'Sobering' update on opioid crisis presented to Vancouver council BY DAN FUMANO Health experts painted a grim picture Wednesday morning as they updated Vancouver’s mayor and council on an ongoing opioid crisis that has spread from its “epicentre” in the Downtown Eastside to touch every part of the province. Provincial health officer Dr. Perry Kendall addressed a sombre Vancouver council chamber Wednesday, almost a year to the day after he announced a public health emergency in response to what he called at the time, “the recent surge of overdoses.” In the 12 months since last April’s emergency announcement, Kendall said Wednesday that the crisis has continued to escalate, with a “startling” increase in overdoses late last year, and the first months of this year appearing on-track to surpass last year’s death tolls. Last year saw a “shocking, unprecedented” number of overdose deaths across B.C., said Vancouver’s deputy city manager, Paul Mochrie, with 922 people dying from illicit drugs, or roughly three times the number killed in motor-vehicle accidents. And while the province’s largest city saw the lion’s share of last year’s overdose deaths, the impacts of synthetic opioids like fentanyl and carfentanil have been felt far beyond Vancouver’s city limits, as Wednesday’s presentation made clear. Rates of overdose deaths per capita increased dramatically in every part of the province last year, including Vancouver Island, the Interior and northern B.C. In 2015, Vancouver was the only one of B.C.’s 18 health regions recording more than 15 overdose deaths per 100,000 people, the presentation showed. In 2016, 11 regions reached that level or higher.

Dr. Patricia Daly, Vancouver Coastal Health’s chief medical officer, told council: “The only other declaration of a public health emergency for overdose deaths was in Vancouver in the ’90s, and it was localized in Vancouver.” The current emergency, Daly said, “has affected every area of the province.” Fentanyl wasn’t the problem in the 1990s, when the drugs of choice in the DTES were injectable cocaine and heroin, and almost half of the area’s 6,00010,000 drug addicts were believed to be infected with HIV, The Vancouver Sun reported in 1997. Out of that emergency in the late 1990s, Daly said Wednesday, some of Vancouver’s pioneering, harm-reduction strategies were born, including Insite, North America’s first supervised injection facility that has saved not only lives, but millions of dollars in cost savings every year, according to a Canadian Medical Association Journal study. Vancouver’s early adoption of harmreduction strategies reduced the number of deaths from overdose and HIV, Daly said. But now, as other parts of the province try to follow Insite’s example, Daly said, they’re waiting for permission from Ottawa, a process she called “far too slow.” Four of B.C.’s five regional health authorities have applications pending

Northern Health spokeswoman Andrea Palmer said Wednesday the region was exploring the option, and “we are engaging with stakeholders as we explore a submission for a supervised consumption site.” The federal government has acknowledged the slow process, and in December, Health Canada announced Bill C-37, which would “repeal the previous, burdensome legislative regime for establishing supervised consumption sites by streamlining the application process.” Andrew MacKendrick, press secretary for federal Health Minister Jane Philpott, said: “The current process, under the previous government’s legislation, is very cumbersome.” MacKendrick couldn’t say when to expect decisions on B.C.’s seven pending applications, but said the government hoped to work through them as quickly as possible.

This comes as the rift between the US and Russia deepens over the recent happenings in Syria. Russia had also strongly objected to a U.S. strike against the Syrian air base. The U.S. has said that the strikes were in response to the chemical weapon attack in Syria. "The main problem was that the draft resolution by the Troika appointed the guilty party prior to the investigation, prior to an independent and objective investigation. Now this is an approach incompatible with the legal norms," CNN quoted Deputy Russian UN Ambassador Vladimir Safronkov as saying to the Security Council. Asserting that the true objective of the draft resolution was not to uncover the truth, Syria's UN Ambassador Bashar Ja'afari said it was there violate Syrian sovereignty, to abuse and use any information that can be collected through it.

Canadian Defence Minister A `Khalistani Sympathiser’, Won’t Meet Him, Says Capt Amarinder By : Babushahi Bureau

New Delhi, April 12, 2017 : Dubbing the Canadian Defence Minister a `Khalistani sympathiser’, Punjab Chief Minister Captain Amarinder Singh on Wednesday said he would not meet the Indo-Canadian during his expected visit to India later this month. Harjit Sajjan is a Khalistani sympathizer, and so was his father, Captain Amarinder said on eminent journalist Shekhar Gupta’s `Off the Cuff’ show for NDTV24X7 here. The Chief Minister said there were, in fact, five ministers in the Justin Trudeau government who were Khalistani sympathizers and he would not have any truck with them. “These Khalistani sympathizers had prevailed upon the government to prevent my entry into Canada, where I wanted to go to meet my Punjabi brethren and not to campaign for elections,” said Captain Amarinder. A candid Captain Amarinder responded with total frankness to several controversial questions, including beef ban, saying people had the right to, and should be allowed to eat whatever they wanted.

