Metro Vancouver voters reject sales tax hike for transit with 61.8 % saying No VANCOUVER-Metro Vancouver voters have resoundingly defeated a proposal to add a 0.5 per cent sales tax in the region to fund transit and transportation expansion. The proposed Metro Vancouver Congestion Improvement Tax that would have funded $7.5 billion in upgrades over 10 years was rejected with 61.7 per cent of voters saying No and 38.3 per cent saying Yes. The Yes side lost in every major city of the region – even in Vancouver where it got 49.1 per cent – and only won in sparsely populated areas like Belcarra and Bowen Island. (See breakdown of results by municipality below.) The defeat leaves the region without an estimated $250 million in new revenue the tax would have brought to expand transit. Surrey and Vancouver are expected to try to cobble together their own plan B strategies to built light rail in Surrey and a SkyTrain extension west along Broadway. But the region will be without the funding required for a broad 25 per cent expansion of bus service, including many more frequent express bus routes that had been in the mayors' plan, nor will it have money for increased SkyTrain, HandyDart, night bus or SeaBus service that was to have swiftly kicked in after a Yes vote. Surrey Mayor Linda Hepner had warned that light rail would cost local res-
idents more if the sales tax was defeated. Nor is it clear if light rail in Surrey – assuming it can be built with hefty senior government contributions – will be as viable and efficient in covering its operating costs if it is not accompanied by muchbolstered connecting bus routes to bring riders. "It sets up a really nasty situation where some people are getting improved rapid transit service in some areas but other people's transit service is being cut back," said Eric Doherty, a HandyDart advocate. Yes forces had argued defeat would mean worsening congestion as the population grows and demand pressures worsen on a frozen transit system, spurring more transit users to drive instead.
No campaign head Jordan Bateman highlighted many voters' unwillingness to pay more – especially to TransLink – and argued more money could be found if cities restrained their own spending and tax growth. He successfully framed the campaign as a vote on TransLink, which he accused of mismanagement and which had come off major SkyTrain breakdowns and a failure to fully launch its new Compass card payment system on time. Bateman called the result a "tremendous victory for taxpayers" and said the No victory was achieved on a shoestring against heavy odds. “They had big business, big government, big labour, big environment and big money. But they didn't have the people." Mayors never wanted the referen-
dum and repeatedly said something as crucial to the region as transit expansion should not go to a public vote. They had previously wrung a pledge from former Premier Gordon Campbell to allow a new transit revenue source. But Premier Christy Clark backtracked from his stance and promised in the 2013 provincial election a new tax source for TransLink would only be allowed if it was approved by local voters. Left with only that path to new funding, mayors agreed last year to the vote and chose a hike in the provincial sales tax from 7.0 to 7.5 per cent within Metro, rather than other options, such as a vehicle levy. With the sales tax rejected, mayors could still raise TransLink property taxes, which are an existing source, but they are loathe to do so. That option has been repeatedly suggested by the premier. If mayors hold firm to the need for a new source, it's unclear how that can happen without a new referendum the premier has said can't be held before the next municipal elections in 2018. In the meantime, observers predict some cities will consider freezing much new development in areas that planners had assumed would be served by better transit in the future. Any clampdown on new home construction could drive real estate prices higher. Surrey Leader

