loose • Cancel your junk mail • Bring your own reusable carrier bags when shopping • Swap single use water bottles for a reusable one • Upcycle furniture to give it a fresh look rather than replacing it • Swap harsh chemicals for natural alternatives. Buy eco-friendly or even research how to make your own • Use a lunch box instead of sandwich bags • If something breaks…see if it can be repaired

PLAY SAFE THIS CHRISTMAS If you are buying toys as a gift this Christmas, make sure they are safe and suitable. Be sure to follow these simple steps: • Choose only quality toys from reputable shops or suppliers. A cheap toy isn’t a bargain if someone gets hurt! • Take care when buying toys online. Check the seller history and buyer reviews as some imports may be counterfeit and do not conform to safety standards. • Make sure the toy has a CE mark before you buy it – this means that it meets the required safety standard. Also look out for the ‘Lion Mark’ which indicates that the toy is made to the highest safety and quality standard. • Be careful with novelty items and decorations which look like toys. These will not have been tested to ensure they meet toy safety standards. • Make sure the toy is suitable for the child’s age and be wary of young children playing with older children’s toys. • Remove and dispose of any plastic packaging once the gift is opened (recycle where possible). Remember...a safe Christmas is a happy Christmas!

UNDERSTANDING FOOD LABELS Did you know around £700 worth of perfectly safe food and drink is wasted in households each year because of what the date on the packet says? There is much confusion and debate over the ‘best before’ and ‘use by’ dates that are printed on food labels. ‘Use by’ dates are an indication of food safety and eating food past this date, even if it looks and smells fine, could put your health at risk. However, ‘use by’ does not always mean ‘eat by’ as some food can be frozen which will extend its life beyond the ‘use by’ date. Be sure to follow any instructions on the pack, such as ‘freeze on day of purchase’, ‘cook from frozen’ or ‘defrost thoroughly before use’. On the contrary, ‘best before’ dates refer more to the quality of food than safety and eating anything past this date will not cause any health issues. In fact, many products can outlast their best before date by years and still be safe for consumption e.g. tinned food. So if you want to enjoy food at its best, use it by its ‘best before’ date and make sure you follow any instructions.

DR MCCONNELL WINS AT HEALTH & FITNESS AWARDS The Council’s Nutrition and Wellbeing Officer, Dr Janice McConnell was recently awarded Nutritionist/Dietitian of the Year at the first ever Northern Ireland Health & Fitness Awards, presented by Ali Harte. The award was open to any fully qualified nutritionist or dietitian from any sector who has made a positive change in the field of food and nutrition, and is committed to empowering and educating the public about leading a healthy lifestyle, through nutrition. Janice’s entry highlighted her unique role as the only registered nutritionist working at council level in Northern Ireland and her innovative approach to improving health and wellbeing across the Borough.

PLANNING TO EAT OUT THIS CHRISTMAS? When you eat out in a restaurant or buy food from a takeaway, you like to know that the food has been prepared in accordance to good hygiene standards. The Food Hygiene Rating Scheme scores hygiene standards of a food business on a scale from 5 to 0 (5 = very good) and helps you to make informed choices about the food you eat. As part of the scheme, most businesses in Northern Ireland are legally required to display their food hygiene rating sticker in a location that can be easily seen by customers before they place an order for food. Council’s Environmental Health section is responsible for rating food premises within the Borough and their inspections cover things such as how food is stored, prepared, cooked, re-heated and cooled. They also look at the condition of the facilities, taking into account the cleanliness, lighting, layout and ventilation as well as looking at how the business records what it does to make sure food is safe. Look out for the food hygiene ratings the next time you are eating out!

BE AWARE OF THE SILENT KILLER! Carbon Monoxide (CO) is a toxic gas that cannot be seen and has no taste or smell. It usually comes from sources in the home that are not properly maintained or vented. Follow these simple steps to reduce the risk of CO poisoning to you and your family: • Make sure your boiler and fuel-burning appliances are serviced annually by a registered engineer • Have your chimney inspected annually and swept if needed by a registered technician • When installing a new fuel burning appliance, the householder should first apply to the Council’s Building Control section • Be aware of the signs and symptoms of CO poisoning; headaches, dizziness, breathlessness, nausea, chest pain, stomach pain, tiredness and loss of consciousness Install an audible CO alarm for every potential source and if it activates remember TASK: • Turn off or extinguish the heating source appliance if safe to do so. • Air - ventilate the home and stay outside in fresh air. • Seek medical advice if feeling unwell. • Keep heating sources/appliances switched off until checked by a qualified professional.