Arvind Kejriwal had been a challenge in the recent assembly elections but their failure to project a Punjabi for the chief minister’s post cost them heavy and exposed Kejriwal’s ambition to become the CM. AAP, said the Chief Minister, had no future unless they changed their style of functioning. He criticized AAP’s confrontationist attitude, saying states had to work with the Centre and it was important to maintain a working relationship. He himself had excellent relations with the NDA government at the Centre during his previous tenure as chief minister, said Captain Amarinder. The Chief Minister expressed satisfaction at Kejriwal’s failure to target the Naxals and the Khalistanis to promote his vested interests.

Captain Amarinder further attributed the poll outcome to the polarization of votes, with the Sikh votes sharply divided and the Hindus opting for the Congress in a big way. He once again ruled out out any vendetta politics against the erstwhile ruling party and was also appreciative of the work done by the Akali government around the Golden Temple. On the controversial EVMs issue, Captain Amarinder said had the EVMs been tampered with in Punjab, he would not be sitting here today. However, he was quick to note that it was important to find out the reason for many advanced countries refusing to adopt EVMs. Describing Punjab’s current conditions as pathetic, with the state reeling under a massive Rs. 1.82 lakh crore debt, the Chief Minister listed economic revival, along with drugs, education, agriculture, unemployment and health, as his government’s top priority. With the central government also not having excess money, it was important to “tighten our belts to get out of the debt cycle”, said Captain Amarinder, explaining the need for austerity measures in Punjab. Referring to his government’s crackdown on drugs, Captain Amarinder revealed that with the STF launching a crackdown, things were moving in the right direction. Hundreds of youngsters were voluntarily coming to the rehabilitation centres and the anti-drugs helpline had so far received more than 4000 calls to give information to the agencies.

Liberals introduce Guest Editorial Mike Smyth: Liberals look long-awaited bill to nervous about Horgan’s legalize marijuana spending promises John Horgan’s spending tsunami continued unabated on the second day of the election campaign, this time with a promised $400-a-year “renters grant” to help tappedout tenants. “Help is on the way,” Horgan said Wednesday, vowing to throw a lifeline to tenants who have watched their rents and other costs of living skyrocket faster than their paycheques. Spread out over the course of a year, $400 would buy a couple of pizzas every month — hardly enough to change anyone’s standard of living. But Horgan pointed out that it’s more than Premier Christy Clark is offering. “This is 400 bucks of hope for people who don’t have any from the B.C. Liberals,” he said. The Liberals were quick to mock the promise, especially after Horgan refused to provide a total cost of the program (that will be revealed Thursday) and stumbled over whether the grant would be taxable or not (at first he said it would be, then later clarified it would be taxfree.) Mock as they might, I think the Liberals are getting a little nervous about all the juicy goodies Horgan is dangling in front of voters. The cash-in-your-claw for renters is just the latest pricey promise from the NDP leader. He’s also promised to eliminate tolls on the Port Mann and Golden Ears bridges, freeze B.C. Hydro rates and bring in $10-a-day childcare. Clark seems particularly sensitive about the tolls, since she promised to cap the bridge tolls at $500 a year for drivers, only to see Horgan one-up her and promise to scrap them completely. Clark said that means residents outside Metro Vancouver would effectively pay the cost of new bridges being used by city slickers. Horgan fired right back at her on Wednesday. “Christy Clark is just trying to make mischief while she continues to defend an unfair toll on one group of people,” he said. Then he pointed out there are no tolls on Kelowna’s

TONDA MACCHARLES Ottawa Bureau reporter OTTAWA—The federal Liberal government took the first step Thursday towards a massive overhaul of Canada’s drug laws that will make it legal for those aged 18 and older to grow, buy and use recreational marijuana as early as next year. The government introduced a proposed law Thursday that largely follows the recommendations of a federal task force. The new regime would provide for: New legal limits to allow individuals to have up to 30 grams (a little more than an ounce) of cannabis on hand at a time, to consume as they wish — to smoke or eat it in homebaked — and to grow four plants in their own home, without breaking the law. There would still be tickets for possession of small amounts, or up to

five years in jail for illegal possession of larger amounts, depending on the amount held. New criminal penalties for illegally supplying to minors (up to 14 years in jail) and for driving while impaired by marijuana. Penalties can range from $1,000 to life imprisonment for driving within two hours of having an illegal level of drugs in the blood. The penalty depends on whether someone was hurt or killed during the offence. Strict controls on advertising, marketing and branding of legal marijuana, such as standardized serving sizes and potency, and packaging and labeling. For the first time in Canadian law, there would be a regulated limit of the amount of THC that if detected in a driver's blood by a roadside saliva test, could allow a police officer to demand an evaluation by a drug impairment expert or a blood sample.

