New federal mortgage rules may be too late for Metro Vancouver
Surrey Board of Trade Sees Progress for Light Rail Transit This morning the Surrey Board of Trade hosted the first Surrey Mayor’s Breakfast Series with Surrey Mayor Linda Hepner and featured guest Amarjeet Sohi, Federal Infrastructure & Communities Minister, sponsored by Cascade Aerospace. Business and community leaders filled the Council Chamber Theatre to hear the initiatives of Surrey City Hall and keynote speaker, Minister Sohi. In all more than two hundred people attended the inaugural event. The transfer of properties to non-profit societies was undertaken at the request of the societies, and is part of the B.C. government’s commitment to strengthen the non-profit housing sector. BC Housing will be issuing Requests for Proposals to partner with municipalities, non-profit societies and other community groups throughout B.C. on innovative housing projects that create more affordable housing for British Columbians in greatest need. “This significant funding commitment by the Province will create a lot of opportunities for the non-profit housing sector and open doors for new partnerships with the B.C. government to
create more long-term, stable housing solutions for those most in need,” said Bob Nicklin, chief executive officer, Affordable Housing Societies. Since 2001, the Province has added more than 24,750 new units of affordable housing. More than 22,000 new units are complete. The remainder is in development or under construction.

On Monday new federal mortgage rules aimed at cooling Vancouver’s market will take effect. The Central Mortgage and Housing Corporation (CMHC) now will require a 10-per-cent down payment on the portion of mortgages it insures over $500,000. The changes are needed and could save first-time buyers from costly mistakes, Mantin told The Province Thursday. In the price range that will be impacted by increased down payment requirements, Mantin points to a singlefamily home in Maple Ridge. About six months ago the owners filed for bankruptcy when the property was worth $550,000. With little equity and swamped in all kinds of consumer debt, they couldn’t make monthly payments. Mantin helped them put the home on the market, and it just sold for $730,000. “So, essentially a bunch of their debts are going to get paid because they got some equity they didn’t think they had,” Mantin said. He said he has seen similar price action on Langley townhouses. A client looked at filing bankruptcy on a $505,000 home last year. It has now been appraised at $625,000. Because of debt and credit issues, the client hasn’t been able to capitalize on increased equity, though. Mantin said the market action seen in late 2015 could mark a turn in Lower Mainland real estate, but no one really knows yet. “Every bubble is so obvious after it happens,” he said. “If people are rushing out to buy homes they can’t afford, I won’t see them for a few years before they realize it.” Canadian bank economists have different views on the impacts of the mortgage rule change. The consensus view is that restricted supply and strong demand from foreign investors and upgrading homeowners who already have significant home equity will keep Metro Vancouver markets buoyant. Bryan Yu of Central 1 Credit believes Ottawa’s mortgage-tightening rules will affect a relatively small group of young borrowers in Vancouver. “I think sky-high prices in Greater Vancouver have more room to grow with little risk of a significant downturn,” Yu said in a recent report. He added that condo markets “have been soft,” but “detached values have surged,” and “single-family housing is increasingly a luxury good detached from income drivers.” In a non-consensus view, though, RBC Economics reported the new mortgage rules could sharply reduce demand in Vancouver and Toronto. “We believe that the change ... will have a non-trivial impact on high-priced markets,” wrote RBC senior economist Robert Hogue. Hogue calculated that for an average Vancouver-area home the minimum down payment a buyer would need to qualify for a mortgage will rise by 47 per cent, from 47,000 to $69,000. “The increase in the minimum down payment ... will raise the bar to home ownership quite materially in Vancouver,” Hogue wrote. Some financial experts have also predicted that tougher lending standards could push young buyers into risky financing deals with sub-prime and “shadow-banking” lenders.

