We are always promoting the great efforts across our Borough to recycle. We have over 700,000 people a year using our busy Household Recycling Centres. With the darker nights coming in we will be moving to our Winter opening hours at these sites (see page 12 for details). To reduce waste and save money, there are also some delicious autumn recipes to help use all your food and leftovers (see page 13 for details). To help you get ready for winter we also have some top tips on being energy efficient, keeping an eye on your boiler for leaks and saving for heating oil (see page 11 for details). We also have an update on an area that is very close to my heart, our new Foodbank Friday initiative (see page 17 for details). Once again we have action packed events over the Halloween holidays with Spooktacular activities for all the family, to make sure you have an enjoyable time. We also have some tips and advice on how to stay safe during these celebrations (see pages 18 and 19). I wish you and your family an enjoyable autumn and I look forward to seeing you at our events. EVERYBODY ACTIVE SMALL GRANTS PROGRAMME – NOW OPEN In partnership with Sport Northern Ireland, we are pleased to announce that the Everybody Active Small Grants Programme is now open. There is £1000 available for individuals and groups in the Borough for physical activity projects. Preference will be given to those projects that involve women and girls, people with a disability and those living in areas of social need. If you think you, your sports club, your community/ voluntary organisation or PTA could benefit from this funding, make sure you submit an application online via www.antrimandnewtownabbey.gov.uk/ Residents/Grants.

GATEWAY TO THE LOUGH Sometimes a sound can take us back to a favorite memory or connect us emotionally with the landscape around us, allowing us to appreciate and value our local biodiversity. A new sound recording project for the local community, Surface Tension, will help to capture the unique sounds of the Lough Neagh wetlands over the next year. From the Crumlin Glen waterfall to the Dawn chorus in Rea’s Wood, Lough Neagh wetlands offer many beautiful settings that host a range of species and habitat diversity, to hone your sound recording skills.

CAN YOU HELP SEARCH FOR THE CRYPTIC WOOD WHITE BUTTERFLY? The Cryptic Wood White is a small delicate butterfly that was first discovered in Northern Ireland in 2011.
LOUGH NEAGH GATEWAY CENTRE Work will commence in spring 2018 on the new Gateway Centre at Antrim Lough Shore Park. The project will include a first floor café/ restaurant, premises for Lough Neagh Rescue, interpretation about Lough Neagh and a space to let. To complement the Gateway Centre, there will be a nautical themed adventure play area, due to be completed by summer 2018. Plans are also underway for a bandstand and a public art scheme. The Centre is expected to become a regional landmark and serve as a ‘honey pot’ attraction for visitors to Lough Neagh. It will service residents and visitors who use the park for water based and outdoor activities, or those who just want to relax and enjoy the natural surroundings.

PARKGATE IS TREEMENDOUS We had a request from Parkgate Community Group to help them brighten up an area of the village. Using some materials which would normally have been disposed of, including half-moon hanging baskets and old tree guards, we designed a hanging basket tree.
It lives in sheltered grassy sites near scrub and woodland habitat. As a caterpillar, it depends on three of our native wildflowers; Meadow vetchling, Bush vetch and Bird’s foot trefoil. As part of the Lough Neagh Landscape Partnership Scheme, funded by the Heritage Lottery Fund, we will work with Butterfly Conservation Northern Ireland to establish the local distribution of the Cryptic Wood White. The Council will provide training for volunteers to identify the butterfly, as well as the native wildflowers it depends on. This is a great opportunity to help your local biodiversity!

PICK UP OR PAY UP! Dog fouling complaints increase in the winter months. Some early morning and late evening dog walkers are not picking up the foul because they don’t think they will be caught. Our Enforcement Team will continue to carry out regular patrols over the winter months. Prepare to pay a fine of up to £80 if you are caught, or pick it up and pay nothing!