Frozen Pipes To help avoid frozen pipes there are some simple measures you can put in place. These include: • Ensure pipes are well insulated. • Locate your stop valve and make sure everyone in the property knows where it is and how to turn it off.

• Consider what you would do if you did lose your water supply for a prolonged period of time. You need to have a contingency plan. • If you own a business and are shutting for a holiday period, you should make plans in the event of cold weather i.e. set your heating timer, have someone check the premises regularly. • Have the number of a plumber who knows where your property is and who is prepared to attend at night if needed. • Make sure you have adequate insurance to cover your property in the event of a burst pipe.

Keep Warm By keeping warm over the winter months you can help prevent colds, flu or more serious health problems like pneumonia. You can keep the heat in your home and costs down with insulation by doing the following: • fit draught-proofing to seal any gaps around windows and doors • make sure your loft has insulation - any home with 4 inches (100 mm) or less should have it topped up • make sure wall cavities are insulated • insulate your hot water cylinder and pipes

HEATING OIL

Oil Stamp Saving Scheme Save for your oil heating costs through the Council’s Oil Stamp Saving Scheme.

Residents can pick up an oil stamp saving card at any of the participating retail outlets and purchase stamps with their weekly shopping, at a cost of £5 each. Stamps are placed on a savings card and then used as payment or part payment for oil at any of the participating oil companies. AA-00000

Flooding There is a heightened risk of flooding during winter as rainfall increases and snow and ice melt. To protect yourself, your property and to minimise damage, the following steps can be taken: • Move valuable possessions and electrical items to a safe place.

• Shut off gas and electricity at the mains point.

Oil Clubs

• Think about your escape route - particularly if you live in a bungalow.

Oil Clubs allow local residents to combine their orders for oil. Orders are placed with a community coordinator and must be placed by a specific date each month. Lower prices are negotiated with oil suppliers by buying larger quantities but all within the club get the same price per litre of oil, regardless of the quantity they order.

Eat well, KEEP active & stay in toucH A balanced diet will help keep you warm and healthy in the winter. Make sure you and your family eat at least one hot meal a day (soup is nutritious and warming and inexpensive to make or buy). Staying active is good for your health. Walking, for example, can be good for you. If the weather prevents you getting outside, stay active indoors like catching up on all the household tasks you've been putting off. Stay in contact with friends and family, especially if you've been stuck in the house for a few days. If you have elderly relatives or neighbours who might need help, please check up on them.

• Look out for pets and animals to keep them safe from flood water.

• Prevent access of water by using sandbags at entry points to the property, including outhouses and garages. • Don’t forget about outside - move your car to higher ground, move garden furniture to a safe place or higher ground, protect chemicals/fuel stored in garages or outhouses so they don’t spill into floodwater, secure oil tanks to ensure it does not drip into flood water, unplug exterior electrical appliances.

OUR ECONOMY IS BLOOMING Coleman’s Garden Centre, is set to undergo a major redevelopment, which will see an investment of £5 million, following the grant of planning permission last month. Included in the transformation will be a new and extended stylish and innovative Garden Centre, alongside a 200-seater licensed restaurant, offering high quality food and beverages, at very affordable prices. The restaurant will be managed by award winning chef Paul Glass and his wife Avril who is a Master Baker with 40 years’ experience, producing luxurious scones, traybakes, breads and desserts. A new high-end Edinburgh Woollen Mills outlet is expected to attract customers from far and wide along with a deluxe Farm Shop which will aspire to be one of the best in Ireland. Discussions are underway with other high-end concessions renowned for their offer of quality products. To make it as easy as possible for customers to access the new facility, 341 additional car parking spaces are being provided in addition to a designated coach park.
