Employers should expect greater resistance fuelled by an expectation from unions of a new government that is more labour friendly. If it is any indication, CCMA referrals are up 28% in 2009. Unions have already targeted
key projects, such as KwaZuluNatal’s La Mercy airport, key employers like Toyota and OR Tambo’s luggage handling. Despite the retrenchment of thousands of workers in virtually every sector of the economy, trade unions are demanding double digit wage increases and are not shy in their demands, says Maeso. Satawu started off demanding
a 47. 5% increase for the security industry (tempered to 35%). NUM is asking for more than 10% and has warned of a strike in the gold mining industry. Inflation is reportedly at 8.6% excluding a 35c/l hike in fuel this month and any employer who thinks they can negotiate wage increases below this should think again, he says.
But not all is bad. Maeso points out trade unions are also playing a positive role. Examples of this are the pressure on SAA to terminate the services of its CEO and the indication that there will be a strike if Eskom has its 34% tariff hike approved. NUMSA, in job security conferences, has identified critical issues that need to be recognised.

DUTY CALLS A weekly summary of the main changes to the South African tariff dispensation and amendments to customs and Provisional Anti-Dumping Duties on Sinks The South African Revenue Service (Sars) has announced the imposition of provisional payments (provisional antidumping duties) on stainless steel kitchen sinks (7324.10) imported from or originating in Malaysia and the People’s Republic of China (China). The provisional payment is imposed from 09 April 2009 until 08 October 2009 (for a period of 6-months). In respect of Malaysia, the provisional payments are either 10.70% or 95.84% depending on whether the product is imported from Central Aluminium Manufactory SDN BHD or from any exporter other than this company. In the instance of China there are three rates of duty depending on whether it is imported from Rhine Sinkwares Manufacturing Ltd (10.84%), Zhuhai Dali Metal Product Co Ltd (20.62%), or any other exporter (62.41%). The application was lodged by Franke Kitchen Systems
(owners of Defy Appliances (Pty) Ltd, and was initiated in the Government Gazette of 25 July 2008. You will recall that in last week’s column we announced the Defy Application, for which comment is due by 17 April 2009. That is in respect of the creation of a manufacturing rebate for electric heating resistors used in the manufacture of solid-plate stoves, solid-plate hobs and solid-plate tabletop cooker. A copy of the report that provides the argument and reasoning for the imposition of the provisional payments is now available. If you have not done so before, you may well want to spend some time establishing the reasons why the provisional payments were imposed. In America companies, by law, have to convey what amount of freight is travelling by road,” said Hans Ittman, executive director of the CSIR Built Environment. “In South Africa we continuously
struggle to get data, so for all intents and purposes it is often estimates.” He said that skills development was often underestimated. “This industry is driven more and more by knowledge and technical innovation.” According to the survey the industry’s sector skills plan (based on skills shortages and training needs identified by the Transport Education and Training Authority) will have to be aligned closely with a number of national plans to support a skills demand shift
Distance learning gains growing support The growing appeal of distance education is spelt out loud and clear in the latest figures from TutorShip, the distance education arm of the Institute of Chartered Shipbrokers. According to the ICS’s Fiona de Goede, 55 learners in three schools in
South Africa are currently receiving support and tutoring from ICS for the beginners’ certificate course, Understanding Shipping, while 115 students have enrolled for the course in South Africa this year. “In addition 80 students have signed up for TutorShip
courses, including the Foundation Diploma, the Advanced Diploma and the Professional Qualifying Exams,” she told FTW. Some 85 South Africanregistered students will sit the ICS exams in eight centres in Africa, including Namibia and Dar es Salaam.

According to Professor Jan Havenga from the University of Stellenbosch, there’s no doubting that a skills shift from road to rail will impact significantly on various categories, and that it is the future solution for South Africa’s freight transport problems. He said a return to rail would mean a highly technical skills development programme would have to be implemented in an area where the country had fallen behind.

