Community News ERIE COUNTY UNIT WINS PRETIGIOUS AWARD

WYGANT HOME ON LEAVE

EO3 Jared A. Wygant was recently home on leave in Angola after returning from a 6 month deployment to Afghanistan. EO3 Wygant is assigned to NMCB 7, based out of Gulfport, MS. Often referred to as the “MAGNIFICENT SEVEN”, NMCB 7 is one of the original 10 Seabee battalions authorized by the Chief of the Navy’s Bureau of Yard and Docks, in 1942, and is currently one of 9 active NMCBs in the Naval Construction Force, a military engineering force of nearly 17,000 Active and Reserve Component Seabees operating worldwide. Upon completion of their current deployment, NMCB 7 will be decommission on Sept. 30 as part of the Fiscal Year 2012 force reduction plan. EO3 Wygant will transfer to NMCB 11, located in Gulfport, MS. EO3 Wygant is the son of Bill and Laura Haberer of Angola and Mike and Teri Wygant of Forestville; grandson of Betty Allen and Ray and Jean Wygant all of Collins, and Dorothy Haberer of Angola. ________

BECKWITH NAMED ALL-AMERICAN SCHOLAR

The United States Achievement Academy announced that Cody Beckwith from Irving, NY has been named an All-American Scholar. The USAA has established the All-American Scholar Award Program to offer deserved recognition to superior students who excel in the academic disciplines. The AllAmerican Scholars must earn a 3.3 or higher grade point average. Only scholars selected by a school instructor, counselor, or other qualified sponsor are accepted. Cody Beckwith, who attends Lake Shore High School, was nominated for this honor by Mr. Connors. Cody will appear in the All-American Scholar Yearbook which is published nationally. “Recognizing and supporting our youth is more important than ever before in America’s history. Certainly, students recognized as All-American Scholars should be congratulated and appreciated for their dedication to excellence and achievement,” said Dr. George Stevens, Founder of the United States Achievement Academy. The Academy selects All-American Scholars upon the exclusive recommendation of teachers, coaches, counselors, and other qualified sponsors. Cody is the son of Scott and Diana Beckwith of Irving, NY. Erie County Executive Mark C. Poloncarz has praised the award-winning work of the Erie County Probation Department Warrant Squad, which recently gained statewide recognition by winning the 2012 State Director’s Award for Outstanding Service by a Probation Officer. The award will be presented in Albany on August 9, 2012 by Robert Maccarone, Deputy Commissioner of the State Division of Criminal Justice Services and Director of the State Office of Probation and Correctional Alternatives. “Congratulations to the hard working members of the warrant squad on this richly deserved recognition,” said Poloncarz. “Every day, they are doing the hard and often thankless work that helps to keep dangerous people off the streets while keeping County residents safe. Their willingness to take on extra work and training, as well as their ability to cooperate smoothly with other law enforcement agencies, should be commended.” The current Warrant Squad began operations in 2008 and consists of 18 specially-trained Probation officers with fulltime caseloads, each of whom volunteers to be a squad member. They complete training in firearms and defensive tactics that is more rigorous than usual, and also participate in exercises involving searching for and apprehending suspects. When the squad began operations there were 845 outstanding probation warrants; since then, the squad has served 487 warrants. In year 2012, to date, the warrant Squad has served 112 warrants. This includes the apprehension of 6 sex offenders and the execution of 63 felony warrants. Additionally this year the Squad has made 4 felony drug arrests and 4 gun arrests. The warrant Squad is led by Supervisor Mike Lex. Joining Lex are squad members Scott Harmon, Deneen Anderson, Howarth Colon, Jeff Durski, Bill Diamond, Lisa Geiner, James Knight, Gloria Roman, Kim Cedeno, Nancy Chu, Mike Zulewski, Dan Augustyniak, Gina Doyle, Richard Carter, Yvette Stocks, Matt Anderson, and Jen Curry. ________

ERIE COUNTY WIND ENSEMBLE AT GAZEBO

WHAT’S NEW AT THE ANGOLA PUBLIC LIBRARY?

