Our fantastic theatre facilities have lots to offer as well over the upcoming weeks with Memories of a Little Tin Box, the ‘Tavaziva’ Weekend Dance Workshop and Brick City - there is sure to be something for everyone. Last year, our residents recycled an impressive 11,822 tonnes of garden and food waste, which is great news for our recycling targets. Pages 8 and 9 have some great recipes on how you can make the most of your leftover pumpkins this Halloween and help recycle even more of your food waste! As a Council, we are always working to make the Borough you live in, a cleaner, more vibrant place. Page 18 highlights the work that goes on to help make this happen and there are also details on how you can help too, through the new Dog Watch scheme. I would also encourage you to take part in our survey found at the back of this edition, to help us improve how we communicate with our residents. GET OUT AND GET ACTIVE THIS AUTUMN Getting active outdoors is a great way to improve your health while enjoying the beautiful scenery our Borough has to offer. There are lots of great activities for you and the family to enjoy in the great outdoors over the autumn period.
WALKING ROUTES Whether you’re a serious rambler or just enjoy a short stroll, why not don your walking boots and take in some of the Borough’s great walking routes. PARKRUN If you enjoy running why not try one of the two parkruns which take place every Saturday morning at 9.30am in Lough Shore Park, Antrim and V36, Newtownabbey. For more information log onto www.parkrun.org.uk Not a runner? Join one of our Couch to 5k programmes which aim to get non-runners from their couch to running 5 kilometres.

OUTDOOR GYMS There are six outdoor gyms within the Borough. These gyms bring a new dimension to outdoor activity and are ideal to complement your walk or run. Suitable for all fitness levels, these pieces of gym equipment are specifically designed for outdoor use and are completely free to use. Please note equipment is not suitable for Under 16s.

Get the family out on their bikes and enjoy some of the short distance cycle routes across the Borough. For the keen cyclists, each of these routes connect into much longer National Cycle Network routes. Don’t forget to grab a copy of the new pocket size Cycling Guide to help you on your way. Lessons are provided at each of the centres for those age 5+ and encourage children to develop a range of water skills and improve water confidence as they progress through the levels.

A PRAMTASTIC WORKOUT Pramtastic is a great way for new mums to enjoy a workout without the worry of childcare. Bring along your baby in the buggy and enjoy a one-hour workout in the great outdoors while socialising with other new mums. Led by a fully qualified instructor, the exercises are specifically designed for postnatal women and help towards burning off any unwanted baby fat along with strengthening the muscles used during pregnancy and childbirth. MACMILLAN CANCER ‘MOVE MORE’ PROGRAMME Every day in Northern Ireland, thirty people hear the devastating news that they have cancer. Survival rates are improving all the time but more and more people are living with the long term consequences of treatment. Research from Macmillan shows that keeping active can help prevent cancer coming back after treatment, as well as overcoming many of the debilitating side effects, such as chronic fatigue, depression, impaired mobility or even heart problems. The Council is delighted to be working in partnership with Macmillan Cancer to deliver their ‘Move More’ campaign which aims to ensure that everyone living with and beyond cancer is aware of the benefits of physical activity.
Alan McCausland, our new ‘Move More’ Co-ordinator, will be working right across the Borough to assist people living with and beyond cancer to access physical activities that reflect their needs and abilities. As well as providing personalised and tailored support, Alan will also encourage and motivate those to get involved and sustain an active lifestyle. Alan works alongside healthcare professionals to provide them with the knowledge to promote the new opportunities this programme provides. Many people want to make positive changes to their lives after a cancer diagnosis and taking steps towards a healthier lifestyle can be a big part of this.

SHARED PATH SAFETY
In our May edition of Borough Life, we asked for your thoughts on opening times at Antrim Forum and Ballyearl Arts and Leisure Centre.
Hazelbank Park in Newtownabbey is a popular, trafficfree site for both walkers and cyclists.
Out of a total of 1,248 respondents, 55% told us that they would prefer the Antrim Forum to open earlier on weekdays and 87% would prefer an earlier opening on a Sunday. As a result of this survey, work is currently underway to implement the following new opening times: - 6.15am weekday mornings (currently 7.15am) - 9am-5.30pm on Sundays (currently 2-5.30pm) The start date of the new hours will be confirmed in the press and on our website. The opening hours for Ballyearl will remain unchanged as the survey results indicated 75% had no preference for earlier opening times. We would like to thank all of the residents that took part in this survey and we welcome your feedback in the future.