How to avoid becoming a liquidation statistic Insurance against non-payment is critical By Alan Peat If ever there was a time to insure your debtors against the event of non-payment, that time is now! That’s the message from Luke Doig, senior manager of investments and economic services at Credit Guarantee Insurance Corporation (CGIC), who told FTW that no matter how good your own credit control is, unless you are paid up-front, the odds of incurring a bad debt due to one or more of your debtors defaulting on payment have risen significantly. And he believes that betting against such an eventuality today would be a major folly. Some 13 business enterprises in the transport, storage and communication sector closed their doors in the first two months of 2009, which is why in today’s global business climate planning is a priority, says Roger Munitich, GM of marketing and research and

development (R&D). But creditable planning requires some considerable investigation, according to Munitich. “Information that private companies can gather on the credit-worthiness of a debtor company is usually limited, guarded, and quite probably either incomplete or flawed,” he told FTW. “A credit insurer is usually able to gather more info (including balance sheets) on a confidential basis, analyse it against predictive risk models, apply reports completed by individual site visits amongst others, and determine a risk profile far more comprehensive than would otherwise be the case.” The trick, he added, is to set a credit limit against which the supplier can confidently trade. And, should the debtor default, you can rest easy knowing that the insurer will indemnify the loss up to 80%. Legal costs are
usually shared on a pro-rata basis with the insurer, making the process so much easier to swallow. Recoveries made after a claim is paid are also shared between the supplier and the

insurer on a pro-rata basis. “The biggest ‘names’, the bluest ‘blue chips’, the ‘sure things’, the ‘best bets’ in the local and global corporate world are no more,” said Munitich. “If they are ailing, imagine the stress and strain that the small to medium enterprises worldwide are feeling as a result of this economic cycle. “If you are unsure in any way, consider the impact of a large debtor defaulting on payment to your company
and the consequent stress and strain that will follow.” Doig, meantime, suggested generic planning for turbulent times. “Conduct various simulations (scenarios) of say 10% growth compared to a 25%, or even 50%, contraction,” he said. “This will allow you to get a feel of what impact that will entail and how long one could sustain such an environment. Decide what needs to be done to survive in such a situation.” Both agree that financial controls in their entirety require daily monitoring, be it from collecting from debtors to ensuring that sales efforts are effective. “Cash flow is king,” said Doig. “If working capital is being funded via lending facilities, ensure that this relationship is transparent. In other words, be frank with your banker and give him insight into your business and any difficulties you envisage.”

If a firm is to survive tough times they will require that you outsell your competitors. So take your staff along for the journey. Manitich also suggested that it was obvious that costcontrol was paramount. “Analyse the entire supply chain and negotiate discounts wherever possible,” he told FTW. “But do not cut corners or compromise on quality. Do not stop marketing, or R&D or insurance! Both said that you must ask yourself the question: Credit management – do you have an effective monitoring and collections procedure in place? “Even if you do,” Doig added, “you should still consider debtors’ book insurance a vital protection.”

