â‚ŹDITOR'S This issue, somewhat smaller than usual, reflects our continuing budgetary problem. If we wish to continue to receive the same high-quality magazine with adequate coverage of all "Alpha events" we must come to grips with the issue of sufficient funds. Beginning with the Communications Workshop at the Installation Ceremony for our next General President and continuing throughout the first part of 1977, we shall be exploring ways of dealing with this issue. Please feel free to submit any suggestions to me on this question. FOR INSTANCE, do you want to see extensive advertising in your m a g a z i n e . . Would you (individual or chapter) buy ads in a special pre-convention issue.. These and other ideas are among those to be explored. Let us know what you think . . . A special note of thanks is offered to all who have helped with the continued progress of The Sphinx. We have been pleased to see some of our innovations appear in other journals - an unmistakable indication of our status. . . Thanks also to Brother J. Y. MORELAND for his feature article on Miss Black & Gold and to Brother WILLIAM AGEE for his article on lota Nu for the College Scene section. . . I was most pleased to receive the many cards and letters from Brothers who were happy with the October Issue. Thanks for taking the time to write . . . We're now busy working on the February 1977 Issue, which promises to be another 'biggie . . . All material for the February issue should now be in - if not, mail it today. Also, please note that the DEADLINE for the MAY Issue is March 1 5. This will allow us time to insure that College Brothers will receive their magazines prior to the end of school. PLEASE COOPERATE and adhere to this deadline. . . Until next issue . . .

ftlUIi ŠI1HMIL IPlHiHlDllir Žmi&& Through the democratic process, the people of the United States of America have chosen their leader for the next four years. It is now, after the election, that the real task begins and I urge each Alpha man to exercise his citizenship and work for the betterment of our country. As Alpha men we form a cadre of college-trained persons, trained for leadership, and we must use all of our influence to insure that Black Americans gain top policy-making positions in the new administration. Even as this is written, the search for persons to fill important government positions is going on. While there are some who would have us believe that there simply are not enough qualified Blacks, it is our duty to dispute this misconception. We must use our chapter, state, regional and national organizations to bring the many qualified Blacks to the attention of the appropriate persons, regardless of fraternal affiliation. STATE CONVENTIONS. We urge your full participation in the upcoming State Conventions. State organizations are the wave of the future for Alpha Phi Alpha and we must begin now to consider giving increased responsibility to State Directors. These men are at the center of our activities and have their hands on the pulse of the Fraternity. COLLEGE BROTHERS. As members of Alpha Phi Alpha, our College Brothers must never forget that "Scholarship" is 2

at the core of our existence. Each brother should endeavor to remain on the Dean's List and each chapter should strive to maintain the number 1 status in the area of scholarship. Alpha is a training institution, and by striving to meet these goals the life of each College Brother will be enriched for the rest of his life. EXPANSION. As Black Americans become more and more integrated into this society, Alpha must recognize this fact and aim its expansion efforts to the predominately white institutions of higher learning. Many of the best Black students are choosing these schools and these are the students that Alpha wants and must have in order to continue our great heritage. Finally I would like to thank all those brothers who gave my administration their full dedication and support during the last four years. Only with your help were we able to meet so many of our goals and lay the groundwork for progress in the future. I feel assured that you will give the same support to the administration of Brother James R. Williams. With your help, he should lead the Fraternity to new heights.

GREETINGS: Brothers in Alpha, while there is still time (and time passes so rapidly), we must extend HOLIDAY GREETINGS to the Brotherhood from our National Headquarters. We expect to move ahead for 1977 and to gain knowledge from our trials and problems of 1976. Due to many letters regarding the omission of names in the Alpha Phi Alpha Directory of Membership 19751976, and the omission of certain officer and committee reports from the Minutes of the 70th Anniversary Convention (62nd General Convention), this office will submit the following clarifications of the two incidents: A.P.A. DIRECTORY OF MEMBERSHIP 1975-1976: The Directory names were taken from our master list of active brothers for 1976 as supplied by our contractor, the IMHOFF MAILING SERVICE. (The Directory publication was delayed until this year in order that we might have this service provide an accurate list of names and addresses.) The members of the