ACTIVE LIFE
If you have been on the path lately you may have noticed our new signage which has been installed to make the public aware that the pathway is shared by many users including dog-walkers, runners, cyclists and families. Please respect all path users; slow down, consider who may be behind you or around a corner and remember to sound the bell on your bike to alert others of your presence. The Council will also be piloting other measures in this area to help improve shared traffic flow. These measures will be accompanied by signage detailing how you can give us your feedback. So don’t forget to have your say on how we can improve the safety of our paths.
The first Antrim and Newtownabbey Borough Council Sports Awards will take place in Feb 2017. Keep an eye out in the next edition of Borough Life for information on the nomination process.
IT’S IN OUR NATURE Antrim and Newtownabbey Borough Council is pleased to launch the new tourism brand ‘It’s in our Nature’ to support the first class tourism available. We live in a beautiful Borough, awash with attractions, history and places to visit for everyone and of course, with hospitality that is second to none. As part of this new brand, a bumper visitor guide has been produced providing up-to-date information on the Borough’s expanding list of attractions from Belfast Lough to Lough Neagh and a wide range of activities including fishing, cycling and horse riding. If you are arriving home from holiday or a business trip through international arrivals, you may have also noticed
new artwork at the airport promoting the diverse and unique tourism experiences we have to offer. Attracting almost 4.5 million visitors annually, the airport is a gateway to our Borough and offers a unique opportunity to entice visitors to explore the fantastic nearby attractions and activities that we offer.

LOVE FOOD, HATE WASTE: PUMPKINS After you have carved out your pumpkin, we have a few ideas as to how you can use the leftovers! These recipes are a great way of getting those important healthy vitamins, as well as reducing the amount of food that is wasted. These ideas will get you started but why not tweet us yours? @ANBorough
PUMPKIN MASH • 1 small pumpkin • 1 tablespoon of olive oil • A few sprigs of rosemary • Salt and pepper to taste

RECYCLING
Pre-heat oven to 200°C/180°C fan oven/Gas Mark 6. Cut the top and bottom off the pumpkin, peel off all the skin on the outside and remove the seeds. Cut it into cubes measuring around ½ to ¾ of an inch and place them in an ovenproof casserole or baking tray. Add the olive oil, rosemary, some salt and pepper and mix together. Place in the oven and roast for 25 minutes until softened. Remove from the oven and discard the rosemary. Then it’s up to you: either mash it by hand or liquidise it, depending on how rustic you like it. Season to taste and there you have it - a simple pumpkin mash.
PUMPKIN & CORIANDER SOUP • 1 small pumpkin
• 2 small red chillies, deseeded and finely chopped
• 2 red peppers
• 1 litre vegetable or chicken stock
• 2 tablespoons of olive oil
• Large bunch of fresh coriander, chopped
• 1 onion, chopped
• Salt
• 3 cloves garlic, crushed
• Black pepper
• ½ teaspoon juniper seeds
• 2 tablespoons of crème fraiche
• 100g celery, chopped
• Pinch of Spanish smoked paprika

Quarter the pumpkin, remove the seeds (don’t discard them, they are lovely when roasted and make a great nibble). Cut the red peppers in half, remove the seeds and place them with the pumpkin onto a roasting tray. Drizzle the flesh with a little olive oil and place into a pre heated oven set at Gas Mark 6/200°C/400°F and roast for about 40 minutes. Remove from the oven. Scrape the flesh from the skin of the pumpkin and place to one side along with the roasted pepper. Heat a little olive oil in a saucepan; add the chopped onion, crushed garlic, juniper seeds, celery and red chillies. Cook for a few minutes until the onions and celery are soft. Add the pumpkin and red peppers, the stock and finally the chopped coriander. Bring to the boil, reduce the heat and allow to simmer for 15 minutes. Season with salt and freshly ground black pepper and then process the soup in a blender to make it smooth. Serve with a spoonful of crème fraiche over the top, sprinkled with a little paprika. Don’t forget, that fruit peelings or pips can be recycled in your brown bin!