Human foot found in shoe at Vancouver Island's Botanical Beach VANCOUVER ISLAND — A human foot has been found inside a shoe by a hiker on Botanical Beach near Port Renfrew. It appears that the shoe washed ashore and was found on Sunday, Sooke RCMP said Tuesday. The shoe and foot were turned over to the B.C. Coroner’s Service, which confirmed that that foot is human. Sooke RCMP and the Coroner are investigating. It is too early to say if the situation is suspicious, police said. Disembodied feet come ashore occasionally on B.C.’s coast. Between August 2007 and November 2011, nine feet belonging to seven people were discovered along the region's coasts. One foot was linked to a man who had gone missing 25 years earlier when his boat overturned near Port Moody. • The first foot was found on Aug.
20, 2007, on Jedediah Island, northeast of Nanaimo. The right, male foot was found in a Campus shoe, size 12, available for sale primarily in India. It was subsequently linked to a depressed man who went missing in early 2007. • The next one turned up on Gabriola Island six days later on Aug. 26, 2007. It was a right, male foot in a size 12 Reebok shoe. The brand was first produced in 2004 and is no longer for sale. • The third foot, right and belonging to a male, was found on Feb. 8, 2008, on Valdes Island. It was in a blue and white Nike, size 11. The
model was made between February and June 2003. • The fourth foot was found on May 22, 2008, on Kirkland Island at the mouth of the Fraser River. This time, it was a right female foot in a size 7 New Balance shoe. The model was made beginning in June 1999. • The fifth foot was found on Westham Island at the mouth of the Fraser River on June 16, 2008. It was a left, male foot and DNA testing has matched it with the foot found on Valdes, but the man's identity is unknown. • The sixth foot was found Aug. 1, 2008, near Pysht, west of Port Angeles, Washington. A right, male foot, it was found in a size 11 or 12 men's low-rise, dark hiking-type athletic shoe, made by the Everest Shoe Co. • The seventh foot was found Nov. 11, 2008, on a Fraser River beach in Richmond. A left, female foot, it was
matched through DNA testing with the foot found on Kirkland Island, and the woman was identified. • The eighth foot was found Oct. 29, 2009, inside a white size 8 1/2 Nike running shoe on a beach in Richmond. • The ninth foot was found on Aug. 26, 2010, by a tourist on Whidbey Island, in Puget Sound. The right foot was believed to belong to a woman or child. In the previous cases, foul play was not suspected and police said the feet likely became detached through decomposition. There have also been hoaxes. On June 18, 2008, what was thought to be a foot washed up near Campbell River. It was later discovered that someone had placed the bones of an animal's foot in a sock and packed it inside a sneaker with seaweed. Then in September of that year, someone placed a plastic foot in a runner on an East Vancouver beach. In September 2012, Victoria police investigated after five childsized shoes were found at the Clover Point beach area. Trials of Surrey mom’s alleged killers delayed–again Amanpreet Bahia, a 33-year-old mother of three, was murdered in Surrey in 2007. Her husband and two others are charged in her killing, but have yet to face trial, nine years after her death. Nine years after a mom of three was slain in her Surrey home, the longawaited trials for her accused killers have once again been delayed. Amanpreet Kaur Bahia, 33, was found dead downstairs in her Newtonarea house on the morning of Feb. 7, 2007. Family members returned from an outing to find her lying in a pool of blood. Two of her young daughters had been home alone with their mother’s body for several hours before anyone arrived. Amanpreet’s husband Baljinder Singh Bahia and another man, Eduard Viktorovitch – both charged with firstdegree murder – were slated to start their trial on Monday (Feb. 1).
The trial did not go ahead, however, and has now been adjourned until Sept. 12. The postponement, said Criminal Justice Branch spokesperson Neil MacKenzie, was made on behalf of Bahia’s lawyer, who wasn’t able to proceed with the scheduled dates. A third accused in the case will be tried separately from the two men. Tanpreet Kaur Athwal is also facing a first-degree murder charge. Voir dire proceedings were scheduled to begin for Athwal on May 2, with the actual trial starting Sept. 12. But as that’s when Bahia and Baranec’s trial is now set for, Athwal’s will now have to be rescheduled, said MacKenzie. The trio was charged in February 2011, four years after Amanpreet’s murder. They were then ordered to stand trial after a preliminary hearing in provincial court in May 2012. A trial was