General Office Staff personally checked every mailing label, and submitted corrections of same to IMHOFF. We subsequently received certification that these changes had been activated. For the publication of the Directory, IMHOFF provided an alphabetical list of these persons to the printer, both Life Members and Active Membership for 1976. Only after this was done were we able to confirm that IMHOFF was not meeting its contractual obligations — in that names and addresses which had been certified as "activated" had not, in fact, been put into the system. Unfortunately, we were not able to change companies at that time due to the upcoming 70th Anniversary Convention (and we were also in the middle of the fraternal year). We have since contracted with a new company, EXECUTIVE MAILING SERVICE AND SYSTAMETHODS CORPORATION — and the fact that many Alpha brothers omitted in the Directory did receive a copy of same is an indication of this firm's vastly improved service. (Also, the IMHOFF company

has since gone out of business, due to its shoddy service to us and other long-standing customers during the past year.) MINUTES - 70th ANNIVERSARY CONVENTION: Due to budget restrictions, we were forced to reduce the size of the Minutes. Plans were made to delete the duplication in the MINUTES of the "Reports of Officers and Committees" and the "Report of the Executive Secretary," which had already been printed for the Convention and passed out. We sincerely regret these omissions — and by increasing a budget suitable to our needs, we can carry out our service to the brotherhood. Brothers, until we meet again next year, may your Christmas and New Year be filled with COMMITMENT, DEDICATION, and RECLAMATION TO ALPHA PHI ALPHA FRATERNITY.

WILLIAM H. WALKER Executive Secretary

In accordance with Article XIV, Section 2.2 of the Constitution and By-Laws of Alpha Phi Alpha Fraternity, Inc., Constitutional Amendments adopted at the 70th Anniversary Convention in New York, New York were duly distributed to all chapters on September 15, 1976. Due to the FAILURE TO RECEIVE A NEGATIVE VOTE FROM FIFTY-ONE PERCENT (51 %) OF THE CHAPTERS within the prescribed sixty (60) day limit, all amendments hereby stand ratified. All Brothers whose names were omitted from the recently published DIRECTORY should submit same (with The Sphinx / December 1976

full mailing address) to the General Office - to be published in a supplement to said Directory in the February 1977

Issue of The SPHINX. The DEADLINE for receiving the material is January 21,1977. 3

WORKSHOP Perhaps the most troublesome form for our chapters to file is the NOTICE OF INITIATION form. Most of the problems that have been encountered are due to disregard for: (1) the time period (three weeks) needed to complete the PROCESSING OF NEW MEMBERS, (2) obtaining the APPROPRIATE SIGNATURES on the N.O.I, form, and (3) obtaining and transmitting TRANSCRIPTS and HEALTH CERTIFICATES at the proper time. Any of the above, especially (3), will surely guarantee that the chapter's entire remittance will be rejected and not processed until all problems have been corrected. (If members of your chapter have not received their initiation materials (Shingles/Pins/History Books), it would be wise to check with the National Office to find out if proper procedures were followed when materials were ordered.) As a means to eliminate the major problem of "proper timing," I have broken down the procedure for filing the N.O.I, form into easy-to-follow steps: TO SEND OR NOT TO SEND . . . IS NOT THE QUESTION Due to the large number of possible misunderstandings involved in submitting this form, I will attempt to present the steps as simply as I can to ensure that each step is clearly understood. Step 1 : At least one week before Sphinx Club induction ceremonies, copies 1 (Green) and 2 (Gold) of the NOTICE OF INITIATION form should be filled out with the Name and Date of Birth of all candidates for the club. Copies 1 and 2 (signed by the Chapter Secretary) should then be sent — along with a copy of each candidate's official transcript* — to the Vice President (or Regional Director, where applicable) for his approval and signature. Step 2: After affixing his signature, the Vice President (or Regional Director) will return copy 2 to the chapter to be retained. All approved candidates can then be inducted into the Sphinx Club. Step 3: The chapter should then carry out, as soon as possible (to allow at least 15 days before the last pledge week for forms to be received in the National Office), the balloting of proposed candidates to be initiated into the fraternity. Afterwards, all candidates meeting constitutional requirements and affirmative approval of the chapter should then be listed on

