4 Toronto police officers charged with perjury, obstructing justice Four Toronto police officers have been arrested and charged with 17 offences — nine counts of obstructing justice and eight counts of perjury, Chief Mark Saunders told a news conference this morning. The four officers charged are: Const. Jeffrey Tout, 41, 17 years of service, assigned to 55 Division. It is alleged he provided false court testimony, and is charged with two counts of obstructing justice and two counts of perjury. Det. Const. Benjamin Elliott, 32, nine years of service, 55 Division. Charged with three counts of obstructing justice and three counts of perjury. Const. Michael Taylor, 34, 11 years of service, 51 Division. Charged with two counts of obstructing justice, one count of perjury. Det. Const. Fraser Douglas, 37, 14 years of service, 55 Division. Charged with two counts of obstructing justice, two counts of perjury. "We will not tolerate any bad behaviour of any kind," Saunders told reporters Thursday after announcing the charges. "Anything that questions the integrity of the Toronto Police Service concerns me." Saunders would not comment about the specifics of the case, but said he has assembled a special team of professional standards investigators to look at other cases involving the officers, to see if there is "any other cause of concern." The four officers have been suspended with pay while the case goes to court. Saunders says that under the Police Services Act, their pay can't be suspended while the case works its way through the court system. Charges against man dismissed Last September, an Ontario Superior Court judge dismissed charges against the man, who was accused of possessing heroin on Jan. 13, 2014. Justice Edward Morgan concluded the officers concocted a false story about why they stopped the man and searched his car. Morgan also ruled the officers falsely testified they found loose heroin powder on the dashboard, which led to a search that uncovered 11 more grams of the drug wrapped and hidden behind the car's steering column. Morgan ruled the drugs seized during the search were not admissible as evidence and dismissed the charges against Tran. -CBC New
A woman has been struck and killed by a vehicle in the Guildford area of Surrey and, according to RCMP, inclement weather may have been a factor. At around 6:30 a.m. on Tuesday morning, Surrey RCMP responded to a car accident in the 10400 block of 152nd Street where they found a woman crossing the street struck by a southbound vehicle. Police say the driver of the vehicle remained on scene but the victim has since succumbed to her injuries. RCMP are currently investigating the cause of the crash, but authorities say it may have been weather related. Traffic moving southbound on 152nd Street is now closed between 102nd and 104th Avenue until further notice and access to Guildford Town

Surrey RCMP are reminding both drivers and pedestrians of how weather can impact road safety. “With increased precipitation in the forecast, drivers and pedestrians are advised to use extra caution on our roadways,” RCMP Cpl. Robertson called it a "dubious honour" and said he hopes 2016 proves to be a turnaround year for TransLink after last year's failed transit tax plebiscite and a further decline in transit ridership. Trudeau government sends letter to U.S. Senate committee that’s dissecting Canada’s ‘fast-track’ refugee plan WASHINGTON — The Canadian government has fired off a pre-emptive strike before American lawmakers hold a hearing in which the northern neighbour’s Syria refugee policy will be on the hot seat. It sent a note to members of a powerful U.S. Senate committee that has scheduled a meeting next week titled, “Canada’s Fast-Track Refugee Plan: Unanswered Questions and Implications for U.S. National Security.” The U.S. Senate homeland-security hearing is, for the Trudeau government, an unwanted flip-side to the praise it received from progressives and foreign media outlets last month when the prime minister personally greeted refugees at the airport. This will be far less laudatory, judging from the list of witnesses invited to testify before the committee next Wednesday: most have already publicly challenged Canada’s plan to quickly accept 25,000 refugees. The Canadian embassy had also been invited to testify but declined, said ambassador Gary Doer, citing a longstanding practice of avoiding appearances in that partisan domestic political chamber. Instead, Doer sent a note beforehand outlining nine security measures the Canadian government has taken — five specifically related to the Syrian refugee program, and four others involving regular border co-operation with the U.S. They include the collection of biometric information from refugees; a zero-acceptance policy when doubts
surface about any individual candidate; use of U.S. security databases; the prioritization of low-risk refugees like women and families; and the fact that the refugees would be non-citizens for years, and couldn’t travel to the U.S. without visas. “Rest assured that no corners, including security screening, are being cut in order to achieve the government’s objectives,” Doer wrote in the letter, sent last week. “Rather, the government has devoted significant resources to this effort.” Doer concluded the letter by addressing a long-standing canard that repeatedly surfaces about the 9-11 attacks, noting that the congressional committee that studied the catastrophe
concluded none of the hijackers came from Canada. In an interview Tuesday, Doer added: “We want to deal with the facts. We’re not naive enough to suggest that there’s not a lot of politics in this.” In the U.S., the refugees have become a political football in a campaign season where different Republican presidential candidates are proposing a Syrian refugee ban — led by Donald Trump, who has gone so far as to call for a total freeze on Muslims travelling to the U.S. Of the witnesses invited to testify at the Republican-controlled committee, three are likely to express concern about Canada’s refugee approach. A union representing border guards will argue that there aren’t enough
border agents to guarantee that the country is protected from terrorist infiltrators. “It is a source of concern,” said Shawn Moran of the National Border Patrol Council. “The nearest agent could be 100 miles away. By that point, you could easily cross into the U.S. from Canada.” Another witness is David Harris, an Ottawa resident who worked for the Canadian Security Intelligence Service from 1988 to 1990, and now runs his own anti-terrorism research operation. Harris has publicly suggested letting in fewer immigrants as one way for Canada to guard against the threat. American lawmakers will also hear about how vital the Canada-U.S. border is to the economy. The U.S. takes in about 76 per cent of all Canadian exports, and border-tightening measures after the 9-11 attacks affected the flow of goods. Opposition MPs in Ottawa are warning the government to handle the file carefully. “I think this (U.S.) committee has been struck because there are legitimate concerns,” said Conservative MP and immigration critic Michelle Rempel. “I think it’s incumbent on the Canadian government to assure our largest ally to the south that the screening processes we have put in place are adequate…. B.C. aims to hire 1,600 more nurses The B.C. government is planning to catch up on its long-standing nursing shortage by hiring 1,643 full-time Registered Nurses by the end of March. Health Minister Terry Lake and B.C. Nurses' Union president Gayle Duteil announced Tuesday they have reached a staff increase agreement that has been the main obstacle to signing a new contract. The previous deal expired nearly two years ago, and the dispute over staffing was headed for arbitration. Duteil said the last BCNU contract in 2012 contained a commitment to fill these positions, but more than 1,600 have not been. "To the nurses working 16-hour shifts today, to the nurses working short in the emergency department and operating rooms across B.C., to community nurses with overwhelming caseloads, this agreement means relief is on the way," Duteil said. Lake said the first priority is to offer full-time positions to some of the 7,000 casual nurses working in B.C. Nurses from other provinces would be the next choice, and international recruiting would take place after that. "I think there will be a pool of nurses who may be moving back with their families to British Columbia, given the economic downturn in Alberta," Lake said. By region, the plan targets