Which riding does Clark represent in the legislature? Kelowna, of course! So it’s OK for B.C. taxpayers to subsidize toll-free bridges in her own riding, but not OK in Metro Vancouver. Here’s the problem for Clark: Her boring, steady-asshe-goes campaign platform contains little in the way of new spending, while Horgan is shovelling money off the back of the proverbial truck. The Liberals will call it irresponsible, unaffordable, totally reckless and brazen vote-buying. And they will have a point. But for voters sitting at kitchen tables comparing everrising monthly bills against shrinking bank balances, Horgan’s promises may hold appeal. Clark’s Liberals have some major edges in this election: a buoyant economy, a 16-year winning streak in power, a massive fundraising advantage and a possibly surging Green Party that could drain critical votes from the NDP. But Horgan is producing the most eye-catching — and expensive — promises. On Thursday, he will explain how he intends to pay for it all and still balance the budget. This I’ve got to see.

Horgan set to miraculously spend big - and balance the books: Smyth

Mike Smyth John Horgan is already making massive election promises and the NDP leader hasn’t even unveiled his official campaign platform yet. Horgan has so far promised to eliminate bridge tolls, freeze B.C. Hydro rates, eliminate Medical Services Plan premiums, bring in $10a-day child care, spend $2.2 billion on public transit and four-lane the TransCanada Highway from Kamloops to the Alberta border. But you ain’t seen nothing yet. On Thursday, watch for Horgan to perform a fiscal miracle by promising to do all this — and undoubtedly even more — and still balance the budget in Year 1 of an NDP government. Then get set for Premier Christy Clark and her Liberals to call Horgan the biggest liar since Pinocchio. “He can’t afford to pay for it,” Clark said Tuesday, minutes after she officially launched the four-week campaign for the May 9 election. Clark said Horgan’s promise to eliminate tolls on the Port Mann and Golden Ears bridges would cost $200 million in lost government revenue alone.

“John Horgan has blown the entire budget on one promise,” Clark said. Well, not quite. But when you add up everything else Horgan has promised already, it’s hard to see how he avoids drowning B.C. in a sea of red ink. So how could Horgan balance the books? Clark sees only one way. “It’s all going to come in the form

of higher taxes,” she said. “The NDP would push people to the brink.” Horgan has vowed to raise income taxes on the province’s top wage earners — those making more than $150,000 a year. But an income tax on the rich would only generate $250 million a year in additional government revenue.

Uber claims it now has 70,000 riders and 1,500 drivers in Calgary JOEL GRIFFITH Rideshare company Uber announced on Monday it’s beginning to see consistent growth in both riders and drivers throughout Calgary. Ramit Kar, western Canada general manager, said there’s now over 70,000 riders using Uber’s app and close to 1,500 drivers. “Since our relaunch in December, we’ve continued to see steady growth, Ramit Kar, which has made us want to invest and become a bigger part of the Calgary community,” Kar said. “Our growth in Calgary is the direct result of the trust developed between Calgarians and Uber.” Kar said one of Uber’s main goals is to continue to try and limit the amount of single occupancy vehicles on the road, which will lead to less congestion and a more fluid commute. He said Calgarians spent an average of 15.7 hours stuck in peak-hour traffic in 2016, and 70 per cent of Calgarians say they are dissatisfied with travel times on Deerfoot Trail. “By allowing individuals to offer rides with their own vehicles, we optimize the use of cars and offer a strong alternative to single occupancy vehicles,” Kar said. Although many Calgarians are taking the plunge into the Uber world, there are still many who say the taxi cab industry has never steered them wrong. Ray Jones, ward 5 councillor, has been anti-Uber from the beginning and despite the positive growth and reception, he said he’s still “not a fan.”

issues handled cautiously with bedazzled Dharma gloves. But ‘handled’ is the operative word here. Set in small towns like Jhansi and Kota where patriarchy is as evident as daylight, the movie focuses on Badrinath (Varun Dhawan), a sahukar’s son in pursuit of a bride. He spots Vaidehi (Alia Bhatt) at a wedding and starts wooing her. But Vaidehi refuses to bow down to social pressure and succumb to a marriage nurtured by an IV drip of dowry. Turns out she’s that mutant small-town girl with actual opinions and ambitions and most importantly, a spine. And her character is the backbone of this story, too. She’s fierce and real; she’s pushed down but gets back up; he

Through Vaidehi, the movie checks all the important boxes: gender issues, feminism, consent, etc. But the story is treated so stylistically (with elaborate song sequences and flashbacks and cinematic moments) that it loses heat. At times, characters speak like public service announcements, and seem a little contrived. The runtime doesn’t help either. This is a story with an obvious climax, so sitting through two and a half hours to find out what you already know might get uncomfortable. But the

breezy vibe of the movie and back-toback hilarious lines should get you through it. Together, Varun Dhawan and Alia Bhatt are the best thing that could have happened to our screens. The beautiful effortlessness of their onscreen companionship plasters a grin on your face. Dhawan as Badri is adorable; you instantly take to him. He even pulls off some high-drama scenes impressively. Bhatt, unsurprisingly, gives it her all, and her sincerity comes through. But her accent, casually swinging between Juhu and Jhansi, is bothersome at times. RSVP Yes to this wedding; it’s grand, with good music, great people and delicious food for thought.