On Wednesday, August 8th, the forty member Erie County wind Ensemble will present the concert at the Gazebo in Angola’s Centennial Park. It has been several years since the group was in Angola. The evening is being sponsored by the Lake Shore Central Teacher’s Association. The ECWE was founded in 1983, originally as the “Erie County Music Educators’ Wind Ensemble.” Initially under the direction of Donald Schleicher, the ECWE has evolved under several directors from a primarily music teachers ensemble to a more mixed professional group. The roster draws from many fine players of various backgrounds from throughout the Western New York area. Described as “a virtuostic and resilient group,” the ECWE’s objective is to perform the best of the wind literature at an exemplary level to a wide range of listening audiences. The Pops Conductor is John Iocco. He regularly performs as percussionist with ECWE, Village of Hamburg band, Buffalo Choral Arts Society and with theater orchestras at UB’s Center for the Arts. He has been a conductor at Iroquois Central School. ECWE will perform pieces from a variety of genres, including marches, patriotic music, show tunes, and light classical selections. Works by composers such as John Philip Sousa, Leonard Bernstein, Andrew Lloyd Webber, and Morton Gould among others will be featured. Handicapped parking is available off High and Center Street for early arrivals. Girl Scouts from the Brant-Evans Troops operate the refreshment stand at the park. The ice cream man makes a weekly stop at the park. The rain location for all of the summer 2012 concerts is the nearby New Angola Theater on North Main Street. Bring a blanket or lawn chair and enjoy the evening. Next week, August 15, the concert will be presented by Razz and Friends-Chautauqua County Jazz Favorites. The New York State Department of Transportation (NYSDOT) today announced that a culvert replacement project will begin on US Route 20, Southwestern Boulevard, in the town of Evans, Erie County. As a result, beginning on Monday, August 6, US Route 20 will be closed to all traffic, in both directions, between South Main Street and Cain Road. Motorists will be directed to follow a posted detour route using South Main Street, Brant-Angola Road, and Brant-Farnham Road. This closure is expected to last for 10 days. This work is weather-sensitive and may be delayed in the event of inclement weather. Motorists are reminded that fines are doubled for speeding in a work zone. In accordance with the Work Zone Safety Act of 2005, convictions of two or more speeding violations in a work zone could result in the suspension of an individual’s driver’s license. Community News MAHFOUD EARNS DEGREE Mitchell Mahfoud of Angola, NY, was a member of the Class of 2012 and received a degree at the 84th Commencement of Mercyhurst University on May 20. Mitchell graduated with a BA degree in Intelligence Studies. Mercyhurst University President Dr. Thomas J. Gamble presented diplomas during the 2 p.m. ceremony at the Bayfront Convention Center in downtown Erie, PA. Mercyhurst University, founded in 1926 by the Sisters of Mercy, is a fully accredited, four-year, Catholic comprehensive institution in Erie, PA. The university offers more than 100 majors, minors and concentrations, as well as unique post baccalaureate advanced certificate programs and seven master’s degree programs. Here is a nifty little tip from the great book, 365 Ways to Save the Earth by Philippe Bourseiller. It does seem to work pretty well for small home garden areas, depending on how deep rooted your weeds are. USE HEAT FOR WEEDING Everyone knows that using too much fertilizer, insecticide, herbicide, and fungicide on crops damages the environment - in particular, water resources. However, most of us do just that in our own gardens and produce the same type of pollution. You can dispense with a chemical herbicide, for example, by using heat. Pour boiling water on the weeds. The weeds darken almost immediately and turn brown within a few hours, much like the effect of a contact herbicide, but there is no toxic residue, and the area is immediately safe for children. Please join us on a Green Path to leave a positive impact on ourselves, our town and our world. Small changes make a big difference. ________