TAKE ACTION TODAY, PUT THEM AWAY The Royal Society for the Prevention of Accidents has recently launched the latest phase of their Take Action Today, Put Them Away campaign in Northern Ireland. The campaign aims to raise awareness that household cleaning products can be dangerous to children. Children under 5 are most at risk of poisoning or eye injuries from cleaning products. The campaign reminds parents, grandparents and carers to

HOME SAFETY Hair straighteners can reach temperatures of between 210 and 230 degrees and can take up to 40 minutes to cool. Horrific burn injuries can happen very quickly to children because their skin is up to 15 times thinner than adults. Children are most likely to sustain a serious hair straightener burn on their hand. Prevent injury by switching off straighteners immediately after use, keeping them out of reach of children, even when cooling down and putting them in a heat resistant bag or pouch.

THINKING OF MAKING SOME HOME IMPROVEMENTS? If you are thinking of carrying out work to your house, you may need to notify building control. Here are a few questions and answers on what you need to do… Q. Do I need to make an application if I am thinking of doing work to my house? A. Yes – A Building Regulation application is needed for the following: • replacing your central heating boiler to a new efficient boiler • converting your boiler (for example from oil to gas) • installing a wood burning stove/multi-fuel stove • installing or relocating an oil tank • installing/upgrading cavity wall insulation/roof space insulation • installing a bathroom or WC if new plumbing is installed or existing plumbing is altered • installing an additional stair rail • adding a radiator to an existing heating system • carrying out a conservatory roof conversion • carrying out a structural alteration, including removal of load bearing and non-load bearing walls Please note that this list is not exhaustive and there will be other work not listed here, that will require an application. LEAKS FROM DOMESTIC HEATING OIL STORAGE TANKS Recently there has been a number of pollution incidents due to faulty or unmaintained domestic central heating oil tanks. A little time and money spent on maintenance may avoid spending in the future. ENERGY EFFICIENCY SERVICE Our Health and Wellbeing team offers free and impartial advice to residents who may struggle to pay their energy bills and keep warm, particularly during the winter months. Preparation and some small changes can help make the winter more affordable. The problem of heating the home efficiently versus affordability is a common one. A home visit can be arranged to offer tailored advice on how you could save money yet stay warm.
• Save ahead for oil, electric or gas bills which can be more expensive during the winter months. You can do this by availing of the Oil Stamp Saving Scheme as mentioned above. • Change energy supplier - suppliers are always introducing special offers to attract new customers. If you haven’t switched for a year or more then you may be missing out. • Heating and insulation - upgrades can be expensive. In certain circumstances referrals to grant schemes for new heating systems and insulation can be made on the households behalf, where required. • Be aware of the importance of minimum temperatures within the home particularly for young children or older people.
In the meantime, here are a few tips on how to become more energy efficient: • Declutter - this allows for heat and air to circulate enabling mould and condensation to dry out/be treated. Advice is available on the use of central heating, portable heaters, problems of unheated rooms and the safety of portable gas heaters. • Make some minor changes in routines and behaviours - change to low energy light bulbs, bleed radiators and switch off appliances to reduce energy bills.

WINTER OPENING HOURS AT THE RECYCLING CENTRES From 1 October the Council’s Recycling Centres will revert to their winter opening hours of 9am to 6pm from Monday to Saturday. Bruslee Recycling Centre will continue to open on Sundays from 9am to 5pm.
Don’t forget a range of items can be reused or recycled at the Recycling Centres, from mattresses to carpets, washing machines to TVs and wooden doors to garden waste. With nearly 700,000 users per year, it’s a great way to recycle!

