Bald Hill Masterplan Begins To Emerge

By Angela Fagerstrom Wollongong City Council and design consultants Arup held the second design charrette in Stanwell Park on June 22, with three draft concepts being workshopped by the charrette participants. The concept designs were formed using the guiding principles which emerged from earlier community consultation.

The guiding principles were set out as: • Improve traffic safety • Maintain ‘bald’ character • Improve parking layout and function • Improve amenities and access • Provide food offering • Maintain gliding activities • Improve site legibility and wayfinding • Enhance heritage features • Improve pedestrian connectivity • Maintain views from inside and outside the site. The site’s limitations have been taken into consideration, with Diana Griffiths of Arup explaining at the second charrette “Whatever is built can’t be a generator of more traffic”, noting a restaurant or similar would put more demand on the current site. To solve this dilemma, Arup’s team has provided design solutions which dig into the hillside. Design option one was described by Callum Mathieson of Arup as the option which most keeps the “character of the site as is”, while he described options two and three as more “dramatic”. Councillor Colacino reminded residents “The draft designs are by no means finalised and we will need further consultation with the community to look at these designs”. Continued on page 2

Waste Not, Dump Not

By Angela Fagerstrom Helensburgh Waste Depot officially closed on June 30, after a decision by Wollongong City councillors on June 12. The decision follows a review of the site which assessed the depot’s age, usage, operational costs and location in the Hacking River catchment. Although the decision to close the facility may be seen as a sudden one, residents were notified back in February 2011 that the tip was living on borrowed time, with the most likely long-term outcome to be the implementation of a waste transfer station at the former tip site. In 2011 when the tip closure was pronounced imminent, Council’s Director of Infrastructure and Works, Peter Kofod, said the proposed waste transfer station was expected to be completed and ready for operation in 2012. However, plans for a waste transfer station at the former tip site hit a snag, with both the Halls Road Action Group (HRAG) and Neighbourhood Forum One (NF1) insisting a better site be investigated, and any such site be located on the fringe of the town, so that there was not an increased number of waste trucks moving past two schools, the shopping precinct and homes. “We have not heard any mention at the NF1 of an alternative waste transfer site since June 2011” said NF1 Convenor Pauline LacellesSmith. She referred to the response to the NF1’s suggestion that Council consult with a resident panel, saying Council informed them in June 2011 that “We are currently investigating possible alternate locations for a transfer station. We are not currently planning to establish a community panel however will update the forum on our engagement strategy after the property investigations are complete and we better understand the scope for the project and consultation needs”. “Along with residents, I am extremely disappointed that Council did not see fit to keep us better informed of the pending closure – a waste transfer station is not an environmental hazard if developed correctly, and would save residents of the Northern Illawarra both time and money instead of having to transport goods to Whytes Gully – a 90 km round trip which would place extra stress on the busy Mount Ousley road”, said Mrs Lacelles-Smith. 4 Helensburgh & District Herald

“I am also disgusted that the Community was only given two and a half weeks’ notice of the complete closure of the tip”. Coincidentally, the Helensburgh tip closure comes at the same time as local business Blackwell Brothers are scaling back both the size and scope of their operations in Helensburgh, to comply with the original 1984 Development Approval (DA). “Over the years, we have saved a lot of material going into landfill unnecessarily” said Managing Director Adam Blackwell. “While we are taking the necessary steps to ensure we comply with the original DA, it’s hard to see the logic used by authorities.” “Residents in the Northern Illawarra now have no more local tip, a vastly-reduced capacity and scope at our Helensburgh facility plus a trip to either Menai (~30 km) or Whytes Gully (~40 km) and increased overall disposal costs” said Adam. “We all hope it doesn’t happen – but chances are there will be more roadside dumping.” “Blackwell Bros has the capacity to take up the shortfall while Council finds a suitable waste transfer station for the Northern Illawarra, so it seems a real shame for both the area and for our local business” concluded Adam. Under the current land zoning Blackwell Bros will not be able to gain the appropriate approvals to take up this ‘shortfall’.