copies 3, 4 and 5 of the NOTICE OF INITIATION form. The Registrar of the College must also affix his signature on copies 3, 4 and 5 to signify the approved candidates meet all of the requirements of the college. While the forms are being prepared, each candidate is to have a medical examination and present proof of same to the Dean of Pledges. Step 4: After all of the above procedures have been carried out, the chapter is now ready to forward the following to the Executive Secretary at National Headquarters — all of which must be received 15 days prior to the beginning of Pledge Week: A. Completed REMITTANCE OF FUNDS form (see October issue of Sphinx - page 7) along with all required fees for initiates. B. Completely filled out OFFICIAL PIN ORDER BLANK. C. Copies 2, 3, 4 and 5 of the NOTICE OF INITIATION form properly filled out (with full names, dates of Pledge Week, and Date of Initiation on all three copies) — and signed, along with Medical Certificates. (An outline of proposed activities to take place during Pledge Week should show on the back of copies 3,4 and 5 of the N.O.I.) Step 5: The Executive Secretary shall certify the receipt of proper fees and transmit copies 3 and 4 to the Vice President for his signature, and retain copies 2 and 5 for the chapter record file. The Vice President will forward copy 3 to the chapter, and copy 4 to the Regional Director (with the medical records). After the initiation has taken place, the Regional Director forwards copy 4 to the Vice President indicating successful/nonsuccessful completion of the same. Note: No initiation shall take place in a chapter, whether college or alumni, except under the supervision of the Regional Vice President or his designated representative.

If you find your chapter without forms, you should know that Notice of Initiation forms can be obtained from the National Office by just asking for them, which should be done as far in advance of anticipated need as possible. Don't wait until the last minute to mail in your request.

*For Alumni • copy of earned degree or certified statement from the Registrar of the College that the candidate was awarded an appropriate degree.

COLLEGE CHAPTER OF THE YEAR Just over three years ago, twentyfive young men merged in an effort to pursue a broadened identity with each other, not only in the classroom but outside as well. After days of deliberating upon how best to achieve the central purpose of increased communication and social inter-action with fellow students with similar backgrounds and personal and professional goals, the idea of establishing an undergraduate chapter of a national fraternity slowly emerged. Thirteen members - a baker's dozen - of the initial twenty-five were officially chartered as the lota Nu Chapter of Alpha Phi Alpha Fraternity, Inc. at the University of Alabama at Birmingham. The brothers of lota Nu Chapter quickly realized that just being members of a Greek-letter organization and wearing its symbols were not enough. There had to be a direct outreach to the university community, surrounding communities and even government, both state and local, lota Nu facilitated its ambitions by quickly becoming active in campus activities such as: student government and Greek council; initiating community p r o j e c t s ; and becoming involved in local government. The past year has witnessed involvement of lota Nu in nearly every phase of campus activities and innumerable community services. Some of these included: United Negro College Fund collections; Red Cross blood drives; detection of breast cancer seminars; area school tutorial service; area council b o a r d s ; Christian youth services; and coordination of Black Heritage Week on UAB's campus. Based on the above and other accomplishments, lota Nu Chapter, now commonly known as "The Wrecking Crew," was awarded the College Chap8

ter of the Year Award by the State of Alabama Association of Alpha Phi Alpha. In April, lota Nu served as Alabama's official contestant at the Southern Regional Convention in Jacksonville, Florida. Again, lota Nu took top honors and was named the Southern Region's College Chapter of the Year. On Thursday, July 29th, brothers of lota Nu departed for New York City, the site of Phase I of the General Convention. While the representatives of lota Nu were receiving rewarding growth experiences from the convention activities, they eagerly awaited the judging of entries for the College Chapter of the Year award, lota Nu's chronicle of achievements was critically reviewed by a panel of judges who recognized the chapter's outstanding accomplishments by awarding lota Nu the 1976 Outstanding College Chapter

of the Year award, marking the first time in the seventy-year history of the Fraternity that a college chapter from the state of Alabama has been so honored. lota Nu thanks the UAB community for affording it the supportive environment needed for the chapter's comprehensive involvement in campus and community activities. Chapter members are: Wilbur Johnson, Terry Wiggins, Donald Ellis, Wayne Simmons, Tim Payne, Ronald Johnson, Maxie Bishop, Claude Simmons, Ronnie J. Brown, Kelvin Jones, William Agee, Abraham L Woods III, Chester Burkes, Reddith Lewis, Eric Ellington, Sam Finch, Al Mahone, Marvin Alexander, Bronco Henderson, Philip Buchanan, and Leroy Simmons, Jr. (President, 197576). by Bradford Spencer Associate Editor

