EDITORIALS THE LOUISVILLE CONVENTION In the evaluation of an Alpha Convention, many delegates and visitors often think in terms of one or two events. From their mental charts or written notes, they some time draw facts that express purely personal interest angles in making reports to chapters back home.

The T w e n t y - N i n t h 'Convention in Louisville, Ky., however, made favorable impressions in too many directions for even the most casual observer to lose sight on the broader objectives. Each session took in the considered judgment of men from every rank . . . . from the esteemed Founder, Jewel George B. Kellcy, to the youngest neophyte brother.

The Louisville meeting was a working body of men, who came from twenty-two states of the nation to help place the grand old organization on a war-time

footing.

It was interesting to observe that younger brothers, frequently awed by the presence of older men whose notable achievements make them conspicuous personalities at conventions, freely offering suggestions for the good of the Fraternity and helping in every way possible to direct its course wisely. There was that feeling of common brotherhood, good fellowship, and singleness of purpose as members of the delegation pooled their wealth of ideas in the consideration of the problems facing them as a race and nation.

President Rayford \V. Logan, presiding over the convention for the first time since his election in Kansas City, won new laurels for the fair manner in which he handled every phase of the session. On this score, no brother has registered a single exception. H e never sought to sway opinions on any issue nor add th? weight of his high office in favor of any debatable point. Yet, the positiveness of his personality was reflected in the memorable address he delivered at the public meeting; and likewise by his willingness to stand steadfast on rules governing orderliness of procedure.

To the host brothers of Louisville and other communities of Kentucky goes the highest praise for working out the mechanics of the sessions in a sound, practical manner. One could from the moment of his arrival in Louisville sense the fine "team-way" that the host brothers were putting over plan after plan.

Hospitable homes were provided. Entertainments, for the most part under direction of the well-organized Ladies Auxiliary, were elegant in taste but singularly free from pomposity. In obtaining the facilities of the University of Louisville, oldest municipal institution in Ameri-

ca, brothers of Kentucky gave Alpha the distinction of being the first Negro body to ever hold a convention on this historic campus.

Gamma Beta Lambda. Alpha Pi, and Beta Mu, as well as citizens of the state at large gave the Fraternity their best, and the grand success of the convention is due to an immeasurable extent to this demonstrated fact,

Brothers Out Of The Fold Each convention finds delegates expressing alarm over the large number of brothers who are out of the fold.

It is admittedly a problem that calls for some immediate action.

The General Organization has taken several important steps toward Reclamation.

Appointment of Regional Directors to work with and under the four jurisdictional vice-presidents is one. These Directors are charged with the responsibility of keeping in intimate touch with chapters within their immediate vicinity. Their duties otherwise are somewhat vague and don't carry sufficient import to stimulate vigorous service.

F o r the past several years the official publication has carried articles of various nature intended for the purpose of arousing greater interest in a reclamation program. The "Bull Session," a column devoted to viewpoints of chapters on this question was published in the Sphinx last year. Another column, "Around The Circuit," in which Regional Directors gave accounts of their activities and plans, was also featured in 1941. Publication of the Directory Number. March. 1941, listed all financial brothers whose names were in file at press time.

The idea of this edition was to give chapters a graphic picture of membership strength on a national basis.

It was also hoped that copies of this edition would be placed in the hands of delinquent brothers as. a means of reviving their interest.

One major point at which the fraternity loses many brothers is the period of transition that changes the status of a brother from an undergraduate to a graduate. Chapter secretaries, particularly undergraduate chapters, should make it one of their major duties to keep in touch with brothers who are finishing college.

These young graduates, after leaving college, usually spend their first year making adjustments to after college life.

Practically everything is forgotten in the process of finding employment.

Chances are interest in the fraternity has waned to a terribly low ebb by the time graduates become situated and more than ordinary influence is essential to get them back i n l i n e with the Alpha spirit.

Then too, accelerated emphasis upon the significance of the L'Ouverture Cup and other forms of awards should be given in order that chapters will appreciate these tokens for what they signify.

The vice-presidents may do well to offer awards to chapters in their jurisdictions for extraordinary effort to bring men back into circulation.

The Song Contest While the Song Contest, sponsored by the Sphinx Magazine last year, was not conducted at the Louisville concentiin. as planned, an award will be made this spring to the contestant Whose song was adjudged the best by the Song Contest Editor.

Announcement of the winner will be made in the Educational Number of the Sphinx.

To Chicago This Year Alphas will invade Chicago this year for the first convention they have held in the Windy City since the Educational Foundation session in 1934.

This will be a meeting of great significance because it will mean consideration of graver problems precipitated by the first year of the war.

Chicago, for the past ten years or longer, has brought large delegations to Alpha conventions. Brother Luther Peck, and his associates have reasons to expect chapters of other sections to give them same support when the gavel sounds for the Thirtieth Session next December.

DIGEST CONVENTION REPORT PRESIDENT RAYFORD W. LOGAN For the second time in our history we assemble while the United States engages iti war. We face the future with confidence because we have continued to grow in spite of one war and the worst depression in the history of the nation.

This continued growth is guaranteed if we maintain a united front for the prosecution of our social action reform but at the same time insist upon the freedom of speech of the loyal opposition that seeks the greater good of Alpha Phi Alpha.

Our finances are in a very healthy state in spite of reduced payments resulting from reduction in the grand tax for undergraduates and the exemption of brothers in the service. The General Secretary has informed me that we had more grand taxes paid on November IS. 1941, than at any other time during his secretary-ship.

We are fortunate in not having lost during the past years any of our Jewels.

W e must however, lament the passing of Brother Matthew E. Carroll, Jr., who at one time was our director of educational activities.

T h e Survey of T h e Attitude of the Southern White Press toward Negro Suffrage. 1932-40, has continued to enjoy a steady sale in spite of the fact that no money has been spent for advertising. A new edition may eventually be necessary. The pamphlet is being used in colleges and universities in al! parts of the country.

I plan to appoint a committee composed of brothers who served in both the a r m ; d forces and the morale divisions in the last World W a r to advise me and the Executive Council on all phases of our war activities. I recommend that brothers in the service remain cxemDteri from payment of the grand tax but I feel that commissioned officers should pay the grand tax. We should send a telegram to the President of the United States assuring him of our desire to aid in the prosecution of the war against all our enemies, ineluding those who are opposed tu the d e v e l o w e n t of a real democracy in the United States.

Most important of all. we must maintain our leadership in the preparation of plans for the participation of N e srroes in the next peace conference.

I have already held conferences with many leaders of other groups. I_ have addressed thousands of people in_ all narts of the country on the subject.

1 have written a book which is being considered for publication by my publishers, The Ihiiversiry of North Carolina Press. W e intend to continue this campaign as long as may be necessary in order to be sure that the Negro will not be virtually ignored at this next peace conference as he was a t the last,

H e proposes to make a trans-continental trip this year to arouse Negroes throughout the nation to the importance of "The Negro and the PostW a r Society."

T

H E 29th Convention of Alpha Phi Alpha held in Louisville, Ky., December 27-31, is now a very pleasant memoryâ&#x20AC;&#x201D;a memory of the inspiration and Fraternal Comradeship which was in evidence at our gatherings.

This convention needs to be particularly remembered because there seemed to have been present a better understanding among those attending than bad existed for several preceding conventions. We might attribute this to the condition existing '.n a wor! I steeped in W a r or the belief of Alpha Phi Alpha without rancor which often has lasted for a long time. I would rather attribute it to tin. fact that a better understanding is gradually spreading in our ranks and we are appreciating more and more the feeling that in a democratic organization such as Alpha Phi Alpha, the opinions and feelings of each member should be and must be respected. I hope that the latter view is correct because such feeling will enable the Fraternity to continue along the path on which it was started by the Founders.

A large share of the success of the convention was due to the efficient manner in which our General President, Brother Rayford W. Logan, presided. His fairness in decisions, his tolerance in debate, and his general attitude towards all the Brothers present spoke well for an executive presiding for the first time.

Too much credit cannot be extended to the Brothers of Alpha Lambda who were our hosts. First they assured the success of the convention because they all are jolly good fellows, the type that one can stop on the back and say "Howdy Brother" whether he is in Louisville or elsewhere. They were anxious to see that every brother was comfortable and at home and I am sure that their efforts were successful and appreciated. Their social functions were worthwhile and not overdone. The series of "At Home Socials" used on the evening of Sunday, December 28th, were uniquely conducted and allowed the convention members an opportunity to meet the people of Louisville.

February, 1942 Such is often denied us when we visit a convention city.

Perhaps the banquet this year was one of the finest that the Fraternity has had for a long time. 1 am sure that the writer enjoyed it because of the excellent warm food, the spirit of comradeship existing among the brothers and the very inspiring address of Brother Bindley Cyrus which we could enjoy because we were not too over tired as at previous conventions. This was brought aibout by the new election plan efficiently used for the first time at this convention. I am hopeful that future conventions will use even less time in the election than was used in Louisville. All facts pertaining to the candidates whose names are to be presented at the convention should be ascertained previous to the convention so that too much time should not be used for lengthy and often useless debate.

Befone I close let me express the belief that the citizens of Louisville who were not members of our fraternity or our racial group were a contributing element in the success of the convention. The action of the Trustees of the University of Louisville in lending us the Little Theatre for meetings gave dignity to the convention because ot its historic background.

It also was an indication of the increasing and better understanding existing between the two races in that city. T h e presence of the Dean of the University and the Mayor of Louisville at our gatherings t o welcome us indicated that the gestures of better understanding were not of the token kind.

