Woman caught trying to steal lights, ornaments in Delta DELTA (NEWS 1130) – A woman in Delta is in some trouble after being caught trying to steal Christmas lights off homes while suspected of being drunk with a child in the car. It began when neighbours called the police this past Friday when they saw someone attempting to steal holiday ornaments and lights. When police located the suspect’s car, what seemed to be a quirky tale, suddenly exposed a number of other serious offences. Officers suspected she was impaired, and when she refused a breathalyzer her driver’s license was suspended for 90 days but that’s not all according to Sharlene Brooks from Delta Police. “The unfortunate situation here is that there was a youngster with her at

the time and that really did bring to light some broader issues — one being

we were able to remove the impaired driver off the road.�

The Ministry of Children and Family Development was notified of the situation and will determine what’s best for the child, but for the time being, the child is staying with a guardian. “When we respond to those ‘no call too small’ and it identifies broader issues and that is a good thing because the community does come together and work together with the police and we’re able to avert greater crises,� adds Brooks. She adds it’s uncommon to locate stolen property and that police are hoping to return the items to people in time for Christmas this weekend. Meantime, the 51-year-old Delta woman, who was arrested and released from custody, faces a variety of charges as a result of her actions. She is expected in court in February.

B.C. government offers down payment loans to first-time homebuyers (Vancouver Sun) VICTORIA — The B.C. government will loan first-time homebuyers some of the cash they need to afford their down payment, Premier Christy Clark announced Thursday. The program will provide a government-backed loan of up to $37,500, or five per cent, of the purchase price of a home for qualified buyers, starting Jan. 16. The goal is to match part of a person’s down payment to help them afford to buy their first home, as long as they already qualify for a mortgage under federal rules and the home is worth less than $750,000. “What we know is for many firsttime home buyers qualifying for a mortgage is hard, but getting past that down payment and scraping together the $25,000 or $50,000 you might need to be able to get into your first home is just impossible,” said Clark. “So we want to be there to help first-time home buyers get over that hump.” Clark said the move is a way for government to “be a partner in your home” and move renters into home ownership where possible. The 25-year loan is interest-free for the first five years, and does not require the homeowner to even pay down the principal during those first five years, as long as they keep the home as their principal residence. It will be recorded as a second mortgage on the title of the property. After the first five years, the province expects monthly payments at the current interest rate, with the loan repaid over the remaining 20 years. Extra payments or full repayment at any time

To be eligible, a homeowner must: • Have saved a down payment amount at least equal to the loan amount for which they are applying from government. • Have been a Canadian citizen or permanent resident for at least five years. • Have lived in B.C. for at least one year prior to the sale. • Be a first-time buyer who has not owned an interest in any residential property anywhere in the world at any time. • The home must have a purchase price of less than $750,000. • The buyer must already be able to qualify for an insured high-ratio first mortgage for at least 80 per cent of the purchase price. • The combined gross household income of all people on title must not be

more than $150,000. Provincial officials provided a few examples Thursday of how the program would work. On a home worth $600,000, federal mortgage rules dictate a person must have a down payment of at least $35,000. If the person has saved only $30,000, the government would provide a matching $30,000 loan, giving the buyer $60,000 for the down payment. On a home worth $750,000 (the program maximum), the minimum down payment would be $50,000. If a person had saved a $52,500 down payment, government would provide five per cent of the $750,000, adding $37,500 to the down payment and allowing the buyer to pay almost $90,000 as the down payment. That could save $5,200 on interest payments on the mortgage over five years, say government officials. Applications for the program will start on Jan. 16, 2017, for purchases that close on or after Feb. 15, 2017. The province said it will be a three-year program.