50,000 THANK YOUS! About a quarter of the rubbish in your black bin is food waste that could be reused or recycled in your brown bin. This is both environmentally and economically a real waste! Recently, Council has been encouraging residents to recycle as much food waste as possible, with Love Food Hate Waste recipes for leftovers and bin stickers encouraging more food recycling. You have responded in brilliant fashion with less food waste being thrown in the black bin. As a result of your efforts, we have been able to recycle 10% more food waste with over 500 tonnes diverted from landfill and turned into compost between January and June 2017. This means that the Council has saved over £50,000 because of your recycling. If you leave your red tag on your brown bin, our staff will leave you green bags, to keep up your great efforts. EASY SMOKED FISH PIE WITH CHEESY CRUMBLE • 350g skinned fish, such as ling, hake, cod, haddock or salmon • 350g un-dyed smoked haddock • 1 small onion • 1 bay leaf • 450ml milk • 1 fillet of cooked smoked mackerel • 4 eggs • 25g butter • 25g flour

• 125g (4oz) butter • 120g (4oz) caster sugar • 3 eggs • 3 large very ripe bananas, peeled and mashed • 225g (7 1/2oz) Gluten-free flour • 1/2 tsp gluten-free baking powder • 1/4 tsp xanthan gum (corn starch, arrowroot or gelatine can be used) • 2 tsp ground cinnamon • 1 tsp mixed spice • 100g (3 1/2oz) sultanas or dried apricots, chopped into little pieces • 1 tsp vanilla extract • 1/2 tsp salt
• 2 tablespoon crème fraiche • salt • Ground black pepper • pinch of nutmeg • 225g chilled shortcrust pastry • 50g leftover cheese such as Cheddar, Gruyere
Place the raw fish in a pan, add the quartered onion and bayleaf and pour over 450ml milk. Bring to the boil, reduce the heat and simmer for about 5 minutes until the fish is just cooked. Remove the fish and place in an over proof dish. Discard the onion and bayleaf from the dish. Bring a small pan of water to the boil and hard boil the eggs. Peel the eggs, cut into chunks and place on top of the fish. Flake the smoked mackerel and distribute over the eggs and cooked fish. To make the sauce; melt the butter in a pan, stir in the flour and cook for one minute over a moderate heat. Gradually add the fish poaching milk, whisk then simmer for 1-2 minutes, stirring until you have a smooth, slightly thick sauce. Remove the sauce from the heat, add the crème fraiche, season with salt, ground black pepper and nutmeg. Pour the sauce over the fish and the eggs. Preheat the oven to 200°C (400°F) mark 6. Thickly grate the frozen pastry straight over the top of the fish pie, sprinkle with cheese and cook for about 25-30 minutes.

Preheat oven to gas 4, 180°C, fan 160°C.

Grease and line a 1kg (2lb) loaf tin.

Beat the butter and sugar until pale, light and fluffy.

Beat in the eggs, add in the remaining ingredients.

Pour the mixture into the loaf tin, bake in the preheated oven for 50-60 minutes, until golden brown.

Insert a skewer into the centre, it should come out clean.

Remove from the oven and leave to cool in its tin for 10 minutes.

The recently launched Community Plan for the Borough, sets out the issues which most affect the day to day lives of our residents. Through Community Planning, the Council is working in partnership with organisations from health, employment, education, safety and community backgrounds, to help shape actions which will drive change and improve quality of life.

ACTION PLAN
PEACE IV PROGRAMME LAUNCH The new PEACE IV Programme was launched recently which is good news for the Borough. Over £2.5million is now available to develop and deliver projects in the area to support peace and reconciliation.
To help us build on the previous success, we will be welcoming tender applications from external parties to deliver projects within the three main themes.
The launch event marked the official start of the new PEACE IV Programme, bringing together local community groups, sports clubs, church groups, youth clubs, delivery agents and activity providers, to find out how they could get involved in the programme. The three main themes of the programme are Children and Young People, Shared Space and Services and Building Positive Relations. We have had great success with previous Peace initiatives and hope to build on this to continue working towards a fully cohesive community in the Borough.

Would you like to increase your knowledge or skills in a particular area to help your group? The Council’s Community Capacity Building Programme may be of interest to you. The courses will run from October 2017 to March 2018 and are held in the evenings to suit volunteers who work during the day. The length of the courses vary, depending on the topic and are held in both Antrim and Newtownabbey. They can be accredited or non-accredited covering topics such as Emergency First Aid, Child Protection, Food Safety in Catering and Risk Assessment. Each course costs £5.00 per volunteer and up to two members from each group can register to attend.