CHANGES TO FISHING REGULATIONS

Changes to freshwater fishing regulations will be in effect starting Oct. 1, 2012, the New York State Department of Environmental Conservation (DEC) announced. “New York provides some of the best fishing in the nation and, periodically, DEC modifies existing freshwater sportfishing regulations to enhance fishing opportunities for anglers throughout New York,” said Assistant Commissioner for Natural Resources Kathy Moser. “Input received from anglers and other stakeholders during the public comment period earlier this year resulted in some suggestions becoming incorporated in the final changes announced today.” The new regulations are a result of a two-year process which included DEC assessment and evaluation of biological and ecological data, discussions with anglers, and a formal public review and comment period. Some of the adopted changes apply to all waters in New York, while many others apply only to specific waters. Highlights of the final changes include: Regulation changes that pertain to walleye: • Prohibit fishing in the following stream sections from March 16 until the first Saturday in May (opening day for walleye) to protect spawning walleye: Lake Pleasant outlet to the mouth of the Kunjamuk River (Hamilton County); and Little Sandy Creek (Oswego County) from the intersection of the channelized area next to Koster Drive downstream of the State Route 3 bridge to the lower boundary of the public fishing rights section located upstream of the State Route 3 bridge. • Remove special walleye regulations (18-inch minimum size and three per day) and apply the statewide regulation (15-inch minimum size and five per day) for Lime Lake (Cattaraugus County) and Bear and Findley lakes (Chautauqua County). • Change the walleye daily limit for Lake Erie and the Upper Niagara River to six per day. Regulation changes that pertain to black bass: • Eliminate the special black bass closed season for Oneida Lake and implement statewide regulations. • Apply statewide black bass regulations for Allen Lake (Allegany County) and Cassadaga Lake (Chautauqua County). Regulations that pertain to trout and salmon: • Extend the catch and release-only regulation for brook trout into tidal streams in Suffolk County. • Eliminate Suffolk County tidal trout regulations and apply freshwater stream trout regulations to these sections. • Change minimum length for salmonids in the Upper Niagara River to any size. • Change the trout regulations for the Titicus Outlet (Westchester County) and Esopus Creek, Shandaken tunnel outlet to Ashokan Reservoir (Ulster County) to a daily limit of five fish with no more than two trout longer than 12 inches. • Delete the 12-inch size and three fish per day limit for kokanee salmon in Glass Lake (Rensselaer County). • Open Lake Kushaqua and Rollins Pond (Franklin County) to ice fishing for lake trout. • Open Blue Mountain Lake, Eagle Lake, Forked Lake, Gilman Lake, South Pond and Utowana Lake (Hamilton County) to ice fishing for landlocked salmon and reduce the daily limit for lake trout in these waters from three per day to two per day. • Delete the catch and release trout regulation for Jordan River from Carry Falls Reservoir upstream to Franklin County line (St. Lawrence County).

• Implement a 12-inch minimum size for brown trout in Otisco Lake (Onondaga County). •Reduce the limit of rainbow trout from five to one in the western Finger Lakes and three to one in the tributaries. Western Finger Lakes include Seneca, Keuka, Canandaigua, Canadice and Hemlock lakes. • Remove the restriction of no more than three lake trout as part of the five trout limit in the western Finger Lakes. • Eliminate trout catch and release section for Ischua Creek (Cattaraugus County) in the village of Franklinville. • Change the minimum size limit for rainbow trout in Skaneateles Lake (Onondaga, Cayuga and Cortland Counties) and Owasco Lake (Cayuga County) from nine inches to 15 inches. • Add the tributaries of Beaverdam Brook (Oswego County) from their mouths to the upstream boundary of the Salmon River Hatchery property to the current Beaverdam Brook fishing closure (which also currently prohibits fishing within 100 yards of any DEC fish collection device). • Delete the special trout regulation for Palmer Lake (Saratoga County) to match the statewide regulation. Regulations that pertain to pickerel, muskellunge and tiger muskellunge: • Institute a catch and release only regulation for chain pickerel in Deep Pond (Suffolk County). • Implement a 40-inch size limit for muskellunge and tiger muskellunge in the Chenango, Tioughnioga, Tioga and Susquehanna rivers (Chenango, Cortland, Broome and Tioga counties) and a 36-inch size limit at Otisco Lake (Onondaga County). Regulations that pertain to ice fishing and baitfish: • Delete special ice fishing regulation for Square Pond (Franklin County). • Eliminate the existing ban on the use of tip-ups in Crumhorn Lake (Otsego County). • Allow ice fishing on stocked trout lakes in Allegany, Niagara, Wyoming, Chautauqua, Erie and Cattaraugus counties unless otherwise stated. • Allow ice fishing on specific waters currently deemed as trout waters in the counties of Herkimer, Jefferson, Lewis, Oneida and St. Lawrence Counties. • Provide for ice fishing at privately managed water in Hamilton County (Salmon Pond). • Include Cayuta Lake (Schuyler County) as a designated water from which baitfish may be commercially harvested. Regulations that pertain to gear & angling methods: • More clearly specify that attempting to take fish by snagging is prohibited. • Permit the use of multiple hooks with multiple points on Lake Erie tributaries. • For the Salmon River (Oswego County) allow a bead chain to be attached to floating lures. The distance between a floating lure and hook point may not exceed three-and-a-half inches when a bead chain configuration is used. • For the Salmon River (Oswego County) implement a “no weight” restriction (i.e., only floating line and unweighted leaders and flies allowed) from May 1 – 15 for the Lower Fly Area and from May 1 – August 31 for the Upper Fly Area. • ºExplicitly and clearly indicate that the catch and release requirement for New York City waters does not apply to snakeheads and that any snakeheads caught while angling are not to be returned to the water.