W e must also appreciate the kindness of those of our group who welcome us to their churches and homes and treated us not as strangers but as guests. These actions helped materially in making the 29th Convention of Alpha Phi Alpha at Louisville one long to be remembered.

When we sing "God be with you till me weet again" at the Chicago Convention at midnight on December 31, 1942 may a large number of those whom we met in Louisville join hands with us. May God be kind and spare to us our young brothers whose presence and buoyant spirits at Louisville were the inspiration as to what Alpha Phi Alpha stands for. If the Chicago Convention leaves us with as fine a feeling as the Louisville Convention has dome your Guest Founder of the 29th convention will be deeply gratified.

CONVENTION IMPRESSIONS In the light of the large number of brothers present from widely separated sections at the Louisville Convention, and the varied problems they had to thrash out under the 'cross fire' of varied viewpoints, the Sphinx staff has called upon a number of delegates and visitors at the Twenty-Ninth General Convention to register their "impressions." DR. H. L. DICKASON Alpha Zeta Lambda Chapter Just a note to give you my impression of the 29th convention of our fraternity in Louisville. I wish to congratulate the administration staff and the Louisville brothers, in working out such a fine and coordinated program.

It is my conviction that this was one of the best conventions that I have had a pleasure to attend. We made several steps forward which will mean much to the growth, progress and prestige with the oldest college fraternity in the land.

LOUIS H. SCHUSTER Nu Lambda Chapter From an administrative viewpoint, I think the Louisville Convention was one of the better conventions. It was well planned and conducted and lacked some of the bitterness that ruined the Kansas City Convention. However, I was disappointed in that we missed another great opportunity to do something constructive. Faced as we are—the world, America, and our own racial group as I say, faced as we are with the gravity of the day, we failed to meet the challenge of the times. In spite of the Convention's slogan, "The Negro in the New World Order," I sought in vain for tangible evidence of response to it.

Finally, I am realizing more and more the necessity for those of us in the field of business to seek to put the Fraternity's control from those lawyers and doctors of philosophy who are using the Fraternity as a proving

ground for their nebulous theses.

MACEO B. PEMBROKE Beta Zeta Chapter The 29th session of Alpha Phi Alpha was my first being present at a General Session, but by no means will it be my last. I was impressed greatly by the true brotherhood enjoyed, the appropiate and intellectual programs planned for the session, the smoothness of presiding by the General Officers. The business accomplished and the social phase of the convention. I do hope that in the future more undergraduates will attend the conventions, because there is much to be gained at such meetings.

The Kentucky brothers are to be congratulated on serving as an excellent host to the 29th Convention of Alpha Phi Alpha Fraternity, Inc.

ARTHUR E. PULLAM, Jr. Beta Zeta Lambda Chapter It was a very interesting and enjoyable convention in certain respects.

It was very progressive in setting up the new election machinery. Other than that, I can't remember a great deal that was accomplished.

I think we are beginning to use the convention as a place to iron out our petty differences. I hope in the future we will use the convention as a time to view, study and solve some of the broad and real problems that face the organization today.

The time wasted at the convention was appalling. I sincerely hope the Executive Council will begin immediately to study ways and means wherebv we can improve, substantia'lv. the conduct and organization of our conventions. If the convention of the future continue in the trend that they are in now, I am afraid that Alpha Phi Alpha is doomed. Conventions such as the last two set poor examples for the younger brothers who are becoming very much discouraged. BEWARE! They are the future blood of Alphadom.

My thanks to the host chapter for their untiring efforts to make it pleasant and enjoyable for us. This they did admirably. »

DR. FELTON G. CLARK Beta Iota Lambda Chapter When you record the "Convention Impressions," I should like to go on record with the many others who will express their reaction to our meeting recently held in Louisville.

The astoundingly sincere hospitality of Louisville, the firm yet kindly presiding of Brother President Logan, the effective introduction and utilization of new convention procedure and techniques, the spirit of fair play on the part of the Delegate Assembly, the inspirational, yet practical and serious addresses, the great opportunity again to mingle with such stalwarts as Brothers Jerrick, Winters, Dickason, not to mention the comparatively younger fraters as Brothers Lawson, Berry and others, are experiences which in my opinion were highlights at the Louisville Convention. This convention was one of the most successful in the history of Alpha Phi Alpha.

MORIAL Sigma Lambda Chapter The 29th General Convention shall always linger with me for many experiences—the Public Session with Brother Wesley at his best—Brothers King, Crawford, and Daniel's instrumental solos, the well trained voices of Brother King's Boys Choir—the Progressive Dinner at the Open Houses of our host brothers—the new election procedure, which saved much valuable time—the closed formal are among the many events that shall linger in one's mind ad infinitum-. May we hasten to return to Louisville at least before the next 35 years have passed.

There was every evidence of organized effort . . . team work on the part of the host brothers which inspired team work on the part of those of us who came to your state to map out a program for our organization that would match these turbulent times.

Personally, and on behalf of the Sphinx staff, I extend expressions of thanks to each of the five host chapters and the lay citizens who worked so loyally with you. ,

MAYBERRY, Sr. Beta Lambda Chapter Following is my reaction to the 29th General Convention: "Surpassed only by the geniality of the host chapters, the sincerity, dignity, and impartiality with which Brother Logan served as the presiding officer, and the efficient manner in which our new election machinery was put into operation, all combined to make the 29th General Convention one of the greatest sessions that it has been my good fortune to attend.

ORLANDO H. JOHNSON Beta Omicron Lambda The inspiration which I gained at the 29th General Convention makes we welcome the opportunity to express my reaction to what I observed during the sessions. Brother President Logan did an excellent job in the general management of the convention, guiding it around pitfalls and leading it toward results that promised satisfaction tc all the brothers, apparently thinking in terms of justice for all. His address to the convention was thought-provoking and quite masterfully delivered.

The care that Brother Logan exercised in supervising the seating of the delegates and recognizing them on the floor was impressive. I was also impressed with the harmony that prevailed in general throughout the convention. The convention was truly an assembling of one big family of brothers.

The new system of electing general officers proved interesting and successful, consuming only 57 minutes for the election of all general officers. The

strated the fact that its advantages by far out weigh its disadvantages. The appointment of the committees, the working of the committees, and the reaction of the convention to the committ.e reports and the dispositions made of the reports—all were quite efficiently done.

I feel that the fraternity made a significant step in its progress when it provided for the introduction of undergraduate lay members of the executive council in the organization and showed such interest as it did during the convention in the undergraduate session.

There should be a close relationship between graduate brothers and undergraduate brothers, and particularly so in the cases of graduate brothers who are engaged in educational occupations.

WILLIAM H. WALKER Pi Chapter Three things stood out to make the 29th, the outstanding convention in Alpha's History. They were: 1. Brother Dr. Logan's splendid presiding.

2. Brother Joseph Evans' masterful defense of his system of record keeping.

3. Brother Bindley Cyrus' inspiring banquet speech.

Your superior planning for the general session at the University of Louisville and for the extra meetings of the committees in the buildings of the University, along with the social activities, was surprising in its completeness.

Then we could not overlook the preparations made for Alpha wives and sweethearts by the good women of the Blue Grass State. My hat goes off to all of you.

February, 1942 ganization Alpha Phi Alpha fraternity really is until he has gone to a general convention and see men from all walks of life gathered together with one purpose—ibhat the light of the world shall be forever held aloft and that it shall shine as a beacon light to all mankind. I was proud indeed that I was a member of so great an organization and was able to do my part as a delegate to help hold up the ideals of the organization.

What impressed me most was the spirit and feeling which the leaders of the organization put forth in everything they went about to do.

This was my first convention and it shall not be my last. The fine contact gives one a new viewpoint on fraternal life and a new outlook on the world as a whole.

Impressions M a d e On A Past "Prexy" My first impression of the last general convention is that a long needed reform in election procedure was enacted into law. That was its finest work.

To single out any one feature of the convention is difficult because all were so fine. Yet, as the years roll by and the convention in Louisville passes into history, I shall remember that splendid address of Past General President, Chanles H. Garvin. Delivered in an edifice deeply embeded in the background, history and traditions of another race, he virtually told us who we are and from whence we came, explained our contribution to civilization and the rich heritage that is ours. We need more of that. It stimulates our pride and urges m on.

I cannot forget the inspiration given

by Brother Walter F. Jerrkk, spark plug of the convention, in his Annual Fraternal Address, what Mayor Wyatt said to us in the public session, and the extremely conscientious manner in which our President, Brother Logan, handled all matters.

Finally, I shall always remember the scene in our public session when Brother President Rayford W. Logan presented Brother Edward W. Impressions Gained A t 29th General Session I was deeply impressed: 1. By the warm hospitality ot the host Chapters and their precedent setting creation of an atmosphere free of office seeking on the part of their members, deserving though they were.

2. By the high calibre of our Brotherin general, of our officers in particular, and therefore of the potential of our organization.

3. By the exemplary conduct of the present and past general officers of the Fraternity in their impartial, nonpartisan stand, even when great issues were at stake.

4. By the evidence afforded by this convention, strengthening my conviction, that an informed rank and hie membership of a society can be depended upon to distinguish between truth and falsity, reaility and unreality, form and substance, and to advance the best interests of that society. A truly informed democracy works.

5. By blue resilience of the Fraternity.

Wihat it appears that the elasticity of the American Constitution has done to preserve that Union, the spirit and ideals of our Brotherhood does for our organization.

6. By the solid achievements in procedures of conducting the business of the Fraternity that will economize time and facilitate the work of future conventions ; in particular the new election system, and the method of handling reports of officers.