BEFRIENDING IS MAKING A DIFFERENCE!
FOODBANK FRIDAYS
Loneliness is the social epidemic affecting older members of our communities. Whether due to the loss of a spouse, family living further afield or living alone – the impacts on older people’s health and well-being is startling. AGE UK reports ‘200,000 older people say they haven’t had a conversation with friends or family for a month, whilst 3.9 million older people agree television is their main form of company. The impact of loneliness can be as harmful to our health as smoking 15 cigarettes a day.’ However, there is a way of tackling such loneliness. Redeeming Our Communities (ROC), Rathcoole, is a new befriending scheme for those who face each day on their own. The scheme offers a weekly visit or call from a volunteer befriender, to the most isolated folk living in the Rathcoole area of Newtownabbey. ROC Care Rathcoole is a project of the national charity, Redeeming Our Communities. ROC works in partnership with statutory agencies, local churches and groups to meet social needs within communities. Over the past year, ROC Northern Ireland have been working with Newtownabbey Methodist Mission, Rathcoole Neighbourhood Renewal Partnership and other agencies, to identify the needs of older people. Recent funding from the Council enabled the project to recruit and train new volunteers.

Did you know that one in five children are living in poverty in our Borough? To help those in need, we have been encouraging our residents and staff to help the less fortunate families and individuals in our Borough, by collecting items for Foodbank Friday. The Mayor, Councillor Paul Hamill and Chief Executive, Jacqui Dixon are both personally supporting this initiative and delivered the first batch of items donated to Oasis, one of the local foodbanks on behalf of the Council, on Friday 8 September. We’ll have Foodbank Fridays throughout the Mayor’s term and deliveries will be made across our Borough to local foodbanks. If you wish to donate non-perishable foods including tins of soup or tins of meat, packets of pasta or rice, tea or coffee, cereals, dried fruit or soup mix, jams and preserves, nappies and toiletries, please leave them at Antrim Civic Centre, Mossley Mill or any of our Leisure Centres.

Halloween is a fun time for everyone, however, accidents can often be caused by fireworks or burning candles. Here’s a few tips on keeping safe over the Halloween holidays. Children’s Halloween costumes are classified as toys. This means that, by law, they don’t have to be as fire retardant as normal children’s clothing. Costumes need to be kept away from naked flames. Costumes should be purchased from reputable suppliers and children are advised to wear clothes under the costume, such as jeans and a woollen jumper this will help to give protection to the skin if the costume were to catch fire. Some Halloween make-up or face paints can cause skin irritation. Remove from the skin immediately if irritation does occur. Check and read carefully the manufacturers’ recommendations on each product. Children’s face paints are regarded as toys and should be CE marked. Never leave burning candles unattended. Don’t allow children to play with candles or use battery operated candles instead. Everyone should watch and enjoy fireworks at a safe distance. Adults should follow the Firework Code when holding a display. See www.saferfireworks.com/firework_code/ for further information. Only buy fireworks marked with a CE mark. Sparklers are often regarded as harmless but, in reality they can burn at very high temperatures, equivalent to a welding torch. Children should always be supervised when using sparklers and it is recommended that they are not given to children under 5. Everyone handling fireworks should wear gloves. When the sparkler has finished, it should be placed in a bucket of cold water. A fireworks licence is needed to buy, possess and use certain types of fireworks. ‘ASK’ FOR HELP AND YOU WILL RECEIVE The ASK Programme aims to help businesses in the Borough reach their full potential by providing specialist advice, skills and knowledge. Henry O’Neill, from RSB Interiors, is a previous participant of the Council’s ASK Programme. The family run business has been established for over 20 years in Belfast and recently extended their business by opening new premises in Highgate Business Park, Trench Road, Mallusk. RSB Interiors took advantage of the services on offer; “we were provided with free one to one mentoring support to help improve footfall by promoting the new showroom through social media, to also increase sales,” Henry told us. Henry continued; “When the mentor visited our premises, she identified some improvements we could make to the layout and presentation of the shop. She worked with me to remerchandise the store, improve the layout and presentation of the stock.” The business’ digital presence was also worked on to ensure content was correct and all information was up to date.

