I

n June, the Manawatu-Wanganui market saw median prices increase 15.6% to $427,600 compared to the same time last year. Three Districts also saw record median prices – Ruapehu District ($319,000), Tararua District ($310,000) and Whanganui District ($362,550), Additionally, the REINZ House Price Index reached a new high of 3,683, up 19.4% on last year, showing the continued strength in the region. The market has been busy with plenty of enquiry, strong demand from first home buyers and some interest from investors. Attendance at open homes has been above expectations with strong numbers between 10 to 20 groups at new listings. New listings have increased 13.5% with sales volumes returning to pre-COVID-19 numbers (+4.2% year-on-year). Since the removal of the LVR’s, many banks have imposed their own minimum requirements and can take up to 10-15 days to approve finance, with emphasis on job security and employment evidence. Employment in the region is relatively secure and not dependent on tourism. The market should continue to perform much the same for the foreseeable future with strong buyer enquiry.” Bindi Norwell REINZ CEO

T

he median price trend continues the strong upwards trajectory it has been on for the past three years, with the trend in sales volume reflecting the inevitable effects of lockdown. The days to sell median has returned to normal levels after a lockdown influenced spike. The House Price Index rebounded from a recent slightly weak performance with the strongest increase of all regions this month. It remains the second best performing region over 3 months and reclaims the title of best performing region over 12 months.

How to renovate without the cost

H

omeowners dissatisfied with their home environment have only really had three options: sell up and move to a better home; renovate; and just live with it. Renovating or even refreshing a house can be expensive but Dulux says it has a new product that reduces the cost. Dulux NZ launched their Renovation Range after research showed a large gap in the market for homeowners. The Covid-19 pandemic and associated lockdown meant that the New Zealand property market has stayed mostly stable – partly caused by fewer people putting their homes up for sale. “A lot of people are staying put,” says Dulux NZ brand manager Sarah Ambler-Byatt. “People are more money-conscious right now and moving house and renovating to sell – and even renovating to stay – carries a financial hit. “That’s why, after we did the research late last year, we developed and

launched the Renovation Range. The feedback we have had so far has supported that research – we have found a way people can beautifully refresh the parts of their home that are feeling tired or out of date, for a mere fraction of the cost of more involved renovations.” The key, she says, is the development of a water-based paint range which can give previously difficult elements like wall tiles, floor tiles, bench tops, cabinet doors and splashbacks a new life: “Our paint is a specifically designed formula which is hard-wearing and durable. It gives great protection for surfaces getting a lot of wear and tear, it is scratch- and scuff-resistant and has high adhesion.” The result, she says, is that customers have found much-desired renovations can be done at minimal cost and disruption, two highly important factors in a Covid-affected world.

Dulux say research undertaken by Neilsen found that 1.6 million Kiwis intended to do home improvement projects in the next 12 months – but cost was one of the biggest barriers, with the average cost of a kitchen renovation $18,100 and $10,200 for a bathroom. Those are average costs – they can balloon out to $30,000 or more, depending on what is being done – and Ambler-Byatt says the Renovation Range speaks volumes to homeowners who want an improvement or an upgrade but not the associated bill. “When we did our qualitative research, we found people were mostly saying things like: ‘I feel embarrassed about my bathroom; I can’t afford $30,000 for a kitchen renovation; I don’t have time for a full demolition – I need my kitchen/bathroom’.” Kitchens and bathrooms are traditionally the focal point of most Kiwi renovations.

• Thick, thermal-backed curtains are a great way to keep the heat in and the cold out, helping to reduce your tenants’ or your own heating bills. • If you already have a heat pump, ensure you get the filter changed and ensure the exterior unit is free from excess leaves, debris, etc.

• Most insurance policies include a condition that fireplaces must be cleaned annually. If you do not comply, your policy may be deemed to be invalid in the event of a fire. • If the fireplace doesn’t get used, consider blocking it off as this will reduce warm air escaping the house.

Looking to Sub Divide

S

ub-division process Harrison O’Sullivan is wellequipped to handle your subdivision requirements from preparing the preliminary plan, submitting your application to council, right through to land transfer with LINZ. 1. Take Instructions from Client Initial meeting with client either on-site or in our office. The first 30 minutes is free. Obtain information such as title, property zoning and aerial photograph to get an understanding of what client wants to achieve and how this might be achieved. Prepare estimate of costs and feasibility of project. Send out a client engagement contract which includes a project scope, estimate of costs and timelines. 2. Prepare Preliminary Plan Obtain further information about the property from the title, Territorial Authority records, site survey, supply authorities and allied professionals. From the information gathered, prepare a preliminary plan which illustrates the proposed subdivision or development. Send to client for their approval. The client’s solicitor is an integral part of the subdivision process. Comments