7. By the support, moral and material, given worthy causes and projects by individual Brothers, local chapters, and by the General Organization.

8. By the suggestions of something new which seem to me to demand our deepest consideration for the possibilities which they suggest, for example the symbols of our Fraternity, and the idea of a public session conducted along the lines of a symposium or a public forum, thus moving us nearer the people.

9. By the continuing, though, I think. declining cheap politics of a few which, like the unconscionable ward politics of our city slums, is nasty, brutish, wasteful, and destructive.

10. By the greatness of our potential hut the smallness of our achievement. due primarily to this sordid politics which consumes our time and talents.

11. By the need of an enlarged program evolved out of the rich and varied experience of our composite member-

Brother Brown has pledged himself to the task of building a greatet NAACP for the Colored people of the city of Chicago, l i e proposes to make an organization so strong that no one will discriminate against Negroes for fear of the protest and action of t!ie branch. One of the first issues to be tackled by Brother Brown is the proposed suit against the Chicago Board of Education for its refusal to provide adequate educational facilities in colored communities for colored children, and because of discrimination in one of the trade schools.

The Legal Redress Committee of the branch is headed by Brother William H. Temple, who is ably assisted by Brothers Sidney P. Brown and Sidney A. Jones, Jr.

Brother Archibald J. Carey, Jr., attained another honor in his career when he was appointed by Governor Dwight H. Green of Illinois as a member of the Illinois Commission of the Urban Conditions of Negroes.

Brother Carey is the pastor of Woodlawn A. M. E. Church, one of the most progressive churches in Chicago.

Page 21 state of Kentucky. The convention will remember pleasantly the smooth, concise but unequivocal handling of the assembly by General President Rayford W. Logan. It will continue tc appreciate the sound program made possible by the untiring efforts of the Louisville brothers. It will warm inwardly at the recollection of the true spirit of fraternity which prevailed throughout the meeting. It will recall gratefully the expression of independence of thought, the courage of convictions, the vision, the broad experiences which served to emphasize why Alpha continues the nation-wide leadership which it has enjoyed through the years.

But of all innovations, of all experiences. probably none will be remembered more agreeably than the change affected in election procedure.

F o r years, it has been the habit of each successive assembly to indulge itself in the questionable luxury of spending from three to five hours in the election of officers for the coming year. Occurring, as it habitually did, as the last item on a usually overfull agenda, the event of election often served as a distasteful anti-climax to what would have been otherwise a fertile and productive convention. Arduous committee work, long and exacting sessions, enthusiastic campaigns all served to produce a high tension among voting delegates which sometimes snapped under the strain of disappointment or gratifications over the outcome of the various offices.

Countless banquets have been reheated—and reheated — and finally served in a lukewarm state as the time alloted for election continued to encroach upon all other considerations. If only from the standpoint of time elapsed, the outmoded system was a definite extravagance.

Assuming that the time of each of 300 delegates would be worth cne dollar an hour. we allowed ourselves to waste anywhere from $450.00 to $900.00 each time we decided to hold an election.

At the 1940 convention in Kansas City, it became apparent that a reconsideration was necessary for the election procedure which had, until that time, been considered both good and sufficient.

A Special Election Committee to be headed by Brother H . L. Dickason of Alpha Zeta Lambda was conceived.

This committee was to offer to the 1941 convention such suggestions as (Turn to Page 22)

(6) At the conclusion of balloting, the votes would be counted by the Elections Committee after which the results would be announced to the convention. (Each candidate would be allowed an observer during the counting if he so desired.)

The committee, upon being so charged by the assembly immediately began preparations for the carrying out of the plan.

Tolls were set up. Ballots were prepared.

Certification of candidates was completed and at six o'clock of the last afternoon of the Twenty-ninth General Convention, the polls were opened.

Fifty-seven minutes later, 134 ballots had been cast and the Noting was declared completed.

Fortyeight minutes after that, the final tabulations were in the hands of General President Rayford \Y. Logan. The enlire procedure had taken a total time of only one hour and forty-five minutes and the work of the convention had been proceeding without interruption at tlie same time. The voting was accomplished with a minimum of confusion and certainly with a definite saving of time. Thus was begun a new era.

Dr. and Mrs. Henry Allen Boyd, of Nashville, as thev appeared at the Closed Alpha Formal Ball. Mrs. Boyd takes time out to call friends back home in the Capital City of Tennessee.

Brother Boyd, noted churchman, publisher and banker, was selected chaplain of the Twenty-Ninth General Convention, and later appointed a permanent member of the Housing Commission.

The immediate result of the experiment was that the convention banquet at beautiful Beecher Terrace was held on time. T h e turkey had none of that turned-up-at-the edges lookthat so many had thought to be an inevitable part of a banquet.

The coffee was hot and the comely waitresses had a smile for everyone.

But the greater and more important result was the establishment of a precedent that should become increasingly valuable with each coming convention a precedent that should do much toward maintaining proper balance in conventions.

In establishing this initial venture as part of the archives of Alpha Phi Alpha, Jewel George B. Kelley requested that he be allowed to keep the first ballot box. Three copies of the official returns were made and one each was presented to Jewel Kelley, General President Logan and H i s -

Many brothers will remember the system which saw intermidable lines of voters filing past a ballot box as the name of each chapter was called thirteen different times during the course of one of the old style elections.

It is extremely doubtful, however, that many brothers will mourn the passing of that svstem.

This aid is available tor brothers who are still undergraduates and working toward their first degree as well as for brothers who are pursuing credit-graduate work toward an advanced academic or professional degree. The maximum amount of any scholarship grant will be $100 although the available scholarship fund will be apportioned in smaller amounts if the circumstances seem to warrant. Priority will be given to each of the four vice-presidential regions for an amount of $200 with priority also given to undergraduate applications for $100 of this amount in each vice-presidential region. It was a direct bomb hit but- the effect was entirely lost and nullified on the occasion uf an impromptu dinner party at a 10th and Magazine Street Cafe.

Brothers Jcrrick, Georges, R. Hackett, Swingler. Tibbs, V. Thomas, Emory Smith, Edward W. Brooke and I were seated at a table awaiting our order amid an atmosphere of fraternal hilarity when in she came. She was beautiful, Junoesque, curvaceous, soft musical voiced, oval oriental type face, finely chiseled features with the prettiest little beauty mark imaginable on her check.

It was Elaine (Johnnie Mae) Berry, and when Bro. Ted Berry introduced us to the "Missus" she turned from the tall Beau Brummelled Hatchett, gave a passing glance at bespangled and uniformed Brooks (and be really looked smart), nodded perfunctorily to the other brothers and came over to me smiling and said, "So this is Brother Winters, I always read your F r a t Fun, I enjoy it so much.

"Didn't that wipe out barbarian P a r ker's insouciance? Is you telling m e ! " I want to thank Prexy Logan for my appointment as Chairman of the Credentials Committee which necessitated my going to Louisville a day early to set in position the convention machinery. T h a t made it possible for me to make a survey of the social world before the lady charmers arrived. It also gave me a point of vantage in the convention assembly from which I could hear and record the echoes and images I am presenting to you. At intervals I shall give you a literary television of personalities and events which highlighted the 29th general convention.

Prui.tl. Project lias sixteen people on the payroll ami a monthly rental income of $12,386.60. An office force easy to remember w e r e : Mrs. Carrie Oliver Clement dressed in a light green jerkin dress, alligator .shoes, all toes enclosed; Mrs. Mary K. Orion, wife of Brother Claude A. Orton of Alpha Lambda. Mrs. Orion's burgundy swagger dress suit looked very lilting for maintenance of office morale. Dr. Jack Xurse, medical director of Health Clinic h e a t e d in the basement saw 600 clinical patients last year. Health center well appointed, ciean and orderly, open to our inspection. We met Miss Geneva Carden, wearing an orange woolen one piece fetching frock enhancing the charm of her blushes.

Upstairs at three (3:00) o'clock greeted Bro. Addison Ramsey, Chairman of Registration, Bro. Douglass O. Reid, Housing Chairman, Miss Haynes Miss Blanton, Miss Wilson, all very pleasing and efficient, high office intelligence and adaptability. We instituted a system of registration, triple checking and tangle proof, smooth running.

Bishop Frank Madison Reid preached a fraternal sermon entitled "Bridges of Tomorrow." The subject was inspired by the chapter text taken from Isaiah 40th chapter 3rd verse: "I sought a man among thorn." Prepare ye the way of the Lord, make straight the paths,

etc. Spiritual bridges span the gap of what is and what ought to be, bridges of equality span gaps of intolerance and ignorance, bridges of personal surrender as evidenced in the life of Esther led to the highway of selfsacrifice. "Someday my boy will pass this way. Good friend, I'm building this bridge for him."

Scene: 6 o'clock, 9 o'clock and 11 o'clock.

Sunday Evening Over two hundred Alpha men and their ladies enjoyed a six course dinner, deeply engorged by the novel expedient of sipping several rounds of fulminated cocktails and muncing dainty hors d' oeuvres at the home of Bro. 1 was not looking for social life when I entered Alphadom, already 1 was married, and had a son. My social life was adequate and satisfactorily.

What I did find surprised me because f beheld a fraternity out of all variance with the twenty others of which I was a member. T h e social significance of Alpha is immense, however. W e are not prisoners of fate but prisoners of ourselves.

W e have the potential power in Alpha to free all the prisoners of inertia that are in our race.

During this year two new brothers have crossed the burning sand, and have seen the light of Alphadom. In these two brothers something definite has been brought to Alpha Chi Lambda, which it always aims for in its brothers—manhood. The men are brothers Lloyd Reese and Charles Butler.