And the results were an eye-opener, says Safmarine’s customer service executive: Africa region, Russell Gillespie. “The report revealed that fruit produced in one country under greenhouse conditions and transported by truck to a local supermarket a few hundred kilometres away could have a far higher carbon footprint than fruit grown in natural sunlight and shipped from a country thousands of kilometres away,” Gillespie told FTW. “The carbon footprint issue includes production methods, packaging and the total logistics and transportation chain.” The Colors project considered the life-cycle of fruit (including grapes, citrus, stone fruit and top fruit) from methods of farming in South Africa to delivery in the UK, taking into consideration the contribution of packaging, energy use, transportation and many other factors. “From a Safmarine point of view, we were particularly interested in the
contribution of the shipping leg, and were surprised to see that the ‘per unit’ contribution was lower than expected,” said Gillespie. ”In general, packing and production contributed more to the carbon footprint than the entire long-distance shipping leg. For example, in the case of apples and pears, the results show that shipping accounts for less than 15% of the total emissions across the supply chain, while the production and packing phases account for 22% and 47% respectively.” And according to David Farrell, director: group strategy for Colors Fruit Holdings, the project has achieved the desired credibility. “Now that we have completed Phase 1 – and know what the carbon footprint is of a unit of fruit – we can focus on reducing that footprint and doing so in partnership with the various stakeholders in the supply chain. ”Our aim is to systematically reduce the embodied emissions of our fruit over time. Our preferred option is not to spend money on buying carbon credits to off-set our emissions, but rather to invest in emissions reduction interventions that can achieve a real and substantial improvement.” The company is, for example, investigating energy management system options (to achieve greater energy efficiency) and alternative energy options (to displace Eskom power) for its pack-houses. A similar investigation is being undertaken to identify the interventions and technologies that can be applied to reduce farm-level emissions. “We believe that by finding more environmentally-friendly solutions we could ultimately help save not only the environment, but also reduce costs.”

That’s the view of Federation of East and Southern African Road Transport Associations executive officer Barney Curtis. “A big one recently was Kenya where we agreed last year that everyone would go with the Sadec, Comesa agreed load limit of 56 tons – and within two months Kenya
had reduced it to 48 tons, reducing the effectiveness of the northern corridor,” he told Cargo Info News. Some idle ships find employment Between 25 and 30 idle ships in the 4 000-TEU range will likely see renewed service this month as the annual shipping season begins anew, according to Paris-based consultancy, AXS Alphaliner. Some 485 containerships, totalling 1.42-million TEUs, were idle at the end of March, accounting for 11.3% of the world fleet.
Warning against use of ‘scab’ drivers The use of ‘scab’ drivers during planned strike action by truck drivers this week will endanger the lives of those drivers, the SA Transport and Allied Workers’ Union has warned. Union spokesman Randall Howard told reporters Satawu was warning employers wanting to engage other drivers during the strike to be cautious and not place lives at risk just for the “sake of maximising profit during the strike”.
Competition for idle vessels As Southeast Asia’s anchorages fill up with idle vessels, lay-up is becoming a competitive business with a growing number of companies offering services, reports Lloyds List. As locations such as Subic Bay, the Philippines, and Singapore’s outer port limits’ anchorages rapidly fill up with empty vessels, agents and ships managers are jumping on the bandwagon to manage laid-up vessels and offer new locations.
Maersk Alabama attacked by pirates Yesterday morning the Maersk Alabama, a 1 100 TEU container vessel, was attacked by pirates and presumed hijacked. The US-flagged vessel has a crew of 20 US nationals and is owned and operated by Maersk Line in the US. The vessel is deployed in Maersk Line's East Africa service network and was en route to Mombasa when it was attacked approximately 500 kilometres off the Somalia coast, a spokesman for the line said.
North South Corridor gets R9bn funding fillip At the recent high-level “aid for trade” summit hosted by Zambia and attended by a number of regional heads of state, more than US$1-billion (over R9-bn) of funding was committed by development partners to the upgrade of regional road, rail and port infrastructure, and to the support of trade facilitation measures. The current situation is that poor road and rail infrastructure and long waiting times at borders and ports are creating significant costs and hampering regional producers’ ability to access regional and international markets. This need for major regional infrastructure development to increase regional competitiveness was agreed by the tri-partite summit, involving the three regional economic communities – the Common Market for East
and Southern Africa (Comesa); the East African Community (EAC) and the Southern African Development Community (SADC). The trio of bodies also agreed to implement the aid programme in the transport, power and trade facilitation projects along the North-South Corridor traversing eight countries in East and Southern Africa. This is a combination of two traditional corridors (Durban Corridor and the Dar es Salaam Corridor) linking Durban and other ports in Southern Africa to the Eastern African port of Dar es Salaam. The Durban corridor has direct links into the Beira, Maputo, Walvis Bay, Benguela and Lobito corridors. The port of Dar es Salaam links to the central, Tanzanian and Kenyan corridors – and to