NEWS “Due to its age, Helensburgh Waste Depot does not meet the requirements of a modern-day landfill’’ said Peter Coyte, Acting Director of Infrastructure and Works. “It’s not lined, and this means it’s possible for leachate to seep through the ground around the site. Given the nearby residential development and environmentally-sensitive Royal National Park and Garawarra State Conservation Areas, the review highlighted the depot was nearing the end of its functionality.” “Council crunched the numbers and by closing the tip before the new financial year the money council saved is significant” said Cr Greg Petty (IND). “I will be urging council to use these significant annual saved funds in the Northern Illawarra, but in the meantime council has a range of waste initiatives people can use”, added Cr Petty. For items like televisions, computers, tyres and mattresses, Mr Coyte recommended that residents use Council’s On-Call Household Cleanup Service. “This is a free service offered by Council and a great way to dispose of unwanted stuff from around your home”, he said. ‘’You can book online, or by calling Council’s Customer Service team, and arrange for us to come and pick up your additional rubbish – twice each financial year – at a time that suits you.’’ After June 30, Council will begin rehabilitation work on the former Helensburgh Waste Depot site. Symbio’s Latest Arrivals – Loving The Limelight “Camera-shy” is NOT how you would describe Symbio’s latest star arrivals. Less than 24 hours after the red pandas arrived at their new enclosure on June 19, they playfully posed for photographs. The pair has come to Symbio as part of an international breeding program. Indira, a seven year old female arrived from Mogo Zoo on the South Coast, while the eight year old male Himal, had a longer trip, coming to Symbio from Adelaide Zoo.

“The breeding season for the red panda is loosely defined as ‘winter’, with some experts pinpointing the winter solstice (June 21) as the brief window of opportunity” said Symbio manager, Matt Radnidge. “With this small breeding window, threats in the wild and the rapid destruction of their habitat, it’s easy to understand why they have become critically endangered” said Matt. The natural home of the red panda is the mountains of Nepal and northern Burma, as well as parts of central China. 6 Helensburgh & District Herald

This explains why even in the worst of Helensburgh’s inclement weather, red pandas can still be seen resting in the treetops. Symbio has long held a pair of red pandas who were unable to be part of a breeding program, including the elderly but very “handsome” Mr Myagi (aged 17). “We are really grateful for the support of the Illawarra Credit Union and their Wildlife Saver Account for helping to make the arrival of Himal and Indira possible – and of course the children who are saving their money” said Matt. The arrival of the panda ‘lovers’ follows an exciting few weeks at Symbio, as their sibling pair of Sumatran tigers recently celebrated their fourth birthday. The newly completed glass viewing area at the tiger enclosure allows for a unique view of tigers Cinta and Jalur. Symbio also welcomes the birth of baby marmosets at the zoo. NEWS / PROPERTY Curious about QR Codes By Karen Lane A QR code is a Quick Response code and like a bar code it holds information that is read by a scanner. QR codes are the newest marketing tool around and you’ll see them in traditional advertising places like newspapers, billboards and business cards but there’s a big difference they are easily generated and can be placed on anything and everything, even personal items from a t-shirt to a tattoo. The QR Code is a two dimensional bar-code which means the exact location of the smaller squares inside the code are used as positioning points enabling more information to be stored in the surrounding areas of the code. The type of information stored can simply be the name of a website but usually includes other product details. The primary purpose of the QR code is to enable a busy customer, who doesn’t have the time to “stop and shop”, to use the scanner in their smart phone to take a picture or scan the QR code from an advert or a product and save the details for later.

How are QR Codes read/created? QR code scanners are in smart phones, MP4 players and other handheld devices. Mobile apps are available allowing everyone to generate their own QR code to advertise their product or service. By Laurinda Wellings – Solicitor Director, LawPlus Far reaching Workers Compensation changes were pushed through parliament on 22 June 2012. Coal miners should be relieved that they are exempt from the changes, as are firefighters, police officers and paramedics. When put into the context of the dire financial situation that the Workers Compensation system got itself into, massive changes are no surprise. But changes mean uncertainty for everyone involved. The changes are complex and will take some time to fully appreciate. For most workers, the most important issue is – what do the changes mean in a practical sense? One of the most common experiences for people injured at work is assistance with payment of medical treatment. The new Act changes how and when payment for medical treatment will be made.