WASTE COLLECTIONS BULKY WASTE If you have items that are too big to fit into your standard wheelie bin, you could use Council’s Bulky Waste Collection service to have them disposed of. Under this service, items such as dishwashers, cookers, sofas and mattresses can all be collected from outside your home.

CLINICAL WASTE If you have medical waste that needs special disposal, we can arrange for a regular collection service. ASSISTED LIFT SCHEME If you have a medical condition that makes it difficult for you to leave your bin out for collection, then we can help. Council offer an Assisted Lift Service that collects your bin from the area where it’s stored, empties it then returns it to its original place. Please note this service is reassessed every two years.

WHERE DOES YOUR BROWN BIN WASTE GO? In 2015/16 Antrim and Newtownabbey recycled an impressive 11,882 tonnes of garden and food waste from households in the Borough - but what happens to the waste once you put it in your brown bin?
Each household recycles on average 206kg* of garden and food waste per year *based on 2015/16 figures

The brown bin waste is then collected and taken to an in-vessel composting plant where the waste is heated to speed up the rotting process

As part of the Armagh Observatory Astronomical Autumn Tour, ‘aroundNorth’ is a sound installation that takes its inspiration from the apparent rotation of stars around Celestial North Pole. As the Earth rotates and the stars appear to slowly move around Polaris, the North Star, the installation tracks the stars’ movements and interprets them as an evocative musical score. Stars passing virtual lines in the sky trigger musical notes whose qualities are informed by their brightness, size, temperature and distance from Earth,

APSE AWARD WINNERS
SCRAMBLERS:
Antrim and Newtownabbey Borough Council is the proud winner of the Best Community and Neighbourhood Initiative for Valley Park Shared Space Project, V36, presented by the Association for Public Services Excellence (APSE).
Antrim and Newtownabbey Policing and Community Safety Partnership (PCSP) and local Police are reminding parents to play their part by considering how their children use scramblers.
RESPONSIBLE USE IS KEY
The UK wide APSE awards were held in September to recognise excellence in public service delivery by local authorities. There was stiff competition with over 320 entries from councils across the UK for 22 awards. Our Council was not only the winner of this category, but the only winner from Northern Ireland and was also shortlisted for two further awards. The two shortlisted awards were Best Efficiency and Transformation Initiative for the Change Programme and Best Service Team.
Some scramblers don’t comply with Construction and Use Regulations and Safety and Vehicle Standards which restricts them to “off-road” use only. These vehicles should only be driven on private land where the landowner has given permission and should not be driven on pavements, roads, public property or parks including green grass areas and public paths. Park Wardens have been patrolling local parks to deter the use of scramblers and have reduced the number of possible access points to the parks for scramblers and quads.This work is continuing and the wardens are in constant contact with the PSNI to report offenders.

Antrim and Newtownabbey Policing and Community Safety Partnership (PCSP) is asking the question, ‘Where is Your Child Tonight?’ to encourage parents to talk to their children, empower them to make the right choices about alcohol and to communicate the many risks and potential consequences of drinking, taking drugs and getting involved in anti-social behaviour.
• Giving them a curfew
• Stay in contact via mobile and check with other parents • Meeting their friends • Ensure transport has been arranged to get home safely
Antrim and Newtownabbey PCSP have an On Street Presence project and an At Risk Youth project, to ensure young people are safe and divert them to other activities, programmes and projects.
Many people may not know that: • One in ten young people who have drunk alcohol have ended up in trouble with the police • Alcohol can make your child more likely to be the victim of a violent assault or other crimes • The younger people are when they drink, the more likely they are to be a victim of violence, vulnerable to injuries from accidents, use other drugs and have unwanted or unsafe sexual activity
In Northern Ireland over half of young people aged between 11 and 16 say they have had an alcoholic drink at some point in their lives. We are urging parents to talk with their children, find out where they really are when they hang out, what they are doing and who they are with.