Brother Reese is a graduate of Paine College, a summer student of Temp'e University, Philadelphia, Pa., and Principal of Springfield Elementary school of Augusta. Brother Butler is also a g r a d u a t e of Paine College of Augusta, a summer student of Atlanta University, Atlanta, Ga., ami principal of Weed Elementary school of AttgusH l, Ga. The chapter feels that these two new brothers will always hold high the light of Alphadom; and that wherever they are tlhey will always portray a true spirit and tin; courageous manliness of the Alpha Phi Alpha fraternity.

Brother Logan was feted, in the afternoon, at a banquet at the college cafeteria. The menu consisted of: Fruit juice cocktail; Ho* buttered rolls; coffee and c r e a m ; candied yams ; June peas and diced c a r r o t s ; pickles; sizzling steaks, ice cream and cake.

The tables were artistically arranged and decorated in old gold and black.

Golden candles were placed in the cent< r of each table. After the .banquet he was literally "mobbed" by enthusiastic autograph-seekers including brothers, their wives ami sweethearts.

Let us say "Let freedom ring and the banner of Alpha Phi Alpha soar to ne . heights."

Brother DeLaine, kicking end and pass receiver, scored 7 points last season and won honorable mention on the "All S. I. A. C." team as picked by sp (its writer Lucius Jones of The Atlanta Daily World. Brother Martin, quarterback, scored 12 points. Little Brothers R bert "Monk" Myers and Cressie Baker were also outstanding. Myers. tackle, scored 2 points last season.

At the homecoming Thanksgiving celebration, Alpha stood out. It is customary for each Greek-letter organization to decorate one of the buildings on the campus. We decorated the hospital which was very unique, having our neon insigina, a " V " for victory (the theme of the homecoming), a sign "Alpha Phi Alpha Welcomes You to Homecoming" with Alpha colors, black and gold, dominating.

In the homecoming parade, "Miss Alpha Phi Alpha" (Miss Inez Walton of Augusta, Ga.,) and her attendants, Misses Madeline Clagett, Orangeburg, and Mable Reid, Augusta, Ga., adorned the Alpha colors and rode on the float representing Beta Delta. Many Alpha men greeted each other and exchanged band-shakes.

" Brother Robert Gardner, U. graduate student, has passed his physical examination and expects to be inducted into the country's armed forces at any time.

Brother Gardner, one of the Northwest's greatest footballers as well as student of note, was line coach at Macalester College, St. Paul, during the ipast season. This was the first such position to be held by one of our group in Minnesota. W e wish Bob the best of everything.

Brother Clayburn Hill has opened dental offices in St. Paul. Mu chapter, therefore, has two Alpha dentists in St Paul, Brother Dr. E a r l Weiber, who has practiced here for twenty-one years, is the other.

The Chapter held its annual "Sweethearts Banquet" J a n u a r y 16th in Mitchell Hall. One of the highlights of the reception was announcement of the official roster for 1942. ALPHA TAU LAMBDA Tulsa, Oklahoma Greetings, Brothers : Alpha T a u Lambda Chapter is happy to greet you again. T h e chapter is filling a much needed place in the community life of Tulsa. Each year we map out a four or five point program and work toward the realization of our aims.

One of the items in our program for 1942 was the establishment of a Scholarship Fund. W e are pleased to inform you that we accomplished this aim last year, and that at the beginning of the 1941-42 school year, Alpha T a u Lambda's check was sent to Tuskegee Institute to be applied on the tuition of the graduate of Booker T. Washington high school we thought was the outstanding member of the 1941 high school class.

Our president for the year, Dr. R. C. Bryant, is one of the outstanding members who already has one son who has become a brother at Fisk University and another at Howard, who, we hope, will be able to convince brothers of Beta that he is worthwhile timber.

Greetings: While neon satellites in bright galaxies vaulted their shimmering multicolored pre-Yuletide glamors here and there, and everywhere, and while fraternal hearts overflowed with fervent joys evoked by glad thoughts of Christmas in the offing, the good brothers here enjoyed the gracious hospitality of Brothers Johnston, Lockett, and Jackson, in the spacious Lounge of Jones Hall. There were eighteen of the brothers present, all embued with the heart-warming spirit of the occasion.

At ten o'clock we tuned into the instructive counsel, and the inspiring logic of our President Franklin D. Roosevelt, and the brothers sat tense and grave as they listened to history in the making, and heard the heralding of chronicles that shall go down through the multitudes of eras and epochs yet to come.

Brother C. F. Nelson of Lawrenceville has received a second visit from the stork, in the person of a number two son—Master Virgil Scott Nelson.

Brother Dr. Nelson has been doing outstanding works in the Health Projects of Lawrenceville, and Brunswick County. Besides being a member of •the Board of Directors of the Brunswick County Tuberculosis Association, he is chairman of The Negro Auxiliary to the Association.

Brother Robert Wesley has recently sailed upon the happy Bark of matrimony into the seas of connubial bliss. May he have fair winds and soft sailing, and anchor in the harbors of perpetual contentment.

Brother Harry W. Roberts was unanimously selected to represent Nu Lambda at the Louisville Convention.

Greetings, Brothers: Omicron Lambda held its first meeting of the New Year Sunday, January 4th, and approximately thirty lovers of Alpha Phi Alpha got off to an enthusiastic start. BETA KAPPA CHAPTER Langston UniversityGreetings, Brothers: The dawn of this year found nine new members added to the chapter.

They are Edward Stroud, Hollis Stearm, Aaron Murphy, Warren Hollier, Lloyd Blye, Harold Dillon, Ralph Blye, Royal Rucker and Ruben Hargrove.

True to the Alpha spirit these new brothers have fallen in line and are upholding the name of Alphadom in various campus activities.

Initiation took place December 4th last and was witnessed by a large number of brothers, both graduate and undergraduates. A repast was served afterward in the Art Studio, and campus serenading as a feature oi tne evening. Burning of the Insignia climaxed festivities as all brothers formed a circle around the light and sang "The Alpha Hymn."

Election of officers resulted as follows: George Pearson, president; Lloyd Blye, vice-president; Royal Rucker, secretary; Edward Stroud, assistant secretary; Hollis Stearms, chaplain; and Aaron E. Murphy, historian and associate Sphinx editor.

Brother Hatchett was honored at the College Inn just before he left the campus for selective service. He served most efficiently as our president last year. The chapter, in fact, expects to make a survey of all brothers and former brothers who have been inducted into the armed services of the United States. Greetings will be sent each month to these brothers in order to let them know that they are being remembered by the chapter.

Two other features uppermost on the minds of members are the Founders Day Program, and the Annual Education for Citizenship Campaign.

BETA ETA CHAPTER Southern Illinois Normal U. Greetings, Brothers : I am glad to inform Alphadom that Beta Eta leads all Greeks on the campus of S. I. N. U. for the fall term with a 4.250 average. Brother Wallace Price heads the list of Beta Eta. The chapter turned out as guest to its sisters of Gamma Kappa Omega Chapter of Alpha Kappa Alpha during a meeting of the sorors at the C. M. E. Church.

Election of officers for Beta Eta ushered in the following brothers: Charles Jones, president; Edward Woods, vice-president; Wallace Price, secretary; Gaffney Taylor, corresponding secretary-treasurer; Joseph C. Penn, chaplain and associate Sphinx editor.

Brother Wallace Price was elected delegate to the National Convention of the Junior NAACP scheduled to be held at Va. State College. Brothers Taylor and your correspondent were delegates to the Twenty-ninth General Convention of Alpha Phi Alpha down in Ole' Kentucky.

Beta Eta is very active in civic affairs of this community. Some of the brothers have been employed at the $80,000,000 Ordnance Plant which is being constructed on Lake Crab Orchard.

They are earning $7.00 per day with time and one-half for Saturday and Sunday. Brother James Price was the first Beta Eta member employed.

Our president is on a committee to help secure a Community Center building so greatly needed for our city. The chapter appointed a housing committee to see about obtaining a fraternity house at Southern.

month of December visiting friends and home folk. He is one of the U. S. boys now located at Camp Fort Belvoir, Va. Brother Walker lias been a hospital patient for the past three months with a broken leg. The local chapter has exempted army brothers from dues.

BETA ZETA LAMBDA NEWS Lincoln University Beta Zeta Lambda held its initial meeting of the year in Sedalia, Missouri, with Brother H. W. Powers as host. Brother Powers despite government priorities on food really imbued the "faithful few" with the spirit of A Phi A and all agreed that the Sedalia brothers were setting the curve very high for those of us in Jefferson City.

Several ardent Alpha brothers were missing from our first meeting. Brother Albert Marshall, who "took unto himself for better or worse" last June, is now head librarian of the WinstonSalem Teachers College, North Carolina. Brother James "Big J i m " Freeman, head of the Department of Agriculture, is away on leave at Cornell University.

Brother A. S. Pride is studying journalism at Northwestern University. Brother N. P. Barksdale, head of the Department of French, is completing requirements for the doctorate degree in French at Illinois.

In addition to Brother Marshall, Brothers Pullam and Pawley also joined the ranks of the "Benedicts."

Brother Seeney, however, broke the monotony by announcing the arrival of James, Jr., who has already stated his intention of "crossing the Alpha sands." At the November meeting held in Jefferson City at the apartment of Brother Pawley, Beta Zeta Lambda began making plans for the coming year. Brother President Hubbard welcomed the return of Bro. B. T. Brothers Dan Bowles and Silas Garner are new teachers at the Lincoln University Law School. Brother Dr. Rodney Higgins is a recent edition to the Stowe Teachers College faculty.

