MIDGET SYSTEM The Budget System as proposed for the General Organisation by the General T r e a s u r e r and adopted by the Convention, provides for .1 salary and travelling expenses of the Vice-President, and for the salary of the General Secretary.

The a m o u n t that the General Organisation must raise was fixed. and each General Officer apportioned a sum of money. which he must not for any reason overdraw. for th,. conduct of the work of his office.

SOCIAL EVKNTS The presure of business made it Impossible [or the Convention to carry out its program of a r r a n g i n g a sight seeing tour for the city of Chicago. This was regrettable, for many of the delegates and visitors went nut of the West without visiting the c a m pus of Chicago t'niversiy or a tour of t h e public buildings and stockyards.

Brother George Hall's a d d r e s s w a s c h e e r e d to the limit when he declared that the "Negro is sick and tired of the words 'adequate' and "equal,' when applied to the kinds of schools or traveling accomodations or other public privileges that he de-mauds." T H E G E N E R A L PKKSIDKNT'S APPEAL TO B R O T H E R S OUT IN I,UK It is my desire to reach as many of t h e b r o t h e r s as possible who a r e not at present d i r e c t s connected with some Chapter. The Eleventh Annual Convention, with t h e idea ..:' having all brothers active with some Chapter, m a d e a re-cdassitication of memb e r s h i p ; namely by the elimination of t e r m s non-resident, g r a d u a t e and alumni m e m bers, and adopting the classification of active and Inactive m e m b e r s . By so doing? the right of suffrage ami obligation were

extended to all alike, whether in school or out Thus it was hoped that every Alpha Phi Alpha man, whereever he is, would make efforts to re-affiliate himself with his previous Chapter or with the Chapter nearest him. In continuation of this idea the Twelfth Annual Convention recently held, gave a special dispensation operative up to October 25th, which makes the reactivity of long inactive brothers simple and easy.

The feasibility of such enactments has been generally admitted by all, but the statistical results have not been what they should have been. There are many yet who have not so availed themselves.

Now the time has come when the first and largest Negro Greek-letter fraternity finds that it must have more money and better support of more, in fact of all of its members. It is not advisible to state in t h e columns of the SPHINX everything which was done at the last Convention, since our organ is now open. Such information can be obtained by correspondence with your respective chapter. And it will reveal the fact thai we must receive the financial support of none less than 700 of our members this year; and that we must know the location, vocational activity, personal capability and the interest and success of every Alpha Phi Alpha man. The fraternity is to put over a big educational program; and the combined effort of every man who lias 'seen, the light' must be enlisted in this movement.

It is a call to the cohorts; Will you answer?

So 1 am asking every brother who has completed his scholastic career, but who is not directly affiliated with som e chapter, to do so at once. Write today requesting information regarding proper steps for such. Your re-enlisted interest and action are required for the work of thU year. At the open session of the Fraternity Convention, an old man sat in the audience and wept. Seated before him on the platform were a hundred young men whose bearing and utterances attested with calm tho forceful eloquence that flower of youth and virility of intellect on which rested a problematic future from which he, despite his anxieties, would soon b e cut off. A few Sundays ago, Negro congregations at high noon turned their faces Southward and in solemn reverence implored the Almighty to grant them and their brothers in Hi,. Southland the chance of living men.

At the same moment an indignant public was reading four inch headlines of Negro plots and plans to overthrow the government. Brutal irony here is matched only by the infuriating absurdity of these baseless accusations.

Suspicion haunts the minds of small men In authority. Every Negro who says "I would be a man," is a radical. If he insists in is a treacherous anarchist.

The closed sessions of the Fraternity Convention were thot to be secret plannings among the Negroes presumably to establish a Soviet Government. The folly of it is exasperating. It is no longer safe even to assert a program of construction for Negroes. Blind accusations and undiscriminating condemnation make treason of the most exalted ideals, turn ambitions to revolt, and construe the deliberations of thotful youth as irraional anarchy.