pepper spray assault under investigation METRO VANCOUVER - Mounties in Langley are searching for a man accused of pepper-spraying another driver during a bizarre encounter in December. The victim told police that he was driving westbound on Fraser Highway in his 2007 Chevrolet Cobalt at about 6:45 p.m. on Dec. 28, when he noticed that a black Jeep Cherokee behind him was flashing its high beams. The driver pulled over just east of 259A Street, and the Jeep stopped behind him, according to an RCMP press release. When the two men got out of their vehicles, the Jeep’s driver pulled out his pepper spray and sprayed the victim, then got back into his vehicle and drove away. Ford to launch bus service in Kansas City Newyork: American multinational automaker Ford is teaming up with Bridj, a data-driven pop-up bus company, and the Kansas City Area Transportation Authority (KCATA) to roll out a fleet of shuttle vans that residents can summon with the tap of an app, the Verge reporte. The Bridj app (available in iOS and Android), input their location and their destination, and then choose from a list of available prearranged times that one of Ford's shuttles will arrive at a nearby pop-up bus stop. "This is not supplementing existing

Premier Christy Clark announced upcoming changes to key positions in the BC Public Service After 27 years of serving the Province, John Dyble, deputy minister to the Premier, cabinet secretary and head of the public service, will retire effective March 24, 2016. Dyble’s public service career started in Smithers in 1980, as an engineering student on a survey crew. Nine years later, after working as a consulting engineer in the developing world, Dyble formally joined the BC Public Service. Establishing himself as a leader on major B.C. infrastructure projects, Dyble rose to become deputy minister of transportation and infrastructure. He was deputy minister of health, responsible for developing and delivering government’s health innovation agenda, when appointed deputy minister to Premier Clark in 2011. During his five-year tenure as lead deputy, Dyble helped manage and deliver key government priorities such as successive balanced budgets, the BC Jobs Plan, Crown corporation reviews and long-term labour agreements. As head of the public service, Dyble has worked to
build a strong corporate executive and maintain the BC Public Service as one of Canada’s top employers. “John’s work, over a remarkable career, has literally spanned and helped to build our province,” said Premier Clark. “I thank John for what he has accomplished for British Columbia, and I am honoured to have had him as my partner in the public service for the past five years. Under the new program, drivers with certain serious prohibitions for drinking and drug affected driving are now required to participate in mandatory remedial programs designed to prevent this high risk and irresponsible behaviour from reoccurring. Driving while affected by drugs or alcohol is a significant public health and safety concern of this government. In 2014, drinking and driving contributed to the death of 61 people on our roads – that’s 61 completely preventable deaths