Brother Dr. Augustus Lowe resigned from Yashon High School to accept a position at A. and T. College, Greensboro, N. C. In addition to being Chemistry teacher at Vashon High School, Brother P. C. Robinson is the top flight salesman at tile Ross Appliance Company. Brothers James Buck and J. L. Jones are instructors at the N. Y. A. Center at Foro College.

Brother Alfred Wilson has so sharpened his golfing eye that prizes appear at his instant call.

Because fatherhood has blessed them after many moons, the chapter has presented rings for their babies to Brothers Arnold Walker, Steve Adams. Wm. Sinkler and J. O. Blachc.

Epsilon Lambda's delegates to Louisville were Brothers John Davis, and Arnold Walker. Brothers Bowles, Malone, Benjamin Hughes and Reid also went to the convention.

During last spring Brother Benjamin, dentist and sportsman, took away from lier the name of Faith Jackson and changed it to Faith Benjamin, "till death us do part."

The seductively winsome Mrs. Benjamin, whose mother is editor of T h e Cleveland, O., Herald, left many an aching heart in Cleveland whence she hails, at Wilberforce and at H o w a r d which rewarded her profound scholarship with a B. A. In the same season of peach blooms and orange blossoms, Brother Robert P. Watts, principal of the D i voll School, took unto himself and endowed with all his worldly goods, Rubye G. Alpha Alpha is justly proud of her favorite son, Bro. John Wycliffe Fleming, who has been re-elected to the office of Mid-Western Vice-President.

Bro. Fleming, a man of great zeal, integrity, tenacity, much executive ability and graciousness. was recently re-elected to a third term as president of this chapter. Remarks concerning the convention were solicited by the president from those of the above who were present. Bro. W . N. Lovelace offered a special challenge to Alpha Alpha to greater achievement, and the putting forth of special efforts in making itself felt as a force in the community.

Our president gave a commendable report of activities of the chapter dur'41. which seemed to indicate a definite upward trend. He emphasized the importance of a larger number of brothers becoming active and helping maintain an adequate financial status for the chapter. The president also indicated certain changes in policy of committees, which would make for greater success in '42.

At the beginning, of 1942, we find that twelve of our brothers are no longer with us.

Henry Parks, Jr., regional N. Y. A. director, has taken up residency at Wilberforce, Ohio, and is now affiliated with Chi Lambda chapter; Bro. Dr. J. E. Pettrus is now practicing in Elyria, O h i o ; and Bro. Paul Lockette is at Atlanta U. doing work towards a master's degree in psychology.

Recently Bro. Bob Wrenn joined the ranks of Alpha men in the army. Other brothers who went to the army last year are Dr. Robert Brown, Oscar Henry, Robert Clark, Napoleon Helm, Richard Gordon, Norman Perkins, Richard Whitney and Harold Anderson.

GAMMA CHAPTER Virginia Union University Greetings: Gamma sends best wishes and greetings to all brothers for the New Year. Although silent in the columns of the Sphinx, the chapter has been quite active along many lines.

T o brifely present a resume ot Gamma's activities: Brother John Malcus Ellison, recently elected president of this university, was given a Testimonial Dinner in November. This affair was held in the beautifully decorated school dining hall. Brother Dr. Rayford W . Logan, our national president, was guest speaker. The address electrified the approximately one hundred fifty guests present.

Among prominent brothers attending were Brothers H o w a r d H. Long, J. W. Barco, John Gandy, president of Virginia State College; McDaniels, and L. F . Palmer.

The Testimonial Dinner was a closed reception with only brothers, their wives, and sweethearts present.

Gamma was co-host with Beta Gamma Lambda to the Virginia State Convention of Alpha Phi Alpha.

President Logan also spoke on this occasion.

T h e chapter lost Brothers James Robinson and Forrest E. Pritchett in the draft but our loss was Uncle Sam's gain. W e are proud of these two brothers.

Six neophyte brothers who crossed the burning sand early in November were J. Malcus Ellison, Jr., Lloyd Starks, Ferman Sharp, Howard Irvin, Clyde Davis and Fissell Hunter.

These additions bring our chapter membership roster up to a total of twenty-nine.

Brother Lawrence Robinson, summa cum laude graduate of Virginia Union, returned to his alma mater last fall to become identified with the science department. Brother Robinson received his Master's in Chemistry from Harvard University in June, 1941.

Brother Clifton C. Humbles announced his marriage to the former Miss Isadore Lee Robinson, daughter of Mr. and Mrs. Spotswood Robinson, Richmond, Va., during the holidays.

Congrats', brother.

Brothers Snead and White have been attending special courses in Chemical Engineering at the Medical College of Virginia, in Richmond.

These classes were sponsored by the United States Government.

On the basketball team this season are Brothers Kennedy, Irvin, Davis, and Hayes, along with Sphinxmen Jackson and Culberson.

Brothers Palmer, Seymour, Yeldell, Knight and Wells are preparing to make the tour with the University Choir this spring.

Gamma, we assure you, brothers, is putting its best into school life at Union.

CHI CHAPTER Meharry Medical College Greetings : Neophytes of Chi Chapter are Howard Kenny, Christopher Hunt, Henry Wilkins, Fred Pinson, and Lonnie Reed. These men were taken across the "burning sands" November 26th.

The chapter is especially proud of these brothers since they are numbered among the top ranking men of their respective classes. Incidentally, Brother Hunt led the freshmen medics last year, having made a straight "A" average a record infrequently seen at Meharry in a student's freshman year.

Socially the chapter held two major affairs last fall, the House-Party on Thanksgiving, and a Banquet in honor of the Neophyte brothers Sunday, November 30th.

Brother Tisdale served as toastmaster and brief speeches were made by Brothers Bent, Hernandez, and Freeman, members of the Meharry faculty.

Biggest problem facing the chapter presently is one of housing. Through the fine efforts of Brothers H. D. West, R. Hernandez, and M. G. Ferguson, a house was obtained for this

year. The lease expires, however, at the end of the school term, and if no further arrangements are made, the chapter will be without a house once more.

RHO CHAPTER Philadelphia, Pa. If the residual enthusiasm of Brothers Jerrick, Winters, and Georges, for the Louisville Convention, may be taken as a measure of how well the five host chapters of the Bluegrass State entertained visiting Alpha men, then we must, in the future, speak of their work in superlative terms. There, we stay-at-homes, are made to understand, Alpha Chapters spell hospitality with a capital "H". Alpha 'men everywhere are deeply appreciative of your many fine courtesies, Brothers of Kentucky, we are sure 1 Signally honored, were we at our Convention Echo meeting at the Pyramid Club, by the first public appearance of the national vice-president-elect Brother Tyler, who will preside over the Eastern Jurisdiction.

He spoke eloquently of the Alpha spirit and of the great opportunity now confronting our FRATERNITY in the re-dedication of our objectives to the development of the Negro in this changing world. We were urged to take due cognizance of our fraternal responsibility of putting into action, immediately, a program of reclamation and of following it through, in truly Alpha fashion, to a successful conclusion. We swallowed his suggestion hook, line, and sinker, and already we are looking forward to welcoming again into the Fraternity many of our "long lost" brothers, who have contributed so much in the past to the upbuilding of Rho Chapter.

Nor did these Convention Echoes fall only upon the ears of Rho brothers, for three other chapters of the Philadelphia district were in attendance : Psi Chapter, Nu of Lincoln

University, and Alpha Theta Lambda of Atlantic. From Nu came Brother

The good fellowship that pervaded the meeting was carried over and continued in the beautiful Nile Room oi the Pyramid Club, where a sumptuous dinner was served and enjoyed by all.

Alpha readers of Rho news will little note nor long remember what I say here, but they can never forget what Brother Dr. "Syl" Smith, DID HERE, for years as our Sphinx reporter.

BETA ETA CHAPTER Southern Illinois Normal University Beta Eta received an impression of Louisville that only those brothers who attended the wonderful city of hospitality during the 29th convention could only receive.

Brothers Caffney Taylor, Rodger Woods and J. C. Penn represented us and reported at our chapter meeting the following impressions: 1. It is true that "Ole Kentuck" is the state of pretty women, fast horses, and good liquor with hospitality hard to surpass.

2. Louisville has made it hard for any city to surpass in entertaining the convention. Chicago will have to "GET UP AND GO." 3. Our sweethearts and wives were impressed in the superlative degree with the social program outlined for them. They partook of every pleasure afforded them.

Beta Eta wishes to salute Louisville for the new election machine setup for the convention. That made it possible for us to have more time to accept other hospitalities shown us.

In his Convention Call, the General President called our attention t o the many serious problems affecting the Negro, which we must consider here. Our genial hosts, the chapters of Kentucky, have prepared an elaborate agenda of entertainment for us and, gratefully, we should budget o u r time t o show our appreciation for their efforts. This report, therefore, has been reduced to a minimum of detail.

T h e effort is not at an account of my stewardship, but at an indicative synopsis of the Fraternity's activity in the area.

The Eastern Region was mapped into five districts, with jurisdiction over one, vested in the Vice President and the four Regional Directors. These men, Brothers John M. Moore of Richmond, Virginia, and G. A. Calvin of Ithaca, New York, g r a d u a t e s ; Brothers William J. Parks, Jr., Washington, D. C , and Franklyin Morris, Philadelphia, appear to have done an adequate job and the activities of their chapters have been fully reported in the Sphinx.