The tears of our elders are expressions of the proud hope which this body inspred..

The suspicion of radicalism consequent to the mere circumstance of being young and hungry for learning, is the problem which our men must fact and conquer.

We are conscious of our strength and weakness by virture of the draft. Over 50 percent of our men from the South were found to represent a grade of literacy astoundingly near the border line. On the other hand, the talented two percent made America's best officers. The gap extends itself almost, into a chasm. The shame of Southern states has been the criminal Inadequacy of schools. With the shifting of a half million of the population to Northern cities a fraction of the wretched surplus has been accommodated. Following the war there has been a rush to colleges.

For the first time institutions of higher learning have been crowded to capacity.

T H K Less t h a n 15 per cent of our high school g r a d u a t e s even enter college.

For this t h e r e has been a negative reason.

It has been only mildly encouraged.

We have lived too precariously near the line of m a r ginal utility.

Long years of reparation have by their n a t u r a l law of t e m p o r a l economy, been discouraged. Positions a r e now available and d e m a n d i n g colored college trained men.

Movements like t h e U r b a n League and National Association for the Advancement of Colored People, Schools of the South, business, journalism and politics need t h e m . The m a n t l e of responsibility is devolving on t h e s h o u l d e r s of new Negroes. We could dedicate ourselves to no more sacred mission than this: t h e initiation and s u p p o r t of a m o v e m e n t which will vouchsafe for us a calibre of men in whose h a n d s the destiny of twelve million peoples will lie safe.

The ballot and the National Association for the A d v a n c e m e n t of Colored People Col. Young listed after t h e American L e gion as forces by which his race would achieve full equality in America.

11. ('.. Robinson made the opening rem a r k s . in which he spoke of t h e ideals inculcated by the fraternity, t h e eldest colored Greek letter fraternity in Boston. H e declared that by unity in t h e race "against which white p r o p a g a n d a h a s been dedicated" colored people could be of greatest value to the c o u n t r y . " Lieut. Oaecola McKalne, of the 15th New York Infantry, president of t h e L e a g u e for D e m o c r a c y in New York, sounded a radical note t h a t received enthusiastic a p p l a u s e .

"The Negro has his greatest work to do in t h e political field," he said, "And h i s p r o g r a m must be a radical one. T h e Negro cause lies with labor, for t h e same influences that labor seeks to rid itself of oppress t h e Negro.

We woud not t e a r down the Constitution. It is my dearest d r e a m that all t h e provisions of t h e Constitution may become effective. In t h e last 30 years, u n d e r Republican direction, t h e Negro has lost all he gained in t h e first 20 years after t h e Civil War. "The Republican party must fight for a square deal for 14,000.000 loyal A m e r i c a n s or the Negro vote will go to its opponents.

T h e Republicans, u n d e r t h e guise of Lincoln's principles, can no longer win t h e Negro vote.

"It must be part of our p r o g r a m for 1020 to seat a black man in Congress, for no white man, no m a t t e r how fair, can interpret the feelings of t h e black man.

We must m a k e a n o t h e r a t t e m p t t h r o u g h t h e party of Lincoln. We cannot afford to try t h e Socialist party, for t h e Xegro must tie to a winning party. " T h e r e must come a revolution in t h e c h u r c h and in Negro 'Educational leadership; for we cannot afford to have o u r t h o u g h t s molded by leaders in t h e control of rich p h i l a n t h r o p i s t s . The short ttrae between the Holidays and the final exa m i n a t i o n s of the past term gives us little time to give to C h a p t e r activities; but with the beginning of our new term, we Intend to enter upon many new activities tor the year.