Reserves are running low at the BC Provincial Milk Bank, and the program is asking nursing moms to consider donating breast milk. The milk is collected from depots throughout Fraser Health communities, including in Abbotsford, and used at the neonatal intensive care units at Surrey Memorial Hospital and Royal Columbian Hospital in New Westminster. For sick and premature babies, the early days of life can be tough, as they are a high risk for infection and complications. Milk from a baby’s mother is always the first choice, but new mothers may face challenges that prevent them from providing their own milk or breastfeeding. When mother’s own milk is not available, pasteurized donor human milk is the next best option. But the demand for this milk continuously exceeds supply, and the Provincial Milk Bank and Fraser Health are always looking for healthy mothers who have more breast milk than they need for their own baby. Mothers who want to give milk to babies in need can collect and freeze their milk and drop it off at a collection depot – located at all public health units, including in Abbotsford. A screening process includes a short verbal and written questionnaire, as well as a blood test. The donations are then transported to the milk bank – located at BC Women’s Hospital in Vancouver – where it is pasteurized and then shipped to the two participating hospitals. In 2014, just over 10,000 ounces of milk were donated in Abbotsford. That number dropped significantly to 2,800 ounces in 2015. Up to June 30 of this year, about 2,400 ounces had been donated from the community. Drop-off times in Abbotsford can be confirmed by calling the public health unit at 604-864-3400. Thousands of pilots have suicidal thoughts each day, study says female pilots reported they had experiences “nearly every day” of loss of interest, feeling like a failure and thinking they would be better off dead. However, female pilots were more likely to have been diagnosed with depression.

More than 4,000 commercial flights on any given day are being flown by pilots who have experienced suicidal thoughts, a landmark study of the airline industry suggests.

The study also found a link between depression and higher usage of sleep aid medication.

An international survey of pilots by Harvard University found that 4.1 per cent had contemplated killing themselves at least once in the previous fortnight, and 12.6 per cent met the criteria for depression. Pilots diagnosed with acute depression are automatically deemed unfit to fly, but experts have warned that many cover up their symptoms for fear of losing their careers.

Rob Hunter, head of flight safety at the British Airline Pilots’ Association, has called for pilots to be routinely insured against being forced to give up flying due to poor mental health, a recommendation that came out of the Germanwings investigation.

None of the firms or stocks were real, and the B.C. Securities Commission ordered Dhanani last week to pay back the ill-gotten funds, end all involvement in the securities market, and pay a hefty administrative penalty. “The respondent’s misconduct is an egregious form of fraud,” the BCSC panel wrote in its decision. “It was all a sham. There is no evidence that there ever were any real investments contemplated by the respondent. The respondent simply pocketed the funds obtained from the investors and used them for the personal expenses of himself and his family.” The gravity of the scam was particularly intense because of the lies Dhanani told, including the use of aliases, according to the decision. The fraudster is known to use at least six aliases. One victim told a BCSC hearing that he was just 21 when he lost $55,000 in the scam, money he had saved from summer jobs and birthday gifts. Another said he was “in a desperate state” when he handed over $120,000. Money from two of the investors ended up in a bank account belonging to Dhanani’s father. So far, none of the victims have been paid back, and despite a freeze order on one account, it’s not clear when or if Dhanani will have enough money to reimburse them. Dhanani also has a history of criminal convictions for fraud. He is currently in jail facing numerous charges including theft, assault, kidnapping, identity theft and fraud.

Asia imports up as U.S. targets B.C. lumber By Tom Fletcher - BC Local News The U.S. Commerce Department has announced it will investigate allegations of unfair imports of Canadian lumber, half of which comes from B.C. The U.S. government gave its response to a petition by the U.S. Lumber Coalition filed in November, officially kicking off the fifth softwood lumber dispute between Canada and the U.S. It will investigate whether there was "dumping" of Canadian lumber into the U.S. market. In a year-end interview, Premier Christy Clark said is confident Canada and B.C. can get an agreement with the new U.S. administration. "Donald Trump is a builder by profession," Clark said. "He says he wants four per cent economic growth. He knows that the fastest way to move the American economy is through construction of residential housing. "Our argument for him is going to be, you need Canadian softwood in order to get that residential housing market really booming." If the department and the International Trade Commission determine that U.S. lumber producers have been affected by unfair trade, countervailing duties on Canadian imports could be imposed as soon as February. Lumber prices and the international export market have expanded in 2016, as demand has increased in the U.S. and China. U.S. lumber exports are up 31 per cent so far this year, according to the latest quarterly bulletin from Seattle-based Wood Resources International LLC. It also reports strong demand for imported softwood lumber in China this year, with Russia the largest supplier at 59 per cent of the market.