As the nation's oldest predominately Black Greek-letter organization prepares to move into its 71st year of fruitful existence, the reins of Alpha's highest office are turned over to one uniquely qualified to hold this honorable position. By constitutional mandate, Brother JAMES R. WILLIAMS of Akron, Ohio, becomes General President of Alpha Phi Alpha Fraternity, Inc., on January 1, 1977 - with the Installation Ceremony scheduled by the Board of Directors on January 8th. Brother Williams immediately laid the groundwork for a progressive Fraternal Year 1977 by scheduling a series of workshops to be held in conjunction with the Installation Ceremony allowing the brothers in attendance the opportunity to help chart Alpha's The Sphinx / December 1976

course for the next two years. This promises to be only one "first" in an administration dedicated to squarely facing the challenges and responsibilities facing the Fraternity in this decade. A Life Member of the Fraternity, Brother Williams was initiated in Alpha Tau Chapter at the University of Akron. He served as President of Alpha Tau in 1959 and later as President of Akron's Eta Tau Lambda alumni chapter during 1963-64. He served as a member of the Education Committee during 196364 and as Legal Counsel for the Midwestern Region during 1967-70. In 1970 he was elevated to the Board of Directors through his election to the

post of Midwestern Vice President - a position he held until 1975. One position held by Brother Williams is a great source of pride to him and to all of Alphadom. That is his post as Chairman of the Board of Alpha Phi Alpha Homes, Inc. (1968-Present). His hard work and dedication to the principles of Alpha Phi Alpha and to the betterment of all mankind were instrumental in this group's successful effort to build Channelwood Village. Completed in 1973, Channelwood Village is the Fraternity's 551-Unit, $11.5-Million housing complex for low and moderate income families. Channelwood stands today as a testament to the Alpha continued on Page 16 13

Brother James R. Williams, 25th General President of Alpha Phi Alpha Fraternity, Inc., has been frequently characterized as a 'doer', by those both within and outside our fraternal ranks. This label was justly earned through his intensive efforts in the Fraternity, politics, civic and community affairs, and the church. Further, all indications are that it will be verified through his service as General President. Born in Lownes County, Mississippi, Brother Williams was reared in Columbus, Mississippi and attended Union Academy High School in that city. He received both the B.A. and Juris Doctor degrees from the University of Akron in Akron, Ohio. Presently an Attorney-at-Law and member of the firm of Parms, Purnell, Stubbs & Williams, he formerly taught in the Akron public schools for four years, lectured in Senior Problems at the University of Akron, and served as Senior Staff Member of the City of Akron's Department of Planning & Urban Renewal (five years). He has served as a City Councilman in Akron since 1970 and in addition is Chairman of the Summit County (Ohio) Council of Governments. A devout family man, Brother Villiams is married to the former Catherine Douglas of Columbus, Mississippi. High school sweethearts, they graduated together in the Union Academy Class of 1953. While Cathy was the valedictorian of that class, she delayed her education to raise their two children - Jacqueline, 16 and a high school student, and Michael, 20, a sophomore at Morehouse College in Atlanta and a member of Alpha Rho Chapter there. Mrs. Williams currently teaches elementary education in the Akron Public School System. 14

Active in many community organizations, Brother Williams is President of the Summit County Legal Service Program; Past President of the Summit County CAP Agency; Past Vice President of the Ohio NAACP; Past President of the Brotherhood of Wesley Temple AME Zion Church. Additionally he serves or has served as a member of the Executive Board of the following: NAACP, Metro YMCA, Summit County Democratic Party, and Treasurer of NEFCO (a five county regional planning agency). It is through his efforts in these and other groups that James Williams

became nationally known as an aggressive leader. Naturally his work in the political arena has attracted the lion's share of the media attention. He was a candidate for Lieutenant Governor of Ohio in 1974 and was unopposed in the last election for his fourth term as a Councilman from Akron's 4th District. In the City Council, he is known for his work in housing and neighborhood preservation (as evidenced by Channelwood Village). An important and controversial part of that struggle has been his effort in support of gun control - a cause he has championed since his election to the Council in 1970. After sponsoring two unsuccessful gun-control ordinances, his third effort resulted in the passage of an ordinance in 1974. He was subsequently labeled "The Man Who Killed The Saturday Night Special" in an extensive article and interview in The Beacon, the Sunday Magazine of the Akron Beacon-Journal.