We a r e expecting to increase our n u m ber during the new term, provided the men we have under observation shew the same Qualities they have been showing. We a r e somewhal handicapped due to the small n u m b e r of colored students at Cornell, b u t we a r e looking forward to a bright future next fall, as already we have started a campaign to bring colored students to Cornell, and up to date we have received word from several prospective college s t u d e n t s for the coming tall term, and with the lite r a t u r e that the Convention will send out this s p r i n g we see a greal future before US. Alpha also extends her sincere greetings to all the General Officers a n d t h e Commission for a successful year. We also wish to extend our hearty appreciation to our ex-I'resident, I'.rother Daniel Fowler, wlu.se words of last year were greatly appreciated by this Chapter, tor we know that many of t h e new things adopted by the Convention this year originated through his office.

Brother Fowler deserves much credit and praise for t h e great work he accomplished while in office and especially In such a crisis of affairs as the whole country and fraternity as well was experiencing. in fact all the General Officers deserve great credit and we want them all In know how we here at Alpha feel t o wards them all for their good work. Greetings; At the beginning of the New Year, we have extraordinarily bright hope for a successful year with Phi. We have most of the eld m e m b e r s back and everything is running brotherly. We lost only one m e m ber by graduation. I'.rother Leo Robinson, who is now taking medicine at Ohio State.

He brought to us more forcibly t h e excellent principles for which the organization stands.

Our C h a p t e r is made up of a manly set of men. Men who will spare no effort to uphold t h e principles of our splendid organization.

The slogan for Xi's period of reconstruction was brought forth in the P r e s i d e n t ' s r e m a r k s which had as a key-note "Let's Boost."

He said in part "Let's boost Xi Chapter, her standing in s c h o l a r s h i p and character.

Let's boost Alpha Phi Alpha. her principles, ideals and h e r every effort until her a c h i e v m e n t s as well as her value to t h e world at large will herald from hill and valley and from shore to shore."

On Sunday evening. J a n u a r y 11th, our h o n o r a r y brother, !•'. A. McGinnis, XI Editor of the "Colored Teacher." delivered a it inspiring a d d r e s s on XI C h a p t e r task. His a d d r e s s was very spicy and encouraging.

Dear Brother Editor: W i t h the r e t u r n to this city of B r o t h e r Stevenson and B r o t h e r Douglass, our P r e sident, who were our delegates to t h e Chicago Convention, t h e r e was a great deal learned concerning our brotherhoodt h r o u g h o u t the g r e a t e r p a r t of t h e country.

Our C h a p t e r was particularly pleased to see that our b r o t h e r s in the West w e r e coming to the fore. We were glad to see t h e pep and spirit displayed by the boys from K a n s a s City, in o r d e r t h a t they might bring t h e next Convention to t h e i r h o m e town.

We take this Opportunity to cong r a t u l a t e our lirothers "from Missouri."

We believe t h a t a more capable a n d wiser staff could not have been chosen.

It has been quite some time since OralCron has told of the progress of some of her b r o t h e r s right here in P i t t s b u r g , as well as in various parts of our great country. For this reason we shall tell of some of the successful b r o t h e r s in our midst.

Brother A r t h u r Stevenson, our second delegate to the Chicago Convention, is cashier of t h e It. W. H u n t e r B a n k i n g Company, of this city, and has become very successful in this business, lb-other i Fred H a w k i n s is t h e chief chemist for t h e Carnegie Steel Company in this city.

B r o t h e r R. L. Vann is- one of the leading la fryers and the editor-in-chief of t h e " C o m p e t i t o r " a new monthly which alread] has a National circulation of twenty-five thousand.

Then t h e r e is B r o t h e r Bay Wooten. who is at present principal of t h e second largest high school in the State of K e n t u c k y .

B r o t h e r Wooten was one of the pioneers of o i n i c r o n and deserves much credit for his help in establishing a C h a p t e r of A. P. A. in this city.

These a r e only a few of the sons of Oinicron who have made good To tell of all our successful b r o t h e r s here would be almost an endless task. Omieron is a rising Chapter, just "watch us grow."