Exercise-meditation combo, a weapon against depression
Washington D.C, (ANI): Fighting depression can really be tough, but if you combine meditation and aerobic exercise together you can beat it, according to a new study. The study found that this mind and body combination, done twice a week for only two months, reduced the symptoms for a group of students by 40 percent. Lead author Brandon Alderman said that they are excited by the findings because they saw such a meaningful improvement in both clinically depressed and nondepressed students, adding that it is the first time that both of these two behavioral therapies have been looked at together for dealing with depression. Researcher Tracey Shors said that this study suggests that when done together, there is a striking improvement in depressive symptoms along with increases in synchronized brain activity. As per Alderman, these therapies can be practiced over a lifetime and that they will be effective in improving mental and cognitive health.
Weight loss industry dubbed as ‘Wild West’ Washington D.C, (ANI): When it comes to shedding those extra kilos, “will” is not the only factor that matters. A new study has found that it is hard for the people with medically serious weight problems to find or have access to proven, reliable programs. Johns Hopkins University’s Kimberly Gudzune noted that the nutrition and weight loss industry is like the Wild West. There is very little oversight, and it's hard for consumers and medical professionals alike to tell what is effective, reliable and meets guidelines' standards. Investigators report finding that consumers and primary care physicians who rely on Internet information may have a hard time identifying weight loss programs that align with widely accepted guidelines set forth by the American Heart Association (AHA), American College of Cardiology (ACC) and The Obesity Society (TOS). The results, they say, underscore the need for some regulatory oversight of information provided by communitybased weight loss programs that claim to be successful. For the study, investigators evaluated close to 200 programs within 10-mile radiuses of 17 different primary care clinics within a large practice network in Maryland, Washington, D.C., and Virginia. When reviewing their
websites, they found that only 9 percent of programs actually adhered in some way to expert medical guidelines for weight loss issued by the AHA, ACC and TOS. While 59 percent of programs described online the specifics of their "intensity," only 17 percent overall could qualify as a high-intensity program, a program that advises more than 14 sessions in six months. 75 percent of the programs described dietary change as a part of their weight loss regimen, but the type of dietary change was often not specified, leaving consumers unclear about this important aspect that could affect their continued participation and success in
the program. 57 percent of the programs described increased physical activity as a part of their weight loss program, but only 3 percent included the recommended goal of 150 minutes or more of moderate physical activity per week. 15 percent of programs reported prescribing Food and Drug Administration-approved medications, yet 34 percent endorsed the use of supplements. Gudzune emphasizes that most vitamin, mineral and herbal supplements lack any scientific proof that they help with weight loss, and some that do may cause significant side effects, such as cardiovascular damage. Gudzune and her colleagues evaluated the claims of the programs on their websites using five criteria: Inclusion of high-intensity interventions greater than or equal to 14 sessions in six months; Inclusion of a moderate, calorielowering diet that is evidence-based, e.g., the higher-protein Zone diet, the Mediterranean-style diet and the lactoovo vegetarian-style diet; Encouragement of increased physical activity; Inclusion of regular selfmonitoring tools to track weight, meal planning, food tracking and exercise; And exclusion of dispensing or recommending supplements. Border guards seize more guns in southern Ontario than anywhere else in Canada The Canada Border Services Agency’s southern Ontario region includes Sarnia, London, Fort Erie, Niagara Falls and Windsor. Officers in that region made 678 drug seizures in the last half of 2015, including 26 cocaine seizures totalling nearly 84 kilograms. In that same period, officers also made 140 tobacco seizures, 321 alcohol seizures, 348 prohibited weapons seizures and 115 firearms seizures with a total of 163 guns. The CBSA said more guns were seized in the southern region in that time frame than anywhere else in Canada.

Improving survival of mothers, newborns in South Asia Washington (ANI): A new strategy can help increase the survival of mothers and newborns in South Asian countries, where midwifery is not an established profession. Due to lack of midwifery, complications in both mothers and newborns are extremely common. In her thesis, University of Gothenburg’s Malin Bogren, who has been commissioned by the UN to work in Nepal, Afghanistan and Bangladesh, presented a strategy on how the midwifery profession can be established in low-income countries and in this way, improve the health of
mothers and newborns. The most important recommendations for improving the midwife profession in the studied countries are, therefore, legislative
development and a comprehensive approach to strengthening the formal educational preparation for both midwifery students and midwifery teachers, which then raises the profession's status, Bogren noted. She noted that her thesis provides recommendations for different levels of decision makers, civil society, academia and donors. Hopefully, this information can help to establish midwifery as a profession in South Asia and thus improve and promote maternal and newborn health. Big Mystery: What's brewing between Hrithik and Kangana? With B-Town abuzz with news about Kangana Ranaut-Hrithik Roshan's 'relationship' since last weekend, we dig deeper to find out what exactly could have transpired between the two. It was a year ago that Kangana Ranaut in her characteristic candid manner let a secret out that set tongues wagging. She had hinted that she's seeing someone, and her love life is exciting, but she was also treading cautiously since she said that she wanted to ensure everything worked out before making the relationship public. Soon after, it was reported that the mystery man in her life was Hrithik Roshan. But the actor denied the whole report, openly asking the reporter to go see a shrink. Sources say that this could have been because Hrithik was still dipping his toes in water as far as Kangana was concerned and might have not been sure of the relationship at that time. Sources close to the duo say that they were friends even while working in 'Kites' (2010). "Hrithik was going through some trouble in his personal life at that time and he would talk to Kangana about it and that's how they got close and became friends." The two are said to have got closer during the shoot of 'Krrish 3' (2013). After Hrithik's divorce with Sussanne Khan, his wife for 13 years, came through, it seemed like their friendship went to another level. Sources close to the stars say, "Kangana and Hrithik continued meeting each other till the story of their relationship broke out and then Hrithik tweeted denying it all." Soon, their relationship is said to have blossomed again as "they obviously