ISIS releases new video threatening UK London, (ANI): The Islamic State of Iraq and the Levant ( ISIS) has released a fresh video threatening an attack on the United Kingdom and also claiming to show the nine Paris attackers before they massacred 130 people on 13 November 2015. According to the Guardian, the video shows footage of important sites in London and shots of British Prime Minister David Cameron and speaker of the House of Commons John Bercow. Towards the end of the clip 17-minute clip, the focus shifts to the Paris attackers. In the video, the nine assailants including Bilal Hadfi, Samy Amimour and suspected ringleader Abdelhamid Abaaoud are seen carrying out beheadings and participating in target

China's naval hospital ship returns home after 142-day journey
Beijing, (Xinhua-ANI): Chinese naval hospital ship -- The Peace Ark -has returned to a military port in Zhoushan, in the country's eastern Zhejiang Province, after a 142-day-long voyage around the Pacific Ocean. The ship took part in the military exercise "Peace and Friendship 2015," which was jointly held by China and Malaysia in Malaysia last September, before embarking on "Harmonious Mission-2015." During the mission, the naval ship visited Australia, French Polynesia,United States, Mexico, Barbados, Grenada and Peru. It also carried out free clinical and humanitarian services during its journey. The medical crew aboard the Peace Ark, which set sail from its port in Zhoushan on Sept. 7 last year, performed 59 surgeries and treated more than 17,400 people during the journey.

Obama bans solitary confinement for juveniles Washington DC, (ANI): United States President Barack Obama has announced a ban on solitary confinement for juvenile offenders in the federal prison system and said the practice is overused and has the potential for devastating psychological consequences. Obama outlined a series of executive actions that also prohibit federal correction officials from punishing prisoners who commit 'low level infractions' with solitary confinement, reports The Washington Post. The new rules also dictate that maximum a prisoner can be punished with solitary confinement for a first offense is 60 days rather than the current maximum of 365 days. The reforms came six months after Obama, ordered the Justice Department to study how solitary confinement was being used by the Federal Bureau of Prisons. (ANI)

Washington D.C, (ANI): A new research has come up with material that can be used to encapsulate human islet cells and can cure diabetes for up to six months. Massachusetts Institute of Technology researchers have designed a material that can be used to encapsulate human islet cells before transplanting them. In tests on mice, they showed that these encapsulated human cells could cure diabetes for up to six months, without provoking an immune response. Daniel Anderson, Associate Professor in MIT's Department of Chemical Engineering, a member of MIT's Koch Institute for Integrative Cancer Research and his colleagues
have come up with a way to make encapsulated islet cell transplantation a viable therapeutic approach. They began by exploring chemical derivatives of alginate, a material originally isolated from brown algae. Alginate gels can be made to encapsulate cells without harming them, and also allow molecules such as sugar and proteins to move
through, making it possible for cells inside to sense and respond to biological signals. The researchers found that 1.5millimeter diameter capsules made from their best materials (but not carrying islet cells) could be implanted into the intraperitoneal space of nonhuman primates for at least six months without scar tissue building up. The researchers are also investigating why their new material worked so well. They found that the best-performing materials were all modified with molecules containing a triazole group,a ring containing two carbon atoms and three nitrogen atoms. The study is published in the journal Nature Medicine. (ANI

Raja Krishna Menon astutely wields the baton as a director, handling the powerful subject in its entirety with honesty and manages to evoke a feeling of pride in the minds of the audience.