HELENSBURGH&DISTRICTHERALD The insertion of section 59A into the Workers Compensation Act 1987, will effect both workers, doctors, physiotherapists and medical providers who routinely provide treatment to injured workers. In summary an injured worker will only be entitled to receive payment for medical treatment: • Within 12 months of an injury; or • If they have required time off work – within 12 months of returning to work full time; or • While receiving weekly payments of compensation. An insurer won’t be liable to pay treatment unless the treatment has been pre-approved (except emergency treatment within 48 hours of an injury). There are many other changes. For starters the new laws include restrictions on weekly wage payments, strict thresholds for whole person impairment claims, reduced payment for medical expenses and removal of the very small sums that were allowed to recognize a workers pain and suffering. One thing is certain, the changes will be reviewed when the scheme reins in its financial problems (or after 2 years) – whichever is first. The final implications will not be known until new regulations are made and Workcover Guidelines and New Operational Instructions are issued to the insurers. We will report further on the changes, next month.

Dear Editor, I’m extremely disappointed in the NSW State Government’s decision to sell off the State’s power generator. How can they possibly say that it will result in cheaper electricity prices? Privatisation may be cheaper in the short term, but there are no laid-out contractual plans to continue maintenance (for currently completion) or for the continual rise in the base load required for population growth. In Victoria, City Power has been labelled as the bench-mark company to which all NSW distribution companies should use. They show how great they are with their operating costs, but they do not tell you how little maintenance has been done, or that they have one of the highest outage rates in Australia, and it will only get worse. They don’t spend enough building new infrastructure, and why would they, it’s not in the shareholders best interest. Short term gain for a long term loss. Do we all remember the state of the Illawarra and South Coast Line after five years of Fluor Daniel Maintenance? Or do I need to be clearer

I drive the road to Waterfall almost every day. I have no problem slowing down a little bit occasionally to make way for cyclists. LETTERS Media Diversity Alive And Well In 2508 Letter from the Editor, Angela Fagerstrom Dominating the media in recent weeks has been the possibility of major media outlets such as News Limited and Fairfax adopting a more centralised business model. Industry unions have flagged their many concerns with these changes. The most notable concern is the prospect of mass job losses, not only to the middle and lower income earners but also the higher paid upper management positions and journalists. One media analyst pointed out that this will ultimately create a reduction in the quality and diversity of regional news offerings. “This doesn’t mean that everyone will move to a single location. YOUTH NEWS Helensburgh Public School News By Lucinda Carter Relieving Assistant Principal and Merle McPherson Support teacher. Helensburgh 125th Celebration Dinner Saturday July 21, 2012. Tickets are now on sale costing $40 each at the school canteen, school office and Sunrise Nursery for our 125th Anniversary Dinner for the school. The official dinner will be held at Helensburgh Workers Sports and Social club from 6.30 pm in the auditorium on Saturday July 21. Dinner includes a two course meal and a drink voucher on arrival, light entertainment and guest speakers. Tickets are selling fast. Be sure to reserve your place by purchasing your tickets early to avoid disappointment. On Friday June 22, Helensburgh Public School held its special birthday party for 125 years of education in Helensburgh. It was very exciting with many parents and visitors coming to the school to share the celebration. A birthday cake was cut followed by a gift of a special 125th cookie for every student. A commemorative photo was also taken and presented to every

student as part of the celebrations. A special assembly followed with photo displays and memorabilia helping to make the celebration one to remember. Cross Country Carnival Our annual Cross Country Carnival was recently run at Rex Jackson Oval. Students aged 8 years and above competed in this event. Everyone looked great in their house colours as they ran or even walked the long course. Everyone competed well, and there was great team spirit as the houses cheered on their competitors to the finish line. Over 90 students then went on to represent Helensburgh Public School at the Zone Carnival. A great job was done by all competitors. Congratulations to all of you! Anzac Day Service On April 24, we held our annual Anzac Day service. All students attended, and we were honoured to have special guests who played the bugle and bagpipes. Mr Les Kelly presented the school with a gift of books for our library. Floral tributes were laid by students at our memorial wall.