are sought from a legal perspective that need to be considered. Prepare a subdivision consent application which outlines the proposal and an assessment of effects on the existing environment, demonstrating that it complies with the policies and objectives of the District Plan. 3. Submit application Preliminary plan and consent application are lodged with the territorial authority. They have 20 working days to approve the application. 4. Advise client of approval Review the consent that has been issued. The consent will have been issued subject to conditions that have to be met. Advise the client of these conditions and if necessary go back to the Territorial Authority with an application to either amend or delete the conditions that we consider to be inappropriate. Conditions imposed may include the construction of vehicle crossings and rights of way, installation of services such as sewage, stormwater, water supply, electricity, gas and telecommunications. These conditions will vary depending on how the property is zoned.

Obtain instructions from the client to proceed with the subdivision. 5. Carry out Land Transfer Survey The new boundaries are surveyed (i.e. new survey pegs are placed) and a land transfer survey plan and supporting documents are prepared. If required we can project mange the subdivision process to ensure that all physical works have been completed in order to comply with the conditions of subdivision. 6. Obtain approval from Territorial Authority The land transfer plan is submitted for formal approval. Certificates are issued to verify that i.) the subdivision has been completed as per the issued subdivision consent and ii.) the conditions of subdivision have been completed to Council requirements. 7 Lodge plan with Land Information New Zealand (LINZ) The plan is submitted to LINZ and checked to make sure that we have complied with all the applicable survey rules and regulations. Once approved as to survey the client’s solicitor is then able to apply for new titles to be issued for the lots that have been created as a result of the subdivision.

UYING A HOME is a big deal. It’s likely to be the most expensive thing you buy, and it can be a complicated legal process. It’s even tougher in a hot market, where there is a lot of competition for a limited number of properties. It might be tempting to take a few shortcuts, but failing to do things properly could cause more problems later. Here are our top four tasks for home buyers.

Research The Property The real estate agent selling the property acts on behalf of the seller, however they are also required to tell you everything they know about the property. They must respond professionally to all your inquiries and not withhold any details. Remember that you still need to do your own due diligence. That means getting a title search so you can find out all the facts about the property’s ownership, boundary

and access, as held by Land Information New Zealand (LINZ). It’s a good idea to get a Land Information Memorandum (LIM), which shows information held by the local council about the property and land. For valuable feedback on the property’s condition, get a report done by an inspector who has professional indemnity insurance and carries out their work in accordance with the New Zealand Property Inspection Standard. Although this all costs money, it will save you more in the long term. Sellers may occasionally provide some of this information for you. If this happens, check that it is up-todate.

Home. Work. Play Create a thinking station In order to promote swift homework completion, you’ll need to setup an area where kids can complete their homework easily. If they’re likely to get distracted, face a desk against a wall, rather than a window. Ensure the desk is big enough to accommodate scrap books, library books and any other items that children will need to refer to when completing their work. If you have multiple kids, an oversized square desk in the middle of the room could be a good option. Comfortable seating is a must to keep kids focused on their work. Chairs with adjustable backs and back support are a good option. Alternatively, you could repurpose old dining chairs— givethem a lick of Resene Elvis or Resene Origin for arollicking good time. Place a soft cushion on each chair to provide extra height and comfort, too. Invest in smart storage options No matter the activity, there’s sure to be an item that’s needed. From pencils and erasers to books and more, you’ll need to invest in appropriate storage to keep the space tidy. Cat v panel heater: Which is better? How many cats do you need to heat an energy-efficient home?

I

t’s the question on everybody’s lips. Well, maybe not everyone’s lips, and it’s possible this is a niche topic, but it is relevant. A 3kg cat has a heat output of 14.8 watts, or 129.65 kilowatt-hours - the metric commonly used by power companies to show you how much energy you’re using. These numbers are important when it comes to the design and building of energy-efficient homes, as the heat output of random things like cats can lead to overheating. For example, to be certified Passive House, a building must have an annual heating demand of less than 15kWh per square metre to maintain a comfortable temperature. For a typical Kiwi house of 150sqm, the annual energy demand would be

2250kWh. The number of cats required, therefore, would be 17.35, but let’s avoid chopping cats and round up to 18 whole cats. This equates to 1 cat per 8.33sqm. Easy as. Let’s bulk order a cat litter. Cats cost about $250 per year to ‘operate’ which equates to a total running cost of $4,300 per year*. This is a bit more than $475 for gas or $675 for electric, although the installation cost is less for cats. * The calculations have used an average heat load. In reality, the heat load will vary considerably throughout the year. You will need significantly more cats in colder weather and less during mild weather. In hot weather, you can, of course, let the cats out, but this represents a significant waste of resources if you