Without their loyal, energetic and cooperative efforts, the program in the Eastern Reg; tu could not have 'been so successfully executed. The Vice President has been a Fellowship student all year at the New York School of Social Work, Columbia University, but managed t o see many of his chapters in operation. I also made a tour ot the six major .Army camps located in the Region, urging the brothers therein to continue and develop their fraternal relationships ; and requesting the brothers living in nearby communities to welcome the military brothers into their homes, and include them in their social activities. My own home, in Philadelphia, has become a "clearing house" for the brothers encamped at Forts D i x and Meade during their leaves in the city. T h e entire venture has been so M l of encouraging results that I hope this convention will give some thought to its possibilities on a nation-wide basis. I am grateful to those brothers im the Army cantonments and surrounding communities whose efforts have made this aspect of our program successful.

Greetings: I have the honor to submit my report upon the activities of Alpha Phi Alpha in the Midwestern District for the year 1941.

T h e Program This office set out to accomplish the following: 1. To seek and obtain the cooperation of all chapters and brothers throughout the district and further to compile chapter problems and seek solutions for same. Results, replies from 75 per cent of chapters and numerous letters from brothers.

2. T o increase the number of active brothers through reinstatement. 1 am unable at this time to make specific report on this phase but information received through chapter visits ami correspondence indicates that reinstatements are on the increase. Several chapters have made special drive efforts in special drives to reclaim brothers.

3. T o revive all inactive chapters of the district. Successful contacts were made with respect to Beta Iota, Kalamazoo, Mich.; Alpha Nu, Des Moine-., Iowa; Alpha Rho Lambda, Columbus, Ohio, and Epsilon, Ann Arbor, Mich.

Alpha Rho Lambda and Epsilon have already returned to the active list, Hie other two will return in the near future.

This office was unable to make contact with Phi at Athens, Ohio.

4. To urge the maintaining of high standards of scholarship. This part of my report is incomplete and I can only report information in hand. Alpha Phi Alpha through Alpha Zeta Chapter, at West Virginia State College, Xi at Wilberforce University and T a u at the University of Illinois maintained the highest scholarship among Greek Letter organizatons at their respective schools. . , 5. To acquaint all brothers with the

program of the National Organization and to exhibit the publications assisted through our Grants and Aids set up.

6. To urge well rounded participation in all phases of Alpha Phi Alpha.

7. T o make as many personal visits to chapters as time and budget allowed.

The table accompanying this report indicates visits by the staff of this office.

Chapter Problems Replies to communications and questionnaires indicate that there arc two major chapter problems: 1. Delinquency. Reclamation has been the point of most emphasis of this office during 1941. The problem is greatest in cities where there is necessarily an influx of brothers from other places.

Some suggestions that have had some measure of success a r e : a. Attractive chapter programs. b. Acquainting brothers with the program of Alpha Phi Alpha nationally. c. Visits by National Officer. d. Presentation of outstanding brothers in public meetings. e. The urging by undergraduate chapters to brothers that they affiliate with Alpha Phi Alpha in whatever community these brothers find themselves after graduation.

2. Chapter Housing. Housing is an important phase of the program of Alpha Phi Alpha.

This office has been referring most housing situations to our Housing Commission.

Expansion: During this year there has been an unusual number of requests for new chapters,—Weirton, West Virginia, a graduate chapter, Beckley, West Virginia, a graduate chapter; Bloomington, Indiana, St. Louis, Mo., Pittsburg, Kans., and Gary, Indiana for undergraduate chapter.

7. That in these uncertain times when the young men of our country are being called to the country's service and that since in all probability our undergraduate chapters will be more heavily hit that this convention declare tnat these chapters whose active membership, because of the draft, drops below the required number to be considered active shall maintain the same status of activeness until tihe end of this crisis as it did before, its active membership was so decreased.

In conclusion, permit me to thank the Regional Directors, the National Officers, the Chapters and Brothers for the splendid cooperation given me during the past year and further to express my deep gratitude for this opportunity to serve Alpha Phi Alpha.

DIGEST OF CONVENTION REPORT OF GENERAL SECRETARY EVANS In his annual report for the year 1941 the General Secretary called attention to the fact that we had at convention time the largest number of financial members ever counted in the History of the fraternity. Coupled with ihii was a report of the largest number of reinstatements ever made in a single year. Seven new chapters were added during 1941 bringing the total of active groups to 126 of which number 6 J were undergraduate and 66 gradua.e chapters.

During the year the General Secretary visited more tlhan 20 chapters and covered territory in the middle west, southwest, and far west extending from Washington to Oklahoma and Texas and on the west coast from Southern California to Seattle, Washington. He reported that the "spirit of Alpha Pni Alpha is nation-wide in its coverage and the type of young men being taken into our ranks is of the finest."

Fortunately, our surplus, represented by $10,125.00 of U. S. Government Bonds, did not have to be touched amid these bonds still remain intact. Practically all funds due from closed banks have been paid into our treasury. The total membership at the time of the convention was 1632. on my escort." I called Bro. It will he recalled that by unanimous action, it was ordered bv, the last Convention t h a t : "The Convention address of Brother Wesley be printed and bound together and made available for sale and that the matter be referred to the proper committee to determine how this might be undertaken financkilly . . . at this point, Brother Henry Allen Boyd, head of the Baptist Publishing Mouse, offered to a s sume the responsibility of the above task. Brother Boyd was given a rousing cheer for this offer."

Pursuant to this action, with the assistance of Brother Boyd, the Convention Addresses have been published in a phamplet of 91 pages as Volume 111 of the Publications of the Foundation Publishers. In publishing Volume III, it was decided that there would be 2,500 copies of these addresses, so that they might be placed in the hands of both financial and unfinancial brothers. When this decision was reached, it appeared to be an imposition upon the genorosity of Brother Boyd for us to ask him to bear all of this expense. When we appnoached him about it, he agreed to bear the expense of publishing 1,250 copies if we would accept the responsibility for the additional number. Accordingly, there will be placed before you the recommendation for the payment of our part of the expense attached to the printing of additional copies of this volume. Copies of these addresses are here at this convention for distribution. Other copies are_being sent to the chapters. Here again we pioneer, for it is the first time the address of a national president of one of our fraternal organizations has been placed in print. It is interesting to observe also that these addresses when rendered were never intended for such publication.

We are hoping now that each chapter will keep its records of the war contributions that they may have historic value and will become useful to us in connection with our history. We have prepared a questionnaire for the chapters and will send this to .the chapter officers during the year.

We seek your cooperation, and we ask the delegates to this Convention to carry this information back to their chapters and to refer to this important task in giving reports of the Convention t o their chapters. Our General President has already advised by a letter to the chapters that it is our purpose to seek exact records concerning our war participation. Your cooperation is requested.

2. The Foundation Publishers No proposals for publications have been sent to the Foundation Publishers during the past year. Our minutes of last year provide for the publication o>f the Pledge Manuel by the Foundation Publishers. When this manuel is received in its corrected and approved form, we shall proceed to the publication of it.

What appeared then to be an extremely difficult task was lessened at the outset by the indispensable service of Brother Burt A. Mayberry, Beta Lambda Chapter.

Brother Mayberry and 1 spent several hours at his home mapping out a plan ot action. There was the matter of naming the four editions added to tine schedule and determining the nature of their contents. The next step was to decide what months are most appropriate for publication and distribution.

While it was necessary that we work rapidly, we endeavored to apply our best judgment in order to achieve a practical and effective schedule. .Results of our efforts in this respect were announced in the Convention Number, February, 1941.

The title of each edition, as in past year;,, determined the subject matter, and associate editors were requested to submit copy as nearly in keeping with the theme as they could possibly do so. The final schedule worked out and put into effect was as follows: Convention Number, F e b r u a r y ; Directory Number, .March; Educational Number, A p r i l ; Graduation Number, M a y ; Pictorial Number, September; Chapter Activities Number, October; Public Relations Number, November; Pie-Convention Number, December.

You perhaps have observed that the Educational -Number changed from May to April. T h a t the Pictorial Number was changed from October to September.

The month of publication for the Educational Number was changed for the reason that our Educational Campaign is usually observed in May. Opportunity for publishing notices and reports of educational programs over the country by the several chapters and ot our Educational Director is greater in an issue prior to the month of the campaign than the month in which we sponsor our educational program. Chapters in our section have time to study their Sphinx and become informed as to what types of educational programs are being promoted m other sections.

The Pictorial Number is largely made up of pictures, as the name indicates.

During the summer mouths chapters identified with various colleges and universities a r e usually inactive.

In fact many of the graduate chapters cease organizational activities in the summer. Therefore, thure is a scarcity of copy for publication, and pictures can be more easily supplied in lieu of copy. W e suggest that you refer to your Convention Number, 1941, for the complete schedule.

-*ge 44 Gathering Copy In the process of gathering copy for eight editions, it became apparent during the first of the year that the added responsibility in connection with the operation of the Sphinx office had not. and perhaps at the ti.i;c, could not be foreseen by the budget committee. In other words, brothers, the budget of $2,000 per year was not sufficient. As much as we regretted to exceed the budget set for tlie Sphinx this year, there was no other alteniativu except the resort to "short cuts" by using cheaper grade of paper, reducing tlhe size of the book, or cutting the print order below the number of copies needed for supplying books to all financial members.

Alpha means to always go forward— never backward. Our decision was to give you the type of magazine that represented the best effort of the staff— certainly nothing less than you had received, both in format, and contents, in previous years of our terms of oifice. We rested our economy at this point, for to drop below this standard would have meant going backward.

Chapter Cooperation The majority of chapters have continued to give their iniest support. Associate editors moved into action at the beginning of tiie year and kept the Sphinx office well .supplied with material throughout the current year. \ \ henever a chapter's report reached the Sphinx office too late for publication, it was usually revised and carried in the following edition. N o article, particularly those of chapter activities, was arbitrarily left out and our deadline was 'stretched" more than once to include reports almost two weeks Late.