Holy Cross Happenings The children from Holy Cross are involved in visiting CAFE Club. CAFE Club (Culture, Activity, Friendship, Education) is an outreach of Helensburgh Neighbourhood Aid for the frail or elderly in our community and they meet at the Helensburgh Workers Club once a week. Year 5 visited the Club and performed some songs. They then shared environmental facts they had been researching during the term. It was a positive experience for all involved and the children reflected on their visit when returning to school with the following thoughts: “I visited a lady called Laura. She was very nice. Laura listened to Shannon and I sharing our facts on ‘Koalas in Danger’. I enjoyed singing the song ‘Fireflies’, everyone sang and performed, it was great. The elderly people in CAFE Club are wonderful. I can’t wait to visit them again!” Kaitlyn

girl’s team had a coaching clinic during the first part of the day in which they learnt valuable footy skills and then played their games in the afternoon. They showed incredible determination and I think they surprised themselves with their abilities on the footy field! All our boys teams showed great skills and most importantly, wonderful sportsmanship in all their matches. It was great seeing some of the boys who do not even play weekend footy getting in there and having a go with the support of their team mates! We were very lucky to have the guidance and support of one of our parents Mr Greg Gaffney, who worked closely with the senior boys team. Many parents also came along and enjoyed the day with enthusiasm. Congratulations to all teams!!! Not only did all of the children enjoy the day, but their behaviour and sportsmanship on the field was a credit – they all did Holy Cross Helensburgh proud and were an absolute pleasure to be with on the day!

Helensburgh VIEW Club Helensburgh VIEW Club’s get-together for July is our "Christmas in July" luncheon on Tuesday July 17, 10.45 for 11.00 am (note the earlier time) at the historic Centennial Hotel. WAVES 2508 Members were rocked around by the Sydney Harbour WAVES especially when crossing the heads, but no reports of seasickness, only oohs and arrs as we rocked from side to side.. CLUB NEWS Fellowship of First Fleeters South Coast Chapter I would like to tell you of a group of Scottish women convicts and their children who were transported to Tasmania in 1838. In the early 19th century, crofters and villagers streamed into the burgeoning cities of Scotland. Families splintered and seperated. Orphan girls, single mothers and women on their own, all struggled to feed and clothe themselves and their children. For some, petty theft became a way of life. Any woman deemed "habit and reputation" of a thief, might find herself before the High Court of Justice. There she would be tried for yet another minor theft and sentenced to transportation "beyond seas". The ship ATWICK was used for this purpose and she arrived in Hobart in 1838. Instead of serving time in prison, the women were sent to work as unpaid servants in the houses of settlers. Feisty Scottish convicts, anaccustomed to bowing and scraping, often irritated their middle class employers, who charged them with insolence, refusing to work or getting drunk! A stint in the CASCADES Female Factory became their punishment. The name CASCADES, was given to the Tasmanian factory, to avoid confusion with Female Factories in other states. The Scottish children must have been stunned when the door closed behind them and they found themselves locked into the nursery yard. They stood in a small courtyard, paved with flagstones, without a tree, bush or even a blade of grass. The nursery yard was a prison for babies and children. Those who didn't arrive on the convict transports were born to mothers who became pregnant while working as assigned servants. Pregnant convicts were returned to the factory to give birth, then went into the nursery to breast feed until the babies were weaned at nine months. At that time, mother and baby were seperated; mothers returned to "crime class" to serve her punishment for becoming pregnant, then back to work she went. The babies stayed in the factory nursery until they were two, then sent off to orphan schools. The children of the ATWICK fared better than 36 Helensburgh & District Herald

HELENSBURGH&DISTRICTHERALD if they had stayed in Scotland. These children were schooled and wore leather trousers with unlined moleskin jackets. The trousers, according to the School Master, "had little warmth, chafed the skin, cannot be cleaned and when wet, are very cold and flabby." "At times they emit an offensive smell." The boys slept in hammocks and ate standing up. The ATWICK boys had the advantage of learning to read, write, and learn arithmetic. Many were apprenticed when they turned 14 years, and we hope became good citizens of Australia. What a hard start!