WHAT YOU NEED TO KNOW! Antrim and Newtownabbey Policing and Community Safety Partnership (PCSP) urge you to stay safe and follow this simple advice.
SPARKLERS Sparklers are often seen as harmless but they burn at fierce temperatures. To a child the heat from a sparkler is equivalent to the heat from a welding torch. • Never give sparklers to young children under five • Always wear gloves with sparklers, preferably leather ones
FIREWORKS When buying fireworks, make sure they comply with BS 7114 or its European equivalent and is marked for intended use (indoor, garden or display). • Keep fireworks in a sealed box or tin, use them one at a time, replacing the lid immediately • NEVER put fireworks in your pocket • Read the instructions carefully using a torch or hand lamp never use a naked flame • Light fireworks at arm’s length using a taper or a firework lighter • Stand well back and NEVER return to a firework after it has been lit - it could explode in your face • Always supervise children around fireworks • Keep all pets and animals indoors. Make sure they cannot get out through open windows and doors - it is best to keep the curtains closed • NEVER throw fireworks • Be mindful of the direction of travel when setting up your fireworks, taking into account your surroundings and any obstructions the fireworks may come into contact with
• Hold sparklers at arm’s length and always get an adult to light them • Never wave sparklers near someone else as you could burn them • Never hold a baby in your arms when you are holding a sparkler • When finished, put the sparkler into a bucket of cold water and leave it there
WHAT YOU SHOULD KNOW BEFORE PLANNING YOUR FIREWORK PARTY • Category 1 (Indoor) fireworks must not be sold to children under 16 years of age; Category 2 (garden) and Category 3 (display) fireworks must not be sold to persons under 18 years of age • Fireworks cannot be bought in Northern Ireland without a licence, a licence costs £30 and you can get this through the Department of Justice. (Category 1 do not need a licence, i.e. sparklers and indoor fireworks).

BEAT THE STREET Beat the Street is a fun game that brings whole communities together, by encouraging families to get involved in active travel. The hope is that these changes will continue long after the game has finished. This new programme will see large parts of Northern Ireland including Newtownabbey, Belfast, Whiteabbey, Lisburn, Holywood, Cliftonville and Dunmurry turned into a real life game, where residents will be challenged to walk, cycle or run the equivalent distance of travelling to outer
space. It is expected that more than 40,000 people of all ages will take part to compete for the top of the leaderboard. To take part, you log your distance travelled by tapping cards at the start and end of each journey against Beat Boxes placed on lampposts across the area. These collect and upload real-time travel information from your card straight to the Beat the Street website. There will be lots of team and individual prizes up for grabs for the points earned.

STATUTORY FOOD HYGIENE RATING SCHEME
FIND FREE SUPPORT FOR YOUR LOCAL BUSINESS HERE
Have you ever noticed a sticker on the way into a food outlet numbered 0 to 5? If you have its most likely their food hygiene rating sticker. From October 2016, it will be a legal requirement under Food Hygiene Ratings Act (Northern Ireland) 2016, for food outlets to display this sticker.
Could your business benefit from 5 hours FREE advice?
Food outlets are rated on their hygiene standards found at the time of inspection. They can be rated from 0, meaning urgent improvement is necessary to 5, which means the hygiene standards are very good. The sticker must be positioned so that it can be readily seen and easily read by customers before they enter the premises. The scheme itself provides information about the hygiene standards in restaurants, pubs, cafés, takeaways, hotels etc, as well as supermarkets. It will help you choose which food outlets to eat from or where to shop for food. The new statutory scheme came into effect from early October and it may take up to a year before every food business has their new stickers. However all ratings are listed online so you can check at any stage: www.food.gov.uk/ratings