Water conservation urged for South Coast/Lower Fraser VICTORIA With weather conditions expected to remain warm and dry, water users in the South Coast and Lower Fraser regions are being urged to reduce water consumption. These regions - including Metro Vancouver, the Sea to Sky and Sunshine Coast areas, and the Fraser Valley and Canyon - are currently experiencing Level 3 drought conditions, which call for voluntary water use reductions of 20% or more from all municipal, agricultural and industrial users. Staff with the Ministry of Forests, Lands and Natural Resource Operations anticipate that these regions could experience significant water supply shortages in 2015. Vancouver Island, the Gulf Islands and Haida Gwaii are also experiencing Level 3 drought conditions. Ministry staff are closely monitoring river levels and may upgrade the drought level if the weather continues to have a negative effect on stream flows and
water supply. Currently, the only low streamflow advisory in effect is for Vancouver Island. * Low streamflow advisory Vancouver Island Although residential, agricultural and industrial users within municipalities and regional districts backed by reservoir storage are less vulnerable to water supply shortages than water users served by smaller water systems from streams, lakes and wells, all water users are encouraged to observe local water conservation bylaws to prolong water supplies. Water users are also encouraged to ensure that water intakes are screened to prevent fish from being pulled into water systems as water levels drop. Low water levels can impede the passage of salmon to spawning grounds, increase susceptibility to disease, or cause stranding or death due to low oxygen and high water temperatures.
Groundwater measurements taken at provincial observation wells in these regions currently indicate normal seasonal levels. However, shallow wells connected to streams are likely vulnerable to going dry earlier than usual this year. Well owners are encouraged to conserve water by using less and relying on stored water. Level 4 drought conditions, the highest rating, are determined by factors including regional stream flows, water storage capacity, ecological concerns, weather forecasts and impacts on water users. Should conditions reach Level 4, provincial water managers may exercise their authority to temporarily suspend short-term water permits or industrial water licences in affected watersheds. Further reductions in stream, lake and aquifer levels could lead to water shortages and affect people, agriculture, industry and fish stocks. Ministry staff

B.C. considers tougher crackdown against distracted drivers The B.C. government is considering impounding the vehicles of drivers caught texting or talking on cellphones while behind the wheel, says Justice Minister Suzanne Anton. The government is also mulling stiffer fines and licence suspensions for distracted drivers, similar to the immediate roadside prohibitions given to imipaired drivers, she said. Anton made the comments as she updated reporters on the results of a public discussion of the issue at gov.bc.ca/distracteddriving. The website has received nearly 12,000 visits in two weeks, rivalling public interest in the ministry’s consultation on provincial liquor laws, she said. There have been more than 36,000 responses to nine questions. “One thing is crystal clear in the consultation so far: People think that the fines are too low,” Anton said. “This isn’t unexpected because our fines are the second lowest in Canada, and the point of this consultation is to help assess exactly what level would change behaviour.” There’s been little agreement on fine amounts to date, with suggestions ranging from $200 to more than $750. Drivers currently face a $167 fine and three demerit points for using a hand-held device while driving. By contrast, Ontario has passed legislation to increase the maximum penalty for distracted driving to $1,000, while Manitoba increased the number of demerit points for the offence to five from two, effective Wednesday. Karen Bowman, who founded the distracted driving prevention program Drop It and Drive, said B.C. is overdue for tougher penalties. “The current fine in B.C., especially for business professionals, is just the cost of doing business,” she said. “It’s not enough of a deterrent to change the behaviour and to override the perceived need to be
productive while on the go.” Bowman said the government needs to do something to get people’s attention, “because there’s not the same social stigma attached to distracted driving as there is to drunk driving.”

Despite its recent success, plus size fashion industry is not generally accepted as a part of the industry and this documentary tries to unlock the reason behind this rejection, reported Elle Australia. VANCOUVER — A woman who was sexually assaulted by the brother of serial killer Robert Pickton has been awarded $45,000 in civil court. A B.C. Supreme Court jury has ruled that David Pickton inflicted psychological trauma on a woman after assaulting her more than two decades ago. The total award includes $20,000 in punitive damages, which the woman’s lawyer says is intended as a deterrent. Pickton was fined $1,000 and sentenced to one year of probation after being convicted of sexual assault in 1992. The woman testified that Pickton cornered her inside a trailer, pressed her up against a wall and groped her genitals over her jeans before threatening to rape and kill her. Her lawyer says she is pleased with the result and is looking forward to moving on with her life. VANCOUVER SUN

