Welcome to the November edition of Borough Life, our residents’ magazine that keeps you up to date with what’s going on across our Borough. With the darker nights and shorter days well and truly upon us, I was delighted to share one last ray of summer sunshine with many of the talented greenfingered residents of the Borough at the annual Best Kept Garden awards. It was amazing to see so much civic pride on show and my thanks are extended to all those who use their spare time to help make this a really special, beautiful place to live, visit and work in. For more details see page 10. It has been wonderful to see all of the brand new leisure facilities recently unveiled including the new £575k state-of-the-art gym at Sixmile Leisure Centre. Meanwhile, the Spa at the Valley Leisure Centre has underwent an amazing £500k transformation and is a real oasis of calm – the perfect way to wind down after your workout. With Christmas just around the corner, we are busy with the preparations in making this festive season, one to remember - full details on pages 24 – 25. I’m particularly excited to welcome back the renowned Enchanted Winter Garden which will see Antrim Castle Gardens transformed into a sea of lights, displays and family focused fun for all ages. Celebrating Christmas at The Courtyard Theatre The Courtyard Theatre in partnership with Mr Hullabaloo will celebrate their 10th anniversary of pantomimes this Christmas with their production of Aladdin, a great family show for all ages to enjoy. The Courtyard Theatre is connected to Ballyearl Leisure Centre, Newtownabbey, a 180 seat theatre offering a friendly and intimate theatre experience. MORE award winning towns The Borough has added even more accolades to its already impressive list of awards in 2019 at this year’s Northern Ireland Amenity Council (NIAC) Best Kept competition. With a record crop of entries and some very stiff competition, the Borough has excelled once again and picked up an impressive three awards. This includes the Best Kept Large Housing Area title for Merville Garden Village in Newtownabbey and fresh from their success at the Ulster in Bloom Awards, Ballynure was awarded with the runner-up title in the Best Kept Small Village title. Meanwhile, Tidy Randalstown secured another win with Suzanne Winter being awarded with the President’s trophy. The Best Kept initiative acknowledges local communities, volunteers and groups who give up their valuable time to brighten up their local towns, villages, housing areas, schools and healthcare facilities across Northern Ireland.

Barking mad about our dog parks Four-legged residents and visitors to the Borough are in for a treat with our two new parks, dedicated to all things canine. The new Antrim Dog Park at Deer Park Bridge and Newtownabbey Dog Park at O’Neill Road, provide a haven for dogs to run free and socialise with other four-legged friends with the reassuring knowledge that the area is completely enclosed and pet-friendly. These dog parks are an exciting new development for Council and add to the fantastic range of leisure facilities across the Borough. Owners are reminded to clean up after they bring their guests to the parks and helpful guidelines are in place to make sure everyone behaves themselves during their time there.

The Boathouse soon open for business Following £2.3m investment in the Antrim Lough Shore area, part funded by DAERA and the Lough Neagh Landscape Partnership, we are delighted to announce The Gateway is nearing completion with an expected opening date of November 2019. The new Gateway will be home to its very own first floor restaurant, The Boathouse. The Boathouse will offer a family friendly environment, with a diverse menu catering to all tastes and dietary requirements, providing freshly cooked dishes for breakfast, lunch and dinner.

New £400k play park for Rathcoole The countdown is well and truly underway as the official opening of the new Rathcoole Play Park draws closer. The much-loved park has just underwent a massive transformation following a £400k investment by Council that has provided an extension to the current play area, new accessible play equipment, safety surfacing, fencing and the installation of new street furniture. These improvement works follow a similar Council investment at Lilian Bland Park where a new play area opened last month.

Shaping our Borough Future planning decisions and policies in the Borough will be shaped by over 120 written responses to Council’s recent draft Plan Strategy public consultation. In addition to feedback from local residents, representations were also received from government departments, statutory partners, developers and local interest groups. This information will now be used in the next phase of the Local Development Plan and will give those with an interest to review the detailed comments made and to provide their views on any

site specific policy matters raised as a result of the consultation. Copies of all the responses submitted are now available to inspect at Mossley Mill or Antrim Civic Centre and can also be viewed online on the Council’s website. This consultation period will run until Friday 6 December.

Grants now open for rural businesses

Do business with us!

Small grants of up to £4,999 are available to micro businesses based in the rural areas of Antrim and Newtownabbey through DAERA’s Tackling Rural Poverty and Social Isolation Programme. The grants, offering a 50% funding rate, can be used for small capital items to help sustain or grow businesses employing less than 10 people. It is anticipated that applications will be open from late November.

Gateway for Glengormley The former Police Station in Glengormley is set to become one of the key focal points of Council’s plans to develop business infrastructure in the Borough. If agreed, the design will provide much needed business workspace at one of the town’s most sought after commercial locations as well as boosting footfall in the town centre. Located on the main route into Glengormley, the site is just a short stroll from the town centre and neighbours a number of popular social locations including McDonald’s and the Movie House cinema. The site is also serviced by direct road links into Belfast City with excellent public transport services making it an attractive location for entrepreneurs. Make sure you keep an eye out for future issues of Borough Life for any progress with the site.