Brother Williams has received honors from many civic organizations for his outstanding work in the community and was recently elected to the Board of Directors of the National Association of Regional Councils (NARC). An important part of Brother Williams' success can be found in his personal philosophy and that in turn is squarely rooted in the philosophy of Alpha Phi Alpha. When asked (by Beacon writer Richard Zitrin) about his tendency to tackle volatile political issues, Brother Williams stated "My philosophy in politics is if I can't accomplish something - there's no need to be there." He brings the same philosophy of progressive service to Jim Williams has earned the title of a Alpha's top leadership post. It "Doer". A few years ago he could only promises to serve the Fraternity well! look at a model of Channelwood Village ... The Sphinx / December 1976

heritage and to the leadership abilities of our new General President. Prior to taking office as General President, Brother Williams did extensive work toward developing a national program that would utilize the maximum potential of the Fraternity in the interest of the Brotherhood and for the benefit of all mankind. By studying the dynamics and resources of Alpha, the slogan "Back to the Basics" evolved as the theme of the Williams administration and national program. Therein, Brother Williams states, lies our greatest legacy and to recognize and build upon that legacy is our greatest assurance of success. Pillars of this program, as identified by Brother Williams, include: strengthening our systems of communication (int> . ,al and external); streamlining the 'delivery of services' apparatus; increasing our membership; and expanding our outreach and service projects. Labeling "membership" one of the most critical challenges we face, Brother Williams has proposed an aggressive and unified drive throughout the Fraternity - with the twin goals of the Initiation of men of character and vision, and a massive Reclamation effort

Brother Williams leadership role in Alpha began during his term as President of Alpha Tau chapter (1959). aimed at our inactive Brothers. He has also called upon the membership to realistically come to grips with the administrative capabilities of our national headquarters and other elements as we look for ways to improve communications and bring new efficiency to the delivery of services system. Alpha Phi Alpha has always been a leader in community outreach and Brother Williams has made this area another important cornerstone in his national program. He has called for a systematic approach to such projects identifying areas of interest and need;

structuring strategies and programs; and, most importantly, seeking broad commitment from the membership (financial and otherwise) to insure that each program under the Alpha Phi Alpha banner is carried out effectively and successfully. These and other program thrusts provide the promise of dynamic new era of progress in Alpha Phi Alpha. Each Alpha man can now identify the area in which he is most interested and begin now to make his contribution to insure the progress of the Fraternity - under the leadership of Brother Williams. Of course, Brother Williams has received many honors during his years as an Alpha man, including the following; Eta Tau Lambda "Man of the Year" - 1969; "Outstanding Achievement Award" for work on Channelwood Village - 1973; Midwestern Region "Exemplary Service Award" - 1975. However, the signal honor lies in his election to the Office of General President and the culmination of that honor will lie in the success of the progressive programs offered under his leadership. This forms a challenge not only for Brother Williams but for each and every Alpha Man. And if leadership is the key, it is a challenge that surely will be met - to the benefit of "All Mankind."