CLUB NEWS Stanwell Park CWA Turns 65 With a many achievements over the years, some of which include: activities to preserve the local environment, assistance and links to health centres, community organisations, schools, churches, businesses and charitable donations, the CWA has been the hub of the Stanwell Park community and are to be congratulated! The CWA President for many years, Mrs Elaine Pugh is a mine of information regarding the history and earlier days of CWA. She recalls with fond memories starting the Mother and Baby Clinics in Stanwell Park which were a godsend to mothers in the far northern suburbs. Her recollections are very interesting and have been recorded for those who would like to know more. To celebrate this special event the CWA are combining the birthday celebrations with their annual International Day celebrations. There will be a luncheon held on Tuesday July 31 from 12.00 noon at the CWA Hall. The country of study for International Day is Timor Leste which should prove very interesting.

SPORT Keep it Simple! By Elaine Bolton Helen Keller said “We can do anything we want to if we stick to it long enough”. This is particularly true when trying to get fit, lose weight and transform your body. It doesn’t really matter how scientific or ideal your exercise program or nutrition plan is; it is mainly about showing up and getting the training done week in, week out, month after month, and eating the right foods most of the time. Many people start a program but don’t finish it. Many also spend hours reading websites, books and magazines to get ideas, only to become paralysed by the conflicting advice. It all starts with knowing what you want to change and why. Know what drives you and what keeps you motivated. Once you have this worked out, you need to visualize yourself having already achieved your goals. This may feel a little strange at first, but is a powerful tool for helping you change. Run through your goals and visualization every day. When it comes to exercise, some exercise programs are of course better than others. However, making a decision and doing something is far better than doing nothing, and having any kind of progressive program is better than stumbling along without a plan. Taking the first step, and starting with the most convenient type of exercise will at least get you started, and help you work out what times you can make available for exercise. Once it’s a habit, you can work on improving your routine to get better results. It is now known that we only have a limited amount of willpower. This means you don’t want to rely on willpower alone to make improvements to your lifestyle. Having a source of motivation and inspiration will be helpful: perhaps a pair of jeans two sizes too small placed in a prominent place at the front of your wardrobe; a picture of someone looking fit and confident or a picture of a holiday destination stuck on your fridge. In addition, make sure you surround yourself with supportive people who won’t try and hold you back. It’s well known that when you are trying to lose weight or get fit, some people will try and drag you back down to their level and stop you from being successful. The best bet is just to stay away from these people. There will be times when you will hit obstacles. Where possible, anticipate these and have a strategy. If trying to eat more healthily, remove all temptation

from your house, especially those items that are trigger foods. Don’t kid yourself. When most people bake chocolate chip cookies, they intend to eat some of them, even if the cookies were supposedly for the kids. Keep a record of everything. It could be a journal or blog and should be used to keep track of your meals, workouts, stress and energy levels, so you can see what is working and what isn’t. It will keep you accountable, but it needs to be filled in every day, even when you do something you don’t want to write down, like eating a whole packet of biscuits. Lastly, get rid of the word try! This really means “I am giving myself an out because I’m not sure if I’m completely committed to doing this”. You will always be able to find an excuse or rationalization to not do something. Helensburgh once again prepared a wonderful morning tea, including June McCotter’s famous cream “poufs”. After indulging and chatting over morning tea, we moved out to the green for our bowls game where socialising was more a priority than winning! Once Bowls Organiser Rhonda Christie rang the bell, we were back inside for a quick drink before lunch. The club and bistro staff did a great job preparing and serving lunch – the feedback from everyone was excellent. Tom Williams and Kevin Rhodes from the Men’s Bowling Club joined us for lunch and we must thank them for their good wishes and support. We did pretty well on the prize front with June McCotter, Wendy Britten, June Killham and Carol Dixon taking home some goodies. Thanks to Robyn Single for her lovely crocheted rug donated as a prize – there were many eyes on it but Carol Dixon was the lucky one who took it home. Thanks to Wendy Britten’s daughter for the idea of giving a souvenir bag to each person, and to Wendy, Shirley and everyone else who helped put it together – it was a real hit! As we said our goodbyes, we were reminded that we are fortunate to be involved in this wonderful bowling fraternity! A special thanks to all for making the day a great celebration. The Sea Eels Heading North And South For The Winter By Karl Weber The Sea Eels have been on the road recently and we enjoyed the hospitality of the Cronulla RSL Swimming Club and the Bulli Sea Lions Winter Swimming Club. We have a relationship with both of these clubs as all three clubs allow mixed membership and competition. This means men and women are members and compete against each other in time-handicapped races. On May 20 we journeyed north to swim against the Cronulla RSL team based at Gunnamatta Bay. They usually swim in the ocean, but opt to challenge us in the darker waters of the bay where it is at least three degrees colder. The weather was a little bit dark as well but not enough to deter the swimmers from competing in a variety of races including relays and 200m timed swims. Let's just say the cold water was the winner on the day as many looked for a postswim ale to rejuvinate the spirit. On June 3 we took part in the annual Sea Eels vs the Sea Lions 'Jimmy Johns' trophy swim. Each year we take turns in hosting, and this years