Bid 2 Win - Open for business! Does your business struggle to win contracts? Then look no further - Bid 2 Win can help! This programme will help you learn how to win more business through specialist procurement advice promoted by Antrim and Newtownabbey Borough Council, Mid and East Antrim Borough Council and Lisburn and Castlereagh City Council with funding support from Invest NI and the European Regional Development Fund under the Investment for Growth and Jobs (Northern Ireland 2014-2020) Programme (EUIGJ) Local Economic Development Measure. Bid 2 Win is delivered by Envision Management Consultation and is open to small or medium-sized businesses with less than 50 employees who have been trading for at least 12 months. The initiative is a great opportunity for local businesses to improve their contract opportunities within the public sector and with larger private sector organisations. Businesses can register to join the programme where they will receive expert mentoring support, develop collaboration opportunities and gain access to local ‘Meet the Buyer’ events. Up to 180 businesses can access the support available through the programme (up to December 2022), but with demand already high, businesses are encouraged to register soon.

We have continued to support the Live Here Love Here campaign with 60 community clean ups in 2018/2019. To date, we have issued 164 fixed penalty notices for dog fouling and littering compared to 65 in 2017/2018. This work has been recognised once again through the achievement of 16 Green Flag Awards and the prestigious Ulster in Bloom Award for four of our towns and villages. 3. Saving Lives We are continuing to work with the Northern Ireland Ambulance Service and a range of other organisations to deliver our Community Resuscitation Strategy. An aim of the strategy is to raise public awareness of the early recognition of an out of hospital cardiac arrest and early intervention. Did you know a heart attack and cardiac arrest are not the same? Both can kill and both involve the heart, but they are not the same. A heart attack is when the arteries become blocked and the heart muscle is deprived of vital blood supply. A cardiac arrest is when a person’s heart stops pumping blood around their body and they stop breathing normally.

The Chain of Survival illustrates a series of necessary actions to save the life of someone having a cardiac arrest.

CPR keeps the blood flowing to vital organs and increases the chance of the heart going into a shockable rhythm. A defibrillator analyses the rhythm of the heart and can administer a shock to restore normal rhythm if necessary. Both of these should only be performed when someone is in cardiac arrest.

Stateside for Students Be part of an exciting student exchange with Gilbert, Arizona in July and August 2020 Antrim and Newtownabbey Borough Council is seeking two students to participate in an amazing six week Exchange Programme which includes spending three weeks with a host family in Gilbert, Arizona and hosting a USA student for three weeks in Antrim and Newtownabbey. To be eligible for the programme you must reside in the Borough and be aged 16/17 (Year 13).

Girls’ Brigade honoured with Queen’s Award The continued hard work and dedication of Girls’ Brigade volunteers across Northern Ireland has been recognised and rewarded with the highest form of civic recognition. The organisation received the Queen’s Award for Voluntary Service (QAVS) from the Lord Lieutenant for County Antrim, Mr David McCorkell, in front of a specially invited audience at the Hilton hotel in Templepatrick. Guests at the event included Patron of GBNI, TV personality Lynda Bryans and Mayor of Mid and East Antrim, Councillor Maureen Morrow. Our own Mayor, Alderman John Smyth, was also on hand to welcome guests to the very special event and extend his warmest congratulations to the organisation on behalf of Council. The event marked the fourth and final Queen’s Award presentation event in the Borough this year and attracted guests from Districts across Northern Ireland who gathered to mark the highly prestigious occasion. Created in 2002 to mark the anniversary of the Queen’s Coronation, the QAVS recognises the outstanding work done in local communities and the dedication of local people to local causes. It is the highest civic award given to local volunteer groups across the UK and is considered to be the MBE for volunteer groups. Founded in Dublin in 1893, the Girls’ Brigade is the largest youth organisation in Northern Ireland with around 22,000 members and 3,845 volunteers involved in it.

Age Friendly Focus on Housing We are committed to becoming an accredited Age Friendly Community, focusing on the eight areas set out by the World Health Organisation. One of these areas is housing. As a Council we want to foster healthy and active ageing and make it possible for our residents to continue to live where they want to. Having suitable housing where people feel comfortable and safe is key for good health and wellbeing. We provide a number of services that can assist our older residents to live in a comfortable and safe home. • Our Home Safety Officer can carry out a visit for anyone over 65 years of age, where potential safety issues in the home will be identified and if applicable, safety equipment can be issued e.g. carbon monoxide alarms, long shoe horns and touch lamps. • We can also provide advice on other services available throughout the Borough to keep you safe and well in your home. We can look at how you budget for your heating and discuss options to switch electric suppliers that will help spread your money a little further. • Our Community and Wellbeing Officer can also provide energy efficiency visits which are particularly helpful if you find it difficult to keep your home warm.

Foodbanks Supporting Others this Christmas December was the busiest month for foodbanks last year and the need for this vital service is continuing to grow.

The run up to Christmas is a joyful time for many but unfortunately for more and more people it is becoming an increasingly stressful period. The colder weather heaps pressure on to people already in crisis

As demand increases in the run up to Christmas we are encouraging our residents to donate items to local foodbanks. Items which can be donated include non-perishable foods such as tins of soup or

tinned meat, packets of pasta or rice, tea or coffee, cereals, dried fruit or soup mix, biscuits, UHT milk, jams and preserves. You can also donate non-food items such as deodorant, toilet paper, shower-gel, detergent and nappies.

Street Pastors Walking the Beat Antrim and Newtownabbey Street Pastors have been serving the community since 2013. This team of dedicated volunteers can be seen on the streets right across the Borough each weekend, helping to make our communities safer.