other way. Thus, it is fitting that Alpha chose to honor her in this fashion. Mrs. Hamer, born October 6, 1917, the youngest of 20 children, moved to Sunflower County, Mississippi when she was two years old. She received her early education in local public schools and, like most Blacks in the area, began working in the cotton fields at the age of six - chopping and picking cotton, until the plantation owner learned that she could read and write. With this discovery, she became the time and record keeper for the plantation and functioned in this capacity for several years. This relatively decent station (for a Mississippi Black plantation worker) probably would have continued had Mrs. Hamer not broken a local taboo - by attempting to register and vote. Immediately following this effort, she was ousted from the plantation and moved to Ruleville. The next several months saw Mrs. Hamer gain the national spotlight as a part of the Student Non-Violent Coordinating Committee's Task Force, raising funds for voter registration projects in several Southern states. Alpha Phi Alpha Fraternity, Inc. joined citizens from this Mississippi Delta community and across the state in paying tribute to Mrs. Fannie Lou Hamer on this occasion. The day had been declared "Fannie Lou Hamer Day" in Ruleville by the Mayor, Dr. Virginia Tolbert, and people young and old crowded into the auditorium of the Ruleville Central High School. The Alpha delegation, led by General President-Elect James R. Williams, included Dr. James A. Parker, Jr. of Red Bank, New Jersey (Chairman of the Paul Robeson Committee); Southern Vice President Ozell Sutton of Atlanta, Georgia; Acting Mississippi State Director William K. Brother Parker presented Brother Williams to the assembled crowd and the General President-Elect delivered the presentation address and made the award to Mrs. Hamer, who expressed profound gratitude for this honor.

The Sphinx / December 1976

cHer name is'Denise... Magnetic brown eyes warmly greet you. They follow your every word, every gesture. And now . . . she speaks. The soft, gentle voice flows easily and smoothly... engulfing you in an aura of tranquility.

cHer name is'Denise... The song begins. She dances. Her face is etched in concentration and involvement. Her every movement is a nimble noun, a sweeping verb, a rhythmic adjective, the limber language of the modern dancer.

cHer name is'Denise... The seriousness pauses. Her face brightens. The fresh floral petals of her soul spring forth in full bloom. Her laughter is the sun touching you as you first step outdoors.

Her name is Denise Antoinette Smith, a senior Early Childhood Education major at Georgia State University, the recently crowned "Miss National Black and Gold - 1976" of Alpha Phi Alpha Fraternity, Inc. Miss Smith recently reflected on her experiences with Alpha. "I have a very positive and enthusiastic reaction fro her selection) mainly because I have been in touch with so many positive people beginning with Zeta Mu (Chapter at GSU) to the (Southern Alpha) Region and now the nation. I would surmise that whatever criteria is drawn between Alpha and myself, I would represent Alpha that way. I imagine that I'll have to do mostly public relations work and I look forward to that." Were there any particular memories or experiences in the lovely Atlantan's mind from her ascension to the national throne? "I found that I was pushing myself to work harder, to become more involved in different organizations, and to really give of myself in general." Denise believes in involvement. In addition to her studies, she has participated in the Black Student Life Cultural Committee, INCEPT (New Student Orientation), Black Alliance, Student Government Association Consumer Protection Committee and SGA Communicator Committee, as well as The Atlanta Dance Theater Apprentice (under scholarship). Denise has also done volunteer work for the Cystic Fibrosis Campaign, Carrolls Day Care Center, pantomime choreography for Union Baptist Church and West Hunter Baptist Church, and book store sales consultant for the Hillside Chapel and Truth Center. In addition to these varied activities, Denise has made the Deans List With Distinction, received the GSU Senior Award, and was given a plaque and scholarship as The Most Outstanding Modern Dancer of the Denise D. Smith School of The Sphinx / December 1976

Dance in 1975. She was also a judge for the 1976 Miss U.S. Talented Teen of Georgia. There is a time for relaxation in Denise's busy life. She enjoys hobbies of modern dance, philosophical reading/writing, music (all forms), art dabblings, piano tutoring, and choreography. One would wonder how such a versatile and involved young lady crossed paths with Alpha. Denise reflects, "When I first started college, I was under the impression that fraternities and sororities were mostly fun organizations that really didn't have definite purposes. I didn't really understand, so perhaps I prejudged too quickly. As I grew older and became more involved with things at school, I started to notice some positive people that I liked and was drawn to and, thereby, wanted to be associated with. They happened to be Alphas. I feel that they're a group of generally positive men, competent in whatever field they choose to be competent in. Therefore, I have faith in whatever they do." Denise's proud parents are Mrs. Victoria A. Smith and Robert A. Smith. She also has two brothers, James and Victor. "My family generally is very proud of me. I know it's because of the love we have as a family that I've been able to become Miss National Black and Gold." Finally, Denise extended a nation-wide message to all Alphas. "I encourage them to keep on being their beautiful selves; to continue to express that positivism that they've always expressed; and, as they support each other, to keep on supporting their queen — and, of course, I'm sure she'll do likewise with such inspiration." ... Her name is Denise ... Long live the Queen! — John Y. Moreland, Jr. Editor's Note: His name is Benjamin Jenkins, President of Zeta Mu, Georgia State College. 21