Canadians try to sneak cat into New Zealand from YVR, are caught and sent home A Canadian woman just pulled an Amber Heard and got caught trying to smuggle her furry friend across international borders. Authorities say the woman was travelling from Vancouver International Airport to New Zealand when she managed to hide her 4-year-old pet cat Bella in her handbag during a trans-Pacific flight. However, her vacation was cut short when border agents discovered the ruse at a New Zealand airport. The woman was refused entry into the country and she, her husband and the cat were forced to catch the next flight home, Ministry for Primary Industries spokesman Craig Hughes said Thursday. He called the woman's actions "reckless and dangerous." In the summer, actor Amber Heard was caught illegally bringing her and thenhusband Johnny Depp’s dogs into Australia without declaring Pistol and Boo on a private jet. Like Australia, New Zealand has strict regulations for importing pets. Cats and dogs from most approved countries must have an implanted microchip and be quarantined for a minimum of 10 days after arrival. Hughes said the couple, both in their mid- to late-20s, managed to conceal the cat from the flight crew and other passengers during the 7,000-mile (11,300-kilometre) flight from Vancouver to Auckland. "Apparently it was a very quiet cat. Very docile," Hughes said, adding that it may have been drugged to make it drowsy. He said the travelling couple said they had nothing to declare upon arrival but

Five-year-old Surrey boy drowns in bath tub By Kevin Diakiw - Surrey North Delta Leader A five-year-old Surrey boy has died after drowning in a tub. Surrey Mounties were called to a home in the 10900-block of University Drive in Whalley, just before 5 p.m. Sunday.,First responders, including fire and ambulance crews, had already arrived and worked for almost an hour, but they were unable to revive him., Surrey RCMP Staff Sgt. Murray Hedderson said in a news release Monday morning, that police have spoken to the adults in the home to determine what happened. RCMP are not speculating on how they believe the boy might have drowned in the tub, but would only say they are continuing to investigate. The names of the family are not being released.

Two men with the same face, or one man lying about having two identities to stay in Canada? An Alberta restaurant worker from Pakistan has been ordered out of Canada after facial recognition software analyzed his driver’s license photo and declared he is really someone else entirely. While Farhan Mahmood says it is a bizarre case of two men with the same face, Canada Border Services Agency says its use of biometric technology caught a man who shouldn’t be in Canada. It is among the first reported cases of CBSA proactively using facial recognition data to probe immigrant status although the technology has been a priority interest for the agency for years. CBSA says Farhan Mahmood, 38, and Muhammad Irfan, 39, are the same person — in the flesh but not on paper. Irfan came to Canada from Pakistan in 2003 and was refused a work permit that year and again in 2004. Immigration records show he left Canada on Sept. 23, 2003. Although Irfan didn’t get a work permit, he did get an Alberta driver’s license on Feb. 26, 2003, a process that included having his photo taken. Mahmood says he first came to Canada from Pakistan on Nov. 13, 2005, and obtained a work permit that year. On April 11, 2007, Mahmood walked into the same Edmonton service office and had his photo taken for his driver’s license. Both photos were entered into the Alberta Motor Vehicle System called MOVES. Mahmood and Irfan both applied for a permit to work at the same restaurant owned by Tariq Chaudhry, who sponsored both applications. In 2014, Mahmood filed a lawsuit against Chaudhry alleging abusive labour practices. The split between the two was acrimonious and shortly after the lawsuit was filed, Chaudhry reported to CBSA that Mahmood’s real name was Irfan. Regardless of the motive behind