GLOBAL ENTREPRENEURSHIP WEEK Global Entrepreneurship Week (GEW) started life in the UK as Enterprise Week more than a decade ago. Today it has grown into the world’s largest festival of entrepreneurship.
The application process won’t take long and includes a 500 word submission which will be measured against a set of criteria to determine the shortlist. The award categories are as follows: • Excellence in Customer Service • Best Tourism & Hospitality Provider • Best New Business (trading less than 2 years) • Best Small Business (less than 50 FTE employees) • Best Large Company (more than 50 FTE employees) • Best Growth Business • Young Entrepreneur of the Year • Involvement in the Community • Exporter of the Year • Business Person of the Year • Employer of the Year Winners will be announced at a gala awards dinner on Friday 23 February 2018.

The week-long festival of live events from 13-19 November, take place throughout the world and help people at every stage of their entrepreneurial journey get the support they need. The Council, in partnership with Young Enterprise NI, will host events for over 500 local primary and secondary school children during this week, to inspire them to consider business as a career option. BUSINESS WORKSHOP Businesses in the Borough will be given the opportunity to attend a workshop on Wednesday 15 November from 6-9pm in Mossley Mill, with special guest speaker Gwynneth Cockcroft. Gwynneth is Managing Director of dcp Strategic Communication Ltd and specialises in reputation management and crisis management for a variety of prestigious clients including Tesco and the National Trust. She will draw on her extensive experience to deliver a masterclass in "To Tweet or not to Tweet, that is the question".

REPLACEMENT CLOCK FOR WHITEABBEY VILLAGE The Mayor, Councillor Paul Hamill recently unveiled a replacement clock in Whiteabbey Village.
LIGHT UP FOR CHARITY
A clock has been a key feature of the village for many years and was previously attached to the end of a row of terrace houses. Legacy Newtownabbey Borough Council replaced the clock in 1994, however the clock was removed last summer as it had not worked for many years and was destroyed beyond repair by a storm.
Once again the Council will show support to a number of charities. We will be supporting Action Cancer “Paint the Town Pink� campaign and will light up Antrim Civic Centre, Ballyclare Town Hall and Mossley Mill pink on Monday 2 October.
The replacement clock is now an additional feature for Whiteabbey Village located on the main Shore Road.
Tiny Life, one of the Mayors chosen charities will mark World Prematurity Day on Friday 17 November when we will again light up our civic buildings purple.
On Tuesday 10 October we will light these buildings up purple for Action Mental Health.

INSTALL SECURITY SOFTWARE: Most threats to your security often appear in the form of malicious software or viruses, most likely from an email, or unauthorised download.

In order to keep your computer clear of malicious software and viruses it is essential that antivirus software and a firewall are installed and enabled.
By clicking on one of these messages you’ll either inadvertently agree to download a computer virus or be asked to provide some personal information such as banking details.
SOFTWARE UPDATES: Loopholes in software or computer applications are like open doors for hackers and cyber criminals. Software manufacturers are continually dealing with new threats and will respond by sending out updates to their software.
It is worth remembering that most professional organisations such as banks or government departments, would never send emails asking for such information.
If you update your software regularly you are reducing the risks of having any security related issues. Also, many manufacturers offer automatic updates which will take all the hassle out of manually updating. SCAMS:
Many online scams begin life as a phishing email. Phishing is a phrase for any email that encourages you to click on a link or give away personal details.
The number of online services is increasing and the internet is a wonderful resource in today’s society. Online safety is important, but by taking these basic points on board, the internet should be a safe and productive asset to any home.