CALLING ALL LOCAL FOOD & DRINK PRODUCERS Are you a food or drink producer? Would you like £30,000 free advertising reaching 2.7 million passengers annually? WORKING TOWARDS A CLEANER BOROUGH Our residents want a cleaner Borough and we are working hard to improve the cleanliness of our streets and roads. We are planning a number of new initiatives to help make this happen and we will need the support of all our residents. We will keep you informed of how you can get involved in future issues of Borough Life. Since 1 April this year, Antrim and Newtownabbey Borough Council has received 152 complaints from local residents regarding dog fouling and 10 of littering. Staff have also identified and investigated 126 cases of littering and illegal disposal of waste. In response, our Enforcement Officers have carried out a total of 376 patrols throughout the Borough over an 18 week period and issued a total of 23 Fixed Penalty Notices for littering and dog fouling offences, with legal proceedings being taken in 5 cases. In the same period, Enforcement Officers have handed out 13,900 bags to dog walkers and dog waste bag dispensers are now located along Newtownabbey Way, Hazelbank Park Newtownabbey and Loughshore Park, Antrim - so there’s no excuse to be caught empty handed! Report offenders and help keep our streets clean! If you see someone throwing down litter or cigarette butts, dumping rubbish or not picking up their dog foul, let us know!

FIRST RATE PLANNING When the Planning Service transferred to Council on 1 April 2015, we were committed to making the planning process speedier, simpler and more streamlined. A report published in June indicated that out of the eleven councils in Northern Ireland, our Council’s Planning Section was the only one that met all of its statutory targets. The report measured the processing times for both major and local planning applications and highlighted that performance targets set by Central Government, were not only met, but exceeded during 2015/16. Another key achievement during the first year included being the first Council to have held a Pre-determination meeting for a planning application anywhere in Northern Ireland. One key change made to the planning process was to provide residents and businesses with improved opportunities to engage with the service. During the first year of operation over 70 people addressed the Council’s Planning Committee on proposals being considered. In January, we were the first Council to announce that work had commenced on our new Local Development Plan and a series of public events have since been held to gather local views on the future shape of our Borough.

BEST KEPT GARDEN 2016 This summer we introduced the Borough’s first ever Best Kept Garden competition. Entries were received from across the Borough showcasing a huge variety of styles, designs and creativity, all of which have a wonderful impact on the local area and often

Thanks to funding of almost £50,000, these vibrant beauties form part of a wider transformation including a new car park, improved pathways and quaint stone walls. A new orienteering trail has been introduced to help walkers navigate their way around the hill. So be sure to visit and enjoy the breath-taking views over Belfast Lough and the beyond.

DOG WATCH Are you concerned about dog fouling in your area? It’s an unpleasant thing but together we can help tackle it through Dog Watch! If you are involved in a community or residents group the Council can offer support to set up a Dog Watch group for your area. The Council can provide your group with high visibility Dog Watch vests, dog waste bags and leaflets to hand to dog walkers. In addition Dog Watch signs and anti-fouling markings will be placed on the footpaths in problem areas. Residents can act as the ‘eyes and ears’ of the community, helping to identify offenders and make the place they live, a much cleaner and pleasant place.

BEE-LICIOUS The Council is delighted to be leading on an exciting new pollinator project which has been awarded £76,800 from the Heritage Lottery Fund. ‘Bee-licious’, a three year project designed to restore native flower-rich habitats for pollinating insects such as bumblebees and beetles is being delivered in partnership with seven other Councils across Northern Ireland. Pollination is the transfer of pollen between flowers enabling plants to set
seed and bear fruit and is essential for the production of food. As part of Bee-licious, Council will be engaging with local communities to provide food and homes for these precious pollinating insects, as well as hosting a number of informative events.

Brick City 22 October-27 November 2016 Brick City is a celebration of some of the world’s favourite buildings and urban icons, recreated solely using LEGO bricks. While to many, LEGO bricks are ‘just a toy’, to Warren Elsmore they provide a challenging and enjoyable modelling medium. These LEGO models, however, don’t resemble those you remember as a child. A master of his medium, these fabulously detailed models may contain thousands of pieces - or perhaps just a handful.