The winning of the initial leg on t h e W a l t e r Garvin Cup has of course been gratifying and beyond our highest expectations; b u t d r e a m s a r e now r a m p a n t in our b r e a s t s of I lie possibility and t h e probability of m a k ing Chicago t h e p e r m a n e n t abode of t h e beautiful trophy. Our sister C h a p t e r s will be compelled to show s u p e r - h u m a n class in order to qualify in t h e show down a t t h e T h i r t e e n t h A n n u a l Convention in K. C , for claims upon the silver a w a r d .

T h d a C h a p t e r can but be proud of t h e overwhelming success of the Twelfth Convention. Greetings; We, of Pi C h a p t e r , extend our h e a r t y c o n g r a t u l a t i o n s a n d promises of sincere co-operation to those w h o have been favored with election or re-election to t h e General Offices.

We m a k e bold herewith to sanction heartily the creation of t h e Commission for a wide educational policy. We hope that in t h e near future the General Organization

shall se fit to empower this Commission to act on many more m a t t e r s of vital interest to our race and m a n k i n d in general.

Our a d m i r a t i o n for T h e t a C h a p t e r is unbounded. F r o m t h e written report of our delegates and t h e verbal anecdotes they have favored us w i t h ; we know t h a t t h e Twelfth Annual Convention was a p a r a mount success.

I feel that some mention should ho made of the g a t h e r n g which was hold at Norfolk, Va., on the evening of J a n u a r y 1st. when ih. Brothers of Alpha Phi Alpha, or Tidewater, Va., c • together in their "Yuletide Conclave."

The g a t h e r i n g was not. exclusive. Therefore those visitors of other Fraternities, ami ol the Societies of other Fraternities, and those of no F r a t e r n i t y had a. view of the "Spirit" at close range.

In accordance with the ruling of the General Convention that all c h a p t e r officers must be elected immediately, Nu C h a p t e r hold its annual election on Tuesday, J a n u a r y 6th.

HINX Lincoln fniversity still clings to her pristine distinction: she Ifc preeminently, "The Scho.d of the o r a t o r s . " On December 22nd the third a n n u a l FreshmanSophomore Debate was hold. The Sophomores having the a d v a n t a g e in that they wore burdened with less ivory, warn the debate.

Lincoln lias also Instituted a system of mass athletics. Brothers Lane and Frahklln a r e taking an active part at the head of this movement. Brother J. X. i n n has likewise done valuable service as coach in F r e s h m a n - S o p h o m o r e Debate. (nice again Nu C h a p t e r desires for all sister c h a p t e r s a year of prosperity.

o u r delegates to the Chleago Convention have reported, and their reports have fired us anew with the spirit of Alpha Phi Alpha. and we have resolved to leave no atone u n t u r n e d in â&#x20AC;˘ endeavors to live up to the ideals of the Fraternity. The action which the F r a t e r n i t y took in providing for t h e Commission on G r a d u a t e Affairs, we deem to be one nf the most elea r- sig hi etl and Ear-reaching actions of our entire history.

K a p p a ' s house prospects a r e looking nil.

Our House Committee has received assurfrom any n u m b e r of our g r a d u a t e m e m b e r s thai they will back us, in our endeavors to secure a house, with both their advice and their m e a n s .

Our first honorary m e m b e r , the Honorable Wilbur E. King, has a n n o u n c e d that he h a s one hundred dollars t o w a r d s our house fund whenever the committee is read] with a definite proposition. Dr. W'm. .1. Woodlin, a n o t h e r h o n o r a r y member, has iiad. for the last five years, a s t a n d i n g offer of fifty dollars t o w a r d s purchasing' a C h a p t e r House.

Other honorary and graduate members have signified their willingness to stand by the C h a p t e r in this endeavor, and have announced their intention of seising it through.

I r e g r e t to a n n o u n c e the loss of one w h o was dear to one of us a n d consequently d e a r to all of us. Mrs. Maude M. F e r g u son, wife of Bro. George A. F e r g u s o n , our graduate member who is residing in Marion, Ind. passed out of o u r midst last Sunday J a n u a r y 18 1920. I a m sure t h a t we all realize this losS so keenly felt by Bro, Ferguson and send h i m condolence.