WestJet flight from Vancouver diverted to Calgary after bomb 'hoax' CALGARY — A bomb threat believed to be a hoax prompted WestJet to divert a Va n c o u v e r- t o -To ro n t o flight to Calgary on Wednesday night. WestJet said flight WS722 landed safely and the 30 passengers and five crew members on board exited the aircraft via stairs. The airline said it had diverted the Boeing 737-700 “out of an abundance of caution” and later said the flight had been “cleared as safe by Calgary police” and no explosive device was found. WestJet said the passengers were to continue to Toronto on other flights later in the evening. This was the fourth time in five days that a WestJet flight had been the subject of a threat and it was the fifth such incident involving a Canadian airliner in a week. On Tuesday, a WestJet flight with 113 passengers and five crew members landed on a flight from Toronto to Saskatoon landed at Saskatoon following a threat but police say a search of the aircraft found no bomb. A WestJet flight en route from Edmonton to Toronto was forced to
divert to Winnipeg on Monday night because of an unspecified threat. Six passengers suffered minor injuries during the evacuation. Last Saturday morning, a WestJet flight from Edmonton to Halifax landed in Saskatoon after police said a call had been made claiming an explosive device was on board. And, last Thursday, St. John’s International Airport was temporarily closed because a note was found in the washroom of an Air Canada flight that authorities considered a potential bomb threat. In all of the cases, searches of the aircraft unearthed nothing suspicious. Police say the investigation is continuing and there have been no arrests. -Calgary Herald

US Navy Yard in Washington locked down amid reported shooting WASHINGTON: Police on Thursday responded to a report of a shooter at the US Navy Yard in Washington, where a gunman killed 12 people in 2013, and the military installation was on lockdown with employees sheltering in place. A police officer and local media said authorities were responding to a report of an active shooter at the facility. Reuters could not immediately verify the report. "No incident can be confirmed as of yet," the Navy said. The lockdown comes amid heightened security concerns ahead of the US Independence Day holiday weekend. The Navy Yard, a military installation in the nation's capital, was the site of a 2013 shooting
in which a contractor killed 12 people. The US Park Police did not immediately respond to a request for comment. More than eight blocks of nearby roads were shutdown as authorities responded to the scene, the Metropolitan Police Department said.

Smartphone that can tell you ‘you are pregnant’ comes closer to reality London—One day, your smartphone will be able to tell you that you’re pregnant. Researchers at the Hanover Centre for Optical Technologies (HOT), University of Hanover, Germany, have developed a self-contained fiber optic sensor for smartphones with the potential for use in a wide variety of biomolecular tests, including those for detecting pregnancy or monitoring diabetes. The readings of the sensor can run through an application on a smartphone which provide real-time results. When properly provisioned, the smartphoneuser has the ability to monitor multiple types of body fluids, including: blood, urine, saliva, sweat or breath. In case of medical applications, the sensor readings can be combined with the GPS signal of a smartphone and users can then be guided to the next drug store, hospital or the ambulance. The sensor uses the optical phenomenon of surface plasmon
resonance (SPR), which occurs when light causes electrons on the surface of a thin film to jostle, to detect the composition of a liquid or the presence of particular biomolecules or trace gases. Surface plasmon resonance occurs when a fixed beam of light strikes a metallic film; most of the light is reflected, but a small band is absorbed

City College of New York physicists Flaviano Morone and Hernan A. Makse say that this is a major shift from the widely held view that “bigger is better” and could have important consequences for a broad range of social, natural and living networked systems. The problem of identifying the minimal set of influential nodes in complex networks for maximizing viral marketing in social media, optimizing immunization campaigns and protecting networks under attack is one of the most studied problems in network science, said Makse, adding that so far, only intuitive strategies based mainly on attacking the hubs to identify crucial nodes have been developed. Morone and Makse set about to solve the problem by applying what they described as “rigorous theoretical solutions and systematic benchmarking.” They also proposed a scalable algorithm, called Collective Influence algorithm, that they believe