Chaudhry’s tip, CBSA investigated Mahmood’s identity. Irfan’s 2003 driver’s license photo was run through the Alberta MOVES database: the system flagged Mahmood’s 2007 driver’s license photo as a 100% match and his 2012 photo as an 82.5% match. At the request of CBSA, Gord Bryant, supervisor of Alberta’s facial recognition unit, did a manual comparison as well. He concluded the photos are “the strongest possible match.” CBSA sought to have Mahmood kicked out of Canada on the grounds he misrepresented himself. It wasn’t easy for the various checks and balances in the system to decide what to do with him. He continuously denied he is Irfan — or that Irfan is him — and denied previously entering Canada using that name. Last year, the Immigration and Refugee Board heard from Mahmood and Chaudhry, the spiteful tipster, as well as CBSA at a hearing. Mahmood said he was in Pakistan, not Canada, in 2003: he got married on

16 kg gold found in diapers at Indira Gandhi airport

Officials of the customs department recovered 16 gold biscuits weighing 1 kg each, hidden in diapers being worn by two infants, at Indira Gandhi International Airport (IGIA) on Monday. Officials said the gold was recovered when they intercepted six fliers, including two infants, who had arrived from Dubai at 7 am. All six hail from Surat. Officials said the six were travelling in two groups. “The six were identified at the arrival area after crossing the green channel. On a detailed personal and baggage search, 16 kg gold valued at Rs 4.28 crore was recovered from the diapers of the infants,” said S R Baruah, Commissioner of Customs at the airport. Baruah added that the passengers could not produce any satisfactory document or explanation with regard to the recovered gold. Officials said the gold biscuits were seized under Section 110 of the Customs Act, 1962. The adults were arrested under Section 104 of the Act. Senior customs officials said the family had been staying in Dubai for

the last 15 years. “They earned good salaries and said they had savings. Asked about the source of the gold biscuits, they said they had bought it as it was the cheapest source of investment. However, we are investigating further,” an official said. All travellers will be produced at Patiala House Courts on Tuesday.

Officials called this particular modus operandi to bring gold into the country “unique”. Asked whether they suspected the gold was in the diapers, an official said they did not initially know where exactly they would find the gold. However, he added, “We have several risk parameters based on which we profile passengers. We keep

data of several travellers over a period of time and keep a check on them whenever they or similar persons travel. Based on it, we track the suspects.” Customs officials said that since January this year, they have recovered more than 200 kg of gold at the airport. Officials added that ever since demonetisation was announced on November 8, they have enhanced security measures at the airport. In October this year, the Customs department had arrested two persons at Terminal-3 of the Indira Gandhi IGIA for allegedly trying to smuggle in 2.6 kg gold worth Rs 77.65 lakh concealed inside a papaya. The Vancouver Police Department has named a longtime B.C. Hydro spokeswoman as its new director of public affairs. The VPD announced Tuesday that Simi Heer, who spent more than a decade at Hydro in senior communications and public-affairs roles, joined the police department Monday. At the VPD, Heer will lead the communications strategy for the department, and provide oversight for all communications and public-affairs functions of the organization. The VPD said in a release that at Hydro Heer led communications for a variety of issues, ranging from power outages and electricity-rate increases, to promoting conservation programs and highlighting billion-dollar capital projects. One of her career highlights was dealing with the aftermath of the 2015 windstorm — the worst storm in the company’s history. Terminally ill 5-year-old dies in Santa’s arms: ‘I cried all the way home…I had a tough time seeing’ WASHINGTON POST

A terminally-ill boy in Tennessee has died in the arms of Father Christmas – having said that his final wish was to meet Santa. The unnamed five-year-old from Nashville was being cared for in a children’s hospital. When a nurse heard his wish, she called Eric Schmitt-Matzen, a 60-year-old mechanical engineer who has portrayed Santa for years when not working his other job as president of Packing Seals and Engineering in Jacksboro, Tenn. This week Schmitt-Matzen opened up to several news outlets about the event that happened in