event was held at Bulli Ocean Pool, located at Waniora Point, Bulli. The 'Jimmy Johns' trophy event is an annual event that has been challenged for more than 20 years between our two clubs. The hardest part of the relay competition is actually working out the specific rules associated with the swim. The regulations are very flexible and always allow Bulli some level of superior standing when it comes to the final rankings. Stanwell Park had more than 20 swimmers make the journey south and we can hold our heads high when it came to competing in the relay. Whilst we didn't end up working out how to win the event, we were compensated with another huge lunch spread and enjoyed a cleansing beer at Bulli Workers Club whilst we pondered the mysteries of the 'home ground' advantage. Bulli always go above and beyond in terms of accommodating our touring team and we thank them for all of their generous efforts. We look forward to next year when we host both clubs at Coalcliff pool. If any swimmers are interested in joining us, meet us at Coacliff pool at 9am on Sunday mornings.

Sneaky Salmons Back-To-Back Winners By Kristy Poole On Tuesday May 15, a cold autumn night at the Helensburgh Netball Club courts, the Sneaky Salmons were victorious in a tough grand final game against the Cruisers, despite being a player down. The game was a great showcase of Helensburgh’s young and experienced local talent. The grand final was a great finale to a successful summer night netball competition that ran from February to May this year. The competition which ran on Tuesday nights is now in its 12th year. Last year’s competition was forced to take a break because the globes had blown in the floodlights, and they were difficult to replace due to the age of the lights. The light globes have now been replaced with a grant from Peabody Metropolitan Coal and the help of John Dawes Electrical, allowing the summer night competition to start again and making the club ready for the winter season. The club gives a HUGE thank you to both these local businesses for their assistance. This local competition has provided the opportunity for many local ladies to participate in netball close to home. Many use it as a training session and warm-up for the winter season. It provides an opportunity for ladies to return to the game or for new players to try a new sport with friends. The competition sees a variety of players and playing levels. The competition is played in a relaxed, friendly atmosphere with many laughs heard on the courts, and provides a regular 7-a-side game. The next summer competition will begin in September, playing through to December, on Tuesday nights. Cost is $40 for players already registered and $80 for new players. Cost includes insurance with Netball NSW. Teams and individual registrations are welcome on Tuesday August 21, 7:30-8:30 pm at the netball courts. Tigers RLFC - Round 10 Clean Sweep The sun certainly shone on the Tigers for the round 10 home games against Dapto. June 30 Results: Ladies League: Helensburgh Tigers 60 - Dapto 0 This was an especially great result as the ladies backed up from a busy week and multiple games, having five players representing NSW! U18’s: Helensburgh Tigers 24 – Dapto 4 Reserve Grade: Helensburgh Tigers 56 – Dapto 8 1St Grade: Helensburgh Tigers 44 – Dapto 10 In round 11 the Tigers take on competition powerhouse - Wests at Helensburgh. Show your support and head on down to Rex Jackson Oval on Saturday July 7. Games start at

11am. Local singer/songwriter Sammy Baker will be playing at the clubhouse post-match. Go Tigers!

The Helensburgh Sportman’s Dinner Annual Fundraising Event The Tigers RLFC are pleased to announce their annual fundraising dinner will be held on August 4 at the Helensburgh Workers Sports and Social Club from 6.30pm. Special guests include league legend Wendell Sailor and boxing/waterskiing TV personality Lauryn Eagle - along with live comedy. Tickets are $75 each and cover a two course dinner with assorted beer and wine to accompany. Limited tickets are available (Tables consist of 10 people).