'Diverse' Twitter has mere 49 African Americans employees out of 2,910
Washington DC: Companies like Twitter though claim to pledge diversity, have only a mere number of African Americans employees, and exploit the large base of minority users for ad revenue, claimed Rev Jesse Jackson. President of the Rainbow/Push Coalition, who has campaigned for tech companies to be more transparent about their lack of minority employees, told the Guardian that black people were "becoming intolerant" of Facebook and other Silicon Valley companies' lack of progress in making their offices more diverse. Twitter's vice-president of diversity and inclusion, Janet Van Huysse, had made promises to "build a Twitter we can be proud of" last year, saying that they were committed to make inclusiveness a cornerstone of their culture. Twitter had also released brief statistics about its employees' ethnicity at the time, which showed that 93.8 percent
of employees were white or Asian, with just 180 people out of a total workforce of 2,910 being drawn from other minorities. The company has only a tiny number of 49 black, comprising of 35 men and 14 women, which accounts for only 1.7 percent of the company's US staff. The 73-year-old civil rights activist said that he was disappointed as black people used the product more and were greatly capable of doing the jobs, however, an adequate commitment to hire, train and maintain the minorities have been lacking. Arisha Hatch, managing director at Color of Change, too added that Twitter and other tech companies had "really failed" in their attempts to make their workforces better reflect their customers. Meanwhile, a Twitter spokeswoman said that the company's ethnic make-up had changed since the 2014 filing, but
refused to provide any more up to date figures. She said a fresh EEO report would be filled "sometime this year". She also pointed out that Twitter has set up six employee groups to promote diversity: Blackbirds (African diaspora), Alas (Latino and Latin American descent), Swat (Super Women at Twitter), WomEng (women in engineering), TwitterOpen (LGBTQA) and WomenUX (women in design). However, while the Blackbirds Twitter account has just 2,766 followers, The Alas account has even fewer followers at 659. Twitter also lacks gender diversity, with its workforce being 70 percent male. It s the same story with other Silicon Valley tech firms, as only two percent of Facebook's staff are black, four percent hispanic, 3 percent of "two or more races". Fifty-five per cent are white and 36 percent Asian. Google has only two percent black and 3 percent Hispanic employees, with 60 percent being white and 31 percent Asian. Egypt vows to continue Sinai offensive until ISIS eliminated London (ANI): Egypt has vowed to continue an offensive in the restive Sinai Peninsula, a day after Islamic State of Iraq and Syria (ISIS) killed more than 100 people in a series of simultaneous attacks in the region. When it comes to calories, restaurant food just as bad as junk food Washington DC : If you are satisfied avoiding junk food to avoid calories, but are gorging on restaurants meals, news for you as a new study has claimed that both are equally bad for your waistline. Professor Ruopeng An at the University of Illinois analysed eight years of nationally representative data from the National Health and Nutrition Examination Survey and found that eating at a restaurant is comparable to or in some cases less healthy than eating at a fast-food outlet. While people who eat at restaurants tend to take in more healthy nutrients including certain vitamins, potassium and omega-3 fatty acids - than those who eat at home or at a fast-food outlet, the restaurant diners also consume substantially more sodium and cholesterol. Eating at a fast-food outlet adds about 300 milligrams of sodium to one’s daily intake, and restaurant dining boosts sodium intake by 412 milligrams per day, on average, An said. Recommendations for sodium intake vary between 1,500 and 2,300 milligrams per day, but Americans already consume more than 3,100 milligrams of sodium at home, he found. He added that the additional sodium was even more worrisome
because the average daily sodium intake was already so far above the recommended upper limit, posing a significant public health concern, such as hypertension and heart disease. The obese also consumed more calories at fast-food restaurants, and took in more total energy, total fat, saturated fat, cholesterol and sodium when eating at full-service restaurants than their normal-weight and overweight peers, An found. An concluded that the findings reveal that eating at a full-service restaurant is not necessarily healthier than eating at a fast-food outlet. Implantable ‘artificial pancreas’ can free diabetics from daily insulin jabs Washington DC: As per a new study, implantable “artificial pancreas” can help diabetes patients control their blood sugar. Living with Type 1 diabetes requires constant monitoring of blood sugar levels and injecting insulin daily. Now, scientists are reporting the development of an implantable “artificial pancreas” that continuously measures a person’s blood sugar or glucose level and can automatically release insulin as needed. Type 1 diabetes arises when a person’s own immune system destroys the pancreas cells that make insulin, the hormone that converts blood sugar into energy. To make up for this loss of insulin production, patients must take insulin daily. Current delivery methods involve multiple daily injections or insulin pump therapy, both requiring the user to actively track glucose and calculate the
needed insulin dose. There is also a significant time lag between when a dose is needed and when it can take effect. Francis J. Doyle III and colleagues wanted to find a way to make monitoring and insulin delivery automatic and needle-free. The researchers designed an algorithm that monitors blood sugar levels and computes an insulin dose that it delivers quickly and automatically when necessary. The algorithm is designed to work with implanted devices, specifically with an artificial pancreas, and would overcome the delays experienced with current devices. Computer testing of the algorithm simulated the rise and fall of glucose that would correspond to meals and an overnight period of sleep. The artificial pancreas maintained
blood glucose within the target range nearly 80 percent of the time. The researchers say they will soon test the device in animals. The study appears in the ACS journal Industrial & Engineering Chemistry Research. (ANI)