But this isn't good journalistic practice. T h e better way is to learn the dates of your deadline for each edition and submit report in accordance with these deadline dates. The majority of associate editors were cooperative in this respect.

Circulation T h e task involved in distributing copies of the Sphinx this year has been the most trying during my terms of office. This has been due to many factors, but singularly pronounced has been •tlhe fact t h a t due notices of changes of addresses have not been reported as frequently as they should have been.

Let us repeat that it is a waste of time in receipt of books and money when chapters fail to call attention of the General Secretary or the Sphinx office to address changes of their members.

T h e office, however, in spite of this handicap, has attempted to adjust complaints as quickly as the staff could get around to them. As in past years, spring graduation always upsets the .mailing lists, because many brothers who leave college a r e mot heard from for m a n y weeks afterwards. Chapter secretaries, we admit, can't always keep a complete or accurate record a,s to the whereabouts of these recent graduates. if their copies of the Sphinx are mailed to the old address—that is to the schools from which they have finished, those brothers seldiom receive them. This situation leaves us in a quandary as to what to do. W e suggest though t h a t

At the beginning of the narrative report, tribute was paid to the memory of the late Brother lYlathew E . Carroll who had been the second brother elected to serve as Director of Educational Activities and who had passed on December 0 at his home in ivansas City. Report was made of the 1941 observance ol Education-for-Citizensnip Week which included the use both of attractive challenging posters and of small citizenship buttons. Report was made of the award of $800.00 in scholarships ol 1941-42 distributed among eleven of the twenty applicants of whom live were to do advanced graduate and every chapter send in a revised mailing list a mouth before graduation, giving names ol Alpha men who are candidates for graduation. Men called to selective service appreciate more than ordinarily having their copies of the Sphinx, according t o many letters the office has received from selectees. WJiy not keep the Sphinx office constantly informed regarding members of your chapter in camps, it is certainly easier for their copies of the magazine to be sent out from the office than forwarding the books t o them.

Brother S. M. Smith, circulation manager, supervises the mailing of all copies. These books a r e assorted, checked by chapters, again by cities, before being mailed, 'the U. S. Post Office in Memphis has commented that mailing of the Sphinx is done with the greatest care of any publication in the City of Memphis.

Colored Printers A N e g r o publishing house, the N a tional Baptist Publishing Hoard, N a s h ville, Brother Dr. Henry Allen Boyd, secretary, has handled every phase of printing of the Sphinx this year. The publishing house is one of the most complete in the South, and has adequate equipment and manpower for taking care of our printing needs. Brother Boyd and members of his staff took personal interest in the Sphinx job, and extended every consideration they felt would make their relationship with the Fraternity pleasant.

Out of a year's experience and tin suggestive observations of brothers in their chapters and regional-conference discussions, several challenging proposals were submitted for the prospective educational program of Alpha Phi Alpha in 1942. These proposals included : 1. An all-year program of educational activities by each chapter which would be climaxed by Education-tor-Citizenship Week.

2. A pattern and program of servicerelationships between the undergraduate and graduate chapters in each locality which would facilitate the utilization oi the maturity and experience of the graduate brothers in the widening experience of the undergraduates.

3. The contribution to local high schools and colleges and citizen's studyciubs of materials and personal presentations on significant current civic issues—not as a publicity project of the fraternity but as a civic and educational contribution.

4. The development, by each chapter, of an Adult Education P r o g r a m which frequently might effectively utilize available radio presentations as a point of departure for the chapter discussions.

5. The conduct of chapter study-anddiscussion programs, by each chapter. mi the problems and issues confronting the Negro in the present national crisis and on the types of increasing opportunities for job participation of .Negroes in the widening social programs of the Federal Government.

6. T h e emphasis of the 1942 Education-ior-Citizenship Observance (April 26-May 3) upon "The Obligations of the Individual in the Democratic P a t tern of Living."

7. The development of a policy and procedure in the award of scholarships (a) which will enlist more initiative and suggestions from chapters in the proposal of candidates for these scholarship awards and (b) which will stimulate special study and significant campus and community activity in the area of citizenship with particular reference to the Negro in our American democracy . . . the publicized objective of the fraternity.

An interesting exhibit was the effort to list the names, the colleges attended, and the amount of the awards for scholarships and fellowships for the fourteen years since this significant phase of the fraternity's activity was initiated in 1928. February, 1942 teen-year period and that an additional $4675.00 in fellowships had been awarded to 11 brothersâ&#x20AC;&#x201D;{or a grand total of $13,350.00 which the Alpha Phi Alpha fraternity has thus given to 102 students and scholars.

There has been a total of 26 Negro colleges and 22 universities included in the institutions attended by these winners of scholarships and" fellowshipsâ&#x20AC;&#x201D;Morgan, Fisk, Morehouse, Wilberforce, Talladega.

Howard and Wiley being the institutions where total amounts varying from $500.00 down to $300.00 have been us.ed by from seven down to three brothers over the fourteen year period. Tt was noted (a) that only 10 Negro colleges were in the list of institutions attended by winners o:f scholarships during the past three years and that (b) applications in the .past two years have come from brothers in attendance at just a few institutions. Note was taken of the steady shift toward more grants for graduate study.

A final exhibit was the series of excerpts from THE HISTORY OF A L P H A dealing with the evolution and progress of the program of educational activities which had been submitted to the chapters last April for their convenient reference in the publicity and presentation of their Education-forCitizenship Campaign.

This report of T h e Director of Educational Activities was accepted and adopted for inclusion in the official records of the fraternity.

elude the initiation and the prosecution of important cases involving the denial of economic, political and civil rights. Such cases will be prosecuted under the direction of the General Counsel and Associate General Counsel upon consent and approval of the Executive Council.

At the Kansas City Convention, Two Hundred Dollars ($200) were appropriated to aid in the defense of Eugene Surnam, whose counsel are Brothers Charles Anderson, Jr. and Prentice Thomas. Fifty-two Dollars and Fifty Cents ($52.50) have already been spent; the other money is to be spent in his defense under the direction of Surnames counsel, the offi.ee of General Counsel and with the approval of the Executive Committee. The case is now pending rehearing in the Kentucky Court of Appeals.

VI EXPANSION

OF

PROGRAM

This office has undertaken to expand the program and function of the office of General Counsel. To that end we have communicated with various lawyers regarding the prosecution of certain important cases. W e do not propose to obligate ourselves in any way to any individual or to any organization. We shall either prosecute cases in the name and under the direction of the Fraternity or we shall file separate briefs in cases where other organizations are involved. W e are in communication with Brother A. A. Latting. of Memphis, Tennessee, who was chief counsel in the case of Edward Labates V S . T h e Interstate Company, a case brought under the Fair Labor Standards Act, a case affecting the economic status of all the employees of that Company, many of whom are colored. This Company operates a railroad station restaurant in the Grand Central Station and is engaged in the Interstate Commerce.

The Company claimed it was exempt and the administrator has so held. The case involved a new question but the record was so voluminous that the expense of appeal was prohibitive. A similar case will be filed, however, in which only evidence will be presented which will be necessary to raise the precise legal question involved. We shall cooperate with Brother Latting in the prosecution of that case.

T h e National Housing Commission recommends that the Fraternity continue its policy of investing in first and second trust Chapter House Mortgages where the Fraternity is amply secured and the Chapter has sound management and meets all the requirements of the Housing Commission.

VIII CONCLUSION The Commission wishes to urge upon the brothers that wherever possible, particularly in cities where there is a large number of brothers, Chapter House campaigns be inaugurated with the view to establishing the type ot Fraternity accommodation which the local needs require. In the coming w a r years it is going to be difficult for Chapters to survive, but it is also possible to make sound and safe investments in property.

W e cannot too strongly emphasize. nor too highly praise the accomplishments of the brothers of Upsilon, BetaMu-Lambda, Tau, Xi-Lambda, Theta and Gamma-Lambda Chapters. W h a t the brothers in those Chapters have done and are doing can be done by others if we really mean business.

Summary Convention Symposium One of the high lights of the recent Alpha Convention was the symposium held at Beecher Terrace Auditorium on Monday evening, December 29. The persons participating on the panel were Mr. Blyden Jackson. Chairman, Dr. Fefton G. Clark.

Attorney Belford Lawson. Dr. Orvillc Ballard. Dr. Akiki K. Nyabongo, Mr. Arthur W a l ters and Professor Thomas Posey.

The maior purpose of this meeting was to enable the public to think and discuss cooperatively with outstanding Alpha scholars. "The Negro and the New World Order." Mr. Jackson, in his opening remarks, stated that in order to bring about a New World Order in which Negroes would participate fully, there must be advanced thinking, discussing, planning, and organizing for action by the Negroes.

Mphn Phi Alpha Fraternity is concerned with winning the peace as well as the war. Mr. Jackson said that the purpose of this symposium was to stimulate cooperative thought and discussion on "The Role of the Negro in the New World Order."

The first speaker on the panel, P r o fessor Thomas Posey, pointed out that to his knowdedge there were at least twenty white organizations actively engaged now in planning for Post W a r Reconstruction. The President of the United States has designated the N a tional Resources P>oard as a special agency to carry on the planning of the Federal Government for Post W a r Reconstruction. The policy of this Board as stated in a letter to the speaker was as follows: "The Board in its thinking and planning for Post W a r activities has not given any particular attention to the place of the Negro in our society. Indeed, we have attempted to avoid any such differentiation in our planning.