Brown articulates his personal philosophy on Human Relations as follows: — Human Relations is directly related to the art of communication that fosters honesty, sincerity of purpose, dedication to an idea, and simple, direct procedural implementation strategies that encourage, foster, enhance and cataiytically enthuse one to positive action and interaction. —Human Relations cannot be mandated, but must permeate. It cannot be editorialized, but must be humanely synthesized. Human Relations is tied into a positive functional attitude that looks and reacts to the best in each individual, realizing negativism generates negativism and, correspondingly, positiveness generates a like response. —The concept of positive human relations represents the most powerful vehicle for change in the world. The translation of an excellent, viable program into operation is easy when one cares - for others know that the individual cares and positive followthrough is inevitable. This is a philosophy by which all Alpha men can take note and apply to their own lives. Brother Brown is married and the father of two daughters. 23

"Alpha Phi Alpha has had a glorious past. It has long withstood the test of time through its contributions to mankind in all major fields of endeavor. Alpha must continue this thrust. In doing so, it must 'return to the basics.' Alpha Phi Alpha requires that old-fashioned year-round dedication at the local level which filters to the regional and national levels to produce the change needed for humanity in this new age. We must give direction to the helpless, provide guidelines for systems, and, above all, remember our history and proceed." President-Elect Alpha Phi Alpha Fraternity, Inc. James ft Williams, 19 76 "Our people are our most precious possession. We cannot afford to waste the talents and abilities given by God to one single person. Every adult illiterate, every school dropout, and every untrained retarded child is an indictment of us all. No poor, rural, weak, or Black person should ever have to bear the additional burden of being deprived of the opportunity of an education, job, or simple justice." President-Elect The United States of America Jimmy Carter, 1976 BROTHERS: It is with the thoughts expressed by these two Americans that I address you at this time. Both have presented us with challenges that must be met. A good education is basic to life. With this thought in mind, then, we must give support to and work hard to improve our educational systems through our continued efforts on the local level. The recent polls show that the top ten problems, as viewed by the public, are: lack of proper financial support; difficulty in getting good teachers; size of classes; use of drugs; poor curriculum; crime/vandalism/theft; lack of proper facilities; and, students' lack of interest. Brothers, we are asking each Chapter Director of Educational Activities to be the catalyst for leading a discussion of these problems for the next two months as part of a regular chapter meeting. Present your findings and / o r recommendations to your local school board, with a copy addressed to the Education Foundation in care of the Executive Secretary of Alpha Phi Alpha. Each chapter will receive national recognition for enhancing the thoughts of Presidents Carter and Williams in April, 1977. Good luck always in the spirit of our motto.

EAST maryland Kappa Phi Lambda Chapter of Columbia, Maryland is one of the newest chartered chapters in Alphadom. Founded in 1975, the chapter had 32 financial brothers during 1975-76. A number of successful events were hosted: Fall and Spring dances; Founder's Day Celebration; Christmas party; Smoker; and a highly successful and well-attended Dr. Martin Luther King, Jr. Breakfast, with Baltimore Congressman Parren Mitchell as our guest speaker. In his remarks at the January 15th breakfast, Congressman Mitchell outlined three major events converging for Black persons First, the observance of the birthday of Dr. Martin Luther King, Jr; secondly, the celebration of the Bicentennial; and, third, the necessity, forced upon Blacks, to establish a "philosophy" to guide us through the next century. In the coming year the chapter anticipates developing programs focusing on community involvement and development. We are finalizing plans to implement a transportation service to assist senior citizens. Officers of Kappa Phi Lambda are: Melvin Blanheim, President; Joseph Collins, Vice President; Kenneth Jennings, Secretary; Phillip Sadler, Treasurer; James Kilpatrick, Sergeantat-Arms; Edward Young, Parliamentarian; James Toomer, Chaplain; Harold Payne, Editor-to-the-Sphinx; C.