ABCD2 - A film only for the dance lovers! Movie Review Apparently, ABCD 2 can be considered as one of the best attempts in Bollywood to produce a dance based film. However, the storyline of the film is very weak and takes a back seat, the main emphasis has been laid on the dance performances in the film. Secondly the elongated and overstretched run time of the film would positively leave you disappointed. The film starts with a mindboggling dance performance by a 'Mumbai Stunners' at a dance reality show. Suresh (Varun Dhawan) a waiter by profession and Vinnie (Shraddha Kapoor) a hair stylist, are childhood friends, who share the same passion i.e. of dancing. Suresh and Vinnie, along with their friends form a dance group and participate in a dance reality show. But, the group gets disqualified from the show as they are accused of stealing the choreography from a Philippines dance crew. As a result 'Mumbai Stunner' are looked down upon and are labeled as 'cheaters' in the society. Suresh's late mother, on the other hand, was a renowned dancer and he feels he has cheated his mother's teaching. Therefore, Suresh decides to mend his mistakes by participating in the International Hip Hop Dance Competition in Las Vegas, America. Suresh convinces Vinnie and the other team members to participate in the competition. The team is all set to participate in the competition, but the only person now missing in their team
is a choreographer, following which, Suresh comes across an alcoholic, Vishnu (Prabhu Deva) who is a terrific dancer. Nevertheless, after prolonged persuasion Vishnu agrees to choreograph 'Mumbai Stunners' now called 'India Stunners'. Vishnu puts in great effort and time into the team and leading to which, 'India Stunners' qualify for the competition and are set to leave for Las Vegas to achieve their dreams. Howbeit, there is something fishy about Vishnu's character. Is he hiding something? What is his secret? Vinnie who is secretly in love with Suresh,
would she be able to express her feelings? Lastly, will 'India Stunners' be able to conquer the foreign land and win back their pride? Remo D'Souza has definitely tried his best and we can see his endeavors in the film. The choreography in the film is mesmerizing. Though, we do feel that Remo has taken some inspiration from Hollywood, but it all works in his favor. The performances in 3D are a treat to watch. The first half of the film is interesting, Prabhu Deva and Raghav aka Cockroach's one-liners would certainly tickle your funny bone. As the film moves towards the second half, it starts falling apart and Remo failed to hold it all together. However, the ending of the film revives all the energy and gives goosebumps. Prabhu Deva has done a phenomenal job, his dancing, acting, comic timing everything is flawless. Varun Dhawan, the perfect abs, chiseled body, exemplary moves, Varun had everything that his character Suresh demanded. Shraddha Kapoor as Vinnie seemed charming, she did surprise many of her exceptionally magical moves. Also, Varun and Shraddha's chemistry was a delight to watch. The supporting cast Dharmesh Yelande, Lauren Gottlieb, Raghav Juyal, Puneet Pathak all did a remarkable job. The cinematography is significant, The music has been given you Sachin-Jigar, their music act as a catalyst to all the spellbinding performances. Alas, my advice, go for the film, only if you love dancing as there is nothing else to look forward too. My verdict 1 and a half stars. -Santa Banta