Madhavan), an embittered boxing coach, whose boxing career is ruined owing to a devious plan executed by his then coach, Dev Khatri (Zakir Hussain), has lost all hope, till he spots a poor local girl Madhi (Ritika Singh) in Chennai who sells fish but is keen on boxing. He then trains her to represent India. Through the lives of Madhi and her sister Laxmi aka Lux (Mumtaz Sorcar), the film highlights issues like politics in sports, girls being discouraged to take up sports by their families and the fact that girls too are equally talented and can become champions. R. Madhavan essays the title role playing Adi Tomar, the disgruntled boxing coach full of angst against the

system, to perfection. His frustration, bohemian lifestyle, passion for boxing and even the determination to make Madhi a champion boxer, are real. With his dishevelled appearance and boxerlike physique, he looks every inch the part that he plays and emotes with equal fervour.
Ritika Singh as Madhi, is the star of the film, not merely because she is the protagonist, but because she puts her heart and soul into her character. Whether it is fighting with grit in the boxing ring, dancing on the streets with gay abandon, being awe-inspired by her mentor, giving vent to her anger, or her disappointment and agony upon losing a match and letting down her 'Master', she slips into her role with convivial ease and portrays the gamut of emotions with spontaneity and restraint, as the scene demands, delivering an electrifying performance. Mumtaz Sorcar, as Lux, Madhi's elder sister, ambitious, but not talented enough, who is blatantly envious of Madhi, is equally a delight to watch as an actor in an honest portrayal. Zakir Hussain as the quintessential corrupt and slimy
National Women's head coach, indulging in politicking too, is impressive and does justice to his character, making one sufficiently abhor his unethical ways. Nassar as the junior coach in Chennai, who takes pride in his students and is supportive of Madhi, renders a fine performance. The rest of the supporting cast although with limited screen time leave an impact. A simple story, well-told, in a linear narrative, with well-etched characters and right amount of drama, "Saala Khadoos", is brutally honest. Sudha Kongara's writing and direction is praiseworthy, as she has dealt astutely with the subject with no major deviation. The screenplay is extremely measured, well-presented and captures the essence of the subject and the relationship between Madhi and her mentor aptly. With minimal sound design and constrained camera movement, the film offers a realistic feel. The music is nothing to write home about by way of melody, yet the powerful lyrics by Swanand Kirkire, depict the emotions of the characters in that context flawlessly. With a thumbs up to woman power, coupled with a strong subject and good performances, "Saala Khadoos" is bound to strike a chord with a cross section of viewers, irrespective of being sports lovers.

There is no interest-free grace period, and the interest rate is often higher than it is for regular purchases. You may also have to pay a fee for the cash advance, which depending on your credit card issuer can be a fixed

Sexual awareness can be life or death NC) Sexual education lays the groundwork for a lifetime of strong personal values and gives students the opportunity to develop meaningful and respectful relationships. While this may be considered basic knowledge to most Canadian teenagers, this is not the case in classrooms around the world. In Nyakagyezi, Western Uganda, volunteers are imparting sexual health information to 100 or so 12- to 20-year olds who are listening with rapt attention. This could be because in Uganda, 24 per cent of female teenagers are either pregnant or have already given birth. Which, for Ugandan girls, almost always means becoming part of the same cycle of poverty that trapped their own parents, and grandparents. “Here you see a class of 100 can graduate with only 30,” explains 17-year old Nicholas, one of the workshop
attendees. “A lot of this has to do with pregnancy.” Early motherhood also exposes young women to the health risks of early childbirth, and HIV/AIDS. Uganda is home to 2.2 million orphans, nearly half of which have lost one or both parents to the AIDS pandemic. In total, there are
nearly 8 million vulnerable children in Uganda today, including the vast majority of the teens attending this workshop. The workshops facilitators are members of Reach a Hand Uganda, a Kampala-based, youth-run organization that empowers teens to make more
informed decisions regarding their health as nearly half the population is under the age of 14. The answers being given today are literally saving lives - lowering the birth rate (which averages at 6 children per woman,) reducing the spread of STIs, and creating discussion in a country where sex education is often taught via 1960s textbooks and well-meaning but uneducated family members.