If I see you crying, I’ll break down and can’t do my job,'” he said. He walked into the ICU and found the boy “laying there, so weak it looked like he was ready to fall asleep.” “You know, kids look at things completely different,” Schmitt-Matzen recalled to WBIR in a video. “He was more concerned with missing Christmas than he was of dying.” “When I got there, my job was to make sure he got Christmas, and that’s got to be happy, and it’s got to be a fun time,” Schmitt-Matzen continued. Though weeks had passed, in the video his eyes were red as peppermints. He paused to remove his small gold-rimmed glasses and wiped tears from his eyes with a handkerchief. He continued, saying he looked at the boy and “started with that jolly voice.” “What’s this I hear you’re gonna be missing Christmas this year?” he asked the boy. “They tell me I’m dying,” he responded. “Really?” Schmitt-Matzen asked. “Well, you’re not going to miss Christmas. The elves already had your present made. We knew you wanted this for a long period, for a long time.” The boy could “barely unwrap it,” so Schmitt-Matzen helped. When he saw the toy, he smiled. Then, SchmittMatzen told CNN, “he just kind of put his hands down and laid back into the pillow and looked at me. He said, ‘They say I’m dying.'” Schmitt-Matzen asked the boy to do him a favor. “When you get to those pearly gates, you just tell them you’re Santa’s No. 1 elf. I guarantee you, it’ll open the gates for you.” The boy smiled and said, “I am?” Then, Schmitt-Matzen told the Knoxville News Sentinel, “He kinda sat up and gave me a big hug and asked one more question: ‘Santa, can you help me?'” Schmitt-Matzen wrapped him in a warm, tight embrace. “Before I could say anything, he died right there,” he said. “I let him stay, just kept hugging and holding on to him.” Added Schmitt-Matzen, “Everyone outside the room realized what happened. His mother ran in. She was screaming, ‘No, no, not yet!’ I handed her son back and left as fast as I could.” He was supposed to visit his grandchildren in Nashville the next day, but he was beside himself from the moment he left the hospital for nearly two weeks. “I cried all the way home,” Schmitt-Matzen, who served in the Army with the 75th Rangers for four years, told the newspaper. “I was crying so hard, I had a tough time seeing good enough to drive.”

Gauri Shinde's "Dear Zindagi" is a youth-centric cathartic film which gives you a glimpse of how they deal with life, relationships and the issues that bog them down. Perhaps, it is only the youth who will relate to - the heartaches, seeking their dream job, problems with parents, et al. Kaira aka Koko (Alia Bhatt) is a 25-year-old Mumbai-based cinematographer, who is independent, busy shooting ad films and longing to shoot her first full length feature. Carefree, happy-go-lucky, she is in and out of relationships, some unrequited, others unfulfilled. She cringes at the very mention of Goa where her parents live as she does not enjoy a great relationship with them. A heartbreak leads her to the couch of a therapist Dr Jehangir Khan (Shah Rukh Khan) and her life changes. Alia as the free-spirited, emotional youngster, craving love shines all the way. The film belongs to her and she does full justice to her character, emoting effortlessly, making the audience empathise with her highs and lows. Those surveyed also think they don't really have to worry about bone loss before age 44 — even though both men and women begin to lose bone mass in their mid-thirties. “Canadians are not getting enough servings of milk products,� says Nathalie Savoie, registered dietitian. “This means they may be short in calcium as well as other essential bone-building nutrients all found in milk products, which could lead to an increased risk of osteoporosis as they age.�

Survey results also reveal that it's important to remind people that it is crucial to start early to prevent osteoporosis, explains Dr. Famida Jiwa, president of Osteoporosis Canada. A majority of Canadians don't realize that osteoporosis can be fatal or could seriously impact their quality of life. The condition starts earlier than you think. Bone density peaks in your twenties.