The problems of the Negro or problems of the use of our labor force, of housing people of sub-standard incomes, of farm tenancy, etc."

In Professor Posey's opinion, this policy, as stated by the National Resources Hoard, reflected the opinion of most white organizations toward N e groes when it comes to Post W a r planning. Therefore, it was quite important that Negroes do some thinking and planning for their own future.

STATEMENT "B" The Treasurer again notes that our system of disbursing funds dues not permit a true closure of the Fraternity's books upon tlie specified date of November 15th. We receive by a fiscal year, and disburse by a calendar year. This method is confusing in that it does not permit ready comparison of expenditures with the budget at the time the books are audit.d, and also in that it does not give an authentic picture of the fraternity's treasury at the time of the Convention. I recommend that officers so plan that all funds which are to be expended through their respective budgets, and all convention expenses be requisitioned prior to the date of the books' closure.

Savings accounts have been established in the following Negro B a n k s : The Industrial Bank of Washington, the Citizens' Savings Bank and Trust Company of Nashville, and the Citizens' Trust Company of Atlanta.

Recently the Government has placed on sale series F and series G Defense Bonds which can be bought by corporations or associations. Both bonds mature 12 years after the date of issue. The series F bond pays 2.53 percent interest a year compounded semi-annually when held to maturity. The series G Bond pays 2.? per cent a year payable semi-annually. I strongly urge the immediate purchase of $1,000.00 of one of these series. Also that additional bonds be purchased as we are able to do so, but that at least one additional bond be purchased during the succeeding years. I recommend the procedure not merely because it is a good investment and insures our savings during this very uncertain and unpredictable period, but because it is an act of patriotism. Our country is now at war and of course Alpha Rhi Alpha must and will make its contribution to the struggle for true democracy.

AND

CONCLUSION First, I want to express a hope that this Convention consider the recommendations of the Southern Regional Convention as well as those of other regional Convention held during the past year. I would further recommend that in the future conventions a special time be set apart for consideration of such recommendations. In such a manner, the active thinking of brothers could make further contributions to our living progress.

Second, I would recommend that all chapters keep in constant touch with brothers who have been selected for training in the arms of the country, that these brothers report to their

home chapters and to the chapters in the region of their service. Unless this is done there is danger facing us of having many of our younger brothers lose contact with the Fraternity, and the failure of our organization to render an important service to those brothers who are protecting their country.

Third, I would recommend that serious consideration be given tp the budget of the various Vice-Presidents and regional directors. The life of Alpha Phi Alpha rests directly in the hands of those brothers who are the constant link between the General Organization and the individual chapters.

Unless these brothers are allowed the proper facilities to perforin their duties efficiently, the Fraternity at large

will lose its membership in the unity of character that should ever be present.

Fourth, and finally, I would seriously recommend that whenever possible in the local or national workings of the Fraternity the chance for responsibility and leadership be placed squarely in the hands of the undergraduate brothers, with graduate brothers lending unselfishly of their experience and their guidance towards training bigger men for the future of Alpha Phi Alpha and the Race.

In conclusion, I want to express mv deep and sincere appreciation to the lirothers in attendance at the 28th General Convention held at Kansas City, for the honor accorded to me in selecting me to serve as the Southern Vice President of our beloved F r a t e r n ty. I want to express my deep g r a t i tude to all brothers who have s 0 unselfishly assisted me in the manifold duties attendant upon this office, individually and collectively. In particular, I want to express my thanks to the General Officers for their constant cooperation during the past year, without whose assistance little would have been accomplished. Special thanks are due Brother M. G. Ferguson and Brother W . H. Dean, of Nashville and Atlanta respectively, for serving in assisting and guiding the undergraduate regional directors in those two communities. To these, and to all tlie unnamed brothers who have been so gracious, we give a hearty handshake and a loud 'thank you.'

These assumptions were as follows : I. That there would be a peace settlement in which either the Democracies would be dominant, the Axis dominant, or a stalemate. ( For purposes of our discussion, it was agreed to assume that the Democracies would win.)

II. That there would be increased government control over the lives of the people.

III. That labor organization would become increasingly influential after the war.

IV. That Negro groups would resort more and more to mass action as one of their pressure group tactics.

V. That there would be increased hemisphere interest and coope ration.

Dr. Felton Clark, the next speaker on (lie panel, spoke on "The P r o b lems of Education for the Negro in the New World Order." He agreed (Turn to Page 48)

Page 48 SUMMARY CONVENTION SYMPOSIUM (Continued from Page 47) with the assumption that the new World Order would reveal greater centralization of government and, therefore, increased emphasis upon education as a means of social control.

However, according to Dr. Clark, the education of the Negro in the New World Order would be conditioned by whether we have a triumph of Nazism, Democracy, or a truce. According to the speaker, there would be, perhaps, no education for the Negroes—only extinction if Nazism triumphed. The best they could hope for would be education for serfdom or servility.

U n d e r true democracy, which is not apparently imminent, the Negro would have representative control, adequate financial support, and a curriculum designed to satisfy the needs of every individual at any stage where learning may occur. Dr. Clark concluded his remarks with this statement: "We have at present partial democracy; our ideal is true democracy. Negroes, in their thinking, planning, and acting must strive for true democracy."

The third speaker on the panel was Dr. Orville Ballard, outstanding tuberculosis specialist. Dr. Ballard's statement may be summarized as follows: "The planning for the Negro physician in the New World order should be made on the basis of one hundred percent democracy.

A thorough study of the health status of the Negro physician will aid in any planning.

T h e following points should be considered: 1. The need for greater health facilities in the South for the Negro (Hospitals—Health and Welfare Agencies—Nurses—physicians, etc.)

2. Treatment of health problems on the basis of needs.

3. Integration of the Negro physician into all divisions of the present defense effort, civilian and military.

4. Integration of the Negro physician into all health activities in his community; especially in the field of public health.

5. Integration of the Negro physician into local and national medical societies.

Attorney Belford Y. Lawson presented the lawyer's point of view on this question of "The Negro in the New

W o r l d Order. Mr. Lawson vigorously denounced the segregating practices of the United States Navy and Army.

H e contended that Negroes must decide immediately what they want, that is to say whether they will passively accept discrimination and jim-crowism with the result of economy based on race, or whether we shall demand absolute equality and complete integration. Attorney Lawson made the following proposal: "As a means of attacking this entire problem, a National Planning Board should be formed made up of competent technicians and experts to study our National scene with a view to determining the best methods of permanent advance. Such a board would be similar to the N a tional Resources Planning Board."

Attorney Lawson also stated that the privileges and immunity clause of the fourteenth amendment hitherto, little used is a new and powerful legal method and which in his opinion should be used as a means of gaining for Negroes their Constitutional rights.

H e emphasized the importance of finding out what the Xegroes really want and planning in order to take intelligent action.

Youth's point of view was presented very effectively by Mr. Arthur M. W a l ters of Kentucky State College.

Mr. Walters said that in spite of the man\- difficulties which confronted the Negro youth of today, they were optimistic about a New W o r l d Order which would eliminate insecurity. He stated however, that the young Negro of today must prepare himself to participate in the building of this new World Order. The Negro fight today will not center on special privileges for the talented few but on the fundamental needs of the many. This must be brought about through organization.

Fully organized black labor will come slowly after Negroes are thoroughly indoctrinated with a labor view point.

Meanwhile, the Negro Worker Councils and kindred movements, will organize the unorganized, and fight exploitation of domestic and industrial workers, oppose the exclusionist policies of white organized labor, and batter down the antiquated A. F. of L. Craft structure which has held back the interests of black labor.

Mr. W liters further stated that this generation of Negro leaders now arising must turn their faces steadily toward several unchanging objectives: namely, an increased realization by Negroes that our problems are those

February, 1942 which face any growth of exploited people; a n organization of Negro labor, so as to attack the special problem which plague black workers.

We must not be left on the outside without the security which organizing affords.

The final speaker on the panel wa:Dr. Nyabongo, African Prince, who gave the international point of view.

Dr. Nyabongo pointed out t h a t : Europe has not done anything so far to show that after this war it will no longer cling to its narrow policy of divide and rule the blacks. The American Negroes are unaware of the contributions of the African people; the African people are unaware of the contribution of the West Indian people ; and the West Indian people are unaware of the contributions of their South American brothers. The first step we should take in adjusting ourselves to the new world order would be to understand one another and keep any other group from coming between us.

"Next we should select our own representatives to present our case as it ought to be presented to the world.

Men of our race from Africa, from the West Indies and America should come together and discuss matters concerning the welfare of the group. Usually, the black man's position is carved out for him without his consent—and this in an age of consent. This will not do.

"We have the men. If they insist in speaking for us without our consent, we must let them hear from us is no mistaken manner."

In conclusion, Dr. Nyabongo stated that in thinking of the New World Order, we should also bear in mind that freedom and liberty are sweet but these objectives never come without struggle.

The panel discussion was followed by spirited remarks from the floor and was closed by a summary statement of Professor Thomas E. Posey.

In this statement Professor Posey stated the points of agreement among the various speakers. They were as follows: I. Negroes should demand complete participation and integration in this New World Order.

II. Negroes should start now thinking, discussing, planning, and organizing for action for this integration.

One suggestion made by one of the brothers, in attendance at the convention, was that the chapters within a state or one section of a state might advantageously co-operate in their plans for their public programs by scheduling their program for consecutive dates and using the same visiting speaker— thus dividing the expense for transportation of the invited speaker. It was suggested that many chapters could stage effective public programs on some evening during the week of APRIL 26—MAY 2 other than using Sunday THINK