Not good news for Justin Bieber and Usher. A court ruled Thursday that the pair will have to face a $10 million lawsuit alleging copyright violation for `Somebody to Love,` a single off Bieber's My World 2.0, according to Reuters. The 4th U.S. Circuit Court of Appeals in Richmond, Va. voted 3-0 to revive a 2013 lawsuit by singer Devin Copeland (stage name De Rico) and songwriter Mareio Overton. In the original lawsuit, they assert that multiple versions of the Bieber/Usher effort sound very similar to their song, also named `Somebody to Love,` according to court records acquired by EW. The case was initially dismissed in 2014, with a ruling that the two sounded noticeably different. The court found the opposite true Thursday. `After listening to the Copeland song and the Bieber and Usher songs as wholes, we conclude that their choruses are similar enough and also significant enough that a reasonable jury could find the songs intrinsically similar,` Circuit Judge Pamela Harris wrote, via Reuters. -Santa Banta

Making a difference in the lives of Canadians in need (NC) Timing can make a difference between life and death when it comes to many serious illnesses. However, in communities across the country treatment is not always available or accessible. The Air Canada Foundation's Hospital Transportation Program work to fly patients closer to their treatments for life saving results. When Bella Arcand, an eight year old girl from Saskatoon, needed brain surgery to treat a rare neurological condition that caused her to have up to 60 seizures per day, her mother, Bev, made one of the toughest decisions any mother has to make. She chose to give her daughter a fighting chance to live a normal life. Bella was suffering from an extremely rare disease, Rasmussen's encephalitis. A Saskatoon neurologist recognized the symptoms and recommended immediate major surgery involving the removal of the diseased part of her brain, but the closest facility where the operation could be undertaken
was at the Stollery Children's Hospital in Edmonton. The Air Canada Foundation's Hospital Transportation Program stepped in, arranging to fly Bella and her mother, Bev, between Saskatoon and Edmonton,
where Bella spent five months and underwent two surgeries. In fact, nearly every day, a child needing vital medical care not available in his or her community plus an accompanying parent, fly free with Air
Canada through the Hospital Transportation Program. Last year more than 11 million Miles, benefited children like Bella, who today is a busy ten-year-old who loves games, singing and her little sister, Ava. “The magic that an airplane brings made the return home even more special and gave me time to fully appreciate how far my little girl has come," Bev said. "It meant a reprieve from a long drive." Bella is in recovery and has been seizure-free since June 2014, though the hemispherectomy of the right side has caused left-sided paralysis. “She works hard daily to regain as much use as she can. Her current goal is to walk without the use of an Ankle-Foot Orthoses (AFO),” Bev continued. “For many families, particularly those who live in smaller centres or more remote communities, The Hospital Transportation Program can also make the difference between missing three days of school and missing ten days of school,” said Micheline Villeneuve, Air Canada Foundation Manager. “We are extremely grateful for all donations, which are used to help children like Bella get the medical care they need.” The Hospital Transportation Program provides Aeroplan Miles to 15 pediatric hospitals across Canada who administrate the program based on need and make associated travel arrangements. Providing hundreds of airline seats each year is just one of the ways the Air Canada Foundation helps make a real difference in the lives of families across Canada and abroad.