“People cannot operate this way and sustain services to the market.” But these worries are not so prevalent in SA, according to FTW commentators. Pete Williams, MD of Safcor Panalpina, said he was not aware of any increased focus on line stability amongst forwarders in this country, although it would have to be a natural concern for anybody in the freight business. This he attributed mostly to the fact that SA trades tend to be handled by major lines in the global shipping industry. Mike Walwyn of Seaboard suggested it was logic for SA forwarders to assess whether any lines were unstable – like noting the recent collapse of Sails. “But I don’t see any real problems in the offing,” he said. “And any lines that are financially doubtful are likely to

R36m gantries arrive The Zhen Hua No.23 cut an impressive image as it sailed into Pier 1 container terminal in Durban at the weekend to deliver two railmounted gantry cranes purchased by Transnet Port Terminals for R36 million each. The cranes can be seen at the front of the vessel, although dwarfed by the four larger shipto-shore cranes destined for Rotterdam in the
Netherlands. Once commissioned by the end of May, the two cranes for Pier 1 terminal will be used to transfer containers between internal road vehicles and rail wagons more quickly and easily. “This will substantially increase the turnaround of containers to and from the terminal,” said Michelle Phillips, business unit executive at Pier 1.

withdraw their services before they cause any damage.” However, he added, this principle is simple risk analysis. “I think this is something that most people in the trade would be looking at closely, given the current economic tough times.” Dave Watts, Kwa Zulu Natal shipping director of the SA Association of Freight Forwarders (Saaff), agreed. “I’d hope that forwarders would do this automatically,” he said, “as it’s really part of how they should look after their clients’ interests. “But I doubt that it’d be major thinking here, because few of the lines serving SA are likely to go bust mid-voyage – something that would be a major disaster for shippers and forwarders. Getting caught with a midvoyage collapse would certainly impact forwarders, according to Roland Raath, MD of Cargocare Freight Services. “But SA is likely to be a lot less affected than the US or the UK, for example, as there is still a fair bit of trade to and from Asia and Europe,” he said. “Anyway, the trick is to see who’s rationalising services, and stick to the major lines that are more solid, and still carrying good volumes of containers. Although many of them are also rationalising services, they are unlikely to go bung mid-voyage.” His picture of the SA market at the moment is that the cutprice freight rates period is coming to an end, and lines are likely to be on a rates restoration path for Chinese cargoes from May onwards, with the US and Europe likely to follow later in the year.

Contrary to media reports from Europe, US and Asia suggesting that shippers and forwarders are now looking closely at the financial stability of ship operators in making their line-choice decisions, this is not yet such a vital part of SA business thinking, according to a consensus in the freight industry. Overseas reports indicate that decisions are currently being biased in favour of what are perceived to be more stable operators. This is resulting in shippers leaving some shipping lines out of contract tenders because of the state of the shipping industry. It is a trend that was best expressed by Nestle’s head of global ocean transport, Brett Whitfield, in a talk at last week’s Global Liner Shipping Conference in London. Reported by IFW, Whitfield said that the financial stability of carriers was a serious concern for shippers. “We take each one of our carriers and ask: ‘What is our exposure? What is our risk?’ “There are some carriers we are watching very closely with a well-focused microscope, and this year we are leaving some carriers that we feel pose a significant risk to us, out of our tender.” Nestle was hoping to reduce the number of carriers it uses to transport the 360 000-TEUs it moves annually, to around 45 this year. But Whitfield said that ultimately the food and consumables giant was too nervous to do that. “We are nervous, not so much
for the survival of the carrier, but the survival of the route.” Concerns about service stability were also expressed by Ron Widdows, CEO and president of shipping line NOL. “When core freight rates approach free – that’s pretty low,” said Widdows. “This must change because it’s unsustainable.
